Committee talks chickens, pot, and sidewalks BY MICHAEL MILLER For Prairie Advocate

SAVANNA – The city will draft an ordinance that would allow poultry within its limits. The Savanna City Council’s Personnel/ Ordinance/Public Relations Committee made that decision during its recent meeting. It also addressed making an arrest for possession of a small

amount of marijuana a city ordinance violation. The committee’s decisions were discussed during the Oct. 25 meeting of the City Council, which would have to pass the ordinances. Chairman Christine Lee told the council her committee had directed Police Chief Michael Moon to work with City Attorney Phil Jensen in

drafting an ordinance to allow poultry within city limits. Currently, poultry are prohibited by a zoning ordinance only if they are deemed a nuisance. A change likely would be an amendment to current zoning laws and would require a public hearing. Meanwhile, the committee is working to make an arrest for possession of 10 or fewer grams of

MOUNT CARROLL – Property taxes could go up for Mount Carroll residents if the City Council approves this year’s proposed tax levy. Aldermen discussed the 2016 levy at their meeting Oct. 25. The proposed amount is $251,800, up from the $241,500 levied in 2015. That means the owner of a home valued at $50,000 would see a property tax increase of about $48. The biggest change is in the contribution to the retirement fund. Last year’s levy was $33,000; this year’s will be only $20,000,

marijuana a city ordinance violation. That would be in accordance with a state law that went into effect in July which makes that sort of possession a civil offense instead of criminal. The ordinance would allow an offender to pay a city fine instead of going through the courts system. Lee emphasized the drugs still would be confiscated and destroyed.

Lee also said the committee had proceeded with a proposal from the council to assign $20,000 to a line item in the budget to be allocated for a citywide sidewalk repair program. She said Mayor Tony McCombie had directed Superintendent of Public Works John Lindeman to prepare a formal proposal for the council to review in February, with plans to

introduce this item into the budget plan. The council also agreed by consent to allocate an additional $10,000 for a milling process to the existing alley repair project and possible extension of that project’s reach. McCombie reminded the council that the next regular meeting would be Nov. 9, since the regular date would fall on Election Day.

MORRISON – Before Jim Schultz would agree to lead the state’s economic development efforts last year, he needed reassurance that the process would change. Gov. Bruce Rauner named Schultz director of the Illinois Department of Commerce and Economic Opportunity in February 2015, and a year later, the state had a new economic development arm and Schultz had a different job title.

The governor, by executive order, on Feb. 3 announced the creation of Intersect Jim Schultz Illinois, a privately funded nonprofit corporation that would use publicprivate partnerships to recruit business to the state. Schultz is its CEO. Schultz was in Morrison on Thursday to visit Whiteside County Economic Development Director Gary Camarano and other regional business leaders. Schultz, an Effingham native, has been an agribusiness entrepreneur and private equity executive and has been involved in

starting 40 businesses, two of which went public. A desire to give back was motivation for finally accepting Rauner’s offer, he said. “The governor tried to get me to lead economic development three times before, and the fourth time he got me,” Schultz said. “I’m a fifth-generation Illinoisan, and hopes that my three sons will move back here is a large part of why I’m fighting the fight.”

Unlike many other states, however, the commerce department was charged with economic development duties, and Schultz didn’t think he could get the job done in that capacity. He cited bureaucracy, competing priorities, and inadequate resources as huge barriers to properly marketing the state to businesses. “DCEO had a good staff, but it became very complex, and programs were being piled onto the department,” Schultz said. “About 74 percent of its work isn’t directly related to economic development.” The economic data bore out Schultz’s argument for change. In 2015, Illinois was ranked 48th for states with the best business climate. It was ranked 40th in job creation, and had 277,000 fewer residents since 2003, and about 62,000 jobs had been lost since 2000. Since becoming CEO of Intersect Illinois, Schultz has continued to research other states that have implemented similar partnershipbased development arms, especially Jobs Ohio, which had lagged Illinois in job creation but has now surpassed it by 40 percent. “I’ve studied what other states did well, and some of the mistakes they’ve made,” Schultz said. “I’m a business guy, and I wanted to structure it so it wouldn’t be a political tool – I want it to last for a long time.” To date, Intersect Illinois has brought in or received commitments for $7 million in private funding. It’s hoped that state money could be brought to the table eventually, but given the ongoing budget situation, the organization isn’t counting on it yet. Schultz fielded a few questions from local development leaders who had assembled in the Whiteside County Boardroom. “I’m wondering how regional people interact with you, and how the process works, because I’m a process person,” Dixon Mayor Li Arellano Jr. said. Transportation assets Intersect Illinois CEO Jim Schultz cites transportation, distribution, and logistics as an economic growth area with huge potential. The northwest Illinois region could be one of the biggest beneficiaries. Here are some of the state’s biggest transportation assets: • It’s the only state where all seven Class I railroads travel. • It has the nation’s third largest interstate highway system. • It has five international airports. • Chicago has the world’s third largest intermodal port. important thing he needs is knowledge of what an area has to offer. His organization currently has a list of 70 companies that are looking to expand. A local development organization is playing a key role in providing that interface with Intersect Illinois. Greater Sterling Development Corp. is a committee member of a new coalition, Creating Opportunities for Retention and Expansion, which directly works with Intersect Illinois. “CORE is a very exciting initiative,” said Betty Steinert, special project manager at GSDC. “It provides a large database that will be used by development site selectors globally.” Tim Stephens of Wahl Clipper brought up the challenges many rural employers face in recruiting. “We’re in the middle of nowhere, which is great for some, but it’s hard to draw engineers and some other professionals,” Stephens said. Schultz said mentorship programs are a good way to keep local talent home. “Things like the CEO program create a sticky relationship with those born here,” Schultz said. “They might leave for a while, but many want to come back later.” Workforce Development Board representatives expressed a desire to work with Schultz, and also put out the call for more training dollars.

JARRELL, Texas – Michael E. “Burner” Grant, 67, of Jarrell, Texas, passed away Wednesday, Oct. 26, 2016, at his home. Michael was born Jan. 17, 1949, in Dixon, the son of Harold Jr. and Beatrice (Rinard) Grant. He graduated from Lanark High School in 1967. He worked for Jerry Grove in cement contstruction since the age of 16 until moving to Texas in 1985. Burner owned and operated Speedway Inn in Jarrell for 18 years. Michael was a member of Trinity Lutheran Church in Lanark. He enjoyed watching Western movies, the Dallas Cowboys playing football, and following the Chicago Cubs. He loved his family, and visiting with his customers. He never met a stranger he didn’t like. Survivors include daughter Jill (Wendell Ebersole) Queckborner of Chadwick; sons, Martin (Lucy) E. Letters and Commentary The ‘lockbox’ question is an insult to Ill. voters BY AUSTIN BERG Illinois Policy Institute

Temperature all right? Something to drink? And how is your salmon this evening? On a sinking Titanic, these are not pressing questions. And in Illinois, the lone ballot measure before voters statewide Nov. 8 has nothing to do with the state’s dismal economic climate. It has nothing to do with the massive pension costs crowding out an everlarger share of essential state services. It does nothing to address the nation’s highest property taxes, which are forcing families from their homes. And two of the most popular political ideas in the state, term limits and redistricting reform, are nowhere to be found. Nope, Illinoisans get the “lockbox amendment.” And nothing else – save for the names of politicians running for office. The lockbox amendment is fairly straightforward. Voters will choose whether they want to amend the state’s constitution to say all state revenues that come from transportation – sources include taxes and fees on driver’s licenses, motor fuel and vehicle registration – must go only to fund transportation initiatives. There are plenty of reasons to vote for this amendment. Construction unions and contractors say it will ensure the safety of Illinois roads. State politicians passed the ballot question through the General Assembly almost unanimously, a rare occurrence given the gridlock in Springfield. Proponents point to what has happened to the state’s road fund over the past decade. Over that time, lawmakers diverted more than $6 billion from that fund to plug budget holes. There are plenty of reasons to vote against this amendment as well. Many people bristle at the idea of enshrining spending priorities in the state’s constitution. Look at what’s happened to Illinois’ constitutionally backed pension scheme, after all. The Illinois Supreme Court has ruled that the state constitution’s pensionprotection clause prohibits altering even the unearned pension benefits of current government workers. The flexibility to use these large, transportation-related revenue sources for other emergencies is crucial, some

say. There’s no clear-cut answer. And opinions have not splintered along partisan Austin Berg lines. But either way Illinoisans vote, they lose. Why? Because the most important questions facing the state didn’t make it on the ballot. Lawmakers have introduced more than 90 distinct constitutional amendments in Springfield since 2015. The lockbox is the only one that made it to ballots. Many amendments were killed in House Speaker Mike Madigan’s Rules Committee. The frequency at which good ideas are muzzled in this committee without a single word of public debate is depressing. If those reams of discarded paper could serve as pavement, Illinoisans wouldn’t need to spend much on new roads. When lawmakers refuse to put change on the ballot, citizens take matters into their own hands. More than a half-million Illinoisans signed a petition to reduce politicians’ influence in drawing legislative maps – a game Madigan has been more adept at playing than any

politician in state history. But a lawyer with close ties to the speaker successfully sued to keep that measure off the ballot. Illinois’ broken mapmaking system is part of the reason why too many voters won’t just be lacking an important choice in ballot measures, but in candidates as well. Tortured district lines have led to 60 percent of state legislative races being uncontested this year. In the history of the state, voters have only once succeeded in putting a binding initiative on an Illinois ballot. The 1980 cutback amendment passed overwhelmingly, eliminating a few dozen lawmakers from the House of Representatives and helping Madigan consolidate power as speaker when his peers first elected him to that office in 1983. Significant change arising from a statewide ballot question is a long shot. Especially with Madigan in charge. Until leaders in the General Assembly muster the courage to give voters a voice on big issues, don’t expect much more than a lockbox. Austin Berg is a writer for the Illinois Policy Institute. Thanks to the amazing generosity of so many people in our communities, we were able to provide winter wear in 2015 to 66 children and youth in 31 families in the Eastland School District. We provided 62 coats, 55 pairs of snow pants, 56 boots, and numerous donated hats, scarves, mittens, and gloves. This was all provided at a cost of $3,683.45; about $21 per item. Through people’s generosity we have helped to clothe so many children and protect them from the cold. Thank you to each person who gave so generously for the children. We are collecting funds now to clothe those youth in need in our area again this winter. We hope you will consider making a donation to the Eastland Council of Churches to provide winter wear to our youth in our communities. MORRISON – If at first you don’t succeed, try again. For a second consecutive year, the city and Morrison Chamber of Commerce will try to set a world record for having the largest gathering of human snowmen in one location during this year’s Christmas Walk and Parade on Dec. 3. The record for the largest gathering of people dressed as snowmen stands at 333, set in Oswestry, Shropshire, UK, in 2009. To be a snowman, each person must wear a white shirt or sweatshirt, white pants, three black circles for buttons, an orange carrot nose (real, paper or plastic), a scarf and a black top hat. The chamber has put together a Snowman Kit for $10 that includes a commemorative white youth XL or adult XL T-shirt with a printed scarf and buttons. The

Morrison’s attempt to break a Guiness Book of World Records mark for the largest gathering of human snowmen fell a bit short last year. About 50 snowmen, snowwomen, and snowkids gathered, complete with hats, scarves, charcoal buttons, and carrot noses. A second attempt at the record will be made Dec. 3 during the city’s Christmas Walk shirt’s back will read “I participated in the Snowman World Record Attempt in Morrison, Illinois.” The kit also includes a pair of white adult XL Tyvek pants that may be cut down to length and gathered at the waist as needed for kids and adults,

SAVANNA – William Albracht, a true American war hero, will speak at 2 p.m. Sunday at Savanna Museum and Cultural Center, 406 Main St. Admission is $8. During his program, he will tell his story of being the youngest Green Beret in Vietnam at 21 years old. North Vietnames forces attacked remote outpost Firebase Kate on his first day of assignment. With U.S. forces greatly outnumbered, Albracht risked his life several times during 5 days of attacks. Finally, executing orders to evacuate, he led 150 U.S.and South Vietnamese

soldiers through darkness into the dense jungle to safety with the North Vietnamese in pursuit. This program tells of unsung heroism, dedication and survival. A PBS documentary profiles his story, “Abandoned in Hell, The Fight for Vietnam’s Firebase Kate’” and Albracht has written a book detailing his experience. He received 3 Purple Hearts, 5 Bronze Stars and 3 Silver Stars during his military career. He had a long career with the Secret Service, protecting 5 American presidents, and latermanaged security operations for the Ford Motor Company.

The event is at the Windmill Cultural Center, 111 Tenth Ave. Uthoff will present “Thanksgiving: From Pilgrims to Pioneer.” She is an active Wilder researcher and served as president of the Laura Ingalls Wilder Legacy and Research Association.

The program will look at examples of how Thanksgiving was celebrated over the years. The program is free and open to the public. Refreshments will be served Sarah Uthoff following the presentation. SPRINGFIELD – The Illinois teachers’ pension fund is owed $71.4 billion, and the state will be expected to increase its contribution by 14.5 percent in fiscal year 2018. The Teachers’ Retirement System of the State of Illinois announced Friday it had given preliminary approval to a contribution request for $4.56 billion to its pension fund. The changes in state law made last year for determining actuaries’ estimates for adequately

It provided retirement, disability, and survivor benefits to teachers, administrators, and other public schools personnel employed outside of Chicago. The system has 406,855 members, and reported assets of $45.6 billion as of Sept. 30, 2016. funding pensions have greatly increased the amount of contributions statewide. The Teacher’s Retirement System said of the projected $4.56 billion contribution, just $974 million is needed to pay the cost of pensions for that year. The remaining $3.5 billion is to go toward the amount owed from previous years. “Most of the fiscal year 2018 contribution is a selfinflicted wound,” TRS Executive Director Dick Ingram said. “That money could be spent on other

priorities today if the state of Illinois had fully met its obligations in the past.” While next year’s contribution to the teachers’ pensions is an eye-popping figure, it is far short of the actuaries’ ceiling. Using the new accounting standards, the state’s annual contribution should be $6.88 billion to catch up with its unfunded liability. “By any measure, $4.56 billion is a lot of money, but that amount is a direct product of the perpetual underfunding of TRS by

state government over the last 76 years,” Ingram said. Making the situation worse is the continued sluggish performance of pension funds’ investment returns. Upon the advice of the actuaries, the projected rate of return was dropped from 7.5 percent 7 percent in August. “Pension math is unforgiving – TRS and other pension systems across the country are lowering their assumed investment rates because all indicators point to slowing returns in the future,” Ingram said. The investment rates also were lowered in 2014 and 2012, and those numbers will be revisited each year. TRS membership doesn’t include Chicago teachers. That city’s educators belong to the Chicago Teachers’

Pension Fund, which has more than 63,000 members, and pays out nearly $1.3 billion in benefits annually. The pension is largely funded by Chicago public schools. Illinois law requires that TRS annually provide the

STERLING – Work on the Aldi expansion at 3409 E. Lincolnway is wrapping up, and the company will reopen the store Nov. 11 as planned. Several special promotions for the day have been announced, starting with a ribbon-cutting ceremony at 8:45 a.m. that is open to the public. At the conclusion of the ceremony, the first 100 shoppers will get a golden ticket containing Aldi gift cards of varying values. Customers will be able to tour the store and sample Aldi-brand products. They also can enter a sweepstakes for a chance to win a year’s supply of produce. Just in time for Thanksgiving, the Sterling store will offer turkeys, from 10 to 22 pounds, at a discounted price of 99 cents a pound. The store has been closed for construction since Sept. 25. Many Aldi stores are undergoing renovations, with much of the redesign planning driven by a need for more refrigeration space. “We’ve been expanding our natural and organic choices, and as customer needs have changed, we

Tuesday’s other regional matchup features Newman vs. Galena at 5:30 p.m. The winners play at 6 p.m. Thursday for the sectional title. With Eastland leading 17-16 after a block by Waite, the Cougars got a side out from a hitting error, then got three kills from Makenzie FInk, an ace from Ashley Beyers, Beyers taking care of an overpass, and a kill from Katie Krogman to close out the set. “Our passes started struggling, and we needed energy,” Fink said. “That helped us get a good pass, and then we could put it away.” The Beyers-to-Fink connection got Eastland off to a quick start in the first set. Eastland led 9-0 thanks to three thunderous kills from the senior outside hitter, followed by a block, then two tips over the net. “Our pass was perfect and our sets were perfect,” Fink said. “We just hit away.” Milledgeville cut into the lead after a few Eastland hits went long, Waite came up with a block, and Waite and Mady Fink both had kills. “I feel like our passes were there, so we had better sets, more opportunities to get kills,” Waite said. Waite and Jocelyn Folkers had the task of keeping tabs on Makenzie Fink at the

Makenzie Fink got a pair of kills to open the run, and Sage Walrath followed with two of her own. After another Walrath kill, Walrath and Beyers put up a block to make it 12-7. Milledgeville got back within four points, but Eastland went on another run which included a pair of Makenzie Fink kills wrapped around an ace from Beyers. “We tried to run a faster offense tonight to see [how it works] for the postseason,” Makenzie Fink said. “We need to work more in practice on timing.” Makenzie Fink finished with 17 kills. Beyers had 24 assists to go with 10 digs and four aces. Gabby Snyder had 12 digs. The Cougars set up a trip to their own sectional, which started Tuesday, with their third consecutive regional title – and 15th in the last 19 seasons – but it is the first for Clements, in her first year as the Cougars’ coach. “It feels very good to get my first one as a coach,” Clements said. “I got some as a player, but it’s a lot different feeling as a coach. It’s a little bit more rewarding in the sense that you put all these pieces together and it’s showing.”
