LANARK – Residents will have to wait a bit longer for their next mayor to be sworn in. City Clerk Jackie Hawbecker said the April 18 City Council meeting has been canceled to let the Carroll County clerk’s office to finish counting votes in the mayor’s race.

“The next scheduled meeting is 7:30 p.m. May 2,” Hawbecker said. It is expected that the next mayor and City Council will be sworn in at that meeting. Ken Viglietta was named the unofficial winner on April 4, with 189 votes to Tom Kocal’s 187. Viglietts, 69, is
a Ward 3 alderman. Kocal, 62, is a former alderman and former owner, publisher and editor of Prairie Advocate. Two write-in votes were cast. Carroll County Clerk Brian Woessner said vote canvassing will finish April 20. That will include counting absentee ballots. “The statute says it’s currently 14 days to allow the mail to come in. It still has to have the proper postage date. That was originally for military out-of-country citizens, but it also applies to local,” Woessner said.
Engineer picked to fill Lanark alderman post LANARK – Voters elected Brad Knutti to fill outgoing incumbent Weston Burkholder’s Ward 2 alderman seat on the Lanark City Council on Tuesday. Knutti, 52, received 114 votes. Steven Kruzek, 58, received 22 votes. “We’re very happy. We just saw the results,” Knutti said. Knutti said since he announced his candidacy, he’s been going to Brad all the council meetings and is ready to hit the ground running. Knutti A 1983 graduate of Lanark High School, Knutti is a graduate of the Devry Institute of Technology in Lombard. He is a senior technical software support engineer at Cleo Communications, and a member of the Lanark Community Club. Kruzek, worked in retail and sales for 31 years before retiring. SAVANNA – Chris Lain will replace Peg Haffey as Savanna’s mayor. Lain, 41, received 498 votes Tuesday to win the mayor’s seat. He owns and operates the Savanna Marketplace, Blue Chris Bedroom Lain Inn, and Manderico Designs with his partner. “I feel great,” Lain said. “I’ve talked to the current mayor, and we’ve discussed how to transition in the next 3 weeks. I also want to reevaluate people on the current committees to identify strengths.”
Haffey was sworn in to replace state Rep. Tony McCombie as mayor after McCombie defeated Mike Smiddy as 71st District representative in November. Four candidates ran for her post. Gary LaShelle received 35 votes, while Anna Rice, 53, received 34 votes, and William “Bill” Nemec, 71, received 24 votes. Lain received his bachelor’s degree from Columbia College in Chicago in 1999, majoring in business management. He is in his second term as president of the Savanna Chamber of Commerce, is president of the Savanna in Motion group, and is a member of Main Street in Motion, the Savanna Lions Club, the Moose Lodge, and Heartland Pet Welfare.

CHADWICK – Kimberly Hinrichs will be Chadwick’s new village president. A total of 62 write-in votes were cast in Tuesday’s election. Hinrichs, 50, was the only write-in candidate for the president’s post, and received 56 votes. SHANNON – Voters returned Bonnie Heckman Foust to the village president’s post Tuesday. Foust, 61, received 175 votes to Amanda Klinefelter’s 115.
“I’m glad it’s finished. I’m very honored to be able to represent Shannon for another 2 years,” Foust said. Foust will retire in May from Eastland Elementary School after a 25-year career in special education. She’s also an author, life and emotional freedom

FREEPORT – Bill Tallman, 86, passed into eternity Tuesday, April 4, 2017, in Freeport. He did not go gently into that good night. Born Oct. 19, 1930, to Emory and Geneva (Wilson) Tallman, he graduated from Lanark High School, and married Rita Ritenour in July 1951 in Lanark. As a young entrepreneur, he started Bill’s Dairy in 1952 in Lanark, and later worked for Forster Bros. After moving to Prophetstown, he worked for MicroGear, where he became plant manager, and later was part owner at Seward Screw Products in Seward. In 1978, he founded TY Precision Automatics in Rockford, with his eldest son, John. Bill always strived for a better knowledge in business. He attended schools of machine technology in Providence, Rhode Island, and at St. Ambrose in Rock Island. He retired in 1990 to pursue the joys of traveling, fishing and the many lakes and rivers of the U.S. and Canada. He also owned property on beautiful Anna Maria Island, Florida, and enjoyed beachcombing, boating and sunsets. He loved good music, photography, building and carpentry, the Chicago Cubs, and football. Bill loved life, his family, adventure and was never idle until illness. He died peacefully on Tuesday afternoon, and we will forever miss this man, the center of our lives. His motto – “Never stop a running horse to look at him.” He is survived by his beloved wife, Rita; five

MOUNT CARROLL – The occasional finger snap could be heard Saturday at Henry’s Double K – but more often, the poets gathered received cheers from the audience. An open-microphone slam poetry cabaret took place in the upstairs of Henry’s, with members of a performance poetry group presenting their creations. The group started in January at the Mount Carroll Library, led by Marc Kelly Smith, recognized founder of the international slam poetry movement. “It was very, very good. Really good,” Smith said of the group’s sessions before performances began. Dimmed lights and background music by the Round Midnight jazz trio from Dubuque, Iowa, helped set the mood. Saturday’s performance was a fundraiser for future library programs. The library also received $1,083 for the poetry slam from the Freeport Art Museum,
about the experience of driving in Carroll County, adding names of local roads and places like Montague, White Oaks, and Georgetown. “I don’t need no white lines, I have the music,” Brinkmeyer said. Marie Boldt’s poem was about her time in Catholic school, and her fourthgrade experience with a nun, Mother Mary Martina. “I woiuld like to challenge you to a duel with vocabulary words” as the weapons, Boldt said. “My spirit is no longer broken, but alas, you are surely dead, alive only in my memory.”

No state budget, no flood relief for Pearl City Village, residents have waited for funds for 3 years BY TONY CARTON For Prairie Advocate
PEARL CITY – While the Illinois governor and Legislature haggle over a state budget, a number of Pearl City residents are held in proverbial limbo while they wait for the flood hazard mitigation funds promised them by state and federal governments 3 years ago. “We signed a contract with IEMA, FEMA, and everybody is frustrated over it,” Pearl City Village President Bob Knoup said. Knoup scheduled a public meeting last week that would bring government agencies and affected Pearl City residents together. “I’ve been telling our residents
stuff for years, but I think it’s better to come out and just talk with the people involved,” he said. Pearl City suffered repetitive structural flood losses in 2002, 2008, 2010, and 2011 when significant flooding occurred on the Pecatonica River that caused extremely high water levels on the Yellow Creek as well as tremendous backwater conditions on the Goldmine Tributary. Even though not all structures included in the project are mapped into either the Goldmine Tributary or Yellow Creek floodplain, backwater from the river created significant water levels around structures outside the 100-year floodplain. Historically, many residents and a few commercial property owners were forced to evacuate each time flooding occurred. “Our people have been made offers on their houses and buildings, but they’ve been left
setting on the houses, paying property taxes on them, and nobody is living in half of them,” Knoup said. “They’ve moved into other homes, but we cannot move any further at this point unless the feds can take over and they are able to collect from the state.” Under the Pearl City Flood Hazard Mitigation agreement, the federal government will provide 75 percent of the $2.1 million needed to acquire and remove those floodplain properties designated as affected by repetitive flooding, and the State of Illinois would provide the remaining 25 percent. The $2.1 million will fund demolition of 22 structures and clearing of their properties, and reshape the properties to safe and manageable conditions. “As a village, we cannot come up with the 25 percent that the state is holding back,” Knoup said. “We do not have $500,000 to invest
in the project if we do not know the state funds are coming. It is a burden on us, but it is a moral obligation to us also.” Knoup said completion of the flood hazard project will remove commercial and residential parcels from the tax rolls, creating a loss to the village’s property tax revenues. “This actually runs through the middle of our town,” he said. “It really hurts us, but there is absolutely nothing we can do about it. It may not flood for another 75 years, or it may come again tomorrow, you never know.” Adam Holder manages the municipal side of Fehr Graham Engineering, which is consulting for the village. He attended the meeting. “We wrote the grant applications to get these funds for these people,” Holder said. “We’ve gone through the process of getting
them through the appraisals and gotten the paperwork together to buy out these homes. Those funds were suspended about 2 years ago, so we are just trying to give those affected residents an update. It’s all on hold with the state budget to the tune of $2.1 million. That’s what we are waiting on.” Paul Osman, manager of the Illinois Office of Water Resources Statewide Floodplain Programs/ National Flood Insurance Program, said he is embarrassed by the stalemate and its effect on Pearl City flood victims. “We’ve done 5,000 of these [buyouts] in Illinois, and in 26 years of being a state employee this is the most embarrassed I’ve been,” Osman said. “It’s not Pearl City, it is the Legislature. “The money is sitting in a pile. It’s sitting there waiting. They don’t have to go out and collect it. We just don’t have the authority to write a check. That’s all it is.”

Property tax relief legislation passes House Bill co-sponsored by Rep. McCombie Prairie Advocate staff
SPRINGFIELD – A bill providing property tax relief that was co-sponsored by state Rep. Tony McCombie, R-Savanna, passed the
state House last week. The bill increases the general homestead exemption from $6,000 to $8,000, and increases the senior citizen homestead exemption from $5,000 to $6,000. It also provides that the standard homestead exemption for veterans with disabilities also applies to veterans who are 75 or older. Under the

legislation, senior veterans become eligible for an exemption of $2,500, and it creates a statewide longtime occupant homestead exemption. “This bill is a good start to much needed property tax relief for all, but especially for our seniors and veterans.” McCombie said in a news release. “Illinois’ second-highest
property tax burden in the nation has forced too many people, especially those living on fixed incomes, out of their homes. With this legislation comes positive change that may just promote the growth that is needed in Illinois.” The bill passed on a bipartisan vote of 108-1, and is headed to the Senate.

Well, here is one of the latest ideas to take care of the budget crisis in our state. Two Illinois state lawmakers last week introduced legislation that would allow residents 21 and older to possess, grow or buy up to an ounce of marijuana, and license businesses to sell marijuana products subject to regulation. The lawmakers say the law would help fill Illinois’ budget deficit with $350 million to $700 million in new tax revenue. Illinois would be the first state in the
Midwest to legalize the drug. There is your weekly food for thought! We have a new trip on the docket. In August 2018, we are sponsoring a trip to the North Woods with Tri-State Travel and other county Farm Bureaus. The trip will head up to Superior Shores in Duluth, Minnesota. Day 2, we will travel skyline drive, followed by boarding the North Shore Railroad for a ride along the north shores to Two Harbors. A stop will be made at the Split Rock Lighthouse. That evening, you will enjoy a dinner cruise while viewing the harbor lights and city of Duluth skyline. LOUIS – As the American farmer strives to meet the growing demand for corn required to satisfy increasing world demand, one area grower has been honored for their efforts through the 2016 National Corn Yield Contest. The national contest, sponsored annually by the National Corn Growers Association, recognizes farmers from across the country for their exceptional efforts. Brad Smith of Milledgeville placed third in the state in the D: AA No-Till/Strip-Till NonIrrigated Class with a yield of 288.6006 bushels per acre. The hybrid used in the winning field was DEKALB DKC63-71RIB. Smith was one of 400 state winners nationwide. The 2016 contest participation included 7,979 entries from 46 states. Of the state winners, 18 growers – three from each of six classes – were named national winners, representing nine states. The average yield among
national winners was 374.7 bushels per acre – greater than the projected 2016 U.S. average of 175.3 bushels per acre. Five of the national winners recorded yields of 400 bushels or more per acre. “This harvest, the world witnessed the incredible bounty U.S. corn farmers can provide to meet the growing need for food, fuel and fiber both in our nation and around the world,” said NCGA President Wesley Spurlock, a corn grower from Stratford, Texas. “Our contest participants demonstrated that America’s farmers continue to strive for excellence while adopting state-of-theart tools which help them meet those goals.” “The top yield in this year’s contest – a tremendous 521.3968 bushels per acre achieved by Randy Dowdy of Valdosta, Georgia – is a testament to these efforts.” The winners were recognized March 3 at the 2017 Commodity Classic in San Antonio, Texas.

THOMSON – The Trump administration’s federal hiring freeze could put the opening of Thomson prison on ice – again. President Donald Trump signed an order Jan. 23 forbidding the hiring or replacement of new or existing federal employees unless they work in national security, public safety or the military. The Department of Justice was given the discretion to determine how to apply that order to its agencies, which includes the Bureau of Prisons. In October, U.S. Sen. Dick Durbin toured the maximum security prison and said it was on track to open at the end of the year. About 120 minimum-security inmates are on site now, assisting about 200 workers in getting the long-mothballed facility remodeled, remediated and ready to go. The prison has been under renovation since June 2015. Durbin, fellow Illinois Democrat U.S. Rep. Cheri Bustos, and West Virginian Republican Rep. David McKinley sent a letter to Attorney General Jeff Sessions on April 3, asking that the Bureau of Prisons be completely exempted from the freeze, for safety reasons nationwide, and so the Thomson prison in particular can be activated on schedule. The Department of Justice has given the bureau a partial exemption, allowing it to fill vacancies up to the level of staffing on Jan. 22. There are a “significant” number of vacancies that existed before then that cannot be filled, however,

and because the actual staffing level itself has not yet been determined, no vacancies after Jan. 22 can be filled, either, creating a de facto complete hiring freeze, the letter said. The trio is asking for a full exemption for the BOP, as has been granted to the FBI, another DOJ agency, for reasons of national security and public safety. There are almost 190,000 inmates in 122 federal prisons nationwide, and staffing shortages are forcing some facilities to use staffers “such as secretaries, nurses, teachers, and other employees, to work as corrections officers for a number of hours each week—despite the fact that these employees lack the experience and training of corrections officers,” the letter said. As for Thomson prison, “the hiring freeze comes at a particularly concerning time,” it said. “BOP has spent months working to activate the facility in order to help alleviate overcrowding at high security institutions. As of October 2016, Thomson was on target to begin accepting inmates by the end of 2017. “However, the freeze has already forced the facility to postpone hiring a new class of incoming officers. Without the exemption, the activation of the facility may be further delayed.” The state built the 1,600cell prison in 2001, several times raising the hopes of

the economically depressed village of 600 in which it sits that it would open, but ultimately, it could not afford to run it. The BOP bought it in 2012 for $165 million with plans to hold maximumsecurity prisoners, but issues such as the possible transfer of Guantanamo Bay inmates to the site threatened several times to keep the prison unfunded and unopened. Promises that no Guantanamo detainees would be housed in Thomson got the remodeling project funded – to the tune of nearly $60 million that first year. Among other things, issues such as mold remediation and
upgrades for computers and other technology must be addressed before the prison can be fully activated. When Durbin visited in October, 214 people were employed, and he said he hoped there would be 300 by the end of this year. Ultimately, officials have said 1,100 jobs will be created. When the prison does become fully activated, it’s expected to generate more than $122 million in expenditures, $19 million in workers’ income, and a $61 million impact on local business sales. Villagers, however, long ago adopted a “we’ll believe it when we see it” attitude.

They sometimes plant a small acreage to wheat. Soybeans are no-till planted into cornstalks and corn is no-till planted into bean stubble,” the staffers wrote. Jason said his father was one of the earlier adopters of no-till farming in the area. “He just saw how much soil erosion there was. Setaside acres had much better productivity. He tried to do what he could to make it better,” Jason said. The Voses also use strip till, which tills an 8-inch width of soil where corn seeds are planted into the previous year’s stalks. The

system helps warm and dry the soil, while maintaining all of last year’s crop residue on the rest of the field to help fight soil erosion. The Voses also have experimented with cover crops. The family also participates in the Conservation Stewardship Program. Through the CRP, the Voses have retired more than 40 acres of environmentally sensitive cropland, and planed the acreage to grasses for erosion protection, wildlife habitat, or to protect water quality, the SWCD staffers wrote. Other members of the Vos family are Jason’s mother, Lisa Vos, and his wife, Brenda. Jason’s brother, Nate, is a veterinarian at the University of Wisconsin at Madison. Whether there’ll be a fourth generation of Vos farmers will take a while to answer. “My daughter, Miranda, is only 2,” Jason said.

FULTON – Julie Bielema, leader of the Garden Plain Ripsnorters Club in Fulton, has been named the Whiteside County 4-H’s volunteer of the month for April. She attends monthly club meetings, and works with her youth to plan fun meetings and events for the members. Julie works hard to come up with new ideas and opportunities for the 4-H members. She is a very hard working an dedicated volunteer as she is on many different committees such as horse, dogs, and even rabbits. Many say she is a very approachable leader and

Also performing was Dave Abatangelo, a Chicago poet who has performed with Smith at the Green Mill Cocktail Lounge in Chicago. The Green Mill is the home of the Uptown Poetry Slam. Abatangelo’s works addressed topics ranging from what experiences his sons will have, to the July shooting of a Florida man protecting an autistic patient, to the human knee. “It is the last place anyone on Earth feels compelled to touch,” Abatangelo said of the knee. Later in the evening, audience members had a chance to win money by creating poems from fill-inthe-blank sheets distributed on the tables. The sheets started with the line “Living in Mount Carroll is like,” and included references to
