Savanna City Council hires new police officer

BY MICHAEL MILLER For the Prairie Advocate SAVANNA — The Savanna City council unanimously approved hiring a new police officer, Josie Anderson, on Dec. 8.

Anderson, who has been serving as auxiliary officer, was hired to replace Dan Watkins III, who accepted a position at the Thomson Correctional Center.

Anderson will be attending additional training in March and recently graduated with a degree in criminal justice. She will start out earning $19.28 per hour and will begin duties on Jan. 4, 2021.

In member comments, Alderman Jocelyn Boyd said she’d heard a consistent plea for street repair in many sections of the city.

“There’s no money to do any type of project as far as reconstructing or

even doing a ‘mill and fill’ on roads,” Public works Superintendent John Lindeman said. “Something that I am looking at is that, over the last probably decade we’ve done some road work and to maintain that so it doesn’t revert back to bad roads like most of our other streets. I’m looking at doing a potential micro surfacing again to keep those streets in good shape.”

He said MFT funds could help here but he wasn’t sure if even that would be enough.

“Unfortunately we’re going to have to get creative,“ he said.

“Either we’re going to have to raise taxes in some form or increase fees to generate any funds to do street projects. We do not have enough money coming in, in any one fund, that would allow us to do any substantial street work.”

Man is killed in Dec. 10 accident east of Savanna SAVANNA — A Rockford man died on Dec. 10 following an 1:50 p.m. accident on U.S. 52 just west of Dauphin Road, one mile east of Savanna.

Willie J. March, 72, of Rockford, was pronounced dead at the scene, the Carroll County Sheriff’s Office said.

The sheriff’s office said emergency crews responded after several 911 calls were received regarding the accident.

An initial investigation indicates

that March was had travelling west on U.S. 52, when he lost control of the vehicle, entered the ditch and struck a tree.

Assisting the sheriff’s office at the scene were Savanna Police Department, Savanna Fire Department, Savanna Ambulance, Shannon Fire Department and J & S Body Shop.

The accident remains under investigation by the sheriff’s office.

No further information was being released.

Mayor Chris Lain thanked him for his four years of service to the city.

Alderman Roger Husband questioned the status of the “children at play” signs that were approved to go up in several areas during the last meeting.

Lindeman said the signs were custom made and had not been received yet.

Lindeman said DOT had recommended the signs not be put up, and that depending on how frozen the ground was, they might not be able to be installed until spring at any rate.

He said it would be the council’s decision whether to go ahead with installing them or not.

Alderman Pat Sanchez wondered if the process could simply be canceled, to which Friedenbach asked “why would you cancel?”

Sanchez said if the signs cannot be enforced, which was established at the previous meeting, why put them up?

“We knew that going into it,” Friedenbach said. “And we have citizens that care enough to ask for these things, they are taxpayers, and we already approved this. I don’t see

any question on this.”

The council also, approved an ordinance amending a previous ordinance regarding penalties for residents who fail to repair a sanitary sewer in a timely fashion. This amendment would give the city the power to shut off water service until such time as the matter was repaired.

“It is a health and safety issue,“ Lindeman said. “Having raw sewage running across the street. So the purpose of this is too give us a little more teeth and getting people to maintain their sewers.”

The council also approved: • A partial reimbursement expenses for demolition of a property at 710 Cooley Avenue, not to exceed $2,500; • Agreed to purchase a new fire truck (a 2020 Crew Cab). Financing is still to be determined, though Chief Scott Wolfe said he’d already researched a 3.5 percent loan guaranteed at a minimum of five years.

Other financing options will be reviewed, however. The motion to proceed with the purchase was unanimously approved; • A resolution to release MFT funds for the city (motor, fuel tax).

The final scheduled meeting of the year, on Dec. 22, was canceled due to the holiday season.

Schoenhaar joins the board from Savanna. She is CEO, CFO, and COO of Riverport Railroad, and she also serves as treasurer of the Savanna Chamber of Commerce. She now serves as treasurer of NW Illinois Economic Development, replacing Patrick Winders of East Dubuque who has taken the role of secretary.

Survivors include a son, Michael (Rachel) Little of Dixon; two daughters, Sarah (Eric) Vandersnick of Rock Falls and Emily (Kendall) Carr of Tampico; two sisters, Chris (Alan Pfeifer) Shelley of Sterling, and Amy (Bryan) Blackburn of Sterling; five grandchildren; and a significant other, Helen Marsh.

Schoenhaar joins current NWILED Chair William Jahnke of Lake Carroll, Vice-Chair Joseph Mattingley of Illinois Bank and Trust, and Secretary Patrick Winders of East Dubuque who were reelected to the executive committee this past week.

Arthritis: A favorite saying of one of my favorite local physicians is “motion is lotion.” He’s referring to the fact that people with arthritis can benefit from low-impact activities like walking and swimming to keep joints flexible and lubricated.

Strength training also can assist with joint strength and stability in arthritis sufferers. Flexibility, joint lubrication, and strength translates to less pain and the ability to do more.

Depression: You might think that depression causes people to be less active, but researchers at the National Institutes of Health did a study that suggested the reverse.

Their findings showed that physical inactivity and poor sleep contributed to depression symptoms and suggests that exercise could be used as a strategy to change mood states.

Blood sugar: Several studies have looked at the effects of exercise on blood sugar and show a correlation between physical activity and a lower risk of developing diabetes.

A key study recently showed that the timing of exercise may be significant. In that study, better blood-sugar control was achieved by taking a 10-minute walk after every meal as compared to one daily walk of longer duration.

A number of studies have demonstrated the benefits of exercise on both the systolic and diastolic measures of blood pressure.

The reduction in systolic blood pressure has even been shown to last for up to 24 hours after exercising.

These four illnesses are just a few that can be improved with a regular dose of physical activity.

The Centers for Disease control suggest that adults get at least 150 minutes each week of moderate intensity physical activity. That breaks down to just 30 minutes a day.

If you have the time and the ability to do more, you might want to consider it, as more activity (up to 90 minutes a day) has been shown to increase the benefit.

Whatever form of physical activity you can do will work. Walking biking, swimming, dancing, or lifting weights are some to consider.

The scientific research into exercise and its effect on our health may be fairly recent, but the knowledge of its benefits goes back a long way.

The Greek philosopher Hippocrates, (460-337 b.c.) also known as the “Father of Medicine,” is famously quoted as saying “Walking is man’s best medicine!”

FATAL ACCIDENT Whiteside Area Career Center instructor dies in collision DIXON – A longtime Whiteside Area Career Center welding instructor died Dec. 10 when the pickup he was driving was struck by an SUV on state Route 26 at Timber Creek Road, the Lee County Sheriff’s Department said in a news release.

Justin Carter, 29, of Dixon, was westbound on Timber Creek just before 3:30 p.m. when he entered the intersection and collided with a south-

bound pickup driven by Steven Bierdeman, 61, of Dixon.

Bierdeman died at the scene. Carter was taken to KSB Hospital Steven with non-life-threatenBierdeman ing injuries.

The crash is under investigation; no further details were released.

Bierdeman taught welding and manufacturing at WACC for more than 30 years.

One COVID-related death, 16 new cases Sunday

BY ERIC INGLES eingles@shawmedia.com The Whiteside County Health Department on Sunday announced an additional COVID-related death of a person in his or her 70s.

Whiteside County also had 16 new cases involving six people younger than 20, one each in their 30s and 40s, three in their 50s, four in their 60s and one older than 80, while 100 people were lifted off of isolation.

The number of active cases in Whiteside County, which peaked near 2,000 in late November, now stands at 1,389.

Lee, Ogle and Carroll counties did not report updated statistics on Sunday.

Whiteside County has had 4,349 cases, 2,850 recoveries and 110 deaths. Lee County has had 2,145 cases, 1,659 recoveries and 39 deaths. Ogle County has had 3,345 cases, 2,665 recoveries and 46 deaths. Carroll County has had 1,208 cases and

28 deaths.

The North region (Boone, Carroll, DeKalb, Jo Daviess, Lee, Ogle, Stephenson, Whiteside and Winnebago counties) has seen no consecutive days under the 12% positivity rate. The region’s positivity rate decreased from 13.8% to 12.9%.

Currently, 26.8% of medical/surgical beds are

available and 19.4% of ICU beds.

The region has two consecutive days above the 20% threshold for ICU bed availability, and 11 consecutive days above the 20% threshold for medical/surgical bed availability.

Hospitalizations have decreased 10 out of the past 10 days in Region 1.

Within this region, DeKalb County’s positivity rate decreased to 11.2%, Lee County’s rate decreased to 13.8%, and Whiteside County’s rate decreased to 10.4%.

Finally, within this region, there are 33 available, staffed ICU beds out of 179 total.

Illinois on Sunday announced 7,216 new cases and 115 deaths. The state has seen 848,904 cases and 13,291 deaths.

Sterling has had 13,200 tests and 1,626 cases.

Rock Falls has had 6,197 tests and 938 cases. Dixon has had 16,980 tests and 1,582 cases. Rochelle has had 7,626 tests and 1,092 cases.

Steen’s return ‘uplifted the spirits of the town’

BY CODY CUTTER ccutter@saukvalley.com LANARK – After 9 months away, Blake Steen returned home in grand fashion Thursday night.

Steen, 22, served a tour of duty on the Iraq-Kuwait border with the Illinois Army National Guard out of the 135th Chemical Company of Machesney Park.

Steen, a buck sergeant, received an escort home from emergency vehicles through Shannon and Lanark, and arrived home to the open arms of his mother, Taunya Kuberski, and a small crowd of supporters.

“It’s amazing to step on grass instead of sand,” Steen said.

Through all of the flashing flights and horns as day turned to night, several people lined up along state Routes 72 and 73 between Shannon and Lanark to welcome Steen back home. Trucks parked at intersections along the highway with their lights on honked in support of Steen as the caravan drove by.

Steen, a chemical operations specialist, arrived in Kuwait on March 1 and came back stateside Nov. 22.

He was a technical decontamination team leader in charge of two teams of three people – all wearing Hazmat suits – making sure equipment and

vehicles were safe and free of toxins and traces of the coronavirus.

Plenty of decontamination missions had to be accomplished, he said, likening the process to a “car wash operation.”

“What we did was, if you get any chemical spill or have any contamination on you, we just have you run through a line and wash you down, and get you out of your suit in a good, fast manner without contaminating anything,” Steen said.

When the Company’s tour was made official last summer, the coronavirus wasn’t the worldwide pandemic that it would become; the primary mission was to provide hazard intelligence and chemical, biological, radiological and nuclear reconnaissance, as well as hazardous material mitigation. Sanitation measures, such as the “car wash operation,” came into place early in Steen’s tour.

Steen got to meet several natives during his time, and that experience proved to be an eye-opener for him.

“It opened my eyes to see how people in third-world countries live compared to us, where we have it a lot better than them,” Steen said.

“It’s good to help those countries out when we can.”

Mt. Morris fire victim never put herself first Lamesch worked as an EMT: ‘It was like a calling to her’

BY JEFF HELFRICH jhelfrich@shawmedia.com Melissa Lamesch was keeping the name of her unborn son a secret. The only clue she gave to family members was the nickname he’d be going by: Little Bear. “We theorized it would be Barry or Barrington,� Melissa’s brother, Karl, said. “He would’ve been Little Bear to us.�

Lamesch, 27, and her unborn baby died Nov. 25 following a fire in their home in Mt. Morris. Her baby was due Nov. 28.

Karl said his sister was “absolutely ecstatic� about becoming a mother. She was always doing something for the baby. She and Karl did a lot of baby shopping and had installed her car seat and were getting her bag ready for the hospital. He helped her

hang her ultrasound pictures.

Lamesch worked as an EMT since June 2016 and was working for Trace Ambulance in Tinley Park.

She sometimes worked double and triple shifts, Karl said. Melissa decided to become an EMT after an incident in her life during college. She became passionate about it after that. “A lot of her was an EMT,� Karl said. “She was hard-working. She did everything she could. It was like a calling to her. That’s what she did.�

Lamesch’s parents, Gustave and Deanna are residents of the area in Mt. Morris and Malta. She has four siblings, Karl, Cassie Baal, Bryan Lamesch and Julialyn Shedd. “We have such different personalities,� Karl said. “We can fight and argue but we always make up.�

Melissa and Karl had a “best friend� relationship. They took classes together at Northern Illinois University and would attend concerts and events in the Chicago area.

Karl also wants to donate to the shelter where she got her cat, Antonio. Antonio was lost in the fire as well. Other plans include buying toys for a children’s hospital in honor of her son.

Karl wants his sister to be remembered for how she was.

“Happy go lucky, never put herself first,” Karl said. “Her smile and the way she was in life. She’d find all the good things about a bad situation and how to make it better. Her jokes and all of her crazy shenanigans.”

ith Christmas less than 10 days away, do you know where the tradition of the Christmas Tree came from?

Using small candles to light a Christmas tree dates back to the middle of the 17th century. Thomas Edison’s assistant, Edward Johnson, came up with the idea of electric lights for Christmas trees in 1882.

Christmas tree lights were first mass-produced in 1890.

In 1900, large stores started to erect big illuminated Christmas trees. The tradition of an official Chicago Christmas tree was initiated in 1913 when one was first lit by Mayor Carter H. Harrison in Grant Park.

The official Christmas tree tradition at Rockefeller Center began in 1933. Since 2004 the tree has been topped with a 550-pound Swarovski Crystal star.

And since 2007, the tree has been lit with 30,000 energy-efficient LED’s which are powered by solar panels.

In 1856 Franklin Pierce, the 14th President of the United States, was the first President to place a Christmas tree in the White House.

Nineteenth century Americans cut their trees in nearby forests.

Now adults, pair could be transferred to Whiteside jail; sheriff has concerns

MORRISON – Nearly a year after she pleaded guilty to the July 6, 2017, murder of her mother and more than five months since she inherited the legal right to be detained among other adult defendants, Anna Schroeder soon could be transferred to Whiteside County jail.

Sheriff John Booker told members of the Whiteside County Board Public Safety Committee on Dec. 10 that he opposes the potential move and disapproves of the possibility of Schroeder’s then-girlfriend, Rachel Helm, joining her at the jail.

Investigators said Helm encouraged Schroeder to kill 53-year-old Peggy Schroeder and then helped her cover up the shooting by trying to clean the scene before setting Schroeder’s house on fire.

“It’s not what I want. I don’t want them in here,” Booker told members of the committee. “I just think it would be a terrible situation.”

Were the couple to be transferred to the jail, they would be required under a previous court order to be separated.

“I’m not sure if we’re even going to be able to do that,” Booker said, citing difficulties sheriff’s deputies have had implementing social distancing practices intended to prevent the spread of COVID-19 in the jail.

If the jail’s population went down, Booker said, then sheriff’s deputies could place Schroeder in one cell block and put Helm in another.

Booker said his main objection to the pair’s move from the Mary Davis Detention Home in Galesburg is rooted in “terrible behavior” among the jail’s current female detainees.

Most of the women at the jail, Booker said, don’t get along, fight with each other and are on “lock back,” a term typically used by detainees to describe the reduced amount of time they are allowed outside of their cells. “[The female detainees] get to be out [of their cells] an hour a day because all they do is fight with each other,” Booker said.

Schroeder and Helm are at Mary Davis because they both were 15 when they were indicted in 2017 for Peggy’s murder.

In Illinois, juveniles need special approval from a judge to be charged, tried in criminal courtrooms and held in jails as adults.

Schroeder initially was charged with two counts of first-degree murder, one count of arson and one count of concealing a homicidal death.

Helm is charged with concealment of homicidal death and arson.

Schroeder’s case was transferred from juvenile court to adult court in June 2018, two months after Helm’s case also was transferred to adult court.

But now, the women are both 18 – Helm reached the milestone in January and Schroeder hit the mark in July – meaning they can be detained in jail among other adult defendants while they await court proceedings.

That wait would likely be shorter for Schroeder, who is waiting for a 2021 sentencing hearing, after her November sentencing hearings were struck because of uncertainties amid the coronavirus pandemic.

She entered into a limited plea agreement in January, accepting a lesser second-degree murder charge in exchange for dropping the other charges.

Helm has yet to go to trial. Her case has been perpetually continued without objection from Whiteside County prosecutors for more than two years.

An agreed order was entered on Nov. 24 to postpone her Nov. 25 hearing “as a result of the COVID-19 health crisis,” court records show.

Court records further indicate that after the November hearing was canceled, a request to notify Mary Davis that Helm would not need to appear in court was “unfortunately” not “timely communicated to MDDH.”

As a result, Helm was brought to the courthouse and appeared without her attorney, court records show.

If she had been held at the jail, that miscommunication likely would have been avoided.

Another potential upside to housing Schroeder and Helm at the jail, Booker said Thursday, would be a savings of $110 a day.

The county pays $250 a day to house Schroeder and Helm at the MDDH; it costs only about $70 a day to house a defendant in the jail, Booker said.

Since 2017, the county has paid $273,750 to house the pair at Mary Davis, so moving them to the jail could bring a savings of about $40,000 a year, he said.

“It’s not ideal [to house Schroeder and Helm at the jail], but unfortunately in a time like this, we need to save money. If bringing them here is gonna save us some money, then I guess it’s something we should do,” Booker said.
