Neighborhood Walkabout planned for Monday Event is part of 33rd National Night Out

LANARK — August 2 is “National Night Out,” the 33rd annual nationwide, community-building campaign to promote neighborhood fellowship.

“In conjunction with

this event, the Lanark Transformers Team is sponsoring a Walkabout from 6 to 8 p.m. that evening,” said Transformers member Denise Krysiak.

“Residents are invited to come out and visit with friends and neighbors and to listen for the ‘jingle.’

Transformers members are teaming up with city aldermen to offer ice cream treats from traveling carts throughout the town. A jingle will announce their arrival,” Krysiak said.

National Night Out was first established in 1984 by Matt Peskin of the National Association of Town Watch, and started out with “lights on” vigils and some basic information being delivered to communities, focusing on safety in your neighborhood.

The event became popular, and attracted more than 2 million participants in both Canada and the United States.

Now, the focus of National Night Out is on bringing neighbors and communities together with

festivals, block parties, cookouts, parades, and other events as common ways for communities to come together.

“We view it as an opportunity for new and established residents to socialize. We hope city government officials take this occasion to tour their wards, too,” said Rosemary Flikkema, owner of The Special Touch, Unique Mall and member of the Transformers.

Mayor John Huggins have confirmed their participation, but will have to leave by 7 p.m. to attend the regularly scheduled City Council meeting.

Flikkema said donations toward the proposed information welcome center will also be accepted that night.

LANARK — In the case of a local public safety event, or for notification of severe weather, residents can get updates with a simple program called Nixle.

Alderman Lara Tallman said that a recent public safety matter had been spoken of on Facebook, and she inquired if there was a way that residents could be made aware of

situations, and feel confident that the information was real.

Police Chief Matt Magill said that Nixle is a good system that people need to be aware of. Anyone can sign up for an account, meaning that parents, friends, and neighbors can be kept in the loop when a public issue takes place. The program is a great way for residents, businesses, schools, and local public safety departments

Obituaries Myrna Jane Gruhn

LANARK — Myrna Gruhn, 77, of Lanark, passed away peacefully Saturday, July 23, 2016, at Rockford Memorial Hospital after a brief illness. She was surrounded by a family that loved and cherished her as a devoted wife, mother and grandmother.

Myrna was born April 17, 1939, to Floyd and Berneice (Link) Weigle in Freeport. She graduated from Shannon High School and married her high school sweetheart, Duane Gruhn, on Nov. 2, 1956. Myrna farmed alongside her husband, Duane, where they raised two children, Greg and Cyndi.

In addition to being an active farm wife, she held clerical positions at Kraft Foods in Milledgeville, Lanark Thermogas, and Carroll Service LP Department. Myrna also sold farm implement parts at Warner Farm Service, Meyers-Litwiller, Boyer Implement, and was parts manager for Rush Equipment.

Many people remember her for her talkative nature and outgoing personality.

They enjoyed showing cattle, bowling, and playing cards with their friends. She has many fond memories of teaching girls to sew as

a 4-H Leader of the Lanark Wonder Workers and Lanark Larkers.

In the most recent years, they enjoyed ballroom dancing, Chicago Cubs baseball and traveling with Jerry and Jackie Elseman.

Myrna is survived by her husband, Duane, and son Greg (Annette) Gruhn of Lanark, daughter Cyndi (Rick) Fisher of Midland, Texas, grandson Tyler Gruhn of Lanark, step-grandchildren Beau (Misti) Fisher of Boiling Springs, South Carolina and Tara (Gary) Miller from Pfugerville, Texas. Myrna was preceded in death by an infant son, her parents and her sister Linda.

A memorial service will be held at 10:30 a.m.

Wednesday, July 27, at Russell-Frank Funeral Home in Lanark, with the Rev. Ellis Boughton officiating. Visitation will be held from 9 a.m.

Wednesday until the time of the memorial service.

Burial will be in Brethren Cemetery in Shannon. In lieu of flowers a memorial will be established.

MILLEDGEVILLE – Lois A. Rabbitt, 86, died Thursday July 21, 2016, at Regency Care of Sterling.

She was born May 19, 1930, in Coleta, the daughter of Harry Dewey and Bertha Ellen (Mock) Stinemyer. She married

Robert E. Rabbitt on July 20, 1956, in Milledgeville.

He died January 28, 2007.

She was a member of Milledgeville Brethren Church.

Surviving is her son, Barry Rabbitt of Sterling; nieces Nancy (Mary) Dietz of Beloit, Wisconsin and Ronda Stinemyer of Houston, Texas; her “Wisconsin Kids” and their families.

She was preceded in death by her parents, her husband and her brother Wayne (Judy) Stinemyer.

Visitation will be from 4 to 6 p.m. Wednesday July 27, at Milledgeville Brethren Church. The funeral will follow on Thursday at 10 a.m. in the church, with the Rev. Jim Black officiating.

Burial will be at Bethel Cemetery. Arrangements are being made by McDonald Funeral Home in Milledgeville.

Memorials to Milledgeville Brethren Church or the Milledgeville Fire Department are being requested in lieu of flowers.

Joan E. Massengill

MILLEDGEVILLE — Joan E. Massengill, 91, of Milledgeville, died Monday, July 18, 2016, at Sterling Pavilion following a brief hospitalization and skilled care placement for chronic needs.

Born Dec. 9, 1924, she was a daughter of Forrest and Grace (Schiltz) Kaeser. She was united in marriage to Loyde “Frank” Massengill.

Joan was a loving and devoted wife, mother and grandmother who was deeply cherished by her family. Her own love for her children and two grandchildren was eclipsed perhaps only by the love for her six great-grandchildren.

Joan was a strong and spirited woman whose tough exterior was merely a façade for the loving and caring individual that was truly within.

She was a longtime member of Trinity Lutheran Church in Milledgeville and an accomplished cook with a particular knack for macaroni salad, cornbread dressing, chocolate chip cookies and tacos. She also enjoyed sewing and crocheting, spending time with her pets or anything else to please her grandchildren.

In her younger years, Joan loved to golf, bowl, water ski (despite not being able to swim) and canvas the local yard sales; she was also known to take time out to fish a little (probably because her grandkids insisted). She will be greatly missed.

Those left to honor her memory include her husband, Frank; a sister, Edie Schaefer; a brother, Jack Kaeser; two grandsons, Curt (Pamela) Eubanks and

Darrin (Jennifer) Eubanks, four great-grandchildren and two great-greatgrandchildren. She was preceded in death by her parents, her first husband Lloyd Eubanks, and two sons, Douglas and Edward Eubanks.

nother tractor drive is in the books. We couldn’t have asked for a better day. It wasn’t too hot and we didn’t get any rain — well, until right after lunch. We ended up having 58 tractors.

It was certainly a day of flexibility. We changed the route just a little the day before to cut out an intersection that was going to be questionable for motorists to see us. We took off from the Lake Carroll ski hill and it worked perfectly! There was plenty of room to park the trucks and trailers who hauled in their tractors. The weather was great and the ground was not too wet.

While the day was great, we still had a few mishaps to overcome as we did get to Mount Carroll an hour later

than expected. We did have a few slower tractors who were not able to make a go of it. This was the first time we really had any issues like that. We took our morning break at the Farm Bureau office.

Lunch was later enjoyed at the West Marina overlooking Lake Carroll. What a great setting. We watched the tractors come over the dam.

A big thank you goes out to Lake Carroll for allowing us to use their facilities for lunch and as our launching pad.

Another huge shout out to Carroll County Sheriff’s Department. We always get many compliments on how we focus on safety. We greatly appreciate having one of the deputies lead us through the county.

And finally, to those of

my board of directors who are always there to help me.

Larry, Bill and Keith do me a huge favor by following behind the tractors and making it to intersections where we need to warn motorists to slow down.

It is always a joke when I get asked if I am driving a tractor. That is far too long for me to sit, confined to going 10 mph! I did lead a small group about three miles to meet up with the front of the pack. That may have been the toughest thing I have done in a while!

The end of July means membership dues notices to our voting members will be mailing soon.

For those of you who are associate members who have COUNTRY Financial, you receive yours at your insurance renewal, but

voting members get a separate bill at this time.

The Carroll County Farm Bureau celebrated its 10th annual Antique Tractor Drive July 15. Board OKs renewal of Milledgeville TIF District

MILLEDGEVILLE – Village President Galen Wirth asked the Chadwick-Milledgeville school board to continue supporting the Milledgeville Tax Increment Financing District, and the board approved the measure at its July 18 regular meeting.

“While the TIF costs our district money by lowering our taxable Equalized Assessed Valuation, it is beneficial to the village,” district Superintendent Tim Schurman said. “Money raised by the TIF is used by the village to pay for street repairs, sidewalk replacement, water main replacement, sewer repairs, and more.”

The Carroll County Board approved Wirth’s request for a letter of support favoring a 12-year extension of the Milledgeville TIF district June 16.

“Our TIF started in 1995 and runs for 23 years,” Wirth said. “It will be expiring at the end of the year in 2018, and our last property tax monies will be coming in 2019.”

At the July 5 village board meeting, Wirth said after the village receives its property tax money at the end of the current TIF, the village will have $2.144 million in the fund. Its estimated obligations to Dollar General and the Milledgeville Credit Union are $146,957.34, which will leave the village with over $1.997 million to put toward village projects.

He told the board the process for requesting an extension lasts about 2 years and requires the village to get all the Milledgeville taxing bodies to approve a Resolution of Support before approaching the state Legislature for final approval.

Milledgeville receives more than $400,000 annually from its TIF, and uses those funds for infrastructure improvements.

So far, it has spent $680,000 on water looping, sewer repairs, grant writing and engineer fees, water hydrant replacements, city hall roof repairs, new sidewalks and lights downtown, and other general improvements.

Midwest BioAg purchased a 30.3-acre plot from the village,

which had purchased and subdivided it for an industrial park in the TIF district. Last year, the company constructed a 17,000-square-foot fertilizer blending and distribution center, which ships materials statewide and into Iowa. That facility added a growing number of jobs to the Milledgeville economy.

“It’s been a real lifesaver for us in getting major projects done, and the quality of life in the village has improved,” Wirth said.

School improvements

School improvement plans for Milledgeville Elementary, Chadwick Elementary, Chadwick Junior High, and Milledgeville High schools were reviewed and approved.

“The proposed plans include improvement goals which were developed using survey data and student assessment results,” Schurman said. “Each school had a committee of teachers and administration work together to develop the plans.”

MOUNT CARROLL — Carroll County USDA Farm Service Agency Executive Director Julie Skiles said that the nomination period for local FSA county committees continues through Aug. 1.

“County Committees are unique to FSA and allow producers to have a voice on federal farm program implementation at the local level,” Skiles said.

This year, nominations and elections will be in Local Administrative Area 1, which includes York, Salem and Fairhaven townships.

“Larry Alexander is the representative from LAA1 currently serving on the County Committee, and he is running again. Right now, we have no other nominees for the ballot,” Skiles said.

Elected county committee members serve a 3-year term and are responsible for making decisions on

FSA disaster, conservation, commodity and price support programs, as well as other important federal farm program issues. County committees consist of three to 11 members.

“It is important that county committees are comprised of members who fairly represent the diverse demographics of production agriculture for their community,” Skiles said. “All producers, including women, minority and beginning farmers and ranchers, are encouraged to participate in the nomination and election process.”

To be eligible to serve on an FSA county committee, a person must participate or cooperate in an FSA administered program, be eligible to vote in a county committee election, and reside in the LAA where they are nominated.

Farmers and livestock producers may nominate themselves or others.

Skiles said FSA will mail election ballots to eligible voters beginning Nov. 7.

Eastland schools on solid financial footing

LANARK — A yearend budget analysis and the preliminary budget for the 2016-17 school year was presented July 20.

The board approved the preliminary budget and scheduled a public budget hearing for 6:30 p.m. Aug. 24, prior to the regular board meeting.

Both the year-end and the preliminary 2016-17 budgets were balanced, with revenues exceeding expenditures.

“The surpluses are the result of reductions in expenditures over the last 4 years and recent increases in the assessed value of property over the past 2 years,” Hansen said.

The preliminary budget

shows expenditures of $10,640,773.

“This includes budgeted payments on the HVAC projects at both the Elementary and Jr/Sr High schools. The budget shows revenues of $9,939,408,” Hansen said.

Because the HVAC project is paid from the sale of bond proceeds and not from the annual operational budget, the operational funds surplus for the year is projected to be $942,362.

“More simply, if we were not doing a major construction project this year, we would be estimating a surplus of revenue over expenditures in that amount.”

He said the surpluses are a good sign, not only of the district’s financial health, but also prudent in light of continued efforts at the state

level to change the school funding formula, to transfer state pension costs to local districts, and to freeze property tax extensions.

“Governor Rauner last week appointed a bi-partisan task force to recommend changes to the funding formula.” Hansen said.

“The surplus budget is an indication that the district is prepared and on a positive fiscal footing. Approval of the 2016-17 budget will be a regular meeting agenda item on Aug. 24.”

The preliminary budget may be viewed on the district website at eastland308.com, and will be on display and available to the public prior to the hearing on the 24.

A two-year intergovernmental agreement to participate in the West Carroll

High School Wrestling co-operative was approved.

At its July 13 board meeting, the West Carroll board elected to approve the co-op with the Eastland School District only.

Reporting on the geothermal project at Eastland Elementary School, Hansen said the individual classroom heat pumps/bard units have been installed and connected to the loop; and the loop has been pressure tested.

“The well drilling is complete and crews are currently connecting the well field loop to the building loop. Patching and painting work is underway. Contractors are currently waiting for the large heat pumps that will serve the two gymnasiums to be delivered and set in place, and the project is on schedule,” Hansen said.

Amendments to the school year calendar were approved, adding three early dismissal days on Friday, Sept. 9, Monday, Oct. 3, and Tuesday, Nov. 1. School will dismiss at 11:30 a.m. on these days so that administrators and staff can work on aligning assessments to standards.

“The work requires time for groups of teachers to work together with building administrators. Aligning assessments to standards better serves students by ensuring the extent to which all standards are being taught and learned,” said Hansen.

The board approved a resolution identifying additional supplies, furniture and equipment as surplus.

LANARK – The community that was recognized as the 2016 Blackhawk Hills Regional Council’s Carson DeJarnatt Economic Development Award recipient in June, just compiled survey data that indicates its business community believes that award was justified.

The Lanark business retention and

expansion survey, conducted from March 23 to May 3, focused on a broad crosssection of Lanark businesses: large and small, retail, services, and manufacturing.

Some were interviewed, and others returned the survey to city hall.

The take-away? Lexie Woodward, Lanark intern and Peace Corps Fellow, whose work in Lanark ends this week, was pleased that the majority of businesses surveyed are confident that the future looks bright.

MILLEDGEVILLE — The Carroll County Fair will continue to create memories for fairgoers during the 64th annual, week-long event, coming Aug. 9-13 at Schell Park in Milledgeville.

Carroll County Fair Association President Liz Hutchison said this year’s Carroll County Fair has a lot to offer.

“The grounds look great, there will be a new arch at the main entrance and there are lots of improvements,” said Hutchison.

Some of the major improvements include the steer barn that has been gutted and turned into a grooming barn for beef and dairy exhibitors; the rebuilding of a new handicap ramp to the main stage, and new stairs on the back side, donated by the Milledgeville Men’s Club; and a new carnival, Short Line Amusements from Indiana.

The fair has also added a variety show Aug. 11 that will pay out prizes for the top three places. And the Ag Olympics will be a grandstand act this year.

Stray cats causing grief, residents complain to council

“If you feed them, you become responsible,” Magill said, adding that Savanna Police Chief Mike Moon reported seeing some resolution of the problem since the ordinance came into effect, since no one wants to claim responsibility.

It was also noted that the county does not do anything with cats due to the lack of space to keep them in, and that state-wide there is not a lot of support on the issue of feral cats. Many times, the situation becomes a personal liberty issue.

Magill said that unfortunately, the only no-kill shelter for cats in the local area is closing: Heartland in Savanna.

Alderman Ken Viglietta read aloud ordinance 516 section 1, which does not clearly address anything with cats.

“Chances are, not too many people are going to claim these cats,” Viglietta said.

Magill mentioned the possibility of using a live trap, saying that cats are not considered a wild animal,

and cannot legally be caught with such a device. “This is the sticking point.”

“It’s obvious if there is food on someone’s porch, that they are responsible,” said Alderman Lara Tallman. “We need some proof of that.”

Magill suggested passing the ordinance and see if it helps the situation.

Alderman Lance Leverton reiterated the fact that the feces is posing a health risk for the children at Little Sprouts, questioning if handling the problem in that manner would help to ensure a solution.

Mayor John Huggins said that the issue is a problem all over the area, not just in Lanark.

“A good first step is to have Attorney (Ed) Mitchell look and see if he can find anything, and have an ordinance meeting.”

Tallman suggested residents try motion activated sprinklers that would come on and scare the cats away, but Fogle said that doing that would cause his dogs to bark, too, posing another issue.

LANARK — Feral cats are posing a problem with residents in Lanark. During the July 19 City Council meeting, several of those residents voiced their concerns.

Stacy Lamoreux, co-owner of Little Sprouts Daycare Center, said that cat feces is becoming a health hazard for small children at her business.

The specific area of town being infested with homeless cats is near School and East Franklin Streets. The daycare facility is housed in the former Eastland Elementary School.

Lamoreux said that just about every day, children playing on the property playground find cat feces, and she has had enough.

Neighboring resident Sharon Yoeckel also voiced concern with the pesky fur balls “ These feral cats are becoming a problem. The cats poop in my garden, and they fight at night. One in particular lays under the ferns in my yard, they kill rabbits, and are not cared for,” she said.

Frustrated residents Chad and Holly Fogle said, “The one cat can leap over our six foot fence in the yard.

It makes the neighbor’s dog bark, and then the neighbor gets warnings from the police because people complain to the police.

That’s not right. We gotta do something about them.

There is constantly cat poop everywhere.”

Police Chief Matt Magill said that the police department has no authority to do anything about cats.

Magill said that he knows Savanna has had an issue with stray cats, and recently passed an ordinance addressing the problem. The ordinance states specific rules, such as having the cats ear clipped for identification, having them spayed or neutered, and being up to date on shots, which would help to set in place some requirements for the person or persons

• The council heard from Steve Haring of MSA Professional Services on the progress of the East lift station 1, and approved a change order in the amount of $2,340 for additional asphalt, as well as a final payment of $20,603.60.

• Peace Corps Fellow Lexie Woodward would be completing her service, and leaving at the end of July.

• The grant for the work on park sidewalks has not been approved yet, with more funding being needed.

Legacy markers are available for purchase in the park for $165, with a portion of the funds raised going to help with installation of new sidewalks. Leverton put out a challenge for business owners to purchase legacy markers.

• Jason Fogle asked the council to consider putting back the “Resident Parking Only” signs that used to be in front of his house, but were removed when the school relocated to Shannon.

He said during baseball season, he cannot use his driveway properly, and his visitors have no place to park.

Fogle also suggested that the street sweeper be used more often on his street,and questioned the ownership of lights at the old school building, as they do not function properly, and shine in his bedroom windows at night, often keeping him awake. No action was taken on either complaint.

Historical Society wants your wartime stories Efforts are part of the Library of Congress Veterans History Project

SAVANNA – The Savanna Historical Society continues to participate in the Veterans History Project, as it interviews and records personal accounts of American wartime veterans throughout Northwestern Illinois. Savanna’s Peace Corps Fellow/Americorps Volunteer Max Miller will be working on the project throughout his 11-month stint in the community. “We’ve done three interviews so far with veterans, and two more set up for next week,� Miller said in an interview at the Savanna Museum on Thursday. In 2000, Congress created the project to collect, preserve and make accessible the personal accounts of American veterans so that future generations may hear directly from them and understand the realities of war.

Civilians who served in support of a U.S. war/ conflict in a professional capacity such as war industry workers, USO workers, flight instructors, medical volunteers, etc., also are welcome to participate. Miller and Jean Ferris, program chairman for the society, had just made a presentation at the luncheon meeting of the National Association of Retired Federal Employees, many of whom are former employees at the Savanna Army Depot. “We hope to have Depot workers, too. That is an important part of the story, especially around here,�

Miller said. “And I’ve got a story about the day the munitions

igloo exploded,� Ferris said, referring to one of the 407 igloos built to store ammo and other volatile weapons like mustard gas. Igloos were between 1,000 and 2,000 square feet of storage space under a steelreinforced hump, secured with a very sturdy four ton steel door. The igloos were covered with dirt and grass to hide them from aerial surveillance. In 1948, one of the igloos exploded, creating a hole 100 feet wide and 50 feet deep that is still visible today. Residents of Hanover and Savanna reported blown out windows and cracked plaster. The steel door was never found. “I was in high school. I was on the phone, and I heard the boom. The phone lines went out immediately.

My brother and I went up on the back roads and saw all the lights at the depot.

We knew something had happened there.�

But Ferris said her parents were in Florida. Their car had a Savanna High School football sticker on the bumper, and of course, Illinois license plates. “At 3 in the morning, they were awakened by the motel manager pounding on their door. He said he remembered seeing the Savanna sticker, and that he heard that the city had been blown off the map!� Ferris said.

She said they packed up and headed back home, making several attempts to call for more information, but all the phone lines were still out of commission. “Can you imagine what they were feeling? My dad had the Sinclair station, and finally, after whatever

Veterans share their stories by sitting down with a SHS member who records a video or audio interview about their service. The interviews last approximately 30 minutes. Submissions that include original documents or photographs that help tell the story may also be submitted.

LSSI: A part of people’s lives for 150 years

STERLING — Serving Illinois since 1867, Lutheran Social Services of Illinois is a statewide, not-for-profit social service organization of the three Illinois synods of the Evangelical Lutheran Church in America. LSSI is the largest social service provider in the state, and last year served 73,000 people through 190 programs at 85 sites across Illinois.

The demographics of clients served by LSSI generally reflect those of Illinois’ population, with one important exception—more than 80 percent of clients report an annual household income under $15,000, compared to just 12 percent of all Illinois households.

In Carroll County, LSSI provides critical programs for the most vulnerable including Comprehensive Community Based Youth Services, Foster Care

About this series There are seven agencies applying for 2016-2017, 708 Board funding in Carroll County. The Prairie Advocate will visit each of the facilities during July and August as the board reaches its appropriation decisions and announces the apportionment of funds at its Aug. 16 meeting.

“We used to serve Carroll County with our home care for seniors, but that program was part of cuts due to the state’s budget issues,” said LSSI Special Projects Associate Tryg Jensen.

“Those clients are now served by a private provider.”

Jensen said their Carroll County 708 Board application came from their Comprehensive Community-Based Youth Services program. The program serves as a crisisintervention program for

youth in the area.

“It is a state grant that requires a 10 percent match in funding from local community funders,” he said. “LSSI has been provided with this funding from the 708 Board in Carroll County for over 30 years.”

He said the budget crisis has taken its toll on LSSI, just as it has for many other social service organizations throughout the state.

“We have been forced to close programs that were an important part of our ministry and part with clients and coworkers, which is never easy. We are currently owed $4.2 million from the state which we still

have hopes to recuperate,” Jensen said.

“The way individuals are provided care is changing in our state, with much of the care being moved towards managed-care organizations.

LSSI is and will continue to be on the front edge of providing the most effective and efficient service to our clients. Also, Many LSSI programs require highly trained and educated professionals to administer services. Our employees sacrifice benefits they could be receiving in other fields in order to provide their much needed expertise and compassion.”

Jensen said in spite of last year’s difficulties, the organization is leading the

field in finding innovative ways to reach potential clients, initiate care, and ensure LSSI clients are able to work their way towards attaining their human potential.

“LSSI will celebrate our 150th year of service to the people of Illinois next October,” he said.

“Throughout that 150 years there have been many hardships; we have opened and closed many different programs. Our core values of providing healing, justice, and wholeness to those in need throughout the state have always shone through.”

He credits the unwavering support of donors and The Cornerstone Foundation for their ability to not only stay afoot during tough times, but as has been done before, begin to push forward.

The Cornerstone Foundation provides financial support to sustain the ministry of LSSI. The society is made up of

individuals and families who are committed to ensuring LSSI’s strong financial standing in the future.

“Recently, a donor who grew up right outside of Nachusa Lutheran Home, which was formerly an orphanage, told me, ‘LSSI has been part of my life for 92 years. It had been there long before me, and will be there long after.’ Even through all of the hard times in this state, LSSI is always there,” Jensen said.

“LSSI will continue to lead the charge to provide effective, innovative care for our neighbors in need throughout Illinois. We will continue to help our clients find wholeness in their community and fulfill their human potential.”

Street and highway issues raised most concerns among respondents SURVEY

Huggins estimated that within the 61046 zip code, there are about 125 businesses. Twenty of them were targeted for the survey.

It was noted that the Lanark business community that serves the city of 1,500 people is blessed with just about anything a community needs, including professional services.

“We have a medical clinic, a dentist, eye care, and attorneys. We’re really lucky to have a grocery store. And with the recent addition of Casey’s General Store and Dollar General, there’s not a lot that you need to go out of town to buy. That should help a lot,” Huggins said.

“We weren’t surprised by the feedback, nothing too surprising,” Huggins said. “It was interesting to hear from them what they needed, what services they’d like, and their conception of the city streets and water system.”

Comments about Lanark’s basic infrastructure — water, sewer, utilities, internet — and police and fire services, were mostly very favorable. But street and highway issues raised the most concern.

“Obviously, there’s some streets that could use some maintenance, have had a cracked sidewalk for years and the handicap ramp pools water,” said one, but they thanked “public works for shoveling and salting the sidewalks” in the downtown area.

When asked if there were any additional industry or support services needed in the community, the general consensus was that any new business would be welcomed.

Another hopes to see a park district and recreation center for youth be formed.

“We did just recently create a Park Board to address the city park issues, so who knows where that could lead,” said Huggins.

“People want more families living here, and more businesses,” said Woodward.

There were several recommendations for improving the business climate.

“Anything to draw more people,” said one respondent.

Another suggested attracting small manufacturing business in Lanark.

“When this is in place, the retail market will follow.

We’re pushing retail more than manufacturing.

We don’t go out after it (manufacturing). We should go after machine shops in (other towns), steal from other places. We need people to support the retail.

Build the tax base.”

The next step is to focus on topics that can be addressed quickly. Huggins said he will follow up

on training opportunities with his contacts at the U of I Extension, Highland Community College, and Illinois Rural Affairs.

“We’ll just keep plugging away, bring more businesses in, and solving any issues that may prevent a business from staying in town. I’d definitely work on that,” he said.

“The empty ‘Lot of Possibility’ downtown next to the empty Shearer’s variety building, could be tied together nicely. There are a lot of businesses that could capture some use out of that lot with their business.

“Sure, the business climate

is good, we’re growing, but to have someone build a new building on that lot?

For retail, there’s not a lot of parking. Something like a restaurant in the building could use the lot for outdoor dining. It’s probably best as a package deal.”

Huggins said developing the lot as a park-like setting to enhance the area would be acceptable, if it was low cost and wouldn’t be a lot of work to remove if the building and/or lot were sold.

“I’d rather have a business there,” he said.

Woodward has discussed a workshop for creating a succession plan with the

Chamber of Commerce.

Three surveyed businesses said they didn’t have one, and two said they would sell the business when the time comes, with one hoping “one or both of their kids will want to get involved.”

Another was already transitioning to the new owner. Two others said they did have a plan in place.

“But if you don’t have a succession plan, it is important. Planning to sell it is fine, but if you don’t want to sell, it requires preparation,” she said.

Are you optimistic or pessimistic about the future of agriculture in the U.S.? Why? Ed Livengood, 35, Milledgeville “I’m young and I have a lot of years ahead of me. As a self-employed farmer, I need to be optimistic.

There are a lot of reasons to be pessimistic, but it would make it hard to get out of bed if that is all you are thinking about.”

Karl Tautz, 51, Mount Carroll “You always have to be optimistic. Farmers are coming off of 10-year record profits and now, prices are a lot lower. The farming economy is still growing, but it’s not making the record numbers that were made the past 3 or 4 years.”

Dan Lamoureux, 33, Lanark “Over the long term, I am optimistic, but I am cautiously optimistic. It’s tough to factor in all the things that can affect the market when you are talking profits. We are also affected by the growing season and what the weather is doing. It’s difficult to pay close attention to all the different factors and find a balance. For the rest of my career, there will be challenges. It can be stressful, but it’s part of the job.”

Leonard Sheaffer, 65, Dixon “I’m optimistic about farming. It cycles. Prices go up and prices go down, and you have to weather the lows. If things were that good and easy, everyone would be doing it. If you are an internal pessimist, you don’t really have any business farming.”

Nathan Hummel, 34, Dixon “I’m really optimistic for the long term, but for the short term, I’m pretty nervous. I feel like it will be a crawl back up to where things used to be. Input costs started started going up when I first went into farming, and it will be a while before everything balances itself out. We have to run things on a tight budget for the next couple years unless something drastic happens.”

Nearly 20 years ago someone had a vision to provide affordable transportation to the seniors and disabled of Carroll County. Through the Carroll County Senior Services Organization, transportation began in 2002 with a single van. In 2011, CCT changed to provide services to the public.

The mission of Carroll County Transit is to provide safe, reliable, and cost effective public transportation to all citizens of Carroll County. We are committed to enhancing quality of life through an affordable and accessible transportation service.

Our Carroll County Transit team pledges to provide courteous service to our passengers and meet the changing needs of our region. Any one at any age can ride Carroll County public transportation.

Since 2011 our fleet has grown to eight vehicles, five minivans, and three 12-passenger busses. In the last year, two new 12-passenger busses have been received and more vehicles are anticipated in the future. All of our vehicles are handicapped accessible with ramps or hydraulic lifts.

Our distinctive white and blue vehicles are recognized all over our service area.

Last year, our vehicles traveled over 166,000 miles providing over 9,900 trips to local residents, improving mobility and quality of life.

Carroll County Transit serves Carroll County and surrounding areas. Based in Mount Carroll, Carroll County Public Transit connects all areas in the county and has regular service to Freeport, Sterling/ Rock Falls, and Clinton, Iowa. We also take trips farther out of county to Dixon and Rockford.

Service hours are 6 a.m. to 6 p.m. and have recently been developing an afternoon shift to cover later appointments. In conjunction with the Carroll County Veterans Affairs Council, CCT hopes to meet the needs of our veterans by providing medical transportation to VA clinics and hospitals in Iowa City, Iowa and Madison, Wisconsin.

Public Transportation allows mobility to those who are transportationdisadvantaged, which includes senior citizens, individuals with disabilities, and low-income individuals who reside within our rural communities.

Transportation is provided to and from local community resources throughout Carroll County and the surrounding area such as hospitals, doctor offices, dialysis centers, educational facilities like Highland Community College, grocery/department stores, employment, the Senior Center, banking facilities, utility company, beauty/barber shops, libraries and the court house.

In addition we have services

for those needing wound care, cancer treatments and physical therapy.

One passenger recently graduated from Highland with an associate’s degree.

CCT was able to provide transportation so that they could attend classes and achieve their educational goal.

Carroll County Transit also works closely with other area transportation systems. We have recently worked with Lee-Ogle Transportation, Illinois Valley Hospital in LaSalle, and Amtrak in order to meet the medical needs of a passenger going into North Western Hospital in Chicago.

Our major funding comes from the Illinois Down State Operating Assistance Program and Federal 5311 grants, but local support is very important. We do have a fare policy in place which benefits the public with an affordable rate, disabled, and veterans at a discounted rate, and seniors on a free or donation basis.

CCSSO has a generous service contract that defrays the cost for seniors to ride the transit. The majority of our seniors donate generously as well. We work hard to maintain our reputation for excellent service, a reputation from which any organization working with us can benefit.

We are currently promoting an advertising campaign that includes advertising in the form of window wraps on the

vehicles, and as ad space in our new Passenger Handbook due out in September. If you are a business interested in advertising with Carroll County Transit, give me a call and I’ll send out a packet to you.

Fare information Fares must be paid upon boarding the vehicle unless alternative prior arrangements have been made. Trips made for the next day should be arranged by 11:30 a.m. the day before, and there is a $5 fee for same day rides. If a trip needs to be cancelled, please do so before the scheduled pickup time, or a no show fee of $5 plus the cost of the trip will be charged.

Fares are listed as one way and not round trip, unless otherwise noted.

Activities at the Senior Center Recycling Senior Service earns a great deal of money each year through the efforts of those who gather newspapers and aluminum cans in their respective communities, and those who bundle the paper and haul it to the local distribution centers. We need more help with this project. The “gathering” people work just a couple of hours a month in their respective communities. The “bundlers” work at the Senior Center just about any day when they have an hour or two to spare. And the “loaders/haulers” help load and/or haul the papers to the distribution center.

The Garage Sales manager manages and prices donated items to be sold during 2-4 garage sales held during the year, and also displayed and sold in our shop.

Transportation Carroll County Transportation now has three buses and five vans, all wheel chair accessible.

CCT provides transportation for citizens of Carroll County, for meals, medical appointments, shopping, and errands throughout Carroll County, and will make trips to Freeport, Sterling, and Clinton, Iowa.

What’s happening at CCSSO October will be here in no time. Oct. 15 to Dec. 7 is open enrollment for Medicare. Please call the Senior Center to set up a time to talk with Deb Connor or Karen Holm to check on the possibility of a better drug plan for you for next year. It is always a good thing to check on this as your formulary may change, and meds that are on your formulary now may not be on next year’s formulary.

Also, the price may change on your current plan. It’s better to check on this and to make sure you are set for next year, because if you notice a change after open enrollment deadlines, you will not be able to change your plan until 2017 open

SAVANNA — Carroll County Senior Services Organization Board Members Jane Law and Susan Lawler, and Carroll County Transit Director Jo Lyn Kruse were guests at the June Rotary Club of Savanna meeting. Their presentation described the services provided by the Carroll County Senior Center in Mount Carroll.

“Employees help seniors with accessing programs they are eligible for, like reduced license plate fees, heating and cooling assistance, property tax assessment freeze, prescription plans, and more,” said Law. “If the staff at the Senior Center can’t help you, they likely know who can and will make a referral.”

“AARP Tax providers work out of the Senior Center each spring, with assistance provided for 600 tax returns this year alone,” said Lawler.

Activities offered each month at the center include bingo, yoga, pool, cards, quilting, travel tours and more. Lawler said the center also has exercise equipment for folks to use and are receptive to new ideas for programs and activities.

commit to the exhaustive responsibilities involved in the job; other board members and volunteers are also retiring or resigning.

While the board continues to look and hope for someone to come forward with an interest, they are preparing for the worst, and taking care of the remaining kitties is Job Number One. Unfortunately, it’s too costly to consider hiring someone to do this work.

“We’re totally run by fundraising and donations,” said Fritz.

cat food donated from Purina, and discounts from Ambassador Animal Hospital in Clinton, Iowa where they primarily take the cats for their routine checkups and for as-needed medical attention.

The current plan to find home for the remaining cats is to work with PetSmart to try to get as many adoptions as possible, Fritz said. All Heartland cats are vaccinated, spayed/ neutered and wormed, with documentation. Heartland’s own adoption procedures are adhered to for all cats placed.

SAVANNA — Heartland Pet Welfare may be closing its doors at some point in the near future, but board members and volunteers are committed to placing each and every one of its 37 remaining cats in homes before doing so.

The not-for-profit organization formed 15 years ago, and has been at 2720 Wacker Road in Savanna for the past decade.

Board members Christy Fritz and Dorothy Herrmann are quick to point out that the shelter is not in financial trouble, the building is paid off, and that funding is still coming in.

“Financially, we are good, “Fritz says. “The building was paid off in December . . . it’s just that some of the same people have been doing it a very long time and it’s hard to find new people, especially to take over the top of the operations, all the organizing.”

She says there is a lot of paperwork involved in getting the cats to PetSmart locations in both Sterling and Davenport, Iowa, where PetSmart provides exposure and a place for the cats to stay for a period of time so that people can view them.

Answering a question that is no doubt on many minds, Fritz said that “there will be no euthanasia,” as the shelter is a “no kill” shelter.

“We will follow through with our adoption process, we are not going to just hand cats to people,” she said.

The organizations’ contract with PetSmart runs through the end of 2016, so “hopefully we’ll get as many cats as are healthy and easily adopted out of PetSmart,” Herrmann said.

The shelter is not currently accepting cats, because they want to get their numbers down due to the uncertain future the shelter faces. All area facilities are currently full, Fritz said, though openings could occur.

Asked about a closing date, Fritz said that’s not really applicable.

“People think we are ‘closing’ August 1st. We aren’t really ‘closing’ if we don’t have someone to take it over, until all the cats

are taken care of. We will still continue cleaning and coming in and taking care of them.”

Herrmann said they may even have some more fundraisers.

“We still have to take care of what’s here.”

In the past ten years, Heartland has adopted out 1,207 cats and taken in 1,304. In 2012, they received a PetSmart grant to do a Trap/Neuter/Release program on 474 cats. These colonies are still maintained by several area colony managers.

The shelter is still open from 6 to 8 p.m. on Wednesday nights for visitors who are interested in adopting a cat; online adoption forms are available. The shelter is open by appointment 7 days a week, as well.

The 11U team earned the privilege of playing in the championship game of every tournament they entered throughout the spring and summer, winning eight and finishing second in three.

ImPact Testing

Representatives from the Monroe Clinic will be holding pre-concussion ImPact testing from 10 a.m. until 1 p.m. on Wednesday, Aug. 3 at West Carroll High School in Room 9.

This is a voluntary, but important service and it is highly recommend that all West Carroll High school student-athletes attend. There is a sign up sheet in the high school office.

“We want it to be more of a conversation. You don’t have to give a speech, or be nervous! I go over the questions beforehand so you know what we’ll be talking about. If there’s anything you don’t want to talk about, no problem. We understand, because some experiences you may not want to go through again,” Miller said.

“One gentleman, a Korean war veteran, said for a long time, he couldn’t, and didn’t want to, talk about it. But within the past 5 years, he realized that talking about it helps. He also wants his family to know what he did, and what he went through.

It’s sometimes therapeutic to process the experience and reflect on it, given the time and distance from it.”

Veterans who served as the United States military in any capacity, from World War I through the present and are no longer serving, are eligible to participate, regardless of branch or rank.

Any individual or organization may participate, including family members and friends of veterans, students in grades 10 or higher, high school and university educators, authors, veteran service organizations, places of worship, retirement communities, Scout troops, local businesses and professional organizations.

The stories will be

permanently preserved at the Library of Congress for future generations. Within a 6 months processing period, all donated materials are available to researchers, scholars, Congress, authors, filmmakers and anyone visiting the Library.

Currently, about 10 percent of the collections are digitized so that anyone with internet access may view them online. The general public may visit the VHP Information Center at the Library of Congress.

Letters and Commentary Save the Shelter

This is our call to action for local grassroots support to continue the good work of Heartland Pet Welfare. So many people are asking the question, “What can we do to keep the shelter running?” We don’t have the answer, but we would like to find a means of keeping the shelter open.

We want to make this solution open to the community. There are many of you who want to help. We need people, organizations,

local businesses, hands-on-volunteers, everyone who has an interest.

One door closes, two doors open Clowning around isn’t all funny business

HANOVER — It happened quite by accident. But when Hanover resident, Jeanne Ohms, first clowned for a friend’s birthday party in 1982, she had no idea that 30 years later, clowning and ballooning, and ministry, would become an integral part of her career.

An odd fellow marriage of Ohm’s two diverse interests was destined when her full-time employer, Robertshaw Industrial Products — Invensys — in Hanover, shuttered its doors in September of 2015, and moved the manufacturing operation and 100 local jobs to Matamoros, Mexico.

“Employees were told by company officials not to speak to television reporters in the parking lot,” said Ohms. “That ticked me off. I was going to tell them it was a great ride. I felt the company was stepping on our Freedom of Speech.”

But Ohms didn’t skip a beat with the chance to re-tool her work vision.

Eighteen years ago, the multi-faceted Ohms began to pursue the Methodist Lay Pastor Certification course through the University of Dubuque, at

the encouragement of her pastor. She truly enjoyed leading worship services, but as often happens, Ohm’s life became busy and she didn’t pursue further clerical education.

She immediately started classes upon layoff from Invensys for the Commissioned Lay Pastor Program, through the University of Dubuque, Iowa. Its completion will earn her a Blackhawk Presbytery commission, a requirement, as she presently serves the Hanover United Presbyterian Church through a temporary assignment there.

Her first balloon training was by trial and error, reading balloon books, and ordering instructional DVD’s. But it was in 2001, when she attended the University of Wisconsin at Lacrosse, Clown School, that “Jo-Jo the Clown” felt like she belonged.

“It was the first time I was around people that understood (clowning).

I became part of a clown alley,” said Jo-Jo. Jo-Jo explained that a “clown alley” is a professional group of clowns, but originally, was the area where circus clowns gathered backstage near the animal pens to dress, apply make-up and

Since then, Jo-Jo has attended clown school 13 more times, and provided services to Mest Manor, Savanna, and the Grand Harbor Resort and Farmer’s Market in Dubuque, to name a few.

She has also served for 13 years as a “caring clown,” trained to be sensitive to patient’s needs, at Midwest Medical Center, Galena, and the Galena Stauss Nursing Home. Jo-Jo also performs puppetry, storytelling, and clown magic, where onlookers are revealed the “trick.”

The joining of her two loves melded when Lay Pastor Ohms/Jo-Jo the Clown, performed “Elusions” at two area churches by demonstrating how many days it took God to make the world, using glasses of colored water, and exemplified the completion of the creation with a rainbow of balloons.

Although the reflective Ohms misses some part of steady full-time employment, she couldn’t be more fulfilled juggling her new life’s vocations.

“Neither clowning or leading worship feel like work. I just have a passion for both!”said the curly, red-wigged Jo-Jo — this time, with her smile.
