Teacher helps organize event recognizing vets

SAVANNA – Kris Yingling knows the importance of honoring service members.

“My dad was in the Navy for a couple years. I have pride in our country and our military. It’s important to honor our World War II vets before they’re gone,” said Yingling, 49, a fourthgrade teacher at West Carroll Primary School.

Yingling grew up in Chadwick, the daughter of Suzanne Atherton and the now-late George Yingling, before moving to Savanna when she was in high school. She said she originally wanted to be a physical education teacher, then attended Highland Community College in Freeport, getting her accounting certificate.

After college, she worked a variety of jobs, and volunteered in her niece and nephew’s kindergarten classroom before returning to teaching. Today, she’s raising her great-nephew, Noah Johnson, now 8, and her mother lives with them.

“I feel like I can relate to parents since I’ve been in various situations,” Yingling said.

This marks Yingling’s 16th year teaching at West Carroll. She began by teaching third grade at Savanna schools, then was hired back to teach fourth grade after the district consolidated with Mount Carroll and Thomson.

Yingling took over organizing the school’s Veterans Day program from Matt Beck, a former music teacher at Thomson, and another music teacher.

She also took over a bikeathon program from Thomson, in which students collect pledges for a charity and then ride bicycles a certain distance. The first year Yingling organized the bikeathon was to raise funds for cystic fibrosis.

Students were inspired by Gary DeVore of Savanna, a bicyclist who was following an Underground Railroad route and who became a pen pal with them, e-mailing journal entries. DeVore’s nephew was battling cystic fibrosis.

Later, the school picked the Honor Flight program to receive donations. Now, the fundraiser takes place in Savanna’s Helle Park, where students ride a half-mile. $5,000 will pay to send 10 veterans to visit memorials in Washington, D.C. For

Jo Carroll Depot LRA to acquire land in transfer

SAVANNA – The Jo Carroll Depot Local Redevelopment Authority will soon receive about 186 acres of land and six structures from the U.S. Army Engineer District.

George Williamson, assistant district counsel, presented the LRA board with a final draft of a Finding of Suitability to Transfer during its regular monthly meeting Feb. 8. There will be a public comment period on the property transfer through March 2.

The six structures are on 106.3 acres of developed land, while about 80 of the acres are undeveloped. Parts of the property previously were used for ammunition storage and washout, and for storage of manganese ore and sodium nitrate.

Environmental cleanup of the property has been completed.

LRA attorney Phil Jensen told the board the property is

divded into three categories based on potential uses.

The 83 acres of Category One land should be considered “pristine,” he said, not impacted by hazardous substances or petroleum products.

Category Three land, of which there are nearly 13 acres, should be considered “reasonable,” Jensen said.

“There has been some migration of hazardous substances, but in amounts so minimal that a response is not even required.”

The rest of the land is Category Four, where there has been a released migration of hazardous substances. The FOST does not include any evidence of petroleum, PCBs, radioactive materials, munitions, or explosive materials, Jensen said.

“This is a nice parcel of land,” he said.

The FOST may be read at the Savanna Public Library, or individual copies may be obtained by calling Cathleen

TCEDA membership

The board voted to renew its membership in the Tri-County Economic Development Alliance after TCEDA Executive Director Lisa McCarthy presented an annual report.

She outlined her organization’s contributions to the area, including implementation of the Build It, Grow It project to help business owners get more of what they want from their companies andtheir lives.

“We did a pilot in Elizabeth for 4 months in 2015 and it was very successful,” McCarthy said.

“We received excellent

feedback on that, so we did 10 months in Elizabeth last year and we are continuing that this year, and we are now piloting Build it Grow it in Warren.”

McCarthy said she expects to see the project implemented throughout the tri-county area.

“We are seeing some success,” McCarthy said.

“For the first three quarters of 2016 in Elizabeth, which is our longest program, an average of five businesses increased their year-overyear sales by $315,000. We are really excited.”

She also mentioned her organization’s work in bringing a new business to the Jo Carroll Depot.

America, but it will need to be larger to really have any effect. The pattern can cause wetter-than-average conditions along the Gulf Coast, and drier conditions in the Ohio Valley.

While Taylor said the early outlook is good, he won’t start making more specific state predictions for yields until about mid-April.

“We usually know by the middle of April what the weather patterns will be like for summer,” Taylor said.

It was learned Joseph F. Abels, 54, of Lowden Iowa, was arrested by Carroll County Sheriff’s deputies Jan. 13 at the Riverport Railroad LLC in the former Savanna Army Depot.

Abels is charged with five felony counts of burglary, possession of burglary tools, theft of property over $300, and criminal trespass to property stemming from his involvement with the removal of hundreds of light fixtures from depot buildings over the course of several years. Federal authorities assisted in the investigation led by Carroll County Sheriff Jeff Doran, and the Jo Daviess County Sheriff’s Department assisted at the scene on the night of the arrest. Abels is free on $25,000 bond and is scheduled for a preliminary hearing at 3 p.m. Friday in Carroll County Courtroom A.

Smaltz/York Township scholarships available Prairie Advocate staff

THOMSON – The Smaltz/York Township Trust will offer scholarship grants to residents of York Township who have been accepted for postsecondary enrollment at an accredited institution.

It may be a college, university, community college, or voctional/technical school.

All applicants must have been a resident of York Township for at least 1 year prior to the

date of application. Anyone who received the scholarship for 1 year is eligible to apply for a second year.

Grant recipients will be selected by the trustees upon review of all submitted applications.

Preference will be given to graduating high school seniors, applicants pursuing their first year of post-secondary education, and students enrolled in full-time status.

In 2016, the trustees presented 16 applicants with scholarships totalling $12,000. The amount of this year’s grant will be determined by the funds available as well as the number of scholarship grants awarded. Scholarship applications are available from the West Carroll High School guidance office, the Thomson Village Hall, and the Village website, thomsonil.com. The applications must be completed, signed, and returned by March 17.

f you are a sports fan, you thoroughly enjoyed what a game the Super Bowl was ,regardless if you liked who won the game or not. Who would have guessed that comeback that the Patriots would have?

Now it is time to move on to baseball, though! And, yes, speaking of baseball, the Cubs bus trip is full at this time. We have a waiting list for cancellations.

The Quality of Life Action Team is sponsoring a CPR certification training on Wednesday, March 22, here in the Naaman Diehl Auditorium. Americans seem to be all up in arms lately. The switching of the president has us divided, it seems.

While that scares some people, there is something more that seems to scare me! Have you watched the new show “Hunted?” It is about 9 teams of 2 who are trying to stay off the grid and avoid being caught.

There is a command center where “hunters” who are investigators try to find these people. The groups of people are given 2 hours to move out and hit the road. They have to stay in 100,000 square miles in the southeastern U.S. for 28 days to win $250,000.

If you aren’t scared about what all is known about you, you may want to be.

According to the show, which has former Secret Service personnel, FBI investigators, and more, all cars made after 2010 have GPS in which you can be found. The teams try to stay off the grid with being able to get only $100 out of an ATM five times.

The hunters are using all sorts of techniques to analyze the patterns of the “fugitives.” They are analyzing their habits, their social media history, their emails, their spending habits, friends, and family.

It is amazing the amount of information they are detecting and what they can predict just by looking at daily routines and correspondences. So if you think you could ever hide off the grid, remember someone is always watching! They know I am sitting here at my desk typing this, if they really want to know. What you

SHANNON – The destination is known – now, it’s a matter of clarifying the map.

Shannon Village Board members, village staff, and engineers from FehrGraham & Associates met Jan. 31 to discuss progress on designing a new well and treatment facility for Shannon’s water supply.

Two of the village’s wells contain levels of radium which exceed U.S. Environmental Protection Agency and Illinois Environmental Protection Agency standards. Over time, exposure to radium can increase the risk of cancer.

The board voted in December to approve a contract with Fehr-Graham to design the new building and treatment equipment. The village must meet USEPA standards by September 2018.

During the Jan. 31 meeting, the board decided to direct Fehr-Graham to dig a fifth well to a depth of 700 feet, as well as construct a new treatment facility.

Parts of the upgrade would include completing a water loop at Arch Street, upgrading the main trunk line in front of Eastland Elementary School, and work on loops on East Division and North Ridge streets.

Darin Stykel, a senior engineering technician with Fehr Graham, said, “Basically, we’re almost doubling our gallons per minute to over 50 percent of the village.”

Bids don’t have to be let until June. Stykel said the exact cost will depend on what class of treatment equipment the station will require.

Wyatt House did a talk on bunnies, and how to hold them. Lilly Ebersole talked about beef bucket calf, and showed what was in her show box. Lili Drinkall did a talk on visual arts, and talked about making a piñata. Regan Scidmore did

a talk on dogs, bringing in her dog and teaching how to groom a dog. Dawson Deets and Wyatt Ebersole did a talk on exploring farm animals, including what cows eat and about tractors. Kailyn Hutchison did a talk on cats, and she taught about what vaccines should be given to cats.

Two kindergartners use an abacus to solve 9 plus 9. One realizes 9 is one less than 10, so he slides over all 10 beads in a row, then pushes one back. That’s 9. He does it again in the next row. Then he counts them up.

That system doesn’t make sense to the other little guy, so he simply counts out beads by one to 9, does it again, and then counts them all over again. “They’re at completely different math levels, in terms of numbering and quantity,� said Peggy Potthoff, a longtime Sterling kindergarten teacher.

These days, Potthoff is retired from the classroom and helping the Illinois State Board of Education implement the Kindergarten Individual Development Survey, better known

as KIDS. Unlike the Partnership for Assessment of Readiness for College and Careers, which is a test that students in grades 3 to 8 take every year, KIDS is all about observation and documentation.

Those are the sorts of questions KIDS is setting out to answer.

Implementation

All public schools with kindergarten must use KIDS to collect data three times during the 2017-18 school year. This year, they’re expected to collect at least one set of data.

Some districts, including those in which Cheryl Robinson has worked as curriculum director, have been working on KIDS for a while. Some just got started this year.

Fortunately, the mandated launch date got pushed back a couple of times, and the indicators were reduced – “in my opinion for the better,” Robinson said – to math, language and literacy, physical development and socio-emotional development.

By the end of this school year, all teachers must be trained in KIDS and are highly encouraged to implement it to some degree – not only for themselves, but also for those who must carry out the seven-step process of connecting each student’s data to the state’s information system.

Upon arriving in Morrison, Robinson asked her three kindergarten teachers whether they’d rather collect data once, as required, or do it three times, the way they must starting this fall.

“They immediately said, ‘We need to do it three times, for everyone,’” Robinson said. “We felt that would have prevented us from seeing how much our kids have grown.”

Feb. 28 will mark the school’s pivot point – a second data collection that affords a once-a-year opportunity.

In terms of aligning standards K-8, though, there’s still a gap: There’s no comparable assessment in first and second grade.

No plans are in the works.

Not just yet, said Jackie Matthews, the board’s communications director.

“There are assessments available for first- and second-graders, but Illinois is not planning to implement those on a large scale, as we are with a kindergarten assessment.”

Eastland’s Fink receives honor

Makenzie Fink was named to the 2016 Max Preps Small School All-American Girls Volleyball Second Team.

Makenzie helped lead the Lady Cougars to the IHSA Class 1A championship in 2015 and a second-place finish in 2016, setting records along the way. Fink is a two-time all-stater and plans to attend Northwestern College in the fall. She is a three-sport athlete, and the daughter of Rod and Renee Fink of Lanark.
