Carroll County in warning territory for COVID-19 State health officials say county is one of 30 at warning level Carroll County is at a warning level for COVID-19, the Illinois Department of Public Health said last Friday. Statewide, there are 30 counties at a warning level, including Bureau, Jo Daviess and Henry in the northwest part of the state. A county is considered to be at a warning level when two or more risk indicators are showing an increase. In the case of Carroll County, the rate of new cases per 100,000 people and the rate of positive tests exceeds the recommended rate. Carroll County, with a population of just less than 15,000, would need seven or fewer new cases to stay under the threshold of 50 new cases per 100,000 people. Carroll County had 28 new cases this week, 196 cases per 100,000 people. The week before,

Carroll County had 30 new cases, or 210 cases per 100,000 people. The county also has a test positivity rate of 8.6%, higher than the recommended 8%. Craig Beintema, the Carroll County Health Department public health administrator, said there are many factors in the warning. Part of the increase comes from the prison in Thomson, where the federal Bureau of Prisons reports that 45 inmates and 43 members of the staff have active cases of COVID19 as of Friday evening. Not all of the staff members would count as an active case in Carroll County, as some of the staff members commute from other counties, but all of the inmates who tested positive while at Thomson count as a Carroll County case. Thomson has the highest number of positive cases among staff of any federal prison. Another outbreak is from Big Meadows Nursing Home, although Beintema said that is winding down. Carroll County also upped its testing, which is resulting in more total positive cases, although would not affect the percentage. There was a major drive to test people the week

of Aug. 10, resulting in more than 200 people being tested. “Some of the other things going on is what I’ll call data dumping,” Beintema said, “which means that if the Bureau of Prisons showed they had 40 prisoners positive, and 20 of those were two weeks ago and 10 were last week and 10 this week, they have no reason to put it in, in a timely fashion, so all of a sudden we show 40 people, and that can cause an issue.” There have been other data delays, including one test conducted July 16 with the result coming back this week, but that is not the only reason for the increase. “There’s a lot of reluctance in the county to social distance, wear face masks, use hand sanitizer,” Beintema said. “It’s not everybody, but there’s a lot of businesses that just are thumbing their noses at it, and

there’s not a lot we can actually do.” There have been bars and restaurants where COVID protocols have been ignored, as well as some house parties, he said. “The county has to be more vigilant about what they’re doing,” Beintema said. “It’s saying ‘Hey, you’re being warned because of your increased numbers.’ It doesn’t say anything in regards to tighter restrictions.” Restrictions could be a next step, although Beintema said he has not heard of any county in the state getting to that level.

This ITEP (Illinois Transportation Enhancement Program) grant, from the Illinois Department of Transportation would pay for 80 percent of sidewalk or streetscape projects, according to Jared Fluhr of MSA Engineering, who addressed the council Aug. 24.

ed in the spring of 2021, After this the chosen city would need to contract with an engineering firm, and within six months IDOT would review the contract. The design portion of the project would occur in 2022 with actual construction not taking place until 2024, Fluhr added. He said that if obtained, the grant agreement would see Savanna netting two million dollars, and would be responsible for 20 percent in total for all costs. Mayor Chris Lain said the cost of application would be $13,850, encom-

passing application fees and the concept plans. If the city receives the funding, Lain said the next step would be to have the various city committees discuss how they wanted to allocate the funds. Alderman Roger Husband said he felt that Third Street should be prioritized. “If we spend $400,000 on Main street that’s $400,000 that we can’t spend on 3rd that needs to be spent,” he said.

eries and five deaths. Carroll County has had 135 cases, 103 recoveries and four deaths. Illinois announced 1,992 cases Sunday and 11 COVID-related deaths. The state has had 233,355 cases and 8,019 deaths. Sterling has had 2,112 people tested with 175 positive cases. Rock Falls has had 1,210 tested and 84 cases. Dixon has had 3,943 tested and 189 cases. Rochelle has had 2,598 tested and 224 cases.

Officials to go after $2M for walks, streetscaping

• SAVANNA Continued from Page 3 Fluhr said if the city wants to do something with the downtown area, he felt that this wold be the time to do it, as this grant would pay for such a large area and would “give more bang for the buck.” Lain agreed, saying that if the downtown area was focused on, any loan the city would need to obtain could be paid for with TIF funds; this would not apply to work on Third Street. In discussion, Alderman Jeff Griswold asked if the plan would be to replenish the area with appropriator trees. He said he strongly suggested doing so as this was once a highlight of Savanna’s downtown and would “soften the urban landscape.” Public Works Superintendent John Lindeman agreed, noting that while all projects would be cost driven, he thought that this would be one of the main components of the project, with right species and plant it the right way. He added that the “ultimate goal” of downtown work would encompass curb, gutter, sidewalks, cross walks, providing entrance into buildings and other items. Lain said he “agreed 100 percent” on the tree issue. The city portion of funding could be paid for out of TIF funds, or out of the public ways and property improvement funds, Lindeman said. Fluhr said he felt another benefit of choosing the downtown area was that once approved typically when downtown projects like this are done, businesses really seem to start to invest more in their buildings which would only help future TIF revenue. The council then unanimously approved proceeding with the agreement with MSA engineering for downtown streetscape planning and the

In other action, the council also approved a letter of letter of inducement for 523 main street, from Jean Dillon, for repairs including window replacement, roof flooring and furnace. The council also approved resolution 1204 to induce redevelopment of 313 Main Street, Headquarters hair salon to purchase and make improvements on that property. The council, however, rejected a letter of inducement regarding a TIF request for the purchase of Milo and Beaver’s BP on Main Street. “I don’t think this letter should be approved,” said Lain. “We have far too many vacant buildings to be spending money from that fund” to aid in the “the purchase of an already established and successful business.” The council agreed and unanimously rejected the letter. The council tabled a request to induce redevelopment at 44 Main Street, formerly River Ratz. “It just doesn’t seem to fit with the TIF program in my opinion,” Jim Friedenbach said adding that he felt that was essentially using TIF money as a down payment to purchase the business. Alderman Nick Law agreed saying that “it seems like just a down payment” and that the TIF money should be used to fix a building, not to purchase a building. Lain agreed, but noted that a building purchase would qualify for TIF funds, though the ultimate responsibility was the council’s to insure they were making the best use of their money. TIF Committee Chairman Pat Sanchez moved to table this matter and will question the new owner/leaser about the issue.

SAVANNA – Elaine May Zemke, 82, of Savanna, previously of Hanover and Lanark, passed away Friday, August 21, 2020 at Allure Nursing Center, Mt. Carroll. A private funeral service will be held. Family and friends are invited to share in Elaine’s life at www.lawjonesfuneralhome.com. Elaine was born Oct. 24, 1937 in Alma Center, Wisconsin, the daughter of Earl and Hazel (Tounsand) Dunn. She graduated from Hixton High School in 1955. On Nov. 12, 1955, Elaine married Carrol Lien in Hixton, Wisconsin. They moved to Hanover, Illinois where Carrol took a job on the Hanover Ranch, and they raised four children. Her daughters always remember Elaine and Carrol riding side-by-side in their pick-up truck. Life for Elaine had ups and downs, and after several years she remarried. On Dec. 6, 1985 she married Wayne Zemke. She and Wayne lived in Lanark and were a good team, spending many years happily married. They loved dancing at Mooney Hollow near Sabula with family. Elaine and Wayne remain good friends today. Elaine’s life was always complete when she was with family. She always greeted you with a hug and a kiss. The kids and grandkids counted on it! One of her favorites to do was bowling with family and friends. They always had a team and often competed in the Illinois State Bowling Tournament, placing 6th one year. She also liked to golf with family at Lynwood and the Palisades. Family get-togethers were always happening, and Elaine liked to follow her grandchildren’s sports. Elaine was a hard worker who held many factory jobs throughout her life. She worked for Eaton Corp. in Hanover, and then transferred to Savanna. She also worked for United Beverage and Alco in Savanna. She later worked for H&R Block in Freeport as a tax specialist until her retirement in 2014. Elaine will be dearly missed by two daughters, Deborah (David) Leitzen and Rebecca Nave, both of Savanna; eight grandchildren, Justin (Kim) Lien, Michael

(Angie) Leitzen, Derik (Melissa) Leitzen, Brandon (Annie) Leitzen, Samantha (Richard Rose) Leitzen, Jason (Jennifer) Nave, Brett (Cheryl) Lawson, Brandi (Matthew) Kerkove; 20 great-grandchildren; one great-great-grandson; a stepdaughter, Suzanne Zemke of Nashville, Tennessee; a stepson, Arthur Zemke of Savanna; two daughters-in-law, Stacy Lien of Columbia, California and Chris Lien in Freeport; and two sisters, Lorraine Kilburg and Audrey Scallon, both of Black River Falls, Wisconsin. Elaine is preceded in death by two sons, Gregory Lien in 2009 and Randy Lien in 1985; a son-in-law, Robert Nave in 1977; a great-grandson, Shawn Miller in 2013; three brothers, Kenneth, Donald and Floyd Dunn; two sisters, Devon Maurer and Sherry Sloan; and her parents, Earl and Hazel.

ASHLEY E. LOTT LANARK – Ashley E. Lott, 37, of Lanark, passed away on August 22, 2020 at home. She was born on Sept. 5, 1982 in Rockford, to Greg and Linda (Daub) Lott. She attended Eastland schools, worked as a caregiver, and was a member of the United Methodist Church. Survivors include her .parents, Greg and Linda Lott of Lanark; son, Thomas of Lanark; brother, Shaun (Tracy) Lott of Roscoe; nieces, Kyleigh and Emmerson Lott of Roscoe; nephews, Devin and Tegan Lott of Rosoce; maternal grandmother, Audrey Daub of Oklahoma City, Oklahoma; fiancé: Jason Ruble of Lanark; and several aunts, uncles, and cousins. She was preceded in death by her maternal grandfather, Floyd Daub of Milledgeville; paternal grandmother, Shirley Schneider of Lanark; and paternal grandfather, Willard Lott of Rock Falls. LEE R. SCHMIDT SAVANNA – Lee R. Schmidt, 104, of Savanna, passed away at Allure Nursing Home, in Mt. Carroll, on Wednesday, August 5, 2020. Cremation rites have been accorded. There will be a graveside service on a later date. Lee was born July 12, 1916 on the family farm, north of Mt. Carroll. He was the son of John and Matilda Schmidt. He attended rural country school in Mt. Carroll. He quit school when his father passed from a car accident, and worked for his neighbor for several years to help the family. In the spring of 1941, he enlisted in the U.S. Army and eventually ended up as a Tech. Sargeant/radio operator. He proudly served with the 103rd infantry “Cannon Co.” of the 43rd division in the Philippines and Luzon. After the war, he went to work for the Milwaukee Railroad in Elgin, until his retirement in 1980. He kept an apartment in Savanna

and came out on weekends to help his brother Harold on the farm. While in Elgin, he took classes at a community college and earned his G.E.D. He was especially proud of that achievement. Lee is preceded in death by his parents, John and Matilda; sisters, Alma, Olga, Leonore, Carolyn, and Florence; and brothers, Herbert, Otto, and George. He is survived by several nieces and nephews. Any memorials to Lee may be given to the Savanna Veterans Memorial or the Salvation Army.

She recently returned to the Cedar Falls, Iowa university, this time as pitching coach for the softball team. Wright was hired for that position after successful stints guiding pitchers at Elon (2010), Bowling Green (2011-14) and Valparaiso (2015-19). A 2005 Morrison High School graduate, Wright pitched for one season at UNI before completing her collegiate career at Indiana. “It’s exciting to be back,” Wright said. “I chose Northern Iowa because I loved the potential of the softball program, the school and the community. There is an underdog mentality when it comes to softball at UNI. They’re known to be fighters at the plate and in the field, and I want to bring that fight to the pitching staff.” As pitching coach at Valparaiso, the 33-year-old Wright often crossed paths with Northern Iowa head coach RyanLydia Jacobs, whether it was on the Eastland’s Coatney recruiting trail or in games between the MissouEastland’s Lydia Coatney ri Valley Conference foes. Council sees no need for mask ordinance Alderman says he doesn’t think law would increase usage BY ERIC INGLES Shaw Media MORRISON – The City Council declined last week to enact an ordinance on mask-wearing in public in the city. Gov. JB Pritzker sent sample wording to municipalities for an ordinance that could empower law enforcement to enforce mask laws, putting more teeth into calls for safety and social distancing. As things stand, though, even with no local ordinance in place, a business could require customers to wear a mask, and call police if a customer becomes unruly when asked to put one on, Mayor Everett Pannier told the council. The wording from the governor’s office allows for fines to businesses,

but not individuals who do not comply with the mask ordinance, Morrison Police Chief Brian Melton said. Pannier also expressed concern that this would require law enforcement to determine what is a proper mask and what isn’t. “Would this increase the use of masks? Probably not,” Ward 3 Alderman Josh West said. “If it’s not going to move the needle at all, why do it?” No member of the council made a motion to put a proposed ordinance up for a vote, so there was no vote on a mask ordinance. The council also discussed a new public works building. The project is still in its early stages and no site has been chosen. The council and Melton also discussed the Knox and Madison intersection, which Melton identified as particularly dangerous. Options include making the intersection a four-way stop or eliminating some parking in front of the Whiteside County Jail to designate that as a loading zone. No action was taken.

Harvest season means it’s time for Harvest Permits H arvest season will be here very shortly. The Harvest Permit will again be available this year. To assist your harvest season the Illinois Department of Transportation will have the Illinois Harvest Permit (IHP) available starting Sept. 1st through Dec. 31. Obtaining an IHP allows trucks hauling agricultural commodities to exceed their gross, axle, and registered weights by up to 10%. To obtain the permit, commodity haulers must apply to each road jurisdiction whose routes they plan to travel. Where your route crosses several road jurisdictions, you will need several permits—one for each jurisdiction. For state routes, the permit is only available online from the Illinois Department of Transportation’s ITAP website. A route authorization is also required to be carried along with the State’s permit. This authorization prescribes the route of travel and ensures there are no weight limit postings along that route. The route authorization is obtained on the ITAP website and must be updated at least every 14 days. The permit, route authorization, and form OPER 993 (attached) must be carried in the truck either on paper or electronically. Before beginning each move, all state routes must be checked via the https://www.gettingaroundillinois. com/ website or ITAP’s route authorization page to verify that there are no closures or postings on the route. The IHP from IDOT only allows travel on state routes. It does not cover travel on Interstates or local routes. Local jurisdictions may issue a harvest season permit for their road systems but are not required to. They also have the option to waive

the requirement to carry a permit and designate (in writing) that they allow the overweight loads to be carried on their systems. None of these permits allow a vehicle to exceed a road weight posting. All road and bridge postings still apply.

Revenue from this proposed progressive tax structure is unlikely to meet the state’s projected deficits and debt obligations that are coming in the next few years. And until our state’s politicians get their fiscal house in order, costs will continue to grow, and all our taxes will continue to increase. Dr. Foad is a Board-Certified and Fellowship-Trained Orthopaedic Surgeon specializing in: arthroscopic shoulder and knee surgeries, cartilage repair and transplantation, reconstructive surgery and injuries from sports activities. His subspecialty training and clinical proficiency has lead the way for him to perform complex shoulder cases. He performs minimally invasive singleincision endoscopic carpal tunnel surgeries as well. He received his medical degree from Penn State University and completed his residency in Orthopaedic Surgery at the University of Texas Medical Branch. He also completed his fellowship in Sports Medicine and Arthroscopy from Ulleval Hospital at the International Olympic Trauma and Research Center in Oslo, Norway where he had the opportunity to work on Olympic and professional athletes. While working in Oslo, Dr. Foad perfected skills that were extremely successful on athletes who had suffered career ending injuries. Using those skills, Dr. Foad performed the first knee cartilage transplant in eastern Iowa in September 2010. He has performed thousands of surgeries that have allowed athletes to live normal pain-free lives. Dr. Foad publishes and gives presentations on the national and international level. He recently published a

simpler and less invasive technique in shoulder surgery. His successful two-year outcome study was also recently published in a high-level peer-reviewed sports medicine journal. He continues to publish several peerreviewed, evidence-based research papers regarding knees and shoulders. He was an expert chapter author in a recently world-renown published textbook this year: Disorders of the Rotator Cuff and Biceps Tendon.
