Where’s the beef? Chinese travel to find out Chinese Ministry of Agriculture gets firsthand look at Carroll County beef industry

LANARK — A delegation representing the China Ministry of Agriculture were given a firsthand look at U.S. agriculture and the U.S. meat industry Thursday as part of an educational tour in Ogle and Carroll counties that will hopefully result in reopening the beef trade with China.

Lou Lamoreux, of Lamoreux Farms in rural Lanark, led the contingent on a tour of the Bocker Grain Elevator in Polo, through the lush northern Illinois corn and bean fields, then to his brother John’s farm.

Along with Lou and Sue’s son Nathan, John and Marilyn’s son Dan, and their families, the Lamoreuxes were named the 2015 Illinois Farm Family of the Year.

Lou and John are the fourth generation on the farm, and raise corn, soybeans, wheat and alfalfa. They also have pasture for their cow/calf herd, and a 1,400-head cattle feeding operation.

The China Agricultural Enterprises Cooperation group was led by Shaopin Yang, vice-ministerial senior advisor with the Ministry of Agriculture.

Because of the language barrier, Yang was joined by his interpreter, Xiyuan Tan. Others represented the Chinese Bureau of State Farms and Land Reclamation; Department of International Cooperation, American and Oceania Affairs; and the China Embassy in Washington, D.C. “There were a lot of good questions posed, more about our actual operation, because one of the things about their perception of U.S. agriculture is that we are all corporate farms,” Lamoreux said.

“The first thing we did was tour the Bocker Grain facility in Polo. They said, ‘Oh, ADM.’ I told them no, it is a privately owned elevator. The same with our farming operations, asking who owned it. Their perception is a bit different.”

John Lamoreux is in the background. and Land Reclamation, and Yang’s right-handman, were curious as to how the farming industry works in a free market, and how the large commercial companies were able to dominate the world’s food system in production, processing, storage, logistics, markets, and their role and relationship in the food chain system, from farm to table.

Cari Manns, president and founder of Manns Traders, sister firm at the Traders Group, Inc. based in Chicago, is the architect of an international network formed to optimize trade initiatives. The tour, from July 9 to 22, was set up under the Student Career Experience Program of the U.S. Department of Agriculture.

The program, established under the Carter Administration, provides funding for these types of tours, while the Chinese government does the same for Americans to visit China.

“This contingent is partly responsible for food security in China,” Manns said. “Mr. Yang first visited the states in 1978 through the SCEP Program, and has expressed his gratitude for the program because it really opened his mind about America.”

She related that, as a child, Yang and his family nearly starved, and that now his mission is to work with agricultural relationships with America, and to learn

She said the ChinaMOA VIP Fellows SCEP participants got an historic view and insights on the U.S. agricultural origins by experiencing firsthand the trading arenas at the Chicago Board of Trade, inside the trading floor and a strategy session. They traveled to several American cities and rural communities, as well as several farms, grain and livestock producers and processors, grain merchants and grain elevators coops.

They interacted with the different local trade organizations leadership and boards of directors in the different states, on round table sessions.

The tour of the Lamoreux family farms included a lunch of Carroll County steaks and sweet corn at Lou’s farm, prepared by Sue and Marilyn.

“We wanted to immerse the China-MOA VIP Fellows into the U.S. environment that may provide a platform for deeper levels of understanding and set to build stronger cooperation and trade activities,” Manns said.

At Lamoreux’s farm, the group experienced the many steps that result in production of high-quality U.S. beef and were able to ask questions during the tour and for 3 hours after lunch.

“They are very curious and several of them had good questions about our feedlot operation and how we calculate the feed rations for our cattle,” said Alan Adams from Sandwich, past president of the Illinois Beef Association, who also participated in the tour.

“We’re hopeful the Chinese market is going to open up this year,” Adams said. “It’s been closed to us since 2003

when we had the mad cow scare. There has been a lot of work by the USDA in order to get that market reopened.

Every time a group like this visits, we want to tell them what great beef we’ve got, and that we can meet any requirements that they would have.”

“China is always looking to purchase from the U.S.,” Manns said. “They like to produce things themselves, but agriculturally, it is going to be difficult.”

She said that 20 percent of the land mass in China is suitable for agriculture, but that 80 percent of that is contaminated.

“There is no way they can turn out huge production farms like this. They need to have all their little farmers, but then you will have 700 million farmers running around the streets. Can you imagine the chaos?

That worries them a lot, it’s a sensitive issue. They don’t want to displace their

people. They want them to be able to work and create good towns.”

Chris Manns is managing director of TGI. “Their first stop was in Washington, D.C., and they got to see the crop report actually getting made – seeing the ‘bloodbath’ between the Department of Ag guys and the Corn Service Ag guys, and all the others,” said Mann.

“I conveyed to them that that was a ‘Holy Place’ for agriculture. Then, being able to see Illinois and Carroll County fields full of corn and soybeans, they think they’ve walked into paradise.”

“There are a lot of politics involved, too. It’s not just that single mad cow issue that closed the doors. There are all sorts of thing that we need to work out. But, as in all things with China and the United State, we’re trying to reach that critical mass, where change occurs spontaneously,” Mann said.

A display of frustration, calls for resignations Schafer calls for special meeting, says Nelson, Lief should step down

CHADWICK – Village Trustee Steve Schafer wanted to clear the air in the Chadwick board room, but the atmosphere soon became heated, resulting in the board calling for a special meeting July 13 to attempt to resolve several issues in public.

It started at the July 11 board meeting, where Schafer issued an apology to Trustee Talea Nelson, the board, and to Chadwick residents, for interrupting Nelson at the June 6 meeting.

He said he was caught off guard by some things that were said about the legal issues revolving around the village’s recently approved livestock ordinance that Nelson feels was directed at her and her husband Dean’s calves boarded on the north edge of Chadwick.

The apology quickly evolved to a 23-minute speech by Schafer that pointed out alleged miscommunication between Nelson, Trustee Karen Lief, and the board, newspaper articles in another paper reporting “different versions” of the facts and news that “was not true,” and several other items that Schafer wanted to bring out in public.

“The things that were said about that stuff were wrong, because it started with residents’ complaints,” Schafer said of the livestock ban.

“We tried to talk about the thing in executive session, then told we weren’t doing it right,” Schafer said, referring to the recent ruling from the attorney general’s office that said the board had violated the state open meetings act when it discussed the performance of Nelson and Lief behind closed doors.

Schafer referenced a recent police committee meeting and the hiring of new Village Police Chief Scott Marth, where he alleged the contract had been discussed and shared with the public before it had been approved.

“I’m bringing this stuff up because I’m tired of all this going behind people’s backs, and things being put in the paper that aren’t true,” Schafer said. “I think it’s a breach of the public trust.

Communication breakdown continues during special meeting

CHADWICK — The 45-minute special meeting held July 13 was no different than one 2 days earlier, by all accounts. In phone interviews Friday, four board members expressed their angst over the situation.

Steve Schafer, who called for the meeting after talking at length during the July 11 regular meeting, said what he hoped to accomplish at the special meeting didn’t happen.

“The meeting ended up a total disaster,” Schafer said. “It was nice given out that should not be. That’s a complete lack of professionalism and decorum.”

Schafer also said, quoting from the “Illinois Ethics Commission stuff that I’ll show everybody,” that he didn’t believe “it was the right for me or any of us on this board, without board authority,” to count the number of water meters replaced by the village and held in storage.

“This village has been arguing for 6 to 8 months over all this stuff, getting nowhere and accomplishing nothing, spending time and dollars on it,” Schafer said. “Our lawyer bill – and this is no reflection on Ed (Mitchell, village attorney) – for Open Meetings Act, Freedom of Information, Municipal League contacts,

for about 5 minutes, then it erupted into the same stuff as other meetings.

There wasn’t one single motion made. It was not worth having.

“The deflection mechanism was used quite a bit. I’m not sure that it didn’t just make things worse,” he said.

“It was a hunting expedition,” board member Talea Nelson said.

“They were looking to censure, or recall, Karen Lief and me. I followed up and researched the allegations made in Steve’s papers given to us Monday, and expanded on that during the special meeting.

“But before I got a chance to talk, Schafer said that he and trustee Rick Bosacki had tried to ‘walk the

conference calls, etc., we just spent 35 percent of our legal budget in the past 2 months with this stuff.”

“We need to be replacing sidewalks, fix roads, we don’t need to keep fighting about this, spending village money on it. We need to do something about it.”

Schafer referenced an attempt by the Village of Buffalo Grove to hold a recall election, due to dissatisfaction with board action and personnel; conflict of interest ethics statutes; and the recording of meetings by Nelson.

Citing the actions of Nelson and Lief, Schafer said, “Conflicts of interest have occurred, and in my opinion, a couple of resignations should be forthcoming. That would be the honorable thing to do.

Nelson said, in essence, they were “stacking the board” by no longer being impartial members.

She said both Bosacki and Virginia Brinkmeier said they were looking for the resignations of Lief and Nelson that night.

“I walked into the meeting with a 5-page speech and 25 copies of highlighted laws, ordinances, findings relating to things Steve brought up. When I had the floor, I was continually shut down, and everything I stated was argued.

Just because it’s a 4-2 vote doesn’t mean things haven’t been accomplished. If you believe that, then look at the committee chairmen. Karen and I have been taken off of all the committees.

Frances A. Schryver

MILLEDGEVILLE — Frances A. Schryver, 85, of Milledgeville, died Saturday, July 9, 2016, at Polo Rehabilitation Center.

Frances was born Sept. 1, 1930, in Chadwick, the daughter of Chester and Bertha (Kness) Kahler.

She married William Schryver on Nov. 28, 1964, in Rock Falls. She was employed at GE for 28 years, retiring April 1, 1993. She was a member of Dutchtown Church of the Brethren.

Survivors include her husband, William of Milledgeville; two daughters, Roxanne (Bruce) Francis of Milledgeville, and Kathie Reese of Lanark; three sons, Greg (Vicki) Miller of Milledgeville, Kim (Patty) Miller of Milledgeville, and Kevin (Debra) Miller of Lanark; nine grandchildren and 14 great-grandchildren.

She was preceded in death by her parents; and two sisters, Beth and Margaret Turney.

Graveside services were private. A memorial has been established. Arrangements were completed by Schilling Funeral Home and Cremation in Sterling.

Village responds to another allegation of an illegal meeting

CHADWICK – Another alleged violation of the Illinois Open Meetings Act has been brought to light in the village of Chadwick.

Village Attorney Ed Mitchell responded to a Request for Review from Assistant Attorney General S. Piya Mukherjee on July 1, due to a complaint filed June 6 by Trustee Talea Nelson.

The Public Access Bureau determined that further action was warranted.

Nelson’s complaint alleged that the board did not properly post the notice

48 hours in advance of its May 25 police committee meeting, during which an employment contract for the chief of police position was discussed with committee members Rick Bosaki, Steve Schafer and Virginia Brinkmeier, all trustees. The board had met May 23 for its monthly committee meetings.

In Mitchell’s written response, he said that the board held a series of committee meetings on May 23, which was properly posted.

“At the time of the meeting on May 23, it was decided to have a second police committee meeting

on May 25, ... to meet with the chief of police to discuss his contract with the village,” the letter said.

At that point, Mitchell said, Trustee Brinkmeier wrote in pen on the notice below the May 23 meeting information, then was “posted continuously until well after May 25.” He said the media was informed at 9 a.m. May 24.

Mitchell’s response included copies of both the handwritten notice, “that has faded as a result of being in the sun for several days,” as well as a copy of the notice which had been written over with a pen to make it more legible.

As of press time, the village had not been notified of the attorney general’s ruling.

In June, Assistant Attorney General Matt Hartman said that the Village Board violated the state open meetings act when it discussed the performance of two trustees behind closed doors in April. He advised the board to “more carefully cite the proper exceptions.”

The board acknowledged that its motion to go into closed session should have cited the pending litigation, and said it would be careful not to repeat the error in the future.

In an 8-month period, she said, Kness and Schafer have both changed bids on streets, sidewalks, and purchases, and that the rebiddings are what have caused the delays with village projects.

“It had nothing to do with Karen and I,” she said. “We aren’t stopping the work because I filed an OMA violation. That’s what angers them. I just ask questions, but all I get back is attitude and backlash from other board members because I speak my opinion, which is a new, different opinion. They’re angry about something that they can’t justify.”

“Steve Kness has asked me what I wanted to do for the village. I want to create an open and fair government. I want village residents to know what’s going on, and I want wasteful spending to stop.

But I can’t do anything.

They’ve taken me off committees, they won’t let me speak during committee meetings, they shut me down when I speak at regular meetings. So there’s not very much that I can do, but what I try to do and what I can do are two different things.”

THOMSON – Edward J. “Ed” Eubanks, 65, of Thomson, died Thursday, July 14, 2016, in his home following a brief illness. He was born March 9, 1951, in Sterling, the son of Loyde and Joan (Kaeser) Eubanks.

He graduated in 1971 from Milledgeville High School, attended Western Illinois University, and was a man of many talents. He worked at Northwestern Steel and Wire from 1973 to 2001. After retiring from NWSW, Ed pursued many ventures. He made willow furniture and hard wood furniture. He purchased a Timberking portable saw mill and established On Site Milling for 9 years. He met many great people while cutting their trees into lumber.

In his younger years, Ed enjoyed hunting, but fishing became his passion. He loved his time alone on the Mississippi River. Winter ice fishing was his favorite time to fish. He fished in 17 states, three countries and fishing in Sioux Lookout, Ontario was his favorite.

Sitting on the deck of his cabin on the Mississippi was a favorite past time. See You Tube “Paradise on the Mississippi River” for a piece of Ed’s legacy.

Ed was a trusted friend to many. He had a quiet sense of humor that was accentuated by his exceptionally bright mind. He would investigate and gather information to deal with life’s projects. He wished he would have pursued a career in engineering. He was great at fixing things that were not broken, as well as those that were. He was a member of the Thompson Bait Shop Men’s Club, where he made many good friends. He will be greatly missed by family and friends.

At the age of 50, the bachelor Ed married Paula Sharkey on Nov. 2, 2001, in Negril, Jamaica.

He was preceded in death by his father, Loyde Eubanks, and brother, Douglas Eubanks.

“We wanted to be able to get together without going through any other process, but there’s more to this than meets the eye,” Miller said. “It’s tough to say. We wanted to try to leave the past behind, but I don’t think that’s what they wanted to do.

“It’s pretty sad that a small town can’t get together. The board had a closed session about Karen and Talea, and that’s bad. But they held one about me once, but that’s OK. So if it doesn’t go Talea’s way, she goes to the attorney general.

“For all the years I’ve been on the board, we’ve had disagreements, but never like this. You might be mad when you left a meeting, but next day, you talked to everybody, and everything was fine. You win some, you lose some.

But don’t hold a grudge like they do,” Miller said.

“We try to do our best, like any small town. Sure, we make a few little mistakes, but we don’t do anything wrong or try to hurt anybody intentionally. It’s sad that this happened, but it’s not going to get any better. We

can hope for the best.”

Trustee Karen Lief agreed that nothing positive was accomplished Wednesday.

“But after the meeting was adjourned, Steve extended an ‘olive branch’ to start over to Talea and I. I don’t know if he’s honest about it, but I don’t think it’s right for the board to gang up on Talea and I, and point fingers,” Lief said.

She said she hoped the board can take the olive branch concept and move on to conducting progressive business in Chadwick.

“Things have been accomplished,” Lief said.

“But more could have been done by following rules and regulations. It’s not right to want to better the community, but then facing the prospect of not doing it legally, then having it taken away.”

She said there were about 10 residents in attendance, including Larry Williams, who, after listening to the debate, asked for the resignation of Schafer, saying that Schafer was the one instigating the problems.

Lief agreed that it hasn’t helped the cause by removing her and Nelson from every committee. She said she has been refused budget information from finance committee meetings.

“That’s public information,” she said. “I feel that by taking us off the committees, Larry has violated the village residents’ trust. They are the ones that voted for us, and aren’t being represented. It’s not just up to him to decide. We’re not elected for ourselves. It’s what the people wanted.”

he Carroll County Fair is just around the corner. If you have not signed up for the activities that we are sponsoring, please make note of the deadlines and be sure to get your registrations in on time!

I know we have all gotten very busy with life and hate to commit to other things.

We also have all become procrastinators, but we have deadlines for a reason. Lots of time and planning go into programs and for some programs we do need a minimum number in order to host it, like the Progressive Ag Safety Day. So if you are planning on sending your child, we do need to know by July 26! We greatly appreciate it.

Another summer of library programs is in the books. Our numbers seemed to be down a little but once again we know people are busy.

It is that time of year again for aerial spraying.

As you see the crop dusters out and about, here is some information for you on

what they are doing. They are spraying fungicide on crops.

With the addition of GPS technology, the planes are much more efficient and precise in their spraying, which allows them to spray without overdrift.

In a newly released study, the Crop Protection Research Institute says fungicide benefits to the United States are immense. The report, reviewed and endorsed by 38 commodity groups, including the National Cotton Council and United Soybean Board, says if left untreated, yields of most fruit and vegetable crops would plunge 50 to 95 percent.

“Fungicides are pesticides that kill fungi and bacteria,” said Leonard Gianessi, CropLife Foundation director and lead author of the report. “If they aren’t killed, the fungi and bacteria cause plant diseases. There are 20,000 different species that release spores and bacteria. These spores float around and must infect plants to complete their life cycles.”

SAVANNA — The Encore Players are well into their second year producing outstanding entertainment for the public. Last year’s successful productions, “Soldier, Come Home” and “The Killing of Pulford and Berry” showcased the exceptional talents of local actors under the direction of Savanna’s own Al Cairo.

“Their newest venture, Showbiz Potpourri, will find the audience tapping their toes to familiar

music and bring smiles to their faces as the actors perform a nostalgic tribute to entertainment in America,” said spokesman Jean Ferris.

Well into rehearsals, the cast is readying their performances for the weekend of July 23 and 24.

The Saturday performance will be at 7 p.m., and Sunday’s two performances will be at 2 and 5 p.m.

City OKs funds for bike bridge work, GPS system

SAVANNA — A pair of funding requests highlighted the July 12 Savanna City Council meeting, one for the inspection and design work of the Great River Bike Trail, the other for a system that will allow Public Works to map the water and sewer connections of the city.

Bridge inspection funds of $17,500 will go to Willett Hofmann and Associates, and will cover inspection of the bridge spans, which have been identified as areas possibly needing repairs.

Any potential problem areas will be documented, and the firm will coordinate with the two railroads, BNSF and I, C & E, to obtain access to the bridge, with the railroads providing barricades and flaggers to mark work areas as needed.

The firm will design needed repairs, as well as installing repairs. The firm will also assist the city with the bidding process, and provide construction engineering services.

The $16,500 funds will go to MSA Engineering and will permit the city to

do a GPS survey of each individual fire hydrant and valve in the water system, as well as every manhole in the sanitary sewer system in order to construct a digital map. The data compiled from this project will be downloaded to the city’s Geographic Information System, allowing Public Works to build the map from this data.

The Finance Committee approved changing the start time of the regular committee meetings to 6 p.m. instead of the current 8:30 a.m., allowing council

members who work to attend the meetings.

Mayor Tony McCombie appointed, and the council approved, Craig Hatteberg as the newest member of the city’s newly formed joint Planning and Zoning Board, for a one-year term ending April 26, 2017. She also sought and obtained the council’s approval to be a delegate to the Illinois Municipal League Conference Sept. 23-24, in Chicago. The mayor said that she will plan to once again stay at the residence of a friend to save the

taxpayers money.

Council approved an NPDES permit fee of $10,000, an annual fee which allows the sewer plant to dump into the Mississippi River.

Public Works Superintendent John Lindeman updated the council on the city’s multiple, ongoing infrastructure projects, saying it would probably be around one and a half to two weeks before Williams Brothers begins work on the new wastewater treatment facility, and that Fischer

He said Brandt Construction should be in town to begin work on the city’s street repair project sometime within a week to a week and a half. He said they would most likely start on the Fifth Street ramp area, and Brandt would be going door to door distributing literature to inform the residents when and where the traffic might be impacted, so as not to “landlock” anyone.

Board accepts $10,555 bid for Thomson school

MOUNT CARROLL — The West Carroll School Board formally accepted a bid for $10,555 from Brian Prowant of Savanna for the Thomson Intermediate School building at the board’s July 13 meeting. District Superintendent Adam Brumbaugh said the bids were opened at 2 p.m. on July 12, with two bids being received.

Voting to accept the bid from Prowant for $10,555 was Board President Jerry Anderson, Fred Tipton, Jamie McCombie, Jesica Edwards, and Jon McIntyre.

Bev Kilpatrick and Dawn Rath were opposed.

But not before hearing a proposal from Jim Bowman from Moline, with 3 C Consultants.

Bowman said he had been in the field of economic development for 25 years and was interested in the Thomson school building.

He said he’d been asked to look at the Northwest Illinois region for residential development opportunities

by Lisa McCarthy of Tri-County Economic Development Alliance.

Bowman said he’d been through the building twice with former Superintendent Craig Mathers and had a team of development professionals that were interested in developing it. They judged it had “great potential” for probably 35 residential units, while using the rest of the space for functions that would benefit both the district and the community. Bowman said the current vision was to have the gym as a fitness center.

“We see the building as being a new asset not only for the Village of Thomson but also for the region,” he said, citing the potential new jobs forthcoming at the Thomson prison as the “driving force” behind the growth, with the village, the

Edwards asked if he was hoping the project would occur within a TIF district, which the village did not currently have.

“We think it would need a TIF, yes,” he replied. He said he’d spoken with Thomson Village President Vicky Trager and said that he felt she was “interested in helping us working through that process of creating a TIF district.”

MOUNT CARROLL — Residents will definitely be seeing an increase in sewer rates, but just how much is still not known yet. At the July 12 council meeting, aldermen were again at odds about the amount of the increase.  But Mayor Carl Bates made it clear: A decision will be made at Aug. 9 council meeting. The council has been trying to come up with a solution that would minimize the increase for all residents, but at the same time, provide added revenue to pay for the new sewer treatment plant. Alderman Joe Grim suggested charging $3 per every 1,000 gallons of water with a cap of $18 monthly, but Bates was concerned about making the cap amount easy for Clerk Julie Cuckler to calculate.  “I like the idea,� Bates said, “but how do we add it? All I am asking is how do we capture that fee separately? This will create more work either way. I like the use more, pay more, use less, pay less option.�

Alderman Kevin Powers’ plan is to increase the

rate by 3-tenths of a cent per gallon, projected to generate an extra $135,000 annually. The per gallon usage would make the rate higher for larger businesses in town, such as the Good Samaritan Society. Some council members fear that could cause a financial burden. “There is no exact fair way to do this,� Alderman Kevin Powers said. “I have reacted and taken into consideration what people have mentioned to me. A large increase could cause undo pressure on businesses using a large amount of water.

Businesses like Good Sam are an asset to our community.� At previous meetings, Alderman Mike Risko and Powers have been at odds about the rate structure, but Powers said, “Mike and I are trying to find a middle ground.� Risko would like to see the city charge a monthly flat rate of $10 for every home, with the rate being reviewed in June 2017. “I think everyone is missing what I am trying to say. My goal when I started this thing was to make it fair to everyone. I was trying to incrementally move on up. Big cities

Miles Museum adds handicap accessibility to lower level

MOUNT CARROLL – Recognizing the need for handicap accessibility to the basement level of the Owen P. Miles Museum, the Carroll County Historical Society recently completed a project that will soon enable visitors to easily access the genealogical archives housed there.

“The Society is grateful to the Mount Carroll Community Foundation for a generous grant of $825,” said Anne Haliotis, board member and treasurer of the historical organization. “We thank Pati Johnson, too, for her grant-writing skill to seek this assistance.”

Haliotis said the foundation grant, along with a major donation from the Tim Miles Memorial Fund, and contributions by members of the CCHS, enabled the completion of the driveway added from the alley east of the museum to the lower level.

The new driveway to the basement research rooms of the Miles Museum will enable the public to easily access the museum’s archives.

“Erickson Paving did the road work, which is a gravel driveway in keeping with an 1873 home. We hope to keep everything as close to historical as possible,” she said.

Haliotis said the museum is a repository of plat books, historical data, cemetery records, census records, obituaries, funeral home records, and an extensive collection of local

On display for the summer are selected works from members of the Palisades Art League. She said the PAL was formed in 1961 to promote art and its appreciation in the community.

“We welcome visitors to this special exhibit,” she said.

Sinnissippi Centers continues to offer services in spite of the lack of a state budget

MOUNT CARROLL — Since 1966, Sinnissippi Centers has provided quality, coordinated and responsive care to individuals, families and communities in Carroll, Lee, Ogle and Whiteside Counties, with offices in Dixon, Sterling, Oregon, Rochelle, and Mount Carroll, as well as through designated schools, medical facilities, and work sites in the four county area, and at four supervised living apartment sites.

But is facing difficulty because of the ongoing Illinois budget crisis.

Pay Now Illinois, a coalition of 64 Illinois-based human and social service agencies and companies including Sinnissippi Centers, sued Illinois Governor Bruce Rauner and the directors of six statewide agencies in May, seeking immediate payment, in full, of more than $100 million owed for work performed under contracts that date back to July 1, 2015, the beginning of the state’s current fiscal year.

In a detailed timeline of activities surrounding the Illinois budget approval process, the suit makes the case that funds were appropriated to pay the contracts, but the governor’s action to veto appropriation bills blocked payment to service providers who had signed contracts.

“We’ve had a tough year,” said Sinnissippi President and CEO Patrick Phelan.

“We lost two very critical grants last year in July. With the non-budget that was implemented in 2015, we lost about a $350,000 grant that supported psychiatric services, and then a little over $200,000 that supported folks who are uninsured

The centers also have just over $1.2 million in grants they still haven’t received.

“We have not been in any immediate danger over the last year,” said Phelan.

“Several of our partner organizations around the state have had to close and there are others that have really struggled. It’s been a year of watching our pennies and saving every place we could, but we still maintain a bit of cash in the bank.”

It appear that with implementation of the stopgap budget Sinnissippi will begin to receive a portion of the outstanding $1.2 million owed.

“We don’t know if that will be 60 percent or 80 or 100 percent,” Phelan said.

“We are awaiting the details, but with that influx of cash it’s going to keep us pretty viable for the near future, and by the near future I mean through the next fiscal year. Of course, we would like to see 100 percent of those grants come in and a budget passed for fiscal 2017 so the money would keep flowing and we will not be in the same position a year from now where we are wondering if we are going to get paid.”

In spite of the continuing dilemma with the Illinois

budget, Sinnissippi Centers have maintained 99 percent of their services.

“We did lose one of our prescribers that is mid-level with a physician’s assistant who prescribed medications for folks, and we were unable to recruit somebody else at an acceptable cost,” said Phelan.

“We are continuing to recruit for a replacement, but we are currently down a little bit in our psychiatric services.

Otherwise, we are pretty close to maintaining our previous levels of service.”

The leadership at Sinnissippi Centers saw what was coming in February of 2015 and took a close look at all of their expenses and all the ways they generate revenue, so they had a plan

in place in advance of the state budget stalemate that arrived in July of that year.

“We made the right decisions and we are continuing to operate,” Phelan said. “There is a lot of potential for the future and it’s sad that we have to worry about when the checks will come so we can keep the doors open, but there a couple of exciting things on the horizon.”

He said Rauner brought together the human services department heads and commissioned them to transform health care in Illinois. Knowing that behavioral health care, mental health care and substance abuse impacts everything else so dramatically, that group decided to start the transformation with the field served by Sinnissippi Centers.

this current fiscal mess is planning that is better than anything that I’ve seen in my career,” Phelan said.

He is one of two CEOs of behavioral health services asked to join a newly formed work group that will begin the processes necessary for the transformation this week in Chicago.

“I really see a lot of promise there, not only for funding, but for righting a lot of the inefficiencies

that have existed in state funding for a long time,” he said. “I think we’ve got some good days ahead of us and we are really looking forward to being able to expand again.”

Expansion plans include working with the center’s partners to do care coordination in their clinics, adding substance abuse services, and implementing those cutting edge care services that require considerable capital.

“The partnerships between our area agencies are key and have been for many years,” said Sinnissippi Centers’ Marketing Coordinator Andrew Jackson.

Coming home to family, friends, economic development

LANARK — In his book entitled “You Can’t Go Home Again,” American novelist Thomas Wolfe wrote, “Some things will never change. Some things will always be the same.”

But Jay Van Matre proved him wrong: You can go home again, and it’s pretty special to be a part of the unbroken circle of sameness.

“I remember this building, my office. When I was my kids’ age, riding my bike or skate board up town, stopping in for a snack at my aunt’s office (formerly Lenore Schrader Realty), hanging out at the office, then going on to play with friends,” said Van Matre, owner of Van Matre Insurance, on the corner of Broad and Locust streets in downtown Lanark.

“Now, my kids are doing the same thing. Walking up here with Mom, or riding their bike’s for a visit with me. It’s neat to see that circle. I never thought that my career would bring me back to this same office.”

The agency opened its doors Oct. 1, 2014, one of the seven new businesses to

A 1996 graduate of Eastland High School, Van Matre majored in music, but after school, he decided to try his hand in another area that he loves: he was a golf pro for 13 years. That career led him to Bloomington for three years, and almost three years in New Orleans before Hurricane Katrina hit. Then they moved to Madison, Wisconsin before

re-establishing roots in Lanark.

Van Matre and his family moved to the Lake Carroll/Lanark area two years ago. He had been working for a supplemental health insurance company, traveling to 16 different states, interviewing, hiring and training insurance agents.

“I would leave Monday morning and not get home until Thursday night. I was looking for something local when we decided to set our roots in Lanark,” Van Matre said.

“Things just fell into place.

We were coming home a lot, visiting family. It seemed like we were always coming home to relax. We thought, ‘Why not just move back?’

It was a good time for it.”

When the opportunity to become an agent and leave the traveling behind, he took it.

“It’s exciting being in downtown Lanark. There’s a lot of forward movement in Lanark. Talking to people in surrounding towns, they have noticed that there’s a lot happening in town.

Maybe to us, the people who have lived through it, it doesn’t seem like overnight

changes. But people on the outside looking in see greater changes than we do. It’s neat seeing new businesses, and the new faces that brings,” he said.

Being home again in Lanark, Van Matre wants to be more than just a resident.

“I was never active in community action or politics before. But moving back, when I see policies that concern me, I find it easy to get involved. For the most part, Lanark has a lot of people wanting to do a lot of good things for the community. Those voices need to be encouraged.”

Within the last few months, Van Matre’s business has grown to the point where he has added two employees. Life-long Lanark resident Jason Ruble was hired as an agent, and Melissa Medler as office manager.

Van Matre and Ruble are primarily agents for American National, offering home, auto, farm,

business, corporate, and life insurance, and annuities.

The company offers rebates and discounts if you don’t make a claim for a year, or if you are a Lake Carroll member or part of the Jo-Carroll Electric Cooperative.

“And we’re constantly adding new businesses and associations to that.

We offer everything.

It’s the fourth largest insurance company in the United States, so there are departments for every type of insurance,” Van Matre said. “Our office hours are basically from 9 to 5, but whenever customers need to meet with us, we’ll be there.”

Van Matre and his wife, Altovise, live in Lanark with their two children, Kaya, 8, and four-year-old Kingston.

He said it could.

Bowman said he would be able to take ownership “immediately, as soon as we know it’s financially feasible , ... we would purchase the property.”

“You’re wanting us to cancel our bids ... on your word that you’re maybe interested in buying it?” Tipton said.

Bowman said he was just proposing a 30-day moratorium, not canceling

the bids.

He said the cost to the district would be the time and the risk that the bidders would no longer be interested in the building.

Tipton asked if he’d be willing to put up earnest money for the building and Bowman said he was.

Tipton said while he wasn’t sure what type of numbers Bowman was waiting for, the district had an offer now.

“You don’t have any idea what you might be willing to pay for it to make it worth us to wait”?

Kilpatrick asked if Brumbaugh knew the bidders’ intentions for the building, and he replied both seemed to indicate an interest in making it into apartments, either for elderly or to house small businesses.

Kilpatrick said one of the bidders, George Duncan of Gold Nugget Properties LLC in Richmond, Missouri, whose bid was for $6,100, seemed to acquire a lot of old schools, according

to her research, though there was scant information about what he had successfully done with them. She was not familiar with Prowant.

“I’m not looking for more money; it’s not moneydriven. It’s what is in the best interest of the community,” Kilpatrick said.

“The two bidders played by the rules that we set forth in our advertisement,” Tipton said.

Edwards agreed, saying there was ample opportunity to submit bids and that it would not be fair to fail to take action on the two bids they had. She said that the district had no real control over what the person with the winning bid did with the building.

MOUNT CARROLL – Barely in recovery from its recent astonishing show, “Rock of Ages,” Timber Lake Playhouse opened its fourth show, “A Funny Thing Happened on the Way to the Forum,” Thursday evening. The musical comedy is based on the plays of Plautus.

We turn our attention to the ancients, but it hardly matters because the Romans apparently had slamming doors and mistaken identities; all the ingredients of a ridiculous farce. First, the book by authors Burt Shevelove and Larry Gelbart; then, music and lyrics brilliantly designed by Stephen Sondheim.

Line by line, song by song, the script delivers one laugh after the next. While you laugh at one, you risk missing the next. Often called the funniest show ever written, it is more than jam-packed with a polyester superciliousness pitted against sappy prose and goofiness on steroids – all uttered by characters at odds with their own names.

The wide range of shows this season has showcased tremendous versatility at TLP. Chandler Smith, for instance, was raucous and bawdy as Lonny in “Rock of Ages.” Give him a haircut and put him in a white toga and he turns into sweet-faced Hero, smitten and over-refined. Kieran McCabe also was an ego-infested rock star mincing through hip gyrations in the last show. His transformation into Ancient Senex, a soft-hearted sap, is wonderful, especially in the

With just 39 days to go, it will again soon be high school football season. The preseason questionnaires will go out this week and we’ll be bringing you the latest from this year’s area varsity teams as soon as we start receiving the responses back from the area coaches.

The Amazing Refuge Race may be for you. The event starts at 9 a.m. Aug. 13 at the Ingersoll Wetlands Learning Center, located at 7071 Riverview Road in Thomson.

Pam Steinhaus, visitor services manager at the Upper Mississippi River National Wildlife and Fish Refuge of the U.S. Fish and Wildlife Service, said prior to the race, an introductory GPS course will be offered at 9 a.m. to learn how to use the unit. The race begins at 10 a.m. and conclude around 1 p.m.

“Sound like fun? You may bring your own GPS unit or borrow one for the day,” Steinhaus said.

Teams will be given a set of coordinates for a specific location which they will find using a handheld GPS unit.

“Once at that location, teams must work together to complete a task. When that task is successfully completed, teams will receive the next set of coordinates for the next location. Those who finish all tasks and arrive at the finish first, win!” she said.

Registration is required for the race. A team is comprised of a minimum of 2 people and a maximum of 6. Teams will be driving and walking to get to their designations.

LENA — Eastland High School golfer Grace Norton of Lake Carroll shot an opening-round 43, then cut off 8 strokes on the back nine for a total of 78 to take the 16-18-year-old flight at the Wolf Hollow Junior Classic golf tourney July 12 in Lena.

The demanding 6,408-yard Wolf Hollow Championship course tested the EHS senior golfer’s shot-making skills, but Norton loved the challenge.

“There were four of us in the flight, Kaley Mumma from Byron and two girls from Lena and Stockton,” Norton said.

“I’ve golfed with them before, and it was fun to have good competition.”

Mumma finished tied for second with an 80, so it was a close tournament.

“I’ve played in a few summer tournaments against Kaley, and we’ve gotten to know each other pretty well, and have become friends. We push each other, so it’s always nice to have competition like that,” said Norton.

She said the summer tournaments help her to “be in a good place” to start the high school golf season in August.

“I didn’t do a ton of summer golf last year, which made it harder to get back into it. Being in the summer tournaments have

SAVANNA — The Rotary Club of Savanna recently named Tony McCombie as its 2016 Service Above Self recipient.

“The award recognizes an individual from the Savanna area for their volunteer work to make a positive change for others and our community,” said Rotarian JoEllen McCaskey.

McCombie is a 1990 Savanna High School graduate. She owns Blue Appraisals LLC, is a real estate broker for Mel Foster Realtors, and is the mayor of the City of Savanna. She is involved in several local projects and committees, such as the Shadfly Festival, Savanna MAPPING, Chamber of Commerce, and the Northern Illinois Mayors Association, to name a few.

“Tony is a role model for volunteerism.

She believes in Savanna and will forge ahead to get things done,” said Rotary President Bob North. “Tony is currently running for state Representative for our District 71 in hopes of the opportunity not only to serve, but to instigate change that will benefit all the communities in the district.”
