Updates on Savanna city projects presented to council which is eligible for reimbursement through IEPA loans.

MSA Engineering updated the Savanna City Council on ongoing city projects during a July 12 meeting.

Wacker Road and Oakton Street lift stations

Easements are pending, estimated date for the CRS contract and ordinance approval is August 2022, with bidding and contracting scheduled between January and May 2023 and construction estimated to begin between summer of 2023 and spring of 2024.

Total estimated cost for this project is $1,374,000, to be paid for by the city,

Planned improvements include storm sewer and pulverizing and reshaping the roadway on Pike as well as a 3-inch asphalt overlay. Dilapidated properties

Mayor Val Gunnarson reaffirmed his commitment to addressing the issue of poorly maintained properties in the city.

He said he and Public Works Superintendent Brett Corey and Building and Public Property/Safety Committee Chairman Nick Law had visited several such properties and talked to the council about funding sources, including an IHDA Housing Demolition grant.

He also talked about the process of the city acquiring these properties, if need be, as a prelude to their potential demolition.

He said dealing with some of the more severe cases was an “emergency” and that it wasn’t fair to those residents who kept up their properties to have them surrounded by structures in such poor shape.

BRIEFS Freeport man struck by gunfire FREEPORT – A Freeport man was shot numerous times July 21.

About 9:18 p.m., the Freeport Police Department received a call of a large group of subjects fighting in the area of West Pleasant Street and South Beaver Avenue.

Prior to arriving in the area officers were notified of shots fired in the 600 block of West Pleasant Street, a news release said.

“Upon arrival, responding officers located a vehicle that had crashed into a parked car.

Inside the vehicle, officers located a 30-year-old Freeport man who had sustained multiple life-threatening gunshot wounds.

t’s crazy that we are already a week away from August – summer has flown by!

It seems like just yesterday I was driving past fields of newly planted crops, but now the corn is way over my head. We are looking forward to the fair coming up, as well as some other things we have planned in August.

With the beginning of August comes dues for our voting members! Be on the lookout for those in your mailbox this week – and don’t forget to pay your dues for another year of membership!

Deets has been a believer in cover crops, embracing the practice on his farm in recent years. He tried them out first on his soybean fields and then in his corn fields. It worked great, he said.

“When they came up with the thought process of cover crops, I started doing that and my soil responded,” he said.

Deets religiously takes time to read about ways to get the most out of his soil, and an article on the topic that appeared in an Illinois Farm Bureau magazine a couple of years ago really caught his attention. In it, farmers were asked if they would be willing to participate in soil health studies. Deets was happy to oblige. His farm became one of nine in Illinois to be a part of the study, and his was especially unique in being the northernmost among them, located in an area where the soil makeup has much to do with the topography.

In northwest Illinois, the ground is made up of a lot of timber soil, formed under forest vegetation.

This is different from the central part of the state and its prairie soils. According to the Illinois State Museum, the difference between prairie and forest soils is the thickness of the carbon from living organisms; forest soils have less carbon and nitrogen than prairie soils, and are less fertile. The nearest farm to Deets’ in the Extension study is in Wyanet, in south-central Bureau County, where there’s less timber soil.

Chelsea Harbach, a commercial agriculture educator with the UI Extension’s Monmouth office since August of 2019, is overseeing the study on Deets’ farm. Her family has farmed in the hilly topography of Jo Daviess County for years, and she is using that knowledge to help her in her soil health research.

One of the great things, she said, about improving soil health in northwest Illinois specifically is that it also increases aggregate stability — a measure of the ability of soil aggregates to resist degradation

when exposed to external forces such as water and wind erosion, as well as shrinking and swelling processes.

“If you have more stable aggregates in your soil, you’re going to see less erosion,” Harbach said. “If you’re using cover crops, you’re going to see less erosion, too, so with the hillier topography of northwest

Illinois, thinking about improving soil health will definitely decrease soil loss and help mitigate nutrient losses as well.”

On Deets’ 30-acre research plot, there are two sampling points in each half, determined by a random GPS point. Visits to collect soil and data are done in the spring and fall, with the spring session also

dedicated to a soil penetrometer reading to assess water infiltration, as well as a collection of cover crop bio mass. Soil health change indicators can take some time to accumulate, and the tests also include nematode assessments in the second and fifth years.

Deets is proud to be a leader in the local no-till farming concept, and has enjoyed sharing his experiences with ag researchers. While some farmers aren’t as willing to share data, said he sees it as benefiting the greater good.

He and Harbach agree that when

farmers take part in studies, it can add credibility to the research and help convince others to do the same.

“I’m really thankful to the University of Illinois for the opportunity,” Deets said. “Hopefully we can get something measurable and see what happens.”

Deets also has taken his soil to get evaluated by the Saving Tomorrow’s Agriculture Resources program in Champaign. In that study, he also presents his data that comes from what the soil produces; between that and the specifics of the soil, the program develops a rating system to show how well farmers are making use of the soil in their area, as well as providing ways to improve or maintain their rating. Since participating a couple of years ago, Deets has maintained five-star ratings for all of his acres, and proudly displays STAR-published signs on his property.

There has been a renewed effort in utilizing cover crops in the past decade, Harbach said.

“Our soil is our No. 1 greatest resource, and we’ve kind of used it and abused it for a long time, and have not really thought about soil as its own living entity that we can really benefit from if we take care of it,” Harbach said. “We can look at the soil as not just minerals and stuff, but it is a living, breathing thing. We need to take care of the biology of the soil, and by taking care of the biology of the soil, it’s going to help our plants, too.”

Tilling, although it can manage some plant diseases, can make soil susceptible to erosion and crusting, she said.

“We really need more people to start doing this stuff if we’re going to have a significant impact,” Harbach said. “As you increase soil health, you also increase the capacity of sequestering the carbon. As we worry about climate change and the atmospheric concentration of carbon dioxide, soils can be a significant resource in capturing and mitigating some of that problem.”

Deets estimates that about 30 to 40 percent of farmers in Carroll County have utilized no-till practices, but there are many who are hard to convince to make the change. As he approaches retirement age, he keeps the future of two generations of soil health dedication work in mind. None of his children are interested in owning the farm, and he wants to make

sure whoever takes over shares his beliefs and mindset about soil health. He doesn’t want to see nearly 50 years of work washed away.

“Farmers don’t like to be told that they need to do this or that, but we also have to be responsible,” Deets said. “It’s better to be ahead of the curve on this, than behind the

Shooters are divided into competition groups as follows: rookies (3rd through 5th grade), intermediate entry (first year of shooting, 6th through 8th grade), intermediate advanced (second year or more of shooting, 7th and 8th grade), junior varsity (first year of shooting, 9th through 12th grade), varsity (second year or more of shooting, 10th through 12th grade), and collegiate (college students).

The Longspurs shooting season starts in April and goes through midJuly. Student athletes compete as full squads (5 shooters) and as individual male and female competitors.

Most recently, the Longspurs competed at both the state and national levels. The two competitions are held annually with Illinois state competitions taking place at the World Shooting Complex in Sparta, Illinois, and Nationals, which has most recently

What’s happening at CCSSO & CCT Hello Everyone, We got our new phone system along with new computers installed on Friday, July 8. Thank you everyone for your understanding and cooperation during that day. We greatly appreciate it.

The Senior Center and Transit just started our new Fiscal Year, 2022/23, on July 1. As I had mentioned in last month’s column that Transit is facing a shortage this year on their budget in the amount of $246,000.

I don’t have to explain about the current gas prices all of us are facing, which doesn’t help with our dilemma. Again, because of the rising gas prices, we have had to raise our CCT fees.

We are looking at doing fundraisers to help with the shortage, however, raising that kind of money is not an easy task. However, we will do our best. I have listed the new price schedule in this edition of the Grapevine.

Book Room Overflowing We are still asking people NOT to bring books in.

Currently our book room is overflowing. Also we will no longer be taking VHS tapes. Thank you in advance for your cooperation in this matter. The Senior Center does not have any storage so until the

room empties out some we appreciate your cooperation.

Events Scheduled Veteran’s Coffee will be on Friday, Aug. 5, at 9 a.m. If you are a veteran and you haven’t had the chance to attend this meeting, there is always amazing conversation and, of course, yummy treats.

Bingo will be held on Tuesday, Aug. 2, and Tuesday, Aug. 16, at 12:30 p.m. Jim Wiebenga from Allure will be calling Bingo on the third Tuesday of the month. Jim brings yummy treats.

Open enrollment time is getting close – Oct. 15 to Dec. 7. It is not too early to call and set up your appointment now to guarantee an appointment time.

This year during open enrollment we welcome back Carol Young to help us out with appointments.

Carol will be working Wednesday through Friday and Sandra Aude will be working Mondays and Tuesdays and, of course, Karen and I will be here Monday through Friday. This will give us three fulltime people to meet the needs of all of our clients.

This is the time of year you can double-check on your current Medicare Part D Plan (Prescription Drug Plan) and your Part C Plan (Advantage Plan), to make sure you are getting the best plan for you.

When you come in you need to bring your Medicare card and a list of your medications with the dosage and frequency. Please call us at 815-244-1800 to make your appointment.

Illinois Telecommunication Access Corporation (ITAC) has added a program to help those with cellular service that are having trouble hearing on the phone.

The program provides free amplified telephones and captioning telephone to Illinois residents who are hard of hearing.

Applicants must be certified as hard of hearing by a doctor, nurse practitioner, or audiologist; live in Illinois; and have a service that remits to the program.

Lee County Council on Aging (LCCOA) and Whiteside County Senior Center (WCSC) are selection centers for ITAC. Walk-ins are welcomed from

SERVICES Exercise Equipment

The Senior Center has six pieces of professional-grade equipment, treadmill, rowing machine, Stair Stepper, E-Force Cross Trainer exerciser and recumbent bicycle.

You are welcome to use any of these anytime the Senior Center is open, Monday through Friday from 8 a.m. to 2:30 p.m.

These six pieces of exercise equipment have been

donated to help seniors get some needed movement and cardio work that can improve both their physical and mental states.

And as anyone can tell you, a few minutes walking or riding a bike can go a long way.

Remember in our new building we have no steps so the equipment is so much easier to get to.

So bring a few friends and all of you can work out together, and the best part is it is FREE!!!!

We ask that COVID-19 protocols be observed and after using the equipment that you sanitize with the wipes provided for everyone’s safety.

What do you do with your old cellphones?

Carroll County Senior Center has a donation box for old and broken cellphones.

We recycle them by sending them into a company that refurbishes them for emergency 911 phones for areas devastated by disasters and for sale to low-income people. We currently have a box at the Senior Center.

If you know of anyone looking to get rid of old cellphones, have them drop them off at the Carroll County Senior Center during our regular business hours from 8 a.m. to 2:30 p.m. Monday through Friday.

INFORMATION Be on the lookout for scams

Over the past few months, we have been seeing an increase in “new” Medicare card scams. In 2018, everyone received a new Medicare card in the mail. Scammers are now trying to use this old scam with a new twist.

How the scam works is that the fraudsters will call a beneficiary and ask them if they have received their “new” card in the mail. They tell them that the new card is either gold, plastic or has a chip in it.

They will then ask the beneficiary to confirm all their personal information and then the consumer never receives that new “card.” Please remember that Medicare will NEVER call you.

If you or someone you know has been a victim of a

potential Medicare card scam, please call the Illinois SMP Hotline at (800) 699-9043.

Are you turning 65?

Do you need help understanding Medicare A, B, C and D? If so, please come and see us at the Senior Center, 17612 E. Benton St., Mt. Carroll, IL. We will help make this time easier for you.

Turning 65 can be very confusing with all the information you receive in the mail about which Medicare D Plan to take or which supplemental to get. If you are about to turn 65 and have questions regarding what to

do, please call our SHIP counselors, Karen Holm, Sandra Aude and Deb Connor, and we can help you sort through the confusion and answer some questions you may have.

Also remember to stop at the Courthouse to do your Senior Citizen Assessment Freeze Homestead Exemption Application and Affidavit. The Senior Center is open Monday through Friday from 8 a.m. to 2:30 p.m.

When you turn 65 and become eligible for Medicare, the best time to enroll is during your Initial Enrollment Period (IEP). Your IEP includes the three months before, the month of, and the three months following your 65th birthday.

If you enroll in Medicare during this time, you will avoid late enrollment penalties. Call 815-244-1800.

NICAA Golden Meals program has expanded its services to include more Home-Delivery routes in the Shannon area for the town of Shannon and the rural areas surrounding it.

The Home-Delivery program is for any senior citizen age 60 or over who would benefit from having a meal delivered to their home on a daily basis.

Delivery will be available Monday through Friday. For more information or to sign up for the program, call 815-232-8896.

Hospice Services

We now have Hospice brochures at the Senior Center for anyone that may be needing this service. They are a wonderful service to help prepare family and friends for the loss of a loved one, and also provides additional support often needed after the loss occurs.

Their emphasis is to assist families who desire to care for their loved one during the final phases of life. They care for the physical, emotional, social and spiritual needs of their patients and their families as they deal with this period of illness and bereavement.

Do you qualify for a discount on your Illinois license plates?

Here are the income guidelines for the license plate discount. If you qualify, you can apply for the Benefits Access Program, (Formerly Circuit Breaker) and receive a discount on your license plate sticker.

The new income guidelines for the license plate discount (gross income) are: • 1-person household, $33,562; • 2-person household, $44,533; • 3-person household $55,500.

Veterans Coffee

Veterans Coffee will meet on Friday, Aug. 5, at the Senior Center at 9 a.m.

FREEPORT – Visitors can pick up a good book and help a good cause by attending the annual VOICES of Stephenson County Book Nook Summer Half Price Sale, Aug. 4-13, with proceeds benefiting services offered to survivors of domestic and sexual violence through VOICES of Stephenson County.

“The Summer Half Price Sale is one of our three major sales of the year and we are so pleased to support the important work of VOICES,” said Diane Leverton, VOICES Book Nook manager. “The sale features gently used hardcover and paperback books, DVDs, records, puzzles and books on CDs. Plus, some rare and collectible

books will be available. We also are offering a silent auction of select valuable books and puzzles.”

151st Whiteside County Fair has something for everyone MORRISON – The 151st Whiteside County Fair is less than a month away and is offering an impressive lineup of entertainment.

The 151st fair opens on Tuesday, Aug. 16, and completes after five days on Saturday, Aug. 20.

Tuesday, Aug. 16 Pro-Bull Riding is the evening entertainment starting at 7 p.m. Other events to start the fair off are the Pleasure Horse Show at 9 a.m., Large Fowl Judging is canceled because of avian influenza restrictions, Open Swine Judging at noon and Jr. Swine Judging at 4:30 p.m., and the Kids Tractor Pedal Pull at 2 p.m.

Wednesday, Aug. 17 For the first time, Pro-Bronc Riding will be the entertainment at 7 p.m.

This event will involve a rodeo participant riding a bucking horse (sometimes called Bronco) that attempts to throw or buck off the rider before the 8 seconds is up.

Originally based on the necessary buck breaking skills of a working cowboy, the event is now a highly stylized competition that uses horses that often are specially bred for strength, agility and bucking ability.

Friday, Aug. 19 The Illini State Pullers Association will bring in their “souped up” tractors and trucks that will pull the sled showing off the horsepower under the hood at 6:30 p.m. in front of the grandstand following the Antique Tractor Parade at 5:30 p.m.

The Heavy Horse Hitch Classes will be shown at 9 a.m. in front of the grandstands. The Open Beef Show will

be judged in the Beef Show Arena also at 9 a.m. The Heavy Horses come back at 1 p.m. as they thunder in front of the grandstand to entertain you with the Big 6 Horse and Unicorn Hitches.

Saturday, Aug. 20 The car crushing, adrenaline pumping, smoke-filled Demolition Derby will finish off the fabulous five days of crowd-pleasing entertainment at 6:30 p.m.

The horses are at the post at 1 p.m. as Harness Racing is on the track.

Other events on Saturday are Kids Tractor Pedal Pull at 11 a.m. and Wood Carving Auction at 4 p.m.

Each Day The Mega Band is back again this year and Wilson Family Show will offer carnival and midway attractions.

Patrons can ride unlimited rides every day of the fair for $60 (if purchased in advance the week before the fair at the Secretary’s office) or $70 during the fair. Grandpa Cratchet Stage Show will return this year along with our Bike Give Away each day of the fair and the Cake/Pie Walk. New to the Fair this year, we welcome Bertrand’s Petting Zoo and Pony Rides throughout the day, every day.
