Council approves public works requests for funds No Fourth of July fireworks due to COVID-19 pandemic and fundraising shortfalls

BY MICHAEL MILLER For the Prairie Advocate SAVANNA—The city’s Public Works Department dominated the latest Savanna City Council meeting, with no fewer than 10 requests for funding being honored by the council.

Public Works Superintendent John Lindeman submitted and received approval on the following requests: • Contracting Shepard Landscaping to do mowing for between 12 and 20 city properties for a seven month period, for a budgeted amount of $25,800. Lindeman said the exact cost would obviously vary, depending upon weather and location of properties.

• A computer and monitor for the superintendent’s office, while his was moved to the public works building. Lindeman said this would help in various circumstances, including remotely monitoring weather conditions so the city could react more efficiently.

• A GIS Development Improvement project which will see the city’s water and sewer lines located digitally and help the city during repair and other processes, for an amount not to exceed

$45,000.

A request for funding for an infiltration inflow study to be done by MSA Engineering, which will, among other things, track the amount and sources of water that occasionally overwhelm the city’s sanitary sewer system, for an amount not to exceed $42,500.00.

• A booster station pump signal wire replacement, which will help insure against water tower malfunctions, in the amount of $,5000.

• A sewer push camera, not to exceed $4,000.

• A request to go out for bids on a vacuum trailer, which will aid in cleaning out catch basins and manholes.

• A pipe and concrete chainsaw, which will help in rebuilding catch basins, not to exceed $5,000.

• An electronic work site light tower, not to exceed $2,000.

Finance Committee Chairman Pat Sanchez announced that the city was in the black by $83,759.40, a sharp change from the previous fiscal year which saw the city running a deficit budget of around $210,000.

Sanchez credited Mayor Chris Lain and the various department heads for this accomplishment.

The council also approved the appointment of Sanchez as Mayor Pro Te, Phil Jensen as City Attorney and the current configuration of city committees, all for the upcoming year.

Annual Water Rate Increases The council unanimously passed the first read-

ings of three ordinances which will enact the annual three percent hike on water rates for residential, commercial and industrial properties, based on water usage per one thousand gallons.

Lindeman explained these raises are necessary to offset rising costs. The second reading of these ordinances will be at the next council meeting, on Tuesday, May 26.

The council approved the following payments for the Wacker Road project:

Fireworks Canceled

In light of the ongoing pandemic, the council voted to cancel this year’s Fourth of July fireworks display, after a motion from Alderman Roger Husband which was seconded by Alderman Jeff Griswold.

Alderman Nick Law asked if other communities had canceled theirs and Fire Chief Shawn Picolotti said that he had heard most of the larger displays, such as Galesburg, had already been canceled, but hadn’t heard about more local ones.

The council voted in favor, with Law and Alderman Deb Long voting “nay.”

“It’s not something you want to do, but we’re not going to be able to do the fundraising for it,” Lain said. “We don’t know when gatherings of over 50 people are going to be opened up and if it does open up maybe we just really have a great parade, that we can pull together quickly.”

BY CODY CUTTER AND JEFF HELFRICH Shaw Media MORRISON – No one in Whiteside County will be cited or arrested for violating Gov. J.B. Pritzker’s stay-at-home order, Sheriff John Booker said Saturday.

The order is in place for at least two more weeks, and with a rising number of people seeking to get around it, the governor took a stance this week that law officers will be fining and arresting people who violate it – and if they don’t, they also will face the consequences.

Not so fast, Booker said.

Enforcing the order, “that’s more of a judicial thing than a law enforcement order, I believe, the way I interpret it, as it’s interpreted in Whiteside County,” he said. “It’s a very gray area, and it needs to be settled in the courtroom, not in a sheriff’s office or a police department.”

So far, his department has handled only a few issues, and they were solved by persuasion, Booker said.

Ogle County Sheriff Brian VanVickle took to Facebook last Thursday to make his position clear: His office also will not fine or arrest any individuals and business owners violating the stay-at-home order.

VanVickle said he fielded calls this week from area pastors asking if he’ll arrest them if people gather for church services.

“As a constitutional officer, I never expected to take a call like that in my career.”

His post came after the Illinois Sheriff’s Asso-

ciation said on its Facebook page that the Democratic governor’s idea of punishment is “outrageous” and “insulting,” and that he did not consult with the association before making his remarks.

VanVickle is on the ISA executive board.

The association did not take well the threat of retaliation from the governor’s office.

“Apparently, these consequences now include the threat of litigation and loss of funding, includ-

ing funding that has been designated through the Federal Cares Act that was designated to units of local government,” the ISA statement said.

“Illinois sheriffs have been elected by their local citizens to keep their communities safe, a trust that every sheriff and sworn law enforcement officer holds dear. It is outrageous that the governor is threatening retaliation against these leaders and the men and women of their offices.

“He is insulting heroic police officers, corrections officers and local voters.”

VanVickle said his office will continue to stress that people practice social distancing, hand washing and wearing a mask when social distancing is not possible.

“I am in no way advising you to defy the order currently in place,” VanVickle said. “I’m explaining how the Ogle County Sheriff’s Office views the current order. Individuals holding professional licenses should consider potential revocation if they defy the governor’s order.”

That said, the order is not a law, and so there is no mechanism in place to charge, arrest or fine someone who violates it, he said.

Lee County Sheriff John Simonton could not be reached for comment Saturday.

Booker is a Democrat, VanVickle a Republican.

“The response from sheriffs has been bipartisan,” VanVickle said. “It’s not a political issue.”

The ISA has reached out to the governor’s office for clarification on this issues and more, but received no response, he said.

“It gets us to where we’re at today. People are confused. This could have been avoided.”

OBITUARIES VICKI L. STIEFEL-LARTZ PEARL CITY – Vicki Lou Stiefel-Lartz, born Aug. 25, 1956 to Wilbur and JoAnn (Gates) Stiefel, passed away at home, after a long and courageous fight with cancer, surrounded by her family on May 10, 2020.

Born in the middle of 10 siblings, Vicki grew up in the hills of Apple River where she recalled many fond memories of her mom singing to all of her siblings as they worked together on the farm and were rocked to sleep at night.

Vicki graduated from Warren High School in 1974. She was crowned Dairy Princess for the JoDavies County Fair in that same year.

Vicki married Tom Lartz on Sept. 9, 2000. Vicki and Tom farmed together up until her passing.

Together they have six children, 10 grandchildren, and two great-grandsons.

Wil Lartz of Pearl City, Michael (Bex) Brinkmeier (Zizi) of Portland, Oregon, Kari (Jamie) Scobee (Isabelle, Joseph, and Brianna (Jay) Laupp (Keston)) of Lanark, Sabrina (Andrew) Kauffman (Aurora, Elydia, and Reuben Vic) of Westfield, Indiana, Jesse (Jill) Lartz (Alex and Jackson) of El Paso, Illinois, and Beau (Danialle) Lartz (Nora and Emma) of New Lexington.

Vicki was an active member of the Yellow Creek Church of the Brethren in Pearl City. She took charge of vacation Bible school, Christmas pageants, and Sunday school. Vicki also spent time with the Church of the Brethren IL/ WI District Youth Group and Cabinet chaperoning retreats and leading service projects.

Vicki spent many summers at Camp Emmaus as a counselor and director.

She always felt at home there.

Family was the heart of life for Vicki with Christmas being her favorite holiday. She also enjoyed working outside and always prided herself in her beautiful landscaping of the yard and garden.

Vicki enjoyed collecting chicken statues and decor. She also loved having bird feeders around the house to watch the different types of birds come and feed.

She loved spending time crafting and sewing.

Vicki is preceded in death by her father, Wilbur Stiefel.

Vicki is survived by her husband, Tom Lartz and her mother, JoAnn Stiefel.

Vicki also leaves behind her siblings,

children, grandchildren, and great grandchildren.

In lieu of flowers, the family has established a memorial scholarship to honor Vicki. A memorial for Vicki will be published online in the near future and will be viewable on Facebook and the Law-Jones website.

The family will also host an in-person celebration of life at a later date.

MARCIE M. KRUSE LANARK – Marcie M. Kruse, age 78, of Lanark, passed away Saturday, May 9, 2020, at Liberty Village in Freeport.

Marcie was born Dec. 23, 1941, in Forreston, the daughter of Max and Betty (Smith) McKean. She grew up in the Milledgeville and Lanark areas.

On April 11, 1978, Marcie married Darryl Kruse, in Livingston, Montana.

Montana became a special place for Marcie and Darryl. Every year they’d travel there, often by motorcycle. Marcie cherished her motorcycle trips with her husband, with whom she celebrated 41 years of marriage, before Darryl’s passing.

Marcie’s passion in life was that of a wife, mother, and by extension...a cook.

Feeding you was one of the ways that she showed her love. In fact, she often operated as though all life’s problems could be fixed by a tasty meal, and even tastier desserts, oh, and of course, coffee! This woman was a real culinary talent.

Her family would regularly witness her turning a couple of random items in the refrigerator into a gourmet meal.

She was also quite proud of her laundry.

That may sound trivial, but much like feeding her family, this was a way she could care for those she loved. She had the whitest whites you’ll ever see.

The “whiteness” of her towels, many of them nearly 50 years old, could only be described as miraculous.

You don’t become a great cook and a magician with the laundry without an immense level of care and devotion.

Fittingly, this was exactly how she approached her true passion...her family.

She will be dearly missed by her children, grandchildren, great-grandchildren

and many more family and friends. Marcie is preceded in death by her husband and her parents.

It was Marcie’s wish to offer a special thank you to the Lanark Fire Department. As her husband’s health, and in turn, her own health deteriorated, the Lanark Fire Department was called to their home for assistance numerous times.

The kindness and patience they showed Marcie and Darryl will always be held in high regard by their family.

MARY E. WEBER CHADWICK - And on the ninth day, God made a farmer’s wife...

Mary Elizabeth (Ritchie) Weber, age 92, went to be with her Lord and Savior on May 9, 2020.

A private family burial service was held May 13 at Chadwick Cemetery.

Mary was born on March 18, 1928 in Savanna, to Marshall and Bessie (Campbell) Ritchie. She grew up in the rural schools near Zion and Mt Carroll and graduated from Lanark High School in 1946. Mary worked as a switchboard operator in Lanark through her late teens.

She married George Weber, a farmer from Chadwick, on Nov. 30, 1947.

Together, they had three children, Donald (Deb) Weber of Minooka, Christine (Robert) Wiltshire, and William (Margo) Weber, both of Chadwick.

Mary took immense pride in being a farmer’s wife and being the meal provider for those in the field. She spent countless hours in her large garden and was known far and wide for her chocolate chiffon cakes.

Mary spent many years serving her

Lord as a founding member of the Chadwick Evangelical Free Church and faithfully supported her missionaries.

She enjoyed participating in the Farm Bureau women’s committee and every year she looked forward to her Lanark class reunion. She so enjoyed the months when her sister Ruth would come to visit from Alabama.

She never missed a Saturday night with Lawrence Welk, and you never found her in her chair without a good book and a kitty on her lap.

Mary had a spirit that loved animals well, nearly all. She raised every domestic and wild animal in the northwest in a cardboard box in the kitchen - cats, dogs, cows, pigs, rabbits, ducks, chickens, raccoons, a fox, and even a squirrel.

George facetiously scowled when she wouldn’t take in a coyote.

When Mary became a grandmother, she wasn’t just “Grandma Mary” to her grandkids; she was “Grandma Mary” to everyone.

Time slowed down when you sat with her on the swing under the hollow maple, in the kitchen at the table, or in the second to last pew on the left in the sanctuary.

When she called you “honey” you felt you were her world. There was no better listener than this Grandma. And her big hugs wrapped you up in a way that never let go. She will be missed by so many.

She waits in heaven for her sister, Ruth Manning of Jacksonville, Florida; children; grandchildren, Jennifer (Jason) Wolff, Amy (Jacob Chapman) Wiltshire, Heidi (Jason) Hall, and Melody (Chris) Stauffer; and great-grandchildren, Jordan, Jackson, Trey, Will, and Eva. She meets in heaven her parents; infant grandson, Bobby Wiltshire; and husband George.

In lieu of flowers, memorials may be sent to the funeral home in Mary’s name.

ROCKFORD - Due to the COVID19 pandemic, Wild Ones Rock River Valley Chapter will present online program venues to the public.

On Thursday, May 21, at 7 p.m., Nathan Kutok and Ben Davies will present the program, “Amphibians and reptiles found in natural habitats of Northern Illinois,” with an emphasis on habitat associations, relative distribution, and local conservation efforts.

Kutok will attend Southern Illinois University – Carbondale this fall, majoring in wildlife biology and conservation.

He has assisted with several regional herpetofaunal inventories, assisted the McHenry County Conservation District in a survey of smooth green snakes, and is doing a

study on the ecology and distribution of crayfish snakes. He is on the seasonal stewardship staff of the Boone County Conservation District.

Davis is a junior at the University of Wisconsin – Stevens Point, majoring in forestry-ecosystem restoration and management, with a focus on botany, plant ecology, and ecosys-

tem restoration. He has interned with Citizens for Conservation in Barrington and also has worked as a seasonal employee for the Boone County Conservation District.

Surviving nephew, Greg Durocher, from San Diego, and niece Patricia Durocher and nephew, Steve Durocher from San Antonio, loved him and encouraged him from afar. He is also survived by sister-in-law, Estelle Hautz, and brother-in-law, Kenneth Watkins, both of Poquoson.

Robert was a veteran of the Navy and served for several years.

After his time in the Navy, he worked

at Universal Leaf Corporation for over 50 years as a tobacco inspector.

He was also a member of the Tabernacle United Methodist Church in Poquoson.

OBITUARIES ROBERT H. MILLER HAMPTON - Robert H. Miller, a loving father and grandfather, passed away on Friday, May 8, 2020.

Robert was born in Lanark and moved to Poquoson, Virginia, where he lived for over 60 years.

He is preceded in death by his wife, Shirley Watkins Miller; parents, Harve Miller and Verna Spinka Miller; and sister, Wilma Durocher.

How Does Alcohol Affect the Teen Brain?

Teen Drinking and Driving – A Dangerous Mix

According to the 2016 Illinois Youth Survey taken by Carroll County Students

Car crashes—the #1 killer of teens—take about 3,000 young lives every year. As a parent, you should know that the main cause of teen crashes is driver inexperience. All new drivers—even high academic achievers and “good kids”—are more likely than experienced drivers to be involved in a fatal crash. It’s a fact.

Teen drivers are three times more likely than more experienced drivers to be in a fatal crash. Drinking any alcohol greatly increases this risk for teens.

• An average of one alcohol-impaired-driving fatality occurred every 53 minutes in 2015. (NHTSA) • One in 10 high school students drink and drive. (CDC) • Young drivers (ages 16-20) are 17 times more likely to die in a crash when they have a blood alcohol concentration (BAC) of .08% than when they have not been drinking. (CDC) • Approximately one-third of all traffic crash fatalities in the United States involve drunk drivers (with BAC of .08 or higher).

(NHTSA) As a parent, you have the greatest influence over your teen’s behavior. In fact, leading experts believe parents play a key role in preventing teen car crashes and deaths. Here’s what you can do: • Understand that most teens who drink do so to get drunk.

• Recognize the dangers of teen drinking and driving and that teen drivers are at much greater risk of crashing after drinking alcohol than adult drivers.

• Provide teens with a safe way to get home (such as picking them up or paying for a cab) if their driver has been drinking.

• Model safe driving behavior.

• Consider tools like parent-teen driving agreements to set and enforce the “rules of the road” for new drivers. Safe driving habits for teens include the following: never drink and drive; follow state Graduated Driver Licensing (GDL) laws; wear a seat belt on every trip; limit nighttime driving; set a limit on the number of teen passengers; never use a cell phone or text while driving; and obey speed limits.

The good news is that you can make a difference by getting involved with your teen’s driving. Learn about the most dangerous driving situations for your young driver—and how to avoid them.

BRIEFS The Carroll-JoDaviess county Cancer Relay for Life Survivor Dinner & Luminaria Ceremony scheduled for June 13 has been canceled due to the coronavirus.

The committee feels it is in the best interest of all our cancer survivors to not host a dinner this year. We want to keep all of the cancer survivors as safe as possible. Golf outing benefits hospice DEER VALLEY – Rock River Hospice & Home, a United Way Agency, along with CGH Medical Center and The Cornerstone Agency, will have its Golf for Hospice Week Fundraiser July 6-10 at Deer Valley Golf Club, 3298 Hoover Road.

This new format for 2020 offers registered golfers the flexibility to enjoy a round of golf any day of the week during July 6-10.

Chadwick Library offers adult reading program CHADWICK – Chadwick Public Library’s winter Adult Reading Program was a success in spite of having to go to “curbside service” at the end of the program.

Sixteen participants took part, totaling 109,709 pages read. TBK Bank and Judy Jones provided prizes to be given away through a drawing at the end of each month. Mary Aude won January’s prize, Deb Meiste won in February and Harold Andresen won the final drawing in March.

Each participant who completed the program was awarded a gift certificate at Shortie’s Restaurant in Chadwick.

Mary Aude read the most pages at 15,890 and won an additional gift certificate at the location of her choice.

Its time for scheduled vaccinations, well visits

BY CODY CUTTER Shaw Media Now that clinics, hospitals and other providers are phasing routine health care back into their schedules, it’s time to get back to getting children their scheduled vaccinations and well visits, local professionals say.

Many people are scared to coming into health centers for fear of contracting COVID-19, and that includes parents who are putting off such routine care, KSB Hospital pediatrician Dr. Natasha Noel said.

KSB’s Edwards Clinic in Dixon is seeing about a 70% decline in pediatric appointments, particularly for vaccines. That “is a big problem for those children and for the community,� Noel said.

Measles or whooping cough are major illnesses that can run rampant without vaccinations, she said.

Nationwide last year’s, measles cases were the highest in 25 years, and most cases were from those who were not vaccinated. Many also contracted pneumonia and encephalitis. “Vaccines protect not only the individual but the community. We cannot have a generation that may be under-vaccinated and run the

In addition, in-person checkups of newborns are important to identify potentially dangerous developmental or congenital issues, Noel said.

The drop in visits at KSB comes even as the Lee County Health Department is cancelling and referring immunization visits to KSB or CGH Medical Center in Sterling, said Melissa Feit, the department’s director of maternal and child health.

Right now, the health department “is consumed with the COVID-19 pandemic response,� she said. “The hospital and clinic setting during this pandemic is better able to have a different strategy for immunizations than our health department to ensure that immunizations along with well child care are still being offered to our communities,� Feit said.

FHN Memorial Hospital in Freeport, which has clinics in Ogle and Carroll counties, also has seen a

drop in recent vaccinations.

Appointments can be made early in the morning to prevent children from coming in contact with other patients, and quick, vaccine-only visits can be arranged, said pediatrician Dr. Adam Angelilli.

He encourages parents not to skip required or recommended vaccinations out of fear – the end result could be worse than not vaccinating. “There’s always a risk of other emerging infections, especially with vaccine-preventable infections,�

Angelilli said. “As a parent myself, I always look at it as what’s the worst that could happen, and can I live with that outcome as long as I know that I’ve done everything that I can to prevent them from happening. I don’t know if I could live with the guilt or regret.�

Now that children are home most of the time, sometimes the only person outside of the household who has eyes on them may be their doctor, Noel said. “We also use these visits to check in on their mental health. That is why well-child visits must continue for all children and youth.�

COVID-19 UPDATE

BY ERIC INGLES Shaw Media Whiteside County reported four new COVID-19 cases on Sunday: three people in their 90s and one in his or her 50s.

Whiteside County has now had 123 positive COVID19 cases and nine deaths.

Ogle County will report all of its weekend cases on Monday. Lee County will only report on weekends only if it has a new case, and did not issue any report on Sunday.

Ogle County had 174 total cases, 101 recoveries and two deaths when it last reported on Friday.

Saturday, Lee County reported 78 positive cases, one death and 19 recoveries.

Carroll County last reported a new case on May 10, it’s 12th, with two deaths.

Statewide, there were 1,734 new COVID-19 cases on Sunday with 51 additional COVID-19 related deaths.

There have now been 94,191 cases in Illinois with 4,177 deaths.

Additionally, testing statistics are provided the Illinois Department of Public Health for municipalities

by ZIP code, if it has more than five cases.

According to that data, as of Saturday, there are 58 positive cases out of 338 tests in Sterling, 62 out of 721 in Dixon, 26 out of 199 in Rock Falls, 118 out of 863 in Rochelle, 17 out of 62 in Fulton, nine out of 66 in Polo, eight out of 138 in Oregon, seven out of 110 in Morrison, and six out of 109 in Mt. Morris.

One year these agricultural sprays in late July killed all of the birds in the area, and not one single bird was seen in the area for two weeks.

Ingram recorded only 42 different species on May 9 of birds seen, or heard, from dawn to dusk.

Only a single bird of many, many species was seen or heard, including; red-tailed hawk, barred owl, great-horned owl, common flicker, white breasted nuthatch, orchard oriole, indigo bunting, vesper sparrow, and field sparrow.

He was not able to document some common birds such as turkey, pheasant, wood duck, bluebird, kingbird, hairy woodpecker, pileated woodpecker, tufted titmouse, white-throated sparrow, swamp

Some of these he had seen the day before, and some the day after the Big Bird Day. To help the Eagle Nature Foundation in their efforts to preserve the bald eagle, Ingram uses this event as a way to raise money for the Foundation.

He is asking people to pledge dollars for every species of bird that he saw on that day, or just send in a donation.

Last year he saw or heard 42 species, and this year 42 species, but many were different species.

Infamous embezzler seeking a compassionate release from federal prison, cites COVID-19

Former Dixon comptroller files motion raising health concerns about pandemic

BY KATHLEEN A. SCHULTZ Shaw Media The federal defender appointed to represent former Dixon Comptroller Rita Crundwell in her bid for compassionate release from federal prison has at least two more weeks to come up with the documentation needed to support her request.

In his motion May 13 seeking an extension beyond the Friday, May 15, deadline, Paul E. Gaziano told Judge Philip G. Reinhard that he needed more time to get the 67-year-old’s medical records from the Bureau of Prisons.

The prosecution did not object, and Thursday, Reinhard gave Gaziano until May 29 to file the documentation.

Dixon’s former city comptroller is asking for compassionate release from Pekin federal prison – and to be returned to her family in Dixon – because of her fear of contracting COVID-19 given a wide range of health issues.

“I know at my sentencing you felt I was not given a death sentence with my projected age of release of 77, but now with my deteriorating health condition, and the danger of the COVID-19 pandemic, I feel I have been given a death sentence,” Crundwell wrote in a 7-and-a-half page handwritten request to Judge Philip Reinhard, filed April 27 in federal court in Rockford.

In his response, filed April 29, Reinhard said that, per statute, Crundwell can file a motion seeking compassionate release after she “has fully exhausted all administrative rights to appeal a failure of the Bureau of Prisons to bring a motion on the defendant’s behalf or the lapse of 30 days from the receipt of such a request by the warden of the defendant’s facility.”

Crundwell said she had filed such a request with the warden at Pekin on April 22 and was awaiting a response. She asked Reinhard for a reduction in her sentence so that she will have served half, or compassionate release if the warden denies her request.

The judge will file his ruling by June 5; the defense will have until June 26 to file its response.

Reinhard sentenced Crundwell on Feb. 14, 2013, to 17 years and 5 months for wire fraud.

Crundwell stole close to $54 million over 20 years from the town she lived in her entire life – and under the noses of people she had worked with since high school, and who considered her a close friend.

It was the biggest municipal theft in U.S. history.

In her letter, Crundwell cites several reasons she believes meets the criteria for a compassionate release. They include her age, 67; health issues; her status as a model, minimum-security prisoner, which already has shaved 5 months off

Those are among the considerations Attorney General William Barr has said must be met for a federal prisoner to be released to home confinement.

Should she be allowed to come home, she would pose no danger to the community, she wrote.

To be released because of the virus, the Bureau of Prisons has said in a memo that it is prioritizing prisoners who have served at least half of their sentences, or who have 18 months or less left and have served 25% of their sentences.

Crundwell is two years away from the 50% benchmark.

Originally set to be released March 5, 2030, her new release date is Oct. 29, 2029.

As for her health, in her letter Crundwell cites “several” issues, including “chronic hypertension, high cholesterol, chronic pain from severe scoliosis, and a pinched sciatic nerve in lower back causing constant pain and numbness to my toes.

“I had one hip replaced 8/17 in Carswell Medical Center and the doctor warned the other hip will need to be replaced due to deterioration caused by arthritis. I currently have only 56% of my kidney usage remaining due to the large amounts of ibuprofen I was prescribed for four years by the doctor in Waseca, Minnesota, for the chronic pain. …

“I also just had a mass removed April 20, 2020,

from under my right arm that they were afraid might be a malignant tumor due to my long family history of cancer.”

Crundwell was arrested April 17, 2012, at Dixon City Hall, and the story that unfolded detailed a lavish lifestyle with millions siphoned from city coffers and spent on building an international quarter horse empire, multiple homes, clothes and jewelry, all while her hometown struggled to repair roads and pay its bills.

According to the BOP Information, Policy and Public Affairs Division, Crundwell was at Waseca from June 3, 2013, to Jan. 25, 2017, when she was transferred to the Federal Medical Center in Carswell, Texas.

She was transferred to the Federal Transfer Center in Oklahoma City, Oklahoma, on April 10, 2018, and to a minimum-security satellite camp at Pekin federal prison, about two hours away from Dixon, 6 days later.

Crundwell has two surviving brothers, Ray “Doc” Humphrey Jr. and Richard Humphrey, with whom she says she would live, and two sisters, Carol Beardin and Linda Burkitt, all of Dixon. Her brother Roger Humphrey died Dec. 11; he was 77.

If released, she said she will seek employment and help her brother out around his farm in rural Dixon.

“I will be very low-keyed,” she wrote. “I am going to do everything possible to make up for my mistakes. I have taken responsibility for my actions since the first day.

“I will do anything in my power to repay the citizens of Dixon for my crime.”

While large packers were shut down due to the virus, they have gotten so many calls they are booked out till March of 2021 (this is last I knew).

While it is great business, they were also getting 100+ calls a day.

I am saddened to see that two of our former long time Women’s Committee members have passed these last few weeks.

First Edna Buchholz. Edna was 101. I remember celebrating her 90th birthday in the board room while were doing our remodeling project.

Edna had served as chair of the Women’s Committee a number of times and along with that duty came serving on the CCFB Board of Directors as well. She was a key part of the group.

ing room table typing my column, I think of the confusion my pets are having.

Our dog has anxiety. She will be three in July. Everything seems to freak her out.

Her big thing lately has been she wants to go out and play all the time, which I understand but when I take her for a walk in the first block her anxiety gets to her stomach. However, she doesn’t understand why I am not out playing with her in the yard.

She has even caught on when I let her out only to fence her in the backyard and come back in.

She now makes me walk out all the way before she will come with me.

Poopy’s sues governor, claims orders unlawful

BY KATHLEEN SCHULTZ Shaw Media SAVANNA – Poopy’s Pub & Grub is suing Gov. JB Pritzker, saying he lacks the statutory authority to issue executive orders putting restrictions on businesses during the COVID-19 pandemic, and therefore a cease-and-desist order issued to the biker bar as a result of such an order should be voided.

In addition, only the Carroll County Health Department, acting through the Illinois Department of Public Health, has the “supreme authority” vested by the constitution to shut a business down for health code violations, and it has not done so, says the suit, filed this morning in Carroll County Circuit Court by Greenville attorney Thomas DeVore, who represents Poopy’s owners Peggy and Kevin Promenschenkel.

DeVore also represents state Rep. Darren Bailey, R-Xenia, who also is challenging Pritzker’s authority to issue successive 30-day disaster proclamations.

The restaurant and bar, a popular destination for motorcyclists throughout the region, does the bulk of its business during the riding season. It opened for curbside delivery May 1, and was shut down Wednesday for allowing patrons to eat and drink beverages, including beer, “on premises” – in this case, outdoors at tables spaced 10 feet apart.

Should the health department have shut Poopy’s down for health code violations, there would have been measures Promenschenkel could take to appeal the action; under the emergency declaration, those measures don’t exist, which is a violation of his due process rights, the suit said.

Not only has it not investigated

Poopy’s relative to this incident, “at no time has any of Poopy’s activities on their business premises met with any resistance from the local health department,” the suit said.

When the county “did not find it necessary to take action against Poopy’s,” that’s when the Illinois Liquor Control Commission stepped in, DeVore said in the suit.

Calls seeking comment from Carroll County Health Department Administrator Craig Beintema were not returned this afternoon.

“Please be advised that your establishment is unlawfully operating amidst a declared limitation on services that is necessary and proper to prevent further spreading of the COVID-19 pathogen,” said the cease-and-desist order, which Promenschenkel posted on the bar’s Facebook page.

many public officials and under the advice and authority of state public health officials, the governor of the state of Illinois has ordered that on premises consumption cease at establishments serving food and beverages.”

Poopy’s is not shut down: The bar and restaurant portion remains open Friday through Sunday for curbside service, carry-out and delivery, as is allowed under the order.

Why the ILCC involvement?

“By statute the ILCC has authority to take action on the state liquor license of an establishment found to be unlawfully operating,” commission spokesman Terry Horstman said in an email. “So if this establishment is selling alcohol in a manner not allowed under the current stay-at-home order, the ILCC would

SHAW MEDIA The requirement to wear face masks or face-coverings in public spaces, as a result of Gov. JB Pritzker’s Executive Order 2020-32, has sparked some support, some complaints, and a good deal of controversy. Many people complain that they are not sure of the rules, or what to do in various situations.

The Illinois Department of Public Health posts guidelines at idph.illinois.gov that can answer many of those questions and clear up much of the confusion.

The following, taken from the website, explains the rules for wearing face-coverings at a business “or other place of public accommodation,” and how to handle potential incidents of discrimination that may result from wearing, or not wearing, a face-covering, based on the Illinois Human Rights Act.

When face-coverings are required • What does it mean to wear a face-covering?

A face-covering is a mask or cloth face-covering that is well secured and covers your nose and mouth. The face-covering should allow for breathing without restriction. There is no requirement to wear a hospital-grade mask or other specific type or brand of face-covering. You may wear a homemade face-covering, provided that it fits closely and covers your nose and mouth.

• Who is required to wear a face-covering?

They do not have fevers, coughs, or other symptoms of COVID-19. However, they could, unknowingly, spread the virus to others. Wearing a face-covering prevents the spread of COVID-19.

• Can a store or business turn me away if I do not have a face-covering?

Yes. A store or business can generally prohibit you from entering the building if you do not have a face-covering in order to protect the health of

others. However, if you have a medical condition or disability that prevents you from safely wearing a face-covering, then you should speak with a store employee about a reasonable accommodation to help you obtain the services you need without endangering your health or the health of other shoppers.

• Am I required to wear a face-covering if I have already had COVID-19?

Yes. Even if you have already had COVID-19, you still may be contagious or have the ability to pass the virus to others.

Exceptions and reasonable accommodations • Can a business require that I remove my face-covering in order to check my identity?

Yes. There are certain circumstances when you may be required by a business to temporarily remove your face-covering for the purpose of checking identification, such as if you are purchasing alcohol, cannabis, or certain medicine.

If you are asked to remove your face-covering in order to check identification, you should stand behind a partition, when present, or at least 6 feet away from other people and remove your face-covering carefully and without touching your face or the inside of the face-covering. You may ask the business to use hand sanitizer before removing your face-covering.

• What if I have a medical condition or disability that prevents me from wearing a face-covering?

It’s difficult, Promenschenkel has noted, to eat or carry food away on a motorcycle, and motorcyclists are the bulk of his customers.

In the post, he advised them not to open their beverages before they “get to the top of the hill,” warning that authorities “will be here waiting for us to make a mistake.”

Promenschenkel has said he has lost two-thirds of his business to the coronavirus outbreak, and his is “a business fighting for our life.”

Poopy’s also has a store and tattoo parlor; the store opened for online sales last week.
