Two more COVID-related deaths in Whiteside County

BY ERIC INGLES eingles@saukvalley.com Two additional Whiteside County residents have died, the Whiteside County Health Department reported Sunday. Those COVID-related deaths involved a person in their 50s and a person in their 80s.

Whiteside County also had 27 new COVID-19 cases Sunday, involving three people under the age of 20, three in their 20s, six in their 30s, six in their 40s, three in their 50s, three in their 60s, two in their 70s and one over 80.

Lee County had three new cases on Sunday, involving people in their 20s, 50s and 70s. Seven additional Dixon Healthcare staff members also have tested positive, cases which are not reflected in the Lee County numbers.

Lee County also had 11 people lifted off of isolation on Sunday. Lee County late Saturday reported 27 new cases and 11 residents lifted off of isolation. Those new cases includ-

ed two people under 10, two teens, five people in their 20s, seven in their 30s, two in their 40s, two in their 50s, four in their 60s and three in their 70s.

The Whiteside County Health Department announced 56 new cases of COVID-19 on Saturday, as well as seven recoveries.

The new cases involve seven people under the age of 20, 12 people in their 20s, 11 people in their 30s, six people in their 40s, nine people in their 50s, four people in their 60s, four people in their 70s and three people over the age of 80.

Ogle and Carroll counties did not report updated statistics on Saturday or Sunday.

Whiteside County has had 1,470 cases and 27 deaths. Lee County has had 706 cases, 502 recoveries and one death. Ogle County has had 1,179 cases, 953 recoveries and seven deaths. Carroll County has had 400 cases, 316 recoveries and 14 deaths.

Tighter visitor restrictions at CGH Medical Center STERLING – Due to the recent increase in COVID-19 cases, CGH Medical Center will no longer allow visitors beginning Monday.

“Some exemptions will be made for children admitted to the hospital, the Birthing Center, outpatient testing patients that need assistance, or end-of-life situations,” the hospital said in a news release. “In these

situations, one designated support person may be allowed. They must be age 18 or older, and be either immediate family members, powers of attorney, guardians or patient representatives.”

DeKalb, Jo Daviess, Lee, Ogle, Stephenson, Whiteside and Winnebago counties) has seen seven days of positivity increases and four days of hospital admission increases. The region’s positivity rate increased from 12.2% to 12.7%, jumping a full percentage point since Friday’s update. This remains the highest rate of any of the state’s 11 regions.

Currently, 35% of medical/surgical beds are available and 37% of ICU beds.

After failing to lower its positivity rate below 8%, the North region (Region 1) was moved into the IDPH’s

tier two mitigation measures beginning Sunday. Among other things, this means gatherings are limited to ten people and outdoor dining groups are limited to six people instead of ten.

The region’s counties that are reporting the highest positivity rates are Boone (15.8%), Winnebago (13.8%), and Whiteside (14.2%).

DeKalb County’s positivity rate remained the same at 8.7%.

To get back to the standard Phase 4 restrictions, the region will need to maintain an average positivity rate of less than or equal to 6.5% over a three-day period.

The Illinois Department of Public Health announced 4,062 new cases and 24 COVID-related deaths. Statewide there have been 374,256 cases and 9,505 deaths.

Sterling has had 6,048 tests and 492 cases. Rock Falls has had 3,135 tests and 324 cases. Dixon has had 7,331 tests and 458 cases. Rochelle has had 4,882 tests and 583 cases.

BY TIMOTHY EGGERT AND BRIAN WEIDMAN Shaw Media DIXON – After finally paying off the loan he took out to fund the 2017 purchase of his downtown Dixon bar, PatiO’s Irish Pub, 2020 was stacking up to be the first year that Jesse Noyes could take home an income.

Other than being a watershed moment in any business owner’s career, that prospect especially mattered because Noyes had an new mouth to feed – his infant son’s.

But now, after celebrating his son’s 7-month birthday earlier this week, Noyes’ excitement has been replaced by a deep anxiety, and the chances of a check earned through his own business have faded with the reality of bills related to the coronavirus.

“I went from my business being in the best position to being in the worst position,” said Noyes, 32, who owns and operates the bar, located at 222 W. First St., in Dixon, with his partner, Becky Sofolo.

That feeling intensified for Noyes and other Sauk Valley business owners on Thursday when Gov. JB Pritzker announced he intended to enforce additional mitigations on the region in response to sustained increases in virus metrics.

Known as Tier 2 Resurgence Mitigations, the restrictions will be applied to Region 1, which includes Boone, Carroll, DeKalb, Jo Daviess, Lee, Ogle, Stephenson, Winnebago and Whiteside Counties, starting Sunday.

Under the additional resurgence mitigations, bars and restaurants must now limit the parties at outdoor tables to six guests, while continuing to prohibit indoor dining and drinking, close before 11 p.m., and practice social distancing.

Linda Durham, owner of Alley Loop Saloon and Deli in Dixon for the past 16 years, has a tent set up in the alley with two picnic tables and a portable heater for customers.

“I don’t see a lot of change from what we have been doing, because we don’t allow people in unless they’re at the machines and they’re gambling, and they have to wear a mask,” Durham said. “They can’t drink, but they can come in and use the bathroom, come out here and drink, and either be waited on or else go in, pick one up and come right back out.

“I have food too,” Durham said. “I can do curbside sandwiches, so that makes a big difference. I am here every day. I just figure we’re opening, the kids want to work, so this is what we have now.”

For Noyes, who has kept the bar open and in-compliance with all the Illinois Department of Public Health guidelines issued for bars since May, the notice Thursday of another set of protocols brought him another finan-

“I’m not taking in any personal income from the bar,” Noyes said.

“Any profit goes toward keeping my employees working – that’s my top priority.”

Noyes hasn’t had to lay off an employee, yet. But the rest of the bills, like the mortgage on the bar and the constant flow of invoices for cleaning supplies, come out of Noyes’ pockets, or from the savings of the business.

“At this point, the new rules just represent an ongoing cost,” Noyes said. “They translate into the burden of additional costs of operating when its cold and providing that outdoor comfort so people want to drink here.”

To stay open amid the Phase 4 guidelines, the Tier 1 mitigations and now, through the Tier 2 mitigations, Noyes said he’s had to pay a monthly rent on an outdoor enclosure, cover fuel costs to keep propane heaters burning, and spend extra on disposable drinkware.

culties for businesses, but it’s also crucial to get a handle on the rising coronavirus cases.

“They have to do something, I believe, to get this under control,” Durham said. “A restaurant, to me, is different. You go in, you sit with your group, that waitress has a mask on and she waits on you. I think they could ease up on them a little bit, but in the bars, everybody’s all over the place and nobody’s wearing a mask.

That’s how it spreads.

“I totally understand why we’re doing this. You go to Wisconsin, they’re not doing anything and everybody’s having problems.”

Noyes received some financial assistance through the Dixon City Council’s first round of business grants program, but those funds only went so far.

“I appreciated that help, and I know I’m not the only business who benefited from it, but now I’m like, ‘I

still need help,’” Noyes said, adding that he didn’t apply for a federal loan through the Small Business Administration’s Paycheck Protection Program because he didn’t think he’d be able to sustain the loan’s repayment component.

That led Noyes in May to make the choice of doing whatever he had to do to stay open, even if that meant “jumping through hoops” to comply with the IDPH guidelines.

“Is it worth staying open and complying, or closing and not taking the financial or the safety risk?”

Noyes said. “Every business owner answers that question differently, but only they can answer it because they know their business better than anyone.”

Noyes hasn’t gotten to the “fiscal trade-off” where he needs to close the bar, but he can’t imagine that he’ll see a surge in patrons under the Tier 2 guidelines.

“People made up their minds a long time ago on whether they want to go out during the pandemic,” Noyes said. “I’d be hard-pressed to find a group of more than six people who want to go to a bar together.”

Even still, Noyes hopes that patrons do continue to support local businesses, especially because the stakes are so high.

“This place is our family’s future, it’s our baby’s future, it’s our employees’ future,” Noyes said.

OBITUARIES LU ANN VOS MORRISON – Lu Ann Vos, 64, of Morrison, died Monday, October 19, 2020 at Rock River Hospice and Home in Sterling.

Lu Ann was born Sept. 8, 1956 in Clinton, Iowa, the daughter of Charles and Lois (Harvey) Vos. She was employed at Self Help Enterprises in Sterling and Rolling Hills Progress Center in Lanark. Lu Ann enjoyed participating in the Special Olympics.

She is survived by her siblings, Karen (Francis) Frederick of Rock Falls, Marilyn (Gary) White of Bettendorf, Iowa, Raymond (Lisa) Vos of Chadwick, Nancy (Tom) Hook of Morrison, and Randall (Deb) Vos of Sterling; and many nieces and nephews.

She was preceded in death by her parents and one sister, Judith Vos. Funeral services were Friday, Oct. 23, at River Church in Clinton, Iowa. Burial was at Lusk Cemetery in Albany.

ROCK FALLS — Turnout was higher than expected for the first day of this weekend’s mobile COVID19 testing site. “Today 264 people were tested at the mobile testing site,� the Whiteside County Health Department said in a Saturday news release. “This turnout was higher than the state anticipated so the Whiteside County Community Health Clinic (WCCHC) brought in staff to support the State Testing Team. WCCHC staff will be working with the IDPH team all day tomorrow.�

On Sunday, 265 people were tested at the site for a total of 529 over the two days.

The state sponsored the drive-thru test site from 9 a.m. to 5 p.m. at the Whiteside County Health Department north parking lot, 1300 W. Second St. in Rock Falls.

Anyone could be tested, whether they currently have COVID-19 symptoms or not.

Testing, via nasal swab, is free

and results will come in four to seven days. Residents were asked to bring their insurance card, but insurance was not necessary to get tested.

Health officials thanked those who waited in line to be tested. “We would like to thank everyone who waited in line as we worked with WCCHC and the state to make changes to accelerate the process.

We would also like to thank the Rock Falls Police Department and Whiteside County Sheriff’s Office for helping provide traffic support.

Finally, a big thank you to the Candlelight Inn for providing lunch to the IDPH Mobile Testing Team!,� the release said. “We would like to thank Amazing Grace of Sterling for providing lunch to the testing team.�

Region enters ‘new territory’ for noncompliance

BY RACHEL RODGERS rrodgers@saukvalley.com With the region entering tighter mitigation restrictions Sunday, the governor is warning noncomplying businesses that the state could take away their liquor and gambling licenses.

Indoor dining will continue to be prohibited at bars and restaurants, as well as lowering outdoor table sizes from 10 to six people. Gathering restrictions will go from 25 to 10, not applying to schools or polling places.

Dixon Mayor Li Arellano Jr. said businesses must have a liquor license from their local municipality as well as the state. If one is revoked, so is the other.

Generally, the city would be the lead on enforcement with license matters, but Gov. JB Pritzker said that the Illinois State Police will be issuing citations to businesses violating the mitigation restrictions and that could lead to taking away their liquor and gambling licenses.

“The question will become what are we required to do locally if the state pulls a license,” Arellano said, adding that they’re speaking with the city attorney and working on getting clarification. “It will be interesting new territory.”

There’s also the issue that some officials aren’t doing any enforcement, saying that the validity of the governor’s executive order is in question

because it didn’t go through the legislature.

There will likely be more lawsuits in response to the restrictions, Arellano said.

“I think it’s going to be a very painful time because businesses are starting to fail,” he said.

“Unfortunately, there’s no easy solution.”

Bars and restaurants are the “easiest enforcement target” for the state right now, without having to look at schools or other facilities, he said.

“I’m confident that the bulk of the spread isn’t coming from bars and restaurants, but the bulk of the economic damage is,” Arellano said.

The Dixon City Council will have a special meeting Monday to go over details of a city small business grant program geared toward bars and restaurants to provide them with aid following the restrictions.

Pritzker is emphasizing that businesses apply for the Business Interruption Grants Program through the Illinois Department of Dixon Mayor Li Arellano Jr. Commerce and Economic Opportunity as an option to get some economic relief.

Tighter mitigations came as a result of continuing rising cases and positivity rates in the region, as well as an urgency to curb the spread of the virus.

“It is very serious right now, folks, and if we need to close down restaurants and bars, or take away their liquor licenses, take away their gaming licenses, we will do that,” Pritzker said Thursday. “Because we are now heading into a peak that is beyond, potentially, where we were in March and April.”

BY JEFF HELFRICH jhelfrich@shawmedia.com OREGON – The victim of an Oct. 22 fatal house fire in rural Oregon has been identified as Loretta Wolfe, 87, Ogle County Coroner Lou Finch confirmed on Friday.

The Oregon Fire Department was dispatched to 1141 E. Spring Creek Road at 8:04 a.m. and was made aware a victim still was inside a

burning 1½-story single-family home. Finch said the cause of death still is unofficial due to a pending toxicology screen in the autopsy.

Oregon Fire Chief Michael Knoup said the fire still is under investigation by the state fire marshal’s office but “probably” will end up being ruled undetermined.

“I can tell you it’s not suspicious in nature,” Knoup said. “There were no lightning reports in the area or

any storms or weather in that area.

There was no gas. That’s been ruled out. The windows weren’t blown out.”

With the fire in a rural area, all of the water to fight the fire had to be trucked out to the site.

“We were prepared for that with our 3,500-gallon truck,” Knoup said.

“We never ran out. The only tough part is it burned too long before we were notified. I had eight to 10 people

at the station training when it was called in. We did everything right. It had burned inside unnoticed longer.

That’s why she wasn’t able to be saved.”

Knoup believes the fire may have burned for as long as an hour inside before a person driving by noticed and called it in.

School bus driver pleads guilty to driving while drunk

BY TIMOTHY EGGERT teggert@saukvalley.com DIXON – A Dixon school bus driver pleaded guilty on Oct. 22 to driving drunk in the spring of 2019 while nine students were on board.

Timothy M. Cloutier, 56, of Dixon, entered an open plea in Lee County Court to one count of aggravated driving while under the influence of alcohol, a Class 2 Felony.

Prosecutors said that on the after-

ISP to continue same level of mitigation enforcement

BY TIMOTHY EGGERT teggert@saukvalley.com Businesses not complying with additional coronavirus resurgence mitigations active across four regions of the state could face enforcement efforts from the Illinois State Police, Gov. JB Pritzker said this week.

“We are being very serious and very focused on having the state police not only issue warnings, but also issue citations if necessary,” Pritzker said at his daily afternoon press conference Thursday. “We are asking state’s attorneys to simply follow through on those citations, those are monetary citations.”

Pritzker did not specify whether a specific region might be under more ISP scrutiny than another.

Tier 1 Resurgence Mitigations, which were put in place in Region 5 on Oct. 22, go into effect on Sunday in Regions 7 and 8.

Pritzker also said that ISP troopers might use social media posts from businesses announcing that they would continue indoor dining service to “go to exactly those locations to see if they are in fact scoffing at the laws, whether they are following the rules or not.”

But, according to an ISP spokesperson, troopers assigned to District 1, which covers the Sauk Valley, won’t be boosting their enforcement methods to ensure compliance with the new mitigations.

Instead, troopers will continue to follow their enforcement mechanisms outlined in a set of emergency regulations adopted and added to the state’s Control of Communicable Diseases Code by the Illinois Department of Public Health on Aug. 7.

Under the regulations, county health departments function as the first layer of enforcement, typically relying on a complaint-based system to investigate businesses.

After a citizen submits a complaint, a health department inspector will call or visit the business to

They largely function as a chance for rural residents to gather to campaign in support of Trump and to remind voters of the election, both of which have been challenging during the coronavirus pandemic, said Dominic Kowalczyk, of Bartlett.

“The more support you show, the more it gets people enthused about voting,” Kowalczyk said. “We just want to let people know ‘get out there and vote.’ If you don’t vote for

Trump, that’s fine, just at least do your civic duty.”

In 2016, Trump received 8,612 votes, or 55% of the totals votes cast in Lee County, and 12,615 votes, or 49.31% of the total votes cast in Whiteside County, according to local election results.

Kowalczyk said he hopes the parade and others reach both voters who are already support Trump,

share information on the guidelines.

When a second complaint is received, health department staff visits the business. If an inspector observes a violation of the guidelines – like employees not wearing face coverings or enforcing social distancing of patrons – then the inspector issues a written noncompliance warning.

The warning identifies the violation and directs the business to amend it by a certain date.

If a business fails to rectify the noncompliance or fails to comply with another guideline, health department officials may order it to have some or all of the people its premises disperse.

A business that does not comply after three noncompliance warnings could have its food permit or liquor license pulled, and it will be referred to the state’s attorney for an injunction of order to close.

A business that does not comply with an order to disperse will be hit with a Class A misdemeanor, which carries a punishment of up to 364 days in jail and a fine of up to $2,500.

The ISP can be utilized to serve a business with the misdemeanor citation, Watson said, adding that any further prosecution would rely on a county state’s attorney.

Lee County State’s Attorney Charles Boonstra said Friday that he would practice “prosecutorial

discretion” and look “for insight from law enforcement, or any other investigating agency” in deciding whether to pursue a case against a business cited by local, county or state law enforcement for continuous noncompliance.

“If a business were to receive a citation, or charged with a criminal offense, I would review the case just as my office would review any case and decide whether or not this office would prosecute,” Boonstra said in a statement. “First and foremost, any case my office decides to file on must be supported by probable cause. Sometimes justice requires us moving forward with cases.

Sometimes it does not.”

For some supporters, like Daniel Robbel, of Winnebago, who has participated in similar events, the parades serve as an opportunity to promote a perspective on a specific issue, like police reform.

“I personally put on about 300 miles a weekend,” Robbel said. “We’re just a bunch of patriots supporting Trump and trying to get the word out there about important changes that need to be made in this country.”

“With the driving there’s less of a chance of interaction, or resistance or conflict,” Kowalczyk said.

“For every 30 honks we get about one middle finger,” Robbel added.

A group of eight Trump supporters stationed in lawn chairs, waving signs and flags along the route of the first leg of the caravan, said expletives and hand-signals were directed toward them by some passing drivers.

The goal of lowering personal income taxes is one of the reasons why Jeremiah Settles, of Franklin Grove, intends to vote for Trump this year.

“He’s a business man looking to make America strong economically,” Settles said. “His tax cuts have put more money in my pocket day-to-day.

Every week my paycheck shows a little more, and my 401k is sky-rocketing right now.”

Settles, who was dressed like former President Abraham Lincoln and was joined by his son, dressed as former President Ronald Reagan, said he thinks both presidents would support Trump’s approach to the presidency.

“I know Trump’s got a little problem with his mouth here and there, sometimes he goes off the rails, but I think as a president he’s doing a good job,” Settles said. “But if someone is undecided, just take to heart what the candidates say and ask yourself ‘What do you really believe-in, and what do you want America to be?’”

The Thunder had 323 points as a team to claim 13th. Sherrard won the team championship with 46.

Erie-Prophetstown was the top area team, taking fourth with 118 points.

Jacob Gibson led the Panthers with a 16th-place finish in 17:07. Andrew Bomleny took 19th.

Bureau Valley scored 298 points to claim 10th. Elijah House had the best time for the Storm with a 17:16 to claim 21st.

Oregon ninth on home course: The Hawks scored 187 to finish ninth at the Class 1A Oregon Regional.

Girls Cross Country Hawks take third: Oregon scored 109 points to claim third in the regional on the home course. Winnebago scored 21 points to win with Rockford Christian scoring 65 to claim second.

Faith Marquardt finished in 21:55 to finish 12th, the top time for Oregon.

Leah Watters was 15th with a time of 22:13. Katlyn Ramirez was 18th with a time of 22:23.

Eastland was in fourth with 131 points.

Delaney Wilhelms was the top Cougar, claiming 19th place in 22:25, finishing less than a second in front of teammate Mara Schmieder.

Polo’s Bekah Zeigler was 17th with a time of 22:21.

EP 8th at Alleman: Erie-Prophetstown’s 207 points earned the Panthers eighth place at the Class 1A Alleman Regional.

The host Pioneers scored 27 points to win with four of the top six runners including individual champion Maddie Kindelsperger.

Bureau Valley took 13th with 335 points. West Carroll was 14th with 345.

Dylan Chandler was Erie-Prophetstown’s top runner, claiming 12th place with a time of 20:01.

Swimming & Diving Byron wins home sectional: The Byron swimmers scored 215 points to out-distance Rockford Boylan in Saturday’s Byron Sectional, claiming wins in four events.

Dixon’s Laci Long scored 364.25 points to take first in diving.

Byron also got wins from Kate Schilling, who took first in the individual medley and the butterfly. Audrey Kilmer won the 200 freestyle. Oregon junior Avery Clark was fourth in the butterfly.

Morrison fifth at Rock Island: The Fillies scored 62 points to claim fifth at the Rock Island Sectional. Moline won the sectional title with 221. Sterling scored 12 points to claim 12th.

Schyon Drolema had Morrison’s top finish of the day, taking fourth in the 50 freestyle.

Sterling’s best finish was a seventh place in the butterfly by Jazmin Olivas.

VA adds more Agent Orange Presumptive Conditions According to VFW Magazine, the Veterans Administration has come out with other presumptive ill-effects from the use and exposure to Agent Orange.

These provisions were included in the new budget for DOD for 2021. These were bladder cancer, hypothyroidism and Parkinson-like symptoms or Parkinsonism.

This amendment is similar to the Fair Care for Vietnam Veterans Act of 2020 (S. 3444), but does not include hypertension as a presumptive condition which VFW recommends.

Also, a reminder that U.S. Navy veterans who served on ships carry-

ing Agent Orange and/or its transfer to other ships for its use are eligible for possible VA benefits if you have one of the dozen maladies or symptoms.

NICAA Golden Meals program has expanded its services to include more home delivery routes in the Shannon area, for the town of Shannon and the rural areas surrounding it.

Seniors Around the County

Recycling Senior Service earns a great deal of money each year through the efforts of those who gather newspapers and aluminum cans in their respective communities, and those who bundle the paper and haul it to the local distribution centers. We need more help with this project. The “gathering” people work just a couple of hours a month in their respective communities. The “bundlers” work at the Senior Center just about any day when they have an hour or two to spare. And the “loaders/haulers” help load and/or haul the papers to the distribution center. Are You Turning 65?

Do you need help understanding Medicare A, B, C and D? Then come and see us at the Senior Center. We will help make this time easier for you.

Turning 65 can be very confusing with all the information you receive in the mail about which Medicare D Plan to take or which supplemental to get. If you are about to turn 65 and have questions, stop by and see our SHIP Counselors, Deb Connor and Karen Holm, and we can help you sort through the confusion. Also remember to stop at the Carroll County Courthouse to complete your Senior Citizens Assessment Freeze Homestead Exemption application and affidavit.

When you turn 65 and become eligible for Medicare, the best time to enroll is during your Initial Enrollment Period. Your IEP includes the 3 months before, the month of, and the 3 months following your 65th birthday. If you enroll in Medicare during this time, you will avoid late enrollment penalties.

The date when your Medicare coverage begins depends on when you enroll during your IEP. For your coverage to begin as soon as possible, it is best to enroll in the first 3 months of your IEP. Your Medicare coverage will then go into effect starting the month you turn 65.

To enroll in Medicare, please stop by the Senior Center and we can do this for you.

It is important to be proactive and take the steps to enroll during your IEP. If you miss your IEP, you may be limited to specific times when you can enroll in Medicare in the future, and you may face a penalty for late enrollment, resulting in higher premiums.

Caroline Mark Home Are you familiar with the Caroline Mark Home? The Caroline Mark Home is located at 222 E Lincoln Street, Mt. Carroll, IL. Their phone number is 815-244-3862. The Caroline Mark Home has been established for the care, housing and community of single women age 65 or older, (where residents live free of charge) in Carroll and adjacent Illinois Counties, which include, Stephenson, Ogle, Jo Daviess, and Whiteside counties. For more information please call 815-244-3862. Applications can also be picked up at the Senior Center.

Madison trips for Veterans Carroll County Transit and the Veterans Administration have opened up the days we can provide transportation to Madison VA Medical Center.

Carroll County Transit will provide transportation, Monday – Friday to any Veterans who have appointment at the VA Medical Center in Madison.

What do you do with your old cell phones?

Carroll County Senior Center has a donation box for old and broken cell phones. We recycle them by sending them into a company that refurbishes them for emergency 911 phones for areas devastated by disasters and for sale to low income persons. We currently have one box at the Senior Center.

If the plan goes well we will increase the number of boxes and place them in other areas around the county. If you know of anyone looking to get rid of old cell phones have them drop them off at the Carroll County Senior Center during our regular business hours 8 am to 2:30 pm Monday thru Friday. As always you can help yourself to free coffee and cookies while helping us collect the cell phones.

Important Facts About Prescription Drug Abuse

It’s true that prescription drugs, when used as prescribed by a doctor or dentist, can be effective medicine. But using prescription drugs to get high can have very serious consequences. It all depends on the who, the how, and the why – who the medicine is prescribed for (you or someone else); how you are taking it (as prescribed or not); and why you are taking it (to get well or to get high). There are different types of prescription drugs that are abused. The most abused drugs include narcotics (OxyContin®, Vicodin®), depressants (Valium®, Xanax®), and stimulants (Adderall®, Ritalin®).

Here are 10 important facts to know about prescription-drug abuse.

1. NARCOTICS – Narcotics refer to opium, opium derivatives, and their semisynthetic substitutes. These drugs are also known as “opioids.” Examples include the illicit drug heroin and pharmaceutical drugs like OxyContin®, Vicodin®, codeine, morphine, methadone, and fentanyl.

• Method of Abuse – These can be in tablets, capsules, skin patches, powder or chunks in varying colors, liquids for oral use and injection, syrups, suppositories, and lollipops. They are swallowed, smoked, sniffed, or injected.

• Effects on the Body – Besides their medical use, narcotics/opioids produce a general sense of well-being by reducing tension, anxiety, and aggression.

Other effects include drowsiness, inability to concentrate and apathy, slowed physical activity, constriction of the pupils, flushing of the face and neck, constipation, nausea, vomiting and, most importantly, slowed breathing.

2. DEPRESSANTS – Depressants refer to those drugs used to treat anxiety, insomnia, seizure disorders, and sleep disorders as well as those used to relax muscles and sedate. They can be in the form of pills, syrups, or injectable liquids.

• Method of Abuse – Teens abuse depressants to experience euphoria.

Depressants are also used with other drugs to add to the other drugs’ high or to deal with their side effects. Abusers take higher doses than people taking the drugs under a doctor’s supervision for therapeutic purposes.

• Effects on the Body – Depressants induce sleep, relieve anxiety and muscle spasms and prevent seizures. They also cause amnesia, reduce reaction time, impair mental functioning and judgment, and cause confusion. Longterm use of depressants produces psychological dependence and tolerance.

Unwanted physical effects include slurred speech, bad motor coordination, weakness, headache, lightheadedness, blurred vision, dizziness, nausea, vomiting, low blood pressure, and slowed breathing. Depressants can be fatal if they are combined with other drugs or alcohol.

3. STIMULANTS – Stimulants speed up the body’s systems. This class of drugs includes prescription drugs like amphetamines (Adderall® and Dexedrine®), methylphenidate (Concerta® and Ritalin®); diet aids (such as Didrex®, Bontril®, Preludin®, Fastin®, Adipex P®, Ionomin® and Meridia®) and illicitly produced drugs (such as methamphetamine, cocaine, and meth cathinone).

• Method of Abuse – Many of these are legally prescribed and used to treat attentiondeficit hyperactivity disorder (ADHD) and attention deficit disorder (ADD), but can be abused as a way to get high. These substances look like pills, powder, rocks, or injectable liquids, but are usually pills or capsules that are swallowed.

• Effects on the Body – When abused, stimulants can produce a feeling of exhilaration, enhance self-esteem, improve mental and physical performance, increase activity, reduce appetite, extend wakefulness for prolonged periods – creating a sense of being “high.” Chronic, high-dose use is frequently associated with agitation, hostility, panic, aggression, and suicidal or homicidal tendencies. Paranoia, sometimes accompanied by both auditory and visual hallucinations, may also occur.

• Risk of Addiction – All three types of prescription drugs, when abused, may create psycho logical dependence and addiction. It is important to note that some of these substances are so potent that a single dose can be lethal to an inexperienced user.

Physical dependence is a consequence of chronic use, and withdrawal takes place when drug use is discontinued.
