Health officials see stream of mitigation complaints

BY TIMOTHY EGGERT teggert@saukvalley.com Violating new coronavirus resurgence mitigations in the last week by some area businesses resulted in a stream of complaints to the Lee and Whiteside County Health Departments, officials said last Friday.

The enhanced clampdowns, which took effect Oct. 3 at 5 p.m., were announced by Gov. JB Pritzker on Sept. 29 after Region 1’s seven-day average of positive cases was 8% or higher for three consecutive days.

Under the harsher rules, no indoor service is allowed at bars or restaurants and reservations are required for outdoor service, which must conclude by 11 p.m.

Patrons will also be prohibited from ordering or waiting at the bar, and all indoor gatherings must be limited to 25 guests or 25% of overall room capacity, whichever is fewer.

But at least one of those guidelines was not followed at some businesses in the first six days of the 14-day mitigation period, according to complaints reported by citizens to the health departments.

“We’ve had a fair amount of complaints come in since Saturday,” said Cathy Ferguson-Allen, the Lee County Public Health Administrator.

“We hope we don’t get more this weekend.”

Ferguson-Allen couldn’t provide details or totals of the number of complaints made to her

department, but said there was “no shortage” associated with a range of businesses and issues, from patrons and staff not wearing face coverings at restaurants to indoor drinking at bars.

“It’s frustrating,” Ferguson-Allen said, pointing to potential exposure to the virus at an Amboy bar announced Saturday and possible exposure linked to two Dixon bars the week before.

“We understand how crucial business is for our bars and restaurants,” Ferguson-Allen said.

“But now is not the time to go out and ignore the guidelines. Now is not the time to gather indoors at businesses.”

Since Oct. 3, the Whiteside County Health Department has recorded 28 separate complaints alleging violations of the resurgence mitigations, according to data obtained by Sauk Valley Media.

Of those complaints, at least 17 had been followed-up with by Friday. None of them resulted in a non-compliance warning, a county health department document issued to a business if a health department official observes a violation of

an Illinois Department of Public Health coronavirus guideline.

Public health officials in Whiteside County have received an additional eight complaints since Oct. 3 related to normal Phase 4 Restore Illinois reopening guidelines, all of which have been followed-up with.

Two of those complaints were substantiated, and two notices of non-compliance were issued, according to the data.

No business has been hit with an order to disperse, the document issued if a business fails to comply with IDPH coronavirus guidelines after it receives a non-compliance warning, since the Oct. 3 resurgence mitigations were put into place or since the IDPH emergency rules were adopted in August.

Public health officials said last week ahead of the resurgence mitigations’ installation that their enforcement would largely echo the process used to enforce the normal Phase 4 guidelines.

That process is not meant to be punitive, said Cheryl Lee, the Whiteside County Public Health administrator.

“Local businesses took a loss early on and they still can’t function at their fullest level,” Lee has said. “There are lots of things they need to put in place to be in compliance, but that’s something we try to help them with, rather than punish them for. “

Micro food pantry is located in front of Methodist Church

BY ERIC INGLES eingles@saukvalley.com MILLEDGEVILLE -- People in Milledgeville dealing with food insecurity can always visit the Helping Hands Food Pantry, but now there is another option just a block away.

On the steps of the United Methodist Church is an outdoor food pantry, stocked with jars of applesauce, boxes of mac and cheese, some Hamburger Helper, peanut butter, anything a family might need to put dinner on the table when times are tough.

The pantry is the brainchild of Cameron Mickelson, a member of the Milledgeville Boy Scout Troop 55, who put it together as his Eagle Scout project.

“You just come and take what you need and leave what you can,”

“It’s just any random food item that anyone would need for a last-minute meal,” he said. “This is something that they can come and take food when they really need it, and people can come and drop canned goods and dry goods.”

Officials: No quick return in sight for lifting mitigations

BY TIMOTHY EGGERT teggert@saukvalley.com Half-way through a 14-day period of tighter restrictions deployed by the state to calm a surge in coronavirus positivity rates across the Sauk Valley, some public health officials last Friday were not optimistic that the area would return on Oct. 17 to previously implemented guidelines.

Their doubt that the nine-county Region 1, which Gov. JB Pritzker placed under resurgence mitigations on Oct. 3, would revert back to normal restrictions under Phase 4 of the Restore Illinois reopening plan was largely rooted in a staggering set of statistics released Friday.

That data, which runs on a three-day lag, showed on Oct. 6 the region had an 8.8% coronavirus seven-day rolling positivity rate — the 11th consecutive day since Sept. 25 that statistic has been over 8% — and a 12.2% single-day positivity.

For the enhanced mitigations to be lifted after Oct. 17, the region will need to accomplish the ambitious goal of low-

ering its seven-day positivity rate more than three percentage points to 6.5%, and maintaining the decreased rate for three consecutive days. “I can’t imagine we’d be out of [the enhanced mitigations] next week,� said Cathy Ferguson-Allen, the Lee County Department of Public Health Administrator. “We’re not going down.�

Lee County reported an additional 12 cases Friday, bringing its total cases logged since the beginning of the pandemic to 488.

The county also logged an 8.1% seven-day positivity rate as of Oct. 3, and a rate of 181 new cases per 100,000 people, both qualifying metrics for it to be placed on the IDPH warning list.

If those metrics don’t improve in the next week, the region will continue to experience the same tighter restrictions, Ferguson-Allen said. If the metrics get worse, she added, the region could face even more clampdowns.

“Hopefully it won’t take us that long,” Law said. “If we want to get back to 6.5% in seven days, we have a lot of work ahead of us.”

That stark directive was addressed Friday by a group of officials, including 10 mayors, State

Rep. Tony McCombie (R-71st), Sen. Neil Anderson (R-36th) and Whiteside County Sheriff John Booker, in a joint news release.

“Until we can limit the spread of COVID-19 in our community and reduce the positivity rate, our schools, our local businesses, our health care workers and our community will continue to suffer,” the group wrote.

“We can only return to normal if we put forth a strong, unified effort as a community to reduce the spread of COVID-19.

“We must reclaim the health of Whiteside County together by being intentional about the choices we make today, tomorrow and as we move forward.”

The nursing home, working with the Carroll County Health Department, is instituting isolation protocols and enhanced safety measures. All residents and staff are being closely monitored and tested, and visitors are prohibited.

Alex was born Jan. 11, 1924, in Fulton, the son of Frank and Wilamina (Wolf) Brightman. His mother passed when Alex was just four years old, then his aunt helped quite a bit.

As a young person, Alex worked on the family farm as well as at the rock quarry near Fulton. He also drove a livestock truck out of Charlotte, Iowa.

On Oct. 15, 1944, Alexander married Dorothy Dial of Chadwick, and they moved to the family farm.

After a short time, Alex began work-

VIOLA M. COOK SHANNON – Viola M. Cook, 98 of Shannon, passed away Thursday, October 8, at Allure of Mt. Carroll.

She was born Sept. 3, 1922 to the late Orville and Orpha (Shirk) VanBrocklin. Viola married Harleth Cook on Sept.

17, 1942. Harleth passed away March 6, 1996.

She was a graduate of Shannon High School and a member of Freeport Moose Lodge and Freeport Eagles Club.

Viola helped her husband on the farm.

She enjoyed square dancing, line dancing and playing cards at the Moose.

She loved her family, especially her grandchildren and great grandchildren and would always be there to watch their sporting events and help them show cattle.

Viola is survived by her two sons, Gary Cook of Petersburg, Wisconsin and Rick (Marsha) Cook of Shannon; her grandchildren, Mike Cook, Matt Cook, Mark (Sheila) Cook, Marty (Jenny) Cook, Lisa (Tom) Disher, Jeff (Melissa Foster) Cook and Rick (Kari) Cook; and her great-grandchildren, Johnny Cook, Riley Cook, Skyler Barncord, Caden Shurman, Bryce Cook and Aubree Cook.

She was preceded in death by her parents; her stepfather, Christ Gabriel; her husband; and her two brothers, Albert and Arthur VanBrocklin.

BY TIMOTHY EGGERT teggert@saukvalley.com MORRISON – The teenage girl who pleaded guilty in January to the 2017 murder of her mother won’t know her punishment for at least another four months, after a circuit court judge approved a request Oct. 7 to delay her sentencing out of concerns related to the coronavirus pandemic.

Anna M. Schroeder, now 18, has been awaiting sentencing since May for the second-degree murder of her 53-year-old mother, Peggy Schroeder. Schroeder, who pleaded guilty to that charge on Jan. 8, faces four to 20 years in prison.

Although both sides will make sentencing recommendations, the length of Schroeder’s punishment will ultimately be up to Whiteside County Circuit Judge Trish A. Senneff, who has presided over the case since it first was filed in juvenile court.

Senneff on Wednesday approved an agreed-to motion made by Schroeder’s attorney, James Mertes, and Whiteside County State’s Attorney Terry Costello, to strike a two-day

Mertes, who appeared via video conference, said he intends to call “several witnesses” to testify during the sentencing hearing, and that some, including a Chicago-based psychologist, had expressed discom-

fort over travelling and testifying in-person.

“They’re unwilling to testify in-person because of risks related to COVID-19,” Mertes said.

Costello, who appeared in the courtroom wearing a face covering, echoed the same concerns Mertes and his witnesses said they have

over their potential exposure to and transmission of the virus.

Senneff said the court “will not comment on everyone’s concerns,” but nonetheless granted the joint motion, setting a case management conference for Feb. 26.

Unless regional public health guidelines or local conditions prevent otherwise, a sentencing hearing will likely take place after that date.

The postponement of Schroeder’s sentencing is not the first time the hearing has been delayed because of the pandemic.

Her original sentencing hearing scheduled for May 1 and 15 was struck due to limits on in-person courthouse proceedings, and was rescheduled for July 7 and 8. Those dates were struck in June, also because of concerns related to the pandemic.

Costello said after the hearing that nobody could have predicted the coronavirus pandemic or it affecting Schroeder’s case.

“It’s frustrating to an extent, but it’s also understandable,” Costello

8 To the Electors of the State of Illinois: The Illinois Constitution establishes a structure for government and laws. There are three ways to initiate change to the Illinois Constitution: (1) a constitutional convention may propose changes to any part; (2) the General Assembly may propose changes to any part; or (3) a petition initiative may propose amendments limited to structural and procedural subjects contained in the Legislative Article.

The people of Illinois must approve any changes to the Constitution before they become effective. The purpose of this document is to inform you of proposed changes to the Illinois Constitution and provide you with a brief explanation and a summary of the arguments in favor of and in opposition to the proposed amendment.

Proposed changes in the existing constitutional amendment are indicated by underscoring all new matter and by crossing with a line all matter which is to be deleted.

PROPOSED AMENDMENT TO SECTION 3 OF ARTICLE IX OF THE ILLINOIS CONSTITUTION ARTICLE IX – REVENUE SECTION 3. LIMITATIONS ON INCOME TAXATION (a) The General Assembly shall provide by law for the rate or rates of any tax on or measured by income imposed by the State. A tax on or measured by income shall be at a non-graduated rate. At any one time there may be no more than one such tax imposed by the State for State purposes on individuals and one such tax so imposed on corporations. In any such tax imposed upon corporations the highest rate shall not exceed the highest rate imposed on individuals by more than a ratio of 8 to 5. (b) Laws imposing taxes on or measured by income may adopt by reference provisions of the laws and regulations of the United States, as they then exist or thereafter may be changed, for the purpose of arriving at the amount of income upon which the tax is imposed.

EXPLANATION The proposed amendment grants the State authority to impose higher income tax rates on higher income levels, which is how the federal government and a majority of other states do it. The amendment would remove the portion of the Revenue Article of the Illinois Constitution that is sometimes referred to as the "flat tax," that requires all taxes on income to be at the same rate. The amendment does not itself change tax rates. It gives the State the ability to impose higher tax rates on those with higher income levels and lower tax rates on those with middle or lower income levels. You are asked to decide whether the proposed amendment should become a part of the Illinois Constitution.

ARGUMENTS IN FAVOR OF THE PROPOSED AMENDMENT Illinois' current tax system unfairly benefits millionaires and billionaires and this amendment will set things right for middle-class and working people. Currently, it is unfair that billionaires pay the same tax rate as regular people.

Voting "yes" on the amendment means that the State will enact a new tax structure where only those making above $250,000 a year will see their taxes go up. This amendment is simply upgrading Illinois' old tax system to a graduated system which is how the federal government and the majority of other states do it.

This Amendment Would Make Illinois' Tax System Fair.

Approval of this amendment would enact a fair system that allows the state to tax wealthy people at higher rates and lower income people at lower rates, replacing Illinois' current unfair tax system, in which wealthy people pay the exact same tax rate as lower and middle income people.

Illinois' current tax system unfairly benefits millionaires and billionaires, and approval of this amendment will set things right for the middle class and working people.

This amendment will help small business owners by creating a stable economic environment for their businesses to thrive.

While others try to mislead you, under the current tax system in Illinois, policymakers already have the authority to set any tax rate and to change tax rates at their will. The current system forces policymakers to charge the same tax rate to everyone, regardless of how much money they make. If this amendment passes, the State will have the ability to tax higher income earners at a different rate.

In fact, upon passage of this Amendment, a new tax structure will go into effect where 97% of taxpayers will pay the same or less, while only those making more than $250,000 a year will see a tax increase. This amendment does not tax retirement income.

The Federal Government and Most States Use the Graduated Tax System Proposed in this Amendment, Not the Unfair System Currently Used in Illinois.

Illinois is among a minority of states that do not utilize graduated tax rates because the Illinois Constitution requires a "flat tax" that penalizes middle-class and working people and benefits higher income individuals.

A majority of states and the federal government already use the kind of graduated income tax system proposed in this amendment to ensure that wealthy people pay their fair share of taxes.

Nearby states including Iowa, Minnesota, Missouri, Ohio, and Wisconsin are among the majority of states that have graduated tax systems.

Illinois' Current Income Tax System Relies on Taxes from Middle and Lower Income Earners, While a Graduated System Would Lower that Burden and Fund Critical Programs such as Education and Human Services.

While some states have fair tax rates in which the highest income earners pay the highest tax rate, Illinois' "flat tax" rate continues to rely unfairly on taxes from middle and lower income earners.

Under Illinois' "flat tax" structure, a nurse making $50,000 per year pays the same tax rate as an executive making $4 million per year. A graduated tax rate would have the executive pay more.

Because of the way our current tax system is set up, the bottom fifth of Illinois taxpayers (those making below $21,800) contribute 14.4% of their income to state and local taxes, compared to 7.4% for the top 1 percent of Illinois taxpayers.

If this Amendment passes, the State has already enacted a new graduated tax structure where 97% of taxpayers will pay the same or less.

Under the new tax structure, only the top 3% of Illinois income earners would pay more in income taxes. Everyone who makes $250,000 or less a year would pay the same or less.

Over 95% of small businesses earn $250,000 or less a year in profits, and their owners will not see a tax increase under the new tax structure.

This change will generate additional revenue each year that can help address Illinois' budget deficit and fund critical programs, including the State's education system, public safety, and social services like mental health and substance abuse treatment and domestic violence shelters.

After the COVID-19 Pandemic, We Need to Do All We Can to Help the Economy and Middle-Class and Working People.

Working people and essential workers like nurses, first responders, and grocery store clerks should not pay the same tax rate as the wealthy. Nurses making $50,000 a year should not pay the same tax rate as an executive making $4,000,000 a year.

Having wealthy people pay more would reduce the burden on working families. This is money that middle and lower income people need for housing, groceries, medicine, and essentials.

When the wealthiest people pay more, middle and lower income earners can pay less while the State funds critical services that our essential workers rely on.

ARGUMENTS AGAINST THE PROPOSED AMENDMENT 1) The Amendment gives the Legislature power to increase taxes on any group of taxpayers with no limits and no accountability and without any requirement to use the additional revenue to fund essential needs such as healthcare, education, or public safety.

2) Taxes and spending are out of control. The Legislature should not be allowed to keep raising taxes until they get their spending under control.

3) In the wake of the COVID-19 pandemic, now is the worst possible time for a massive tax increase.

The Amendment gives the Legislature power to increase taxes on any group of taxpayers with no limits and no accountability and without any requirement to use the additional revenue to fund essential needs such as healthcare, education, or public safety.

The proposed amendment would give the Legislature unlimited new authority to increase income tax rates on any group of taxpayers at will, including low-income and middle-income families and small business owners. There would be no limit on the number of tax brackets that could be created and no limit on how high tax rates could be increased on individual taxpayers. In addition, this proposed change will pave the way for a tax on retirement income.

Nothing in the amendment requires the Legislature to do anything to control spending. Nor does it require funds to be spent on essential needs such as healthcare, education, or public safety. It would simply give the Legislature a blank check to spend billions of dollars however they want, with no accountability.

Taxes and spending are out of control. The Legislature should not be allowed to keep raising taxes until they get their spending under control.

Illinois already has some of the highest property taxes and sales taxes in the nation. And the Legislature has increased Illinois income tax rates twice in the past decade to try to deal with the out-ofcontrol spending in Springfield.

Even before the COVID-19 pandemic, our state had a huge and growing multi-billion-dollar budget deficit, and the unfunded pension liability skyrocketed to over $137 billion. That's because the Legislature has continued to increase state spending instead of eliminating government waste, corruption, and abuse.

Because they refuse to control spending or pass major reforms, the Legislature will just continue to raise taxes on everyone in Illinois, and middle-class families will be their next target.

In the wake of the COVID-19 pandemic, now is the worst possible time for a massive tax increase.

The COVID-19 pandemic caused layoffs, unemployment, bankruptcies, and closures. As small businesses and local employers struggle to rebuild, this is the worst possible time to impose huge new tax increases. Even before the COVID-19 crisis, many residents and businesses were leaving the state because of the high tax burden. If the Amendment passes, it would be the last straw for thousands of small businesses, causing more jobs to leave the state, and making Illinois lose out on investments to rebuild our economy. This would mean fewer jobs and less opportunity for Illinois families.

She has been held in the Mary Davis Home in Galesburg since July 8, 2017, will get credit for time served and will be allowed day-to-day credit, plus any credits she might earn for participating in Department of Corrections programs or employment.

The teen was initially charged in juvenile court in June 2018 with two counts of first-degree murder, one count of arson and one count of concealing a homicidal death. Costello that month successfully argued that she should be tried as an adult.

On July 6, 2017, in their Morrison home, Schroeder persuaded Peggy to cover her face with a towel, then shot her mother in the head with Peggy’s own firearm.

Schroeder then texted a picture of her mother’s body to her then-girlfriend Rachel Helm, of Rock Falls.

The couple spent the next two days trying to clean the scene before setting the house on fire to conceal the murder.

Helm believed Peggy disapproved of the girls’ romantic relationship and planned to end it, and repeatedly urged Schroeder via text to kill her mother so they could be together, investigators have said.

Plans made by the couple to run away together fell apart when Helm told her mother, Lois Holland, what happened, and the they ultimately went to authorities.

have heard from a number of people about farmers having turn signals on to make turns and drivers passing them.

Please pay attention and slow down. When you see the combine or grain cart lights change, do not pass.

Regardless the speed a farmers is driving down the road in large equipment, do not pass in a no passing zone no matter what!

We do not need any accidents nor fatalities do to being in a hurry. You are not going to miss anything in the minute it takes you to wait to make sure it is safe for everyone!

It seems there have been a number of accidents lately. I am not sure why exactly. I can sit here in my office and see a number of vehicles fly through the intersection here.

I am guessing we as drivers are driving that distracted.

The company announced expanding transportation services to 39 counties throughout Illinois, including Lee, Whiteside, Bureau and Carroll counties starting last week.

Halloween guidelines offered for pandemic year The Illinois Department of Public Health is providing the following guidance to allow for safe Halloween celebrations.

If you think you could have COVID-19 or may have been exposed to someone with COVID-19, you should not participate in in-person Halloween festivities and should not give out candy to trick-or-treaters.

Individuals at increased risk for severe illness should not attend in-person Halloween gatherings.

Neighborhood Trick-or-Treating 1) Leave individually wrapped candy or treats on a table, on their front walkways, sidewalks, or any outdoor space that allows for at least 6 feet of social distance from the door. The individually wrapped candy should be spread out so each piece is not touching another. Anyone distributing candy or treats should wash their hands properly for at least 20 seconds before placing the candy on the table and when replenishing.

2) All individuals participating in trick-or-treating, including those passing out candy should maintain social distance of least 6 feet and wear proper face coverings. A costume mask, such as those worn for Halloween, is not a substitute for a face covering. If face coverings are worn under costume masks, please ensure this does not create breathing problems, and if so, discard the costume mask.

3) Only household members should trick-or-treat together, and they should maintain 6-feet social distance from other trick-or-treaters at all times. Mixed household trickor-treaters are discouraged.

4) Alcohol-based hand sanitizer should be carried and used frequently.

5) Candy collected during trickor-treating should not be consumed until after handwashing. As always, a parent-guardian should check all candy to make sure it is wrapped and should discard unwrapped candy.

6) And, of course, practice good

dental hygiene as well.

7) Outdoor areas are preferred for trick-or-treating. Enclosed indoor areas, like apartment buildings, present greater risk of transmission. Open doors and windows as appropriate to promote increased ventilation.

Alternatives to Trick-or-Treating Trunk or treat events are considered a higher risk activity and are discouraged. An alternative activity involves trick-or-treating in a large parking lot or other outdoor setting with adherence to social distancing.

Tables are pre-set up with participants allowed to parade with a parent-guardian while maintaining at least 6-feet social distancing and wearing proper face coverings at all times.

A limited number of people should staff the event, keeping tables replenished and monitoring social distancing.

Sterling Newman earns sectional golf berth

BY BRIAN WEIDMAN bweidman@saukvalley.com OREGON – A bad day from a good player can sometimes sink a boys golf team come regional time, but Newman was able to escape that unwanted fate Oct. 6 thanks to its strong depth.

The Comets overcame a rough day from their No. 1 player and took second place at the nine-team Class 1A Oregon Regional at Silver Ridge Golf Course.

Riverdale (337) and Newman (340) punched their tickets to the season-ending Spring Valley Sectional next Wednesday at Spring Creek Golf Course. There will be no state tournament this season, due to COVID-19.

Senior Blake Wolfe struggled to a 21-over-par 93 on a windswept morning and afternoon, but picking up the slack were Ty Brockman (83), Jacob Donald (84), Kyle Wolfe (85) and Logan Palmer (88).

“It shows the depth of our team,” Kyle Wolfe said. “We’ve got some younger guys that came and showed how good they can play. That really

helped us out.”

Brockman finished in a three-way tie for third place with an 83, a score he was pleased with. He birdied three holes (9, 11 and 17) to help offset a quadruple bogey on No. 4 and double bogeys on 5, 10 and 14.

“I felt like even if I had a club I wasn’t hitting today, I was able to go to something else and have it work,” Brockman said. “I felt like my putting was on point. I just felt like everything clicked today.”

Donald was in a three-way tie for sixth, Kyle Wolfe was solo ninth, and Palmer was in a three-way tie for 10th at 88. Palmer felt like he left a few shots on the course.

“I didn’t strike the ball very well, and my putting was not there,” Palmer said. “The greens were a lot different than I remembered from a couple of days ago. At the end of the day, I didn’t do too terrible, compared to the whole field.”
