COVID-style commencement for Class of 2020 Event was held on school’s football field

BY EARLEEN HINTON ehinton@oglecountynews.com LANARK — They didn’t get to have an official last day of school together, but the 50-some members of Eastland High School’s Class of 2020 were able to go out in a somewhat traditional style with an almost-normal commencement on Sunday.

In a school year shortened and complicated by the coronavirus pandemic, Eastland graduates donned their masks, tried to stay six-feet apart, gave speeches and then walked across the outdoor stage on the school’s football field as family members watched from a socially safe distance.

“No one knew you would not be getting a last day of school together,” said superintendent Alex Kashner, referring to the day in March when schools were closed throughout Illinois.

He said rather than focusing on those losses, graduates should focus on what they’ve gained.

“You succeeded in being independent learners, which is an invaluable asset in your life,” he said.

Short speeches were given by class president Erin Henze, National Honor Society president Macy Misiewicz, salutatorian Emma Norton, and co-valedictorians Meredith Janssen and Ira Markley.

“I really want to thank my parents. I know it gets said every year, but...,” an emotional Janssen said, “I wouldn’t be here speaking to you without them.”

Markley said he would keep his comments short, in light of the heat and humidity during the 1 p.m. ceremony.

“The biggest thing I want to convey in this speech is just how grateful I am to the staff here,” said Markley.

“Your hard work and dedication has a major impact on the lives of every student that comes through here.

From the teachers that work with us every day to the custodial staff that work behind the scenes, you all play a large role in just shaping who we become. So for that, I want to thank you for putting up with me for 12 years and giving us a safe environment to learn in.

“And now, I want to go home and put shorts on,” he said to cheers.

Henze summed up the year at the end of her speech: “It’s been real.

Couple caught in Sterling on July 17 after 3 weeks on the lam

BY KATHLEEN A. SCHULTZ kschultz@shawnews.com DIXON – Suspected murderers Jorden E. Johnson of Sterling and Latisha D. Evans of Rock Falls were arrested in Sterling early Friday morning, Lee County Sheriff John Simonton said in a news release.

The Lee County Joint Operations Group took the two into custody in an unoccupied house in the 1500 block of East Fourth Street; they are being held in Whiteside County

jail pending extradition to South Carolina, where they are charged with bludgeoning a man to death in a motel where the two were staying, and of critically injuring Jorden E. a woman who was Johnson staying with him.

The two have been fugitives in that case for nearly 3 weeks.

A task force with members of the Lee and Whiteside County sheriffs departments, Sterling, Dixon and Rock Falls police departments and state police, with assistance from the FBI and U.S. Marshals Service, was formed to focus on their appre-

Evans, 20, and Johnson, 28 – who had shaved off his long hair and thinned his beard in an effort to avoid detection – are charged in Latisha D. Georgetown County Evans Court with murder, attempted murder, armed robbery and grand larceny.

They are accused of killing 66-yearold Jack Kendree Jr. in the Rodeway Inn in Georgetown on June 28. His body was found in his room the morning of the 29th – Johnson’s 28th birthday.

Kendree died of blunt force trauma to the head; a bloody wrench was

found in the nearby room Evans and Johnson were renting, according to the Georgetown police incident report. A woman staying with Kendree was found critically injured and bleeding outside the room.

Kendree’s Ford Taurus was found east of Harmon 6 days later, on July 4; it had been set on fire.

Johnson has an extensive felony history, and also is wanted in Whiteside County, where a man was stabbed in an argument after a party on Aug. 17.

He is charged with being a felon using or possessing a weapon, punishable by 3 to 7 years in prison, and four counts of aggravated battery, punishable by 2 to 5 years.

BY KATHLEEN A. SCHULTZ kschultz@shawmedia.com MORRISON – Whiteside County Sheriff John F. Booker recently was appointed to a task force of the Illinois Supreme Court’s Commission that is working to institute pretrial reforms.

The commission was established in November 2017 to provide guidance and recommendations regarding comprehensive pretrial reform in the state’s criminal justice system. (Go to https://courts.illinois. gov/Probation/FinalReport.pdf to read its report.)

Booker has been appointed to the commission’s Pretrial Practices Final Report Implementation Task Force, and said he is looking forward to participating in the pre-

Whiteside County Sheriff John Booker trial reform, which includes mapping a path to bail reform, finding more efficient ways to monitor those awaiting trial, and revamping state’s laws to be more in line with the goals of pretrial reform.

It is his belief that such reforms will help minimize the congestion and costs placed on Whiteside County jail and taxpayers, and also may give peace of mind to families involved or associated with court proceedings as a final resolution for their loved ones, Booker said in the release.

SAVANNA — The West Carroll District Board discussed then approved a plan by the district’s Learning Council Committee on July 15 to reopen schools for this fall.

District Superintendent Julie Katzenberger reviewed the highlights of the newly formed Wellness Committee. She said that this group is charged with helping to prepare for the schools opening.

Recommendations include using “self-certification” for bus riders i.e. they can be checked at home before the bus, but must be checked again once they arrive at school. All other students will also be checked before entering school There will be kiosk stations that will read the students’ temperature at each school. A green light will allow the student to enter, and a red light will see the student moved to the nurses’ station for further evaluation.

The nurses on the committee recommended hiring another nurse, one for each school, and this position has been posted with a starting date of August.

The committee said that substitute nurses and custodians are needed for the buildings, and a possible pay raise was discussed

to make this more palatable for prospective employees.

The head custodian would like the district to purchase Clorox 360 machines, one for each building.

These cost about $4,000 apiece.

Portable food options were also discussed. Katzenberger said that ESSER (Elementary and Secondary School Emergency Relief) grant money in the amount of $270,,000.00 will help offset school reopening costs.

She also discussed the Pre K to 12 Learning Council highlights, including discussion of what is best for families and children when the schools open.

Surveys were sent to parents, with 387 responding, and a staff and student survey as well. The committee created the surveys and will review the data obtained from them.

Katzenberger thanked Dita Wilcox and Ashley Gendreau for their efforts on the PTO the past three years. She said they will be closing out their fund, at about $25,000, with these funds being distributed equally among the Pre K to eighth grades. New leadership will take over at some point,s he said.

Proposal to increase mayor’s salary sent back Council opts to send proposal back to the finance committee

BY MICHAEL MILLER For the Prairie Advocate SAVANNA — The Savanna City Council opted July 14 to send a proposed ordinance that would have raised the rate for Savanna mayor to $12,000 from $6,200 per year to the Finance Committee.

The ordinance would also have hiked the mayor’s stipend from $50 to $100 per year for being liquor commissioner. The city’s current liquor commissioner is City Attorney Phi Jensen since Mayor Lain has a business that has a liquor license.

The ordinance would not have gone into effect until next year, when Lain’s term would be up. He has stated that he does plan on running again.

Lain conceded some of the council’s concerns about the way the ordinance came to their attention (not going through Finance Committee first).

“If I had to do it all over again, I would have sent it through Finance committee, gotten a recommendation out of there, and then brought it to full council,” he said. “So I do apologize for that and I do understand what you are saying.”

Alderman Sara Purdom motioned to approve the ordinance and Alderman pat Sanchez seconded.

Husband said his issue was not with the mayor getting a raise, but simply with the procedure that led them to this vote.

“The amount, there was no dis-

cussion as to how that amount was arrived at,” he said.

“As council people we were all elected as representatives to represent the people and that process was completely bypassed by this.

Mayor Chris Lain There was no input there was no discussion as to how we arrived at the amount that was arrived at, I’m not saying it’s right or wrong but how we apparently got there is completely wrong.

“My feeling is that it’s highly unusual to write an ordinance to give themselves a raise. This is in my mind, a bit of heavy handed government and I’m just very unhappy with how this all proceeded and I think it should be turned down. I think it’s the responsibility of all of us to send it back to committee and do the process properly.”

Attorney Phil Jensen said while he understood Husband’s concerns.

“Chris Lain is in no way benefiting from the passage of this ordinance,” Jensen said. “The next elected mayor would benefit from it.”

He went on to remind the council that Savanna has passed no pay raise for the mayor since 1985. He said the council and mayor worked “exceedingly hard” and that he felt neither proposal “came close to reasonably compensating you. And he said, “you are not giving yourself raises, unless you are absolutely confident of your re-election.”

Sheriff Jeff Doran said that if a city administrator was hired, that would cost the city around $100,000 and that right now Lain was doing much of the work that would be done by an administrator.

Purdom said the number was not

“pulled out of the sky” by Lain, but that he had researched towns “comparable to ours” in doing so.

Husband argued that “none of that information was presented to us; that’s the issue. If it had been presented and it was factual and correct, we probably would have no problem with it but we were not presented any of the facts that this was arrived at from.”

Law said he felt most of the “nay” votes were just due to this lack of information being presented.

Purdom said since everyone in the Finance Committee had already voted “yes” during full council, she didn’t understand what the point would be, and said that would just cost the city more money.

Alderman Jeff Griswold responded. “Because if it goes back to Finance, you can bring up details like what Roger (husband0 brought up as far as how he came up with the figure and then the finance committee can kind of determine a potential raise and then it’s brought to the council and then they further discuss it and once the motion is made for the ordinance then the ordinance can be drafted with the details that were discussed.” He said he felt the way this came up “kind of blindsided” the council.

“We have a procedure, that’s why we have committees. Most things come through committees and the recommendations from the committee to the council and then an ordinance is drafted, not the other way around,” Griswold added.

Friedenbach asked if there had been a meeting between Purdom, the mayor and the Finance Committee Chairman (Sanchez0 in which the amount was discussed. Lain said he recalled no such meeting, and that he and Jensen had discussed this issue of the raise. He said Jen-

Wacker Road Update

MSA’s Jared Fluhr told the council that another change order for the Wacker Road project was in the offing, but that this would be another “deduct” from the budget, and would be around $80,000.00.

The sewer portion of the project ended up being $40,000 over the contract, Fluhr said. The water portion came in $21,000 under contract. A few punch list items including seeding will still need to be done, he added.

Other Action

During closed session, the council presented a reverence package to Fire Chief Shawn Picolotti for an early retirement, which was five months of health insurance ($946 per month, for a total of $4,730), which will be presented by the mayor.

The mayor requested promoting Assistant Chief Scott Wolfe to Fire Chief in August. The council agreed to a pay raise of 5% be offered to him making his new salary $52,232.36 annually.

OBITUARIES SAVANNA – Donald “Don” L. Hughes, 91 of Savanna, died Saturday, July 11, 2020 at the Alverno in Clinton, Iowa.

A graveside service was held Friday, July 17, at Clinton Lawn Cemetery.

In lieu of flowers, memorial donations may be directed to the Carroll County Help Center.

Donald was born on June 4, 1929 in Martelle, Iowa to Emmet O. and Etta Marie Barker Hughes.

Don enlisted in the United States Marine Corps in 1946, and served 3 years in the military police, protecting the Panama Canal.

Upon returning to the States, he began working for the Milwaukee Road as a passenger conductor, and then as a brakeman and conductor on freight lines.

His career with the Milwaukee Road/ SOO Line lasted 43 years.

After retiring in 1991 his attention turned to golf, playing billiards with his brother Harold, and building model train layouts in the basement of his home.

His love of the outdoors found him

helping Ron Hagen at the Palisades golf course and engaged in lawn and landscaping projects at Savanna First United Methodist Church.

Don married Norma L. Sims from Clinton, Iowa on May 5, 1951; she passed on Oct. 27, 2008.

Together, Don and Norma enjoyed golfing, fishing, travel, and raising funds for the Tebala Shrine.

Both were members of Savanna First United Methodist Church.

Don will be dearly missed by his daughter, Nancy Sweitzer of Milledgeville; a son, Donald L. Hughes Jr of Aransas Pass, Texas; and a granddaughter, Allison Sweitzer Eilers of Bloomington, Minnesota.

Donald was preceded in death by his wife, his parents, and one brother.

The annual Whiteside County Tractor Drive for Agriculture in the Classroom will take place Aug. 17.

Sign up now for tractor drive MORRISON – The annual Whiteside County Antique Tractor Drive for Agriculture in the Classroom will take place Aug. 17, with a limit of 50 participants, in line with current COVID-19 restrictions.

The day will begin at the Whiteside County Fairgrounds at 2-1 W. Winfield St. with check-in at 7:30 a.m.; the ride begins at 8:15am. The “4 Towns Tour” leads the group through Erie, Prophetstown, and Lyndon before returning to Morrison.

Boxed lunches will be served. Fol-

lowing lunch and an afternoon rest stop, the group will return to the fairgrounds around 3:30 p.m.

Registration is limited to the first 50 tractors, model 1975 or older. The cost to register is $40 in advance, or $50 the day of the drive. No refunds for cancellations after Aug. 3.

Lee, Ogle and Carroll counties do not report cases on weekends.

Whiteside County has had 238 cases and 16 COVID-related deaths.

Lee County has now had 113 total cases, one death and 100 recoveries.

Ogle County, which did not issue a report on Friday, has had 343 total cases, 269 recoveries and five deaths.

Carroll County has had 24 cases with two deaths.

Illinois had 965 new cases on Sunday and six COVID-related deaths.

Statewide there have been 161,575 cases and 7,295 deaths.

Sterling has had 1,353 people tested and 108 cases. Rock Falls has had 742 tested and 54 cases. Dixon has had 2,300 tested and 106 cases.

Rochelle has had 1,857 tested and 179 cases.

Savanna Refuge seeking bids

THOMSON – The Savanna District of the Upper Mississippi River National Wildlife and Fish Refuge will accept bids for a grass hay harvest on approximately 147 acres on a designated area in Jackson County, Iowa.

All haying and bale equipment removal is to be completed from Aug. 1 through Sept. 1.

Special deer hunt applications available at Thomson refuge THOMSON – Applications for the 2020 special deer hunts are available at the Upper Mississippi River National Wildlife and Fish Refuge, 7071 Riverview Road.

Managed deer hunts, one for ages 10-18 and one for disabled adults 19 and older, are conducted within designated closed areas of Lost Mound. All hunters must be accompanied by an adult able-bodied attendant who is capable of tracking and retrieving a deer.

The hunts are open to residents and nonresidents. Applications are due July 31, and participants will be chosen by random drawing on Aug. 12 for the 35 hunt sites.

All hunters, attendants, and any accompanying individuals must attend a safety orientation Oct. 3 and Nov. 13.

The youth hunt will be Oct. 10-11, which coincides with the Illinois Youth Either Sex Deer Hunt. An Illinois youth deer permit must be obtained and brought to orientation. All youth must show certification of completion of a state-approved hunter safety course.

The hunt for adults with disabilities will be Nov. 14-15, which is the weekend before the Illinois firearms deer season.

A minimum P2a Illinois disability classification or similar disability certification from nonresident states is required.

Board member Nicole Thulen asked if a student was ill who would get sent home, just the student or others around him.

Katzenberger said the assigned seating on the bus and the mask requirement would in that case be safeguards and would help ascertain how to proceed safely with any further action.

“We’re doing exactly what our health department is telling us to do, and we’re very compliant,” Katzenberger said.

She said the district would also offer a five day a week remote learning choice, and added that the committee would like parents to choose which model they prefer, and that if they prefer the remote model, it would be for a quarter of school.

Each two day in person schedule would see about 50 percent of the district attending, she said.

“So each parent will then choose how their student will go to school, at least at the beginning?, ”Thulen asked, with Katzenberger affirming.

The second quarter of the hybrid schedule would hopefully return to a seven hour instructional day, with reassessment to align with the current state of the pandemic, the

superintendent said. Schedules will vary from building to building as discussions by the Learning Council committee continue.

Athletic Director Mike Burton said that presently, there can be no contact between sports team members, though there can be team activities, and that indoor sports activities require members to wear masks.

The board unanimously approved the plan set forth by Katzenberger and the committee.

announced that the CTE Academy received $500,000 from an anonymous donor. The Early Steps group has now moved out of the district office building and relocated in Chadwick and she appreciated their partnership.

The re opening plan was approved by the local health administrator and will “allow a safe return for our students and staff”, Katzenberger said.

Highlights include: For the first month of school, the district will offer a “hybrid model” with two groups of students. Group A would meet Tuesdays and Thursdays for in person instruction at the buildings. These would be students living in the Village of Thomson and the City of Mt. Carroll as well as rural students from all three communities.

Group B would be have school instruction on Wednesdays and Fridays, and would consist of students living in the City of Savanna plus rural students in all three communities. Bus routing will be determined as more students enroll, Katzenberger explained.

Both groups of students would meet remotely with teachers on Mondays per class schedules. Special Education students would receive in person instruction, and would have three days of in person instruction. Those students attending programs outside the community would “follow the program that they are attending.”

All students Pre k to 12 will receive a Chromebook sent home on remote learning days.

The schedule will follow an 8 am.

- 2 pm dismissal schedule. Katzenberger said this would help custodians, teachers, and help get the students used to wearing a mask, at a smaller amount of time at first.

When the students are outside, they will not be required to wear a mask, but when inside, she said, “it is an expectation by the State of Illinois.”

The learning platform for grades 6 to 12 is Schoology, with Google Classroom in the elementary school.

ational last year with 74 turbines across 13,000 acres in Lee and Whiteside counties north of Walnut.

In April 2019, the County Board signed off on the Big Sky Wind Farm’s project to decommission its 58 turbines in southern Lee County near Ohio and replace up to 51 with upgraded models. In 2018, the Mendota Hills Wind Farm, the state’s first wind farm built 16 years ago, replaced its 63 turbines with 29 upgraded ones.

Recently, a Lee County wind farm began the process to expand its footprint by up to 28 turbines.

The 109.5-megawatt Shady Oaks Wind Farm near Compton went online in 2012 with 71 turbines.

County zoning hearings took place in June to add 25 to 28 new wind turbines in Wyoming and Brooklyn townships.

Last year, Shady Oaks 2 LLC lined up more than 20 lease agreements and wind easements with landowners in the southeastern area of the county across about 4,300 acres.

Construction would begin around May 2021 and go online as early as October 2021.

Shady Oaks is part of Oakville, Ontario-based Algonquin Power & Utilities Corp.’s Liberty Power Group, which includes about 1.7 gigawatts of hydroelectric, wind, solar, and thermal power systems.

he renewable energy boom continues to crop up in the Sauk Valley.

Several wind and solar projects have been completed or are in the works in the area, including two wind farms upgrading their fleets of turbines in Lee County, a new wind farm coming to fruition after years of delays, and plans for two of the largest solar farms in the state.

Duke Energy Renewable Solar LLC is looking to develop a utility-grade solar farm south of Dixon on about 4,000 acres south of the industrial park on state Route 26 in South Dixon Township.

The project is in early development stages, and long-term leases have been negotiated and signed by multiple landowners. The details are being worked out, but it would create 200 to 500 megawatts of power per year and be an investment of up to $450 million.

More teens start drinking and smoking cigarettes and marijuana in June and July than in any other month, the U.S. Substance Abuse and Mental Health Services Administration said in a report entitled, “Monthly Variation in Substance Use Initiation among Adolescents.”

Although initiation of substance use can occur at any time, findings in this report indicate that first-time use of many substances (e.g., alcohol, tobacco products, and marijuana) peaked during the months of June and July. These months include periods when adolescents are on break from school and may have more idle time, fewer responsibilities, and less adult supervision. First use of other substances (e.g., nonmedical use of prescription-type stimulants and sedatives), however, remained relatively constant over the course of a year.

A number of implications can be drawn from these report findings. First, although ongoing public service announcements (PSAs) and media campaigns targeting adolescents are important for deterring youth alcohol and drug use in general, intensifying these efforts during June and July may amplify their impact; messages focusing on preventing initiation may be particularly important during these months. Second, in communities with limited prevention resources, the findings may point toward critical opportunities during the summer to implement activities and events that are attractive alternatives to drug use initiation or continued use. Third, the law enforcement community may find that targeted efforts toward preventing tobacco and alcohol sales to minors are more effective during these particular months. Finally, these findings underscore the importance of parents and caregivers reinforcing messages about the risks involved with using alcohol and drugs to their children year-round, while consistently restricting access to these substances.

You can help keep your teen safe and drug free with these summertime tips: • Set Summertime Rules: Make your rules clear regarding unsupervised time spent with friends, as well as your expectations surrounding drinking, smoking and other risky behaviors.

• Supervise: This can be especially challenging for parents of high school students. However, be physically present when you can, and when you cannot, try asking a friend, neighbor or relative to randomly check in. Research shows that unsupervised youth are three times more likely to use alcohol or other drugs.

• Monitor: Know with whom and where your child is at all times.

Randomly call and text your child to check in, and don’t be afraid to check up on your child by calling other parents. Communicate regularly with the parents of your child’s friends.

• Stay Involved: Show your child you care by taking time out of your busy schedule to do something fun together. Provide some structure by helping them find a summer job, volunteer work, or other supervised activity.

Regardless of the season, it is always a good time to talk with your teen about the dangers of alcohol, tobacco and other drugs. Open (or maintain) the lines of communication and be your child’s trusted source of information. Remember, silence isn’t golden—it’s permission!
