Area has 15 new COVID-19 cases as of Oct. 4 COVID-19 mitigation measures from the IDPH as of Saturday.

Illinois announced 1,453 new cases and 17 deaths on Sunday. Statewide there have been 301,541 cases and 8,791 deaths.

Sterling has had 4,089 tests and 304 cases. Rock Falls has had 2,210 tests and 169 cases. Dixon has had 5,658 tests and 306 cases. Rochelle has had 3,928 tests and 406 cases.

BY ERIC INGLES eingles@saukvalley.com The Whiteside County Health Department announced seven new cases of COVID-19 on Sunday. The new cases involve four people under the age of 20 as well as people in their 20s, 40s and 50s.

It marks the first time Whiteside County has had a day with fewer than 10 new cases since Sept. 24, when there were nine.

Lee County had eight new cases on Sunday; two people in their 30s as well as one teenager, and people in their 20s, 40s, 50s, 70s and 90s. In addition, six Lee County residents were lifted off of isolation and are recovered.

Ogle and Carroll counties did not report data on Sunday.

Whiteside County has had 879 cases and 21 COVID-related deaths. Lee County has had 428 cases, 320 recoveries and one death. Ogle County has had 811 cases and six deaths. Carroll County has had 254 cases, 220 recoveries and seven deaths.

The North region (Boone, Carroll, DeKalb, Jo Daviess, Lee, Ogle, Stephenson, Whiteside and Winnebago counties) has seen six days of positivity increases and four days of hospital admission increases. The region’s positivity rate remained flat at 8.7%, the highest rate of any of the state’s 11 regions. Currently, 42% of medical/surgical beds are available and 56% of ICU beds.

BY TIMOTHY EGGERT teggert@saukvalley.com Tighter restrictions aimed at countering the spread of the coronavirus across the area likely won’t be matched with stricter enforcement efforts, public health officials said last week.

The enhanced clampdowns, which took effect Oct. 3, were announced by Gov. JB Pritzker after Region 1’s seven-day average of positive cases was 8% or higher for three consecutive days.

Under the harsher rules, no indoor service will be allowed at bars or restaurants, reservations will be required, and all outdoor service must conclude by 11 p.m.

Patrons will also be prohibited from ordering or waiting at the bar, and all indoor gatherings must be limited to 25 guests or 25% of overall room capacity.

But as of Oct. 1, it wasn’t clear to officials with the Carroll, Lee and Whiteside County Health Departments whether ensuring businesses comply with the resurgence mitigations will continue to depend on emergency rules proposed by the Illinois Department of Public Health during the summer. “[Enforcement] is really not a fun thing for us by any means, especially because we have close relationships with these businesses – we’re the ones permitting and licensing them,” Lee County Health Department Administrator Cathy Fer-

guson-Allen said. “But we have to back up the mitigations put forth by the state, that’s our job.”

Ferguson-Allen, along with Carroll County Health Department Administrator Craig Beintema and Whiteside County Health Department Administrator Cheryl Lee, said unless the IDPH or Pritzker say otherwise, enforcement tools will remain directed by the emergency rules.

Under the rules, OK’d in August by a legislative panel that oversees the state’s administrative rule-making, businesses found to be out of compliance will first be given a written “non-compliance” warning.

A second offense can result in an “order to disperse,” which requires some or all of a business’ patrons to leave the premises as needed to comply with health guidelines.

If businesses refuse to comply after that, they

can receive a Class A Misdemeanor notice and be subject to a fine ranging from $75 to $2,500.

A county sheriff or state’s attorney might also get involved in enforcement if an individual continuously rejects complying with restrictions at a business.

Potential violations are typically reported to the health department by customers or people who enter a business, Lee said.

“We follow up on every complaint, and most of them turn out to be invalid,” Lee said, adding that the suspected violation, like an employee not wearing a mask, must be observed while an inspector is at the business.

According to data obtained by Sauk Valley Media, the Whiteside County Health Department responded to 29 complaints in August and at least seven complaints in September.

None of the complaints were substantiated, meaning the department has not issued a non-compliance warning or an order to disperse since the IDPH rules were put in place.

Lee said the purpose of the enforcement rules is not to be punitive.

“Local businesses took a loss early on and they still can’t function at their fullest level,” Lee said.

“There are lots of things they need to put in place to be in compliance, but that’s something we try to help them with, rather than punish them for.”

OBITUARIES DIANE C. APPEL CHADWICK – Diane Carol Appel went home to her loving father on September 28, 2020.

She passed at MercyOne Hospital in Clinton, Iowa, in their comfort care unit. A graveside funeral service was held Saturday, Oct. 3, at Fairhaven Cemetery.

Diane was born Dec. 24, 1944, daughter of Victor and Florence (Herdrich) Dietz. She attended Mt. Carroll High School, where she played flute and piccolo in the school’s band.

Diane graduated from high school with the class of 1963. Soon after school.

Diane married the love of her life, Marvin Appel. Together,they worked their Fairhaven farm, growing corn and beans and raising beef cattle.

The couple celebrated 34 years of marriage until Marv’s passing in 1998.

That has also largely been the case in Carroll and Lee Counties, where Beintema and Ferguson-Allen both said their departments have not issued a single warning or dispersal order because they also have had success with the education strategy.

“The educational approach is always the first approach,” Ferguson-Allen said. “We tell business owners that even if it is painful right now, at least it will prevent spread and further negative effects.”

Diane was quiet, strong and deep in her faith. Nothing proves this more than her courageous battle with cancer when she was a young woman.

Because of side effects Diane lost most her hair but was known to always wear her firecracker red wig. Diane also couldn’t have children, but shared her faith with many youth at Fairhaven Methodist Church through Sunday school and Vacation Bible School.

Diane enjoyed outings with friends whether it was through Bible studies, coffee groups, or pizza and drinks. Diane also loved car rides to see the countryside especially on her way up to Monroe.

At home, Diane loved dancing in the living room to Elvis and other favorites.

At New Year’s, Diane decided to leave her home on the farm after 50 years to move to Allure Nursing Home in Mount Carroll. She was so pleased and happy with this decision, as she was able to be surrounded by people and have such wonderful staff to care for her.

Staff often referred to her as The Ears

of Allure; she wanted to know “the scuttlebutt.”

Diane will be dearly missed by her cousins in Wisconsin, Harold, Emily, Ilene, Bob, and Arley; brothers and sisters-inlaw, Everett (Carolyn) Appel, Leroy (Sharon) Appel, and Ray (Jan) Appel; many nieces and nephews and great-nieces and nephews; and her dear friend, Florence Shaw.

Diane is preceded in death by her loving husband, Marvin; her parents; and her brother-in-law and sister-in-law, Robert and Donna Appel.

LANARK – Sharon Ruble died on September 11, 2020, at Allure of Mt. Carroll.

Polo Fire Chief Tony Karrow assisted at the scene and said the accident may have been caused by the sun being in the driver’s eyes.

“I’m assuming he ran the stop sign because he couldn’t see,” Karrow said. “It went through the Dogwood Inn lot and through a retention pond. It didn’t have water in it, though. It went down and up the bank on the other side. It stayed on its wheels. The shocks were broken

by the crash. The bus was not driveable.”

Two of the injured people were transported to KSB Hospital in Dixon, and the third was taken to CGH in Sterling. Eleven minors were on the bus, the release said.

Parents picked up the rest of the uninjured children from the scene after they were checked by medical personnel.

That directive was the result of a 30-minute virtual meeting Wednesday between the region’s public health departments and IDPH Director Dr. Ngozi Ezike, despite their pushes for a more localized mitigation approach and a collective emphasis on how the restrictions would disproportionately affect restaurants and businesses, the three administrators said.

Beintema said he expressed concern to Ezike that although confirmed cases could be traced back to bars and restaurants, they aren’t the sole spreaders of the virus and shouldn’t be the subject of the enhanced mitigations.

“What about all these instances of

large gatherings, with hundreds of people, like receptions and parties?”

Beintema said. “Those seem like larger issues than bars and restaurants that have been complying with the rules for the last few months.”

Beintema added that he expects enforcement could be a problem starting Saturday because bar and restaurant owners might have a sense of “we did exactly what you told us to do ... and now you’re messing with our livelihoods.”

Ferguson-Allen said she felt like Ezike listened to the administrators’ concerns, but pointed to the region that includes Will and Kankakee counties, which reverted to tougher rules but returned to Phase 4 restrictions after the positivity rate decreased.

“She said that she’s confident the harsher efforts will work,” Ferguson-Allen said. “When they’ve been tried in other regions, the rates went down.”

But the first region to have its reopening efforts scaled back, the Metro East region outside St. Louis,

still does not have indoor bar or dining bar service, and its seven-day test positivity rate remains above 6.5%.

Beintema said that difference between the status of the closed regions shows why, regardless of enforcement efforts, businesses in one county of a region shouldn’t be treated the same as businesses in another county.

“Carroll County or Whiteside County is not the same as the other counties in the region,” Beintema said. “A one-size-fits-all strategy doesn’t work here.”

Police catch juveniles stealing campaign signs

BY TIMOTHY EGGERT teggert@saukvalley.com MORRISON – At least four instances of people stealing Democratic campaign signs from Morrison front yards were reported in September, the city’s top cop said last week.

The thefts, which spanned Sept. 7 to Sept. 18, only involved signs showing support for Democratic Gov. JB Pritzker and Democratic presidential nominee Joe Biden, Morrison Police Chief Brian Melton said.

“It’s typical each election year to have signs taken or vandalized,” Melton said. “But not to this extent, in that so many signs have been taken and have been specific to [Democrats].”

A pair of 10- to 12-year-old boys were responsible for the Sept. 18 instance, when around 3:45 p.m. they were spotted yelling and chanting political remarks while removing signs from yards, Melton said.

Committing damage to a sign, such as burning it, could also lead to trespassing or criminal damage charges.

Melton added that “outside of security parameters or a big mean dog in your front yard,” residents displaying campaign signs should remain vigilant and pay attention to any suspicious activity such as vehicles or people stopping outside a house for an extended period of time.

BY TIMOTHY EGGERT teggert@saukvalley.com STERLING – A man and his dog escaped without injury early Friday morning from a fire raging within their east-side Sterling home.

Crews from the Sterling and Rock Falls Fire Departments responded around 7:45 a.m. on Oct. 2 to 2013 E. Seventh St., finding heavy fire and smoke showing from the front of the single-story home, Sterling Fire Chief Deputy Michael Dettman said.

The fire is believed to have been started by a forced-air gas furnace, Dettman said, adding that a definitive cause will be announced after an investigation by the state fire marshal.

Firefighters entered the home through its front door, settled the flames within 10 minutes and had the fire completely smothered in about an hour, Dettman said.

The owner of the home had just installed a smoke detector, which went off, waking him up, Dettman said.

“That’s how he was able to escape uninjured,” Dettman said. “That’s what saved him.”

Eastland FFA donates $1,500 in school supplies Coatney, Henze named to SVM all-area team LANARK – Eastland FFA donated more than $1,500 in school supplies to the Eastland Elementary School with financial support from Compeer Financial, Carroll Service FS, and Ernie Bates and Rhett Coatney- Country Financial.

The idea for a Backpack program was initiated through the Illinois FFA, who received a grant to donate backpacks to all FFA chapters in the state.

The chapters were challenged to fill those backpacks with school supplies to donate to their local elementary schools.

Eastland FFA decided to take this challenge one step further and make a bigger contribution.

Since teachers often spend their own money on supplies, the chapter sought out business donations to assist in the purchase of supplies. They sent out a form to all Eastland Elementary teachers and asked them to list their top six item wish list, then created custom “backpacks” for each of the teachers who responded.

Pearl City Elementary students made apple volcanoes made during the school’s Johnny Appleseed Day science experiments.

They first saw the importance of hand-washing in the “Germy Apple” experiment.

Several slices of apple were placed in the “control” bag that had not been touched by anyone.

Next, several slices of apple were passed around the room and then placed into the “variable” bag.

Students immediately washed their hands after touching the apple. They made predictions about what would happen, and then observed throughout the week to see if their predictions came true.

They all agree, the germy apple is disgusting! Next, they explored the reaction of vinegar and baking soda by creating their own apple volcano.

Lehman is a resident of Shannon. Student Ambassadors provide information for the campus community, welcome and provide assistance to campus guests and promote BJU at campus and community events throughout the year.

Student Ambassadors also serve as tour guides for prospective students, returning alumni and other campus guests.

They use knowledge of Daniel Lehman BJU combined with their own personal experience to showcase the university, explore prospective student’s area of interest and provide insight into life on campus. ctober is nearly my favorite National Food Month! I mean it is National Caramel Month, Cookie, Pizza, Popcorn, Seafood and Pumpkin month! And don’t forget National Pork Month too!

Let’s start with my favorite. Pumpkins are a member of the gourd family, which includes cucumbers, honeydew melons, cantaloupe, watermelons and zucchini.

These plants are native to Central America and Mexico, but now grow on six continents. Around 90 to 95% of the processed pumpkins in the United States are grown in Illinois.

In 2018, farmers in the top five pumpkin-producing states harvested just over 1 billion pounds of pumpkins. As with acreage, Illinois leads other states with over 500 million pounds of pumpkins produced in 2018 The largest pumpkin pie ever baked was in 2005 and weighed 2,020 pounds.

The heaviest pumpkin weighed 1,810 lb 8 oz and was presented by Chris Stevens at the Stillwater Harvest Fest in Stillwater, Minnesota, in October 2010.

Pumpkins are low in calories, fat, and sodium and high in fiber. They are good sources of Vitamin A, Vitamin B, potassium, protein, and iron.

Incumbent Bustos, challenger King talk jobs, criminal justice and health care 17th District rivals offer differing views of, solutions to many local issues

U.S. Rep. Cheri Bustos, a Democrat seeking her fifth term representing Illinois’ 17th Congressional district, faces Republican Esther Joy King.

The women, both East Moline residents, talked with Shaw Media Editorial Board members via video conference to address important election issues.

The daughter of Christian missionaries raised on the U.S.-Mexico border near El Paso, Texas, King did women’s rights work in Afghanistan, then became a judge advocate general in the U.S. Army Reserve. She moved to western Illinois after an assignment at the Rock Island Arsenal.

“We do not have good representation right now,” King said, noting “Bustos is doing a better job representing New York and California. She votes 100 percent of the time with Nancy Pelosi, she votes 94 percent of the time with Alexandria Ocasio-Cortez. … Here in western Illinois, those aren’t our values. That’s not what we believe in.”

Bustos said she has been an Illinois resident her entire life, with the exception of her time at the University of Maryland, and has lived in her district for more than 35 years.

“I run my congressional office like I am mayor, in the sense that I focus on what is needed locally. There’s nobody who is my boss other than the 711,000 people who live in this Congressional district. It’s clear I have focused on results to the tune of bringing back hundreds of millions of dollars to our Congressional district. In every one of the 14 counties we’ve been able to bring back millions of dollars and help families.”

While King blasted Bustos as unreceptive to the everyday concerns of constituents needing access to federal government services, Bustos characterized King as someone who “was literally unpacking her boxes while she made a decision to run for Congress in an area that she’s lived in for maybe a year now.” By contrast, she said she has visited workers on the job throughout the district, virtually every library, and often spends Saturdays walking through supermarkets to encounter her constituents.

Criminal Justice The candidates agreed it is important for Americans to tackle the issue of equity in terms of criminal justice, but differed on approaches.

Bustos supported the House’s Justice in Policing Act, specifically provisions regarding training, de-escalation and databases tracking officers’ disciplinary histories.

King said she backed South Carolina Sen. Tim Scott’s criminal justice reform legislation in response to the George Floyd killing in Minnesota, but says it got held up and tainted by partisan “liberal wish lists that the House was trying to jam through. Any hope of reform was taken off of the

table.” King added Bustos was “right there working handin-hand with Nancy Pelosi to prevent any reform from happening.”

Bustos noted her husband is a career police officer and current elected Rock Island County sheriff.

“Most police officers are very, very, good people, they care deeply about their community, they care deeply about communities of color and they want to do right,” she said. “And I think that’s worth acknowledging. On the other side, there are communities of color, they have been way too often treated unfairly and unjustly.”

She added there are meetings away from reporters and cameras where law enforcement officers and “communities of color” are having productive conversations.

“What is happening in our country,” King said, is “a worthy conversation and an important cause to make sure everyone has equal access to the justice system and to make sure that Black Americans have true equality and justice, and that is a completely valid and important cause to support and to represent in our country. Protecting and ensuring that people have a voice and a First Amendment right to speak and to express the need for reform, we’ve seen it play out in – there have been good responses.”

Bustos promoted the Social Determinants Accelerator Act, which set aside $10 million for pilot programs studying access to fresh produce, quality medical care and early childhood education. It also is awaiting Senate consideration.

“This is much more than just a law enforcement issue. It is making sure that no matter where you come from, your education – if you come from a wealthy area, or if you come from an area that is not wealthy – education for our kids has to be good. One of the greatest lifters of poverty is good education. Same thing with access to health care, access to good food, to healthy food.”

King suggested partnering police departments with mental health agencies as one of many possible reforms.

“I want to work across party lines in a bipartisan way to make sure that we’re creating solutions to address these – the outcry that is hap-

pening in our country,” she said. “I believe the pathway to reform … comes by supporting our law enforcement, not by trying to undercut them or take away the support that they have or the funding that they have.

“Let’s make sure they have further methodologies of training. … Many police departments really support the use of body cameras, for example, but they need funding to make sure they can buy the equipment and maintain the data programs and the staff that they need to implement those reforms.”

Jobs Bustos said it will be important to look at jobs “that may be lost forever” as a result of coronavirus “and making sure that training is part of that.

I’ve got a bill that helps address what do the jobs of the future look like? How do community colleges play into that? How do our building trades play into that? Second of all, when we do get on the other side of this pandemic, we’re not going to be able to crawl. It’s not going to work. We’re going to have to run at a sprint level.”

She said the president should support the Moving Forward Act, which is designed to create 9 million jobs by focusing on physical infrastructure for schools, hospitals and widespread internet access, along with highways, railroads and river lock-and-dam systems. Pointing to federal investment in the Thomson prison, Bustos said it also has been important to invest in housing and child care in Carroll County through federal grants.

With respect to nuclear power plants, Bustos said the federal government worked to keep open the Exelon plant in Cordova – the largest property tax payer in Rock Island County – and stressed the importance of doing so for other Exelon plants targeted for closure.

“It takes teamwork,” King said. “There’s a huge opportunity right now, particularly following the pandemic, there’s a lot of companies who see the value of locating in the United States, particularly after we had the supply chain complications with China. We weren’t able to get the protective equipment that we needed. There was a lot of complications that were highlighted because of the pandemic, where United States companies, particularly manufacturing companies, are looking to come back to the United States particularly because of the complicated relationship that we have with the country of China. …

“We have incredible workforce, the people, the location is so central for manufacturers to distribute their products. There are so many competitive advantages that we have right here in Western Illinois. I believe I can play a critical role in bringing jobs here to this part of our state. And on top of that, it is partnering with

Health Care In response to the question of whether health care is a human right, King released a statement after the interview: “The Universal Declaration of Human Rights, established by the United Nations, identifies health care as a basic human right. As Americans, I believe it goes beyond that. For decades, health care has been a political football. Americans deserve legislators who are committed to solving the health care crisis and making access to high quality health care for all Americans possible. My opponent has been promising that since she was elected and has no progress to show for her time in office.”

King also said competitive markets could help decrease costs for consumers. She suggested states should be empowered to create their own marketplaces and pointed to Maryland’s system as a successful model of lowering costs for its residents.

Before the Affordable Care Act, Bustos said, health care was second only to higher education in terms of escalating costs, “yet outcomes for patients weren’t getting any better.”She said the ACA rollout was flawed, but several years into the system “we can see some of the good that has come out of it.” Among successes, she said, are getting an additional 20 million additional Americans covered, allowing young adults to stay on their parents’ plans up to age 26, and ensuring people with pre-existing conditions could not be denied coverage.

Bustos is concerned the Supreme Court will consider eliminating the ACA a week after the election and was a lead sponsor of legislation – “one of the 400-plus bills that’s

“I do believe that climate change is something that we as people can have an effect on,” King said. “Farmers are some of the most responsible environmentalists. … I don’t believe the government in Washington, D.C., is going to do a better job at environmental concerns for the Illinois 17th than we are. Farmers should be able to make their own environmental decisions on how to operate their businesses and their farms on the ground on a day-today basis. I think there’s absolutely space for responsible environmentalism from the federal level.”

Bustos said the current administration is not doing enough for the ag sector.

“We have a president who has not been kind to the family farmer,” she said. “Ethanol and biofuels are critical, critical industries for our family farmers, especially in an area like ours where, in Iowa and in Illinois, you’ve got the No. 1 and 2 highest-producing corn and soybean states in the nation, the president has made a decision to pass out these small refinery waivers like they’re candy on Halloween – they’ve actually quadrupled the number of these small refinery waivers since the Obama administration.”

Under Trump, she said, waivers have gone instead to companies like ExxonMobil, which crowds the marketplace for true small producers looking to compete. She also noted the HEROES Act the House passed – which Senate Republicans have not taken up for action – includes $16.5 billion in pandemic relief funding for farmers. She also said the administration’s international trade policies have been detrimental to the district’s 9,600 family farms.

Without naming the Green New Deal, Bustos also discussed climate proposals that have overlooked agricultural and Midwestern concerns.

She said her office drafted the Rural Green Partnership and testified regarding its elements – ethanol production, carbon capture, conservation practices, precision agriculture – before the Select Committee on the Climate Crisis for inclusion in its proposal.

“We can be part of the solution,” Bustos said. “We don’t want folks from other parts of the country to point their fingers at us as if all we are is part of the problem. … You can’t keep asking our family farmers to keep doing new things at their expense to their bottom line. You can’t do it.”

King agreed there are areas where the federal government can have positive influence.

“I do think subsidies in some energy fields are great because it allows us to create innovation and to further innovate and invent technologies that will allow us to have cleaner energy down the road,” King said.

“But making sure the government is not artificially choosing winners and losers on environmental concerns I think is an important aspect of it as well.”

Her response to extreme weather events like the derecho would focus on back-end support such as crop insurance and subsidies to make sure farming remains a sustainable business model with a mitigated risk profile.

COVID-19 Response Bustos called the federal government’s response “Miserable. It has not been a coordinated response.

We’re dealing with a pandemic that has no respect for any boundaries.

And yet the Trump administration has told every one of our 50 states and our territories, ‘You’re on your own. You figure it out.’” She said the White House’s policies have forced competition for resources like personal protective equipment and ventilators rather than leveraging authority to address supply shortages.

“Initially there was some great work,” King said. “We did get the CARES package that helped provide some stimulus support for small businesses, for workers. … I think the Paycheck Protection Program was an excellent program.” However, she added, the government needs to do more.

“We are seeing how partisanship, and Nancy Pelosi in particular, is holding up further support for our communities because she has what I believe is a far-left liberal agenda that she’s trying to get jammed through Congress, and so she’s hold-

ing captive the stimulus package. I believe we need to target support for our economy for workers, specifically in response to the crisis. King supports extending the PPP and giving support to schools to continue to offer in-person education safely, making sure businesses and public organizations have liability protections to get up and running.

She favors targeted solutions over broad government actions.

The White House Bustos said at least 40% of Americans plan to support the president regardless. While she said she doesn’t intend to spend time “badmouthing” the president’s character or controversial remarks, “it is certainly my responsibility as a member of Congress to talk about the policies that have been failures.”

She said inaction on the HEROES Act, passed more than four months ago to provide direct COVID-19 relief but which has stalled in the Senate and lacks White House support, is an example of the divided nature of the government and society, along with partisan positions on things like mask-wearing, social distance recommendations and other science-based suggestions for mitigating virus spread.

“I think there’s a lot of healing that needs to happen,” Bustos said.

“I happen to think it’s a pretty good thing to try to find people you can work with, because we are going to need that desperately in the coming term.”

King said the race in the 17th isn’t about Washington.

“This election, right here, locally, is a referendum on Cheri Bustos and the partisanship that she is bringing to this district. That’s not something that we support, that’s not something that we believe in. We want to see functional government. We’re Midwestern, hard-working, whether farmers or manufacturers, we believe in just getting things done.

People are paying attention and people know that Cheri Bustos is not working for us.”

Bustos also touted her legislative experience and the value of being the only voice representing the Midwest among party leadership and her service on the Agriculture and House Appropriations committees.
