The City of Savanna has a new sign in front of City Hall at 333 Chicago Ave. While work continues on the sign, it now lists upcoming events on the 85-by-19-inch electronic scrolling display. The sign has a limestone base, with a concrete shell, and is 10 feet long, 4 feet high, and 3 feet wide. The City Council in May voted to construct the sign for an estimated $19,898. STOCKTON — The Pearl City man shot and killed by a Stockton Police officer March 29 was a longtime drug dealer with convictions in Jo Daviess, Carroll and Whiteside counties, and a registered sex offender in Florida and Illinois. SAVANNA – Marne LaSalle and Roger Husband expressed their displeasure at the prospect of the city allowing chickens within city limits. The City Council has directed Public Works Director John Lindeman and City Attorney Phil Jensen to compose an ordinance that would allow for conditional use, with a specific set of limitations placed in each individual request. The ordinance would require a public hearing, an announcement placed in a newspaper, and council approval. “I don’t want to be having my granddaughter’s birthday in my backyard and seeing a chicken coop 20 feet away,” LaSalle said. Mayor Peg Haffey encouraged those opposed to chickens being allowed in the city to attend the public meeting and express their concerns. Jensen said, “The fact that the council is considering it should not be construed that it is going to be approved.”

Residents express opposition to allowing chickens in city limits

• The council passed the second reading of an ordinance that will prohibit the possession or cultivation of cannabis or drug paraphernalia within the city. This squares city ordinances with a state law change last July that makes possession of 10 grams or less of marijuna or paraphernalia a civil offense rather than a criminal one. Police Chief Michael Moon and his department had requested, for reasons of ease of enforcement, a city ordinance declaring the same be drafted and passed. Now, an offender would be able to pay a city ordinance fine without going through the court system. • The Finance Committee recommended having the firm of Winkel, Parker and Foster perform the city’s annual auditing for the next 3 years, despite having a somewhat higher price tag than the other firm considered. Finance Committee Chairman Bill Robinson said this decision was made largely due to the firm’s familiarity with the city’s grant funds, TIF districts and other issues. • Mayor Peg Haffey sought and received approval for her appointments, including Robert Haffey (1-year term), Craig Hatteberg (3 years) and Shawn Picolotti (3 years) to the Planning and Zoning Board, and Stacey Lamp to the Police Pension Board for 2 years. • Public Works Superintendent John Lindeman said work continues on the wastewater sewer plant, with prefab concrete structure being set for the lift station behind the fire department, part of the roof installed on the head works building, and additional work being done on the Bowen Street lift station. He said things were progressing on schedule. He added that he expected to see a final bill for the street project from Brandt Construction within a couple of weeks, with the expectation that that project should be closed out soon.

SAVANNA – Discontinuing most recycling services at the transfer station will be bad for Savanna businesses. That’s what a number of business owners and others told the City Council during its March 28 meeting. Businessman and former Mayor Larry Stebbins said it is difficult to find a place to haul recyclables. That, he said, makes an already difficult economic climate even tougher for Savanna businesses. “Trying to enforce a beautification ordinance on dumpsters will also result in the kinds of problems that can’t be afforded by either the city or businesses,” Stebbins said. He said the city “can’t afford not to keep” the tranfser station in operation, saying that the number of businesses that have closed in Savanna in recent years “represent lost sales tax dollars, lost property tax dollars, and most of all, paychecks.” “Any edge that we can give a business in Savanna … is an edge for Savanna. Charge what we need to make it work.” The station is slated to close May 1. Residents will still have unlimited curbside recycling service available, with pickup every 2 weeks. Public Works Superintendent John Lindeman said he would be happy to provide a feasibility student that showed the city had lost $15,000 by operating the station in the previous year. MOUNT CARROLL – A committee is considering whether to renovate or replace the town’s 54-year-old pool. A feasibility study, which will cost $3,000, is being done by Roger Schamberger of Burbach Aquatics Inc. in Platteville, Wisconsin. The money is coming from the city’s recreation fund. Burbach did an initial study in 2010 that determined the pool had a life expectancy of about 10 years, so now’s the time to make a decision, city officials said. Although popular – 6,293 swimmers used the pool last summer – it loses about $8,000 a year, Alderman Joe Grim said. City Clerk Julie Cuckler said the

City gets money for sewer work Prairie Advocate staff
MOUNT CARROLL – Residents along sections of Mill Street can expect new sewer lining later this year. The Illinois Department of Commerce and Economic Opportunity announced on March 29 that Mount Carroll received $110,125 in a Community Development Block Grant for Public Infrastructure. A total of 40 communities statewide received $15.3 million in federal moneys. City Clerk Julie Cuckler said the funds will be used for sewer lining work along Mill Street from Rath Street to Cole Avenue, including the Aspen Drive subdivision. “It’ll be later this year. We’re still working on the specs,” Cuckler said.

DEER GROVE – Entering year three without a state budget, there was no way to mask the frustration elected officials felt Friday at the annual Whiteside County Republicans Lincoln Day Dinner. The party faithful gathered to hear State Sen. Neil Anderson, State Rep. Tony McCombie and Illinois Department of Natural Resources Director Wayne Rosenthal rally the troops at Deer Valley Golf Club. Anderson, who represents the 36th Senate District, has been in Springfield for the duration of the budget mess, while McCombie is just getting her feet wet. Anderson didn’t mince words when talking about the gridlock, especially when it came to House Speaker Mike Madigan. “It makes me angry when people ask me when the governor is going to start doing his job,” Anderson said. “Why don’t we look at the guy who’s been there 40 years instead of the guy who just got here?” Anderson said the Democrats have made no concessions to Gov. Bruce Rauner in the budget battle, and as difficult as the impasse has been, Republicans must stick by their governor. “The governor has no choice but to keep pushing for the reforms needed to get us out of the mess we’re in,” Anderson said. The former Savanna mayor said she is still trying to meet everyone in her district, and in her travels, she sees a lot of disgruntled people. McCombie said the General Assembly would be well-served by emulating local government bodies. “If they managed things the way cities and counties do, we’d all be much better off,” she said. Rosenthal, the keynote speaker, was appointed IDNR director by Rauner in January 2015. Prior to that, he had experienced the frustrations of state government firsthand as a representative of the 95th House District. Rosenthal lives in Morrisonville, a small town in Christian County. He became involved in politics late in life, after serving in
the Illinois Air National Guard for 30 years, retiring as a brigadier general. “I was flying F-4 planes and never really thought about politics, but when I retired, the party asked if I’d consider running,” Rosenthal said. After a near-death flight experience in 1986, he said he figured he must still have something else important to do. “People in the House asked me why I smiled so much, but when you survive something like that, every day’s a good day,” Rosenthal said. Rosenthal said Rauner must stay strong against the “tax-and-spend Democrats” he dealt with in the House. “Speaker Madigan has offered up nothing to compromise, so if we want things to finally change in Illinois, we have to stick with our governor,” Rosenthal said. Rosenthal also talked about how hard budget cuts have hit his agency. He said IDNR had 2,300 employees in 2002, and today that number stands at 1,029.

Federal money will help with Lanark park access Prairie Advocate staff
LANARK – Work will take place later this year to finish disabled accessibility improvements to Lanark City Park. In a news release dated March 15, U.S. Sens. Dick Durbin and Tammy Duckworth announced $82,000 in funds through the U.S. Department of Agriculture to help with rural community development projects. Of that, $25,000 will go to Lanark.
City personnel said that in 2015, thenMayor John Huggins received a letter from the state of Illinois of a complaint of no sidewalks in the park. Sidewalk installation started in 2016, with half of the work completed then. The other half, as well as lighting work, will be completed this year. West Carroll FFA has 12th annual chapter banquet Prairie Advocate staff
The West Carroll FFA chapter had its 12th annual Parent-Member Banquet on March 20. Chapter President Daniel Hartman opened the banquet with a greeting to the approximately 150 members and guests. FFA Advisor Mr. Mathey gave the invocation. Numerous team and individual awards were given at the banquet. West Carroll FFA CDE teams receiving first in Section 1 FFA competition included the Varsity, Novice and Discovery Parliamentary Procedure Teams, Land Use Evaluation Team, and Agronomy Team. Twenty-two FFA Greenhands were initiated into the West Carroll FFA chapter, and Celia Hartman was awarded the Star

Retiring addresses were given by Hartman, Reporter Josi Anderson, Treasurer Natalie Shaw and Sentinel Luke Jones. The 2017-2018 West Carroll FFA officer team was also installed: President Emma Aljets, Vice President Leland Houzenga, Secretary Jaycie VanKampen, Reporter Devon Murray, Treasurer Shaelynn Williams, Sentinel Shane Houzenga and Historian Alec Tipton. Individuals donated $3,450 to the Illinois FFA Foundation in the past year.

SAVANNA – Forty-five West Carroll High School junior and senior FFA members toured Midwest Technical Institute in Moline and the John Deere Harvester Works plant in East Moline on March 15. MTI is a trade school featuring programs and courses generally varying in length of 7 to 9 months. Michelle Fossett, high school presenter and recruiter, was the tour guide for MTI who showed the FFA members the facilities for each program. MTI paid for the charter bus and supplied pizza and pop for lunch. In the afternoon, the students toured the John Deere Harvester Works plant, the largest and most modern combine manufacturing plant in the world. Members were able to see combines made from a piece of sheet metal to the finished product. The John Deere Harvester Plant has 1,800 employees.

Alleman pounded West Carroll pitching for 32 hits, while allowing only a dozen. The opening game saw the Lady Pioneers put runs on the board in every inning but the fifth, and they took the win in 6 innings. Mattie Buller and reliever Roe Casas combined for the pitching victory. Emily Suiter took the loss for West Carroll. Game two saw Alleman jump out to a 3-0 lead after 2 innings, while holding the Lady Thunder to a single fifth-inning run.
