Police search for ‘armed, dangerous’ fugitive Indiana man broadsided a Lee County squad car when he fled near I-88 tollway

BY KATHLEEN A. SCHULTZ Shaw Media DIXON – A suspected car thief also wanted in Indiana on a weapons charge is still at-large in the area and considered to be armed and dangerous following an “exhaustive search of over four townships,� Lee County Sheriff John Simonton said.

Multiple police agencies began a search near the industrial park by Interstate 88 and adjacent corn fields for Donald E. Powell, of Chicago, and the search continues with the Illinois State Police, Dixon Police Department and the Lee County Sheriff’s Office.

Evidence of Powell’s route to avoid capture was found, and indications are that he may have made his way to a nearby roadway and gained some form of transportation, Simonton said.

According to Dixon Police Lt. Brad Sibley: The incident began on Aug, 7 around 4 a.m.

Powell, for whom a nationwide arrest warrant was issued, fled from Rock Falls police, who rec-

ognized him, traveled down Interstate 88 at a high rate of speed, exited at Route 26 in Dixon and broadsided a Lee County sheriff’s deputy squad car.

The deputy was not injured.

Powell, who is considered armed and dangerous and may be injured from the crash, fled on foot near Dutch Road and Progress Donald E. Powell Drive.

The search involved the use of drones by the Emergency Management Agencies in Lee and Bureau County, as well as Amboy Fire Department and Ogle County Sheriff’s Office; K-9 units from Lee County Sheriff’s Office, Dixon PD and ISP District 15; bloodhounds from the Winnebago County Sheriff’s Office; ISP Air Operations; and multiple agency personnel from the Sauk Valley area.

Powell is 34, Black, about 135 pounds, with long dreadlocks and a tattoo on his left arm; he is wearing a black hoodie with pink writing on the back.

Simonton asks that residents remain aware of their surroundings and report any possible sighting of Powell to 911.

Midway Drive-In to show films by Illinois documentarians

BY ERIC INGLES Shaw Media STERLING – A film festival initially slated to take place over two days in Rockford, the Quad Cities and at Sauk Valley Community College will have a different and more streamlined look thanks to COVID19.

The Northwest Illinois Film Festival inaugural Shorts-A-Palooza will be held at Midway Drive-in, 91 Palmyra Road, and will feature Moline filmmakers Kelly and Tammy Rundle’s Fourth Wall Film documentaries “A Bridge Too Far From Hero Street” and “Riding the Rails to Hero Street.”

Justin Jackola, who filmed “Hunter’s Creed” in Savanna, also will show his trailer for the film, for which distribution is set to begin within a few months.

“A Bridge Too Far from Hero

Street” tells the story of World War II paratrooper William “Willie” Sandoval’s involvement in the largest air assault in history.

The film’s companion piece, “Riding the Rails to Hero Street” explores immigrants’ journeys from Mexico to the Quad Cities in segregated communities known as Cook’s Point in Davenport, Holy City in Bettendorf, and the Chicago, Rock Island and Pacific Railroad train yard in Silvis.

The families of Hero Street experienced both acceptance and discrimination in their new community, around the time of the Great Depression, the families were removed from the rail yards and some moved box cars or built new homes on Second Street in Silvis.

Only a block-and-a-half long, Second Street (renamed Hero Street, USA) in Silvis lost six young men in World War II and two in the Korean War, more than any other street in America.

Hero Street has also provided nearly 200 service members since Mexican-American immigrants settled there in 1929, and the Rundles’ multipart documentary project is

COVID-19 cases prompt remote-only at FHS STAFF REPORT FULTON — Citing a rise in Whiteside County COVID-19 cases, about a quarter of which are in the Fulton ZIP code, the River Bend School District is requiring its high school students attend remotely when school starts, with optional building times for those who want one-on-one teaching support.

According to the district website, preschoolers through eighth-graders will start school Aug. 19 by attending 2 in-person days, based on their last names, and 2 days remotely.

Masks and social distancing will be employed, and temperatures will

be taken.

The district will provide a mask for all students and staff, but they also will be allowed to wear their own masks as long as they meet the standards of personal protective equipment.

Anyone who refuses to wear a mask will not be permitted to enter school buildings, the board said.

Students and staff who can’t tolerate masks for health reasons — claustrophobia, post-traumatic stress disorder, chronic obstructive pulmonary disease — may be allowed to use face shields.

Children who ride the bus will have their temperatures taken before they are allowed to ride, and

bus monitors will be hired to take students’ temperatures, rather than requiring bus drivers to do it.

The district has 10% of the county’s population but 25% of its COVID cases, and two teachers who were exposed to positive cases were quarantined.

If cases continue to rise, all students may return to learning remotely, Superintendent Darryl Hogue told the school board, the Clinton Herald reported.

Case studies suggest that children younger than 9 don’t spread the disease, Whiteside County Health Department Administrator Cheryl Lee told the board.

Lee suggests that teachers stay at

the front of the room and stay with the same group of students each day.

She also suggested giving students additional time for bathroom breaks and periodic breaks from wearing masks, requiring social distancing during those times.

Most of the rise in cases are in 20- to 29-year-olds, who tend to have mild or no symptoms, don’t stay home, and to go out while sick, spreading the virus, Lee said.

If everyone else is wearing a mask, and if students are social distancing, a few with other kinds of face coverings will still be safe.

“It’s not just one thing. ... It’s a combination,” said Lee. “Most kids, if they get it, are going to be OK.”

Whiteside County has had 361 cases and 17 COVID-related deaths. Lee County has had 169 cases, 133 recoveries

This incident remains an active investigation, additional arrests are pending. No further information is being released.

The Carroll County Health Department, Carroll County Emergency Management Agency and the Illinois Department of Health have partnered to offer additional testing for COVID-19.

Highland gets a grant for $25,000

Golf outing fundraiser event a success

The Highland Community College Agriculture Program has been awarded the Growing Agricultural Science Teachers grant funded by the Illinois State Board of Education.

Highland agriculture will receive $25,000 per year for three years to recruit, educate, and retain high school agriculture teachers.

The money will fund two new programs and tuition scholarships that engage both high school and college students in exploring a career in agricultural education.

The Agricultural Education High School Internship Program will give high school students the opportunity to participate in a paid internship with their local high school agriculture teacher.

The money also will be used to fund FFA meetings and events alongside their local agriculture teacher and FFA advisor.

ESPN radio host drops a line and lands a pike Kaplan fishes with favorite Dixonites — his wife and his father in-law

BY ERIC INGLES Shaw Media FULTON – You can find Ron Semetis on the water fairly often. The longtime fixture in Dixon sports, from his time coaching wrestling and tennis to his time as Dukes wrestling’s official scorekeeper, enjoys his time fishing, often in his favorite spot on the Mississippi River near Fulton.

Last Saturday, he was out on the water with another avid angler, his daughter Mindy, as well as someone who hasn’t been out fishing in a long time: his son-in-law, David Kaplan.

Kaplan, the host of Kap and Co. on ESPN 1000 in Chicago and Sports Talk Live on NBC Sports Chicago, has picked up a fishing pole before, but it’s been a while. This was his first fishing trip since he was 7.

He had been out fishing a few times with his dad when he was young, fishing off a dock sometimes, but he wasn’t much of an outdoorsman.

“I’ll play a billion rounds [of golf] a year with you if you want, but I was just never a camping, fishing, hunting guy; it’s just not who I am,” he said. “But my wife loves it.

Our kids aren’t at home any more, so when she said it and I’m driving to work, I thought about it and thought ‘I’ve got to do this.’”

The Aug. 1 trip was Mindy’s idea. She likes to fish for bluegill, so they planned to go after those, as well as pike and crappie.

“She calls and wants to know how the fish are biting,” Semetis said. “... I went Wednesday, and my fiancée and I caught about 20 pike. She said, ‘You know, I think I may try to get out this weekend.’”

At first Kaplan wasn’t going to join them, then decided to tag along. He called his wife to tell her he was in, and even told his listeners he was headed to the Sauk Valley to drop a line with Semetis.

“So we went, we hung out with Ron all day, it was awesome,” Kaplan said.

They headed out to one of Semetis’ favorite spots, pool 14 between Clinton and Davenport, a spot that offers up a wide variety of fish.

“We caught some nice crappies,” Semetis said. “We caught some nice bluegills and released all the pike. We caught about eight pike and missed about eight more. Some you get in, and some get away.”

The biggest catch of the day came from the least-experienced fisherman: Kaplan pulled in a 37-inch, 12-pound Northern pike.

He needed a bit of a refresher course before heading out onto the water, but luckily had a pair of veteran anglers to show him the ropes.

“Big pike make a run, and you’d better have your drag set properly, otherwise they’ll just break the line,” Semetis said. “So we went over what to do before we got on the waters.

Kaplan didn’t quite get the hang of all of it – taking the fish off the hook was a bit of an issue – but other aspects came easily.

“I was an athlete, so I feel like I can cast, and I was able to do that pretty successfully,” Kaplan said. “Just understanding that there’s different kind of fishing. He had me first casting and I got the Northern, and then he had me fishing with a jig and a minnow, and then we did this one where you’re hanging out with a bobber and a worm.”

“He’d always talked on his radio show that there’s no skill involved in fishing, it’s just luck,” Semetis said, “and maybe I changed his mind a little about that, because there were times that we didn’t catch any fish for 5, 10 minutes, and that’s the learning curve he had to pick up on.”

Kaplan liked casting because it’s active, but overall enjoyed just sitting on the boat, kicking his feet up, grabbing a drink and spending time with people he loves.

He’ll jump at chances to spend time with his father-in-law, coming to the Dixon area a few times a year to grab a bite at Arthur’s Garden Deli or play a round at Timber Creek or Emerald Hill, and hosting Semetis and his fiancée often.

“He and I are close. We talk sports and talk on the phone. He’s my guy,” Kaplan said.

So will Kaplan go out again for another fishing trip?

“Oh, 100%.” he said.

BY RACHEL RODGERS Shaw Media Because of COVID-19, people with higher incomes are eligible for energy relief this year, and there also is more time to apply for assistance, Tri-County Opportunities Council reports.

Which is good, because the need is greater.

The office has received hundreds of calls every day recently during the first week it is accepting applications for the Low Income Home Energy Assistance Program, which helps low-income households cover a utility bill payment.

The agency recently received 364 calls on a Monday and 289 on a Tuesday, LIHEAP Program Director Tammy Saenz said.

The deadline to apply for the program, which usually helps around 7,500 people a year, is next June 30 or until funds are exhausted, and LIHEAP gross income eligibility has increased from 150% of the federal poverty level to 200%.

That means that total household income for the 30 days before the application date cannot exceed $2,127 for a one-person household; $2,873, two; $3,620, three; $4,367, four; $5,113, five; and $5,860, six.

Extra funding was allocated in the wake of the pandemic, which caused the office to be closed during its busiest time, in March and April, Saenz

said.

“I don’t see COVID slowing down anytime soon, and it has affected a lot of people,” she said. “There are people with wonderful jobs that got let go because of COVID, and their bills keep going up. It’s affected everybody.”

Households in need of assistance, especially those with disconnection notices or high past-due balances, are encouraged to apply, and propane customers are strongly encouraged to apply to get their tanks filled in August, when fuel prices are at their lowest.

It can also be a good idea to wait until the winter months, when heating bills go up, Saenz said.

“There’s enough money to go around,” she said. “We have no clue what this winter is going to be like.”

Five new sculptures at this year’s event MT. MORRIS —The Fifth Annual US National Straw Sculpting Competition opened Aug. 7 and remain on display through Aug. 23 on the Mt. Morris Campus.

Five new sculptures are entered in the competition this year. All are built by returning sculptors/teams; Steve and Michele Lentz, Doreen White (Polished Hair & Nails), Chris, Cecilia and Ellen Mann, Danica and Mark Rogers, and Fran Volz.

Straw Sculptures from previous years representing the same sculptors, and Mt. Morris Big Build, will also be on display, all with spacing for comfortable social distancing.

Voting is on-line at StrawUSA. com through 4 p.m. Sunday, Aug. 23.

There will be no StrawFest day, normally scheduled for the closing weekend. Smaller events may be announced.

Straw sculpting contest has new works, golden oldies

Peach sales totaled more than 8,200 pounds!

eaches! WOW! That is about all I can say right now.

We typically sell around 160 boxes. This year we have more than doubled that. So far it is over 8,200 pounds of peaches.

The theme for 2020 is expect more than you generally get. I never would have guessed we would ever sell that many.

There will be a lot of peaches being canned, frozen, and baked this year in Carroll County.

Thank you to all who bought peaches. Especially a thank you to Fred and the Do It Best Home Center for bringing over a fork lift to get the pallets off and to my board for helping hand on the peaches.

We are hosting a Zoom meeting for the Meet the Candidates for the Circuit Judge race on Thursday, Aug. 20 at 7 p.m. The link for the meeting can be found on our Facebook page on our website at www.carrollcfb. org. Those who are running include Jerry Kane and Betsy Shaulis.

It is hard to believe summer is wrapping up and schools will be starting next week. No one knows yet how this fall is all going to play out.

Melinda, our ag in the classroom coordinator is making plans to offer her programs virtually to those schools she cannot get into.

Our Ag in the Classroom program has been a huge success since we formed the coalition back in 2008.

It is quite hard to believe it has been that long but yet it seems like longer.

Each year we do two fundraisers for the Ag in the Classroom program and what better fundraiser than food! The fall freezer meal fundraiser is now available. We are taking orders until Sept. 21.

COMMENTARY AT A GLANCE Chastity Welch Cost is $165 for the 10 meals which serve 3-5 depending on your eaters.

Meals included are: sweet and sour meatballs, cowboy tator casserole, bake mostaccioli, hickory smoked pulled pork, ham balls, cheesy ham and potato casserole, cheesy chicken and stuffing, chicken fajitas, bourbon pulled chicken and breakfast burritos.

Illinois Farm Bureau is part of a coalition with the Illinois Chamber of Commerce, National Federation of Independent Business – Illinois and Technology and Manufacturing Association joined together to urge Illinois voters to vote no on the Progressive Tax Constitutional Amendment.

Illinois already has 2nd highest property tax in the nation, highest sales tax rate in the Midwest, and highest wireless tax in the nation.

Tax rates can easily be changed each legislative session on innumerable number of arbitrary set tax brackets.

The amendment gives the Legislature power to increase taxes on any group of taxpayers with no limits and no accountability and without any requirement to use the additional revenue to fund essential needs such as healthcare, education, or public safety.

cards to assisted living residents

Several EPC Cub Scout Pack 27 Webelos Scouts and two of their siblings created greeting cards.

“I’d asked those interested to do so, out of C.J. (left) and Cam Heeren of Lanark show concern for the elderly in assisted living,” off their cards. said Webelos Den Leader Dave Dahl. “Our cousin Miriah Katzenberger is a nurse at a facility and sees residents going daily to their mailboxes and they receive little to no mail. With the COVID-19 shutdown they’ve been having no contact and have been so isolated it caused myself much concern.

Dahl said to help bring the residents cheer he asked for volunteers from his Webelos den to make cards.

“Three of my Webelos Scouts, and two of their brothers who are both Wolf Scouts made cards for residents at Winn Prairie Freeport memory care,” Dahl said. “The cards were delivered last week by my son Brodie Dahl.”
