Church uses ‘workation’ to complete 38 projects Volunteers’ work patterned after Alaska mission camp

LANARK – Contrary to rumor, Lanark was not the site of an attack of orange-shirted aliens during the third week of June. In fact, the group was the 1BRO team from First Brethren Church of Lanark, volunteering their free labor and attacking 38 home improvement projects throughout Lanark, Mount Carroll, Savanna and Milledgeville while on “workation.”

William Iske, project chairman, said the work began the morning of June 13 and continued through noon Saturday, June 18, followed by an evening potluck meal for host and volunteer families.

“At the potluck, we showed a video recap of the different projects and thanked host families for their participation and cooperation in this inaugural venture,” Iske said. “We had 36 volunteers who contributed just under 1,000 hours of labor during the week, probably the single largest event ever created by our congregation.”

The Gallentine family, Paige, Madie, and Jeff, are hard at work cleaning up a yard. Mom Elaine was also a volunteer, but is not in the photo. in which First Brethren has had 10 to 12 participants each of the past 3 years.

Iske was in the Alaskan program last year with his youngest son, Jett. His two oldest boys, Jacob and Grant, have participated for 3 years, while his son, Gage has gone twice.

“Coming back from that experience, and reflecting on the week, we needed to do something of this nature locally,” Iske said.

“That’s part of missions, is having that experience, then touching individuals within your daily life.”

The daily schedule started with morning breakfast and devotions at the church, led by the Rev. Claire Lathrop, pastor of First Brethren Church. Volunteers packed their own lunch bag before

heading to their appointed site for the day, with transportation provided to and from for the 3- to 8-person teams.

“On the hottest days, Ron Rogers headed GO4, making multiple stops to deliver cold water for workers,” said Floyd Roberts, one of the program coordinators.

“Ron drove almost 200 miles on water runs. Most work breaks were ignored, as workers kept focus on accomplishing as much as possible.”

At the end of each day, the volunteers were returned to First Brethren for a time of sharing and a light supper.

Iske reminded everyone that the object of the program was taken from the Bible’s Book of James:

“You must love and help your neighbors just as much as you love and take care of yourself.”

“Helping others is truly an example of service to God,” Iske said. “We don’t need to be the ‘best’ painter or carpenter, or the strongest worker, to be doing His work. The real goal of this project was to strengthen relationships with each other, and make new friends.”

Said Roberts, “That goal was accomplished as bushes were trimmed, and trees cut, split and delivered; garages and houses were painted, and one garage torn down; gutters cleaned, roofs repaired, a porch fixed and painted, and other general maintenance that the resident couldn’t do

708 Board meets with seven grant applicants

MOUNT CARROLL – The Carroll County 708 Community Mental Health board heard presentations from all seven applicants requesting funds from the board’s 2017 budget.

The 708 Board will review the grant applications, prepare its budget for 2017, and discuss apportionment of funds at its Aug. 16 meeting.

The board is the mental health authority of the county government operating under the provisions of H.B. 708, Illinois Revised Statutes, also known as the Community Mental Health Act. Each year, levied funds are distributed to provide services for residents of Carroll County experiencing mental illness, developmental disabilities, substance use disorders, and others whose mental health is negatively impacted by social and/or environmental conditions.

The 708 Board recognizes trauma – domestic, sexual, and emotional – as additional areas of concern.

The agencies applying for funding in Carroll County are Rolling Hills Progress Center, Sinnissippi Centers, Riverview Center, Court Appointed Special Advocates, Tyler’s Justice Center for Children, Lutheran Social Services of Illinois, and the Carroll County Substance Education Coalition.

Rolling Hills Progress Center in Lanark is an industrialized workshop for the developmentally disabled that functions as a light manufacturing

company emphasizing completing assembly and packaging contracts for the government as well as commercial industries.

Those services are available to anyone affected by intimate violence and their non-offending significant others.

Court Appointed Special Advocates of the 15th Judicial Circuit in Carroll, Lee and Ogle counties, is a nonprofit, volunteer organization that advocates for the best interests of abused and neglected children with the Juvenile Court system. Volunteers spend time with the children, families, teachers, therapists, and medical professionals to collect information that helps the judge make the best interest decision for a safe, caring and permanent home for each child.

Tyler’s Justice Center for Children serves as a central location for intake, investigation and followup for all sexual and/ or serious physical child abuse victims, ages 0 to 18, in the tri-county area of Carroll, Jo Daviess and Stephenson counties. The center works closely with law enforcement, DCFS and the state’s attorney’s offices in each of the three counties to form a Multi-Disciplinary Team.

Serving Illinois since 1867, Lutheran Social Services of Illinois is a statewide, not-for-profit social service organization of the three Illinois synods of the Evangelical Lutheran Church in America.

LSSI is the largest social service provider in the state, and last year served 73,000 people through 190 programs at 85 sites across Illinois, and provides critical programs for the state’s most vulnerable residents.

The Carroll County Substance Education Coalition is an alliance comprised of local law enforcement agencies, community organizations, individuals, parents, youth, schools, media, religious and fraternal organizations working together to reduce substance abuse and underage drinking in Carroll County. The coalition works closely with Students Against Destructive Decisions – SADD chapters – in all three of Carroll County’s high schools.

The Prairie Advocate will visit each of the facilities during July and August as the board reaches its appropriations decisions.

STOCKTON – Tyler’s Justice Center for Children is dedicated to lessening a child victim’s trauma by providing a sensitive, collaborative response to the investigation, prosecution and treatment of child sexual abuse and serious physical abuse cases.

“Tyler’s Justice Center is named after a little boy, Tyler DeBord, who was killed by a household member,” said Tyler’s Justice Center Executive Director Missy Lyons.

According to court records, during the night of March 31, 2000, Tyler, who was

2 months old, died from a head injury suffered while in a family or household member’s care.

Tyler’s Justice Center was opened in 2002 by then Jo Daviess County States Attorney Glen Weber.

“We get referrals from law enforcement or the Department of Children and Family Services and we then work with the family and those agencies involved, getting them all together to do an interview,” said Lyons.

FULTON — Russell N. Garrett, 86, of Fulton, died Thursday, June 30, 2016, at his home.

Russell was born May 23, 1930, in Breckenridge, Minnesota, the son of William and Zelma (McDougal) Garrett. He married Dorothy Dahlberg on July 29, 1950, in Breckenridge. She died in May 1999. He was employed at the former Northwestern Steel and Wire Co. in Sterling, retiring as a superintendent after 36 years of service.

Surviving are three daughters, Ginger Witt of Marshfield, Wisconsin, Bonnie Johnson of Rock Falls, and Opal (Randy) Kleckler of Milledgeville; one son, William (Kathy) Garrett of Morrison; one sister, Janet (Lark) Perry of Sterling; and many grandchildren, great grandchildren, greatgreat grandchildren and stepgrandchildren.

He was preceded in death by his wife, his parents, four brothers, three sisters, and one granddaughter.

SHANNON – Living in a rural community, when an emergency situation calls for immediate, critical, life-saving support, local personnel utilize the services of medical helicopters. Normally, they have to land in grassy, rough terrain, or sometimes even on the road.

But no longer. In the wake of the tragic loss of a REACT helicopter flight crew 4 years ago, the village of Shannon has made it possible to provide a safe and proper area for landing, and also for training, in Lions Park.

A bright, beautiful sunny Sunday made the perfect setting for the touching dedication ceremony of the Dillow Pad, an all-weather multipurpose training pad, dedicated in memory of former Shannon resident, James Dillow, and crew members Andy Olesen and Karen Hollis, who lost their lives in the line of duty in 2012.

Hake was about halfway through 2 years’ probation on drug-related charges in Coffee County, Tennessee, when the shooting happened, court records show.

“We do taped forensic interviews that are basically child sensitive.

We talk with the child.

We don’t badger the child; rather, we approach the situation sensitively and with compassion, so as to not further traumatize the child, but at the same time, we gather enough information to prosecute the case.�

The interviews are recorded under strictly controlled conditions, so the child will be saved from revisiting the trauma. “Once a child comes to the center and tells their story, ideally they should be finished and able to move forward in their lives without the agony of revisiting the trauma as the case works its way through the courts,� Lyons said. “There are times with these cases take years to get through our court system and we see no reason for a child to repeatedly revisit the crime.�

She said further services are provided for the victims and their family once

the initial interview is completed. “We can connect them with counseling,� said Lyons. “We don’t provide counseling at the center, but we have linkage agreements with area sexual and physical abuse programs and refer victims to those facilities. We do everything we can to assist the children and family.�

Some of the Tyler’s Justice Center funding comes through a DCFS contract. “Getting paid by the DCFS is a little touchy right now, but I can say as long as they are getting paid, we are getting paid,� Lyons said. “We also utilize 708 Board funding and local grants,

but actually, about half of our funding comes through donations and fund raising activities.�

She said there is more to the 708 Board and its processes than funding. “The 708 Board provides what we see as a real networking opportunity in that we are able to meet with other agencies working in similar areas to bounce ideas around the room and exchange referrals,� said Lyons. “We work with almost every agency in the area and when new ones arrive on the scene the 708 is often our first real opportunity to meet and start working in support of each other.�

Delinquent real estate tax auction offers 59 properties Prairie Advocate staff

MOUNT CARROLL – Carroll County has completed its tax deed proceedings on real estate properties that were delinquent for 2012 and prior real estate taxes. The county, as trustee, will offer for sale the real estate obtained to the public.

Approximately 59 parcels will be offered through a sealed bid auction sale. All sealed bids must be in the Carroll County Treasurer’s office in the Carroll County Courthouse, no later than the close of business on July 22.

“The sale of these lots should be a major benefit to both the taxing districts and the neighboring property owners,” said Carroll County Treasurer Diane Powers. “This sale will place the properties into the hands of individuals who have an interest in owning them.

The county hopes that these new owners will both maintain the property and keep the real estate taxes paid. By eliminating abandoned properties, the appearance of the neighborhood should improve and the value of adjoining properties should increase.”

The required minimum bid is $650 per item. All items will be sold to the highest sealed bid received on or before July 22.

“It has been a journey,” Ruter said. “This idea was conceived before the horrible accident, but that brought it to be. We brought in 150 loads of dirt with the help of a lot of people, 64 loads of concrete were poured in just a few hours.

We had unbelievable volunteers.”

Worries about funding for the pad were short lived. As the project started, money came in, with a little extra left over for maintenance.

“It’s unbelievable when you have a good cause. The people will come out,” Ruter said.

James and Janice Dillow spoke about their youngest son, noting his love and pride for his family, and his fun, light hearted nature.

“He loved his kids. He was really proud of them” Jim said.

“He was quite the family

man. He made everything fun, and enjoyed life. He loved his job. He would be so honored.” Janice added.

Fluhr said the hopes were that this cost would be “nowhere near $50,000” but that the first proposal from Fischer was close to $46,000. He said details were still being worked out, and that other, more costeffective options, were also being explored.

Water/Sewer/Refuse/ Streets and Alleys Committee Chairman Bill Robinson said he had spoken with Public Works Superintendent John Lindeman about running the connection through the sewer plant, but that could mean a million gallons of water a day running through the plant. He said this was not practical because all of this water would have to be treated.

SAVANNA — A payment of up to $50,000 to Fischer Excavating for a change order related to its wastewater treatment plant project was approved by the Savanna City Council pm June 28.

MSA Engineer Jared Fluhr said his firm had been working on getting Fischer back in town to complete pipe work, mainly the effluent pipe from the new treatment plant on Oak Street to the old site by the river. He said MSA told Williams Brothers Construction, which has been contracted to build the physical plant, that Fischer would be tied into the storm sewer, which would allow Williams Brothers to “de-water” the new site when it comes to town in a couple of weeks.

MSA proposed tying this existing effluent pipe into the storm sewer that runs from the highway past the marina. In order to facilitate this, Fluhr said, a

“It would just be part of the treatment plant process,” he said.

Fluhr added that a preconstruction meeting was held with Williams Brothers on June 22, and that they will be at the site within two to three weeks to begin the de-watering process. He said that Fischer planned to return to town next week to begin the piping work, and to finish up with sealcoating Bowen Street, and that Brandt Construction, who was awarded the contract for the city’s street repair project, was planning to begin “sometime after the Fourth.”

New meeting time

The council unanimously approved waiving the first reading, and approving the second reading, of an ordinance that would change the start time for the regular council meetings to 7 p.m. instead of 7:30 p.m.

The monthly schedule will remain the same; the 2nd and 4th Tuesdays of each month.

Wacker Road

The council passed a resolution of support for the Wacker Road sidewalk project; the city has already obtained grant funding from IDOT in the amount of $1,235,035.

The city also submitted an EDA Public Works grant application on June 12.

While this application was not awarded, the city then resubmitted an application based on new grant guidelines in January 2016.

The city received word that a couple of extra items were required on the application; they responded and revised the application in April of this year.

The city’s grant application request was increased to $1,515 million; the city’s portion being $509,000 and the $1,235,035 from IDOT. The resolution committed the required matching funds from the city to the project.

Bond refinancing options will benefit taxpayers August. These funds can be financed in advance of the call date, but to do so involves putting money in escrow with a bank, where it sits and earns interest between now and the call date.

Right now, Nobel said, those bonds would earn under one percent, but the bonds that are being refinanced are earning 7.75 percent or close.

MOUNT CARROLL — The bond refinancing options for the West Carroll School District should be a win-win situation for the taxpayers of the district, according to Anne Nobel of Stifel, Nicolaus and Company, Inc., a financial securities holding company, who addressed the board regarding their options for refinancing district bonds.

Currently the district has five sets of outstanding bonds, four of which were sold in 2008. These four bonds are now at a 7.75 percent interest rate. The 2016 Working Cash bonds, sold last year, are also outstanding bonds.

City closer to approving sewer rate increase

MOUNT CARROLL – After spending the past few weeks going back and forth on a sewer and water rate increase, the City Council seems to be leaning toward an increase by the gallon, rather than a flat monthly increase.

Councilman Kevin Powers proposed a plan to increase the rate by 3-tenths of a cent per gallon, projected to generate about an extra $135,000 annually based on 2014 water usage figures.

The potential benefit to customers, he said, is that those who use less would pay less.

“The largest users of water and sewer service would pay the most,” he said. “This is a pay-your-share-of-yourusage proposal.”

He added that the plan

would lessen the impact on residents who stick to a fixed or lower income.

Depending on what is generated, after the first year, the sewer rate could be doubled to 6-tenths of a cent per gallon, which would generate $270,000 a year.

The money generated would help pay for a new wastewater treatment plant.

The city’s aging plant no longer meets Illinois Environmental Protection Agency standards. How much a new one will cost, where it will be, and when

Because of the low interest rate of the escrow, as it gets closer to the 2018 date, the savings get better and better.

“Based on current interest rates, the district could see a savings of $1.7 to $2 million, which would be a savings for the taxpayer, and would not affect the district budget at all,” Nobel said.

The “present value savings percentage” for such a move would be 16.5 percent; the industry standard says that if refinancing leaves you at least 3 percent, it’s worth doing.

She said her firm was recommending splitting the three financing

opportunities into two, refinancing half the bonds this year, and half the next.

“Waiting a year on some of the bonds will flip them to tax-exempt status,” Nobel said. “All the bonds totaled together, when refinanced, are about $9.5 million per bond, or most of the district’s debt.”

The bond levy is completely outside the district’s operating budget, she said. The funds that flow to the district because of the bond levy may only be used to make a bond payment.

Two options face the board, both of which would see them refinancing some of the bonds this year and some of them next year, when the bonds become “callable.”

approximately the same each year until the loans are paid off, but it would cut off the last two years of the term, paying them off by 2026.

The second option would see the levy rate gradually lower each year until the loans are paid off at the end of the term in 2028.

The first option would save the taxpayers more money, but they would not see this benefit until 2026.

The second would still save the taxpayers a great deal of money, seeing a gradual relief each year until 2028.

“We don’t want to make a decision just to make it look better,” Board member Fred Tipton said.

“We want to make a sound financial decision.”

A decision will be made at the July 20 board meeting.

“Right now, we don’t know how we are going to pay off the loan,” Councilman Doug Bergren said. “That is something we will talk about.”

Once the IEPA approves the loan, the project would be put out for bid, most likely in the fall, said Sharon Pepin, owner of Community Funding and Planning Services in Stockton, who

is consulting for the city.

LAKE CARROLL — Supporting Eastland High School athletics for over a decade, the Eastland Sports Boosters are hosting its 111th annual Cougar Open golf outing on Saturday, Aug. 20 at the Lake Carroll Golf Course. Registration begins at 11:30 a.m., with a shotgun start at 1 p.m.

Jen Sturtevant, one of the outing organizers, said the price includes 18 holes of golf, scramble-style, with cart, lunch and beverages on the course. “The event also features dinner and awards, live and silent auction and a live band for your entertainment,� said Sturtevant. “We have t-shirts for all participants at sign-in and many more prizes and surprises.�

The Democrats better wake up before their lustrous leader, Michael Madigan, breaks the state. Why is it when they say there needs to be compromise, it is “code� which really means the Republicans need to move to the taxand-spend left? I just read a report from the Southern Illinois University of Carbondale’s Paul Simon Public Policy Institute.

Professor John Jackson states that two of the best governors in Illinois were Richard Ogilvie, who initiated the state’s first income tax, and Jim Edgar, who worked to make a temporary tax increase permanent. Spoken like a true progressive public union employee, awaiting a goldplated pension. The Democrats want to pass a budget that is $7 billion dollars short. Their only

answer, as usual, is to raise our taxes. No wonder those in the private sector and manufacturing are leaving Illinois like rats from a sinking ship. Then who will be left to provide the tax base? I am happy to report that I have talked to a few teachers and Illinois highway workers who get it. I hope there are enough of them who will stand up against their public union and support Governor Bruce Rauner, who said to send him a balanced budget - and he will sign it. The public union must go to a 401 K-style donation pension system (like those in the private sector), or their $100 billion pension debt will eventually be bankrupt. Then they will have to settle for pennies on the dollar, like Detroit did.  Bill Dietz Lena
