Whiteside officials weigh in on failed referendum

BY ERIC INGLES AND SARAH FORD news@shawmedia.com Since Whiteside County’s 911 service was first established, much of the burden of paying for it has fallen to individual cities, towns and police departments throughout the county.

Last Tuesday, the county asked voters to change that and implement a 0.5% sales tax to fund 911 services.

Voters resoundingly said no.

Sterling Mayor Skip Lee said in the short term, it may not mean much for Sterling residents.

“We capped what we’re paying into the system at what we agreed to pay originally,” he said. “Consequently, short-term-wise, that’s not going to change. We cannot continue to keep paying more and more and more and more for a system that was not fair to the citizens of Sterling.”

Lee said he was disappointed the measure did not pass, but not surprised given the tough economy in which the county was asking shop-

pers to pay a bit more in sales tax.

Albany Chief of Police Wyatt Heyvaert agreed that is was a tough time to ask, especially with the statewide proposal for a graduated income tax also on the ballot.

“The benefits of the tax are that it allows not only Whiteside County residents, but also those who visit to contribute to the fund by purchasing gas or eating at our restaurants,” Heyvaert said. “A public safety tax took three times to pass in Henry County, and since it did, it has sustained the funding for dispatching fees. This tax is vital, especially to smaller municipalities, because our fees for dispatching services are being raised to cover the continuing rising costs.”

Heyvaert said that without the tax, Albany’s share could increase from $300 to $18,000 per year.

Morrison Mayor Everett Pannier said he would expect the county to follow through with its plan to charge cities in the county more for 911 services.

“Eventually, and by eventually I’d

say over the next three years, we could see a bill for around $87,000 for the city of Morrison,” Pannier said.

“Sterling and Rock Falls obviously would be much greater than that. So I think the intent was to try to put it on the next ballot. I don’t know if that can be done for next April, but do it again and try for more work up front to make sure people knew

what it was they were voting for.”

Whiteside County Sheriff John Booker said on Tuesday that the tax proposal “isn’t something that will go away. It will reappear again on another ballot,” after the vote totals came in showing the proposal had been defeated by 12,681 votes.

“Like we saw with Sheriff Booker’s statement the other day, now they’re going to have to look at other options,” Lee said. “Rock Falls and Sterling cannot continue to pay at the rates we are, compared to the rates in the western end of the county. I’m not saying the west end is doing anything evil; it was traditionally that they were given 911 service for a low cost, and now that’s no longer going to be a possibility.”

Health department warns of potential exposure STAFF REPORT news@shawmedia.com MORRISON – The Whiteside County Health Department issued a warning of a potential COVID-19 exposure at Hero’s Bar & Grill in Morrison on Oct. 31.

The health department said that an individual with symptoms who later tested positive visited Hero’s that night after 10 p.m.

The health department warns that a person visiting any place, whether that is a restaurant, bar, social gathering or job, where mitigation restrictions and health guidelines are not being followed, that person

is at risk of contracting the coronavirus and of then spreading the virus to those around them.

“Whiteside County is seeing the highest COVID-19 burden this year with no indication of improvement,” the department said in a news release.

“Unfortunately, a number of individuals are not doing what they can to protect our community, first responders, healthcare systems, employers and schools...As a result we continue to see exposure and cases in our schools, workplaces, social gatherings and other locations in our community.”

Whiteside reports 61, Carroll 129 new cases Carroll County reported its new positive cases Nov. 6

BY ERIC INGLES eingles@shawmedia.com The Whiteside County Health Department announced 61 new cases of COVID-19 on Sunday.

The new cases involved five people under the age of 20, 13 people in their 20s, six in their 30s, 11 in their 40s, nine in their 50s, four in their 60s, six in their 70s and seven over the age of 80.

Lee, Ogle and Carroll counties did not report updated statistics on Sunday.

On Friday, Nov. 6, Carroll County reported 129 new positive cases from Nov. 3 through Nov. 6.

The ages for those individuals were: 4 children, 4 teenagers, 18 in their 20s, 36 in their 30s, 30 in their 40s, 19 in their 50s, 11 in their 60s, 4 in their 70s and 3 in their 80s.

This brings the total number of positive cases for Carroll County to 653. Carroll County COVID19 related deaths remain at 19.

“Our health department is working closely with the Illinois Department of Public Health (IDPH) and continues to monitor the individuals, and their close contacts,” officials said in a

press release.

Whiteside County has had 2,419 cases and 48 deaths. Lee County has had 1,063 cases, 674 recoveries and four deaths.

Ogle County has had 1,742 cases, 1,300 recoveries and eight deaths. Carroll County has had 653 cases, 452 recoveries and 19 deaths.

The North region (Boone, Carroll, DeKalb, Jo Daviess, Lee, Ogle, Stephenson, Whiteside and Winnebago counties) has seen eight days of positivity increases and eight days of hospital admission increases.

The region’s positivity rate increased significantly from 16.1% to 16.8%. This remains the

highest rate of any of the state’s 11 regions. Currently, 32% of medical/surgical beds are available and 38% of ICU beds.

After failing to lower its positivity rate below 8%, the North region (Region 1) was moved into the IDPH’s tier two mitigation measures – the only of the state’s 11 regions to reach the second tier.

Among other things, this means gatherings are limited to ten people and outdoor dining groups are limited to six people instead of 10.

The region’s counties that are reporting the highest positivity rates are Boone (21.1%), Carroll (20.1%), Stephenson (17.7%), Ogle (17.6%), and Whiteside (18.3%). DeKalb County’s positivity rate increased from 11.4% to 12.1%.

To get back to the standard Phase 4 restrictions, the region will need to maintain an average positivity rate of less than or equal to 6.5% over a three-day period.

The Illinois Department of Public Health announced 10,009 cases Sunday as well as 42 deaths. Statewide there have been 487,987 cases and 10,196 deaths.

Sterling has had 8,426 tests and 867 cases. Rock Falls has had 4,186 tests and 542 cases. Dixon has had 9,235 tests and 747 cases. Rochelle has had 5,469 tests and 724 cases.

Whiteside officials weigh legality of ordinance State’s attorney says new measures can’t be enforced through old rules

BY TIMOTHY EGGERT teggert@shawmedia.com MORRISON – After more than a month of some business owners and residents flouting enhanced mitigations aimed at stunting a surge of the coronavirus, a group of Whiteside County officials are considering, but still hesitant about codifying, a method of enforcing those measures.

The prospect of drafting and adopting an ordinance that mandates businesses and individuals abide by protocols outlined in Illinois Department of Public Health Tier 1 and Tier 2 coronavirus resurgence mitigations, in place since Oct. 3 and Oct. 25, comes as the total number of confirmed coronavirus cases recorded in the county have exploded from 872 cases on Oct. 3 to 2,143 cases on Nov. 5.

On Nov. 5, members of the county board’s public safety commit-

tee asked Whiteside County State’s Attorney Terry Costello if such an ordinance could be developed, and how one could be enforced.

“I’d like to see you look into it, and if there’s something you can see that we can actually do, have it prepared for us so we can act on it this month,” Whiteside County Board chairman Jim Duffy told Costello.

Costello said there’s no clear path in existing state law that gives the county the ability to enforce the IDPH resurgence mitigations.

He pointed to the IDPH emergency rules adopted this summer by a state legislative rule-making panel as the appropriate method of matching new public health guide-

lines with new agents of enforcement.

Those mechanisms include a system of written warnings and orders to disperse that can be issued by county health departments to noncompliant businesses, and authorize county state’s attorneys to issue Class A Misdemeanors or an injunction-order to close for continued noncompliance.

But no statutory agent has been proposed or adopted to enforce the resurgence mitigations, Costello said, explaining that the county can’t enforce a ban on indoor dining because the existing emergency

rules don’t address that guideline.

“I wish we could do something,” Costello said. “We’ve been looking at this all along...but I can ask my civil assistant to look at it again.

I don’t know if we’ll come up with another result.”

The committee’s discussion of the potential ordinance is largely a response to comments made last week by Sterling Mayor Skip Lee, who said county officials and agencies should “aggressively support” the city’s efforts to enforce the enhanced mitigations.

Ray Gilbert, long time teacher, coach and driver’s ed teacher at Morrison High School will turn 90 years old Nov. 11.

He was married to his wife, Charm, who was also raised in Clinton, Iowa.

He coached basketball in Morrison for 19 years with a 278-198 (.584 percent) record. He also coached at high schools in Iowa.

He also coached football and track, along with being inducted into the Illinois High School Basketball Coaches Association Hall of Fame, as well as the Morrison Hall of Fame and the Northwest Illinois Hall of Fame.

He won four conference titles along with six regional championships.

His 1976-77 team were the fastest of any team in Morrison history, an elite-eight team.

He and his wife were very good

OBITUARIES GARY L. RANDECKER MOUNT CARROLL – Gary L. “Beater-Gube” Randecker, 70, of Mount Carroll, passed away on November 1, 2020, at Serenity Hospice and Home in Oregon.

He was born on Nov. 1, 1950 in Savanna, to George M. and Irma (Dangel) Randecker.

He was a 1968 graduate of Mt. Carroll High School. He married Gloria J. Merkel in Wacker on Sept. 7, 1969.

He was the owner/operator of his own shop as a mechanic and heavy equipment operator.

He was also an over-the-road trucker and worked for Loberg Excavating for 22 years as a operator-mechanic.

He was a member of Jehovah’s Witnesses. Gary loved being with his family and friends, playing cards, bowling, throwing bags and camping. He grew the best gardens.

He also loved hunting and fishing. The guy could trouble shoot any mechanical problem and fix it. He enjoyed working with wood and worked hard to heat with it.

He will be so missed by his wife, Gloria of 51 years; two sons, Tim (Loni) Randecker and Terry Randecker,

Lee said the city will be “examining” the liquor licenses of businesses “flagrantly disregarding the rules,” and the Sterling Police Department will “vigorously work to enforce the guidelines and respond to calls.”

But Lee said he was “imploring” Costello to apply the IDPH emergency guidelines to ensure businesses and individuals comply with the enhanced mitigations within the city.

“The bottom line is, law enforcement or the health department, no one can take enforcement measures unless the state’s attorney is willing to back them up,” Lee said.

Costello said in an email two weeks ago that his office would handle any potential violations of the emergency regulations the same as any other case.

“Should any law enforcement agency forward a criminal complaint and report regarding an alleged violation of that section, it would be reviewed for prosecution the same as any other case that law enforcement submits to my office for prosecution,” Costello said in the email.

He added that the county is “very

limited” in its ability to regulate what goes on inside a municipality, like the city of Sterling, and that the city could enforce the mitigations without relying on the county.

“Every municipality to my knowledge has the ability to develop and enforce its own ordinances,” Costello told the committee. “They have their own law enforcement agencies and attorneys to enforce those ordinances.”

Whiteside County Sheriff John Booker echoed that understanding, adding that his deputies forward any complaints of potential violations to the Whiteside County Health Department, and that he has directed his deputies to enforce the face covering mandate outlined in the IDPH emergency regulations.

“But a deputy cannot enforce a county ordinance within a city,” Booker said. “If there’s a city ordinance, a deputy cannot enforce it in other parts of the county.”

Even still, committee chair Sue Britt said that she’d like Costello to develop the potential ordinance, unless it creates additional liability for the county.

“If it’s going to shift the liability from [the state] to the county, then I’m not as sure,” Britt said. “We have enough problems already.”

Ogle sheriff helped out with wildfire response ‘It takes passion. It’s 16-hour days in an emergency trailer.’

BY JEFF HELFRICH jhelfrich@shawmedia.com Brian VanVickle spent two weeks sleeping in a tent and working 16-hour days in an emergency trailer in California.

The Ogle County Sheriff was tasked to help California Instant Management Team 13 fighting wildfires at Sequoia National Forest out west as a public information officer. VanVickle is part of a state team that fielded a federal request for the position.

“It’s been a long fire season out west,” VanVickle said. “The two weeks I was out there I was doing media relations. Several of the giant trees caught on fire. We handled the media in the area. I flew back home Wednesday.”

VanVickle worked with first responders from all over the country including people from Florida, Utah, Idaho and Colorado.

This was Team 13’s 16th operation fighting the fires. Fire crews from Mexico came to help, marking the first time that’s happened in U.S. history, VanVickle said.

“People were tired and needed help,” VanVickle said. “That fire has been going for two months.”

As sheriff, VanVickle has always placed an emphasis on emergency response, practicing for drills involving the Byron Nuclear Plant often and dealing with past county events like the F4 tornado that hit Rochelle in 2015 and the Aug. 10 wind storm that hit Forreston this year.

“We’ve always said, even before the tornado, we were successful because of practice in nuclear drills,” VanVickle said. “It was another opportunity to be able to assist and learn.”

VanVickle said the team he worked with out west was part of a national system. Over 1,000 people were working to fight the fire over the two weeks.

The concept of emergency management got its start in fire, VanVickle said. He’s trained to address any event whether it’s weather or civil unrest. He got to see how response worked on a larger scale in California.

He was able to attend planning, command, cooperators and general staff meetings relating to the incident.

“When we have a local or state incident we have the same meetings so it was very beneficial to participate and bring that operational knowledge back,” VanVickle said. “I always think it’s important. Emergency management and practice, it helps residents recover sooner. That’s always been the focus.”

Here are some Carroll County economic contribution of ag facts. The total value added by agriculture in our county is $102.8 million. Of that the value added from livestock is $26.2 million.

We have 1,003 farmers in the county.

Farmland accounts for a third of the property tax base as well. There are total of 1,150 jobs both on and off the farm generated by agriculture in Carroll County.

Carroll County is the top vegetable producer in the state. We rank 2nd in cattle and calves and 10th in milk from cows.

Take advantage of all those locally grown apples!

O

ne of my favorite snacks has always been an apple eaten out of hand. From the first big juicy bite to the last nibble of flesh from around the core there are few foods I enjoy more. So, I’m always happy to see apple season roll around.

Apart from being a delicious fall treat there may also be some truth to the saying “An apple a day keeps the doctor away”. According the World Health Organization one of the leading contributors of premature death is low fruit and vegetable consumption.

Studies looking specifically at apple consumption show that apple intake is associated with reduced risk of cardiovascular disease and specific cancers.

BEYOND TRIM SHERRY DEWALT

One caveat; it’s important to consume the skin of the apple as that is where most of the disease fighting compounds are found. In addition to eating fresh, raw apples there are many other ways to enjoy this wholesome fruit without sacrificing the peel. Here are a few of my favorites: Oven Dried Apple Slices – Slice apples crosswise very thinly with a mandoline slicer or a sharp knife.

You don’t even need to remove the

seeds. Lay the slices on a baking sheet lines with parchment paper or a non-stick baking mat. Bake at 200 degrees for 2-3 hours, turning once during baking. The shorter cooking time will result in a chewier product; leave them longer if you prefer them crispy. (To keep your apples from turning brown you can soak the slices in lemon water and dry before placing them on the cookie sheet but it’s totally optional.)

Baked Apples – Use a melon baller to remove the core and seeds from an apple beginning at the top or stem end. Leave about ½ inch of apple at the bottom. Place apples in a baking dish. You may need to trim a bit from the bottom of each apple to make it stand upright.

Fill the cavity of each apple with

chopped nuts, raisins, a teaspoon of plant based buttery spread, and a teaspoon of brown sugar. Bake at 350 degrees for about 30 minutes.

Applesauce – Cut the “cheeks” off 6-8 large apples as close to the core as possible. Cut each cheek into 1” chunks and put the apple pieces in your slow cooker.

Add about ½ cup of water. Cover and cook on low for 6-8 hours. Use a potato masher to process the applesauce to your desired consistency.

Enjoy warm or refrigerate up to one week.

Bustos declares victory in 17th on narrow margin

BY TIM EGGERT teggert@shawmedia.com After confronting a lead that at one point narrowed to 110 votes, Democratic U.S. Rep. Cheri Bustos secured her fifth term representing Illinois’ 17th Congressional District, narrowly blocking Republican challenger Esther Joy King from flipping the district she has held since 2013.

As of 12:57 a.m. on Nov. 4, with 99.4% of precincts reporting, Bustos had collected 152,405 votes, or 51.96% of the total votes cast across the district, which is home to all of Carroll, Henderson, Jo Daviess, Fulton, Henry, Mercer, Rock Island, Knox, Stephenson, Whiteside, and Warren counties, as well as parts of Peoria, Tazewell, and Winnebago

counties.

King had obtained 140,887 votes, or 48.04% of the total votes cast, according to unofficial election results.

Results are subject to change through Nov. 17, as outstanding mail-in ballots continue to be submitted to, processed and tabulated by clerks in the district’s 14 counties.

“Together, we have fought to protect and expand access to health care, rebuild our economy, strengthen our infrastructure and make our part of Illinois better for hard working families,” Bustos said in a victory statement issued at 12:20 a.m.

“Tonight, thanks to your support, we will continue that fight for our communities, for our state and for our nation.”

King had inherited the lead multiple times throughout the night, suggesting that she might flip the district.

“We are cautiously optimistic right now,” King said in a phone call Tuesday night. “We’ll see what happens.”

The prospect of a flip seemed the most probable at 11:52 p.m., when with 96.88% of precincts reporting, King took a 1,140 vote lead.

But that margin was quickly dissolved after midnight, when some counties, like Rock Island County, finally included early and mail-in votes in total vote counts, boosting

Bustos into a convincing lead.

“I am grateful for everyone who has volunteered and supported me throughout this campaign,” Bustos said in the statement. “But no matter what side of the aisle you sit on – Democrat or Republican – it is my commitment to you that I will work across the aisle to continue to deliver for Illinoisans.”

Bustos, of East Moline, has comfortably been re-elected to her seat since flipping it in the 2012 election, when she earned 53.3% of the vote to defeat incumbent Republican U.S. Rep. Bobby Schilling.

Since then, Bustos has averaged 59.3% of the vote in her re-election bids. She logged the highest percentage of total votes in her 2018 victory, with 62.1%.

Tony McCombie wins reelection in 71st District Voters in Whiteside, Henry, Rock Island and Carroll counties voted Nov. 3 to send Republican Tony McCombie back to the Illinois House of Representatives.

McCombie garnered 25,848 votes (65.36%) to Democratic challenger Joan Padilla’s 13,696.

McCombie’s support was consistent Tony throughout WhiteMcCombie side, Henry, Carroll and Rock Island counties, with 62.33% in Whiteside County, 71.3% in Carroll County, 72.45% in Rock Island County and 63% in Henry County.

“Tonight’s results indicate that

the families of the 71st believe in an advocate that will work across the aisle to bring political and structural reform,” McCombie said, “a representative that will advocate for common sense solutions to the state’s most pressing problems. A special thanks to those who fought for this victory and to those that continue to believe that my voice will bring positive results to Illinois.”

McCombie ran on a platform of reducing regulation on farms and on protecting Second Amendment rights.

The two also ran against each other for the seat in 2018, with McCombie claiming 58.7% of the vote in that race, winning by 7,065 votes.

Then-Savanna mayor, McCombie was first elected to the Illinois House of Representatives in 2016 when she claimed 62.88% of the vote in a race against Mike Smiddy.

Padilla said things did not turn out the way she was hoping, but she does hope the things she was fighting for, from jobs to education, can be things the voters can count on McCombie to fight for in Springfield.

“The bottom line is I put forth my best effort hitting over 12,000 doors, talking to people,” Padilla said. “It’s a matter of listening and, for whatever reason, the people have had their voice heard and the 71st District will be represented by Tony McCombie, and that’s fine.”

Plan is Approved MORRISON — Morrison voters on Tuesday approved a plan by the Morrison Community Hospital to lease off-site office space.

Morrison residents voted in favor of the plan 3,273 (72.78%) to 1,224 (27.22%).

The referendum allows the district to lease office space outside of district boundaries.

In a statement on the hospital’s website, hospital CEO Pan Pfister said that this move is intended to add a place for initial and follow-up appointments, and will allow the hospital to share office space for the convenience of patients.

Pfister assured residents that there would be no increase in property taxes.

West Carroll FFA Coatney, Henze named to SVM all-area team plot harvested by Charles family

The West Carroll FFA corn plot, just southwest of West Carroll Middle School, was harvested by Terry Charles on Oct. 30.

The corn averaged 175 bushels per acre at 16% moisture.

The Charles family also provided transportation getting the corn to the elevator.

The corn plot was planted April 30 by Riley Getz with seed donated by local Wyffels dealer, Marshall Fink. During the growing season, Mike Davis, and more specifically, Nutrien Ag Solutions provided all the fertilizer, chemicals and the applicator for use on the plot.

The West Carroll FFA will use the proceeds from the plot to fund students attending FFA conferences, conventions, and leadership conferences..
