ROSE MARIE MOLL Born: June 10, 1938 Died: April 6, 2022 Rose Marie Moll, age 83, of Shannon, IL passed away at UW Hospital in Madison, WI, on Wednesday, April 6, 2022. She was born on June 10, 1938, the daughter of Dr. Victor Rockey and Marie (Appenzeller) Rockey. She graduated from Freeport High School in 1956.

She worked at Microswitch after graduation. She married LaMoine Moll in 1959 at the United Methodist Church in Shannon.

She was a member of the United Methodist Church for over 60 years. Rose Marie resided in Shannon until her death.

She was a homemaker who loved her home and her family. She was also a wonderful mother, wife and a true friend. She was

NEWS BRIEFS an avid birdwatcher and loved flowers and nature of all kinds. Rose Marie was an outstanding cook and enjoyed baking and cooking things for her family and others. She collected recipes of all kinds.

She and her family founded the Steven Moll Memorial Foundation in 2009. This foundation sends deserving students from Eastland to Highland Community College for their first year or more of college.

Rose Marie is survived by her husband; her son, David Moll of Shannon; and her sister-inlaw, Linda (Skip) Rockey Krum of Mt. Carroll.

She was preceded in death by her son, Steven and her brother, Robert.

The funeral service was held on Tuesday, April 12, 2022 at Bethel United Methodist Church in Shannon. Interment took place at Chapel Hill Memorial Gardens in Freeport, IL. A memorial fund has been established for the Steven Moll Memorial Foundation for Eastland Students attending Highland Community College. Condolences may be left at www.hermannfuneralhome.com.

For the Prairie Advocate The Savanna City Council approved the first reading of an annual 3% increase ordinance for water rates and basic user rates at the council’s April 12 meeting.

Residential use accounts will go up from $2.70 to $2.78 per 1,000 gallons, with the minimum quarterly charge going up from $27 to $27.80.

Industrial use accounts will see their basic user rate go from $2.70 to $2.78 per 1,000 gallons, with the minimum monthly charge going from

$108.00 to $111.20.

Commercial use accounts will see their basic user rate go from $2.70 to $2.78 per 1,000 gallons, with the minimum quarterly charge going from $54 to $55.60.

Nonresident users will pay double the rates for water consumed by residential users within the city limits. The minimum flat rate charge for these users will rise from $196.20 to $199.08 per quarter.

The council also approved: • The first reading of an ordinance that will allow for recycling and garbage collection fees to increase by 3.5%; the

second reading will take place at the next meeting. If given final approval, the monthly collection charge will go from $14.50 to $15.01 per month.

• A request for funds from the Public Works Department in an amount not to exceed $2,000 to purchase a new sewer jetter nozzle/cutter.

• A request for a retainer fee increase from City Attorney Phil Jensen. Jensen’s rate will increase by $250 a month, which is an increase of $3,000.00 a year.

The council acknowledged that Jensen’s increased work dealing with city ordinance citations had been beneficial to the city.

• The first reading of an ordinance approving a redevelopment agreement between the city and Coralie Beck doing business as Shiver’s Ice Cream Shoppe, which will, if given final approval, result in an amount of $2,483.64 to be granted over a total of five years.

The council instructed MSA Engineering’s Steve Haring to proceed with the application process for a RISE (Research in Illinois to Spur Economic Recovery) regional and local planning grant, which offers a minimum of $10,700 and a maximum of $75,000 to qualifying small communities for improvement projects.

Carroll County Help Center scholarship winners announced The Carroll County Help Center continues to celebrate 50 years of service by announcing the recipients of the 2022 Carroll County Help Center Lois Frank Memorial Scholarship, a scholarship named to honor the first CCHC president.

The scholarship is offered to graduating high school seniors, one for each Carroll County school district, who are continuing their educational goals at a community college or a vocational, technical or trade school.

Alyssa Mertz was selected from the Milledgeville High School applicants and Kallie Parks was selected from West Carroll. There were no applicants from Eastland this year.

Mertz will be attending Sauk Valley Community College to get an associate degree with the hope of continuing at a state university to study forensic science.

Parks will attend Capri College to study cosmetology with the goal of eventually owning a salon.

The recipients will be presented their $500 CCHC Lois Frank Memorial Scholarships at their high schools’ awards and scholarships night on May 4. West Carroll’s ceremonies will begin at 6 p.m. and Milledgeville’s at 7 p.m. at their respective high school gymnasiums.

Carroll County Help Center thanks the communities for their support. Funding for the scholarships, as well as funds to help meet the emergency needs of those who have lived in Carroll County for at

least six months, comes from memorial funds, donations and income from by sales at the Carroll County Thrift Shop.

The Carroll County Help Center Thrift Shop is at 126 S. Fourth St. in Savanna and is open from 10 a.m. to 4 p.m. Friday and 10 a.m. to 2 p.m. Saturday.

Savanna City Council considers water increase ordinance

Last adventure needed before craziness of summer One last adventure was needed before the craziness of summer. I think for the first time ever, I said let’s not go to Mexico but let’s go on an adventure.

Not sure what got into me other than I feel sorry for the dog as poor Maggie gets left all the time. With that being said, we loaded up the vehicle and drove to Gatlinburg, Tennessee, straight through, which isn’t a big deal, but when you have a dog who hasn’t traveled before, it felt like a big accomplishment.

Maggie is a high needs girl who always thinks she needs to be touching someone. She also thinks she should be a lap dog and at 60 pounds she isn’t.

While you hear of people leaving Illinois to head to Tennessee, I found it isn’t far enough south for me. The one day when I got up to hike, it was a crisp 34 degrees out. I can’t imagine driving those roads with ice on them.

Nor do I enjoy any part of the layers and gear required!

While I love the mountains, I also was just not sold on the area. I never realized how it is the Dells on steroids.

I also admit I have actually never looked at that area, I just wanted a

I even had to look up the price we last paid for it, and we have not seen a price increase since 2019 on these, so I guess that is one plus. We even heard a rumor that Custom was not going to be producing the spice anymore, however, it seems for now that is a rumor and we are still able to get it.

I feel old when I say I remember when we raised the price from $4 to $4.50.

The West Carroll FFA had a “Drive Your Tractor to School” day on April 4. Four FFA members participated. Pictured left to right are Nathan Veith, Max Eaton, Brad Huizenga and Paige Armstrong. The chapter usually has “Tractor Day” during National FFA Week, but was postponed this year because of cold weather.

April is distracted driving awareness month, and we want to continue to remind everyone the speeds in which farmers travel with equipment is quite slower than you in your car. They sometimes cannot see you behind them due to the large size, and all on the road need to be aware of where field entrances are in which they may turn.

Once spring planting can begin, we want everyone to stay safe.

••• During the week of May 2, we will only be open on Monday, May 2. I will be in Bloomington meeting with fellow managers for our annual Managers’ Conference. This year will look a lot different and more normal than it has these past few years.

I am looking forward to coming back energized and ready for summer programs.

I seem to have a list of ideas from conferences over the years. Some of those ideas fly and some not so much!

Annual spring plant sale in Fulton is set for May 14 The annual Fulton Plant Sale is scheduled for Saturday, May 14.

The sale offers a nice selection of plants to choose from for seasonal projects. Perennials and some annuals will be available.

The sale operates solely on donated specimens from area gardens.

Anyone who has plants they no

longer want or need can split them, dig them up and bring them to Cattail Park just north of Fulton (follow Eighth Avenue out of town toward the Fulton Golf course) from 1 to 5 p.m. Friday, May 13.

Gardeners will be there to repackage donations for the sale on the following day.

The sale will start at 8 a.m. and run until noon Saturday, May 14.

Most plants are priced at $2 and up.

Come early for the best selection.

Master Gardeners will be available to answer questions concerning planting tips and recommended plant care.

The Fulton Plant Sale is sponsored

by the Friends of the Windmill with proceeds to benefit the beautification of the Windmill Area.

Social distancing will be encouraged. Weather permitting, most plants will be outside.

Public meeting is May 11 for I-80 Mississippi River bridge study DIXON – The Illinois Department of Transportation, in partnership with the Iowa Department of Transportation, will hold an online public meeting on Wednesday, May 11, to present findings and receive public comment as part of the Interstate 80 Mississippi River Bridge study.

The public meeting will be held online from 4 to 5:30 p.m. Participants can register to attend the meeting by visiting the project website, I80MississippiBridge.com, and logging in with a name and email address.

The I-80 Mississippi River Bridge study includes about six miles from the

I-88 interchange in East Moline, Illinois, to 35th Street southwest in Bettendorf, Iowa.

The public is encouraged to attend the meeting to learn more about study findings and provide comment on potential improvement alternatives. In addition to a video presentation, the meeting will include representatives from the Illinois and Iowa Departments of Transportation and the project consultant team. Exhibits will be available for review and the meeting will include a Q&A session.

The I-80 Mississippi River Bridge was built in 1967 and is one of three

major interstate bridges in the Quad Cities. The bridge has required significant repairs and rehabilitation in recent years and traffic is increasing with associated increases in crashes.

The aging bridge continues to face costly maintenance expenses and the highway design does not meet current standards. In 2020, Illinois and Iowa conducted an online public meeting to introduce a Planning and Environment Linkages study of the bridge and corridor.

Since then, the project team has continued to evaluate existing conditions and identified potential improvement

alternatives.

Consideration of public input and evaluation of safety, capacity and infrastructure will continue following the public meeting. Meeting materials and the video presentation will be available at any time after the meeting on the project website, I80MississippiBridge.com. Comments are always welcome.

Comments received through May 25 will become part of the public meeting record.

The study is expected to conclude in late 2023 with a report and recommendation of a preferred alternative.

Our sincerest heartfelt thanks go to Liberty Village, FHN and the UW Health Center in Madison for the excellent care she received while there. The doctors, nurses and aides did everything they could to care for her and help her.

Thanks to Phyllis Lawson for the beautiful music she provided and to the Hermann Funeral Home for the nice service and sensitivity they showed. We also thank the pallbearers and everyone that prepared and helped with the luncheon.

Special thanks to Pastor Brenda Morris and Dawn Barr for their kindness and compassion at this very sad time. Their precious words helped us through a very difficult time. The support of our friends and neighbors was very much appreciated and you gave great comfort to us when we needed it.

SAVANNA – Parishioners of St. John the Baptist Catholic Church in Savanna are planning a reunion celebration for former students and graduates of St. John’s parochial grade school which closed at the end of the 1967-68 school year.

The reunion will be held on Father’s Day, Sunday, June 19, beginning with the celebration of a special Mass at 10:30 a.m. followed by a catered luncheon that will begin around noon at St. John’s Antl Hall.

Dave Engaldo, chair of St. John’s Reunion Planning Committee said this is the first reunion St. John’s has ever sponsored for its former parochial school students and graduates.

Anyone who ever attended St. John’s parochial school is welcome and encouraged to attend, spouses included.

The school had five large classrooms and a capacity of 250 students. A large auditorium, with an 18-foot ceiling and a seating capacity of 480, was built on the third floor. The auditorium was used for parish programs and events and served as a gymnasium for basketball and other indoor games.

Joshua J. Robbins of Sterling was arrested April 21 after a search of his home in the 15000 block of Willow Court, investigators from the Illinois State Joshua Robbins Police Division of Criminal Investigation said in a news release.

The new grade school thrived for more than 45 years educating more than 1,000 students during that time.

In May 1968, St. John’s parochial school graduated its final 17 students. Effective June 1, 1968, St. John’s Grade School officially closed its doors, joining many other northwestern Illinois and eastern Iowa parochial schools that became the victims of increased operating costs and a shortage of accredited teachers.

The school continued to be used on a limited basis for religious education as a community musical education center for several years.

In 1986, Sister Marie Celine said her final goodbyes after 22 years at St John’s and became the last in a long line of the Franciscan Sisters of Milwaukee that served the parish since 1903.

In August 1995, the school was demolished to make way for a new 12,000-square-foot parish center named Antl Hall, which included six religious education classrooms, four offices, a large meeting hall with a seating capacity of 300, a full-service kitchen and rest room facilities.

Antl Hall was dedicated on Aug. 25, 1996. It was the end of one era and the beginning of another. Antl Hall soon will be celebrating its 26th year.

Robbins, who moved to Sterling from Pearl City last year to teach and coach the Mustangs, faces 3 to 7 years in prison and a mandatory fine of $1,000 to $100,000 on each charge if convicted.

In the meantime, he is on administrative leave from the district, Superintendent Scott Vance said.

The School Board will decide if further action is warranted as more information from investigators becomes available, Vance said.

Arrangements will be made to cover Robbins’ classes and coaching duties.

For now, educators and administrators are focused on the safety of their students, he said.

Morrison High Principal Cory Bielema and Athletic Director Gregg Dolan will be talking with the teens.

They will be difficult conversations, and ones that “must be handled with kid gloves,” but they will be stressing that everyone is innocent until proven guilty, Vance said.

Spring Big Bird Day May 7 On May 7, Terrence Ingram will conduct his sixth Spring Big Bird Day, his annual bird count that he says documents the loss of birds, insects and plant life due to agricultural sprays.

Each year he said he has been seeing fewer and fewer birds, both in numbers and varieties. Members of the public are invited to join Ingram at 8384 North Broadway Road, south of Apple River, who will be counting birds from dawn until dusk.

If you plan to join him, call 815594-2592 in advance, to let him know about what time he can expect you, so that he will be close to the house and not down in the prairie or woods.

To help the Eagle Nature Foundation raise money for their efforts to save the bald eagle, Ingram is asking for pledges to ENF for how many species of birds he can identify on that day.

After the count those people responding will receive a report as to how many bird species were seen on

that date.

“The agricultural sprays have got to be stopped if we are to retain any portion of the world we used to live in. Not only are these sprays killing the birds, they are killing the insects as well,” Ingram said in a press release.

“As these poisons are killing the birds and the insects, they are definitely having an affect on humans as well. But maybe it will be too late when this has finally been determined,” he said.

Ingram’s Big Bird Days do not just document the loss of bird life in this area.

“The lack of any migrating birds indicates that those birds, which are nesting further north, are having problems as well. Without our insect eating birds to help control insect populations, some of these insects will become a very real problem in the near future,” he said. “Mosquitoes, gnats, locusts, and flies will be the first to get out of control.”

NICAA Golden Meals program has expanded its services to include more home-delivery routes in the Shannon area, for the town of Shannon and the rural areas surrounding it.

The Home-Delivery program is for any senior citizen age 60 or over who would benefit from having a meal delivered to their home on a daily basis.

Delivery will be available Monday through Friday. For more information or to sign up for the program, call 815-232-8896.

Sign up is quick and easy and meals can start within a day or two.

To sign up for Savanna, Mt. Carroll, Thomson, Chadwick or Milledgeville area, please call 815-273-4875 to set up for meal delivery.

TRANSPORTATION CCT now has four buses and 10 vans, all wheelchair accessible, available to take people to meals, medical appointments and to do shopping and other errands in towns and around the county or to Freeport, Sterling or Clinton.

We have now added medical appointment to Monroe, Rockford and Iowa City with a 3-day notice.

If you need a ride, call 244‑0011 at least 48 hours in advance to schedule your trip. For shopping trips, there is a 5-bag limit due to space issues.

We provide this service to assist those who no longer drive or would rather have someone else do the driving.

Please remember our drivers are not allowed to go into your home per IDOT regulations, so if you are not able to get yourself out to the van or bus you would need to have someone there to help you into the van or bus and off the van or bus to go to your appointment.

Trouble hearing on the phone?

Illinois Telecommunication Access Corporation (ITAC) has added a program to help those with cellular service that are having trouble hearing on the phone.

The program provides free amplified telephones and captioning telephone to Illinois residents that are hard of hearing. Applicants must be certified as hard of hearing by a doctor, nurse practitioner, or audiologist; live in Illinois; and have a service that remits to the program.

Lee County Council on Aging (LCCOA) and Whiteside County Senior Center (WCSC) are selection centers for

ITAC. Walk-ins are welcomed from 9 a.m. to 1 p.m. on Monday at the WCSC. Potential applicants can call the WCSC 815-622-9230, ext. 194, or LCCOA 815288-9236 in advance to set up an appointment to see about qualifying.

Cellphones must be Bluetooth capable.

Applicants applying for this program, should bring in the cellphone. Please bring a phone bill with all the pages for landline service or cellular service (prepaid cell uses that don’t receive a phone bill must bring the cellphone) and proof of address (driver’s license, state ID, or a bill with the applicant’s name and address on it).

SERVICES Exercise Equipment

The Senior Center has six pieces of professional-grade equipment, treadmill, rowing machine, Stair Stepper, E-Force Cross Trainer exerciser and recumbent bicycle.

You are welcome to use any of these anytime the Senior Center is open, Monday-Friday, 8 a.m. to 2:30 p.m.

These six pieces of exercise equipment have been

donated to help seniors get some needed movement and cardio work that can improve both their physical and mental states.

And as anyone can tell you, a few minutes walking or riding a bike can go a long way.

Remember in our new building we have no steps so the equipment is so much easier to get to.

So bring a few friends and all of you can work out together, and the best part is it is FREE!!!!

We ask that COVID-19 protocols be observed and after using the equipment that you sanitize with the wipes provided for everyone’s safety.

What do you do with your old cellphones?

Carroll County Senior Center has a donation box for old and broken cellphones.

We recycle them by sending them into a company that refurbishes them for emergency 911 phones for areas devastated by disasters and for sale to low-income people. We currently have a box at the Senior Center.

If you know of anyone looking to get rid of old cellphones, have them drop them off at the Carroll County Senior Center during our regular business hours 8 a.m. to 2:30 p.m. Monday through Friday.

Here are the income guidelines for the license plate discount. If you qualify, you can apply for the Benefits Access Program, (Formerly Circuit Breaker) and receive a discount on your license plate sticker.

The new income guidelines for the license plate discount (gross income) are: • 1-person household, $33,562; • 2-person household, $44,533; • 3-person household $55,500.

Hospice Services

We now have Hospice brochures at the Senior Center for anyone that may be needing this service. They are a wonderful service to help prepare family and friends for the loss of a loved one, and also provides additional support often needed after the loss occurs.

Their emphasis is to assist families who desire to care for their loved one during the final phases of life. They care for the physical, emotional, social and spiritual needs of their patients and their families as they deal with this period of illness and bereavement.

Rules of the Road class is May 27 The Carroll County Senior Center will host a Rules of the Road Class on Friday, May 27, from 9-10:30 a.m.

This class is for anyone who is going to be taking their driver’s test to renew their license.

This class is offered by the Secretary of State’s Office and the instructor will go through all the information that will be on the test and more.

Believe it or not, your teens do need your guidance about how to avoid drinking alcohol.

Disappointing their Parents is the number one reason teens decide not to drink alcohol.

As a parent you may have the greatest influence over a teen’s behavior.

In fact, experts believe parents play a key role in preventing teen car carshes and deaths. Here’s what you can do: • Understand that most teens who drink do so to get drunk.
