COVID-19 UPDATE

Lee, Whiteside counties combine for 42 new cases

BY ERIC INGLES eingles@saukvalley.com The Whiteside County Health Department on Sunday announced 22 additional cases of COVID-19.

New cases involve five people in their 40s, five in their 50s, three under 20, three in their 20s, two in their 30s, two in their 60s, one in their 70s and one over 80.

Whiteside County also announced a case involving a person in their 60s on Saturday, but that person turned out to not be a Whiteside County resident, so their numbers have been revised.

Lee County had 20 new cases Sunday, with six additional Lee County

residents lifted off of isolation. Lee County’s new cases involve six people in their 20s, three in their 30s, two under the age of 10, two teens, two in their 50s, two in their 60s, one in their 40s, one in their 70s and one whose age was unknown.

Ogle and Carroll counties did not release updated statistics on Sunday.

Whiteside County has had 1,207 cases and 21 deaths. Lee County has had 587 cases, 422 recoveries and one death. Ogle County has had 1,005 cases, 832 recoveries and seven deaths. Carroll County has had 353 cases, 259 recoveries and eight deaths.

The North region (Boone, Carroll,

DeKalb, Jo Daviess, Lee, Ogle, Stephenson, Whiteside and Winnebago counties) has seen eight days of positivity increases – meeting one of the criteria for stricter mitigation measures – and three days of hospital admission increases.

The region’s positivity rate increased to 8.0%, the highest rate of any of the state’s 11 regions.

Currently, 40% of medical/surgical beds are available and 48% of ICU beds.

This marked the first time the region’s positivity has hit the state’s fail-safe of 8.0%.

If it is at 8.0% or higher for the next two days, the region will be subject to additional COVID-19 mitigation measures from the IDPH. Illinois on Sunday had 4,245 new cases and 22 deaths. The state has had 344,048 cases and 9,214 deaths.

Sterling has had 5,219 tests and 401 cases. Rock Falls has had 2,780 tests and 254 cases.

Dixon has had 6,660 tests and 387 cases. Rochelle has had 4,522 tests and 529 cases.

Fitness to stand trial unclear for Dixon school shooter

BY TIMOTHY EGGERT teggert@saukvalley.com DIXON – More than five months since he was last found fit to stand trial, the current fitness is still unknown for Matthew A. Milby Jr., who investigators say walked into Dixon High School in 2018 with a rifle and opened fire near teachers and students.

That was the result of a hearing last Friday, during which Ogle County Judge John C. Redington granted an agreed-to motion made

by Lee County prosecutors and Milby’s attorney, Thomas Murray, of Dixon, to postpone a ruling on Milby’s fitness so that forensic psychologist Steven Gaskell could testify in-person to his evaluation.

“The parties believe that Dr. Gaskell’s testimony would help on the issue of the defendant’s fitness,” Lee County First Assistant State’s Attorney Brian Brimm said during the 20-minute hearing.

Redington approved the joint motion, setting a new fitness hear-

ing for Nov. 24. The morning of the hearing, Redington said, Gaskell could meet again with Milby.

Court records show that Gaskell met with, interviewed, and performed psychological testing on Milby, 21, at the Lee County Jail on Sept. 23. He made a fitness evaluation based on those interactions in a report completed on Oct. 5, records show.

Gaskell’s evaluation and any observations he makes during his meeting with Milby the morning of Nov. 24 will be subject to questions from prosecutors and the defense, Lee County State’s Attorney Charles Boonstra said after Friday’s hearing.

Boonstra, who has reviewed Gaskell’s report, wouldn’t reveal the fitness determination Gaskell made in it, but said he supported the joint motion because he read something in the report he wants Gaskell to speak to in-person.

Prosecutors also told Redington they intend to call Milby to testify during next month’s fitness hearing,

Milby, who has been in custody since the May 16, 2018 shooting, appeared in the courtroom wearing a surgical mask and rubber gloves.

He was first found fit to stand trial in March 2019, despite foren-

sic psychologist James “Matthew” Finn testifying that Milby refused to eat to the point where he was hospitalized. Milby was transferred to the Elgin Mental Health Center and showed signs of improvement, leading to a fit for trial declaration in early September 2019.

Heitz, the Sales and Design Manager at Danlee Wood Products in Forreston, was presented with the Woodworking Network’s 40 Under 40 Award this past summer for outstanding accomplishments in the woodworking industry.

The 40 honored were chosen from more than 120 nominees, and were recognized in an online ceremony on Aug. 26.

Heitz, 38, has been with Danlee Wood Products, which is currently celebrating its 25th year in business, for the last 1 1/2 years, after 13 years as a kitchen and bath designer at Floor to Ceiling in Freeport. The award, which has now been presented for 5 years, is a result of some changes and additions at Danlee.

“It wasn’t for just one thing,” Heitz said. “Basically it was me being an agent of change for this company, being brought on with my knowledge and experience to improve the company and set us up for growth.”

She implemented policies and procedures, and introduced various forms, such as when a customer needed to change an order, to streamline the custom cabinet purchasing and installation process.

Heitz’s biggest change was creating a cabinet selection center at Danlee’s facility in Forreston. It features 10 different styles of doors, as well as a specially curated palette of stains and paints.

Instead of a catalog or computer to peruse, customers can look at actual doors, and choose what color they want them to be. It can also a mobile display. Danlee has a small shop in Minneapolis, and is hoping to expand into Wisconsin.

“Then we can place that selection center in kitchen and bath showrooms or builders showrooms, where it can be used to easily sell our cabinetry,” Heitz said.

The custom cabinet industry is booming, at least in part due to the COVID-19 pandemic. People are staying home more than ever, and want their homes to be as nice as possible.

• AWARD Continued from Page 3 “I had a lady the other day say, ‘We normally travel 6 months out of the year, but we’re here in our home now. We’re not going anywhere,’ “ Heitz said. “It’s two-fold. They want to be in a home they enjoy and they love, but they also have money because they’re not spending it on things they normally would, like travel. It’s been a bonus for our industry.”

Heitz is doing what she can to keep that industry a healthy one. She has judged 4H interior design projects for several counties the past 5 years, and also judges design products at the Stephenson County Fair.

On the manufacturing side, Danlee partners with CareerTEC, a local organization that provides career guidance to six local school districts. There is also a Manufacturing Day at Highland Community College in Freeport, but that was pushed back to February.

“I think the industry is growing and sales have never been better,” Heitz said, “but I feel our high schools need to do a better job of training students to come into the industry. We have a lack of training for the trades.”

It was in high school, at Dubuque (Iowa) Wahlert, that Heitz got interested in what would become a career. She was involved in a building trades project.

“The boys built the home, and then we girls designed everything inside,” Heitz said. “That was my first taste of interior design. I did know in high school that I wanted to be an interior designer.”

Heitz resides in Freeport with her husband, Zack, and children Sophia, 10, and Ameliah, 7.

MORRISON — Morrison Rotarian Suellen Girard, a volunteer quilt maker for the Quilts of Valor, presented a program on Oct. 7 for the Morrison Rotary Club.

The Quilts of Valor was founded in 2003 to supply service members and veterans touched by war with the comfort and healing of a quilt.

As of March 2020 this organization has provided more than 250,000 quilts to veterans.

Many of these soldiers have suffered some type of physical or psychological wound and a quilt can do so much to help them heal.

Even if you can’t sew a quilt you can donate funds to Quilts of Valor, https:// www.qovf.org/ or you can donate fabric to a locate QOV group.

Suellen pours her heart and soul into each quilt she makes because she knows she can honor the military service her dad gave to his country.

She displayed four quilts she made that would easily bring several hundred dollars if she were to sell them.

Club members thank Suellen for her dedication and the investment she makes to comfort our veterans and their families, fulfilling the Rotary motto of “Service about Self’” .

OBITUARY DIANE M. BROWN SAVANNA – Diane Marie Brown, age 63, of Savanna, passed away at home, Thursday, October 8, 2020, in the loving care of her family.

A celebration of life service was held Oct. 13, at Law-Jones Funeral Home in Savanna. Burial followed at the Savanna Township Cemetery.

Diane was born June 11, 1957, in Savanna, the daughter of Vernon and Jeanice (Radke) Brown.

Diane is a 1975 graduate of Savanna

High School. She received her associate degree at Scott Community College, and then went on to earn her bachelor’s and her master’s at St. Ambrose College, Davenport.

Diane raised an independent, confident daughter, Mandy. As a single mother working full-time, Diane taught her how to value hard work and to do your best job.

Diane worked for the Department of the Army at the Rock Island Arsenal as a contract specialist, until her retirement after 30 years.

She attained her goal of reaching GS 14 at her job. Her work took her to Germany for 3 years and Sierra Vista, Arizona at Fort Hauchuca for 3 years.

She liked adventuring in Europe while

she was working in Germany. She counted on her mother, Jeanice to hold down the fort and to be there for Mandy while she was working.

Diane was a member of NARFE and the VFW Auxiliary. She enjoyed crafting and painting. Going to movies, attending the Savanna Historical Society events, Timber Lake plays, wineries, and having a girl’s day with “The Committee” were some of her favorite pastimes.

She loved to travel and was a member of the World Ventures Travel Club. She liked adventuring to many other countries in Europe while she was working in Germany, and was always on the lookout for Polish pottery for her collection.

She loved listening to ABBA and Cher on repeat. One of her favorite things to

do was to spend time with her grandchildren, helping after school, playing board games and having dinner with family.

Diane will be dearly missed by her daughter, Mandy and son-in-law, Donavon DeWitt of Savanna; three grandchildren, Cobretti, Carmendee, and Christian Castro; two stepgrandchildren, Taylor and Liam DeWitt; brother, Dale Brown of Savanna; her beloved nephew, Frank and his wife, Lauree Brown; very special best friend, Lynn (Robert) Haas; aunt Lorraine Radke; and many close friends.

Diane is preceded in death by her parents, Jeanice and Vernon; aunt, Marilyn Radke; brother, Donald Brown; and sister-in-law, Jean (Kehl) Brown.

FREEPORT – FHN Family Counseling Center, the Freeport Police Department, and Stateline Area Crime Stoppers are partnering with the State of Illinois and local and national law enforcement agencies to give the public a chance to help prevent pill abuse and theft by ridding their homes of potentially dangerous expired, unused, and unwanted prescription drugs.

Bring pills for disposal between 10 a.m. and 2 p.m. Saturday, Oct. 24 to the Freeport Police Department, 320 W. Exchange Street.

This will be a drive-through collection event and proper COVID-19 precautions will be taken. The site cannot accept liquids or needles/sharps, only pills or patches. The service is free and anonymous, no questions asked.

Unused prescription medications thrown in the trash can be retrieved

and abused or illegally sold. Dumping or flushing unused medications down the drain or toilet can contaminate the groundwater supply. The best way to dispose of old medications is to bring them to a take-back event.

8 To the Electors of the State of Illinois: The Illinois Constitution establishes a structure for government and laws. There are three ways to initiate change to the Illinois Constitution: (1) a constitutional convention may propose changes to any part; (2) the General Assembly may propose changes to any part; or (3) a petition initiative may propose amendments limited to structural and procedural subjects contained in the Legislative Article.

The people of Illinois must approve any changes to the Constitution before they become effective. The purpose of this document is to inform you of proposed changes to the Illinois Constitution and provide you with a brief explanation and a summary of the arguments in favor of and in opposition to the proposed amendment.

Proposed changes in the existing constitutional amendment are indicated by underscoring all new matter and by crossing with a line all matter which is to be deleted.

PROPOSED AMENDMENT TO SECTION 3 OF ARTICLE IX OF THE ILLINOIS CONSTITUTION ARTICLE IX – REVENUE SECTION 3. LIMITATIONS ON INCOME TAXATION (a) The General Assembly shall provide by law for the rate or rates of any tax on or measured by income imposed by the State. A tax on or measured by income shall be at a non-graduated rate. At any one time there may be no more than one such tax imposed by the State for State purposes on individuals and one such tax so imposed on corporations. In any such tax imposed upon corporations the highest rate shall not exceed the highest rate imposed on individuals by more than a ratio of 8 to 5. (b) Laws imposing taxes on or measured by income may adopt by reference provisions of the laws and regulations of the United States, as they then exist or thereafter may be changed, for the purpose of arriving at the amount of income upon which the tax is imposed.

EXPLANATION The proposed amendment grants the State authority to impose higher income tax rates on higher income levels, which is how the federal government and a majority of other states do it. The amendment would remove the portion of the Revenue Article of the Illinois Constitution that is sometimes referred to as the "flat tax," that requires all taxes on income to be at the same rate. The amendment does not itself change tax rates. It gives the State the ability to impose higher tax rates on those with higher income levels and lower tax rates on those with middle or lower income levels. You are asked to decide whether the proposed amendment should become a part of the Illinois Constitution.

ARGUMENTS IN FAVOR OF THE PROPOSED AMENDMENT Illinois' current tax system unfairly benefits millionaires and billionaires and this amendment will set things right for middle-class and working people. Currently, it is unfair that billionaires pay the same tax rate as regular people.

Voting "yes" on the amendment means that the State will enact a new tax structure where only those making above $250,000 a year will see their taxes go up. This amendment is simply upgrading Illinois' old tax system to a graduated system which is how the federal government and the majority of other states do it.

This Amendment Would Make Illinois' Tax System Fair.

Approval of this amendment would enact a fair system that allows the state to tax wealthy people at higher rates and lower income people at lower rates, replacing Illinois' current unfair tax system, in which wealthy people pay the exact same tax rate as lower and middle income people.

Illinois' current tax system unfairly benefits millionaires and billionaires, and approval of this amendment will set things right for the middle class and working people.

This amendment will help small business owners by creating a stable economic environment for their businesses to thrive.

While others try to mislead you, under the current tax system in Illinois, policymakers already have the authority to set any tax rate and to change tax rates at their will. The current system forces policymakers to charge the same tax rate to everyone, regardless of how much money they make. If this amendment passes, the State will have the ability to tax higher income earners at a different rate.

In fact, upon passage of this Amendment, a new tax structure will go into effect where 97% of taxpayers will pay the same or less, while only those making more than $250,000 a year will see a tax increase. This amendment does not tax retirement income.

The Federal Government and Most States Use the Graduated Tax System Proposed in this Amendment, Not the Unfair System Currently Used in Illinois.

Illinois is among a minority of states that do not utilize graduated tax rates because the Illinois Constitution requires a "flat tax" that penalizes middle-class and working people and benefits higher income individuals.

A majority of states and the federal government already use the kind of graduated income tax system proposed in this amendment to ensure that wealthy people pay their fair share of taxes.

Nearby states including Iowa, Minnesota, Missouri, Ohio, and Wisconsin are among the majority of states that have graduated tax systems.

Illinois' Current Income Tax System Relies on Taxes from Middle and Lower Income Earners, While a Graduated System Would Lower that Burden and Fund Critical Programs such as Education and Human Services.

While some states have fair tax rates in which the highest income earners pay the highest tax rate, Illinois' "flat tax" rate continues to rely unfairly on taxes from middle and lower income earners.

Under Illinois' "flat tax" structure, a nurse making $50,000 per year pays the same tax rate as an executive making $4 million per year. A graduated tax rate would have the executive pay more.

Because of the way our current tax system is set up, the bottom fifth of Illinois taxpayers (those making below $21,800) contribute 14.4% of their income to state and local taxes, compared to 7.4% for the top 1 percent of Illinois taxpayers.

If this Amendment passes, the State has already enacted a new graduated tax structure where 97% of taxpayers will pay the same or less.

Under the new tax structure, only the top 3% of Illinois income earners would pay more in income taxes. Everyone who makes $250,000 or less a year would pay the same or less.

Over 95% of small businesses earn $250,000 or less a year in profits, and their owners will not see a tax increase under the new tax structure.

This change will generate additional revenue each year that can help address Illinois' budget deficit and fund critical programs, including the State's education system, public safety, and social services like mental health and substance abuse treatment and domestic violence shelters.

After the COVID-19 Pandemic, We Need to Do All We Can to Help the Economy and Middle-Class and Working People.

Working people and essential workers like nurses, first responders, and grocery store clerks should not pay the same tax rate as the wealthy. Nurses making $50,000 a year should not pay the same tax rate as an executive making $4,000,000 a year.

Having wealthy people pay more would reduce the burden on working families. This is money that middle and lower income people need for housing, groceries, medicine, and essentials.

When the wealthiest people pay more, middle and lower income earners can pay less while the State funds critical services that our essential workers rely on.

ARGUMENTS AGAINST THE PROPOSED AMENDMENT 1) The Amendment gives the Legislature power to increase taxes on any group of taxpayers with no limits and no accountability and without any requirement to use the additional revenue to fund essential needs such as healthcare, education, or public safety.

2) Taxes and spending are out of control. The Legislature should not be allowed to keep raising taxes until they get their spending under control.

3) In the wake of the COVID-19 pandemic, now is the worst possible time for a massive tax increase.

The Amendment gives the Legislature power to increase taxes on any group of taxpayers with no limits and no accountability and without any requirement to use the additional revenue to fund essential needs such as healthcare, education, or public safety.

The proposed amendment would give the Legislature unlimited new authority to increase income tax rates on any group of taxpayers at will, including low-income and middle-income families and small business owners. There would be no limit on the number of tax brackets that could be created and no limit on how high tax rates could be increased on individual taxpayers. In addition, this proposed change will pave the way for a tax on retirement income.

Nothing in the amendment requires the Legislature to do anything to control spending. Nor does it require funds to be spent on essential needs such as healthcare, education, or public safety. It would simply give the Legislature a blank check to spend billions of dollars however they want, with no accountability.

Taxes and spending are out of control. The Legislature should not be allowed to keep raising taxes until they get their spending under control.

Illinois already has some of the highest property taxes and sales taxes in the nation. And the Legislature has increased Illinois income tax rates twice in the past decade to try to deal with the out-ofcontrol spending in Springfield.

Even before the COVID-19 pandemic, our state had a huge and growing multi-billion-dollar budget deficit, and the unfunded pension liability skyrocketed to over $137 billion. That's because the Legislature has continued to increase state spending instead of eliminating government waste, corruption, and abuse.

Because they refuse to control spending or pass major reforms, the Legislature will just continue to raise taxes on everyone in Illinois, and middle-class families will be their next target.

In the wake of the COVID-19 pandemic, now is the worst possible time for a massive tax increase.

The COVID-19 pandemic caused layoffs, unemployment, bankruptcies, and closures. As small businesses and local employers struggle to rebuild, this is the worst possible time to impose huge new tax increases. Even before the COVID-19 crisis, many residents and businesses were leaving the state because of the high tax burden. If the Amendment passes, it would be the last straw for thousands of small businesses, causing more jobs to leave the state, and making Illinois lose out on investments to rebuild our economy. This would mean fewer jobs and less opportunity for Illinois families.

The Whiteside County Board unanimously voted Penny be appointed as Whiteside County Treasurer effective December 2019, supporting my confidence in her ability to resume the duties of the office.

Penny’s 10 years of experience working in the Treasurer’s office has given her the knowledge and competence necessary to continue the efficient operation of the office.

As County Treasurer, her duties include the tax cycle, which begins with the Township Assessors, who turn their books over to the County Assessor.

The County Assessor then turns her books over to the County Clerk, who then transfers her information over to the County Collector. It is the job of the County Collector to collect those tax dollars, approximately 80 million annually to manage, and then disperse those monies to the taxing bodies in a timely

fashion.

Maintaining balances and investing the approximately 25 million dollars each month for every County Office is also the responsibility of the County Treasurer. The County Treasurer’s duties and responsibilities are both intricate and monetarily detailed.

All of the above duties have been successfully accomplished by Penny VanKampen as Whiteside County Treasurer. She has proven the office can and will continue to run smoothly under her competent guidance when she is elected. FORM OF BALLOT Proposed Amendment to the 1970 Illinois Constitution The proposed amendment grants the State authority to impose higher income tax rates on higher income levels, which is how the federal government and a majority of other states do it. The amendment would remove the portion of the Revenue Article of the Illinois Constitution that is sometimes referred to as the "flat tax," that requires all taxes on income to be at the same rate.

Last year was a cold miserable day and so why not this time again. If it happens again next year, we will just start marking the calendar for.

This year marks a first for many things… one of them being, the Illinois Farm Bureau Annual Meeting will be virtual.

I bet those who founded the organization back in 1916, never thought that would happen. Lord knows we never though it would happen.

They will be having each district meet as a group. The normal four-day event will be a mere one. They will still be holding the IAA Foundation Silent Auction but online.

I know I for sure will miss going to the city, in fact, I have missed going to Chicago for the last 7 months.
