Eagle Scout project connects community, church

SHANNON — Tyler Dambman’s Eagle Scout Project improved more than just the grounds of Bethel United Methodist Church in Shannon.

“It was great making new friends, too. I got closer to some of the church members, and learned more about them,” Dambman said. “The project also brought my family back into the church. It’s been great, hearing all the thanks from church members, and the welcoming they did for us.”

Dambman said an Eagle Scout project has to benefit the community, and must be organized and managed by the scout, developing one’s leadership and organizational skills.

“As an Eagle Scout, I was the leader of the project. And there was a lot of project paperwork to complete, too,” he said.

“I had to get approval signatures from the church

Then I made blueprints of the project, the new plans for all the landscaping. I calculated how much mulch would be needed, what kind of tools needed, a shopping list of flowers, stepping stones, and other things.”

He said the church paid for all the flowers and mulch, “which was fantastic. It’s really tough to fundraise

sometimes, and still get the project done in a timely manner.”

Dambman said he had attempted a couple Eagle Scout projects in the past, but the plans never came to fruition. When the idea for the church project was brought forward, he thought it would be the perfect Eagle Scout project.

“All the landscaping

around the church was old and overgrown – basically, it was getting ugly! I talked to Pastor Mike Jones about the idea, and he said the church had some funds budgeted for such a project, and he gave me the OK to run with it. Pastor Mike was great help, and I had a whole bunch of helpful people.”

Jones was impressed with the project idea from the

very beginning.

“Tyler approached me about the project, and he took responsibility for the whole thing,” Jones said. “I had him connect with Mary Mantle, a master gardener from right here in Shannon, and the two of them looked at what we had. They picked out plants and flowers that they thought would work well. Tyler did all the measurements, drew out the plan, then presented it to the church trustees to get the OK.” Dambman said on the Aug. 6 work day, at least 15 people pitched in.

“I was expecting the day to go until maybe 4 p.m., but with all the help, we were done by lunchtime.”

He said the volunteers included Boy Scouts from the Pearl City troop, of which Dambman is a member, and the Lanark troop, church members, and some of his family and friends.

“It looks great! I’m really impressed with how the project turned out.”

Pastor Mike concurred: “The project turned out great. It’s fantastic. It was Tyler’s idea, and it worked out perfectly!”

Dambman said he’s also had some maybe-not-sotongue-in-cheek requests by a few church members to do their landscaping.

Going into his senior year at Eastland High School, Dambman participates on the cross country and track teams, and is very active in the school’s FFA chapter.

Kansas State University may be his college choice after he visited the campus last month. He is leaning toward a major in wildlife and outdoor enterprise management in the school’s College of Agriculture, with a minor in ag business.

“It’s an area that you can usually find a lot of work.

It’s a fairly specialized field.”

His family includes his parents, Kurt and Shelly Dambman, an older brother Alex, also an Eagle Scout, and sister Erica, a sophomore at EHS.

On behalf of Riverview Center and the survivors of sexual and domestic violence in Jo Daviess and Carroll counties (and beyond), I would like to sincerely thank our communities for supporting our services over the past year since the State of Illinois has been at a political standstill. With the financial and encouraging support from you, survivors continue to receive crisis services.

However, the struggle and the need continues. As you may know, the State of Illinois passed a stopgap, 18-month budget in July that will fund some previously unfunded services as a result of the FY16 budget impasse.

The stopgap budget provided Riverview Center with less than 12 months of funding to provide 18 months of work – a cut of more than 33 percent to our state sexual assault funds.

And there is no budget for FY17, so that means no funds coming in from our biggest contracts until a FY17 budget is passed, including funding for domestic violence services.

Last winter, Riverview Center was forced to reduce services to survivors of sexual and domestic violence in our Galena and Mount Carroll offices by laying off staff, eliminating 24-hour coverage of our domestic violence hotline, and suspending services such as therapy and advocacy. Because of a few very generous donors, and local and federal grants, we were able to slowly build our staff and services back to 100 percent. But the State of Illinois continues to fail our families and our communities.

How can you support survivors of sexual and domestic violence?

Please contact Governor Rauner, our state representatives, Brian Stewart and Mike Smiddy,

and Senators Neil Anderson and Tim Bivins to urge, no beg, them to pass a budget now and stop this stalemate.

MHS teen dies in crash District provides support for students Shaw Media staff

MILLEDGEVILLE – Milledgeville High School students started their school year on a heartbreaking note.

Senior Carley Ann Harrielle, 17, of rural Sterling, died shortly before 7:30 p.m. Aug. 15, after her SUV crashed into a concrete bridge on Schell Road west of Sunshine Road in rural Milledgeville and came to rest upside down in a creek.

Carley was alone in the car and died at the scene, the Carroll County Sheriff’s Department said in a news release.

No further information on the accident was released.

Counselors and ministers were available at the school Aug. 16 “for comfort and support” and were again Aug. 17 – the Carley Ann first day of classes – Harrielle and beyond, if needed, said Tim Schurman, Chadwick-Milledgeville School District superintendent.

“I feel terrible for the Harrielle family, and our heart goes out to them. What a tragedy. We’re praying for them,” he said.

Carley played volleyball for the Missiles and for Excess Volleyball Club, and was a member of the school chorus.

“She was a wonderful young lady,” Schurman said. “She had many friends, was kind and polite, just a

giving individual, and she will be missed. This is a very sad day.”

But Carley was not the kind of kid who would want people to be sad, Principal Brian Maloy said.

“She was just a great kid. She always had a smile on her face. We will miss her dearly.”

Among others, Carley is survived by her parents, Scott and Dawn Harrielle, and her brothers, Andy O’Brien of Chicago and Chris O’Brien of Sterling.

Visitation was Thursday at the high school, which dismissed early so students could attend. Mass of Christian Burial was celebrated Friday at Sacred Heart Catholic Church in Sterling. Staff and students were excused to attend with parental permission. A memorial is being established. McDonald Funeral Home in Milledgeville handled arrangements.

Saving our pollinators

Lately, the news has been filled with people, organizations and government agencies who have been trying to save our pollinators by planting a few plants for the use of these insects, or at least trying to raise money, using this issue as a gimick.

These efforts are commendable, but they are not solving the problem.

They are only making people feel good.

To solve the problem, we have to address the problem.

The basic problem is farming practices proposed by our Department of Agriculture and followed by big farmers who think that is the way they need to go.

That includes raping the land by removing the trees, brush and plants from all fence rows and waterways, and mowing all non crop land, thus

removing the plants that our pollinators need, and the constant heavy spraying of neonicitinoids and fungicides on all their corn and soybean ground.

Some years ago, when I complained to the Illinois Department of Agriculture about my bees being killed by these sprays, its only response was that it could find no illegal use of pesticides near my bees. Legal or illegal, my bees were being killed, and still are to this day. For 20 years, I have been researching the bee kills from these sprays that are constantly occurring in my area.

Many of these poisons which are being dropped from the air are killing not only the plants that are in the fields, but those near the fields (up to quartermile away) as well. Some of them, especially the fungicides that are aerial sprayed on our corn fields each year in July, are killing the birds also.

During this same spray last year, we lost all of the birds in the area. It took 2 weeks before new birds were able to start to move back into the area. This year, we have a few birds that can still be seen in our yard, so not all of them were killed.

This July spray of fungicide affected many insects as well. We lost our honeybee field force (the adult bees bringing nectar and pollen)

into the hives for more than 2 weeks. Some weaker hives, which did not have a surplus of honey, have died from starvation. Some queens were killed, some of which were young and had been laying eggs for only about a week.

Board approves TIF resolution, proposed budget

MILLEDGEVILLE — A resolution of the ChadwickMilledgeville Community Unit School District 399 supporting an extension of the completion date of the Milledgeville Tax Increment Financing Redevelopment Plan was approved at the board’s Aug. 15 meeting.

Village President Galen Wirth asked the ChadwickMilledgeville school board to continue supporting the Milledgeville TIF District at its July 18 regular meeting.

The Carroll County Board approved Wirth’s request for a letter of support favoring a 12-year extension of the Milledgeville TIF district in June.

The process for requesting an extension lasts about 2 years and requires the village to get all the Milledgeville taxing bodies

to approve a resolution of support before approaching the state Legislature for final approval. The school district was the last taxing body needed to continue the process.

Budget on display Superintendent Tim Schurman said the proposed fiscal 2016-17 budget is on display for public review in the Chadwick and Milledgeville building offices between 8 a.m. and 4 p.m. Monday through Friday for the next 30 days.

“This is a preliminary budget but represents a modest surplus and continued investment in personnel, technology, facilities, and infrastructure,” Schurman said. “We have a $5.6 million budget, with revenues exceeding expenditures by a modest $60,000.”

He said the district

expanded its certified staff by 1.5, increasing to two full-time fourth-grade staff and adding a second fulltime first-grade teacher.

“And, we invested more than $100,000 in technology by expanding the 1:1 computing to all grade levels,” Schurman said. “All students in grades 6-12 are now issued laptop computers and all students in grades K-5 have access to laptops or iPads, which are housed in mobile labs at school.

“We also continue to invest in our facilities, with new flooring in the Chadwick restrooms, a new garage door to the Milledgeville weight room, painted the gutters and fascia of the main gym at Milledgeville, and painting office, hallways, and some classrooms.”

Utility audit proposed Sharon Uslan of

OpTerra Energy Services Corporation presented information about a proposed facility and utility audit to determine possible facility enhancements for the board to consider. She explained the services OpTerra will provide and the process they will use to identify critical facility needs of the district.

“There is no financial commitment involved; however it is an opportunity to have engineers, energy experts, architects, and finance professionals review our facilities and identify needs,” Schurman said.

“OpTerra will also provide avenues for financing any of their recommendations.”

The board also heard the first reading of the proposed revised district evaluation plan. Schurman said that the plan is in response to new Performance Evaluation Reform Act requirements.

“The plan includes a revised

evaluation instrument, updated procedures, and student growth calculation procedures. Formal approval will not take place until September,” he said.

Other action After a closed session, the board accepted the resignations of Brian Rahn as Junior High math instructor, Julia Thornton as High School English instructor, and Kelly Leddy as Junior High English language arts instructor.

The board approved hiring Ashley Wagenknecht as Chadwick Junior High math instructor, Kris McGuire as Junior High language arts teacher, Sara Nichols as Chadwick School special education aide, Kurt Folk as Junior High assistant track coach, Cathy Schopf as Milledgeville High School National Honor Society sponsor, Heidi Moe as freshman class advisor, Tara

Read as senior class advisor, and Virginia Brinkmeier as a One to One special education aide for the Early Step preschool program.

The board also approved a retirement incentive for MHS FACS teacher Barb Peugh of a 6 percent raise for her final 3 years, ending in May of 2019; and a request by Charles Geary, district head custodian, for a 6 percent raise for his final 3 years, ending in June 2019.

Two holidays were waived for the coming school year.

Veterans Day on Friday, Nov. 11, will honor veterans at assemblies held in both buildings. Casimir Pulaski Day on Monday, March 6, 2017, will be a regular student attendance day.

At 7 p.m. Sept. 19, a special budget adoption hearing will be held in the Milledgeville High School library, followed by the regular meeting of the board.

Village prepares for first Fall Fest, scheduled for Sept. 10

CHADWICK – It’s been 4 years since the youngest village in Carroll County had a community festival.

That all changes this year, as new business owners decided it was time to have some fun again.

Mark and Kim Hinrichs, owners of M & K Restaurant in Chadwick, are spearheading the new festival, set for Sept. 10, with activities in the downtown area from the Village Square to the restaurant on Second

Street that opened 17 months ago at the former Uncle Hosers location.

“We wanted to have the event in the fall, when it will hopefully be a bit cooler,” Mark said. “The past few weeks, when it was so ugly hot – nobody wants to go out! We just want a fun family day.”

Kim said the village had its last Chadwick Days in June 2012.

“We like the fall season. We hope it will be a great day.”

Events will begin at 9 a.m. with an antique tractor drive.

Anybody with a tractor from 1975 or older can enter. The

fee is $25.

“We’re driving to Milledgeville, then to Coleta, where we’ll stop at my brother’s house for a tour of his old barn, have a few snacks and refreshments, then head back to Chadwick for the Lions Club pork chop dinner and bake sale. That’s included in the entry fee!”

Mark said.

The pork chop dinner and bake sale run from 11 a.m. to 2 p.m. at the Chadwick Fire Station.

Antique engines and a rope-making machine will be operating, too, owned

by Andy Hinrichs, recently

featured at the Carroll County Fair.

“It’s a lost art. The younger generation just doesn’t mess with that stuff anymore. But Andy, who’s my nephew, loves it, and he’s in his 30s.

He’ll be bringing a water pump and a horse tank with rubber ducks, so the kids can pick one and win a prize.

He’s got a corn sheller, too, where you can drop the ear of corn in and watch it shelled and ground up. And a small square bale maker, too.”

Mark said a Kid’s Tractor Pull is scheduled for 3 p.m. on Main Street. There also

will be a dunk tank.

Kim said a whole lineup of local vendors are participating, including product representatives for Pampered Chef, Avon, LuLaRoe, Keep Collective, Scentsy, Younique, Usborne Books and More, Pink Zebra, Signature Home Styles, Metal Signs and Pallets, It Works!, and Plexus. Also on display will be other home decor

We ended up selling 165 boxes of peaches this year. Next year I think we should line it up so the peaches don’t come in the first day back after the Carroll County Fair!

Luckily I had some great help unloading the truck and carrying the peaches. We will certainly be offering them again next year.

Women make up close to half of the agriculture students at colleges across the Midwest, but few women decide to, or feel they have the opportunity to, return to their family farm as equal partners after college versus their male family members.

Still, gender norms are starting to shift as more women consider themselves “farmers” or decision makers on their respective farming operations. In fact, the 2015 Census of Agriculture counted women as nearly a third of the nation’s farmers.

Just a fun fact for you.

Do you think if we created an app called Ag Go, people would play it like they do

Pokemon Go? I fear for the teachers who have to get these kids back into the groove after a summer of living on cell phones chasing Pokemon.

They claim it is helping get exercise, but I have recently learned you can “bot” yourself, or whatever it is, to avoid moving. No, I don’t speak Pokemon nor do I have ANY desire to learn.

This generation really scares me as, at some point, they are going to have to learn to function without a phone in front of their nose all day and all night!

In my Ag Go, I would have ag stops where you would learn where your food comes from. My app would assist in teaching consumers about the misconceptions in ag. It would give them information in the stores on where their food comes from. It would address organic vs. nonorganic. They would learn how farmers do care for their animals that they raise to feed the world. Now I just need to work with a developer and see what I can do!

MOUNT CARROLL – The Good Samaritan Society-Mount Carroll is joining Good Samaritan Society locations across the nation in celebrating the founding of the Evangelical Lutheran Good Samaritan Society.

The Good Samaritan Society-Mount Carroll, opened in 1973, will commemorate Founder’s Day with a special program from 2 to 4 p.m.

Kids Fishing Day gets youngsters hooked on fishing Prairie Advocate staff

SAVANNA – Local youth, ages 5 to 12, are encouraged to pre-register for Kids Fishing Day at the Upper Mississippi River National Wildlife and Fish Refuge.

A youth fishing clinic will be held from 9 a.m. noon Sept. 10 at Frog Pond. Children 6 and under must be accompanied by a parent or guardian.

“We will provide poles for those that don’t have their own, bait, lessons and some good ‘ol fishing fun,” said Pam Steinhaus, visitor services manager of the Upper Mississippi River

National Wildlife and Fish Refuge. “Please bring your own fishing pole if you have one.”

Participants will meet at the Frog Pond parking lot, 1.5 miles south of Savanna on state Route 84. Watch for banners along the road.

Steinhaus said a shore lunch – a hot dog cookout – will be served following the fishing.

THOMSON – The 22nd annual Min’s Mississippi Memorial Walk/Run isn’t just a sporting event. It’s a gathering of family and friends, dedicated to the loving memory of Melinda Wilkinson, murdered in 1995 at the age of 14.

The family wanted to help someone who was planning on pursuing a career in a helping profession, just like Melinda. They decided that a race would best live up to Melinda’s memory, because she loved to run.

Melody Wilkinson, Min’s mother and coordinator of the event scheduled for Sept. 3 in Thomson, said the family initially set up a scholarship fund in Min’s name to provide one $500 scholarship to a graduate of Thomson High School to assist them in paying for their college education.

“It’s hard to say exactly how much we’ve raised and given out over the years,” Melody said. “Sometimes we give out two $500 scholarships, and depending on the applications, sometimes we give three.”

Anywhere from 150 to 200 people participate every year.

“Each year the race is held on the Saturday before Labor Day,” Melody said.

“It gives our families and friends the chance to come together on a holiday weekend. It’s remarkable to see all the people that you only see once a year. And the people that participate,

MILLEDGEVILLE – Chuck Uhing is teetering on the verge of a world record.

The 77-year-old retired welder from rural Milledgeville was determined to have his name penned in the Guinness Book of World Records, a concept that has stuck with him during the past decade.

When he pegged a record he wanted to break 2 years ago, he started building and kept the project a secret from his family. But the secret didn’t keep for long.

After all, it’s hard to hide a giant teeter totter in the backyard.

The structure spans 123 feet, stands about 25 feet tall, and the seat’s highest point reaches a little more than 51 feet.

“It took me all winter just to think about how to build this,” he said. “I just like to make something out of nothing.”

CCSEC offers beverage server training locally

MOUNT CARROLL – Carroll County Substance Education Coalition will be providing the Illinois Liquor Control Commission’s Beverage Alcohol Sellers and Servers Education and Training, or BASSET, in Carroll County.

Freddie Preston, grant assistant and youth development coordinator with CCSEC, said the training will be at 10 a.m. Sept. 7 at Poopy’s Pub and Grub, 1030 Viaduct Road in Savanna.

“BASSET training is now required under Illinois Liquor laws for anyone selling or serving alcohol in businesses, either on premises or off-premises,” Preston said. “CCSEC is certified through the Liquor Control Commission to provide these classes, open to anyone in northwestern Illinois.”

She said the charge for the class is $15 per person with a $5 credit for employees who work at a business located in Carroll County.

BASSET is used to educate retailers and their servers about responsible alcohol sales, how to protect their business and their staff from lawsuits including legal problems related to underage drinking or overserving. BASSET also teaches strategies for handling intoxicated patrons and how to apply strategies identifying potential problems.

Servers of alcohol can be instrumental in reducing the incidence of customer intoxication and underage alcohol purchase. The purpose of BASSET is to help people create the kind of environment that promotes safety and responsibility wherever alcohol is sold and consumed.

“The Carroll County Substance Education Coalition provides ongoing trainings four times a year to support our local businesses and their employees and to help keep our community and our businesses safe from overserving of alcohol and reduce sales of alcohol to minors in the area,” Preston said.

Committee proposal gives bus drivers a bit more mph

MOUNT CARROLL — Bus drivers in the West Carroll School District will be getting more mph – money per hour. The Transportation Committee proposed upping their hourly rate by 25 cents per hour, though not increasing the starting wages. The board approved the increase at its August meeting.

The motion passed, with board member Fred Tipton the sole “nay” vote. Prior to the vote, the proposal generated a long and divisive discussion among the board.

Superintendent Adam Brumbaugh said that bus driver salaries have been tied to the Consumer Price Index the last few years and thus, have remained stagnant.

“A quarter is really a minimum number for a raise compared to what we’re giving everybody else in the district,” Board President Jerry Anderson said, and that continuing to deny the drivers a wage increase could result in losing employees.

Board member Beverly Kilpatrick said that while she did not begrudge the drivers a quarter raise, she wondered about the logic of using CPI in negotiations for other employees, but failing to do so with the bus drivers.

Brumbaugh said that while the district drivers do get paid well for the area, they were crucial given the district’s rural area and wide geography. He said he felt that 25 cents “was minimal, but it is something.”

Tipton said his understanding was the drivers would not “get paid better for the same job at another, and that most of the drivers were retired from their profession or were using their income as a supplemental income.

Savanna swimming pool back in business

MOUNT CARROLL — Jodi Sedivy of the Savanna Park District and manager of the Savanna Swimming Pool told the West Carroll school board Aug. 17 that with the pool now open after repairs, the district is looking to expand usage of the pool.

“We want as many kids as possible to use the pool,” she said. The West Carroll third-graders use the pool for one week in May for lessons. She said that some of the proposed ideas included the high school using it for physical education, as was done in the past, incentive days for all district schools to use the pool, and field trips.

The pool could also serve as training and/or therapy for athletes.

The pool is kept at 86 degrees, which Sedivy said is optimal for therapy sessions. Right now, Rock Valley Therapy holds sessions twice a week at the pool.

Anderson said if CPI was not used for configuring teacher negotiations and the teachers ended up getting a 1 or 2 percent increase, it would be difficult to not give the drivers anything at all. “The simple fact is, if the students aren’t bussed to that classroom, the teachers can’t teach.”

Brumbaugh said the increase to the district budget was minimal, under $10,000. Anderson said many drivers

She said hopes were to stay open later if more usage was attained. The pool is open Tuesdays and Thursday nights, from 6:15 to 8:15 p.m., and on Saturdays and Sundays from 1 to 4 p.m.

If the district wanted to use the pool, she said an agreement would be necessary. One idea was to have the school district pay the full electric bill and be allowed to use the pool whenever they would want to schedule it. Currently, the district pays the electric bill, then bills the park district. She said this bill averages out to about $1,000 per month.

My strong colonies have gone from producing 1 to 3 pounds of surplus a day to losing as many as 2 to 3 pounds a day for the past 2 weeks. Beekeepers who are exposed to this kind of loss for too many years in a row cannot survive, so without beekeepers we will not have honeybees, and then we will not have the pollination that is needed for our many crops, including many vegetables and fruits.

People are planting common milkweed to help the Monarch Butterfly, but not as fast as our farmers are killing them.

Why should the Highway Department be wasting money planting milkweed on our roadsides, when the spray drifting from the fields on the other side of the fences are killing them? This spraying has to be stopped, if we are to save our insects!

I have many common milkweed plants in our prairie which look fine – except there are no flower heads on them. The spray that was applied to the corn fields 500 feet away floated over to these plants and crippled their reproduction.

be no seeds, and without seeds, there will be no plants in the future.

These sprays are devastating. They are nothing but poisons that are affecting all of us. If these sprays are killing the birds and insects around us, then they are also affecting us.

Just think how many, many more cancers are being found in almost every family in our local communities. Some day we will finally wake up and discover that the root cause of most of these cancers were the poisons that were being put on our crop fields all around us, as recommended by the Department of Agriculture.

Why do we just sit still and let the large corporate farmers around us poison the air we breathe and the water we drink, just so they can make a larger profit? We are already supporting them with the crop insurance programs and disaster payments they all enjoy. Why should we be letting them poison us all at the same time?

Three weeks to the 22nd annual Paint the Town

MORRISON — For over 20 years, the streets of downtown Morrison have been turned into a concrete canvas for all local artists on the third Saturday of September. This year is no different, except the number of available squares has grown to over 1,500, creating a larger gathering of friends, family members, and fun seeking individuals to enjoy the day.

This year celebrates Paint the Town’s 22nd year, a unique community event organized by the Children’s Art Preservation Association, which provides scholarships and support of art programs at local schools.

The annual festive environment is being expanded to include a Sunday, Sept. 18 offering of food and music that will allow visitors to walk the streets and view the creative presentations painted on the streets and windows of historic downtown Morrison on Saturday. The Morrison High School wrestling team will be cooking breakfast starting at 9 a.m. on Saturday, Sept.

17, and will be joined on Main Street by various food vendors and musical talent throughout the day. Saturday morning welcomes the runners and cyclist into town for the Morrison Rotary Club-sponsored Harvest Hammer. This annual competitive event has grown to include over 800 runners entered in the 5K and the duathalon: a 3.1 mile run followed by a 21 mile bike race through the

City ‘loans’ park board funds to continue parks improvement project

LANARK — The future of the Lanark City Park continues to hang in the hands of city residents — and government grants — as donations are still needed to assist the park board in making improvements to comply with the Americans with Disabilities Act. Park Board member Rosemary Flikkema said a grant has been approved, and assured the city that a commitment from the government will be in place before the work is started on phase 2 of the project.

Flikkema told the Lanark City Council Aug. 16 that several donations have been received, but fund-raising efforts continue. Phase one of the sidewalk project was completed in June.

The grant application requires a public hearing, but park board members still have some legal paperwork that needs to be completed

by Attorney Ed Mitchell, and submit a synopsis of the city’s economic status. Park board members asked the city council for a substantial amount of money that would act as a loan, until the funds are received from the grant.

The city approved covering up to $28,000 and

will take further action at the September meeting, contingent on the grant being awarded. A public meeting notice will appear in the paper before the September council meeting.

In-kind donations have been received, but the grant requires a 10 percent contingency fee. There is currently $17,000 in the park board fund.

Aldermen discussed the possibility of paying for the cost of lighting upfront, which is not definite, but each light could cost around $4,000, and eight will be needed.

Flikkema said that the lights in question are the best quality, and the cities of Fulton and Clinton have installed the same kind, with great success, reportedly very durable in the weather.

With the current state of affairs in Illinois government, the exact timing of the grant award is unknown. The park board is hoping to know by Oct. 1 when the money will be distributed, but that is not guaranteed.

Mayor John Huggins said if the board doesn’t get enough in donations to pay their bills, they will need approximately $30,000 from the city.

Alderman Mark Macomber said, “They need between $30-33,000 from

the city max, if they don’t get more cash donations, but $25,000 will be reimbursed from the grant.”

Flikkema also thanked those council members who attended the Transformers Committee walking tour of the city.

“We made $165. We have also been given a donation from Carroll Service to build an information building. We have a couple of carpenters that may be interested in helping,” said Flikkema.

She asked if the city could prepare the site with cold patch or asphalt under the area the information center was proposed, on the southwest corner of the municipal parking lot. It would be a 15 x 15 foot area, not affixed.

The committee hopes to have the project completed by the Thanksgiving/Christmas holidays.

City Council set to increase fines for noxious weeds

SAVANNA — You’re going to feel it a little bit more in the wallet if you fail to take care of any noxious weeds on your property.

That is, if the second and final reading of the proposed ordinance is approved at the Aug. 23 council meeting.

Property owners who do not maintain noxious weeds will now face a stricter schedule of fines. For the first offense in the same calendar year, $100; second offense in the same calendar year, $250; and for a third offense in the same year, $350.

Personnel/Ordinance/ Safety Chairman Christine Lee said that the corresponding ordinance had not been sufficient to motivate people to comply with the rules. All of these incremental fines are assumed on violations of the same property.

The language of the ordinance also states that “a separate offense may be deemed committed for each and every day during which a violation continues or exists.”

Kilpatrick agreed that that amount wasn’t a large amount, but again wondered about the inconsistency of sometimes using CPI as a basis for raises and other times not. Tipton said he felt CPI could be used in all sectors for pay adjustments and that would take the subjectivity of pay raises out of the issue.

Board member Jessica Edwards said while she understood the CPI issue, she didn’t think denying the drivers a raise, yet again, was treating the employees well.

Other board action • Approved pursuing the acquisition of a vehicle to transport one student to the Willow Glen Academy in Freeport; • Approved Brumbaugh’s recommendation to continue having on site registration for one half day for those who needed help with the online process;

• Approved granting the work for snow removal for the district for the coming school year to Ritchie Excavating, the sole bidder, and for fuel supply to Carroll Service Company, also the sole bidder. The board also approved East Moline Glass for the window replacement work at the high school for $77,330. Brumbaugh said this will be considered a Health/Life/Safety expense, due to the asbestos caulk in the windows that will be removed; • Edwards publicly thanked the Family YMCA of Northwest Illinois for their generous donation of exercise equipment (14 items valued at thousands of dollars) to the district.

Brumbaugh said that a ribbon cutting ceremony would be held to mark the opening of the new weight room at the high school.

The board voted to approve the donation terms, which included no warranty on the items.

Heavy traffic Alderman Lisa Robinson raised the issue of semi trucks traveling on Bowen Street, potentially undoing or damaging some of the work on the streets that has been recently completed.

She wondered why the street did not have a posted weight limit.

said that some of the semis on that road now are involved with the wastewater treatment plant project. The contractors had been informed not to go that way, and that the trucks were supposed to use Fourth Street after leaving Oak Street.

McCombie asked Mr. Robinson to call MSA to remind the contractors of the proper route to use, and she asked Moon to have his officers stop and remind the truckers as well.

Fourth of July 2017 The council, after some discussion, voted

unanimously to hold the July 4 Independence Day Fireworks Festivities, including the parade, on Wednesday, July 5, again next year. The general consensus was to have the parade a bit later to accommodate people who were just getting off work.

Water rates Mayor Tony McCombie said plans were still to have a public meeting, hopefully in August, to address concerns about the water/ sewer billing rates, but was waiting to receive more information before officially scheduling.

17 new administrators, teachers to start new year POOL

Superintendent Adam Brumbaugh said he appreciates the partnership the district and the park district have had and thanked Sedivy for allowing the use of the pool for instruction, particularly to the third grade.

In his own report, Brumbaugh said that Measures of Academic Progress testing will occur on Sept. 15, and that on the 16th, representative from MAP will be at the district to train staff on data gathering and interpretation. Some of the other major initiatives for the district this year include the Professional Learning Community; expanding the Thunder Way; Schoology, which allows for interaction between students and teachers and synchs up with the district’s student and financial management system; Skyward; Evaluwise, which will facilitate better communication between

teachers and administrators; and expansion of the Tiny Eye speech program.

He also said the PARCC testing module at the high school was being replaced by the SAT test.

Brumbaugh said that there were 17 new administrators and teachers to start the new school year. The enrollment figure from the first day of school was 1,038, down from 1,070 at the same time last year. He said that at sixday enrollment the district should have a much better idea of what the enrollment actually is.

Brumbaugh also told the board that one of the boilers at the Primary School had malfunctioned and that in accepting bids, two options presented themselves: one for a retrofit of the existing equipment for $5,500, and one for total replacement of the unit for $30,000. No action was taken.

Tentative budget approved The tentative 2016-2017 budget was approved, with the budget hearing to occur

at 5:30 p.m. on Sept. 21, in the high school media center in Savanna. Brumbaugh said that salaries and benefits this year make up about 78 percent of the education fund, with conventional wisdom saying that you want to keep this percentage at 70 or below.

He said that there was a plan to re-evaluate the district’s tort fund through the risk management plan and this should help evaluate the overall personnel benefits and costs.

He reminded the board that the current budget figures were “under the current funding format” of the State of Illinois and that Governor Bruce Rauner had constructed a special commission to look at a new funding formula.

The current formula, Brumbaugh said, “is not adequate. It is not equitable.” With the high special needs and poverty rate, he said the district would “be a winner” under such a new formula.

He urged the board to contact area representatives to let them know the district supports such a change. He said he’d seen “outstanding proposals” for small rural, high poverty schools like West Carroll from some of the committee’s members, including Senator Andy Manar and Ralph Martire, executive director of the Center for Tax and Budget Accountability.

Sports Boosters update Matt Jones, president of the West Carroll Sports Boosters Club, said that income figures were consistent between the past two school years. About 58 percent of the gross revenue for the Boosters is available to go into athletics, he said.

“We hope to continue with the special events, ... (they) have the greatest margin for us. The concessions and apparel, we’re doing pretty good to make a 50 percent margin, but the special events are often a 90 percent margin so that’s an area we’ll want to look it.”

Residents will pay the price for feeding feral cats

LANARK — Feral cats may soon be less of a problem within the City of Lanark, as aldermen put an ordinance in place at the Aug. 16 council meeting that will impose fines on those feeding stray cats.

Mayor John Huggins said that this is step one of many

trying to get a plan into place, following complaints from residents and Little Sprouts Daycare.

Recently, a licensed trapper, Shawn Smith of Lanark, spoke to Huggins and some council members, informing them that in his experience, the spay, neuter, and release program will not work to

contain the cats. Instead, he recommended putting in place an ordinance similar to Savanna’s, requiring that anyone caught feeding feral cats is responsible for their veterinary care, including vaccinations and reproductive control.

Alderman Mark Macomber read a letter from a local veterinarian that expressed his

opinion on the impossibility of trying to relocate the felines, as well as the concern the cost of spay/neuter would cause the city.

Alderman Ken Viglietta liked the idea of putting steep fines in place for violators caught feeding feral cats.

Police Chief Matt Magill said that any action taken would be “a multi-

step approach. It’s not instantaneous.”

Huggins said that the city is aware of several violators at present, and noted that they will be getting a visit from the police department right away.

“Cats are able to find their own food, we will not make it so easy for them,” Magill said.

Huggins said that Smith advised that the spay/neuter/ release program will never get all of the cats, and if the feeding of them does not stop, the trapping program will never work.

“It’s not a cat problem, it’s a human problem. Cats exist in nature,” Magill said.

“Domesticated cats have to have a collar.”

Uhing’s wife, Sherry, said he devoted most of his time to the project, day or night.

“He would wake up in the middle of the night and go on the internet or start drawing,” she said. “It was something he had to do.”

Once the structure was

nearing completion, he had only one problem.

“It was hard to find someone to ride it,” he said.

Sherry was up for the challenge, and passed the time at the top by looking for weeds in the surrounding corn fields.

“After all these years, he still amazes me,” she said, adding that they have been married for nearly 57 years.

He built most of the

project by himself, but had a bit of help from family and friends, including his neighbor, Norman Deets.

“What he can do, what he can make, what he can fix, it never shocks me,” Deets said.

“It’s fun being his neighbor; you never know what he’s going to build or design next.”

Uhing received encouragement from his children, who visited this

weekend for a family reunion and the unveiling of the oversized creation.

Their family includes 7 children, 16 grandchildren and 16 great-grandchildren.

His son, Tom, rode the teeter totter Friday, but he wasn’t going to be the “Guinea pig.”

“Dad said he wanted to get in the Guinness Book of World Records before he

dies, and by gosh, I think he’s going to do her,” he said.

Also arriving early for the weekend reunion were his daughters, Lisa Junger, Betty Hanson and Patty Bush.

“We’re just so proud of him,” Junger said.

“When Melinda was 13 years old, she entered an art contest with a drawing of a flounder. She won first place! When we decided to do the walk-run, I found that picture. It even had her signature, ‘MIN,’ at the bottom of the fish. So this picture is used every year, we just change the color.”

Melody said that a year later, on the back of the T-shirt, they added a line, due to the death of one of Melinda’s best friends in a train accident: “In memory of Desiree.”

“The T-shirt was designed with a lot of love. It’s

painful, but we have to look at it in a positive way, because you can’t go back.

It’s just a great way to begin the Labor Day weekend, filled with love.”

The 4-mile event starts at 8 a.m. on the west end of Main Street, past the Thomson Causeway campground, on a flat, scenic country blacktop. The Thunder’s muchimproved 5-5 campaign last year was good enough to get more kids interested in the sport this season. In the previous seven seasons before last, the Thunder won more than three games only once.

Numbers are up by about 10 this preseason, and Jones and the rest of the varsity Thunder look forward to going up against players their own size during drills.

“It’s the first time in my 4 years that we’ve been able to run our team offense at the varsity level and have every scout player on defense still be a varsity player,” Jones said. “We have a lot more personnel and a lot more skill players, even with linemen. We’re going to bring in a lot of different packages.”

Versatility key for potential With full roster, Mustangs playoff berth for Missiles expect to be as ready as ever

MILLEDGEVILLE – Having low numbers on a football team can mean that players have to be a bit flexible. Injuries can, and do, happen in football, and when there aren’t many players on the sideline waiting to come in, someone may have to move to another position.

“You have one kid go down, it’s like a domino, you’re moving kids around all over the place,” Milledgeville coach Jason Wroble said.

With the Missiles, senior Chase Hutchison is prepared in case someone does go down and he has to move. An offensive guard throughout his career, he has been taking snaps at tight end, learning to play a second position if needed.

“It’s a little tricky. It’s not bad though,” he said.

“They’re really good with it. Coach, if you have a question, he’ll tell you.

If Coach isn’t available, helping someone else, the other players are there, having your back.”

Wroble said Hutchison is the type of player who could play just about anywhere, so he isn’t worried about the senior being called on to move. Though Plan A is still to have Hutchison on the line, he has been spending nearly every rep at tight end in practice, getting a feel for that position in case someone gets hurt.

Second-year coach Matt Leitzen made many changes when he took over in May of 2015. The shotgun offense was holstered for good, and more running plays took place. Running backs Eric LaShelle, Ethan Mangler, Luke Miller and Stephen Santeramo combined for nearly 85 percent of their total run game, but those have become holes to replace after all four graduated.

Last year’s senior did more than put up big numbers.

Their impact has set the tone for the success to be maintained.

“It was long and it took a lot of running, more running than I’ve ever done in my life,” he said. “I had to hit the weight room a lot. I was in there 5, 6 days a week.

Now I’m back, so I’m ready.”

Injuries were all too common with the Missiles last season, as they jumped out to a 4-1 start before dropping their last four games, finishing 4-5 and missing the playoffs.

“One of our biggest problems last year was moving the ball,” senior lineman Payton Harris said.

“At times we look rough [in practice this fall], but others we look really good.

I think we can pull all that together.”

Two of those five losses last year were close, as the Missiles fell 21-15 to AFC in Week 3 and 20-15 to Warren to close out the season.

“I feel like we had the potential last year at the start of the season to get into the postseason,” Wroble said. “I feel we’re at the same spot

this year. I feel we have the potential, we just have to get the job done and win those winnable games and maybe get a few upsets along the way. We got a little dinged up last year, but we also dropped some games we shouldn’t have.”

Entering 2016, Milledgeville has a chance to turn some of those losses into wins, and possibly reach the postseason for the first time since 2008.

“There’s a little bit of hype in the community that this team’s going to get it done,” Wroble said. “[The players] can’t buy into it. They can’t think they’re special.

They’ve just got to come out to work every day like they have to earn it.”

This year’s team comes in with experience. Of the 35 players the Missiles have in camp, only six are entirely new to the program. That gives Wroble a chance to throw new wrinkles into the playbook, since the coaching staff does not have to spend much time introducing the basics.

“We are putting in new blitzes,” Wroble said. “I feel like having that experience really helps us out.”

Despite the losses, the achievement of playoff football last year has the Thunder wanting more.

“Our coaches expect more out of us now,” senior lineman Justin Appel said.

“It’s not enough just to make it. We’ve got to own it.”

Junior quarterback Kody Plattenberger returns for a third varsity season, and Leitzen is expecting a lot more from him and a lot more protection up front. That will involve more handoffs to new hands, but the Thunder signal caller expects the run game to still shine.

“The line should be pretty prepared this year,” Plattenberger said. “We should be pushing on that a lot, and hopefully our running backs will find the holes through that.”

The gauntlet ahead of them is one the toughest in the state – the most challenging, according to Leitzen. The rugged NUIC Northwest Division oozes with success, and the addition of Amboy makes the slate tougher. The Thunder will open against an always-tough Dakota team on the road in Week 1.

The Thunder are hoping that the familiarity of the playbook with a year under their belts will give them a better start against the Indians, who took last year’s opening game 52-6.

MORRISON – Two stacks of eight black trash cans sat along the edge of Morrison’s practice field behind the football stadium. The team must have brought the plastic containers out to the field out of habit, because for the first time in three seasons, the trash cans won’t see any playing time.

The Mustangs expect to have 25 players on the varsity roster, a sizeable increase from the previous two seasons where running a full scrimmage wasn’t possible.

That means that players will be able to spend training camp practicing against live competition. Overturned plastic bins acting as blocking linemen or edge rushers are a thing of the past.

And even as the Mustangs ran through drills on Tuesday without pads, the difference in practice quality is already noticeable.

“It’s already begun,” senior Thomas Ottens said.

“Practice has been more intense and rewarding. In years past, you would rush against a trash can, and now we’ve been able to do that against live bodies.”

Ottens, who plays offensive guard and linebacker, believes practicing against someone who will push back can only help his team this season. That includes senior Dylan Keller, who will enter his second season as the starting quarterback.

For Keller, the fuller roster means having to navigate a live defense on a daily basis. He doesn’t envision many easy pitchand-catch opportunities with receivers, now that

Meanwhile, the defense has a chance to work against a full offense.

“Looking around and seeing all the players out here is good,” Keller said.

“Both sides will be able to battle it out and get better. At first, the start of last season, it was tough. We didn’t have the numbers, and neither side saw enough live action before our first game.

“You definitely get the hang of it, but this year we should be ready to go right away.”

Keller said he hopes to grow as a passer before the Mustangs open at Kewanee in Week 1, by being able to read defenses in order to make the best decisions.

His teammates saw Keller evolve into a better passer as the season wore on, and they expect another jump in ability this year.

“For Dylan, it can only help him as a passer,” Ottens said. “Instead of a coach running a route, or a coach acting as a defensive back, we can have our own guys run these plays at full speed.

That’s how we get better.”

Morrison posted a 4-14 combined record over Week 1 prepared, and we’re going to be prepared for every game thereafter.”

In Week 7 last season, the Mustangs took a 10-2 Orion team that made a run to the state quarterfinals to overtime, and pulled out a win. In other games, however, Morrison would run out of gas in the second half, and allowed teams to put up 30 or 40 points.

“There would be times where we would be rolling, then we got tired and fell apart,” Ottens said. “Those losses were satisfying if you think about what we accomplished with a small roster. But mostly it was a punch to the gut and mentally draining because we couldn’t get it done.”

Coach Cory Bielema, entering his ninth season, expects those letdowns to happen less often. Since the team can go two-deep for just about every position on the depth chart, competitions for starting positions will dominate camp.

“I think some kids got complacent,” Bielema said.

“With no one to push you, no worry of another guy taking your spot, there wasn’t that urgency. That’s what is different about this season.
