Dixon school shooter pleads guilty Milby facing up to 75 years in prison; sentencing scheduled for Oct. 4

DIXON – Four years after shooting at an officer and a teacher with an Uzistyle rifle at his Dixon High School graduation practice – years punctuated by bouts of mental instability that left him unfit for trial – a clear-headed Matthew Milby Jr. pleaded guilty July 14 to two counts of aggravated discharge of a firearm.

Milby faces 10 to 45 years in prison for shooting at then-school resource officer Mark Dallas on May 16, 2018, and six to 30 years for shooting at gym teacher Andrew McKay. His sentencing was set for Oct. 4.

Whatever sentence Judge John C. Redington levies, Milby must serve 85% before being eligible for probation.

The sentences also might be ordered to be served consecutively.

Milby, now 23, appeared in court shackled as always, but looking – and responding – more like an adult than at any of his previous court appearances.

Milby was found not fit to stand trial three times since his arrest for refusing to eat properly and take his medication while in custody at the Lee County jail.

At a May 12, 2021, discharge hearing, he was ordered into mental health treatment with the Illinois Department of Human Services for up to two years.

At that hearing, he also was acquitted of two felony charges of aggravated discharge of a firearm and found not guilty of the other four – two counts of attempted murder for shooting at Dallas and McKay and two counts of aggravated discharge of a firearm.

A not guilty verdict is the language used because Milby still faced possible conviction of those charges.

His fitness was deemed restored on Oct. 26, 2021, giving State’s Attorney Charley Boonstra and Assistant State’s Attorney Brian Brim the go-ahead to proceed with prosecution.

The July 14 hearing was the culmination of that process. The other charges were dismissed.

Milby, then a Dixon High School senior, took a 9mm semi-automatic rifle to graduation practice in Lancaster Gym that day, fired at McKay, whom he encountered in a hallway, and fled seconds later when confronted and pursued by Dallas.

Milby fired at Dallas outside the gym; Dallas returned fire, hitting Milby in the upper shoulder and hip.

Milby was arrested near his car in Page Park.

No one else was injured.

There is no question that students are straying further and further away from knowing agriculture, but in order to keep them educated, we need to continue to promote programs such as Ag in the Classroom.

Kelly Lafferty joins Extension in educator role FREEPORT – The University of Illinois Extension has welcomed a new 4-H Youth Development Educator to the staff serving Jo Daviess, Stephenson and Winnebago counties.

Kelly Lafferty will create programming, train volunteers and lead youth trainings in topics such as leadership, STEM and natural resources.

As part of the 4-H and Youth Development staff, Lafferty will help empower youth to become leaders who have confidence, know how to work well with others, can endure challenges and more.

She will partner with youth-serving agencies and local schools to assist with trainings, events and other activities. She also will work with the 4-H leadership groups in each county, which consist of teen 4-H members who organize and perform community service projects, plan countywide events and support Extension staff and volunteers.

“We’re looking forward to using Lafferty’s expertise in youth development to enhance our already excellent

Lafferty was born and raised in Alexis, Illinois, just south of Davenport, Iowa. Her education background started with a degree in recreation, park and tourism

management and she added master’s degrees in curriculum and instruction specializing in outdoor teacher education and recreation, park and tourism administration specializing in therapeutic recreation.

Lafferty worked as a 4-H and Youth Development Educator in LaSalle, DeKalb and Henry/Stark counties from 2001 through 2010.

For the past nine years, she has been an Extension agent for 4-H and Youth in Winnsboro, Louisiana. She was actively involved at the regional level with challenge camps, cooking contests and ag-related events for youth, as well as coordinating district shows and working with local school districts.

In her spare time, Lafferty enjoys reading, writing, yoga, mindfulness activities as well as going to the movies, hiking and exploring.

“I’m looking forward to the opportunity to work with youth and Extension staff to provide opportunities for youth to grow and promote their own personal growth,” she said.

dwussow@shawmedia.com One of the fastest-growing sports in the Sauk Valley area – and in the nation – is high school trap shooting.

In the Sauk Valley area, several teams have sprung up in the past few years. Included in those local schools are Milledgeville, Polo, Eastland, Morrison, Prophetstown, Forreston and Faith Christian School.

Prophetstown is one of the bigger teams in the area with about 38 competitors. After seven competition weeks this year, it made a June 4 trip to Bunker Hill for the state championship, finishing eighth out of 47 teams.

At state, the competitions are broken down into three categories: novice, JV and varsity.

Prophetstown coach Gabe Olinger was pleased with how his team performed overall, and he was especially impressed with the novice group this year.

“At the state tournament, our novice team actually got second in the whole state,” Olinger said. “One boy from the team, Bryce Folsom, he just started shooting this year and his average was low enough during the league that he was still a novice. Well, in the last couple of weeks before state, he really improved and he ended up getting first in the novice division.”

Another standout for Prophetstown this season was

Sabrina Soleta, who got second among females in Conference 4. Overall, the team finished third in its conference.

At state, the scoring system is designed in a way that allows smaller teams to compete with bigger ones. With the amount of variance there is from team to team, this system allows a team such as Morrison to contend with a team such as Prophetstown.

“For state, they take the five best scores from the team from

the varsity to get your team score. It kind of really levels the playing field since we have a real big team of around 38 kids,” Olinger said. “There’s some schools like Morrison, I think they only have like 12 kids on the team. If they have five kids that shoot really well, they can compete with the bigger teams.”

Morrison, which is coached

by Andy Riggen and Mary Schaefer, is one of the startup teams, having begun just two years ago.

With only eight competitors on the roster – seven boys and one girl – the Mustangs are one of the smallest teams in the area.

Morrison also made the trip to Bunker Hill this season after battling through some challenging weather early on.

“We started with a lot of bad weather – rain, wind, etc. So the better weather made the shooting more fun,” Riggen said.

“We had six school competitions and we went to Bunker Hill for state. Most of the kids have only shot at one gun club

because the scores are on the internet and we don’t know who we’re shooting against.

Being at state for the kids was a real eye-opener. They did very good that day.”

When Olinger started six years ago, there were about 80 students competing at state.

This year, there were 800.

“The sport has grown almost double every year since we started,” Olinger said. “It is actually the fastest-growing sport in the nation right now.”

Olinger and Riggen expect that trend of growth to continue for the foreseeable future.

“Trap shooting is a safe, growing sport and just getting a good start in Illinois,” Riggen said. “Trapshooting is known for having the nicest, friendliest people. We really enjoy it.”

“From what I’ve seen the last six years, the sport is growing exponentially every year,” Olinger said.

On July 6-10, Prophetstown competed at nationals at MTA Homegrounds in Mason, Michigan, in a field of more than 3,000 youth shooters.

Officials pursue options after drop in census

SAVANNA – The City Council approved two strategies July 12 to confront the latest census that put the city’s population under 3,000, which could mean only three council members per district.

To confront this, council members agreed to pursue a Safe Harbor ordinance which would allow them to retain the current member number until the next census in 10 years.

They also agreed to form an ad hoc committee to attempt to challenge the numbers of the census.

In other action, the council: • Approved changing the appointment times of the Finance Committee meetings to 6 p.m. Tuesdays to allow working council members to more easily attend.

• Approved new committee appointments suggested by Mayor Val Gunnarson, with the notable change of having four members on the Finance Committee instead of three.

Also a new Public Events Committee was created to address issues and procedures dealing with such events.

• Heard a lengthy report from MSA Engineering on various ongoing city projects, including the Lead Service Line Replacement Initiative wherein Illinois EPA has a program to replace, free of charge, lead service water pipes. Information will be mailed out on how to ascertain if your pipes are lead.

The mayor has said it is vital that everyone participate in the data collection on this matter so that Savanna doesn’t miss this opportunity.

Community Fair offers family fun ELIZABETH – The Elizabeth Community Fair will be held Friday, July 22, through Sunday, July 24, about 25 miles north of Mt. Carroll.

This year’s event includes livestock shows, inflatables and games for kids, a truck pull, parade, antique tractor and farm demonstrations, music, a beer tent and plenty to eat.

The fair, held at 402 N. West St. in Elizabeth, is the longest-running community fair in Illinois, organizers said.

Admission is adult season pass, $15; child season pass, $15; daily adult, $10; and daily child, $10. (Gate admission for children includes unlimited inflatables and games in the Kids Zone all weekend) There is no charge for kids under the age of 5.
