City council nixes community group’s resolution MICHAEL MILLER For the Prairie Advocate SAVANNA — The Savanna City Council voted against a resolution May 26 by a group calling for all businesses to reopen immediately.

The council made its decision after hearing strong opinions on both sides via a Zoom meeting.

The council heard a presentation from Concerned Citizens of Carroll County representatives Betsy Shaulis and Rebecca and Tim Reese (owners of “On the Move Fitness Center” in Lanark).

The representatives said the “230-member group was made up of businesses and individuals exclusively to Carroll County.”

Shaulis said the city of Lanark had crafted a resolution to support their group’s goals and had convinced the county to do the same.

The group feels that “all businesses are essential, regardless of its origin or type.”

The group asked the city of Savanna to allow businesses to reopen without worrying about any type of penalties, and this request was in the form of a resolution stating so.

Savanna Mayor Chris Lain said City Attorney Phil Jensen had crafted a similar resolution based on the group’s, one that was, in Jensen’s own words, “more diplomatic and maybe a little more gentler”, considering the city would be applying for a grant to help rebuild the city’s business district in the near future.

“Undo antagonism at this point may not be prudent and in Savanna’s best interests,” he said.

“I don’t know what’s in the governor’s head,” Lain said. “I don’t know when he’s going to say

DIXON – What a different world we live in and how rapidly it changed when the coronavirus started to spread across the United States earlier this year. Every organization and every individual has been impacted in some way.

Behavioral health care agencies, like their counterparts in the rest of the medical field, have seen massive changes. This has been the case at Sinnissippi Centers, which continues to operate and provide our full array of behavioral health care services to our four-county service area.

We are using mostly phone and video based technology (telehealth), with limited in-person appointments, to continue to provide care to individuals with a mental illness, substance use disorder, or any other behavioral health care need.

We continue to offer new intake appointments, crisis services, group services, and every other service category we offered prior to the arrival of COVID-19.

The successes we have had with telehealth, and our rapid learning in that area can be attributed to our wonderful staff members.

In fact, we plan to continue to use more telehealth well into the future, because it is effective and allows for access to treatment that

Sinnissippi Centers made that rapid transition to mostly phone and video-based service provision in March due to coronavirus and the stay-at-home order.

We began making some modifications in early March to some services, and then on March 16, Sinnissippi leadership made the decision that by end of that day we would cease most in-person services and the bulk of our staff would begin working from home the next day.

Over the next many days we adjusted and added back in services using technology with a limited number of in-person visits.

At this time we are fully operational, with minimal staffing and a heavy lean on technology.

Sinnissippi’s residential facilities continue to

receive 24 hour on-site services and continue to provide many personal services such as grocery shopping for clients so they can shelter in place.

The men’s Recovery Home continues to operate with appropriate safety measures in place.

Staff meetings are by phone or video, we are heavily using our electronic platforms like radio appearances (by phone), website, social media, and YouTube to communicate with clients and the public and give updates.

Sinnissippi anticipates having this operational footing through May and possibly June.

When the time is right for some of our staff and clients to return to the office, we will have a deliberate measured and phased-in approach based on the evolving situation.

Some good news we have to announce: We are taking referrals for our Women’s Recovery Home and hope to have that open later this summer.

“We haven’t been able to find anybody to really back anybody else or everybody seems to be playing hot potato with the whole issue and it all comes back to the constitutionality of the executive order. The mayor and I have talked about it a lot and we don’t want to the be ones to get sued and set a precedent for everything so I won’t say we’re not enforcing, I’ll say we’re enforcing city ordinances.”

Some council members emphasized the resolution’s possible effects on future funding for the city. “The businesses are opening up, so I don’t know if it’s worth us our getting our hands slapped from the state for any requests that we are going to have,” said Alderman Jocelyn Boyd.

“Businesses now are not following the rules the governor put out so I mean I don’t see us being in any more jeopardy than that,” Nick Law said.

Alderman Jim Friedenbach said he agreed and would vote for the resolution.

The following is a text of the resolution that Jensen crafted.

A resolution of the city of Savanna in support of Savanna businesses and Savanna residents.

Whereas Governor JB Pritzker has issued executive orders related to COVID-19 virus and whereas due to said orders small businesses in Savanna are experiencing financial harm and some have ceased operation and whereas the indefinite closure of business may cause financial harm and health risks to business owners, workers, vendors, contractors and customers and financial harm to the economy of Savanna.

Now therefore be is resolved by the city of Savanna that the governor shall be encouraged to implement a plan that promptly reopens the economy for the state of Illinois, balancing the health and welfare of Illinois citizens and visitors while also recognizing the economic threat to businesses from any further closure.

“I guess my question is ‘why do we need it?’, asked Alderman Sarah Purdom.

Alderman Jeff Griswold said it would put the council on the record that businesses need to reopen and “what applies here is different than downtown Chicago.”

Tim Reese explained the effects of the constraints on businesses to his business.

“It’s almost spinning your wheels,” he said. “You’re putting a lot of effort into bringing people in to sit outside where you’re not making anywhere near what you used to, but you still have the same amount of bills, if not more, to be considered as well.”

“Clearly Carroll County isn’t the only county that is going through all of these same issues, comparing us to Chicago or whatever,” said Alderman Roger Husband. “And I have to assume that the powers that be at the state level are aware of this and will make appropriate judgments as such when they deem it is necessary.

“For us, with our clear lack of knowledge when it comes to viruses and how this stuff spreads, for us to have an opinion one way or the other strikes me as maybe a bit arrogant on our part. I have an opinion but it’s not for me to try to spread my opinion to the rest o the state or the county.”

Purdom agreed. “I know first hand the economic impact that this has had. I had my business (Tangles Salon) on Main Street for 14 years and now it’s permanently closed.

But we also need to remember we are in a pandemic. This isn’t something that we’re doing for fun to test people’s business standards, we’re doing this for a reason and Savanna’s population is 25 percent over 65.

“We have nursing homes, we have kids, this is not only a tourist destination but it’s also our home. I think we need to be mindful of that and really remember why things

are closed and these measures are in place.”

Griswold said it was “concerning” that the governor hadn’t involved the Illinois House or Senate in any of the decisions. “He’s just solely gone beyond his thirty days that he had executive powers to do and extended it further, so in many ways he’s overstepped what our state legislature allows him to do,” Griswold said.

Alderman Pat Sanchez also commented: “If we pass a resolution, right now it might hurt us, but somewhere down the road, it could, with funding from the state. I cannot jeopardize the city of Savanna by not getting a grant that we possibly might have gotten anyway. He said maybe the matter could be tabled for future discussion. “I would not vote for this,” he said, if the vote was tonight.

Alderman Deb Long agreed.

“We’re not going to change anything if we vote tonight,” she said.

Alderman Friedenbach said he felt the matter came under “freedom of speech” and “civil rights” and wanted to approve it.

He motioned to approve, seconded by Griswold. The motion failed, with Friedenbach, Griswold and Law voting in favor, and Sanchez, Husband, Purdom, Long and Boyd voting against.

Husband motioned to move on the next item and not revisit the matter, and all but Law approved of this.

Lain said he emailed the governor’s office weekly to express his concerns, and feels Savanna needed to be considered at the county level.

He said he felt that Phase 3 “should have been a month ago for our area.”

Ultimately though, he felt the resolution wasn’t going to change any of this. He said he felt “indifferent either way” about approval of the resolution.

Most of the remainder of the work was grading, he said. He did add there was an issue with erosion at the outfall of the storm sewer, and more rip wrap had been added. Concrete additions might be necessary to help alleviate this issue he said.

MSA’s Jared Fluhr said striping was being held off until they were sure there were no further concrete issues, adding that the work should be wrapped up within two weeks.

June 2nd should be the final walk through for the granting agencies.

In other action, the council: • Unanimously approved three ordinances that will raise the water user rates in the city by 3 percent.

This is an annual increase to help defray costs.

• Passed an ordinance that will have the council, rather than the zoning and planning board, take over the variation process regarding signs in the city.

• Passed an ordinance that adds the liquor license fees for businesses to this year’s budget (they had been moved back due the COVID19 crisis) and cut the fees in half for restaurants and bars and clubs.

First reading was waived for this to expedite the process.

MILLEDGEVILLE – Audrey D. Brown, 89, of Mount Carroll, passed away on Saturday, May 23, 2020.

Audrey was born in Lyndon on Jan. 1, 1931, the daughter of Arthur and Edna (Parnhum) Brandt.

She married Oscar Brown Sr. on Nov. 10, 1975, in Mount Carroll.

He predeceased her on Dec. 6, 1985.

Audrey worked as a secretary at Northwest Plumbing for many years, only recently retiring at the age of 88.

She was a member of Dutchtown Church of the Brethren in Milledgeville. Audrey enjoyed gardening, horses, attending her grandchildren’s sporting events, and loved spending time with her family.

Survivors include two daughters, Sharon (Ronald) Judd of Milledgeville, Sheila (C.A.) Barnett of Genoa; one son, Terry (Cathy) Sturtevant of Sterling; one sister,Karen Berry of Alabama; nine grandchildren, Larry (Lisa) Judd of Sterling, Gary (Cristy) Judd of Milledgeville, Ronald (Darrell) Judd of Garden Plain, Chad (Becky) Judd of Milledgeville, Doug (Randi) Sturtevant of Rock Falls, Greg (Demi) Sturtevant of Milledgeville, Mike Foulkers, Rhonda (Mike) Botts, all of Genoa, and David (Darla) Foulkers of Dixon; 17 great-grandchildren; and several great-great grandchildren.

Audrey was preceded in death by her parents; husband, Oscar; one sister, Ardith Landheer; three brothers, Loyal, Elwin, and

Erwin Brandt; grandson, Scott Foulkers; and one infant grandson.

LOIS A. NYE MILLEDGEVILLE – Lois A. Nye, of Milledgeville, went home to be with her Lord and Savior and her beloved husband, Dan, surrounded by the thoughts and prayers of her family and friends on May 24, 2020.

Lois was born Nov. 25, 1931, in Milledgeville to Clarence and Margaret (Gerdes) Alber.

She attended Walker School in rural Milledgeville where she met Dan in first grade of the one-room schoolhouse.

She graduated from Milledgeville High School in 1949. Lois and Dan were married on Oct. 12, 1951 at Trinity Lutheran Church in Milledgeville where she was a lifelong member.

Dan preceded her in death on Feb. 3, 2020.

Lois is survived by two children, Louann (Kevin) Harms of Fairbury and Michael (Chandra) Nye of Lakewood, Colo. Other survivors include three grandchildren, Dan (Tracy) Harms and Matthew Harms both of Fairbury and Leslie (Michael) Garthaus of Bloomington; five great grandchildren, Parker and Tyler Harms, and Grace, Luke and Logan Garthaus; one sister, Ruth (Leland) Bryson of Milledgeville; one sister-in-law, Melva Nye of Milledgeville; as well as

numerous nieces, nephews and cousins.

Lois was employed at General Electric in Morrison for 27 years.

She enjoyed gardening and canning. She would often can green beans and make strawberry jelly to give to the grandkids and great-grandkids for Christmas.

After retirement, Lois began making crafts with her sister and the two of them took their handiwork to many craft fairs in the area.

She loved volunteering at the Thrift Shop in Savanna.

She and Dan hosted many friends and family on their front porch to watch Friday night football games - they had the best seat in town! They also enjoyed playing dominoes.

Lois always seemed to win.

For many years, Lois and Dan packed up their camper to spend several weeks of the winter in Florida.

And, of course, she loved spending time with her grandchildren and great-grandchildren whenever she could.

Lois was loved and will be missed by many who knew her. But we rejoice knowing that Lois and Dan are reunited again in their heavenly home, walking hand in hand on the streets of gold.

Private services will be held at a later date.

Memorials have been established to Trinity Lutheran Church in Milledgeville and Mom and Me Camp.

THOMAS (POCH) G. POCIECHA CHADWICK — Thomas (Poch) G. Pociecha, 74, of Chadwick, passed away at home on May 29, 2020, surrounded by family.

He was born on Sept. 2, 1945, in Chicago, to John W. and Genevieve (Smokowski) Pociecha.

He graduated from Mt. Carroll High School in 1964. On Aug. 22, 1987, he married Helen M. Merkel in Chadwick. He was the owner of Carroll Lanes, Poch’s Pub, and Tom’s Golf World, as well as being a truck driver.

He served in the Army from 1964-1966, and was a member of the American Legion. He will be dearly missed by his wife Helen, one son, Tom Jr. (Andrea) of Apple Valley, Minnesota; four stepsons: Frank (Mary Jane) Weber of Eden Prairie, Minnesota, John (Delene) Weber of Mawson Lakes, Australia, Michael (Bobbi) Hockman of Chadwick, and Marty (Jolene) Hockman of Mt. Carroll; two stepdaughters: Patty (John) Jones and Jean (Phil) Girard; six grandchildren, four great-grandchildren, one sister, Bev Hohn; and many nieces and nephews.

He was preceded in death by his parents and three brothers: Ron, John, and William Pociecha.

Cremation rites have been accorded. No services will be held.

Morrison man celebrates business’ 10th anniversary MORRISON – Joe Mills of Morrison is celebrating his 10th anniversary as a wealth advisor.

Mills began his career with First Wealth Financial Group in 2010.

With the support of his wife, Danielle, he started his career in April 2010 and attributes his success to his main mentor, Breton Williams, along with Andrew Meyers, who joined a year after Mills.

STERLING –This year, the Sauk Valley Area Chamber of Commerce awarded 11 scholarships to area students.

Monies for the scholarships come proceeds of fundraisers held throughout the year.

The Chamber’s Agri-Business Committee awarded $1,500 Ag Scholarships to Clayton Johnson, Prophetstown High School; Kathleen Smith, Illinois State University; Brett Buhrow, Ashton-Franklin Center High School; Connor Erbsen, Iowa State University; and Molly Biggs, Dixon High School.

IN BRIEF Lanark athlete wins award LANARK – The National High School Strength Coaches Association has announced that Eli Dertz of Eastland High School won a 2020 High School All-American Athletes Award.

This award is given annually to a high school athlete who has demonstrated outstanding achievement on and off the field in regards to strength and conditioning, athletic performance, academics and leadership. Both Dertz and his coach, Chris Dertz, will receive a certificate to recognize this accomplishment. Athletes must be nominated and supported from the coaching staff but also meet high standards of athleticism

White Pines Resort closes due to pandemic Concessionaire at state park says she’ll file for bankruptcy

BY JEFF HELFRICH jhelfrich@oglecountynews.com Beth George’s two children, Chad and Lindsey, grew up in her back office at White Pines Resort.

They watched TV while their mother worked. They worked different jobs at the resort as they got older.

Those are among George’s favorite memories of her 31 years as concessionaire at White Pines Resort.

On May 13, George, White Pines Resort owner and concessionaire , announced she is filing for bankruptcy and closing after 31 years due to losses of revenue from the COVID-19 pandemic.

The resort operates March to December and consists of a restaurant, dinner theater, cabins and a gift shop.

The buildings that house the businesses are owned by the Illinois Department of Natural Resources and were built by the Civilian Conservation Corps in the 1930s. The lodge and cabins are located inside White Pines State Park.

George posted a video on Facebook to make the announcement and say goodbye.

“I want to just tell you that I never thought I’d be saying these words,” George said. “For 31 years I’ve run that resort and put my heart and soul into it. I’m going to be one of the statistics that don’t make it. I’m smart enough to know the numbers just won’t work to reopen.”

George, who grew up in Mt. Morris, said in the video that the Governor’s reopening plan that was unveiled last week was the “nail in the coffin” of her business.

The Facebook post was shared nearly 8,000 times and commented on nearly 2,000 times.

“The outpouring of support was totally and utterly overwhelming,” George said in an interview on May 14. “I’ve been blown away. It’s been very heartfelt and I’ve been having a hard time even looking at them.

Hundreds are from brides that were married there.”

George stopped counting weddings at 1,200 a few years ago. Her record for weddings in a year was 93.

After her announcement, multiple GoFundMe pages emerged with hopes to save the resort. One had nearly $17,000 donated as of Tuesday afternoon.

But George said the resort can’t be saved, regardless of any amount raised. She would only use that money to pay back brides and guests she owes.

“I wouldn’t ever want that responsibility on my shoulders,” George said. “I don’t ask for handouts. If the state goes bankrupt, the parks will close. There’s just so much uncertainty. It was unbelievable to see people try. I don’t even know them. It’s magical at White Pines and that’s why the outpouring has been like that.”

White Pines Resort employs 40-55 seasonal employees, all of which will now be out of work.

George has been residing in Costa Rica with her two children who also have tourism-based businesses there.

She said she did apply for payroll protection through the federal CARES Act, but couldn’t use it due to not being open during the eight weeks it consisted of. All she ended up doing was incurring another

loan.

Local municipalities like Oregon and Polo have helped their small businesses with applying for loans through state and local programs.

White Pines Resort is located in unincorporated Ogle County who is in the process of starting a program to help businesses.

George said she never talked to the county about assistance and said she doesn’t deal with them much due to being located inside a state park.

She said she has $18,000-$20,000 in expenses per month, while closed.

She did notify the state and the Illinois Department of Natural Resources of her situation before making her decision to close.

“We reached out to the state and said we won’t be able to be there if we can’t open by June 1,” George said. “But they said there was nothing they could do. They did defer our rent. Us telling them that wasn’t a threat.”

The IDNR did purchase assets of the business like beds and restaurant equipment, which will make a future concessionaire taking over more likely, George said.

A new concessionaire won’t have to purchase expensive assets.

“They bought so much,” George said. “They’re only paying me dimes

on the dollars of what I have, but it saves work for my staff moving and selling things.”

To become the next concessionaire, a person would have to apply to be on a bidders list for when the lease is eventually put out to bid by the state. George is unsure when that will happen, but believes it may be after the pandemic situation passes.

George nearly sold her lease to the resort last year. The family all but purchased it and decided after 10 weeks that it wasn’t for them.

“The financial impact of that was terrible for me,” George said. “It set me back a lot. I spent seven months training them.”

George has more fond memories than watching her kids grow up at White Pines. She built relationships.

One couple planned to come and stay this year for their 50th consecutive year. She loved starting the dinner theater at a time when most people thought the resort only did breakfast.

“I don’t do drugs, but nothing got me higher than watching an audience die laughing at a performance,” George said.

“Everything ends. I almost sold it last year. I just never thought it’d end like this.”

University of Illinois releases new guidelines for Extension activities

Illinois 4-H staff are updating project guidelines, developing support documentation for the new system, and creating training resources for volunteer judges and 4-H exhibitors.

une is here! Summer is feeling like it is here. It will be a little different of a summer than planned but flexibility is certainly the key.

The local Farmers’ Markets are opening up this month with social distancing rules applying. Everyone over the age of 2 will need to wear a mask. You are not to touch product.

You will need to be ready to place your order when it is your turn.

Credit, debit or exact cash will be needed. Supplies may also be limited in the beginning. The farmers’ markets in the county operate the following: Lanark – Tuesday from 3-6 p.m., Milledgeville – Wednesday from 3-6 p.m. and Savanna – Thursday from 3-6 p.m. and Mount Carroll – Saturday from 8 a.m. – noon.

What a great time to take advantage of the local produce and offerings at the farmers’ markets.

June is Dairy Month. Have you been buying that cheese and milk?

Illinois has about 102,000 dairy cows that produce close to 2 billion pounds of milk a year.

On average, each cow produces enough milk to fill 125 glasses.

That’s about 8 gallons per day! Milk is one of the most highly regulated and tested food products in the U.S. Multiple stringent tests by the farmer, inspectors and haulers who pick up the milk make it impossible for antibiotics to end up in your milk at the grocery store. A cow spends about 6 hours eating every day.

Over 50 weddings were planned at the venue this year

She sat down and cried in the aisle. She planned to have her wedding there on Sept. 26.

King and 50 other brides had to cancel weddings after Concessionaire Beth George made her decision last week due to COVID-19 business restriction impacts. George ran the resort for 31 years, hosting over 1,200 weddings.

“I was devastated,” King said.

“For couples, just because of the sentiment that went into it and the business. A lot of things run through your head. The anxiety of being done planning and just having to wait to say I do and then getting thrown back into planning.”

King has moved her wedding to a venue near the quad cities where she lives. She had to cut down on guests and re-plan most of it with just a four month window.

Part of the reason she and her fiancée, Colin DePrez, chose White Pines was its all-inclusive style with

Before White Pines Resort made

its decision to close for good. King and DePrez thought their date was safe with COVID-19 threatening only summer weddings. After everything happened, they wanted to keep the same date due to the month being special to them and DePrez and many guests having limited schedule flexibility with careers in firefighting.

Having to schedule a new wedding did not harm the couple financially.

Their new arrangements are cheaper and they received a full refund from White Pines Resort. George has been raising money to pay back the brides and guests before she enters bankruptcy.

A GoFundMe page has raised nearly $19,000 to help with those efforts. The resort attempted to hold a gift shop sale to raise additional money, but it was shut down by the conservation police due to the business being nonessential.

The inventory from that sale will be sold at Starved Rock Lodge and Conference center when it reopens on May 29. George says she now has enough money to pay all the brides and guests what she owes.

King decided to attend the gift shop sale Monday before it was shut down, but never made it inside.

“I wanted a memory of our dream wedding that was supposed to be,” King said. “It’s the marriage that matters, not the wedding. But we had dreams of it. If other brides read this, stay positive. Think out of the box and go with the flow.”

Ogle County Fair canceled due to COVID-19 Board members delayed decision for several weeks

BY JEFF HELFRICH jhelfrich@oglecountynews.com The Ogle County Fair Association’s three focuses are community, family and friends. In efforts to protect those things, it canceled its annual fair for the first time in 167 years.

OCFA Publicist Christine Carter said the board decided unanimously on May 15, and delayed its decision by weeks in hopes the fair could still be held.

“It was a very sober discussion with pros and cons as far as managing health and safety,” Carter said.

“There would have been so many factors that we would have had to implement between now and the fair.”

Carter said the state phase of reopening that would allow the fair to happen would have “cut it close” on being in place by the time of the July 29 to Aug. 2 fair.

“Our focus has always been on the health and welfare of our communities, families and friends,” a Facebook statement from the OCFA said last week. “While we strive each year to put on the best and most affordable fair, the global impact of the COVID pandemic has created

Sanitizing the venue, increased social distancing, sanitation stations, temperature and health screening were factors considered.

The board said it was extremely saddened to have to make the decision. Health risks and added layers necessary for safety far outweighed the benefits of having the fair.

“We could have never expected this to happen but putting our fair goers at risk would never be worth it in the long run,” OCFA President Tom Simpson said. “Safety has to come first. We are all looking forward to next year and making it

Reaction from the public to the decision has been mixed. Many have reached out with positive support of the decision, but others were disappointed.

“But we haven’t seen anger,” Carter said.

One event that will still be happening is the annual 4-H competition that usually takes place at the fair. But it won’t be in conjunction with the OCFA. The Ogle County 4-H will be planning it and managing it on its own.

The former West Carroll football coach will be back at his alma mater, Stockton, to coach the Blackhawks in the fall.

“I was born and raised in Stockton,” Leitzen said. “Still live in Stockton, live two blocks from the school, so my kids go to school here.
