McCombie raises bidding threshold for townships SPRINGFIELD – State Rep. Tony McCombie, R-Savanna, has led the charge in passing legislation to increase the competitive bidding threshold for townships in Illinois.

HB 4251 increased the bidding threshold for townships and will help bring parity between townships and other units of local government.

“Townships are an important part of our local government system and they have been hampered by state statue when it comes to the competitive bidding process,” McCombie said.

“This bill idea came from a local constituent serving a township within northwest Illinois. HB 4251 will give needed flexibility to townships at a time when costs are con- Tony McCombie tinuing to rise across the board.”

The legislation was carried in the Senate by Sen. Neil Anderson, R-Anda-

lusia, who was pleased to bring uniformity among local units of government.

“As the costs of goods and services continue to rise, it is important we recognize the challenges that are not only posed to each consumer but also local units of government,” Anderson said.

“This bill places townships on a more equal footing with counties who have a $30,000 threshold for competitive bids.”

The Township Officials of Illinois were strong supporters of the legislation.

“The Township Officials of Illinois is a part of local government that has seen inflation, project and equipment costs soar over the past decade.” Crabtree said. “As the executive director, I was pleased to have our board of directors and legislative committee supporting legislation aimed at providing an equal bidding threshold across the local government landscape.”

House Bill 4251 has passed both Houses and heads to Gov. JB Pritzker for his signature.

Gill’s concerts are active singalongs and clap alongs. He bangs out energetic rhythms on his banjo while everyone claps, jumps and dances. The concert will be filled with songs and stories from Gill’s award-winning recordings and books for young children.

NEWS BRIEFS MMTA’s ‘Steel Magnolias’ rescheduled for June 3-5

The Morrison Music Theatre Association’s performances of “Steel Magnolias,” which were originally planned for March, have been rescheduled for the first weekend in June.

American Legion Auxiliary offers program for girls American Legion Auxiliary Illini Girls State is offering a special program for girls who have just finished their junior year of high school (rising seniors) to experience citizenship June 19-25.

The event will be on the campus of Eastern Illinois in Charleston. Participants will set up their own government on the city, county and state level and participate in campaigns and elections.

“They also learn about Americanism,” said Julia Moore, an Auxiliary member and local organizer. “Each delegate will have the opportunity to raise or lower the flag during the week. There will be a variety of speakers throughout the week on many topics, including women in politics and motivational.

“Wouldn’t you love to offer a student near you this opportunity? Get those

applications filled out and sent in. If you have any questions, please ask. This is the 81st year being held and it is held in every state in the Union. It is a wonderful opportunity for any young lady no matter what their future goals are.”

Addison Gitz of Freeport High School, Lindsey Melancon of Freeport High School, Savannah Weinberg of South Beloit High School and Cailyn Piercy of Fulton High School each will receive a $1,250 one-time award.

“As part of our community outreach, we proudly recognize these excellent high school seniors. Our four local winners were chosen for their commitment to furthering their education and community involvement,” said Julianne Johnson of the CCU Scholarship Committee.

For the Prairie Advocate Mayor Chris Lain of Savanna submitted his formal resignation to the city council at the April 26 meeting, ending a five-year term as mayor of the city.

He agreed to answer some final questions on his tenure and his plans for the future in a recent interview conducted via email.

Q: Why did you initially run for mayor and what were your expectations, if any?

A: I was planning to run for alderman and when the current mayor got elected to the House, Jube and I started talking about mayor. I always new the great potential of Savanna and had seen some growth. I believed we could do even more and grow faster. I wanted to focus on creating additional streams of revenue, creating a plan to fix infrastructure, bring in businesses and attract families.

Q: What accomplishments are you most proud of during your tenure as mayor?

A: I am so proud of everything we have achieved in the five years I served as mayor. I am proud of the Explore Savanna brand we created, which has been so successful. As a result, jobs have been created, new businesses have opened and we were named the No. 1 small town for adventure by USA Today.

Savanna now receives regional, state and U.S. exposure. We have gone from a $200,000 deficit my first year in office to a 1.2 million surplus in just five

years. Our revenue is up and our spending is very responsible. We have added jobs back, created a plan to fix roads and water and have started working that plan.

I will never forget how this community came together and fought a historic flood. We came out of a global pandemic in a position most communiChris Lain ties would be jealous of. But what I am most proud of is being able to represent this great community on a national stage. Speaking to groups, doing media appearances and get our name out their any chance I could get.

Q: What things, if any, would you consider unfinished goals?

A: I had hoped to be further with the riverfront master plan. It is still in the early stages and I thought I would have it done by now. But as I quickly learned, nothing moves quickly in government.

Q: What challenges face Savanna as it moves forward?

A: Savanna will need to prioritize infrastructure going forward. There was a street study completed last year and the future council and mayor will need to work that plan. The revenue sources are in place and sustainable. Fixing roads and water will help to

elevate our community and attract more residents.

With that, Savanna needs to find ways to attract younger families to build the community.

Q: Any thoughts you’d like to share about your departure, i.e. feelings about leaving Savanna?

A: It has been my greatest honor to serve as mayor of Savanna. I am beyond sad to leave everything we have worked so hard for the last five years.

I am sad to leave the people and the great crew at the city. They have been amazing to work with. And I am going to miss every resident in the city that has put their faith in me and allowed me to do this job that I love so much.

Q: What does the future hold for you, i.e. plans you would like to share, etc.?

A: We will be moving to the Gulf Coast to start the next chapter of our lives. At this time, there are no real plans other then working on our new home. I would like to say I am taking some time off, but I know I will be ready to get started working to make my new community even better.

I will be watching Savanna continue to grow from Gulfport. And I have great faith in the current and future leaders of Savanna. As I start this new chapter, I leave these words of advice: The city of Savanna needs young motivated leaders and volunteers to succeed. Please get involved. Join a service club, run for office or start your own group. Just get involved in the future. Change can’t happen unless you make it happen.

New Illinois highway map ready to hit the streets SPRINGFIELD – The Illinois Department of Transportation announced the release of the new Illinois Official Highway Map. The map includes route updates as well as a new feature that shows mileage between towns and marked route junctions to help residents and visitors plan their travels throughout Illinois.

“While many of us now use smartphones for directions, paper maps

remain an important resource,” Illinois Transportation Secretary Omer Osman said. “When your phone dies or you drive out of range, paper maps will show you the way. What’s more, they provide valuable information about our great state to help you make the most of your travels.”

The new map’s cover features a beautiful shot of the Capitol building in autumn. The photograph was the win-

ner of IDOT’s employee map cover contest. It was submitted by Andrew Bolinger, an office assistant.

For those with a smartphone, QR codes printed on the maps provide easy access to information on IDOT’s Getting Around Illinois site for travel conditions, Amtrak, the Office of Tourism’s Enjoy Illinois campaign, as well as Illinois Department of Natural Resources historic sites and parks.

The Illinois Official Highway Map is paid for with funds from the Federal Highway Administration and published by IDOT every two years on recycled paper with soybean oil-based inks.

Woody Guthrie tribute May 12 MOUNT CARROLL – Bucky Halker, a folk singer and historian who tours throughout the U.S. and Europe, will

perform “This Land is Your Land: The Folksongs of Woody Guthrie” at 7 p.m. Thursday, May 12, at the Community House, 101 N. Main St., Mount Carroll.

The event, which is sponsored

by The Friends of the Mount Carroll District Library, NFP, is free and open to the public.

Woody Guthrie (1912-1967) is Bucky Halker America’s most legendary folksong writer.

His music continues to uplift and excite musicians around the world. Inspired by Guthrie’s most famous song, “This Land is Your Land,” the show features a performance by

Halker (guitar and vocals) of several Guthrie songs, as well as commentary on the time period of each song.

Halker has 15 albums to his credit, including “Anywhere but Utah: Songs of Joe Hill,” a musical tribute to martyred labor songwriter Joe Hill and “The Ghost of Woody Guthrie,” an original music tribute to the well-known historic folksinger.

The event is made possible through a grant from the Illinois Humanities Council, a state agency. Illinois Humanities is supported in part by the National Endowment for the Humanities and the Illinois General Assembly through the Illinois Arts Council, a state agency, as well as by contributions from individuals, foundations and corporations.

During his time at Eastland, Gavin Sigel has competed in football and basketball. In the 2020-21 season, Sigel was voted to the NUIC all-conference football team as a first-team defensive lineman.

Girls track and field Steamers second at NUIC meet: Fulton finished with 84 points to earn the runner-up spot to Galena-East Dubuque-River Ridge (146.33) at the NUIC meet in Pecatonica.

Dakota took third (72.33), Amboy-LaMoille-Ohio-AFC was fourth (62), and Forreston-Polo finished fifth (59). Milledgeville-Eastland placed eighth (18), and West Carroll was ninth (17).

Lauren Mahoney and Mikayla Gazo were part of three winning relays for Fulton, teaming with Miraya Pessman and Abbigail Thyne in the 4x100 (51.88 seconds), Thyne and Annaka Hackett in the 4x200 (1:50.44), and Pessman and Olivia Knott in the 4x400 (4:20.99). Lara Bielema added a win in the 300 hurdles (49.92 seconds) and a third in the 100 hurdles (17.50).

Sydni Badertscher won the shot put (10.54 meters) and discus (31.82 meters) to lead the Cardinals, and Letrese Buisker won the high jump (1.65 meters) and finished fourth in both the 100 hurdles (17.58 seconds) and 300 hurdles (50.70 seconds). She also teamed with Ennen Ferris, Autum Pritchard and Emileigh Williams to take third in the 4x100 (54.56 seconds).

Pritchard added a third in the 400 (1:05.07), and Kamryn Stockton finished fifth in both the 1,600 (6:37.61) and 3,200 (14:46.10) for Forreston-Polo.

Skyler Hartman paced the Missiles with a third place in the 3,200 (13:48.43), and Quinc Haverland took third in the shot put (9.66 meters) and fifth in the discus (25.10 meters). Lynn Stringini finished fifth in the 300 hurdles (52.44 seconds) for Milledgeville-Eastland.

Olivia Shelly was the top finisher for the Thunder, taking third in both the 800 (2:43.33) and triple jump (9.95 meters). Kylie Hill finished fourth in the long jump (4.50 meters) for West Carroll.

Softball Amboy 9, Eastland 1: The Clippers built a 5-0 lead through four innings, then finished strong with a four-run sixth.

Tyrah Vaessen doubled, tripled and had three RBIs, Hannah Blanton went 2 for 4 with a home run and two RBIs, and Maeve Larson went 2 for 3 to lead Amboy (5-9, 4-4 NUIC South). Blanton earned the win, striking out 10, walking three, and allowing five hits and one run over seven innings.

East Dubuque 8, West Carroll 7, 9 inn.: The Thunder scored two runs in the top of the ninth, but the Warriors answered with three in the bottom in a tight NUIC West contest.

Maddie Eppenstein was a triple shy of the cycle, smacking a double and a solo home run for West Carroll (3-13, 2-6). Tori Moshure, Erika Rice and Kendal Asay all had two hits, and Rice drove in three runs. Emily Watkins had a pair of RBIs, and Halee McGinnins added an RBI. Kylee Delgado allowed three runs (two earned) and three hits in 3 2/3 innings, striking out one and walking four. She took the loss in relief of starter Domynique Lego, who gave up five runs (four earned) and four hits in 4 1/3 innings, with three strikeouts and 11 walks.

West Carroll 7, Milledgeville 4: The Thunder grabbed a 3-0 lead in the first inning, then tacked on two insurance runs in the fifth to pull away from the Missiles.

Abbey Skiles went 3 for 4 with one RBI, Tori Moshure went 2 for 4, and Lacey Eissens went 1 for 2 with two RBIs to lead West Carroll hitters.

Domynique Lego got the complete-game win, striking out six, walking eight, and allowing seven hits and four runs.

Baseball Milledgeville 6, Forreston 3: The Missiles got rolling with a four-run third inning and never looked back, claiming an NUIC South win over the Cardinals 6-3 on May 5.

Caden Vandyke went 3 for 4 with one RBI, and Connor Nye went 2 for 3 with one RBI to pace Milledgeville hitters.

Nye was the winning pitcher. Over 5 2/3 innings, he allowed two hits, three runs and five walks, and earned nine strikeouts. Kieren Harris threw 1 1/3 innings of relief, conceding one hit and one walk, while striking out three.

Mason Fox went 1 for 2 with two RBIs to lead Forreston, and Blake Greenfield had one RBI. Owen Greenfield took the loss, going 6 2/3 innings on the mound and allowing seven hits and five runs (one earned) and striking out 10 without a walk.

East Dubuque 13, Forreston 6: The Cardinals lost an NUIC crossover game at home, as four Warriors pitchers combined on a two-hitter.

Both teams scored four runs in the first inning, but East Dubuque added two more four-run frames in the third and fifth to pull away.

Noah Johnson had the lone RBI for Forreston, and he and Mason Fox each had a hit; Fox’s was a double. Tommy Appel scored twice, as the Cardinals took advantage of 10 walks and four hit batsmen.

Eastland 5, Amboy 1: Carson Heckman and Kellen Henze each went 2 for 4 to lead Eastland, and Henze had one RBI. Cole Huber and Jaxson Sturtevant drove in one run each for the Cougars.
