FULTON – State Sen. Neil Anderson is able to keep the situation in Springfield in perspective. “There’s nothing in Springfield as stressful as running into a burning building,� he said Feb. 21 while speaking with Fulton High School students, during his “principal for a day� visit. When he’s not in session in Springfield, the 34-yearold is a firefighter with the Moline Fire Department. A Republican, he defeated Democrat Mike Jacobs in 2014 to win the 36th District seat, which serves all of Rock Island and almost all of Whiteside counties, as well as Thomson and Savanna in Carroll County.
Mike Ankrom, a U.S. History teacher at Fulton High School, asks Anderson a question during the state senator’s visit to the school. Principal Christopher Tennyson took Anderson to several classes, and to a meeting with other district principals. First, though, was Jeff Hoese’s Media Publications class. The students cover school events, livestreaming some of them, and make a week-in-review video for
distribution to the entire district. They also use a drone for some projects, and Anderson took a turn flying the device at the high school football field with students Hannah Eades and Matt Munson.

Board to state: Address spending, too County leaders working on a position letter to send to lawmakers MOUNT CARROLL – The state Legislature’s inability to agree on a budget for nearly 2 years has caused many headaches for government agencies. Now, a “grand compromise� being worked on in Springfield poses more potential problems. The Carroll County Board is working on a position letter stating its opinion on the budget and other bills currently under consideration. “The budget research that is going on downstate is almost mind boggling,� County Administrator Mike Doty said. “There are many bills involved, but my summary of this grand compromise is that they are

“You don’t really need something too big to do what we do,” Munson explained. Anderson spoke to two U.S. History 3 classes taught by Mike Ankrom. The lack of a state budget was among the topics. “I do think we’re close to hammering out a deal,” Anderson said, later adding a plug for Illinois’ colleges, in response to Ankrom’s question about the lack of a budget and its effect on state universities, urging students looking at colleges to pick one in state. He also talked about the difference between policy and politics. “I love writing good policy and helping people who come to me. Politics is about making promises and trying to dirty the other side. Negative politics have become popular because of apathy,” Anderson said, encouraging students to research every candidate before voting. He talked with Stephanie Evans’ Media Literacy class about how the media affects his career. “You guys deserve to know where I stand on issues,” Anderson said, adding that he’s been misquoted only once. He and Tennyson had pizza with the Student Council, where junior Jenna Schrader talked with Anderson about college searches and her plans to become a physician’s assistant. “He had kind of the same route. I thought he was very knowledgeable and easy to

Earlier in the day, he and Tennyson traveled to the River Bend School District office to meet with district principals, community representative Warren Amman and Lee, Ogle, and Whiteside Regional Superintendent Bob Sondgeroth. Anderson asked what state mandates drive the administrators crazy. The requirement that only 30 percent of students in a classroom can be special education students was mentioned. “I’m a big proponent of having special ed kids in the classroom,” Sondgeroth said.

The grand compromise would include other items that would impact the county. “They are discussing lowering expenses, which would be beneficial,” Doty said. “They are looking at costs of publications, and a bill which would increase shared income tax back to its original 10 percent; it is currently at 8.5 percent. The problem is when you look at all these bills as a whole they could be very detrimental, and the result is we could be pretty much ‘hand-tied’ here at our level.” He questioned the way the state Legislature is seeking to balance its budget. “When we look at a budget, or when we have a budget crises, we look at our expenses and we look at our revenues and we try

to make one go up and the other go down,” Doty said. “In their situation, they are trying to make their revenues go up while not necessarily addressing their expense situation.” He said the revenues from the current state income tax rates are not allowing the state to balance its budget. “It gets them closer,” Doty said. “So, really what they are doing is kicking the can down the road for a few more years, putting a Band-aid on it with the intention of addressing it again in the future. But what they are trying to do now would have an impact on the county.” He said on their own, some bills under consideration for inclusion in the grand compromise have merit. “For example, the Senior Freeze moving down from 65 years of age to 55, but the problem is when you

add up all the 10 or 12 property tax exemption bills under consideration plus a property tax freeze, plus if they don’t give us our share of income tax, then we really have a problem. I don’t think some of the bills individually are bad, but I don’t think we want to submit an opinion on all of them because I don’t think we would be listened to if we address every bill out there.” Instead, he proposed the board formulate its position letter suggesting the state look at its own revenues and its own expenses and not look at the local level. “Trying to tie all those bills in doesn’t address the real problem they have, which is a spending problem,” Doty said. He said the county is doing well, but if the grand compromise were implemented, it would result in a county shortfall
of hundreds of thousands of dollars. “If they don’t control their spending, no matter what they do won’t help,” board member Cheryl Cole said during the Feb. 16 meeting. “If they hadn’t robbed the money out of the pension funds, but let it grow, they wouldn’t be in this situation.” Board member Darrell Stitzel said the grand compromise would tie up local entities. “They are affecting small municipalities to make themselves look good in the taxpayers’ eyes, while pretty much handcuffing us,” said Stitzel. The board will continue discussion on a position draft at its meeting at 9:30 a.m. Thursday in the small courtroom in the county courthouse. The meetings are open to the public, and there is time set aside for public comment.

Pushback on shift to 7-period day at high school Parents, teachers speak out at school board meeting BY MICHAEL MILLER For Prairie Advocate
SAVANNA – Parents and teachers alike spoke out strongly against the West Carroll school board’s recent decision to shift the high school to a 7-period schedule during the Feb. 22 board meeting. Band director Emily Bressler said the decision would “effectively kill the fine arts in this district.” Having one fewer period during the day will limit student elective choices, Bressler said, as students try to meet class requirements for college. There also will be conflicts with choir, FFA, and Spanish that will prevent half of the current freshmen
in band this year from doing so next year, she said. Of the 26 incoming freshmen she would have had in the band program next year, only 8 will be there because of the conflicts, Bressler said. Bressler also said that in consulting with other area schools, she found no correlation between 7-period days and improved test scores, which along with financial savings were cited as reasons for the change. When Bressler said many parents feel 4 years of foreign language credits are necessary to enter college, district Superintendent Adam Brumbaugh pointed out that only 2 years are required. Tim Cavanagh, who has a son in eighth grade affected by the decision, said he represented several families

whose incoming freshman children would be dropping out of band or choir. He said he’d been told the reason for West Carroll’s low test scores was the district’s “substandard computers”. Of the board’s decision, Cavanagh said, “You ran this through on the QT. ... Back-room politics is the reason our state’s in the financial crisis that it’s in. You’re elected to oversee the will of the people; you ruined the trust we’ve given you. ... I know that I no longer have trust in this board and the administration.” Refuting the assertion that the decision was made
behind closed doors, board President Jerry Anderson said the meetings are public. Bressler noted that because the period change was not a specific agenda item – it was part of a student course handbook approval, which was on the agenda – there was no warning to the public that the schedule would be up for discussion. “If it’s not on the agenda, I don’t know it’s happening,” Cavanagh said. Board member Beverly Kilpatrick said, “There certainly wasn’t any attempt to hide this.” Brumbaugh said there are opportunities for administrators to address the

Board member Fred Tipton said he appreciated everyone’s input, adding, “We didn’t do this to hurt anybody.” He pleaded with all present to contact their state legislators. “Everybody knows that we are under financial crunch. ... That’s the only reason we had to go this route.” Bressler asked about the financial component of this decision. “We can’t afford to have classes with four or five students,” which is often the case now, Kilpatrick said. Bressler wondered if the district could offer the
classes, then decide whether to cut them based on the size. Kilpatrick noted that core classes can’t be cut, no matter the size. “We try to be very supportive of our music program,” board member Jessica Edwards said. She added that better communication with parents might be a key. Kilpatrick asked if doing band or music electives outside normal school hours could be an option, but Bressler said busing has been an problem for freshmen at schools that have tried that. eeding the world is not a task farmers take lightly. Each farmer feeds approximately 155 people. You read in the paper a few weeks ago about the amount the Young Leaders collected for Harvest for All. This past week, they started doing another program. One of them donated a steer to be butchered and made into hamburger. The Young Leaders then purchased the items needed to make shepherd’s pie. They wrote up the directions, and packed bags for each of the food pantries in the county based on how many families they serve in a month. Would you believe that number is 420 families? They then took the time to deliver to each of the food pantries that serves our county. The group is passionate about helping those in need. The Four C’s (primetimers) will be meeting at the office at 6:30 p.m. Friday for social time and playing games. If you have ever wanted to see what the primetimers are about and who they are, feel free to come check them out this month. Don’t forget next Wednesday, March 8, the Women’s Committee will be hosting a meeting at 1 p.m. on healthy choices while dining out. Spring is just around the corner. Now is the time to learn about

TODAY Birding highlighted at Wild Winter Wednesday FULTON – The next Wild Winter Wednesdays program at Windmill Cultural Center will teach guests about birding. The public is invited to gather at 9 a.m. for coffee, tea, and refreshments. The program begins at 9:15. The building is accessible to people with disabilities, and the program is funded through a grant from the Fulton Association for Community Enrichment (FACE). Dick Sayles will present “Quad Cities Audubon Society.” Many species of birds, insects, and other wildlife visit and make their home in the diverse plantings which have been integrated vertically and horizontally. Dick and his wife Kit own approximately 5 acres near Buffalo, Iowa, that they have turned into a haven for the wild. Guess who’s going back to D.C.? West Carroll student wins 2nd straight bee By Prairie Advocate staff
MOUNT CARROLL – A West Carroll Middle School eighth-grader will return to the National Spelling Bee after winning the regional bee in Pearl City. Olivia Charles, 14, of Mount Carroll, spelled percolate correctly to win the Feb. 21 bee. She is the daughter of Terry and Christy Charles. Olivia won the bee for a second consecutive year. Hannah Visel, 12 , of Lena, from Northern Illinois Christian Home Educators, won second place. Her parents are Don and Amy Visel.
Hannah misspelled teriyaki at the beginning of round 12. Olivia correctly spelled diesel to finish out the round. Olivia went on to spell percolate correctly to win the bee, according to a news release from the Carroll, Jo Daviess, and Stephenson County Regional Office of Education. The third-place winner was Brennon Cavanagh from West Carroll. Charles and one of her parents will go to Washington, D.C. for the national bee, from May 28 to June 4. Prizes at the Pearl City bee included trophies donated by the Regional Office of Education, $25 Amazon gift cards from Scripps National Spelling Bee, and MerriamWebster dictionaries.

Activities at the Senior Center Recycling Senior Service earns a great deal of money each year through the efforts of those who gather newspapers and aluminum cans in their respective communities, and those who bundle the paper and haul it to the local distribution centers. We need more help with this project. The “gathering” people work just a couple of hours a month in their respective communities. The “bundlers” work at the Senior Center just about any day when they have an hour or two to spare. And the “loaders/haulers” help load and/ or haul the papers to the distribution center. Denim & Diamonds benefits Senior Services The Mount Carroll Rotary Club, serving our community with distinction for more than 30 years, is hosting the first “Denim and Diamonds” dinner dance on Saturday, April 1, at Henry’s Double K in Mount Carroll. Dancing to music with DJ Sandy Wurster will follow a delicious buffet style dinner featuring baked chicken and grilled pork loin. A variety of gourmet desserts donated by friends of Rotary and local businesses will be auctioned to benefit Rotary’s community service projects. Highlights of the evening include live and silent auctions conducted by Rotarian Dan Danielowski. Seniors Around the County GRO – Great River Outreach The Great River Outreach offers a delicious meal, friendship, and good conversation at two locations. In Savanna, food is served from 11:30 a.m. to 12:30 p.m. Monday through Friday, at the former Chestnut Park School near Poopy’s, south of town on state Route 84. In Mount Carroll, food is served from 11:30 a.m. to 12:30 p.m. Wednesday at Mount Carroll United Methodist Church. Any age is welcome. Donations are accepted but not required. Penny Von Essen cooks for both locations and food is brought to Mount Carroll. Volunteers are involved in this endeavor. Why eat alone? Consider joining the group often! Are You Turning 65? Do you need help understanding Medicare A, B, C and D? Then come and see us at the Senior Center. We will help make this time easier for you. Turning 65 can be very confusing with all the information you receive in the mail about which Medicare D Plan to take or which supplemental to get. If you have questions, stop by and see our SHIP Counselors, Deb Connor and Karen Holm, and we can help you sort through the confusion. Also remember to stop at the Carroll County
Court House to complete your Senior Citizens Assessment Freeze Homestead Exemption application and affidavit. When you turn 65 and become eligible for Medicare, the best time to enroll is during your Initial Enrollment Period. Your IEP includes the three months before, the month of, and the three months following your 65th birthday. Your IEP will span from September 2016 to March 2017. If you enroll in Medicare during this time, you will avoid late enrollment penalties. The date when your Medicare coverage begins depends on when you enroll during your IEP. For your coverage to begin as soon as possible, it is best to enroll in the first three months of your IEP. Your Medicare coverage will then go into effect starting the month you turn 65. To enroll in Medicare, please stop by the Senior Center and we can do this for you. It is important to be proactive and take the steps to enroll during your IEP. If you miss your IEP, you may be limited to specific times when you can enroll in Medicare in the future, and you may face a penalty for late enrollment, resulting in higher premiums. The Senior Center is open from 8 a.m. to 2:30 p.m. Stop by and get your questions answered.
Coffee for Veterans planned for March 3 In January, we had our first Veterans Coffee, and it was a success! We will meet again from 9 to 10 a.m. Friday, March 3, at the Senior Center. This is a time of sharing memories and experiences over coffee and treats. We invite all veterans from any branch and from all times of service, from World War II to the present.

Would you like to get a discount on your license plates? If you qualify, you can apply for the Benefits Access Program, formerly Circuit Breaker, and receive a discount on your license plate sticker. Income guidelines per year are: for one – $27,610; and for two – $36,635. Also if you have applied before please check with us to see if it is that time of the year to reapply for your license plate discount. Remember to bring proof of all income for 2015 (i.e. 1099 from Social Security, or your 1040 or 1040A income tax form, etc.) to complete your license plate discount application. The retired teacher and administrator shared writing tips, and recited and discussed his poems and books. Orshoski writes books for children from kindergarten to second grade.

Forreston closed the gap to 3 points in the fourth, but the Marcos retook control. Brady Webb led Polo with 18 points, while teammate Trevin Woodin added 16. Forreston was led by Brandon Schneiderman’s 16 points. Pearl City 44, Erie 39: The Wolves took a 14-4 first-quarter lead and held on to advance to the semifinals. Early cold shooting plagued Erie. Pearl City was led by Brock Smargiassi’s 18 points, while Erie was topped by Josh Hammer, who scored 12. Feb. 21 Freeport Aquin 59, Polo 41: The start of the game was back and forth, until the Bulldogs closed the first quarter with 3 treys in 3 possessions to open up a 20-13 lead. Winnebago 58, Fulton 34: The Indians jumped out to a 27-17 lead and got Fulton into early foul trouble as the Steamers’ season ended with the semifinal loss. Fulton trailed 30-18 early in the third quarter before Winnebago went on a 14-4 run to put the game way. Andrew Morrissey led the Indians with 19 points and 9 rebounds. Cody Sanderson topped the Steamers with 10 points. Feb. 24 Winnebago 67, Sterling Newman 66: Despite trailing by 12 points at the half, the Comets battled back but fell to the Indians in the title game. Newman trailed by a single possession several times in the final quarter, but couldn’t take the lead. Shooting woes plagued the Comets from the start. Two West Carroll athletes will move on to play college sports. Senior Hayley Guilinger announced she will continue her golf career at Carl Sandburg College in Galesburg. She shot a 94 at the Rock Falls Sectional to place 29th. Senior lineman Justin Appel will play football at Loras College in Dubuque, Iowa.
