Pink Heals tour raises cancer awareness

MORRISON — A police escort led a unique organization and its pink fire truck through the town of Morrison, ending at the Morrison Community Hospital on Friday.

The “Pink Heals” tour honored four women fighting cancer in the community, offering support, and raising awareness. Sandy Grau, Bonnie Phend, Karen Zuidema, and Shannon Huizenga are all fighting cancer, or are in remission.

Arriving outside the entrance of the hospital, a large group awaited the anticipated arrival of the pink fire truck, many adorned in blue shirts with the superman logo, reading “Team Shannon.”

Shannon’s parents and two of her daughters were in attendance to sign the truck in her honor, and accept hugs and gifts from firemen dressed in pink gear.

The program began in 2007 to help people battling

cancer, focusing on women, and what they mean to the community they live in. The charity provides a program for community leaders to adopt, helping them to raise funds for the people, rather than the cause.

MORRISON – Morrison voters will be asked in November to allow the city to increase its tax levy for police protection.

State law caps the police levy at .075 percent, but municipalities can go up to .60 percent if voters give their permission through a referendum.

The City Council gave unanimous support to the referendum at its July 26 meeting. The city is in the process of scheduling the necessary public hearings.

City officials said they won’t know exactly how much of an increase there would be until they know what the equalized assessed valuation looks like.

“There’s a lot of leeway here, so it could vary as we analyze EAV on an annual basis,” City Administrator Barry Dykhuizen said.

If the referendum carries, the council would have to approve a resolution unanimously to change the levy within the parameters of a new cap.

“The next highest expenditure for the police department after personnel is equipment, and the biggest one is vehicles,” Chief Brian Melton said.

Like many other police departments in the area, Morrison is looking for a way to get itself on a regular purchasing schedule for its squad cars.

“We’ve been trying to find the funding to establish a regular fleet program ever since I came here so our budgeting becomes more predictable, but most years we’re told we don’t have the money,” said Melton, who is in his eighth year as chief.

The department’s six officers have five vehicles, and two are past the scheduled replacement time, he said. Many police departments lease vehicles,

but Morrison still buys them.

The department puts about 10,000 miles a year on each vehicle, but they endure a lot of wear and tear, he said.

“The expected life span is 100,000 to 120,000 miles, so every 5 or 6 years is the rotation we strive for.”

The vehicles usually then are put up for public auction, but they bring in no more than $1,000, Melton said.

Although its fleet makes the biggest dent in the budget, there are other equipment needs, especially in the area of technology. Falling behind can compromise safety and efficiency.

She was born May 19, 1930, in Coleta, the daughter of Harry Dewey and Bertha Ellen (Mock) Stinemyer. She married Robert E. Rabbitt on July 20, 1956, in Milledgeville.

He died January 28, 2007.

She was a member of Milledgeville Brethren Church.

Surviving is her son, Bary Rabbitt of Sterling; nieces Nancy (Mark) Dietz of Beloit, Wisconsin, and Ronda Stinemyer of Houston, Texas; her “Wisconsin Kids” and their families.

She was preceded in death by her parents, her husband and her brother, Wayne (Judy) Stinemyer.

Visitation was held Wednesday, July 27, at Milledgeville Brethren Church. The funeral followed Thursday in the church, with the Rev. Jim Black officiating. Burial was at Bethel Cemetery.

Arrangements were made by McDonald Funeral Home in Milledgeville.

Memorials to Milledgeville Brethren Church or the Milledgeville Fire Department are being requested in lieu of flowers.

SAVANNA — Alfred “Andy” Harrison Anderson, 78, of Savanna, passed away Tuesday, July 19, 2016, at his home. A memorial service was held Saturday, July 30, at Law-Jones Funeral Home in Savanna.

A memorial visitation was held prior to the service at the funeral home. Inurnment took place in Savanna Township Cemetery. A memorial fund has been established.

“We have an antiquated records management system here, which costs us a lot of time,” Melton said.

Another pressing need is video equipment. Two of the five squad cars have cameras, and body cameras are also on the wish list. While the body cameras can be bought for as little as $500 each, the video management system carries a price tag of about $25,000.

Dykhuizen said the capital crunch isn’t a new problem, and it isn’t reserved for the police department. After years of numbers that don’t match up, however, it is reaching a breaking point.

“The police levy doesn’t even pay the salary for one employee,” Dykhuizen said. “There has been a big discrepancy between the levy limit and the operating budget for as long as I can remember.”

Morrison residents did fare

better than many other cities when this year’s overall levy was set. Morrison approved a 4.6 percent increase in November, compared with an 18.76 percent hike in Sterling, and 10.09 in Rock Falls.

Morrison, because its population is less than 5,000, was not affected by new accounting changes for pensions funding that take effect this year.

Those changes forced

cities to fund police and fire pensions at a higher level, triggering huge levy increases in many cities last year.

Morrison has no city fire department, but it levies for fire services from a private company. The city also saves money because its police pensions go into the Illinois Municipal Retirement Fund.

The city also benefited from a 6.5 percent increase in property values from the previous year.

Also related to tax levies, Dykhuizen said the city plans to refinance two general obligation bonds on the city’s sports complex.

Money freed up from extending the bond periods would be used to replace aging equipment in the public works department.

High-speed chase ends with arrest

We don’t mean to be mean, but we have had a few issues lately with motorists leaving vehicles at our lot. Normally it isn’t an issue, but we have had a few circumstances where it has been. In fact, the last two times we have called to get the plates run to have the vehicles moved, before we made a decision on if they needed to be towed.

One of the vehicles we did tow, as we could not have it on our lot while we got our lot sealed. We are now putting some signage in our drive stating we will have your vehicle towed at your expense. Like I said, it isn’t to be mean, but there are times that we as a business and private entity cannot have vehicles in our way.

Next week is the Carroll

County Fair. Summer is officially over. Hope everyone has those school supplies bought. We will be out in full force again this year at the fair. The Children’s Farm will be open all day until 7 p.m. on Wednesday, Aug. 3, from 4:30 to 7:30 p.m. on Thursday and Friday, and from noon until 3 p.m. on Saturday. We will be set up on the east side of the 4-H building as we have in the past. Paula Adams from Chadwick will be supplying the animals for us.

The Young Leaders will be busy with the Ag Olympics on Thursday evening in front of the grandstand.

Right now, we are low on registrations for teams. The age groups are 8-11; 12-14, 15-19, and adults. We are also offering a competition for those ages 5-7 to compete against each other in some other Ag Olympic activities.

MOUNT CARROLL — A Carroll County Sheriff’s Deputy tried to stop a vehicle for speeding on northbound state Route 78, south of state Route 40 near Mount Carroll Sunday afternoon. The driver took off, and a pursuit occurred into the Mount Carroll city limits and ended when the vehicle was struck by a second county squad car in the parking lot behind Dairy Queen.

The driver, Avery Cordero Brooks-Davis, 28, of Aurora, fled on foot from the crash scene, but was apprehended after a short foot pursuit to the front of the business. He was transported to Morrison Community Hospital by Mount Carroll ambulance to be checked for possible injuries.

Brooks-Davis was later transported to the Carroll County Sheriff’s Department, where he was incarcerated and charged with speeding, improper lane usage, disobeying a traffic control device, DUI, aggravated fleeing or attempting to elude police, driving while license suspended/revoked, resisting/obstructing a peace officer, and possession of drug paraphernalia.

The county squad car received minor damage in the crash and the deputy was not injured. The crash was handled by the Illinois State Police. There was also minor damage at Dairy Queen, and the drive through area was closed for approximately 2 hours until the vehicle was removed.

The Morrison Paint the Town committee has chosen Art Matters as the theme for its 2016 Paint The Town event, with the hope it will remain a focus for raising the youth of the community, and forming an image for the future of Morrison.

According to the 2016 Illinois Youth Survey: 32% of 8th graders, 44% of 10th graders and 60% of 12th graders in Carroll County reported that they drank alcohol in the past year.

Committee recommends exempting UTV ordinance

SHANNON — The Shannon Police and Public Safety Committee will recommend to exempt the UTV/golf cart ordinance during the Homecoming weekend and other holiday activities.

Committee Chair Trent Robinson said committee member Butch Meinders, Shannon Police Auxillary President Scott Clark, Shannon officers Randy Kraft and George Heffelfinger, and Police Chief Rick Cass attended.

Robinson said the village recently passed an ordinance regulating the use of UTVs and golf carts on village roadways.

“It’s been brought to my attention that the Lions Club and Legion and school volunteers helping with the Fourth of July and Labor Day activities use these vehicles to haul the garbage, get ice cream or get water,” said Robinson. “It’s beneficial for them, so we decided to let them use the vehicles in service to the community during the Homecoming. It’s just common sense.”

The committee received notification of a $100 dollar donation from the First State Bank of Shannon to the newly formed Police Auxiliary.

“There are now eight members of the auxiliary, and four of them came to help with the Fourth of July festivities,” Robinson said.

“We’re trying to get back to the concept of the officers living in the town where

they serve. Maybe if some of these younger guys can stay around here and work around here it would be a good thing.”

He said the bi-annual police report shows department hours at 1,917.25 hours from Jan. 1 through June with a cost to the village of $32,569.50 or $16.98 per man hour.

“We had 260 traffic stops in that period,” Robinson said.

He said those numbers cover wages and he does not yet have access to mileage, liability insurance, vehicle maintenance numbers or revenue raised by citations.

“Those numbers show we’ve had an increase of coverage hours of roughly 542 hours at a considerable savings to the village,” said Robinson.

The village earlier had issues with solicitors not following the established ordinances, but increased police coverage, citations and direct contact with the companies involved is controlling that situation.

“We did receive a $1,000 grant from Wal-Mart in Freeport,” said Robinson.

“They’ve treated our police department phenomenally, helping with various programs including the bicycle rodeo. This grant will be used for a bike safety program and a scam prevention program.”

The Shannon Village Board will meet and receive recommendations from the Police and Public Safety Committee at 7 p.m. Tuesday, Aug 2, in the Village Hall.

Council debates who can approve ‘exigent’ finances

SAVANNA — A recommendation from Savanna’s Finance Committee to allow Mayor Tony McCombie or Public Works Superintendent John Lindeman the ability to approve additional charges for the sewer plant project in “exigent,” or unforeseen, emergency-type situations, was approved by council July 26, but not before discussing the ramifications.

The proposal would allow either the mayor or Lindeman the ability to approve up to $25,000 for such circumstances, saving the city downtime expenses.

An incident where Fischer Excavating, which is doing the in-system, underground piping portion of the project, came across an unknown layer of railroad tracks while digging, brought attention to the issue. If council was left to approve any extra expenses associated with such a situation, the workers would have been idle, yet still paid for their down time.

“Believe me, if it’s something we can put off for a few days and bring to a meeting, I’d rather do that anyhow because I don’t want to deal with this.

That’s why I didn’t want the decision on myself, and recommended having at least the mayor . . . I don’t want to be questioned for every decision I make. It’s what has to happen to keep this project rolling. I can guarantee in some of these situations, if it’s something that we put them off and hold them up, they’re going to charge us for it.”

Mayor Pro Tem Peg Haffey said that in the event such a charge went over $25,000, an emergency council meeting would be called.

It was also revealed that the wastewater facility project does have a contingency budget for

unforeseen expenses.

Bill Robinson updated the council on the ongoing transition of the water/ sewer bills from quarterly to monthly. He said that there are still software issues with the new process and that a new programmer has been hired to address the matter.

He also said that a public meeting will be held in August, once the city receives a formal letter from the IEPA regarding the city’s forgivable loan for the wastewater treatment plant project, and that this meeting will address the proposed rate changes that will most likely take effect in September.

“I think everybody will be happy when they see what’s going to happen, but we’ve had too many ups and downs all the way, I don’t want to do that again.”

TIF life extension gains local approvals Funds mean more village projects, improved quality of life

MILLEDGEVILLE — All the taxing bodies that were needed to approve the Village of Milledgeville’s Tax Increment Finance District 12-year extension are on board, according to Village President Galen Wirth.

But the process for requesting an extension takes about 2 years, and also requires the village to get those same Milledgeville taxing bodies to approve a 2-page Resolution of Support before approaching the state Legislature for final approval.

Wirth said the ChadwickMilledgeville school board was the last taxing body needed to continue the process, and the measure was approved at its July 18 regular meeting.

Milledgeville receives more than $400,000 annually from its TIF and uses those funds for infrastructure improvements, such as water looping, sewer repairs, grant writing and engineer fees, water hydrant replacements, city hall roof repairs, new sidewalks and lights downtown, and other general improvements.

“Now, a second statement still needs to be approved that I hand-delivered to the taxing bodies. While

we’re waiting for that to get done, I will contact Rep. Brian Stewart and Sen. Tim Bivins to get them on board and prepare legislation for approval in Springfield,” Wirth said.

“We don’t want to wait until the eleventh hour to ask for the extension. I hate to jump the gun too much, but it will take a month to 90 days to get those statements back.”

At its July meeting, the board approved its appropriation ordinance 773 for the 2016/2017 fiscal year, which began May 1, in the amount of $4,755,400.

Several projects have already started this summer.

“We’re re-doing sidewalks in downtown Milledgeville now. We’ve already done both sides of north Main Street from 4th to 5th Street.

Now, we’re doing the east side of Main in front of City Hall to the railroad tracks,” said Wirth.

He said Brown Construction is contracted to complete the sidewalk project, and have encountered a few unexpected snags. During the removal of the old sidewalk, the crew found a coal chute and walls under the sidewalk by the park district building. But they are fixing things as they encounter them.

FREEPORT — Win With Wellness, a communitybased wellness initiative aimed at helping people live healthy lives through better food choices and regular exercise, has helped more than 150 health-seekers in Carroll and Stephenson counties in a little over a year.  Dr. Jennifer Aurand is a licensed clinical psychologist in Illinois, and has been practicing at FHN for 11 years. “My staff and I are agents of behavioral change,�

Aurand said. “We don’t just help people with mental health concerns.

Health care has moved beyond that. We help people change their behavior towards eating right, and working on their issues relating to health. “For example, if someone is diagnosed with chronic obstructive pulmonary disease, but they still

smoke, we help them cease their tobacco use. We also assist families who have medical issues, like cancer diagnosis, or the loss of a loved one.�

Aurand said the program, initiated in June 2015, is a joint effort of the Carroll and Stephenson County health departments, FHN, and the National Center for Rural Health Professions and Department of Family and Community Medicine at the University of Illinois College of Medicine in Rockford. “Win With Wellness is the health care version of seat belts,� Aurand said. “Instead of expanding everyone’s emergency rooms to deal with more head injuries, we installed seat belts in cars and made it a law to wear them. The future of health care is in prevention work.

This partnership makes me feel good about the work I do.�

Through Win With Wellness, participants learn more about the importance of healthy eating and

physical activity, and tools are provided to help reach goals in these Dr. Jennifer areas. Healthy Aurand eating behaviors are encouraged through paid memberships in the Taking Off Pounds Sensibly, a support group for adults who want to improve their health and lose weight. Â Twelve TOPS groups help people with weight loss and improving health by focusing on improvement, rather than perfection, and ongoing support and accountability for lifelong health.

Aurand said they are working with the Freeport Police Department to develop and implement a wellness program called Fit for Duty, directed toward the department’s young police force. “Their police chief wanted to keep his officers healthy, right off the bat,� she said. “It’s a much better strategy for anyone in the community – whether they are in law enforcement, general community

It’s Carroll County Fair Week!

MILLEDGEVILLE—The 64th annual Carroll County Fair kicked off Sunday and runs through Saturday. Liz Hutchison, president of the Carroll County Fair Board, said this year’s fair has a lot to offer.

Live music will feature country music stars Rae Lynn and Dylan Scott on Friday night, and the always-popular Demolition Derby will be featured on Saturday.

Hutchison said the fair is paying out $8,000 in prize money, double the money from last year, which will

hopefully bring in more entries for the Demolition Derby.

The fair has also added a variety show at 8 p.m.

Thursday that will pay out prizes for the top three places. And the Ag Olympics will be a grandstand act this year, held prior to the Variety Show from 5:30 to 7 p.m.

Also new for fairgoers is a 50/50 raffle, with the proceeds used to keep the grounds in perfect condition. Tickets are $5 each or 5 for $20, with the drawing to be at 8 p.m.

Saturday, on the main stage at the fairgrounds. The winner need not be present to win.

Tickets are available from any Fair Board member, Beautiful You Boutique in Sterling, Milledgeville State Bank, First State Bank in Shannon and Polo, River Valley Designs in Savanna.

During fair week, tickets are available from 1 to 8 p.m. in the commercial building.

Major improvements include the steer barn that has been gutted and turned into a grooming barn for beef and dairy exhibitors; the rebuilding of a new handicap ramp to the main stage, and new stairs on the back side, donated by the Milledgeville Men’s Club; and a new carnival, Short Line Amusements from Indiana.

Judging began Sunday in the education department, and ended with antique judging. More judging took place Monday and Tuesday in textiles and fine art, culinary, farm produce and fruits, and beef, sheep, poultry. rabbits and floriculture.

The first grandstand event, the Illini State Truck Pull and Tri-County Pullers’ mini rods was Tuesday night.

Wednesday begins with judging at 8 a.m. A tractor parade starts at 5:30 p.m.

The Badger State Tractor Pull is at 7 p.m. in front of the grandstand, with free admission.

Two Kids Days on the

Midway are set from 1 to 5 p.m. Wednesday and Saturday, with Kids Night from 5 to 10 p.m. Thursday.

On Thursday, more judging begins at 9 a.m. The Power Wheel and Bicycle Races will run from 1 to 3 p.m. The always-fun Ag Olympics run from 5:30 p.m. to 7 p.m. near the Dairy Show ring on the east side of the grounds.

On Saturday, judging begins at 8:30 a.m. The Garden Tractor Pull will be at noon. Pedal Tractor Pull registration starts at 12:30 p.m. in the hospitality tent. The Pedal Tractor Pull will be at 1 p.m. Funky Munky Wrestling will run from

2 to 5 p.m. by the dairy barn.

The Power Wheel Demo Derby will begin at 7 p.m., followed by the Demolition Derby in front of the grandstand. Reserved seating for the grandstand and track is available.

While at the fair, don’t miss the Antique Tractor Display Tuesday through Saturday, and a cake walk, held Wednesday, Thursday and Saturday, starting at approximately 8 p.m.

MILLEDGEVILLE — Everyone is invited to the Milledgeville Fairgrounds to see the 4-H’ers and their accomplishments Aug. 6 to 13 during the Carroll County 4-H Fair.

“4-H’ers have been working all year on their projects for the climactic moment of having them judged at the 4-H Fair,” said Leanne Rahn, Carroll County 4-H youth leader.

4-H exhibits can be found in the 4-H Exhibit Building

across from the Hospitality Tent.

The show actually kicks off at 6:30 p.m. Thursday, in the 4-H Building with Clothing judging, followed by a Style Show.

At 9 a.m. Saturday, in the 4-H Building, general projects, foods and Cloverbud judging will be held. At 2 p.m., a Style Show, open to the public, will be in the Hospitality Tent, followed by crowning of the 2016-2017 4-H Ambassadors, Champion

award presentation, and the State Fair meeting.

On Sunday, from 5 to 7 p.m., the 4-H and Carroll Co. Livestock Feeders Association will have a hamburger meal deal for sale in the 4-H Building, $5 for a hamburger, chips, cookie bar and bottle of water.

“Come visit our building and see our 4-H exhibits, Master Gardener display and silent auction baskets,” Rahn said.

On Saturday, Aug. 13, fom 7 to 8 p.m., all exhibits will be released.

“And of course, a visit

to the 4-H Fair would not be complete without an ice cream treat from the 4-H Federation ice cream stand, located under the grandstand,” Rahn said.

“We will be offering soft serve ice cream, sundaes and flurries. So, come one, come all, to the 2016 4-H Fair and see what our 4-H county youth are doing!”

2017 season spans from Mary Poppins to Evita

MOUNT CARROLL – With only two more productions to go for the 2016 Timber Lake Playhouse season, the professional summer theatre of Northwest Illinois announced its 56th consecutive summer season for 2017 Thursday night.

Making the announcement to an excited audience prior to the opening of Titanic the Musical, Executive Director Dan Danielowski acknowledged that this year’s slate of performances will be a hard act to follow.

“After this season, how do we top it? And this week, the place has been abuzz about Titanic. It’s incredible. Anytime you see any of the cast, they’re just so excited about how great the show will be, and I’ve seen Jim (Beaudry) smile every day this week!” said Danielowski.

“We’ve had good attendance all summer.

We’ve already sold more tickets for Titanic than for some of our other shows, and we haven’t even opened yet.”

Artistic Director James Beaudry took over, saying the theatre will open with “a show we’ve been talking about for several years, and it’s called Mary Poppins.”

He said it was Disney and Cameron Mackintosh’s collaborative Broadway production, based on the books by P.L. Travers and the classic Walt Disney film.

“The musical uses most of the songs from the original Disney film, along with new music by Stiles and Drewe, a songwriting team you can see here next week, as they also wrote The 3 Little Pigs, that we are doing at the Magic Owl show.”

Beaudry said the subscription series will begin on June 1, with twelve

“One of the greatest American plays ever written, Ah, Wilderness! is a romantic comedy that is a valentine to the soul of the American family, a family of another time,” said Beaudry. “I think Ah, Wilderness! was also the first play to have an exclamation point in the title!”

Andrew Lloyd Webber and Tim Rice’s Evita will be staged at TLP for the first time by Beaudry in late June and July.

“It’s a musical I’ve wanted to direct and choreograph for a very long time. It tells the story of Eva Peron’s legendary rise to power in Argentina.

McCarthy named to NSBA Leadership Council

HANOVER — Lisa McCarthy, Tri-County Economic Development Alliance executive director, was named to the National Small Business Association Leadership Council last week. McCarthy, a recognized leader in the small business community, joins the NSBA Leadership Council alongside other small-business advocates from across the country, promoting the interests of small business to policymakers in Washington, D.C. NSBA is the nation’s oldest small-business advocacy organization, and provides thoughtful, nonpartisan federal solutions and strategies for small business members via their collective power.Â

“I am proud to have Lisa as part of our leadership council,� said NSBA President and CEO Todd McCracken. “She came to us highly recommended and I look forward to our coordinated efforts for years to come.� “I’m looking to focus on small businesses in rural areas, as part of the NSBA leadership council,� McCarthy said. “Sometimes, organizations tend to look at small businesses in urban areas.

But in rural areas, we have both opportunities and obstacles, and discussing the rural agenda is important. “Being able to contribute to that conversation on the federal level, and get more exposure for our rural small businesses, is what I’m pushing for.� McCarthy, who just started her third year as executive director, has more than

25 years experience as an entrepreneur.

She administers policy, Lisa McCarthy programs, and projects and oversees the day-today operations to fulfill TCEDA’s mission to assist communities with business development, enhance business expansion, and encourage entrepreneurial business growth in Northwest Illinois.

She said a project that a program that was launched last year — Build It, Grow It — that helps small businesses with business education, will be expanded. “When our Small Business Development Center in Rockford closed because of the lack of state funding, we decided it didn’t make sense for businesses to travel over an hour one way, for an

hour’s worth of consulting.

And many of them weren’t aware of what the SBDC could offer them,� said McCarthy.

They contacted the SBD director at the Rockford facility, who now comes to this region twice a month and conducts 90-minute education sessions.

Afterwards, he holds five private, one-on-one sessions with small business owners, further developing their ideas.

She said the pilot program last year was in Elizabeth for four months, and had great success. This year, the sessions will be conducted for 10 months, and in June, Build It, Grow It launched a four-month pilot program in East Dubuque. “We do measure our client impact, because it’s important for us to spend our money wisely, and spend it on programs that work for our clients.

The fourth production will be Frank Dunlop and Jim Dale’s non-stop comedy adaptation of Scapino!. “Scapino is a rapscallion, fast-talking, quickthinking scamp who manipulates and cajoles everyone he meets. I saw this show — it seems like yesterday, but it was 22 years ago — and there are certain things you see that you just remember the whole thing. That’s one of the plays for me, and we’re bringing it for you.� “Scapino is one of my all-time favorites,� said Danielowski.

Beaudry said he will direct the show in the fifth slot of the season. “Time magazine called Rodgers & Hammerstein’s

Carousel the best musical of the 20th century. It’s a wonderful show, and it is easy to see why, of all the shows they created, Carousel was Rodgers & Hammerstein’s personal favorite,� said Beaudry.

The musical features songs like “If I Loved You,� “You’ll Never Walk Alone,� “June is Busting Out All Over,� and some of the greatest dances ever created for the stage.

popular musical comedies in the world. We haven’t done it here since, actually, before the film came out. Timber Lake was very avant-garde in the ‘80s, producing an off-broadway musical that not a lot of people had seen yet,� Beaudry said. “It’s a great way to close our 2017 season.�

Riverview Center provides services to victims of sexual assault and domestic violence

MOUNT CARROLL — In 1992, when several sexual assault cases in Jo Daviess County resulted in blatant disrespect towards the survivors, and highlighted the lack of services for sexual assault/abuse victims, Riverview Center was founded.

Riverview Center is unique in that it is the only agency providing either sexual or domestic violence services in Carroll and Jo Daviess Counties in Illinois. And unlike other mental health agencies, all Riverview Center services are provided absolutely free of charge without regard to sex, race, and socioeconomic status.

Like too many other service agencies serving clients in Illinois, Riverview Center is struggling to remain sustainable in the face of the state’s budget crisis, but according to Riverview Center Executive Director Carrie Melton there may be light at the end of the tunnel.

“With the recent passing of the stop gap budget we have been promised funding from the last fiscal year; however it is a significantly reduced amount,” said Melton.

“They are giving us a little less than 12 months of funding to do 18 months of work for our sexual assault services specifically.”

There are other sources of funding available, and Melton cites private donors and funding from the Carroll County 708 Board as crucial

“It is good and bad in the sense that there is money allocated, but it’s not enough; and we are also a little hesitant to be too excited because there is word that the money to pay those contracts is not there,” she said. “You can’t even laugh about it anymore.

You’ve just got to shake your head and try to figure out what we can do to keep these services sustainable for our community. Last year we had to lay some people off and make changes in our services and that definitely didn’t just impact the people that we serve, it also impacts the criminal justice system and the school system and a broader range of professionals.”

Riverview and many other services contractors are slowly receiving their full FY16 funding, however they are unlikely to see any funds coming in over the next six months while the budget for FY17 is passed.

“We’ve been told we are in the budget, but with the election coming up and holidays, nothing will be done until maybe January,” said Melton. “So we are looking forward to getting

the next six months off our plate, sustaining services at current levels, and really giving a hard look at making sure we continue the way we want to. I’m fairly confident that our services will remain and that we can be very productive in doing so. We are cautiously optimistic as we have been over the last year and a half.”

She explained the range of services Riverview provides and stressed that each area is equally beneficial.

“We have a prevention program with a full time prevention educator that dedicates 100 percent of her time providing prevention and education activities in Carroll County including the schools, community groups, and professional trainings,” Melton said.

“She has a very active school year schedule, going into all levels of schools, kindergarten through high school, and providing services on the subjects of relationships and sexual assault issues. That is a very important piece of our program,” she said.

The center offers a sexual assault and domestic

violence advocacy program that works very closely with law enforcement and the criminal justice system to help and guide clients who are in need of a liaison between the criminal justice system and Riverview’s clients.

“Domestic violence advocates, for example, provide assistance with orders of protection, work very closely with the police and the state’s attorney’s office in prosecuting cases,” said Melton. “Our sexual assault advocate does the same type of things. Both our advocates are very involved and meet regularly with representatives of the criminal justice system to give a team approach to addressing domestic violence and sexual assault in our communities.

We want to really come together and figure out what the best way is to end domestic violence and sexual assault in Carroll County.”

Another program offered through Riverview Center involves counseling and therapy.

“We have a full time

domestic violence therapist and a full time sexual assault therapist in our office and they provide advice on site to survivors of sexual and domestic violence, and also in the schools to any children who may have witnessed abuse or been abused as a child,” Melton said.

“We are very client driven.

All of our services are at the pace and the needs of what our clients’ desire.”

The center also maintains a 24-hour hotline and has volunteers trained to help answer that line 24/7.

“Because Carroll County doesn’t have a hospital, sexual assault calls for volunteers is rather low; however, we do provide support over the telephone, so things like crisis counseling or supporting someone who might need emotional support can be handled over the phones and our volunteers are trained to provide those services very well,” she said.

“Our domestic violence volunteers also provide assistance with finding temporary shelter connecting a caller with the necessary resources. A lot of it is over the telephone kinds of response for our volunteers in Carroll County, but they are greatly needed just to relieve the burdens of our staff members.”

She said Riverview

Center’s future goals include expanding their services.

“At this point, I feel like we’ve got the basic services covered, but one of the things that is kind of a national movement and has filtered down to local programming is engaging the community in violence prevention,” Melton said.

“We recognize that Riverview Center cannot be the only ones spreading the message about how we can reach different populations. We have to be able to train other people and engage other people into our message. We can’t just have one educator educating the whole of Carroll County; reaching coaches that have an impact on students, teaching teachers and coaches and other community leaders that work with bigger groups of people to be able to carry on our message. ”We can only do so many things. It’s more of a primary prevention kind of model. We know that we can’t go in and do bits and pieces and sprinkle our education throughout.

“There were three layers of wallpaper. It had never been painted. It was horrible,” she said.

A labor of love, it took another seven years to complete the upstairs bedrooms and bathrooms.

“It’s been a long haul, but a B&B is what I always wanted to do here,” she said. “I’ve been in the restaurant business my whole life, from bar tending

to management. I’ve always worked with the public. It’s what I love.”

Her family used to visit her grandparents every Sunday after church.

“Grandma would play the piano, and we’d have lunch here. We’d pick strawberries from Grandma’s garden, and play in the creek with the cows. Lots of great memories here, it’s very special.”

MORRISON — On the path less travelled, situated on three acres a few miles north of Morrison, is a cozy two-bedroom farm house, recently converted to a bed and breakfast.

“It’s the perfect place to escape the modern ‘conveniences’ and relax,” said owner Marsha EckerHeiden, who has been remodeling the family farm home for the past eight years. She officially opened in December, and hosted a ribbon-cutting this summer.

The house was built in the late 1890’s by her greatgrandparents, Emil and Ada Anderson. Their son, Barrett, Heiden’s granddad, raised his family with his wife, Mary, and their two children, Judy and Carrol, Marsha’s mother, in the house. Marsha and her family, two sisters and three brothers, were raised on their parent’s farm up the road.

Heiden graduated from Morrison High School before hopping in her Volkswagon Beetle and heading east.

“Chicago, Ann Arbor, Toledo, and ending up in Cleveland,” she said. “I spent 30 years there, my daughter was born there, and when she graduated from high school, I sold my home and bought my greatgrandparents’ old home and three acres in 2008.”

Her daughter, Megan, is a senior at Texas A&M in San Antonio, and is the other “M” in M and M. She said it took her a year to make the downstairs livable, as her parents,

WEST CARROLL THUNDER West Carroll head coach Matt Leitzen begins his second season at the helm of the Thunder, who finished the 2015 season with a record of 5-5, 4-4 in the NUIC. Top returning players include junior quarterback Kody Plattenberger, senior OL/DL Josh Anderson and senior OL/DE Justin Apple.

Top newcomers are junior RB/ DB Kaleb Plattenberger, junior RB/LB Kaleb Hartman and junior RB/LB Devon Murray.

“We have added depth at key positions,” said Leitzen, “That will help make us more competitive not only in practice but on Friday nights as well. We will have a much younger team than we had last year, looking for seniors to step up and fill leadership roles.”

Keys to success? Leitzen said, “We will need to play physical and limit mental mistakes on both sides of the ball. We will be looking for our seniors to provide the leadership associated with winning football. Our success will rely heavily on the adjustment period the junior class has with playing varsity football.”

Leitzen said the teams to beat this year are Forreston, Dakota, Galena and Le-Win. “Our expectations are to compete, night in and night out, in one of the toughest conferences in the state. As a program we are looking to build on to the foundation that was laid last season.”

The West Carroll High School wrestling team participated in the Luther College team wrestling camp in Decorah, Iowa. The 2016 Luther wrestling camps, directed by Luther head wrestling coach Dave Nitchell, have grown into some of the largest and most recognized athletic camps in the Midwest.

There are six wrestling camps on Luther’s campus each summer that include more than 1,000 wrestlers and 150 coaches.

“I think we have a lot of young talent, but how fast we grow up on the varsity level will dictate how this year will go. I think our seniors have done a tremendous job of leading us so far, and hopefully they continue that in the regular season. We have focused on creating a positive environment in the program and I think it has allowed the newcomers to feel comfortable and allow them to grow from their mistakes in practice.”

Dale Coleson Family honored as 2016 ‘Friend of the Fair’ Prairie Advocate staff

MORRISON — The Whiteside County Fair Board offers the Dale Coleson Family its sincere gratitude and appreciation for their many years of showing sheep and says “Thank you” by naming them as “2016 Friend of the Fair” honorees.

“Since 1989, the board has sought to honor those who have made an extra effort, to support and make the annual fair as much fun as possible for all those who participate and attend the many shows and events,” said Todd Mickley, publicity superintendent.

Dale and his wife of 50 years, RoJean, live in rural Varna, on a 1,000 acre farm.

They have shown sheep at the Whiteside County Fair for 33 years. Over the years, Dale has assisted Sheep Superintendent John Pierceson, and now Marty Pierceson, with the Whiteside County Fair Sheep Show.

With their daughters Lisa and Lynn, they have shown Suffolk and Columbia sheep.

They are continuing the family tradition with grandchildren Justin, Jarrad, Kolton, Jaylyn, Jerica, and Kylee. They currently have 20 Southdown Sheep and are anxiously awaiting the show season.

The first event of the fair that runs from Aug. 16 to 20, is the Western Horse Show at 8 a.m. on Tuesday, Aug. 16, in the

infield at the Gold Star F.S. Arena. That night the grandstand entertainment is ProBull Riding at 7 p.m.

The morning of Wednesday, Aug. 17, starts with Exhibition Barrels at the Gold Star F. S. Arena at 8 a.m., with Speed Events at 9. That evening in front of the grandstands, don’t miss the amazing sounds of Home Free vocal group, winners of NBC’s “The Sing-Off.” Watch and listen as their vocal instruments create harmony to some of your favorite songs.

Thursday, Aug. 18, the Heavy Horse Halter Judging starts at 9 a.m. Monster Truck Throwdown will entertain the crowd, as huge trucks catch air and crush cars, along with FMX Freestyle Motocross at 7 p.m.

Friday, Aug. 19, starts with Heavy Horse Hitch judging at 9 a.m. and the 6- and 4-Horse and Unicorn Hitches at 1 p.m.

At 6:30 p.m., five classes of souped-up tractors and trucks will take over the grandstand after the Antique Tractor Parade at 5:30 p.m.

Saturday, Aug. 20, at 10 a.m. the Horseshoe Tournament will begin on the infield. At 6:30 p.m. the crowd-pleasing Demolition Derby will finish off the fair’s five-day evening grandstand events.

New work should help funnel water properly off Cook Street STREETS

The new work includes additional storm sewer work at Cook Street and Hill Street, additional hot mix asphalt on Fifth, both Fourth Street ramps, Spring Street and Hill Street, and using hot mix asphalt on Cook Street in lieu of sealcoating.

With the additional work, the engineering estimate increases to $515,000 total.

Brandt Construction, the contractor for the project, bid the project at $398,407.

Robinson said. “That street, you can hardly drive on.”

He said that Cook Street also had a water drainage issue, and this new work should help funnel the water properly.

“For the $30,000, we can finish up that whole upper level . . . these repairs ought to last for a long time.”

“We’re actually looking at using some of the material that’s milled off some of the other roads as base material for the Fifth Street portion of it, which will help lower costs,” Public

Works Superintendent John Lindeman said.

Lindeman said that Brandt’s delay in starting the project was partly due to weather conditions.

Robinson said there was no point in Brandt starting the project until the city was sure which streets they might be able to add to the project, given the budget.

Fluhr said Brandt’s current plan was to start the first week of August, and they had requested an extension of their completion date until Sept. 23.
