No fireworks allowed on ‘Upper Miss’ Refuge SAVANNA – The Fourth of July is just around the corner and if you are heading to the Mississippi River for a boating or camping trip, leave the fireworks at home.

Fireworks are not allowed on the Upper Mississippi River National Wildlife and Fish Refuge because of their disturbance to wildlife and the litter they leave behind.

“As we enjoy the bright colors and thunderous explosions, it’s easy to overlook the impact to wildlife around us. The abrupt lights and sounds are often seen as a threat by nesting bald eagles and easily startle great blue herons and other colonial nesting birds,” said Jacquelynn Albrecht, refuge ranger, Savanna District, Upper Mississippi River National Wildlife and Fish Refuge.

The threat to wildlife doesn’t stop at startling lights and sounds; litter from firecrackers, bottle rockets and other explosives can be choking hazards for wildlife and may be toxic if ingested.”

The Refuge includes most islands and beaches on the Mississippi River from Wabasha, Minnesota to Rock Island.

More information on keeping wildlife safe can be found at fws.gov/ midwest/news/IndependenceDay. Federal law enforcement officers will be patrolling the Refuge looking for fireworks as well as glass bottles, which also are banned on Refuge beaches.

The fine for glass bottles is $175.

The fine is $225 for fireworks possession and use.

Officers also want to remind people of the importance of wearing personal floatation devices (PFDs) while on the water and using safe practices such as wearing sunscreen and staying hydrated.

“Thank you for helping us keep the Refuge a great place for people and wildlife,” Albrecht said.

The Upper Mississippi River National Wildlife and Fish Refuge is the most visited refuge in the U.S. The refuge extends 261 miles along the Upper Mississippi River from Wabasha, Minnesota, to Rock Island, protecting and preserving habitat for migratory birds, fish and other wildlife.

In addition to being the most visited refuge in the country, the “Upper Miss” Refuge has the added complexity of a major navigation system, including 11 locks and dams, within its boundary.

It is also a world-class fish and wildlife area that harbors 306 species of birds; 119 species of fish; more than 300 active bald eagle nests; thousands of heron and egret nests; spectacular concentrations of canvasback ducks, tundra swans and white pelicans; and several threatened or endangered species.

Marian was preceded in death by her parents; her beloved husband, on August 12, 1951, in Lanark. Marian served the Lord her entire life. She and her husband Peter Rasmussen; one sister, Marjorie; one were called to serve the Lord in Japan for 40 brother, Robert; one sister-in-law Mary Jeanne; one daughter-in-law, Michi; and one years. Membership appreciation dinner is Thursday, July 21 June has flown by so far! It’s been a warm month with lots of decent rain showers, which I’d say is a pretty good start to the summer months! It’s always fun watching the corn grow more every day, and it’s crazy how soon it’ll be over our heads.

Often it’s a sight we take for granted each year, and some people have never experienced that sight.

In July, our membership appreciation event is happening! It will be a drive-through pork chop dinner and we hope to see you all there! We sent out the postcards last week, so be on the lookout for those in your mailbox.

The dinner is on Thursday, July 21, and we will be serving from 5 to 7 p.m. that night. The location is the Carroll County Fairgrounds in Milledgeville. Please call us at 815244-3001 by July 14 to RSVP and reserve your meal. We look forward to seeing you all!

This week we also are busy with finishing our June library programs.

Don’t forget to sign your kids up for the program at your local library. I know all the libraries are doing fun summer reading activities, and it’s a great way for them to have fun and learn over the summer!

URBANA – In 4-H, learning about horses means much more than learning to ride. Young people with a passion for horses participated in recent statewide educational contests related to the equine industry. University of Illinois Extension’s 4-H educational programs enhance members’ knowledge of horse health, breed characteristics, management and feeding.

That knowledge and skills were tested during the State Horse Bowl contest April 23 and 24 on the University of Illinois Urbana campus.

Horse Bowl functions much like a scholastic bowl in a school setting, with an emphasis on equine knowledge with youth competing both individually and on teams. Horse ownership is not a prerequisite in either the educational programs or contests.

Top finishers in the Senior Division included: Eliza Engelhardt, Marion County, first Desiree Reid, Ogle County, second Allison Burrs, Carroll County, third Abbey Schmidt, Carroll County, fourth Natalie Johnson, Ogle County, fifth Hannah Niesen, McLean County, sixth Talisa Thomas, Carroll County, seventh Grant Johnson, Ogle County, eighth Chesney Clark, Marion County, ninth Hannah Wenzel, Marion County, 10th In the Senior Teams division, the Carroll County team took first, Marion County was second, Ogle County was third and McLean County was fourth.

Frosting: ½ cup unsalted butter cut in pieces, ½ cup heavy cream, 1 cup packed brown sugar, 1 tsp vanilla extract, 2½ cups confectioner’s sugar (sifted) Instructions: Lightly grease a 9x13 pan and preheat oven to 350 F. Mix together the cake mix, eggs, oil, juice and food coloring until well combined. Fold in the peaches and pour into the 9x13 pan. Bake for 28

minutes, or until toothpick comes out clean.

Bring butter, cream and brown sugar to a boil, stirring constantly.

Take off the heat and add vanilla and sifted sugar. Whisk until well blended – the lumps of sugar should be gone.

Put it back on low heat if necessary.

Pour frosting over the cake evenly.

It will set up quickly, so spreading it will be difficult once poured. Let the frosting harden at room temperature or in the refrigerator before cutting.

SAVANNA – When local church members learned of the baby formula shortage and increasing prices for what was available, they decided to help mothers in Carroll County.

A family support group, The Right Steps, in partnership with the Savanna Knights of Columbus, has limited supplies of baby formula available.

The service will be provided without charge to those families who are struggling with obtaining formula.

When the shortage of formula was evident, the Savanna Knights of Columbus generously donated baby formula, as they can obtain it, to a grateful Right Steps.

The Right Steps family support program is designed to provide three years of services for mothers and their babies. The program provides information and education in parenting issues such as child development, general parenting issues and compassionate support.

“The Right Step has activities which will help your child to enter school ready to learn. The

program fits into your family lifestyle. Lead parent educator Tara Francke will be eager to assist mothers and their babies in helping assure a safe, healthy productive first three years of life for your child,” said John H. McConnel Jr., Knights of Columbus/St. John The Baptist Catholic Church.

Families with children from birth to three years of age are offered these free family services.

The Knights of Columbus of St. John the Baptist Catholic Church provide community help where needed, brotherhood and evangelism for Jesus Christ, he said.

“You do not have to be signed up for The Right Step program to obtain formula,” he said.

NEWS BRIEF General Grant to speak at Savanna Museum on July 1

A visit with General Grant will be the next program at the Savanna Museum and Cultural Center at 6:30 p.m. Friday, July 1.

At the outbreak of the Civil War, Ulysses S. Grant came to Savanna to recruit soldiers for the Union Army.

On July 1 at 6:30 p.m., he returns to Savanna.

“I am proud to return to this wonderful rivertown as part of my 200th birthday celebration,” said Grant (aka Bob Bowman), who has been portray-

ing General Grant for more than 20 years.

Bowman is a member of the famous group known as “The Galena Generals.”

Grant will speak about his life and Civil War experiences.

Light refreshments and beverages will be served during the program.

There is no need to register, but it is recommended you arrive by 6:15 p.m. to obtain a good seat.

Dave and Charel Zuidema mark 60 years of marriage Dave and Charel Zuidema of Morrison will celebrate their 60th wedding anniversary June 30. They were married in St. Peter’s Lutheran church in Morrison.

Charel worked 36 years at Resthave Nursing Home in Morrison. She did home health care after retirement.

Dave worked 36 years at Northwest Steel and Wire Co. in Sterling. He has been involved in athletics all his life.

They have three children: Tom of Morrison, Pam McEvoy, also of Morrison, and Doug of Merced, California.

The fight against ALS walks the walk in Byron on July 10 BYRON – Two years after launching an award-winning “Mini”-Walk to Defeat ALS program, the ALS Association Greater Chicago Chapter forges a new route in Byron for the return of their in-person Walk event in the region.

The Walk to Defeat ALS is a day when the community shows support for the many local individuals and families touched by the disease.

Others can participate from their own neighborhoods on a date and time of their choosing with their own Mini-Walk to Defeat ALS! The July 10 event’s theme is “Sunflower Field of Dreams,” which plays on the use of the sunflower as a symbol of ALS awareness and the disease’s connection to baseball through Lou Gehrig’s diagnosis in 1939.

Registration and check-in for the event will open at 8:30 a.m. and the Walk will begin at 10 a.m.

Everyone is welcome to this family-friendly event. Registration is free. There is no fundraising minimum, but participants who raise $90 will receive an event T-shirt.

ALS, commonly known as Lou Gehrig’s Disease,

is a devastating, fatal neuromuscular disease.

Funds raised through the Walk to Defeat ALS directly support services provided in the area, including funding of the ALS Multidisciplinary Clinics, home visits, an equipment lending program and more.

The ALS Association is the only national nonprofit health organization dedicated solely to the fight against ALS. The Association leads the way in research, patient and community services, public education, and advocacy, giving help and hope to those facing the disease.

Attempted murder charges filed after June 22 incident Shaw Local News Network MOUNT CARROLL – A Galena man has been charged with two counts of attempted murder and two counts of aggravated battery after a June 22 domestic violence incident, the Jo Daviess Sheriff’s Office announced in a news release last week.

Ronald A. Smith, 34, formerly of Galena, was arrested on charges that he shot a man with a crossbow while he was visiting Smith’s estranged wife.

According to news releases, the sheriff’s office received a 911 call reporting that an individual at a residence had been shot with some type of weapon about 9:08 p.m. Wednesday, June 22.

Police said Smith had been a resident of Galena up until April, 2022, when a domestic violence incident occurred between Smith and his now

estranged wife, whose name is being withheld at her request.

Since that time, Smith had not been at the Galena residence, and, at the time of this most recent incident, was thought to be in Colorado.

“On the night of June 22, Michael Roellich, of Galena, who is a friend of Smith’s estranged wife, was visiting her at her residence. As the two were sitting on the deck of the residence, Smith appeared around the corner of the house armed with a crossbow,” the news release said. “As Roellich and the female subject attempted to flee, Smith allegedly shot Roellich in the back with the crossbow, causing the arrow, or ‘bolt’ as it is called, to become lodged in Roellich’s torso. Roellich fled the scene through the woods until reaching Park Avenue in Galena, where Roellich attempted to make contact with residents by knocking on doors. Roellich was able to make contact with a resident who called 911.

Officers were able to locate Roellich and seek medical attention for him.

“After the shooting, Smith also fled

the scene. Officers responding set up a perimeter, however, Smith did have a time advantage prior to officers arriving. After the initial arrival of officers, the Jo Daviess County K-9 Ronald A. Smith units (2) and East Dubuque Police Department K-9 unit were called to assist, along with the Jo Daviess County Investigations Unit. Other agencies assisting in the search/investigation were the Galena Police Department and East Dubuque Police Department. As the K-9 units conducted a track in the woods, the crossbow and a duffle bag were discovered.

“Officers continued their search for Smith. Just after midnight, law enforcement was able to make contact with Smith’s father. Smith’s father advised that he had located Smith and was going to drive him to the Jo Daviess County Jail. Law enforcement

worked with Smith’s father to safely turn over Smith into police custody.

At 12:19 a.m. June 23, Smith was taken into custody at the Jo Daviess County Sheriff’s Office.

“Roellich was transported to Midwest Medical, then eventually a higher level care facility, where surgery was performed to remove the projectile.

Roellich is expected to make a full recovery,” the news release said.

The Illinois State Police Crime Scene Unit processed the crime scene.

Smith faces two counts of attempted murder, a Class X felony which carries a penalty of six to 30 years in the Department of Corrections for each count and two counts of aggravated battery, a Class 3 felony which carries a penalty of two to five years in the Department of Corrections for each count.

Smith currently is being held at the Jo Daviess County Jail on $500,000 bond.

“Should Smith post bond, he will be required to comply with several conditions, one of which will be GPS monitoring,” the news release said.

SPECIAL EVENT ENF offers museum, boat tour APPLE RIVER – The Eagle Nature Foundation will sponsor a full-day event in Dubuque, Iowa, on Aug. 27, which will include a visit to the National Mississippi River Museum and Aquarium and a boat ride on the Mississippi River.

The boat tour will be on the American Lady Tour Boat to see bald eagles and other wildlife. The full day starts when the museum opens at 9 a.m. and ends at 6 p.m. after a buffet.

“The visit to the museum may include a visit to the William M. Black Dredge Boat and the National Rivers Hall of Fame. It will also include a belt driven machine shop demon-

stration and a 4-D movie, “Museum Alive,” said Terrence N. Ingram, president and executive director of the Eagle Nature Foundation.

“During the 3 p.m. Happy Hour Boat Tour on the American Lady, we will be looking to see as many bald eagles, vultures and any other wildlife we can,” he said.

The 3 p.m. boat tour will include free lite beer, lemonade, soda, iced tea and chicken wings.

Annie’s dog, Sandy, will be portrayed by a golden-doodle named Copper. Copper is a community comfort/ therapy dog for the Whiteside County Sheriff’s Department.

Copper auditioned for the role and bested seven other dogs for the part.

“We originally looked at contracting with a trained stage dog from the East Coast,” Danielowski said, “but I was

sure we’d find a dog from the local area who would be perfect for the role.”

TLP had “dog auditions” on June 6 and eight dogs came in to vie for the part.

“The dogs were great,” Danielowski said. “It was hard to pick just one for the role.”

The theatre also cast two additional dogs for “Legally Blonde.”

On Friday, July 8, audience members can stick around after the show for the Page to Stage talk back series.

“You can meet the cast of ‘Annie’ and ask questions about the show and get a glimpse of behind the scenes,” Danielowski said. “On the weekends before each show, The Deck Bar opens two hours before curtain with a variety of food options and beer and wine for purchase. One hour before showtime, members of the Resident Company come down to The Lake Stage to entertain as you enjoy food and a drink before the show. No reservations are necessary for this free show.”

MOUNT CARROLL – “Annie,” a Broadway musical based on the popular Harold Gray comic strip Little Orphan Annie and loosely based on the 1885 poem “Little Orphant Annie” written by James Whitcomb Riley, has arrived at the Timber Lake Playhouse.

The musical includes music

by Charles Strouse, lyrics by Martin Charnin and a book by Thomas Meehan. The original Broadway production opened in 1977 and ran for nearly six years, setting a record for the Alvin Theatre. The musical’s songs “Tomorrow” and “It’s the Hard Knock Life” are among its most popular musical numbers.

“We programmed ‘Annie’ for the summer of 2020,” TLP Executive Director Dan Danielowski said. “We postponed it during our COVID shutdown and then postponed it again when its size didn’t fit in the “slimmed down” 2021 season.”

What’s happening at CCSSO & CCT Hello Everyone, Happy Fourth of July everyone! Another reason to get to spend time with family out of state. Please remember the Senior Center and CC Transit will be closed on Monday, July 4.

We are getting a new phone system along with new computers on Friday, July 8, so we will not be able to help anyone that requires the use of the computer. Also the phone system may be interrupted temporally on that day.

Please bear with us as it will only be temporary.

Funding Shortage We wanted everyone to know that the Senior Center/Transit is having a funding shortage for this next fiscal year 2022-23. We do just as many rides and more miles than all the other counties around us, however, because we are a small county, we do not receive the funding the surrounding counties receive.

For this reason we will be around $246,000 short on our CCT budget this year. Also this year we are faced with rising gas prices.

Because of the rising gas prices we have had to raise our CCT fees. We are looking at doing fundrais-

ers to help with the shortage however, raising that kind of money is not an easy task. We will do our best. I have listed the new price schedule in this edition of the Grapevine.

Rules of the Road Course We will be having our first Rules of the Road Class on Friday, July 22, from 9 to 10:30 a.m. This class was verified by the Secretary of the State so they will be here. If you have to take the written test, this class will help you immensely as the instructor goes through the complete Rules of the Road book.

We are still asking people NOT to bring books in.

Currently our book room is overflowing. Also we will no longer be taking VHS tapes. Thank you in advance for your cooperation in this matter. The Senior Center does not have any storage so until the room empties out some we appreciate your cooperation.

Activities Veterans Coffee will be on Friday, July 1, at 9 a.m.

If you are a veteran and you haven’t had the chance to attend this meeting, there is always amazing conversation and of course yummy treats.

Bingo will be held on Tuesday, July 5 and 18, at

12:30 p.m. Jim Wiebenga from Allure will be calling bingo on the third Tuesday of the month. Jim brings yummy treats.

Trouble hearing on the phone?

Illinois Telecommunication Access Corporation (ITAC) has added a program to help those with cellular service that are having trouble hearing on the phone.

The program provides free amplified telephones and captioning telephone to Illinois residents who are hard of hearing.

Applicants must be certified as hard of hearing by a doctor, nurse practitioner, or audiologist; live in Illinois; and have a service that remits to the program.

Lee County Council on Aging (LCCOA) and Whiteside County Senior Center (WCSC) are selection centers for ITAC. Walk-ins are welcomed from

Please bring a phone bill with all the pages for landline service or cellular service (prepaid cell uses that don’t receive a phone bill must bring the cellphone) and proof of address (driver’s license, state ID, or a bill with the applicant’s name and address on it).

SERVICES Exercise Equipment

The Senior Center has six pieces of professional-grade equipment, treadmill, rowing machine, Stair Stepper, E-Force Cross Trainer exerciser and recumbent bicycle.

You are welcome to use any of these anytime the Senior Center is open, Monday through Friday from 8 a.m. to 2:30 p.m.

These six pieces of exercise equipment have been

donated to help seniors get some needed movement and cardio work that can improve both their physical and mental states.

And as anyone can tell you, a few minutes walking or riding a bike can go a long way.

Remember in our new building we have no steps so the equipment is so much easier to get to.

So bring a few friends and all of you can work out together, and the best part is it is FREE!!!!

We ask that COVID-19 protocols be observed and after using the equipment that you sanitize with the wipes provided for everyone’s safety.

What do you do with your old cellphones?

Carroll County Senior Center has a donation box for old and broken cellphones.

We recycle them by sending them into a company that refurbishes them for emergency 911 phones for areas devastated by disasters and for sale to low-income people. We currently have a box at the Senior Center.

If you know of anyone looking to get rid of old cellphones, have them drop them off at the Carroll County Senior Center during our regular business hours from 8 a.m. to 2:30 p.m. Monday through Friday.

Over the past few months, we have been seeing an increase in “new” Medicare card scams. In 2018, everyone received a new Medicare card in the mail. Scammers are now trying to use this old scam with a new twist.

How the scam works is that the fraudsters will call a beneficiary and ask them if they have received their “new” card in the mail. They tell them that the new card is either gold, plastic or has a chip in it.

They will then ask the beneficiary to confirm all their personal information and then the consumer never receives that new “card.” Please remember that Medicare will NEVER call you.

If you or someone you know has been a victim of a

potential Medicare card scam, please call the Illinois SMP Hotline at (800) 699-9043.

Are you turning 65?

Do you need help understanding Medicare A, B, C and D? If so, please come and see us at the Senior Center, 17612 E. Benton St., Mt. Carroll, IL. We will help make this time easier for you.

Turning 65 can be very confusing with all the information you receive in the mail about which Medicare D Plan to take or which supplemental to get. If you are about to turn 65 and have questions regarding what to

do, stop by and see our SHIP counselors, Karen Holm, Sandra Aude and Deb Connor, and we can help you sort through the confusion and answer some questions you may have.

Also remember to stop at the Courthouse to do your Senior Citizen Assessment Freeze Homestead Exemption Application and Affidavit. The Senior Center is open Monday through Friday from 8 a.m. to 2:30 p.m.

When you turn 65 and become eligible for Medicare, the best time to enroll is during your Initial Enrollment Period (IEP). Your IEP includes the three months before, the month of, and the three months following your 65th birthday.

If you enroll in Medicare during this time, you will avoid late enrollment penalties. Call 815-244-1800.

NICAA GOLDEN MEALS NICAA Golden Meals program has expanded its services to include more Home-Delivery routes in the Shannon area for the town of Shannon and the rural areas surrounding it.

The Home-Delivery program is for any senior citizen age 60 or over who would benefit from having a meal delivered to their home on a daily basis.

Do you qualify for a discount on your Illinois license plates?

Here are the income guidelines for the license plate discount. If you qualify, you can apply for the Benefits Access Program, (Formerly Circuit Breaker) and receive a discount on your license plate sticker.

The new income guidelines for the license plate discount (gross income) are: • 1-person household, $33,562; • 2-person household, $44,533; • 3-person household $55,500.

Hospice Services We now have Hospice brochures at the Senior Center for anyone that may be needing this service. They are a wonderful service to help prepare family and friends for the loss of a loved one, and also provides additional support often needed after the loss occurs.

Their emphasis is to assist families who desire to care for their loved one during the final phases of life. They care for the physical, emotional, social and spiritual needs of their patients and their families as they deal with this period of illness and bereavement.

The requests were as follows: • Police department, a new Durango SUV at a cost not to exceed $40,000 and

Eagle Nature Foundation. The cost for the full day’s activities including the visit to the museum, American Lady Happy Hour Boat Tour and the buffet at Catfish Charlie’s is $85 per adult and $80 for children 3 to 17 years of age. There will be no charge for 3-year-old children and younger.

Reservations must be received by Aug. 12, so tickets for the events can be mailed to everyone ahead of the event.

Included with the tickets will be directions

to get to the Museum and the Tour Boat. The boat tickets must be exchanged for boarding passes before a person can load onto the boat.

“After all expenses are paid for this event, any money raised will be used by the Eagle Nature Foundation to continue its efforts to monitor the bald eagle population to help determine why so few young eagles are seen during the winter throughout the Midwest,” Ingram said. “The results of our 62 years of

Annual Mid-winter Bald Eagle Counts indicates that the bald eagle population is almost back to where it was during the early 1960s. We need to determine what is causing this decline and correct this cause before it becomes too late. Many eagle nests this year are vacant, with no bald eagles seen near them. We do not want to lose our national symbol.”

Job Duties: Under the supervision of the Information Technology Director: Perform special projects as assigned. Projects may include network hardware installations and upgrades.

Minimum Qualifications: Associates degree (in Computer Science or related field) or equivalent combination of education and experience. Windows Active Directory Services, VMware, Microsoft certification and Groupwise experience preferred.
