Savanna City Council mulls Halloween options Full-time sewer operator hired

BY MICHAEL MILLER For the Prairie Advocate In an effort to balance safety and a community event, the Savanna City Council discussed what the upcoming Halloween season could look like in a year of a pandemic.

Alderman Deb Long said Sept. 8 that she favored leaving participation in Trick or Treat up to the discretion of parents and citizens. She recommended masks and individually wrapped candy for those who do participate.

Mayor Chris Lain said he agreed, but said he was unsure if the traditional parade could go on as usual, citing difficulty in keeping people six feet apart.

When Alderman Jocelyn Boyd suggested lengthening the route, Lain said that would be hard to do in light of the scant amount of volunteers normally helping with the event.

Alderman Roger Husband echoed the call for caution. He said having a parade was “encouraging people to gather along the streets, which is defeating the purpose of social distancing.”

No final action was taken regarding the plans, as the council elected to wait a bit longer to see what the status of the pandemic was nearer

to the holiday.

In other action, the council voted unanimously to hire a full-time operator for its Savanna Sewer Treatment Plant. The vote was made following a closed session.

The city is not releasing his name until he has a chance to tell his current employer. He is fully certified with 30 years’ experience. His pay will be $60,008 annually or $28.85 per hour.

Currently, the city is paying Integrated Public Resources, an engineering firm, $150,552 annually.

In further action, Lain reminded the council that signatures for municipal elections can be started this month.

Alderman Jim Friedenbach, Pat Sanchez, Jocelyn Boyd, Sarah Pur-

dom and Mayor Lain are all up for re-election again.

Alderman Jeff Griswold said he’d had comments from two of his constituents regarding the loud music on Main Street.

Lain said he would discuss this with the proprietor in question and that this person had been responsive to complaints.

Police Chief Jeff Doran said that such issues should be relayed the police department, and that he’d instructed his force to allow the music unless there were complaints.

Alderman Nick Law said he had a concern about businesses blocking off space for bike parking only, and the mayor said he had also talked to the person in question regarding the issue.

Authorities arrested 18-year-old Logan D. Smith, 25-year-old Colton M. Merema and 46-yearold Jamison E. Smith after searching a residence in rural Morrison on Sept. 10, finding items reported stolen, the Whiteside County Sheriff’s Office said in a news release.

According to court documents, both Logan Smith and Merema on Aug. 30 broke into and stole items from a residence at 18876 Mellots Road.

OBITUARIES VERLA MAE ATTIG POLO – Verla Mae Attig, 99, of Polo, passed away Saturday, Sept. 5, 2020 at Pinecrest Nursing Home in Mt. Morris.

She was born Dec 2, 1920 in Reddick, the third child of four siblings to Rev. George and Lulu (Morris) Wykle.

Verla was united in marriage to Denver E. Attig on March 16, 1940 in Washington, Illinois. They bought a farm near Brookville and moved there shortly after.

Verla was a homemaker who enjoyed cooking, gardening, and working in the local EUB Church in Brookville, where she often shared her talents.

One son and one daughter were born to them. In 1979, they retired from the farm life to a home in Polo where they lived out the rest of their lives being active in the local Evangelical United Methodist Church.

She was preceded in death by her parents; a sister; two brothers; her husband Denver; and a son-in-law, Dale.

Verla was an excellent cook and really loved preparing meals for her family and

friends at her home in Polo.

Verla is survived by a son, Richard (Irene) Attig of Polo; a daughter, Nancy Keyt of China, Michigan; three grandchildren, Michael (Barbara) Attig of Sunnyvale, California, Dr. Amy(Scott) Shockley of Ionia, Michigan, and Brian Keyt of Greenville, South Carolina.

Also, she was survived by two great-grandsons, Kyle and Ryan Attig of Sunnyvale, California and also many nieces and nephews.

Due to the virus situation, a small private graveside service for the family was held at Fairmont Cemetery on Sept.

10.

In lieu of flowers, a memorial fund will be set up for the Faith United Methodist Church and Pinecrest Nursing Home.

The family would like to offer their sincere thanks for all the care and compassion given to Verla by the staff at Pinecrest Nursing Home and Serenity Hospice. Polo Family Funeral Home handled arrangements.

BETTY J. HUTCHISON MILLEDGEVILLE – Betty Jane Hutchison, 84, of Milledgeville, passed away on Tuesday, September 8, 2020 at her home.

Betty was born in Rock Falls on October 31, 1935, the daughter of Zenas and Elsie (Williams) Morris.

She married Frank Hutchison on February 11, 1955 in Sterling. He predeceased her on August 20, 1988.

Together, they farmed in the rural Milledgeville area from 1955 to 1988.

Betty enjoyed spending time with her family, and taught her grandchildren how to be great Chinese checkers players.

Survivors include one daughter, Jayne Hutchison; two sons, Charles (Karen) Hutchison, and Bob (Dacia) Hutchison, all of Milledgeville; six grandchildren, April (Scott) Tarbill, Chad Hutchison, Brett (Alyssa) Hutchi-

son, Jarod (Brennecke) Hutchison, Branninghan Hutchison, and Chase Hutchison; four great-grandchildren, Kaleigh Tarbill, Madison Tarbill, Brandon Hutchison, and Keenan Hutchison; two step-great-grandchildren, Zaden and Zyan Westbrook; one sister, Virginia Grobe of Sterling; and one brother, William (Nancy) Morris of Browning, Missouri.

Betty was preceded in death by her parents; her husband, Frank; one sister, Virginia Grobe; and one brother, William Morris.

7 while fleeing “vigilant residents” of the Mineral Springs neighborhood is now facing a pair of misdemeanor charges, the Whiteside County Sheriff’s Office said.

Jakob R. Wallingford-Holcomb around 3:20 a.m. Monday was “trying to flee from vigilant residents” who suspected him of “quasi-criminal activity” and “crashed his vehicle into a tree causing major damage,” according to a department news release.

Wallingford-Holcomb left the crash on foot, and deputies stopped him near the intersection of West Fourth Street and West Avenue, the release said.

He was ticketed Sept. 10 for leaving the scene of a crash and for not using headlights when required.

The first charge, a Class A misdemeanor, carries a punishment of up to one year in jail and a fine of up to $2,500.

Wallingford-Holcomb has a first appearance hearing scheduled for Oct. 19.

“The residents graciously prevented further criminal activity by their ever-vigilant neighborhood reclaim,” the release said.

WHOA to host benefit horse show on Saturday MORRISON — White Oaks Therapeutic Equestrian Center (WHOA) of Morrison is set to host its 7th annual benefit horse show on Saturday, Sept.

19 at the Whiteside County Fairgrounds.

The show runs from 9 a.m. – 3 p.m. with 28 classes including halter, riding, English and western pleasure, plus speed events throughout the day. Entry to the grounds is free.

It will be the first public benefit for WHOA this year after other events were cancelled due to the COVID-19 pandemic.

Program Director Tawny Wiersema invites the community to come on out for a day of food, fun and watching horses and their riders.

“The show is all ages, so come out and show your horse, or find a spot on the bleachers,” she said. From the backyard horse to a top show horse, the programs are “fun to watch” with a competitive edge to them.

Due to COVID-19 cancellations, the organization lost out on their biggest fundraiser earlier this year during the Whiteside County Fair.

With ongoing restrictions still in place, this show will also be different with seating for spectators spaced out, less menu options, and no popular “show” class.

Still, its’ a “great show for kids, and it’s casual,” Wiersema said. “It’s not a super serious horse show, but the judge from Wyoming, Iowa, is fabulous with the kids.”

On Sept. 10, the dollar figure was divulged in a newly filed court record: Drug agents seized nearly $9.3 million.

Geno Caffarini filed last Thursday a verified complaint for forfeiture, a legal measure to confiscate the $9,267,845 in cash that the Tri-County Drug Enforcement Narcotics Team seized in last month’s traffic stop.

And the clock is now ticking for someone, anyone, to lay claim to the cash. Caffarini said no one so far has stepped forward to claim the money.

“I would say it is the largest ever

(seizure) in Bureau County, yes,” Caffarini said of the nearly eight-figure bust.

The figure also helps explain why authorities were mum for the past 30 days on just how much cash was seized. Drug interdiction agencies regularly make large cash seizures of five figures or more and drug cartels are known to write off the resulting forfeitures as the cost of doing business.

But a law enforcement figure with knowledge of the seizure said a $10 million loss would be a tough pill for a cartel to swallow. TRI-DENT, the source said, hastily secured the funds before armed cartel members could learn how much had been taken off the streets. A Prayer Box has been installed in the church parking lot at 25460 Locust Road, Lanark, in hopes that anyone in the community or driving down Locust Rd. can drive up and place a prayer request in the box.

The box is secure and checked

Each request is kept confidential and prayed over by the church’s prayer team.

The Thursday filing names the motorists involved in the Aug. 11 stop: Alberto Aguilar and Jose Angel Flores-Salgado Jr. (AKA: Salgado-Flores Jr.), neither of whom faces criminal charges at this time in Bureau County Circuit Court. It also addresses “unnamed individuals” should a third party try to petition the court for the return of cash.

The verified complaint states that owners of the cash have until Nov. 18 to file an answer and until Nov. 20 to appear before Circuit Judge Marc P. Bernabei. If nobody shows, Bernabei can file a default judgment and turn the cash over to law enforcement.

The arresting agency gets 65% of any forfeiture, meaning TRIDENT would get a little over $6 million. ($6,024,099.25). TRIDENT’s commander was not immediately available to discuss how the cash would be divided among the member agencies.

Sunflower field yields color, feel-good comments

BY BRIAN WEIDMAN bweidman@shawmedia.com STERLING – Flower power is alive and well in Sterling, thanks to the green thumbs of Dixon resident Norm Koster.

Koster, 69, has a 1,200-acre field of sunflowers located on Polo Road, near the Mobil gas station. It is drawing onlookers from near and far, to the point the Sterling Police Department had to post no parking signs in that area, to help ease traffic congestion.

One might think Koster would not want people congregating on his land to view the flowers, but the opposite is true. He has no problem with that, and if they want to pluck a plant or two, that’s fine as well.

He visits the area most days, to see what’s going on.

“I went into this knowing there would be some people that couldn’t resist picking them,” Koster said.

“I’m out there, and I don’t know how this couple came up, but they said they were from Los Angeles. The lady claimed that she was an actress and he was an engineer. They listened to my story about how these

This isn’t the first time this field has drawn attention. In 2011, he changed it over to an organic field, meaning no chemicals or fertilizers were used in growing that year’s crop of wheat and clover. Hogs then ate the clover, and their manure

aided plant growth on the property.

When residents complained about the smell, he successfully argued it was an organic farm and was able to continue his operation.

“My dad, who was living at the time, asked me where I came up with the idea,” Koster said. “I told

him as a boy, ‘I think you made me clean too many hog pens.’ This way, we don’t need to shovel the stuff.

The hogs are depositing it right on the ground where we want it.”

land to grow a variety of organic crops, including wheat, alfalfa, corn, soybeans and food-grade yellow peas.

His first crop of 2020 was wheat, then he received a phone call from a man who worked out of Atlanta for Perdue, a chicken processing company. Perdue wanted Koster to produce a crop of organic sunflowers.

“It was said if I could take my wheat off in a timely fashion and have the sunflowers planted by the July 10 that they should make a crop,” Koster said. “I was able to harvest the wheat, and as it worked out, on the 8th and 9th of July, I planted the sunflowers.”

That period of time, however, was an exceptionally dry period in this region, and Koster figured his first-ever venture in growing sunflowers was doomed.

“I had kind of written the crop off because we hadn’t had any rain,” Koster said. “From July 9 until when these sunflowers started flowering, we hadn’t had an inch of rain total.”

Indeed, by about the last weekend of July, the sunflowers had opened up, and people in Sterling – and beyond – have taken notice.

Traffic in the area increased. He enjoys visiting with the people who come by.

On Labor Day, some newlyweds got their picture taken in the field. Short-

ly after that, a student from Augustana College in Rock Island made a special trip to Sterling, in a gown, to get her picture taken.

“It’s nice to be able to see the positive that I didn’t anticipate,” Koster said.

Koster’s deal with Perdue is actually adversely affected by letting people in the field to pluck sunflowers.

“I’m paid by how many pounds I deliver,” Koster said, “so the pounds I don’t deliver is out of my pocket.”

People have suggested Koster make up for those losses in another way, but he wants none of it.

“Five different individuals approached me and said, ‘You know, you ought to charge $5 a head for the right to come in here,’ “ Koster said.

“I thought, ‘You know, there comes a time when you draw the line on capitalism, and isn’t it better just to do a good deed without thinking you have to be reimbursed for it?’ “ All of the fuss should be dying down in the near future, as the sunflowers lose their vitality. Come October, they’ll be harvested and shipped off to Perdue.

“Somebody looked it up and they’ll bloom for about 2 to 3 weeks,” Koster said. “If you look at the heads pretty close, once the pollination is done, the flowers will die. In another week or so, I don’t think you’ll see many of those yellow flowers left. The plant will have fulfilled the pollination.”

Farmers eligible for aid following Aug. 10 derecho Officials expect low yields, expensive recovery this season

BY TIMOTHY EGGERT teggert@saukvalley.com Even though the winds have calmed and the rain has ceased, for some farmers and livestock managers, the derecho that whipped through the region last month hasn’t left.

The storm’s new identity takes the form of flattened corn stands, overturned grain bins and toppled trees. It also manifests as insurance claims and official damage assessments.

That aspect of the severe weather event will likely become more familiar to farmers in three Illinois counties – Carroll, Rock Island and Whiteside – after United States Department of Agriculture Secretary Sunny Perdue last week designated them contiguous natural

disaster areas.

The designation triggered a process allowing emergency aid to flow to producers who suffered crop damage and losses, giving them a financial cushion through and after the harvest season.

But the size of that cushion depends on the scope of the damage, said Donald Temple, president of the Whiteside County Farm Bureau.

“Some folks have corn that was blown down, others had grain bins fly away,” Temple said. “So some people might need the money more than others.”

To qualify for a USDA emergency disaster loan, a farmer must have experienced a crop loss of more than 30%, or a physical loss of livestock, livestock products, real estate or property.

Applicants must also show they were unable to show credit from a commercial lender, but that they can repay the loan.

The application window is open until April 3, 2021, eight months after the designation was made.

A qualified applicant can borrow up to 100% of actual production or

physical losses, with an individual loan not to exceed $500,000. Most borrowers are required to repay their loan within seven years, while others may have up to 20 years to pay it back.

Temple, who operates a 700-acre corn and soybean farm near Fulton, said he doesn’t intend to apply for an emergency disaster loan, despite some wind damage to his corn stands.

While that destruction isn’t as widespread as in Iowa, which has 18 counties labeled primary disaster areas and 24 counties as contiguous disaster areas, the harvest and yield in northwestern Illinois are still “going to hurt,” said Brad Smith, a Carroll County Farm Bureau Board

member.

Farmers will likely try to increase their yields by harvesting as early as possible, moving slow with machinery and using specialized attachments to recover as much downed corn as they can, Smith said.

“Guys are going to try a bunch of things to salvage as much of the damaged crops as possible,” Smith said. “If Plan A isn’t working, you go to Plan B. If Plan B isn’t working, you go to Plan C.” All producers entering the harvest season should also work with their crop insurance agent to fully

determine damages and the financial options that might keep them afloat through the harvest, Rock Island Farm Bureau Manager Tara Mayhew said.

“Hopefully crops are salvageable this year, but farmers will want to look ahead to next year,” Mayhew said. “That means working with an insurance agent to get help.”

Farmers with federal crop insurance could qualify for additional aid, which could buffer the losses from the storm, Mayhew added.

Temple, who has federal crop insurance, said the protection helps

when crop losses drop off because it picks up some of the total loss.

“You lose money, but not as much money,” Temple said.

And because there’s “not anything you can do to prepare” for a derecho, any insurance or financial aid can help, Temple said, adding that it doesn’t quell uncertainty.

“The more people affected and the more crops hurt, the more time it takes to recover,” Temple said. “And you always wonder – how quick is it going to come back?”

Rollovers also account for half of tractor fatalities.

Installing a ROPS or Rollover protection system can help prevent injury in case of a rollover. Always have your SMV (slow moving vehicle) sign visible.

Make sure that the individual that is driving is properly trained before operating. Move the seat around so you can reach all controls comfortable. While operating a tractor on a roadway or in a field watch out for ditches or dives.

Some tips for drivers, locate the flashing lights on the tractor or equipment and slow down, a tractor only travels 15- 20 mph.

Rural roadways account for over half of vehicular deaths, most due to speeding. Rural roads have elements of surprises. The trees and beautiful countryside can cause blind spots in the roads. Remember to stay slow on rural roadways and watch out for farm equipment.

Local roundup: Amboy guys, Eastland girls win cross country quad SVM SPORTS STAFF The Amboy boys and Eastland girls ran to victory at a four-team NUIC cross country meet Wednesday afternoon at Lake Carroll in Lanark.

In the boys race, the Clippers had four of the first five finishers, and scored 22 points to more than double-up runner-up Durand-Pecatonica (50). Polo was third with 56 points; Eastland did not field a full varsity team.

Ohio’s Brock Loftus won the race in 16:31.0 for the Amboy co-op, with Ian Eller placing second (16:58.6), Kyler McNinch taking third (17:30.2) and Charlie Dickinson finishing fifth (18:07.4). Andruw Jones (11th, 18:47.1) rounded out the team score, with Wyatt Lundquist (15th, 19:15.8) and Calvin Deering (18th, 20:26.9) also running.

Carson Jones paced Polo in fourth place (18:00.2), while Wyatt Queckboerner took seventh (18:24.5) and Avery Grenoble placed eighth (18:33.6). Carter Merdian (20th, 21:57.2) and Ben Plachno (22nd, 22:53.1) also scored for the Marcos.

Hudson Groezinger was Eastland’s top finisher in 17th (19:53.5), and Ethan Dertz was 19th (21:21.3).

JJ Prowant (21st, 22:07.8) and Christian Hamblen (23rd, 24:32.3) also competed.

Eastland won the girls race with 45 points, 10 fewer than Durand-Pecatonica (55). Polo was third (59) and Amboy finished fourth (63).

Polo’s Rebekah Zeigler won the race in 21:23.1, with Amboy’s Lauren Althaus taking second in 21:37.1.

Eastland’s Mara Schmieder (21:44.6) and Delaney Wilhelms (21:57.8) finished 3-4, and the Clippers’ Elly Jones (22:18.3) rounded out the top

five.

Eastland’s other scorers were Addison Burkholder (7th, 22:58.2), Jenica Stoner (14th, 23:19.2) and Natalie Reifsteck (17th, 23:43.8), with Kennedy Burkholder (19th, 24:25.6) and Chloe Bouvia (23rd, 25:40.3) also running.

Polo’s Linnea Sundman was eighth in 23:11.8, with Courtney Grobe (11th, 23:15.7), Elleanna Wells (18th, 23:49.0), Teah Almasy (21st, 24:51.3) and Kaylee Lowry (25th, 28:07.0) also competing.

Olivia Rick added a 51 and Nina Baratta had a 53 to round out the Duchesses’ team score, with Olivia Brooks (55) and Lauren Fagan (60) also playing.

Rockford Christian’s Emily Kneller was medalist with a 42.

Oregon 199, West Carroll 269: The Hawks had the top six scores in a nonconference dual victory at Silver Ridge.

Lena Trampel was medalist with a 47, and Ava Hackman and Mia Trampel tied for runner-up honors with 50s. Helena Holden-Fox finished off the team score with a 52, and Cassie Nyderek (54) and Tori Marchetti (57) also competed.
