Students’ entreprennuerial spirit on display WACC program’s students unveil business plans for trade show

STERLING – At 8:20 a.m. on a recent Tuesday in a classroom at CGH Medical Center, you could hear the stomachs grumbling throughout the room.

Well done, Dylan Alexander.

Dylan The Alexander Milledgeville High School senior is among 20 students in the Creating Entrepreneurial Opportunities class through Whiteside Area Career Center who are fine-tuning their business plans in advance of the annual CEO trade show, May 3-4 at Northland Mall.

Alexander has a can’t-miss plan, built on networking, research, experimentation and … the salivation effect.

His business, Covered in Cheese, is a horseshoe eatery.

Wait ... horseshoe? Yep. It’s an open-faced sandwich covered with meat, fries and cheese.

If you’ve never been to D’Arcy’s Pint in Springfield, home of the signature dish, don’t fret.

Alexander has, many times, and since his aunt, Molly Wilcoxson, knows the owners, he was able to make off with the recipe for the restaurant’s number-one seller.

The cheese is, in fact, so signature that the only thing the owners wouldn’t reveal is the secret ingredient, which makes it viscous enough to sit atop the sandwich and not drip.

Alexander said he’s solved the puzzle.

Extra Help is the federal assistance program that helps individuals with limited finances pay for their Medicare prescription drug costs.

They are all for the best, and should help us serve our clients even better.

We are changing the Agency Meeting from monthly to every other month.

Our first Rules of the Road class will be from 10 a.m. to noon Friday, May 26. If you are due to take your test, this class would be a big help as the instructor goes completely through the book.

Our first Defensive Driving Class will be held from 8:30 a.m. to 12:30 p.m. Tuesday, May 23 and Wednesday, May 24. After attending this class, you may receive a discount on your auto insurance.

If anyone out there is crafty and would like to donate to us, we could use some donated homemade crafts for the Senior Center Shop. We are open from 8 a.m. to 2:30 p.m.

Monday through Friday, so you can drop them by during those times. We would greatly appreciate it.

Activities at the Senior Center Recycling Senior Service earns a great deal of money each year through the efforts of those who gather newspapers and aluminum cans in their respective communities, and those who bundle the paper and haul it to the local distribution centers. We need more help with this project. The “gathering” people work just a couple of hours a month in their respective communities.

The “bundlers” work at the Senior Center just about any day when they have an hour or two to spare. And the “loaders/haulers” help load and/ or haul the papers to the distribution center.

Senior Center Gift Shop The Gift Shop at the Senior Center has very unique gifts handmade by talented volunteers working throughout Carroll County. It is open from 8 a.m. to 2:30 p.m. Monday through Friday.

Bingo Bingo is held from 12:30 to 2:30 p.m. the first and third Tuesday of each month. Players play with nickels and dimes, so make sure to bring your extra change, because sometimes there are “big” winners.

Senior Services Would you like to get a discount on your license plates?

If you qualify, you can apply for the Benefits Access Program, formerly Circuit Breaker, and receive a discount on your license plate sticker. Income guidelines per year are: for one – $27,610; and for two – $36,635.

Also if you have applied before please check with us to see if it is that time of the year to reapply for your license plate discount.

Call us at 815-244-1800 to make an appointment for help with your application. If you applied in 2014, you will need to apply again this year. Remember to bring proof of all income for 2015 (i.e. 1099 from Social Security, or your 1040 or 1040A income tax form, etc.) to complete your license plate discount application.

The Department on Aging has notified us that starting Jan. 1, 2017, you will need to bring proof of income for 2015 and 2016 in order to qualify for the license plate discount.

Transportation Carroll County Transportation now has three buses and six vans, all wheelchair accessible.

CCT provides transportation for citizens of Carroll County, for meals, medical appointments, shopping, and errands throughout Carroll County, and will make trips to Freeport, Sterling, and Clinton, Iowa.

We provide this service to assist those who no longer drive or would rather have someone else do the driving.

Defensive Driving class set for May 23 An AARP Defensive Driving class will be held from 8:30 a.m. to 12:30 p.m. Tuesday, May 23, and Wednesday, May 24 at the Carroll County Senior Center, 306 N. Main St. in Mount Carroll.

This 8-hour course, instructed by Arlyn Thomson, teaches how a person can become a more efficient and safer driver as the effects of aging cause changes to long-time habits.

Completion of the course may entitle the driver to a discount in auto insurance premiums for a period of 3 years, but check with your insurance company to verify.

Turning 65 can be very confusing with all the information you receive in the mail about which Medicare D Plan to take or which supplemental to get. If you have questions, stop by and see our SHIP Counselors, Deb Connor and Karen Holm, and we can help you sort through the confusion.

Also remember to stop at the Carroll County Court House to complete your Senior Citizens Assessment Freeze Homestead Exemption application and affidavit.

When you turn 65 and become eligible for Medicare, the best time to enroll is during your Initial Enrollment Period. Your IEP includes the three months before, the month of, and the three months following your 65th birthday. Your IEP will span from September 2016

to March 2017. If you enroll in Medicare during this time, you will avoid late enrollment penalties.

The date when your Medicare coverage begins depends on when you enroll during your IEP. For your coverage to begin as soon as possible, it is best to enroll in the first three months of your IEP. Your Medicare coverage will then go into effect starting the month you turn 65.

To enroll in Medicare, please stop by the Senior Center and we can do this for you. It is important to be proactive and take the steps to enroll during your IEP. If you miss your IEP, you may be limited to specific times when you can enroll in Medicare in the future, and you may face a penalty for late enrollment, resulting in higher premiums.

The Senior Center is open from 8 a.m. to 2:30 p.m. Stop by and get your questions answered.

GRAPE VINE NEWS What do you do with your old cellphones?

Carroll County Senior Center has a donation box for old and broken cellphones. We recycle them by sending them to a company that refurbishes them for emergency 911 phones in areas devastated by disasters and for sale to low income persons.

There is one box at the Senior Center now. If the program goes well, we will increase the number of boxes and place them in other areas around the county.

Board reorganizes, OKs Breakfast After Bell

MOUNT CARROLL – The newly elected West Carroll school board met April 19 at the district office and got to work reorganizing its structure.

Jerry Anderson was retained as president, while Jessica Edwards and Beverly Kilpatrick were also retained as vice president and secretary, respectively. Dina Alljets was unanimously voted in as district treasurer.

The Triumph Community Bank and the Thomson/ Savanna Bank were chosen to be the depositories of the school’s funds.

The board also voted to retain the current meeting scheduling of every third Wednesday of the month, at 5:30 p.m. at the district office.

Superintenent Adam Brumbaugh announced that the State of Illinois will now require all school districts to participate in a Breakfast After Bell program. The intent of this program is to increase breakfast participation by ensuring all students have the opportunity for breakfast after the first bell.

Primary School Principal Andrew Jordan will pilot the program during the final 2 weeks of school this year, with the entire school targeted for the program during the upcoming school year.

Under this program, breakfast will not be served before 8 a.m. While Brumbaugh conceded this change could affect classroom time, he also said that this could be mitigated by eliminating the current snack period that is built into the school day. He added that teachers will be consulted for their input on how to best manage this change.

Several options exist for delivery of the meals, the superintendent said, including 1) The meals could be brought into the classrooms, 2) A “grab and go” bag could be issued so students could pick up the meals in the cafeteria and then go back to eat in the classroom, 3) A delayed passing period (from 5 to 10 minutes, for instance) which would allow for the students to eat the meals Edwards asked if this could affect busing times, and Brumbaugh said Transportation Director Bob Nolan indicated that moving back pickup times next year “is a real possibility. ... He’s very hopeful that that may come about.”

Despite some of the issues that could be associated with this, Brumbaugh said he was trying to be positive. “How many more kids are going to get fed?” he asked, adding that the current breakfast participation rate (around 30 percent) could go up with this program.

“If we give it to them, the result is we’re going to guarantee they have an opportunity to eat breakfast, … and that’s why we’re here.”

The students can’t be forced to eat the meal, Brumbaugh said, but it will be encouraged and provided.

B.E.S.T. program helps area youth with employment

Kate Hansen of Business Employment Skills Team, Inc, a nonprofit employment aid agency, explained Project REACH, a program targeting 17- to 24-year-olds in the area. This program is a work experience program that places workers within the school district to help during the summer months. The agency helps youth with barriers to employment, such as an IEP, or low-income status, or other issues. Basic work skills like documentation and showing up for work on time are essential learning skills for these people, Hansen said.

“This is a wonderful program and I’m glad that we are able to work with you, “she added. So far, she has received one phone call and was to be at the school Tuesday to take applications and discuss the program.

The program could continue year-round, Hansen said.

Brumbaugh said he could

vouch for the work done by B.E.S.T., referencing his time at West Carroll High School, where four students from B.E.S.T. “did great work for us” and called the partnership a “win-win.”

District Superintendent Adam Brumbaugh noted that Illinois school districts are having difficulty finding students interested in teacher education, which has produced a drought of teachers.

Brumbaugh also presented the Third Quarter Expenditure report, during which he shared that the district has still not received categorical money for Special Education and Transportation. He said that the state comptroller was scheduled to release firstquarter payments at the end of the week. He added that the district is still receiving general state aid, and that he had no indication that categoricals were to be withheld.

As a result of not receiving these first-quarter payments, the district needed to transfer money from one fund to another, in this case, from the Working Cash to the Education Fund. This marks the second such transfer of funds within a school year; Brumbaugh said these transfers were not meant to be permanent, but were intended as a loan.

Kyla Eastabrooks was diagnosed with Stage 2 Invasive Ductal

Carcinoma – HER2 positive breast cancer. It is a form that tends to be more aggressive than other types of breast cancer.

Eastabrooks has undergone very aggressive chemotherapy treatments, followed by a

lumpectomy. She is now scheduled for daily radiation treatments and continued chemotherapy to complete a 1-year scheduled targeted program.

Lawns and gardens can often benefit from the laying of mulch.

Mulch serves various purposes in lawns and gardens, and many experienced lawn and garden enthusiasts lay mulch to ensure their properties make it through spring, summer and fall unscathed. First-time homeowners with little or no landscaping experience may not understand the benefits of mulch, which can be used to strengthen soil and protect properties from the elements.

What is mulch? Mulch refers to a material spread around or over a plant to enrich and/or insulate its soil. Why mulch? Mulching can benefit plants around a property in various ways. Many people lay mulch because the mulch helps soil retain moisture in the summer, when temperatures tend to be at their hottest. This can help plants survive summer heat waves.

Mulch also can be used to suppress weeds. Weeds, which steal moisture plants need to build strong roots and survive summer, need light to grow. When laid correctly, mulch deprives weeds of the light they need to grow. Organic

mulches can even provide homes for crickets and a type of beetle that feed on weed seeds.

Mulch also can deter harmful pests depending on the type of mulch homeowners choose.

When purchasing mulch, homeowners will have to choose between the aforementioned organic mulch or man-made mulches, which may be made of plastic or rubber.

While man-made mulches may repel pests, they also can have adverse effects.

Plastic, for example, can heat up in the summer and cause plants to burn. Certain organic mulches can repel insects that can threaten plants. That’s because the

According to Crum, homeowners often forget to dust ceiling lights and fans because they’re out of reach. Others may choose not to clean them because the job sometimes requires a ladder.

Maria Keashon, owner of Arbor Cleaning Services in Feasterville, Pennsylvania, adds that homeowners forget to clean off the top of their kitchen cabinets.

“With kitchen cabinets, you normally see people put plants and decorations up there,” she says. “They never even think of going up there (to clean).”

Many homeowners address pest problems with pesticides. But the Environmental Protection Agency notes that there are other ways for homeowners to control pest problems around their homes. Though sometimes pesticides prove the only way to effectively eradicate pest problems, the following are some more eco-friendly alternatives homeowners can try before opting for pesticides.

• Cut off food sources. One of the primary reasons pests infiltrate a home is to get food. Homeowners who don’t create opportunities for pests to eat might be able to prevent infestations without the need for pesticides. When storing items in a pantry, make sure all boxes and bags are tightly sealed.

Many pests can easily access food sources stored in cardboard boxes, so homeowners with roach or ant infestations might want to consider storing cereal, sugar and flour in sealable plastic containers that such pests cannot penetrate.

• Keep a tidy house. Pests do not only access food sources stored in the pantry.

A dirty house is also very inviting to pests, who can feast on crumbs left behind on floors and tables. Don’t leave crumbs lying around on tables or countertops, as such scraps might not seem like a meal to you but will serve as a great source of food for hungry pests.

Sweep and mop kitchen floors to remove any traces of food that might have fallen on the ground while you were cooking, and be sure to vacuum around the table where you and your family eat dinner night.

• Don’t be sunk by your sink. A dirty sink is another attraction pests can’t resist.

If your sink does not come

equipped with a garbage disposal, install a food trap on the drain so food is not washing down the drain, where it can stick to the side of the pipe and attract pests. Dirty dishes should be cleaned immediately as well. If allowed to sit in the sink for hours or overnight, dirty dishes will attract hungry pests, so clean the dishes and then give your sink a quick cleaning once the dishes have been washed.

• Stay dry. Water is very attractive to pests and roaches in particular. A very small amount of water is all some roaches need to feel satisfied, so all surfaces and sinks should be kept dry.

Drain water from the sink, as a sink full of water is attractive to roaches because they know how to swim and can use water as a food source. Leaky plumbing should also be addressed, as leaky faucets, hoses and pipes may create a pestfriendly environment that’s difficult to eradicate once it’s established.

• Address leaks around the house. A pest infestation

also may be a byproduct of leaks around the house.

Cracks or openings along the baseboards or behind the sink can create a point of entry for hungry pests, so seal any such cracks or openings as soon as possible. Pests also may enter a home through holes in window screens or march right in through the front door if there is any space between the bottom of the door and the floor. These repairs are both simple and effective at preventing pests from entering ahome.

• Clear out clutter.

Cluttered areas make great hiding places for pests.

Stacks of old newspapers or magazines can obscure pests, and homeowners might have a full infestation without even knowing it.

Removing such clutter eliminates potential hiding places for pests.

Though some pest problems may require the use of pesticides, homeowners who want to attempt a more eco-friendly approach to eradicating pests can do so in a number of ways.

Lawns and gardens tend to draw the bulk of homeowners’ attention come spring and summer.

But it’s important that property owners tend to the trees that dot their property as well.

The types of trees homeowners have on their property may influence when it’s time to trim and prune the trees.

Homeowners concerned about tree maintenance should speak with local landscaping professionals and tree services about caring for the trees on their specific properties, but there are a few tricks to pruning trees that homeowners should keep in mind when dusting off their gardening tools.

Trees, like lawn, need water to thrive TREES

Prune at the right time – The Arbor Day Foundation notes that pruning during dormancy (i.e., winter) is the most common practice.

Pruning in late winter, after the season’s coldest temperatures have passed, can lead to impressive and healthy growth in the spring. The ADF advises that some trees, including maple and birches, may bleed sap during pruning.

But this is normal and should cease as the tree starts to bloom. Novice landscapers should confirm with landscaping professionals about the best time to prune

trees on their properties to ensure they are not inadvertently harming the trees or making them more vulnerable to fungus.

Use appropriate tools – When removing branches, use sharp tools to minimize damage to the bark. The ADF notes that young trees are best pruned with one-hand pruning shears with curved blades. For trees with high branches, use a pole pruner or hire a professional tree service. Novices should avoid anything too risky when pruning their trees, leaving the more difficult jobs to the professionals.

Follow the rules of pruning – When pruning trees, the ADF advises homeowners follow the

one-third and a quarter rules of pruning. In adherence to these rules, no more than a quarter of a tree’s crown is removed in a single season, and main side branches are at least one-third smaller than the diameter of the trunk.

When trimming deciduous trees, homeowners should never prune up from the bottom more than one-third of the tree’s total height.

Finally, where possible, homeowners should aim for side branches that form angles that are one-third off vertical to form 10 o’clock or 2 o’clock angles with the trunk.

Water correctly – Like lawns and gardens, trees need water to thrive.

Insufficient watering can make it hard for trees to

thrive in summer, but overwatering can be harmful, too. The ADF suggests that watering each tree for 30 seconds with a steady stream of water from a garden hose equipped with a diffuser nozzle should be sufficient.

Newly planted trees may need more help as they try to establish deep root systems, so consider laying mulch around newly planted trees. Mulch helps the soil retain moisture and form deeper, stronger root systems.

Time to shed the clutter

Despite other intentions, homeowners often turn their garages into storage centers for random, little-used items, leaving little to no room for the tools and even vehicles that actually belong in a garage. Such homeowners may turn to sheds to store their garage overflow and keep yard equipment at the ready, but storage sheds are not immune to clutter, and homeowners may find the very structure erected to keep them organized requires a bit of organization itself.

A well-organized shed can save homeowners time and energy, as it’s easy to abandon or delay

a project if you can’t find that pair of work gloves you stashed. The first step to any organizing project is to take everything out of the shed and determine just what needs to go back in.

Items that do not belong in the shed should be moved to their rightful locations or tossed in the trash if they’re no longer needed. Make a pile of anything that will be kept, a separate one for donations and a third for garbage. Take inventory of what you have so you know whether you’re missing any items or you have something and do not need to purchase another.

Now that the entire shed is empty, you can assess just how much room you have. Utilizing vertical and overhead space effectively can free up areas on the floor for larger equipment.

Shelving, racks, pegboards and any other materials that enable you to hang or store items off the floor are good investments. Visit your nearby home improvement retailer to find items that can simplify your storage. You also may be able to put scrap

wood to use to make your own storage shelves or a work bench. Extra kitchen cabinets can be installed in the shed to organize additional items.

In order to remember where items go, label or sort them accordingly. Some people like to take organization a step further by tracing the outline of tools hung on the wall so they can be placed back in the same spot after use. This also serves as a visual reminder of which tools are missing and which ones need to be purchased.

Don’t forget to utilize shed doors as additional storage space. Hang frequently used

tools, such as rakes and shovels, on the inside of the doors so they will always be easily accessible.

You also can repurpose storage solutions designed for other areas of the home.

For example, magnetic knife holders can be mounted to a shed wall to keep paintbrushes organized. These holders also can be used to keep many small metal tools tidy. Metal funnels can hold twine and string. Thread through the narrow end of the funnel for a handy dispenser.

CHADWICK – Members of the Chadwick Achievers 4-H club will take part later this year in the National 4-H Dairy Quiz Bowl in Louisville, Kentucky.

Rachel Scidmore of Chadwick and Dylan Houzenga of Mount Carroll were two of four 4-Hers to take top honors in the state bowl’s senior division on Feb. 25 at the Chateau Hotel and Conference Center in Bloomington.

Carroll 4-H members who won in the junior division were Delana Erbsen, Nathan Erbsen, and Payton Erbsen, all of Lanark and members of the Clever Clovers Club.

Local 4-H members earn recognition

MOUNT CARROLL – Two Carroll County 4-H members demonstrated their horse judging skill in the State 4-H Horse Judging Contest on April 8 at Black Hawk College in Galva.

Brenna Berns of the Milledgeville Hotshots 4-H Club placed third in the reasons division. Reasons participants must be at least 14 years old and provide oral reasons for their placements in one halter class and one performance class.

Olivia Charles of the Carroll County Kids 4-H Club was another of the 43 contestants in the contest.

Rabbit club seeks participants

MOUNT CARROLL – The 4-H Rabbit SPIN Club is looking for members.

Participants don’t have to be 4-H members, but must be from 8 to 18 years old by Sept. 1, 2016.

Meetings are from 5:30 to 6:30 p.m. May 8 and 21, June 6 and 26, and July 10, 24, and 31, at 610 E. Washington St. Participants will show their rabbits May 21 in Belvidere, and do not have to own a rabbit.

Information will include field trips to professional rabbit shows and rabbit breeders, learning how to handle, feed, groom, and perform veterinary checks on a rabbit, and more.

Current 4-H members can take part at no cost, while there is a $20 fee for non-4-Hers. Scholarships are available for new club members if needed.

Savanna VFW seeks more attendance SAVANNA – Wanted – more members and visitors at the Savanna VFW. The facility, at 409 Main St., is Carroll County’s only VFW chapter, and was founded on OCt. 17, 1931. The VFW is looking for more members, said commander Michael Raleigh. “We have 180 members, but of that, a lot are out of state,” Raleigh said.

Lady Thunder bats were going strong as they had twelve hits and sent runners across the plate in every inning except the first to take the easy win in Galena. McKenna Sullivan, Josi Anderson, and Emily Suiter were all two for four at the plate with teammate Jaycie VanKampen going two for three.

Suiter also drove in four runs.

Riley Sullivan took the pitching victory, allowing just two hits while walking none and striking out seven.

Pearl City 14, East Dubuque 5: Nicki Adolph went two for two with two home runs, three runs scored and four runs batted in as the Lady Wolves cruised to the nine run win. Kendra Melville was two for four with a homer, triple, four RBI’s and a pair of runs scored. Tia Clark and Melville combined in the pitcher’s cirle to strike out a dozen East Dubuque hitters.

Tri-County Opportunities Council will conduct a mandatory informational meeting on May 1, 2017 at 9:00 a.m. for interested HVAC contractors and at 2:00 p.m. May 1, 2017 for interested Structural contractors. The informational meetings will be held at the TriCounty Opportunities Council main office, 405 Emmons Ave. Rock Falls, Illinois 61071.

All contractors interested in submitting a proposal must call our office at 1800-323-5434 Ext-12 by 4:30 p.m. on April 28, 2017 to register their company name. The purpose of this meeting is to explain the Illinois Home Weatherization Assistance Program and to disseminate bid packets to be completed by the contractor. All contractors who attend will be given a contractor prequalification application, material & labor specification list, and a bid package. All bids are due by 4:30 p.m. on May 12, 2017 at the Tri-County Opportunities Council main office located at, 405 Emmons Ave. Rock Falls, Illinois and must be clearly marked “Sealed Bid”. Only those attending the meeting will qualify to submit a proposal. Auto salesman takes seat on City Council

MOUNT CARROLL – Jeff Elliott wants to add to the good things already going in Mount Carroll.

“I think we’ve got a great City Council. I just wanted to add to that,” said Elliott,

59. He was elected Ward 1 alderman on April 4, replacing Doug Bergren, who did not run again.

Elliott is a Mount Carroll High School graduate, and has lived his entire life in the Mount Carroll area.

His mother, Betty Moore, lives in Savanna, and he has siblings who live outside of

the area. He’s the general sales manager at Kunes Country Auto Group in Mount Jeff Elliott Carroll.

“I have five salespeople. I’ve been at this building since 2000.

I’ve been with Kunes since they bought out Russell Piper in 2005. Before that, I had my own trucking company for 25 years. I owned my own semi. I was an over-the-road driver,” Elliot said.

Elliott decided to run for the council seat after he learned Bergren wasn’t

running again. Bergren.

Bergren served on the council for 12 years, and will take part in a business district advisory committee to provide information and guidance on how to spend funds from the Business Development District.

“I probably wouldn’t have run if he had run again.

With the big things coming up in Mount Carroll’s future, I wanted to bring some business expertise to things,” Elliott said.

Elliott also serves on the Mount Carroll Chamber of Commerce Board, and is a Mason and a member of the Mount Carroll Lions Club.

It’s official: Viglietta wins mayor’s race by 2 votes

LANARK – The unofficial has become official: Ward 3 Alderman Ken Viglietta is now Mayor Viglietta.

Viglietta, 69, was named the unofficial winner April 4, with 189 votes to Tom Kocal’s 187, but with the race so close, the county had to wait 14 days for any absentee ballots to arrive.

None did, and so those numbers remained the same

when the count was finished, Carroll County Deputy Clerk Kendra Strauch said Friday.

The April 18 City Council meeting was canceled until the votes were counted; the next meeting is 7:30 p.m. May 2, and it’s expected that the mayor

and City Council will be sworn in at that time.

Viglietta replaces Mayor John Huggins, who will be moving out of the city and so did not seek re-election.

Kocal, 62, a former alderman and former owner, publisher and

editor of Prairie Advocate, has said he would not contest the vote.

“I’m not going to make waves,” Kocal said. “It was a good election and a good campaign. I’ve known Ken for a long time, and I wish him the best.”
