Eastland junior high football going no-tackle LANARK – Eastland and Pearl City schools have decided to tackle the problem of declining participation in youth football and safety concerns by eliminating tackling from the game.

Beginning with next fall’s season, seventh- and eighthgraders will play 7-on-7 no-tackle football.

The Eastland school board approved the change March 13, while Pearl City’s board passed it March 20. Eastland Coach Randy Asche spoke to both boards.

Asche and his staff proposed the change in response to declining participation rates.

“We only had six freshmen and six eighth-graders last year,” Asche said March 16.

“Last week, there were six seventh-graders from each school who came to a meeting.”

His goal is to have seven to eight players from each class.

Safety is another factor, Asche said, citing public concern about children suffering concussions and other injuries playing full-contact football.

“If you go get destroyed out there on the football field, it’s mentally and physically a beating,” Asche said. “There are the concussion scares that are out there. We can do a lot of injury prevention in the weight room, build up their core

strength and flexibility.”

In June and J u l y, h i g h school coaches will teach junior high Randy Asche players both Eastland-Pearl traditional and City football coach 7-on-7 skills, with non-contact drills. Practice begins Aug. 7, and players will be required to meet academic eligibility and attend at least two workout sessions per week at either Eastland or Pearl City.

Those sessions will focus on development of upperand lower-body strength, with individualized programs for students, and training weight and body lifts for beginning athletes.

Agility and speed training also will be emphasized, Asche said.

“There’ll be an athletic trainer at the respective schools. The kids can travel to the other school for practice.

Hopefully, we can develop guys to play multiple positions and create a fun environment for the kids so they can develop at their pace.”

Games begin Aug. 26. E-PC players probably will be playing against themselves, at least at first, but other schools can participate, with 7-on-7 games scheduled the same as regular games.

“I know there’s been a concern about if you take out the physical aspect of the game,” Asche said. “To me, it’s a mindset. We

can teach them what we want them to learn, and what will help them advance and progress through our program.”

A parent, Anthony Preston, asked at the March 13 board meeting if the program might switch back to tackle if the 7-on-7 does not work. Asche and administrators said at the meeting that the program will be assessed for effectiveness.

Other youth football associations in Carroll County aren’t looking to make changes to their programs. Tim Randecker is president of the West Carroll Youth Football Association, which includes Mount Carroll, Savanna, and Thomson. The association is unaffiliated with the West Carroll School District.

“At this point, no, there’s been no talk about that,” Randecker said of changing to 7-on-7 non-tackle.

The WCYFA starts at fifth through eighth grade, with boys able to play one grade older than they are.

“We usually have to due to low numbers,” Randecker said. “Last year, eighth grade was pretty good. I think we had 17 or 18 kids. Our sixth-grade was our worst. We only had five kids out. The fifth-graders had a lot of double-headers.”

The association’s season runs from August to October, with the WCYFA playing against Chadwick-Milledgeville, Eastland, and others.

geville, boys in fifth through eighth grades play in a junior tackle program which isn’t affiliated with the school. The program isn’t looking to change from tackle right now, said Scott Frederick, assistant coach.

“We first heard that Eastland was thinking about it, and that it was going to be brought up to the board. The way they made it sound, the high school coaches wanted to take it over,” Frederick said.

Chadwick Junior Tackle’s season runs from the end of of August until about the second week in October. Frederick said fifth- and sixth-grade games are on Saturdays, with seventh- and eighth-grade games on Tuesdays. All games are played in Milledgeville.

Frederick said the junior tackle players practive for about 20 to 30 minutes alongside high school players. The eighth-grade players do try to run the defense they’ll run in high school.

“We’ve tried to teach kids tackling with heads up,” Frederick said. “I played in high school, and I guarantee we put our heads down. You’re still going to get hit in the head sooner or later.”

There were about 11 or 12 eighth-grade players on last year’s team.

“We always have to pull up a few seventh-graders,” Frederick said. “We also pull up a few sixth-graders to seventh. We stay right around 8 to 12. Our eighthgrade had one kid from Polo.”

The center would be the seventh. There can be a 4-second clock. If the ball isn’t handed off, it’s counted as a sack.”

Critter code comes into present day

MOUNT CARROLL – Pet owners in the city now have clearer rules for their furry friends.

The council voted April 11 to repeal the previous dog and animal ordinances, replacing them with one ordinance.

Alderman Joe Grim has said that officials want to simplify the code. “It’s only been updated a few times since it was first written.”

Portions of the previous animal ordinance dated back to 1856.

The new ordinance limits the number of dogs and cats an owner can have. The vote set the maximum number per household at four dogs or four cats, or a mix thereof, up to five.

As long as a household has five or fewer dogs and cats, the owner is not considered to be maintaining a kennel.

Previously, the limit for a kennel’s definition was four or fewer dogs, cats, or a mix thereof.

Newborn litters are exempt from this rule until they’re 16

Scout weeks old. The previous limit was 10 weeks. Exceptions can be made if a licensed veterinarian deems separation from the mother would be detrimental to the pups’ or kittens’ health. The kennel limitation doesn’t apply to political subdivisions, such as the city, or animal shelters maintained by a humane society, animal welfare group, or licensed veterinarian.

The ordinance also adds a section on animal housing within the city limits. Such housing must be kept clean and wholesome. Livestock, among them rabbits, chickens or other fowl, cattle, horses, mules, swine, sheep, and goats, cannot be kept or raised in the city limits if they are

considered a public nuisance.

Aldermen Doug Bergren and Jim Rose voted against the changes. Bergren said, “The ordinance made the exception that kennels for political entities were exempted.”

Rose said he voted no because of a new section on animal noise disturbing the peace. The previous ordinances did not penalize owners when dogs barked.

“It’s a natural thing for a dog to bark,” Rose said, adding that he doesn’t think dog owners should be punished if dogs bark.

Fines for violating the ordinance can range from $50 to $750. If a dog runs at large, the first-offense fine is $50, with $75 for a second incident, and no more than $250 for a third time.

Police Chief Fred Cass also updated the council on the condition of Scout, the city’s K-9 officer. The

German shepherd underwent surgery March 28 in Madison, Wisconsin, to shave a leg bone to help with a limp he’d developed. The cost was $2,504.25.

“He’s still got a pronounced limp, but the vet thought the surgery was a success. He’s still 100 miles per hour. I would guess, based on how he’s acting, he’s more comfortable,” Cass said.

Stitches were removed on April 10, and Scout will return to Madison at the end of the month for a review.

Len Anderson, a Mount Carroll resident who’s been collecting donations to help defray the cost of the surgery, presented the council with another $680, bringing the total of donations to $1,205.

Donations still are sought.

City Council readies appropriation

MOUNT CARROLL – The City Council voted April 11 to prepare the final 2017-18 appopriation ordinance for a vote on April 25.

Revenue is projected at $3,263,069, while expenditures are projected at $3,756,025.

Alderman Mike Risko said because the vote will be for an appropriation, the city must list possible expenditures, even if those expenditures do not actually take place.

“It’ll never happen that you’ll spend all that money.

We would find a way to borrow the money if we had to,” Risko said.

One item that appears out of balance are the Business Development District funds.

For 2017-18, the council appropriated $90,000 for revenues and $140,000 for expenditures.

“We have the $50,000 in cash,” Risko said of the difference.

In the 2016-17 ordinance, projected expenditures exceeded projected revenue by about $268,000. However, City Clerk Julie Cuckler said the city is in sound financial health and meeting its needs.

One factor Cuckler noted is that the mild winter helped the streets department save money.

In other action at the April 11 meeting, the council voted to renew an insurance proposal from United Health Care, raising the monthly cost from $6,356 for medical and life coverage to $7,240, until December. The city pays the entire cost of insurance for nine city employees.

“They said they’d offer us a plan and give us an option to renew in December. If the Affordable Care Act continues, we’ll have to have a compliant plan,” said Alderman Kevin Powers, who worked on the insurance package before bringing it to the rest of the council.

out-of-pocket maximum of $1,500. The plan also features a $20 co-pay, $40 co-pay for outpatient services, and a tiered prescription co-play of $10, $35, or $60.

The current plan is not ACA-compliant, but the city doesn’t have to have an ACAcompliant plan until 2018.

Before Tuesday’s vote, the city paid about $76,272 per year.

Powers said the package approved April 11 is an approved transition plan, with the option to renew it in December.

“If doing a renewal date in December, we can do an approved transition plan. That would meet ACA compliance

for 11 months into 2018.

That’d give us until December 2018 to decide what directions we want to go,” Powers said.

Had the council voted for an ACA-compliant plan, the cost would have been about $8,900, or $106,781 per year – an increase of more than $30,500 per year.

“When we look at it, we know we’ll have some very substantial increases in those costs. We have to analyze how to mitigate some of that,” Powers said.

City officials will meet with employees to discuss possible options for changes to the insurance, such as health savings accounts.

Council approves annual water, user rate hikes Commitee chairman says they are necessarry due to continuing increases in supplies, other cost increases

SAVANNA – The Savanna City Council on April 12 approved two ordinances amending the current water usage rates for residents.

Minimum quarterly charges (residential, industrial and commercial) will increase from $2.33 to $2.40 per 1,000 gallons.

The minimum quarterly charge for residential will go from $23.30 to $24; the minimum monthly charge for industrial will increase from $93.20 to $96; and the minimum quarterly charge for commercial will increase from $46.60 to $48.

The minimum flat rate charge for water usage will go from $167.88, to $185.40 per quarter.

These changes reflect the annual 3 percent rate increase that is customary for the city.

Water/Sewer/Refuse/Streets and Alleys Committee Chairman Bill Robinson said they are necessary due to continuing increases in supplies and other cost increases.

Grant close-out reviewed Community Funding and Planning’s Jill Pepin summarized the city’s close-out of the Community Development Block Grant Program during the opening public hearing.

Highlights included: • The city was awarded a $200,000 emergency PI CDBG grant, with a 2-year contract, and an end date of March 31, 2017. This grant

was for construction costs associated with the new wastewater treatment facility and the in-system sanitary sewer improvements project.

• Williams Brothers Construction was awarded the construction contract, after submitting a bid of $8,640,000; $188,000 of the grant went toward construction.

• The construction is ongoing; total cost is estimated at $12,938,000, with estimated engineering and project administration costs at $1,576,500. The scheduled completion date is December 2017.

Financial action The council approved loan and grant disbursements for

the waste water treatment plant and in-system projects.

Invoices were from Williams Brothers Construction for $435,810.01 and $1,200, from MSA Professional Service for $31,410.95, and from Fischer Excavating for $114,288.18, for a total of $583,701.14.

Street, wastewater plant project updates Jared Fluhr from MSA Engineering reported that in recent meetings with Brandt Construction, final paperwork for closeout of the street repair project had been prepared, and the council approved a related Certificate of Substantial Completion.It also approved a change order

for a contract increase of $78,024.25 and a final payment for $105,952.19.

Fluhr also updated the council on the wastewater treatment plant and in-system sewer projects, noting that Williams Brothers had installed a roof and poured a concrete floor for the new head works building. Other work is progressing well, including lift station work and piping.

The council also approved a work change for about $37,000, related to various additional work items, including electrical and storm sewer improvement and cleaning.

Council’s newly formed TIF committee meets SAVANNA – The newly formed Savanna City Council TIF Committee met April 10 at City Hall. Attending the meeting were Bill Robinson, Mayor Peg Haffey, Jim Friedenbach, Pat Sanchez, and Community Funding and Planning Services’ Sharon Pepin. Roger Husband, who will be sworn in as Ward Four alderman later this month, also attended.

Robinson was appointed chairman of committee.

Pepin provided an overview of the TIF application and qualification process, and presented a detailed series of documents.

The committee elected to use Kathy Orr, a municipal and TIF attorney from the

Chicago area, to oversee the legal aspects of the TIF district.

The documents indicated that the following expenses are eligible for reimbursement: administration of a TIF redevelopment project, property acquisition, rehabbing or renovating an existing public or private building, construction of public works or improvements, job training, relocation, financing costs, studies, surveys and plans, marketing sites within the TIF, professional services, and demolition and site preparation.

These items are reimbursable only if the TIF application has been submitted before the project has begun.

If the business ceases opera-

tion, the agreement is rendered null and void.

The city’s TIF fund amount is measured by cumulative EAV, or the amount that the Earned Assessed Value for a city goes up from its base year (in this case, 2015).

The TIF amount will never be less than the base EAV, Pepin said. She said that with Savanna’s property values so low, it’s likely there will be an inflationary trend on all properties, given activity in the community and surrounding areas.

Robinson explained that the city should have some funding to start the new TIF with, thanks to the “old” TIF district, which will be active for a few more years.

“We should have about

$150,000 in the pot to start with, …so we got a little bit of money sitting in a TIF pot that we can start doing things with. …We don’t have to wait a few years to get something coming.”

The TIF payments are made over a period of years, decided upon by the committee and ultimately needing the approval of the council. The logic here is to help provide an incentive for the business in question to stay in town, knowing if it does so it will receive its money.

A formal request letter must be approved by the council before the business owner can proceed with projects.

Michael Moon was given an Honorable Mention by the BNSF Railway Police Department for recognition of his and his department’s efforts in assisting in multiple felony arrests and recovery of stolen property.

According to the official letter signed by Chief Special Agent Jeffrey J. Savage and special agent in charge, Charles T. Dimmick, Moon’s department issued several search warrants after a month-long investigation into stolen merchandise from BNSF railcars. “Four suspects were identified and taken into custody without incident”, it stated, and “thousands of dollars in merchandise were recovered during the execution of the search warrants.”

Farm Bureau at a glance

Spring is finally here! The warm weather, the sun, the rain and the wind. It almost means farm equipment is out on the road.

Planting will soon be in full swing, and with it comes added vehicles and farm equipment on roads.

Farmers have already been out and about for a little bit – prepping and transferring implements from farm to farm to make sure the season is a smooth one. However, the work won’t likely slow for a while, which could cause challenges for drivers competing for road space.

Over the next few months, farmers will be working longer hours – starting their days before sunrise without resting until long after sunset. They will be moving tractors, planters and tillage equipment that are often oversized and slowmoving—making it difficult for drivers to know how to behave when sharing the road.

“Drivers are urged to exercise caution and drive defensively, especially when agricultural equipment is present,” said Eric Vanasdale, senior loss control representative of COUNTRY Financial.

“Farmers are under an intense amount of pressure during planting season.

Caution and patience are

key.”

Typical collisions with farm equipment include sideswipes and angle crashes. They occur most often when a driver attempts to pass a slow-moving vehicle, or does not realize a farmer is turning or stopping.

Recommendations for drivers: 1. Follow state driving laws; 2. Remember to decrease speed, and approach agricultural equipment with care; 3. Never pass farm equipment in a no-passing zone; 4. Remember, farm equipment may be wider than what is visible from behind, and it may be difficult to see if traffic is approaching in the opposite direction; 5. Maintain a safe following distance; 6. Consider taking an alternative route during peak commuting times such as sunrise and sunset.

“We all share the responsibility of making our roads safe,” Vanasdale said. “We can do our part by driving defensively and avoiding dangerous situations as much as possible.”

Tours of Fulton’s Windmill Cultural Center and the Sawmill Museum start this month. This year’s theme is “Water, Water, Everywhere,” and visitors will learn about how windmills work and how they were used to move water.

School children will visit four stations in the windmill area. Pictured is Kathy Rynders, volunteer education, giving the presentation. The curriculum is adaptable to ages 4 through adulthood and is open not only to school groups, but to other youth organizations.

Groups should have one adult sponsor for every 10 children. The tour of both museums takes approximately 2 hours and a maximum of 50 students can be accommodated in one day. Tours are offered weekdays, April through October, and May 5 is the only day that tours are not scheduled, due to the Dutch Days Festival.

Remembering a mayor, and building for the future

As many of you know, former Freeport Mayor Richard (Dick) Weis recently passed away. He will forever be remembered in Freeport as the “Big Kahuna” who had the big heart. If every public servant and politician modeled their life after Dick Weis, the world would undoubtedly be a better place. It was my honor to present Illinois House Resolution 287 honoring former Mayor Weis’s life and his career of public service – both as an elected official and a private citizen.

If you didn’t know anything else about Dick Weis, all you need to know is what his family has asked of those who wish to honor his memory. His service information reads: “In lieu of flowers, please honor Dick’s life by doing

a random act of kindness for someone in need.”

What a truly wonderful man, and what State Rep. Brian Stewart a wonderful family he leaves to carry on his legacy.

A few weeks ago, I mentioned House Bill 3096 – which creates the LincolnDouglas Tax Credit for a qualified rehabilitation of a historic structure located in the seven cities of which the Lincoln-Douglas debates occurred. Since that column, I received several calls and e-mails asking for more information on the bill.

To properly explain the bill in context, we need to take a step back and take a quick look at another successful tax credit – The River Edge Redevelopment Zone Program (RERZ). The

The Relay for Life of Carroll County cancer survivor celebration and dinner was held April 8 at the Mount Carroll Church of God. Nearly 120 cancer survivors, their spouses, caretakers, and guests were served a delicous meal.

Following the meal, two quilts were given to two of the survivors as door prizes. All survivors received a potholder made from old Relay for Life shirts. The Mount Carroll Church of God Puppets of Praise then entertained everyone.

RERZ is also sometimes referred to as the “River’s Edge Tax Credit.”

The RERZ tax credit saw enormous success in spurring economic development in five cities: Aurora, East St. Louis, Elgin, Peoria and Rockford.

Landmarks Illinois estimates that between those five cities, more than $200 million in private economic development has come as a direct result of that tax credit. Our neighbors to the east in Rockford have received the lion’s share of that economic boom, landing more than $120 million in developments with even more expected to come.

Ask just about any downtown Rockford business owner what has contributed to the downtown’s resurgence, and they will tell you, “It’s the River’s Edge tax

The next time you’re eating dinner on the docks and you’re watching the boats float down the Rock River, just remember that none of that would be possible if it were not for the River’s Edge tax credit. Nearly a dozen projects like this have been made possible through the tax credit.

The RERZ credit became law in 2010, and at the end of last year, Gov. Bruce Rauner signed an extension to keep the credit alive through the end of this year. And just last week, the Rockford City Council approved another multimillion-dollar project – a downtown hotel – that would have never come to fruition without the existence of the RERZ credit.

Don’t believe me? How else could you explain the following?

On March 28, an Illinois House committee passed 1,464 bills with unanimous support. In a time of partisan divide, Illinoisans should rejoice at such efficiency, such cooperation, such competence.

But a closer look at these bills shows ... nothing.

Instead of changing education policy, pensions or taxes, these bills are meaningless – every one of them. They delete the word “the” in state statute and replace it

with the word “the,” for example.

These more than 1,400 pieces of legislation are called shell bills. And Austin Berg their overwhelming usage is the sign of a legislative body where rules are meaningless; where decisions are made in secret at break-neck speeds.

That’s by design. Deals made in the dark deepen the power of legislative leaders. And rapid decisionmaking keeps scrutiny from the media and public at bay.

In this case, House Speaker Mike Madigan and House Minor-

ity Leader Jim Durkin used shell bills to avoid the March 31 deadline for bills to pass out of committee.

While this might seem like harmless procrastination, what many Illinoisans might not realize is that shell bills are loaded guns. They put residents at risk of laws that would never pass through a measured, deliberative process of open debate.

Madigan passed 936 shell bills.

Durkin passed 528. Meanwhile, thousands of substantive bills died without so much as a committee hearing.

entire region. As we saw in Rockford, when private investments were made in the downtown, employers added jobs. HB 3096 means investment, opportunity and jobs for the 89th District, so that is why I will be working hard to do everything I can to push this extremely important bill.

I can’t help but think of “Field of Dreams” when we talk about economic development. The iconic line from the movie was, “If you build it, (they) will come.”

But I guess in this case, the situation is only slightly different. In this case, the quote should be “If you pass it, they will build. And if you build it, they will come.”

My bill would give those seven communities across the state a chance to improve their historical downtowns through a tax credit that is much like the RERZ. This is something that Illinois’ bigger cities have already had the opportunity to utilize, but until this bill the mid-sized cities had been left out. If my bill passes, Ottawa, Freeport, Jonesboro, Charleston, Galesburg, Quincy and Alton would all be eligible for this tax credit.

The six representatives of those other cities (both Republican and Democrat) have signed on to my bill, and I will be working to recruit more co-sponsors in the future.

This bill would be a game-changer not only for Freeport, but also for the

Arbor Day, scavenger hunt among anniversary activities Prairie Advocate staff

MOUNT CARROLL – A tree planting for Arbor Day is part of upcoming 150th anniversary activities in the city.

The sesquicentennial committee will join the Arboretum Committee at 4 p.m.

April 28 at the International Preservation Studies Center, on the former Shimer College campus. A swamp white oak tree will be planted to mark the anniversary.

Attendees can bring their own trowel or small shovel to help place dirt on the tree.

In May, the anniversary committee will sponsor a “Where’s Nathan” scavenger hunt to honor Nathaniel Halderman, who helped lay out the city and was Mount Carroll’s first mayor. Entry forms will be available from May 1 to 24 at the Mirror-Democrat, 308 N. Main St.; Triumph Community Bank, 309 N.

Clay St.; Mount Carroll Public Library, 208 N. Main St.; and City Hall, 302 N. Main St. Participants who fill out the forms correctly, pick up coupons from participating businesses, and e-mail pictures of themselves at various locations to the Mount Carroll Community Development Corporation will be entered into a prize drawing from local businesses.

In simple terms, shell bills allow lawmakers to forget about the transparency required in the typical legislative process. Shell bills mean nothing until they mean everything. And by then, it’s usually too late for citizens to do anything.

Knowing the nastiness of shell bills requires knowledge of how a bill becomes a law in Illinois. A quick primer: First, a lawmaker introduces a bill. Let’s say this lawmaker is a state representative, so the bill is introduced in the House. The bill then heads to the House Rules Committee, which is supposed to send the bill to the appropriate committee for a hearing. (If Madigan doesn’t like a bill, this doesn’t happen. But that’s another column.)

House rules require 6 days’ notice before a bill is heard in committee. This standard transparency measure gives lawmakers and the public time to examine the bill and voice their opinions. But this posting requirement doesn’t apply to amendments.

Amendments only need to be posted one hour before a hearing. Remember that.

Once in committee, a bill will receive a hearing and a vote, and maybe an amendment on the way. If committee members approve, the bill heads to the House floor.

The bill then gets a reading on the House floor in front of every state representative.

That’s called a “second reading.” Representatives get a chance to suggest amendments during the second reading. If the House votes to approve an amendment, that amendment heads back to committee for debate and a vote.

After second reading, the bill gets a third reading and a vote from the full House.

Representatives vote up or down to send the bill to the Senate to go through a similar process.

All of this may seem wonky, and it is. Legislating

should be slow. It should be open. It should be difficult.

Shell bills fly in the face of all that.

Simply amend a do-nothing shell bill once it reaches the final stages of approval and the wheels are set in motion.

Within hours, lawmakers can effectively introduce a new bill and pass it through the House, Senate and get the governor’s signature.

The mere one-hour posting requirement for amendments comes in handy here.

The 2011 tax hikes were a case study in three dangerous aspects of shell bills.

Incredible speed: The tax increase was introduced, passed and signed by thenGov. Pat Quinn in less than 24 hours. There was no debate.

Massive consequences: The tax hikes took more than $31 billion in extra revenue from Illinoisans with no spending reforms.

Backdoor dealings: Six of 12 lame-duck Democrats who voted for the tax hikes subsequently landed government jobs.

There are plenty of commonsense solutions that could put an end to the shellbill farce in Illinois.

For example, a simple rule requiring amendments to be related to the scope or intent of the bill as introduced would do the trick. These type of “germaneness” requirements are used in state legislatures of all political stripes across the country, according to a 2000 survey from the National Council on State Legislatures.

Alternatively, instead of 60 minutes, lawmakers could change the amendment posting requirement to six days.

This would take away the speed advantage of shell bills.

These fixes are easy. The hard part? Forcing Illinois’ legislative leaders to change a game that’s rigged in their favor.
