High school addition could cut into veterans park Superintendent says veterans memorial wouldn’t be disturbed

MILLEDGEVILLE – The proposed $10.4 million project for improvements to Milledgeville High School could include purchasing part of the veterans memorial park west of the school.

The Chadwick-Milledgeville

school board on Monday discussed the project, which includes replacing the school’s HVAC system and some windows, and asbestos abatement for about $5.9 million, and creating an addition with a gymnasium and office space for an estimated $4.5 million.

The project also includes repurposing and remodeling some of the building’s lower level.

If the project is approved, the district would seek to acquire a strip of unused land on the veterans memorial park property from the Milledgeville Park

Next meeting The next meeting of the Chadwick-Milledgeville School Board will be at 7:30 p.m. June 19 at Milledgeville High School, 100 E. Eighth St. District for a new driveway.

The exact amount of property, and any potential cost, has not yet not been determined, but Superintendent Tim Schurman said he would meet with the park board Tuesday to work out the details.

“The veterans memorial, the

American Legion built that, and we want to avoid disturbing that,” he said. “It’s a unique, beautiful setting there.”

Schurman is negotiating final terms of a contract with OpTerra Energy Services, and a final vote on the project is scheduled for the board’s June 19 meeting.

Teachers contract The board also voted to approve a teachers contract for 2017 through 2020.

Schurman said the agreement includes raises of 1 percent this year, 1.5 percent in 2018, and 2

percent in 2019. Negotiations were conducted in April.

“Besides the initial meeting, receiving the union’s initial proposal, we only met three times,” Schurman said. “It couldn’t have gone more nicely.”

There were no changes to employee insurance. Teachers now also have 12 sick days instead of 10.

Salaries were increased by 2 percent for head varsity coaches and assistant coaches to be more in line with the conference average, Schurman said.

MOUNT CARROLL – For the second time in 3 months, the West Carroll school board on May 17 was asked during a meeting to be more communicative and open with the public.

But some school board members challenged the assertion that there’s a rift between them and the public.

Mount Carroll resident Laura Shelly, after touting various student accomplishments, asked board members to ask themselves, “Are you committed to the challenges we face?” She urged them to evaluate their decisions.

Shelly also requested the board get district staff and the community more involved and cooperative – saying teaching staff had been “cut to the bare bones” and asking the board to consider the impacts on students.

“If the students fail,” she said, “the school fails.”

Shelly questioned the need for 10 school secretaries and 5 administrators. She challenged administrators to ask themselves how well they knew staff, students and parents. She said the public often does not know the administrators or what the board is doing.

Anderson asked.

Shelly saidt they would, but added that West Carroll was in need of money.

Anderson also questioned whether the public, or only Shelly’s friends, were invited to the meeting. He said the invitation should have been published in newspapers.

Kay will be dearly missed by her husband, Harold; two children, Pam (Paul) Slagh of Grandville, Michigan, and Alan Andresen of Rio; three grandchildren, Brett and Dylan Slagh and Stephen Andresen; and one brother, Robert (Karen) Bellmeyer of Platteville.

Kay was preceded in death by two sons, Randy in 1984, and Rodney in 1985, who both passed away at the age of 23 due to complications of muscular dystrophy.

The funeral was Friday at First Evangelical Lutheran Church in Chadwick. Burial was at Chadwick Cemetery.

LANARK – The Eastland School District is expecting a slight deficit in its transportation fund because of a lack of state payments.

Superintendent Mark Hansen told the school board Monday that the state

is about $86,000 short this year on its education fund payments and about $180,000 short in the transportation fund. He said this year’s budget has been amended to reflect the shortfalls.

Transportation expenses will outweigh revenues by about $45,000 this year – $622,167 in revenue and $667,607 in expenses, but reserves will have the fund sitting at $1.275 million by the end of the fiscal year.

The unreceived state money represents 28 percent of the budgeted

transportation revenues for the year.

The district had two buses needing unexpected engine repairs, costing about $8,100.

The education fund will have a surplus of about $700,000, with a projected ending fund balance of about $5.2 million.

Hansen said the district doesn’t anticipate receiving any more state payments by June 30.

Eastland music program places third in state

The Eastland music program completed months of hard work and dedication with a third-place honor in the state competition recently. All four music groups received top ratings at music contests this spring.

“The kids have shown significant improvement in all of their musical abilities throughout this past year, and it has really shown,” said Benjamin Randecker, Eastland band and chorus teacher. “We have had a great time improving the program as a team, as well as involving strengths from individual talents and participation. Taking home the trophy for third place was a big accomplishment for our program, and we will strive to become better in the upcoming years.”

‘Don’t pass, don’t play?’

In discussion of the District Handbook, board member Fred Tipton

said he’s concerned the district’s policy for sports eligibility is less strict than others’. West Carroll allows athletes to continue playing with one failing grade. Tipton said athletes with one failing grade should be prohibited from playing but remain on the team to have incentive to improve the grade. A second failing grade would result in dismissal from the team.

“If you don’t pass, you don’t play,” Kilpatrick said in agreement with Tipton.

Anderson said he was concerned such a policy might encourage students to drop tougher classes. He and other board members worried that one poor grade making students ineligible might make it difficult to field full teams.

After lengthy discussion, the board voted to approve the handbook, excepting the eligibility for sports policy. The board will first try to determine how many students might be ineligible the first part of each semester with a stricter policy.

Retiring secretary recognized

With her retirement imminent, Secretary Barb Cederholm was given a plaque for her service to the district from Superintendent Adam Brumbaugh. He said Cederholm had been “a huge asset to me during my time here.”

Kilpatrick said Cederholm “was one of the best things that ever happened to West Carroll.”

Former West Carroll Middle School Secretary Deb Myers will replace Cederholm.

CHADWICK – Kay Andresen, 80, of Chadwick, met her Lord on Sunday, May 14, 2017.

Marilyn Kay was born April 13, 1937, in Platteville, Wisconsin, the daughter of Robert and Thelma (Hore) Bellmeyer. She grew up on the family farm near Platteville. She attended Platteville High School, graduating with the class of 1955. She was a graduate of the University of Wisconsin – Platteville. While at college, Kay met the love of her life, Harold Andresen, who was working in Platteville as a radio announcer. Harold was drafted into the Army in February 1959, and they were married later that year on Aug. 14, 1959. Kay and Harold lived in Germany before returning to live and work on the Andresen family farm near Chadwick.

Kay and Harold raised four children.They celebrated 57 years of marriage. Her family is thankful for her gift of care and sacrifice to raise their children, especially for the extra care for Randy and Rodney, who had the challenge of living with muscular dystrophy.

Kay was a member of First Evangelical Lutheran Church in Chadwick, where she volunteered her time and talent. She also volunteered at the Chadwick Library.

Kay was involved with her children in 4-H, among many other activities. She enjoyed sewing, scrapbooking, puzzles, gardening – especially sweet corn, and traveling with Harold. Kay and Harold created the Andresen Ag Scholarship, along with the Andresen Memorial Scholarship as a way to honor Randy and

Volunteerism. According to Dictionary.com, to be a volunteer is to freely offer to take part in an enterprise or undertake a task. There are so many worthy causes, so many necessary causes. How can one possibly ever decide which one is most worthy? I’d like to give you some food for thought.

It has often been said that it takes a village to raise a child. CASA – 15th Judicial Circuit (Court Appointed Special Advocate), serving Lee, Carroll and Ogle counties, is part of that village.

This year, we are celebrating 29 years of advocating for children in our court systems. With a vision of providing a CASA volunteer for every child who needs one, we serve as listeners, as voices of encouragement, and

his year will be our 11th Annual Tractor Drive. Bill and I feel like we have swept over the county multiple times.

I have to say that I am truly surprised by the lack of registrations we have at this point. Has our tractor drive run its course? Has the novelty of the tractor drive worn off? This year, the tractor drive will take place on Friday, July 21. It will leave from Thomson.

Applications are available on our website and at the office. My nerves for the next 2 weeks are going to be shot!

It is crazy to think, and lord knows I don’t want to jinx anything, but when the desire and the talent is there to do great things and all we need to do is play our game, ‌ this mom, and avid baseball fan is more than on edge.

Talks of this have been going on since Tucker was 6 and started baseball lessons. I had

many say it was ridiculous to do extra training and it was all too much, ... I disagree.

His love for the sport has only grown and his passion is certainly there. It is awesome to have been able to watch these boys grow and become such a team. Deep breath, and let’s hope this is the ride of a lifetime.

Speaking of faith and baseball, ... the Chicago Cubs must have a lot of faith in the U.S. Postal Service.

Annual celebration aligns with 150th anniversary Prairie Advocate staff

MOUNT CARROLL – Additional activities to recognize the city’s 150th anniversary will be part of the 36th annual Mayfest celebration, taking place from Friday to Sunday on the Campbell Center quad, 203 E. Seminary St. The sesquicentennial committee, Community Development Corp., and Chamber of Commerce will have a booth with information and free giveaways at the quad. Maps with historic self-guided walking tours will be available at the booth, with walkers asked to return the maps once they finish their tour.

Some tour guide packets will be available for purchase. Chances to win a 150th anniversary quilt will be sold at the booth.

Events kick off Friday with a beer and wine garden and food booths, from 6 to 11 p.m.

Musical performances will begin, with Ed Leipus playing from 7 to 8, Dave Cuckler from 8 to 9, and Bruce Kort from 9 to 11.

Events on both Saturday and Sunday include: • Breakfast from 8 to 10:30 a.m. at United Methodist Church, 216 S. Main St.; • Arts and crafts from 9 a.m. to 5 p.m.

Saturday and 10 a.m. to 4 p.m. Sunday at the Campbell Center.

• A children’s curiosity court, from noon to 4 p.m., with a “Bubbles with Professor B³” program from 2 to 4 p.m., at the Campbell Center.

Saturday activities will begin with a 5K walk, run at 8 a.m., starting from the Campbell Center north entrance. The cost is $18, or $54 for a family of three or more, with prizes awarded for the first overall male and female finishers and age groups. Proceeds will benefit the Carroll County Haiti Mission Project and the West Carroll cross country team.

If a comfortable bed for the night is too fancy for-your tastes, or if you have a camper, there are camping grounds available not far from town. If haunted houses and ghost stories are more to your liking, Mount Carroll is home to the only year-round continually run haunted houses in the region, Raven’s Grin. Depending on the night, you can bowl a few frames at the Mount Carroll Bowling Center, take in some live music at Charlie’s and find some fine food and interesting people in between. And if all you want is a good cup of coffee, stop by Brick Street Coffee, located ~n the Main Street Market (also called the Kraft Building). You can also stop by the Welcome Center- which is also conveniently located in the Kraft Building- for up to date information on the goings on about town .

IL-78, a major north to south artery, runs through Mount Carroll, and often people stop on their way to Galena and are pleasantly surprised at what they find. We are near IL-64/US 52, which will take you east to Dixon and Freeport or west to the Mississippi River. Centrally located but also off the beaten path, Mount Carroll embodies the kind of small town charm that draws people in when urban landscapes get to be too loud, too gray, too bound up, and too busy.

Rebuilt and ready for a family Students finish restoring home in Sterling

STERLING – A house on Fourth Avenue proved to be the perfect practice ground for Jonathan Landis before he goes on to rebuild homes devastated by disasters across the nation.

The Sterling High School senior is one of 150 students who worked to restore every inch of the century-old, 2,800 square-foot home at 505 Fourth Ave. during the past 3 years through the Whiteside Area Career Center’s building trades program.

In the past 3 decades, students have built 18 houses from scratch and rehabilitated five.

The students who attended the open house for the nearly completed project Thursday shared a common motivation for joining the program.

“I just like working with my hands, and I wanted to get out of the classroom,” Landis said. “It’s kind of dying off, knowing how to do these trades.”

Landis plans to take the skills he’s learned and apply them in the disaster

“It’s something I want to do because it feels good to help someone out and give them a new start at life,” he said.

Ashley Knopp, a Dixon High School senior and one of three girls in this year’s batch of 50 students, wanted to expand on her building skills after taking metal and woodworking classes at DHS.

“I think it’s important when you grow up to know what’s happening with your house and how to fix it,” she said.

Seeing the full picture of the completed work – minus some electrical covers, counter tops and a few other punch-list items – provided a stunning contrast to the project’s beginning when students were lugging around drywall, cabinets and flooring, she said.

“It’s quite a different view,” she said. “I think it was an all-around good

experience.”

Knopp plans to study agriculture at Highland Community College in Freeport.

Among the many different tasks bringing the house in shape, slaving over the trim was a common challenge for the students.

“You can’t be off at all or it’s going to show,” said Tyree Dillard, a senior at Newman Central Catholic High School.

He said there’s a sense of pride knowing every piece of work they’ve done has

“It’s a cool feeling that the family is going to know it came from us,” he said.

Dillard aims to either attend a lineman training school or Sauk Valley Community College before going to a 4-year university.

The three-story home has four bedrooms, four bathrooms and a basement.

Instructor John Gehrke, who has taught building trades students at WACC for the past 29 years, said they found newspapers dating back to 1906 in the house, and guessed it was built around then.

Students filled dumpster after dumpster with the old

guts of the home, created a new framework inside, redid electrical and plumbing systems, and replaced the roofs on the front and back porches, Gehrke said.

“We gutted the whole thing,” he said.

Newman junior Nick Nailor of Rock Falls said it’s gratifying to know the house was done right and will be put to good use.

His mom, Stacie Grennan, said she has already bought him some tools for helping with work around the house.

“He’s always been interested in how things work and how they get put together,” she said. “I’m proud of him, and they did some really great work here.”

County Board holds off on marijuana ordinance

MORRISON – Whiteside County will follow the state’s lead when it comes to penalties for possession of marijuana.

After months of deliberation, the board on March 16 decided to put a proposal on hold that would have enacted a county marijuana ordinance.

In July, Gov. Bruce

Rauner signed a law lowering penalties for possession of less than 10 grams of marijuana, or drug paraphernalia, from a misdemeanor – punishable by a fine or jail, or both – to a civil violation, punishable by a fine. The law also allowed local municipalities to create their own ordinances governing possession in place of the state’s fines, and required court clerks to expunge state violations

from a person’s records after 6 months if the fine has been paid.

The expungement was the sticking point in the board’s decision to put a county ordinance on the back burner for now.

The Public Safety Committee recommended putting the proposal on hold after Whiteside County State’s Attorney Terry Costello said that while the state can expunge a person’s record, he didn’t think a

county violation would be able to be taken off a person’s record the same way or in the same amount of time.

Board members pointed out that Sterling and Rock Falls enacted city ordinances for possession that allow for an expungement, but Costello said he wasn’t sure how they were able to do that. He said he’ll continue researching the matter, and the issue could be revisited in the future.

In other action: • County Assessor Robin Brands is comparing aerial photos from 2011 and 2016 to find buildings constructed without permits. People found to not have purchased permits for new construction would have to pay for a permit, and would be subject to fines equal to half the cost of the permit.

Farm Bureau’s Lillpop wins state honor MORRISON – Matt Lillpop, executive director of the Whiteside County Farm Bureau, has been awarded the Agricultural Education Advocacy Award from the Illinois Leadership Council for Agricultural Education. He will receive his award June 22 in Bloomington.

Each summer, Whiteside County Farm Bureau hosts several Farm Camps located throughout Whiteside County. Lillpop has received national recognition from the American Farm Bureau Federation for creating the program.

LANARK – The Old Settlers Days parade will take place June 24.

Line-up will be at 10 a.m. at the east end of East Pearl Street, with the parade starting at 11. The route will be along Broad Street, from Pearl to Carroll streets.

This year’s theme is “Growing Together,” with a focus on how the community works and grows together for the greater good. The Lanark Public Library, veterans, police, fire, and rescue personnel will be honored,

and entries of all kinds are sought.

There is no cost to enter.

MORRISON – Kelly Wilhelmi will not seek another term as Whiteside County sheriff in 2018, ending 10 years as the county’s top law enforcer.

But Wilhelmi, 55, told voters who they should select in the upcoming election – Lt. John Booker, 50.

Wilhelmi announced he will retire at the end of his term during a news conference May 16 outside the Whiteside County Law Enforcement Center, where he also endorsed Booker.

“We talked about that probably the last 2 years,” Wilhelmi said of Booker’s bid for the position.

Wilhelmi has been sheriff since

he was appointed in 2008 to finish out Roger Schipper’s term. When he retires, he’ll have been with the department for 30 years, serving as jail administrator before becoming sheriff.

Booker opposed Wilhelmi in his first election, in 2010, which involved some heated campaigning between the two. Wilhelmi said those days are long gone.

“John and I put all of that behind us a long time ago; we got back to work,” Wilhelmi said. “This whole thing was a lot bigger than either one of us.”

Wilhelmi said Booker has become an integral part of the sheriff’s department.

Both Booker, a Democrat, and Wilhelmi, a Republican, echoed that the election should not be about a political

party, but who is best for the job.

“I would welcome the chance to meet with anyone or any group of people and discuss my goals as sheriff of Whiteside County,” Booker said.

He said he will make it a point to continue the Safe Halloween program Wilhelmi created to monitor sex offenders on the holiday, and the department’s fishing derby, in which sheriff’s office personnel work with the young people in the county.

Booker was hired by the department in 1998 and worked his way up the ranks as a patrol sergeant, detective and now lieutenant and commander of the county’s SWAT team. Previously, he served as an officer with the Rock Falls, Prophetstown, Erie, Morrison and Tampico police departments.

He replaces Tone Boyle, who accepted a position as assistant coach at Eastern Illinois University after leading the Highland program for the past 3 seasons, earning a berth to the NJCAA National Tournament this March.

Boudreau comes to the Cougars after spending the past season as an assistant basketball coach at the University of WisconsinWhitewater. Prior to his

tenure at UWWhitewater, he served as an assistant coach at the University of WisconsinChad Boudreau Milwaukee for 11 seasons, acting as lead assistant and recruiting coordinator since 2011.

Before his time at UW-Milwaukee, Boudreau spent 6 years as the lead assistant coach for Indian Hills Community College in Ottumwa, Iowa, helping the team to three NJCAA No. 1 rankings and an NJCAA Final Four berth in 2000.

“I am excited for the opportunity to lead the Highland men’s basketball program,” Boudreau said. “Athletic Director and former head coach Pete Norman has built Highland into an NJCAA power, and the previous head coach, Tone Boyle, is leaving the program in an excellent position. I look forward to working with a talented group of returners, and to recruiting student-athletes that will continue the upward growth of Cougar basketball on the court, in the classroom, and in the community.”

EASTLAND REGIONAL May 15 AFC 8, Polo 1: The Marcos jumped out to an early 1-0 lead, but couldn’t hold on. Polo struck first in the third inning as Baylee Wiemken and Lucas Hammond drew walks.

Trevin Woodin rapped a single to left field, as both base runners raced home. Hammond, however, was called out for not touching home plate. AFC finally was able to muster some offense in the fourth.

An error, a bunt single and a walk loaded the bases. A squeeze bunt

by Tyon Davis scored the runner on

third, while the speedy Davis beat the throw to first. An RBI groundout gave the Raiders the lead. AFC’s bats really came alive in the fifth, as the Raiders scored 6 runs.

May 17 Eastland 4, AFC 3: Trailing by 2 runs in the seventh when the game was delayed by 30 minutes by lighning, the Cougars came out swinging when play resumed and plated 3 runs to rally for the 1-run victory. The win sent them to the championship game, which was postponed until Monday – after the Prairie Advocate weekly production deadline.

The Cougars cracked the scoreboard first, scoring an unearned run in the third inning.

AFC responded in the top half of the fourth with a pair of runs. The Raiders added what they felt would be their insurance run in the top half of the seventh. When play resumed after the delay, Eastland’s offense responded right away. Shortstop Tucker Welch drew a walk. On the first pitch he saw from Adam Hart, the very next hitter, senior third baseman Brighton Haverland, deposited the baseball into the trees in left center field to tie the score at 3-3. After the Cougars loaded the bases, and facing a 2-1 count, centerfielder DJ Heeren lined a base hit into left field, sending Brett Swalve across the plate with the game-winning run.

May 18 Sterling Newman 8, Milledgeville 3: The Missiles started the game strong, but couldn’t keep their momentum as the Comets rallied to win. Jeremy Bibler and Matthew Biller each drew a walk in the top half of the first to set the stage for Kyle Ottens. After fouling off a 1-1 pitch, he blasted the next pitch over the fence in right centerfield to put the Missiles up 3-0. From that point on, Comet pitcher Luke Olson took over.

He allowed just 2 more hits, both singles. The Comets scored 2 runs in the bottom of the first to draw within a run and then plated 3 in the third to take the lead. Milledgeville also helped the Newman offense with a couple fielding errors.

Cody Simpson came through with a two-base hit to cap off the second inning for the Thunder, but after Kaleb Plattenberger reached base to lead off the third, Pec/Durand retired the next 11 West Carroll hitters. Simpson also hit a solo homer in the first. He went 3-for-4.

May 22 Warren/Stockton vs. Durand/ Pecatonica FULTON REGIONAL May 15 Morrison 17, Port Byron/ Riverdale 7 (5 inn.): The Mustangs scored 4 runs in the first inning and added 7 in the second to beat Riverdale in the regional quarterfinal.

Cody Southern had 4 hits and drove in 4 runs for Morrison. Nick Klimson had 4 hits and drove in 2 runs. Ethan Fischbach had 3 hits and an RBI. Dylan Keller had 4 hits and a pair of runs batted in.

May 18 Rock Island Alleman 15, Morrison 0: Alleman got 3 runs in the first, 5 in the second, 6 in the third and 1 in the fourth to end the Mustangs’ season. Morrison managed 4 hits, including a base hit by Ben Vanderlann. Ethan Fischbach allowed 8 hits in his 2 innings of work on the mound.

0 (5 inn.): The Lady Wolves sent 3 runs across home plate in the bottom half of the first inning and added 5 more in the second and 4 in the third to clinch the openinggame win. Winning pitcher Kendra Melville limited Aquin to just 3 hits in the run-rule-shortened game.

She struck out 10 Lady Bulldogs in 4 innings. The Pearl City offense pounded out 11 hits, led by Tyra Clark, who went 2-for-3 with a pair of home runs, 5 RBI and a pair of runs scored. Teammates Macayla Pilson, Melville, and Meg Tessendorf each added 2 hits.

May 16 Pearl City 2, Eastland 0: The Lady Wolves scored a pair of runs in the top half of the third inning when Tia Clark blasted a 2-run home run that proved to be all Pearl City needed to gain the victory and end the Lady Cougars’ season.

Clark’s homer was one of only 4 hits for the Lady Wolves. Kendra Melville gained the pitching win, no-hitting Eastland while walking no one and fanning 9 Lady Cougars. Emma Norton took the loss for Eastland, going the distance and giving up the 4 hits while walking 1 and fanning 9.

May 17 Le-Win 1, Milledgeville 0: Ciara Miller and Bailey Baldauf strung up a series of zeroes on the scoreboard, with Baldauf’s Lena-Winslow team eventually getting just enough offense for the victory. Baldauf struck out the first 9 hitters she faced and took a no-hit bid into the fifth inning before a single from Jocelyn Folkers. That proved to be the Lady Missiles’ only hit of the contest as they put just two runners on and Baldauf faced just one hitter over the minimum. Miller was nearly as good. She struck out 6 of the first 8 hitters she faced and allowed just 2 hits, striking out 11.

The Lady Panthers got their run in the fourth inning on a walk, a bunt and a wild pitch, with Baldauf scoring the eventual game-winning run.

May 20 Pearl City 6, Le-Win 5 (10 inn.): The Lady Wolves held off a furious charge from the Lady Panthers to win the regional championship. Pearl City led 4-2 after 6 innings. The Lady Wolves added a run in the seventh before Le-Win plated 3 runs to tie the score at 5-5. The score remained that way into the top half of the 10th inning before Tia Clark belted a homer to put Pearl City ahead and the Lady Wolves were able to hold on.
