Lee, Whiteside counties announce 16 new cases

BY ERIC INGLES eingles@saukvalley.com The Whiteside County Health Department on Sunday announced 10 new cases of COVID-19. The new cases affect three people in their 60s, three in their 40s, two in their 20s and two in their 30s.

In addition, one person has been lifted off of isolation and is recovered.

Lee County had six new cases on Sunday; two people in their 50s, one in their 20s, one in their 30s, one in their 40s and one in their 60s. Eight additional Lee County residents

have recovered.

Whiteside County has had 765 cases and 20 deaths. Lee County has had 365 cases, 289 recoveries and one death.

Robert was born on July 18, 1931, in Clinton, Iowa, the son of William and Elizabeth (Thede) Weber. He served during the Korean War Conflict in the US Army from 1953-1955.

He married Helen Liebigon July 18, 1952, in Bellevue, Iowa; she died in 2012.

Robert worked as a mechanic/ welder at the Savanna Army Depot in Savanna. He later worked as a driver for Railcrew Express.

BY TIMOTHY EGGERT teggert@saukvalley.com Second-term Republican State Rep. Tony McCombie and Democratic candidate Joan Padilla, who ran against and lost to McCombie in 2018, met virtually with members of the Shaw Media Editorial Board this week.

The incumbent representative and her incumbent challenger shared their largely divergent visions for the 71st District, differing in their evaluations of the state’s response to the coronavirus pandemic, routes to economic stability and top legislative priorities.

The candidates did find common ground, however, in their condemnation of Illinois House Speaker Michael Madigan, who is the subject of a legislative probe into whether he “engaged in con-

duct which is unbecoming to a legislator or which constitutes a breach of public trust.”

B o t h McCombie and Padilla said they think Madigan should resign his speakership, citing a bribery scheme with utility giant Commonwealth Edison he was implicated in this summer involving no-work jobs and lobbying contracts that were awarded over eight years to his close associates in exchange for legislation that benefited the company.

“Speaker Madigan does need to understand

Padilla was less critical in her evaluation of another Democratic leader – Gov. JB Pritzker – and offered praise for his handling of the coronavirus pandemic, saying he “did what he needed to do.”

“He worked very hard getting the [personal protective equipment] available for the state, for those on-site health care workers,” Padilla said.

“He was able to get ventilators to Illinois. He put together a team of medical experts and professionals. That is what leadership is.”

But if she were Pritzker, Padilla said she would have implemented a single system of messaging, testing and data reporting for every county health department to follow.

“We in the House and Senate are a co-equal branch to the executive branch, and the lack of conversation with the governor’s administration has not been good,” McCombie said.

“I don’t believe running a state or a nation through executive orders is the way to do it.”

And because she knows her “district better than [Pritzker] does,” McCombie said she would prefer if the state’s pandemic response delegated responsibility and authority to local officials, rather than to a single branch of government or to state agencies.

McCombie also questioned the transparency and accuracy surrounding state-collected data on the spread of the virus, and suggested there would be less variation between the resources of county health departments in her district if they didn’t have to rely on emergency state funding.

Tax Amendment McCombie, a longtime business owner and realtor, dismissed the proposed graduated income tax amendment, characterizing it as a distraction from other reforms like state

property tax, education funding and pension restructuring.

She also said there is “no guarantee of how the money is going to be spent,” and warned that the graduated rates already passed by the Legislature would be raised if the amendment passes in November.

Padilla, who supports the proposed amendment, labeled McCombie’s response as an example of “anxiety and fear” brought on by the opposition.

The Legislature can already raise tax rates, Padilla said, but it mostly chooses not to. The graduated income tax amendment instead adjusts the tax structure, and still leaves rates up to the Legislature to decide, she said.

“People need to understand that 97% of Illinoisans will see their tax rate either stay the same or go down,” Padilla said. “Whereas 3% of Illinoisans will just be asked to pay a little bit more, and I think that’s fair.”

Keeping and Increasing Jobs Padilla and McCombie further differed on their methods to retain and add jobs in the 71st District.

Padilla promoted a model that would feature partnerships between college students and businesses, in which training exchanged for temporary employment might eventually lead to full-time jobs and community investment.

McCombie stressed the need to stop passing policy that limits businesses

and corporations from operating in Illinois, and that forces companies to open in neighboring states, where regulations are more relaxed.

Reforming workers compensation, property tax and tort policies would incentivize businesses to stay in Illinois, which would in turn “grow our population and attract people,” McCombie said.

Agricultural Industry Policy surrounding agriculture should also be reformed, McCombie said, especially as it relates to the state’s estate tax, property rights and environmental regulations.

“It’s getting very hard in Illinois for the small family farmer,” McCombie said, adding that the mental health of farmers needs to be considered a serious issue.

“One thing that has started to come to light ... is the suicide rate with farmers,” McCombie said. “We have to start talking about mental health in our industries.”

Padilla pointed to the emerging trend of hemp production as an agricultural investment that would “grow the district.”

As a legislator, Padilla said she would work with the Illinois Farm Bureau and other stakeholders to secure training and funding for farmers to incorporate hemp as a third or fourth crop in their seasonal rotation.

And once it’s grown and harvested, industrial hemp could also be an

opportunity to bring new manufacturing or production into the district, Padilla said.

“As an agricultural district, this just seems to me like we should be exploring that,” Padilla said.

Top Priorities If elected to represent the district in Springfield, Padilla said she would focus on maintaining the state’s evidence-based education funding formula and on directing more education resources to teachers and students.

Padilla would also attempt to boost the district’s economy by repurposing empty spaces and buildings in its towns and villages, which would give entrepreneurs opportunities to invest locally, to “bring the community together and make us stronger.”

If re-elected, McCombie said she’ll work to pass ethics reform measures like doing away with legislators’ ability to lobby on behalf of municipalities, the “revolving door” of former legislators serving as lobbyists and ambiguous economic interest disclosures.

McCombie would also work to maintain “fiscal sanity” through property tax reform and a balanced budget that “puts people to work” and “grows our businesses.”

“I’m a fierce advocate for my district,” McCombie said. “I have a record showing that I want financial reforms ... that I’m willing to fund education ... that I support labor ... that I support families. My record speaks for itself.”

Harvest is in full swing, watch out for farm vehicles H arvest is going in full swing. And that means a lot of large slow moving equipment on the road-

ways.

This week, Jeremy did an excellent video explaining why a combine going down the road is not pulling over for drivers, what they can and cannot see, and what you need to be aware of as you follow them.

Here are some thoughts from a farmer on being safe on the roadways.

Large equipment is limited to their max speed, sometimes only up to 30 mph. As they move from field to field, they are not wasting time and are going as fast as they can.

Grain carts are particularly hard for farmers to see around. They are huge and the mirrors in the tractors provide as much view as they can, but it is very limited. Take extra care in passing.

If you are following them and cannot see them in the cab of the tractor, likely they

Last week prior to our board meeting, we were able to Zoom with our Adopted Legislator Representative Joyce Mason.

Joyce lives in Gurnee and our conversations always prove to be educational for both of us.

We hear about the issues in her district and she learns more about agriculture. We talked about the progressive income tax and our position behind voting no on it.

About Antibody Testing Antibody testing may indicate if the donor’s immune system has produced antibodies to this coronavirus, regardless of whether an individual experienced COVID-19 symptoms. Donations are tested using samples pulled at the time of donation and sent to a testing

The poor lady had a very rough day on Thursday when we talked.

She and her daughter went for a walk at a forest preserve. When they got back to her car, it had been vandalized.

It had a threatening note that she was being watched and photographed along with a bumper stick-

er for another party. I can’t imagine coming back from my daily walk to find my car vandalized.

What has our world come to? How is it we cannot enjoy the simple things in life like parking our car so we can go for a walk in a public place?

It can be really hard to stay upbeat in today’s times. Luckily our Zoom visit was just what she needed to take her mind off of the bad day she had.

We are hopeful to be able to do a virtual combine ride this fall.

What’s Happening at CCSSO & CCT Hello, everyone,   Well we are finally moved and getting settled in our new building. Our new address is 17612 E. Benton St., Mt. Carroll, IL 61053. This is the time of year where you can check on different Medicare

Part D plans to see if there is a better plan for you.

We have been told by SHIP that the cost of insulins on some of next year’s plans will not be over $35.00 a month, and the donut hole is supposed to finally disappear.

So this should make plans more affordable for everyone. Don’t forget to call as I am already filled up until November and I’m sure Karen and Sandra are filling up fast also.

We would like to let you know if you live in or around Morrison, Kathy Schmidt who is a SHIP Counselor (Kathy did some of her training here at the Senior Center with Karen and I) will also be able to help during Open Enrollment to find the Medicare Part D Plan that works best for you. Inspector general issues warning about scams The Inspector General of Social Security, Gail S. Ennis, continues to warn Americans about widespread phone scams where callers may impersonate Social Security or claim a Social Security-related problem, to gain your trust and steal your money.

The Social Security Administration will NEVER: Call to threaten you with arrest or legal action if you do not immediately pay a debt, fine, or fee.

Tell you that your Social Security number has been suspended, or offer to increase your benefits or resolve identity theft problems in exchange for payment.

Require payment via retail gift cards, prepaid debit cards, wire transfers, or internet currency like Bitcoin, or by mailing cash.

Demand secrecy in handling a Social Security-related problem, or tell you to make up a story to tell your friends, family, or store/bank employees.

Text you unsolicited to tell you about a problem with your Social Security number or benefits.

Email you attached documents containing your personally identifiable information.

Be very cautious if you receive an unsolicited call from the government and you don’t recognize the problem or issue they’re calling about. Do not

provide personally identifiable information over the phone.

Discuss major financial decisions with trusted friends or family. If you owe money to Social Security, the agency will mail you a letter with payment options and appeal rights.

If you receive a suspicious call: Hang up! Do not give them money or personal information!

Activities Recycling Senior Service earns a great deal of money each year through the efforts of those who gather newspapers and aluminum cans in their respective communities, and those who bundle the paper and haul it to the local distribution centers.

We need more help with this project. The “gathering” people work just a couple of hours a month in their respective communities. The “bundlers” work at the Senior Center just about any day when they have an hour or two to spare. And the “loaders/haulers” help load and/or haul the papers to the distribution center. + Please note after Sept. 25 take your papers and cans to our new location, 17612 E. Benton St., Mt. Carroll, to the back of the building as recycling will have their own entrance.

What do you do with your old cell phones?

Carroll County Senior Center has a donation box for old and broken cell phones. We recycle them by sending them into a company that refurbishes them for emergency 911 phones for areas devastated by disasters and for sale to low income persons. We currently have one box at the Senior Center. If the plan goes well we will increase the number of boxes and place them in other areas around the county. If you know of anyone looking to get rid of old cell phones have them drop them off at the Carroll County Senior Center during our regular business hours 8 am to 2:30 pm Monday thru Friday. As always you can help yourself to free coffee and cookies while helping us collect the cell phones.

Seniors Around the County Are You Turning 65?

Do you need help understanding Medicare A, B, C and D? Then come and see us at the Senior Center. We will help make this time easier for you.

Turning 65 can be very confusing with all the information you receive in the mail about which Medicare D Plan to take or which supplemental to get. If you are about to turn 65 and have questions, stop by and see our SHIP Counselors, Deb Connor and Karen Holm, and we can help you sort through the confusion. Also remember to stop at the Carroll County Courthouse to complete your Senior Citizens Assessment Freeze Homestead Exemption application and affidavit.

When you turn 65 and become eligible for Medicare, the best time to enroll is during your Initial Enrollment Period. Your IEP includes the 3 months before, the month of, and the 3 months following your 65th birthday. If you enroll in Medicare during this time, you will avoid late enrollment penalties.

The date when your Medicare coverage begins depends on when you enroll during your IEP. For your coverage to begin as soon as possible, it is best to enroll in the first 3 months of your IEP. Your Medicare coverage will then go into effect starting the month you turn 65.

To enroll in Medicare, please stop by the Senior Center and we can do this for you.

It is important to be proactive and take the steps to enroll during your IEP. If you miss your IEP, you may be limited to specific times when you can enroll in Medicare in the future, and you may face a penalty for late enrollment, resulting in higher premiums.

Caroline Mark Home Are you familiar with the Caroline Mark Home? The Caroline Mark Home is located at 222 E Lincoln Street, Mt. Carroll, IL. Their phone number is 815-244-3862. The Caroline Mark Home has been established for the care, housing and community of single women age 65 or older, (where residents live free of charge) in Carroll and adjacent Illinois Counties, which include, Stephenson, Ogle, Jo Daviess, and Whiteside counties. At the last board meeting on Sept. 15, the board celebrated Jason Johns 96th birthday.

Jason was born and raised in Savanna.

He went into the service in 1945. He was stationed at Fort Riley in Kansas until he went to Germany in 1948.

Jason was recalled for the Korean conflict in 1950 and was discharged in 1951.

In 1951 he moved to Mt. Carroll.

Jason married his late wife Claire in 1947 in Paris. Claire sadly passed in 2017 they had been married for 70 years.

After being discharged Jason farmed from 1952 to 1971 and then went to work for Product Farm Services and retired in 1985.

Jason has served on many boards throughout the years, the Lions Club for 25 years, school board for several years, and on the Carroll County Senior Board for 10 years.

We are blessed to have him serve on the Board of Directors and he also serves on the Executive Committee for the Board.

“We have an obligation to protect our elderly and sick veterans and therefore ask your understanding and cooperation in protecting them.

We are currently limiting our office visits to appointments only at this time which will enable us to control the number of people in our office.”

FHN flu shot clinics coming to Lanark in October FHN shot clinics will be DriveUp Clinics this year. There will be two clinics set up in Lanark on Oct. 10 and Oct. 17 from 9 a.m.-noon at Eastland High School, 500 S. School Drive, Lanark.

At the drive-through clinics, adults 65 years of age receive a highdose version of the four-strain vaccine ($65).

Adults under 65 years of age will get a quadrivalent vaccine that protects against four strains of influenza for $30.

Children cannot receive their flu shot at any of the drive-through flu shot clinics, but FHN providers’ offices will have appropriate dosages for pediatric patients as well as for adults.

Immunizations at the drive-thru flu shot clinics may be paid for by

cash, credit card, or check payable to FHN. Receipts will be available to submit to individuals’ healthcare insurance provider for reimbursement.

There will be no out-of-pocket expense if you are covered by Medicare Part B (please present card) or Medicare HMO accepted by FHN (list available at each location – covered persons must present the Medicare HMO card instead of the Medicare card for the billing process.)

Because of federal guidelines to prevent identity theft, everyone must present a photo ID to receive an immunization. People are asked to wear a shirt or top that makes their upper arm easily accessible.

All persons in vehicles attending a drive-thru clinic must arrive wearing a face covering: those receiving

a shot will be given a 2-ply reusable fabric FHN mask after their shot for future use.

Persons with allergy to eggs or the flu vaccine, those with an illness accompanied by a fever or depressed immune system should

not receive the flu immunization at these locations.

“The weather could have been nicer but it was a good way to honor a craft that has stood the test of time,” said Loretta Dick, club member. “Quilting brings joy to those of us who watch our projects go from an idea, to a finished blanket or wall hanging. It also brings joy to the people we create them for. Although quilting has always been a source of comfort and relaxation, it has been a lifesaver during the pandemic. The beauty of quilts is so much more than just the finished product.”

Dick said there are many types of quilts: traditional or modern; pieced or appliqued; hand quilted, longarmed, or just tied. There are also baby quilts, holiday quilts, comforters, picnic blankets, wall hangings, and table runners.

“Some people make pillows, clothing or tote bags out of quilt patterns, “ Dick Said. “The possibilities are endless!”

She said there are thousands of quilt patterns that range from simple to challenging. The internet has made researching patterns easier, but there are many books available at the library to get started.

“Choosing your colors can be the most fun and change the look of a single pattern. Once you get started you will know if quilting is for you.

This year, it’s more important than ever to get a flu shot. The COVID-19 pandemic has been pushing our country’s healthcare system to its limits since March, and shows no real signs of stopping. Add the effects of a typical flu season and you get some pretty scary numbers that could overwhelm hospitals and healthcare systems across the country.

Adults under 65 will receive a $30 quadrivalent vaccine and those 65 and over can get a $65 high-dose vaccine. Pay by cash, check, or credit card and you can use your receipt for reimbursement from your insurance carrier. If you are covered

20 To the Electors of the State of Illinois: The Illinois Constitution establishes a structure for government and laws. There are three ways to initiate change to the Illinois Constitution: (1) a constitutional convention may propose changes to any part; (2) the General Assembly may propose changes to any part; or (3) a petition initiative may propose amendments limited to structural and procedural subjects contained in the Legislative Article.

The people of Illinois must approve any changes to the Constitution before they become effective. The purpose of this document is to inform you of proposed changes to the Illinois Constitution and provide you with a brief explanation and a summary of the arguments in favor of and in opposition to the proposed amendment.

Proposed changes in the existing constitutional amendment are indicated by underscoring all new matter and by crossing with a line all matter which is to be deleted.

PROPOSED AMENDMENT TO SECTION 3 OF ARTICLE IX OF THE ILLINOIS CONSTITUTION ARTICLE IX – REVENUE SECTION 3. LIMITATIONS ON INCOME TAXATION (a) The General Assembly shall provide by law for the rate or rates of any tax on or measured by income imposed by the State. A tax on or measured by income shall be at a non-graduated rate. At any one time there may be no more than one such tax imposed by the State for State purposes on individuals and one such tax so imposed on corporations. In any such tax imposed upon corporations the highest rate shall not exceed the highest rate imposed on individuals by more than a ratio of 8 to 5. (b) Laws imposing taxes on or measured by income may adopt by reference provisions of the laws and regulations of the United States, as they then exist or thereafter may be changed, for the purpose of arriving at the amount of income upon which the tax is imposed.

EXPLANATION The proposed amendment grants the State authority to impose higher income tax rates on higher income levels, which is how the federal government and a majority of other states do it. The amendment would remove the portion of the Revenue Article of the Illinois Constitution that is sometimes referred to as the "flat tax," that requires all taxes on income to be at the same rate. The amendment does not itself change tax rates. It gives the State the ability to impose higher tax rates on those with higher income levels and lower tax rates on those with middle or lower income levels. You are asked to decide whether the proposed amendment should become a part of the Illinois Constitution.

ARGUMENTS IN FAVOR OF THE PROPOSED AMENDMENT Illinois' current tax system unfairly benefits millionaires and billionaires and this amendment will set things right for middle-class and working people. Currently, it is unfair that billionaires pay the same tax rate as regular people.

Voting "yes" on the amendment means that the State will enact a new tax structure where only those making above $250,000 a year will see their taxes go up. This amendment is simply upgrading Illinois' old tax system to a graduated system which is how the federal government and the majority of other states do it.

This Amendment Would Make Illinois' Tax System Fair.

Approval of this amendment would enact a fair system that allows the state to tax wealthy people at higher rates and lower income people at lower rates, replacing Illinois' current unfair tax system, in which wealthy people pay the exact same tax rate as lower and middle income people.

Illinois' current tax system unfairly benefits millionaires and billionaires, and approval of this amendment will set things right for the middle class and working people.

This amendment will help small business owners by creating a stable economic environment for their businesses to thrive.

While others try to mislead you, under the current tax system in Illinois, policymakers already have the authority to set any tax rate and to change tax rates at their will. The current system forces policymakers to charge the same tax rate to everyone, regardless of how much money they make. If this amendment passes, the State will have the ability to tax higher income earners at a different rate.

In fact, upon passage of this Amendment, a new tax structure will go into effect where 97% of taxpayers will pay the same or less, while only those making more than $250,000 a year will see a tax increase. This amendment does not tax retirement income.

The Federal Government and Most States Use the Graduated Tax System Proposed in this Amendment, Not the Unfair System Currently Used in Illinois.

Illinois is among a minority of states that do not utilize graduated tax rates because the Illinois Constitution requires a "flat tax" that penalizes middle-class and working people and benefits higher income individuals.

A majority of states and the federal government already use the kind of graduated income tax system proposed in this amendment to ensure that wealthy people pay their fair share of taxes.

Nearby states including Iowa, Minnesota, Missouri, Ohio, and Wisconsin are among the majority of states that have graduated tax systems.

Illinois' Current Income Tax System Relies on Taxes from Middle and Lower Income Earners, While a Graduated System Would Lower that Burden and Fund Critical Programs such as Education and Human Services.

While some states have fair tax rates in which the highest income earners pay the highest tax rate, Illinois' "flat tax" rate continues to rely unfairly on taxes from middle and lower income earners.

Under Illinois' "flat tax" structure, a nurse making $50,000 per year pays the same tax rate as an executive making $4 million per year. A graduated tax rate would have the executive pay more.

Because of the way our current tax system is set up, the bottom fifth of Illinois taxpayers (those making below $21,800) contribute 14.4% of their income to state and local taxes, compared to 7.4% for the top 1 percent of Illinois taxpayers.

If this Amendment passes, the State has already enacted a new graduated tax structure where 97% of taxpayers will pay the same or less.

Under the new tax structure, only the top 3% of Illinois income earners would pay more in income taxes. Everyone who makes $250,000 or less a year would pay the same or less.

Over 95% of small businesses earn $250,000 or less a year in profits, and their owners will not see a tax increase under the new tax structure.

This change will generate additional revenue each year that can help address Illinois' budget deficit and fund critical programs, including the State's education system, public safety, and social services like mental health and substance abuse treatment and domestic violence shelters.

After the COVID-19 Pandemic, We Need to Do All We Can to Help the Economy and Middle-Class and Working People.

Working people and essential workers like nurses, first responders, and grocery store clerks should not pay the same tax rate as the wealthy. Nurses making $50,000 a year should not pay the same tax rate as an executive making $4,000,000 a year.

Having wealthy people pay more would reduce the burden on working families. This is money that middle and lower income people need for housing, groceries, medicine, and essentials.

When the wealthiest people pay more, middle and lower income earners can pay less while the State funds critical services that our essential workers rely on.

ARGUMENTS AGAINST THE PROPOSED AMENDMENT 1) The Amendment gives the Legislature power to increase taxes on any group of taxpayers with no limits and no accountability and without any requirement to use the additional revenue to fund essential needs such as healthcare, education, or public safety.

3) In the wake of the COVID-19 pandemic, now is the worst possible time for a massive tax increase.

The Amendment gives the Legislature power to increase taxes on any group of taxpayers with no limits and no accountability and without any requirement to use the additional revenue to fund essential needs such as healthcare, education, or public safety.

The proposed amendment would give the Legislature unlimited new authority to increase income tax rates on any group of taxpayers at will, including low-income and middle-income families and small business owners. There would be no limit on the number of tax brackets that could be created and no limit on how high tax rates could be increased on individual taxpayers. In addition, this proposed change will pave the way for a tax on retirement income.

Nothing in the amendment requires the Legislature to do anything to control spending. Nor does it require funds to be spent on essential needs such as healthcare, education, or public safety. It would simply give the Legislature a blank check to spend billions of dollars however they want, with no accountability.

Taxes and spending are out of control. The Legislature should not be allowed to keep raising taxes until they get their spending under control.

Illinois already has some of the highest property taxes and sales taxes in the nation. And the Legislature has increased Illinois income tax rates twice in the past decade to try to deal with the out-ofcontrol spending in Springfield.

Even before the COVID-19 pandemic, our state had a huge and growing multi-billion-dollar budget deficit, and the unfunded pension liability skyrocketed to over $137 billion. That's because the Legislature has continued to increase state spending instead of eliminating government waste, corruption, and abuse.

Because they refuse to control spending or pass major reforms, the Legislature will just continue to raise taxes on everyone in Illinois, and middle-class families will be their next target.

In the wake of the COVID-19 pandemic, now is the worst possible time for a massive tax increase.

The COVID-19 pandemic caused layoffs, unemployment, bankruptcies, and closures. As small businesses and local employers struggle to rebuild, this is the worst possible time to impose huge new tax increases. Even before the COVID-19 crisis, many residents and businesses were leaving the state because of the high tax burden. If the Amendment passes, it would be the last straw for thousands of small businesses, causing more jobs to leave the state, and making Illinois lose out on investments to rebuild our economy. This would mean fewer jobs and less opportunity for Illinois families.
