Eric Dahlman sworn in as Ward One alderman By MICHAEL MILLER For Shaw Media

SAVANNA – Eric Dahlman is Savanna’s new Ward One alderman, having been duly sworn in at the council’s July 26 meeting. Dahlman replaces Peter King, who resigned because of relocation. Dahlman was appointed to two committee vacancies created by King’s resignation, the Ordinance Committee and the Personnel Committee. The council also approved a resolution to confirm its application to the Illinois Department of Transportation to fund a feasibility study to extend the Great River Bike Trail. It also approved a request for TIF funding from the Baggers tavern on

Main Street, which will pay the business over a period of five years, at $3,270.89 per year, a total of 16,354.45, which is 30% of their estimated renovation costs of $54,541,88. A request for TIF funding from Sippy Side, the new business at 701 Main St. (old Pizza Hut location), for $230,000, or 25% of estimated total cost ($920,000), totaling $19,166.16 per year over a period of 12 years, also was approved. Alderman Deb Long voted no on the Sippy Side TIF request. Members Tevan Hartman and Jeff Griswold were not present for the meeting. In other action, the council: • Approved a “safe harbor” resolution that will allow the city to continue

operating with eight alderpersons, despite the most recent census results, which put Savanna’s population under 3,000, which by code would have limited the number of alderpersons to six. The council also has agreed to form a committee to revisit the accuracy of those census numbers. • Approved a bid for the 2022 roadway improvements for $510,103.04 from Martin and Company from Oregon, Illinois, subject to approval by the Illinois Department of Transportation for use of MFT funds to finance this project. They also gave the mayor the power to act if this approval comes through. • Approved an ordinance authorizing the disposal of municipal properties, specifically a 2004 3/4 ton Chevy

Suburban, a 1984 Custom Plate Boat and motor and a 1991 GMC Top Kick Tanker Truck, all from the fire department. These actions will help finance the acquisition of the new 2022 GM Command Vehicle for the fire department. • Heard a report from Public Works Superintendent Brent Corey that only 7% of Savanna’s residents have currently returned the lead water pipe replacement survey, with Mayor Val Gunnarson and the council discussing ways in which to increase participation. Gunnarson again emphasized the health and safety aspect of replacing lead water lines and how rare it is for the state to completely finance this effort.

Timber Lake Playhouse gets $200,000 tourism grant DCEO will focus on supporting downstate festivals in next round By KATHLEEN A. SCHULTZ kschultz@shawmedia.com

MOUNT CARROLL – Organizers of downstate festivals and other tourism attractions are invited to apply for a share of $15 million in matching state ARPA funds meant to help repair damage done to the industry by the pandemic, the state said in a news release. The Department of Commerce & Economic Opportunity’s Tourism Attraction and Festivals Grant program was created a year ago in August. Timber Lake Playhouse is among the 41 recipients to benefit from the first round of grants. It was awarded $194,796 to help pay for its five-year, $1.4 million remodeling project, which it began in 2019. It includes making the buildings winter-resistant. New housing, rehearsal areas and dining facili-

ties also are part of the renovation. In this second round, which prioritizes downstate communities, $5 million in American Rescue Plan Act funds will be reserved for festivals, while the rest will support a broad range of other tourism-related projects, such as attractions, museums, live performance venues and more, the state said in the release. Applicants must submit matching funds “with the goal of attracting additional visitors to localities and events, thereby supporting local hotels, restaurants and businesses” the state said in the release. “Through the revised approach for the second round of funding, the state is ensuring localities and tourism entities hardest hit by the pandemic receive additional support.” Localities, tourism and festival businesses, and entities can apply for grants of up to $500,000 that may be used to establish and enhance tourism attractions or festivals. Applications will be accepted until Sept. 23. For information, go to www2.illinois.gov/ dceo. In the first-round funding, $10 mil-

lion was met with $16 million in matching funds, which supported 41 projects. Awards ranged from $11,500 to $562,500, with an average award of $243,902 for a total of $10 million, the state said in the release. In order to be selected, each applicant demonstrated how the award would help businesses in the sur-

rounding area, as well as the project’s ability to attract visitors for overnight stays. Projects scored higher based on proximity to commercial corridors and services such as hotels/motels, restaurants, retail and other commercial operations, the state said in the release.

With a 25-pound box of peaches, there is a lot you can do to enjoy them. August can give us some of the hottest days of the year, so some peach ice cream would be sure to cool you off. Here is a recipe for delicious, homemade peach ice cream: Ingredients: 3 large egg yolks, ¾ cup packed light brown sugar, 1½ cups heavy cream, 1½ cups whole milk, 2 tablespoons fresh lemon juice, 1 teaspoon vanilla extract, and 3 large peaches (peeled, halved, pitted and cut into bite-sized chunks). Directions: In a large bowl, whisk together egg yolks and sugar. In a saucepan, bring cream and milk to simmer over low heat. Whisking constantly, slowly pour the hot milk mixture into the egg mixture until combined.

Fiery ride for one contestant at fair’s tractor pull By EARLEEN HINTON

ehinton@shawmedia.com OREGON – A blown fuel line made for a fiery ride for one of the drivers in the Illini State Pullers tractor pull competition at the Ogle County Fair on Thursday. Mark Kelsey of Davis had a pretty good run going in his International diesel super stock, “ Just Add Dirt” until a fuel line burst. The large red and white tractor was fanned with flames as the diesel fuel ignited three-quarters through its run. Kelsey’s protective suit kept him from being injured as he pulled the tractor to a stop and the fire was extinguished. “We had a fuel line blow apart, that’s all,” he said after the incident. “I’ve never had that happen before.” After the tractor was towed back to its trailer, Kelsey was busy trying to repair the machine in time to run again in the open division. “I want to see if I can fix it and hopefully run again tonight,” he said. Oregon puller Steve Devine, who competed after Kelsey, said incidents like that can happen. “That’s why we wear the protective gear,” he said.
