School board postpones vote on school move BY MICHAEL MILLER For the Prairie Advocate After months of speculation, discussion, multiple presentations, push back from community groups and individuals and disagreement among board members, the West Carroll School Board elected to put off any vote on the future of the district high school building at this time. However, board members emphasized they would continue to review and discuss the proposal. A vote on the restructuring of the Middle School in Mt. Carroll to accommodate high school students was on the board’s April 15 meeting agenda, but at the beginning of the meeting, board member Beverly Kilpatrick motioned to change that action item to a discussion only item and the rest of board unanimously agreed. Kilpatrick also apologized to the board for posting on Facebook, saying she had “allowed my emotion and anger to overcome my reason, and I know better than that, and I have been trained better than that, and I apologize to all of you for doing that.” The public comment section included comments from Saman-

She said the West Carroll teachers were “100 percent against” the high school closure. She urged the board to listen to the teachers, who she called “the true leaders of West Carroll.” Savanna Mayor Chris Lain said he was shocked to see the action items regarding the district restruc-

turing on the agenda this evening. “To have a presentation, then a vote ten minutes later is insane,” he said. “The board members should take the time to read over the presentation and get other questions, look at every aspect of what that presentation is before taking a vote. For the life of me, I do not understand why this is such a huge emergency that needs to be rushed so quickly.” He said he understood that meeting have to take place even in the current environment, but that he “wouldn’t expect anything other than essential business to take place, definitely not a vote to close a building and restructure during a global pandemic.” He said he felt a meeting occurring online “where people are not fully able to participate is the opposite of transparency.” He urged the board to get the community involved more, and wait until after the Shelter in Place order was lifted before proceeding. Denise Noordoff said she felt the West Carroll School district was being destroyed. “Morale is low and no one feels like they matter to the district. Good people are planning on leaving; good

Kathy Christensen echoed Lain’s thoughts, saying she didn’t feel these action items should have been on the evening’s agenda. “We are in the midst of a pandemic that has challenged our lives and world in a way that has never been experienced before. building. He also said in this case community involvement had been “nearly non existent”. He asked that the board vote no on any closure of the school for the coming year and to adopt a similar process that was presented by Dr. Hansen in examining the situation. Juanita Holmes said the key to the decision should be how it affects the district’s children. She said she did not see how closing the high school would be better for them, given early lunch times,

larger classrooms, more stressed teachers, less teacher/student interaction time and other factors. She referenced the West Carroll teachers’ opposition to the closure, and urged the board to vote “no” on it. Manny Castro said he didn’t think any decision should be made regarding the building closure during the pandemic. He also felt that the teachers’ opposition should be a key factor in the decision. He also cited growth programs in the area that could impact economic development which could also positively affect the district. He urged the board to slow down and get the decision right. Kristine Sullivan said she was curious about the thought process going into putting these action items on the agenda, and noted that this had caused a lot of anger on social media. “The lack of empathy and constant conflict between our superintendent, our board of education, and our community is damaging the reputation of the West Carroll School district,” she said. Board member Fred Tipton thanked everyone for their comments and said he thought the board and community could work together better if everyone stopped “pointing fingers and just get at the task that’s ahead.

TIF letter for craft grow facility is approved

BY MICHAEL MILLER For the Prairie Advocate SAVANNA —The Savanna City Council approved TIF letters of intent pm April 14 for two properties that are intended for use as adult use cannabis growing and dispensing. The meeting, held via Zoom due to Illinois’ Shelter in Place mandate, had no technical issues, and was attended by all council members save Alderman Roger Husband. Ronald Glassner of Big River Harvest, LLC, requested TIF assistance to induce development at 115 Main Street (the old True Value building), which he intends to buy and develop. Mayor Chris Lain described this business as a “craft/grow facility” and noted that he’d seen plans for the business. “It is quite an impressive project,” he said. Once the application for aid is approved, the business planned to be growing product in three weeks. When questioned by Alderman Jim Friedenbach about numbers of assistance for the business, Lain said he knew this would be a $300,000 purchase with plans to tear down buildings in the back and put a “second drying facility” there. He added that plans were for 30 jobs to be created, at $20 per hour. Glassner also submitted a request for TIF assistance for the property at 701 Main Street (the old Pizza Hut), which Lain said was intended for use as a dispensary. The council also approved a TIF letter of intent from Marilee Beck, owner of Shiver’s, to improve the parking lot and some painting and window replacement, encompassing properties at 700 and 708 Main Street.

These approvals were the first of many steps along the way to TIF reimbursement.

Finances Finance Chairman Pat Sanchez delivered summaries of five committee reports, with several highlights. The committee recommended granting a pay raise for Marketing Consultant Breanna Junk, to $30 per hour, not to exceed 25 hours per week, and $20 per meeting attendance, not to exceed five hours per month, beginning May 1. The council unanimously approved this recommendation. Sanchez reported that the city was ahead on revenues so far, but he expected that to change by the end of April, due to extension for submitting licenses fees for some businesses due to the corona virus crisis. Total revenues so far are 1, 229,900 and 1,223,000 was budgeted for the year, Sanchez said.. With one month

left, the city still has $316,396.00 in its coffers. Sanchez said the city is currently “in the black” approximately $112,000, and that he felt the department heads “are doing a great job” with the budget. The Finance Committee directed the Treasurer/Comptroller to write off six delinquent water/sewer accounts, totaling $2127.35. The council approved partial demolition expenses for the property at

Carroll. This is scheduled for bid letting on June 12, with work to begin soon after. The council also approved the appointments of Robert Stretton III to a 2 year term to the Fire Pension Board, Brittany Hatteberg to the Police Pension Board, and Craig Hatteberg to the Planning and Zoning Board to a three year term, as well as Shawn Picolotti to the Planning and Zoning Board, for a three year term. The council also approved: • A resolution to induce development at 411 Main Street (Pool 13 Cafe). • A use agreement for the group doing the Great River Rumble, the property being the former sewer plant area, on June 27 and 28 . These are kayakers who will use the area for camping.

BY ERIC INGLES eingles@saukvalley.com MORRISON – A global pandemic cannot stop work on the Morrison Community Hospital expansion. Crews are still at work pouring concrete and erecting steel for the $20.5 million project, which broke ground in September. Plans are to either add or renovate 80,000 square feet of space, including five additional emergency room bays, with one serving as a trauma bay, an ambulance canopy and an additional operating room. “As far as the construction process, the contractors themselves already wear protective equipment to do their jobs,” and also build barriers to separate themselves from the employees and patients, Marketing Director Mick Welding said. “Nothing there has changed because of COVID-19.” Everything is still on schedule, with rain slowing things down more than the virus. “We’ve been talking about late spring, early summer 2021,” Welding said. “I think we’re there. As parts of the hospital expansion are completed, then the state of Illinois will come in and do an inspection before they say it is fit for patients. “So some of the timeframe could be dependent on those inspections, but we’re anticipating things are going to go well.” The framework for the new emergency bays already is up to the north side of the existing hospital. The framework for the two-bay ambulance canopy is done, as is the hospital’s new helipad. The project also will include the new operating room to the east of the hospital along Jackson Street, with the exterior framework already up for that. “You can also make out the new entranceway,” Welding said. “It’s got a canopy area there as well where people will be able to drop off people coming into the main entrance to the hospital.” To the south, concrete has been

OBITUARIES MARIAN G. VAN KAMPEN MILLEDGEVILLE – Marian G. Van Kampen, age 86, of Milledgeville, passed away in the early morning hours of April 16, 2020, at Heritage Woods of Sterling. A private family service will be held, and burial will take place at Chadwick Cemetery. Family and friends are invited to share in Marian’s life at lawjonesfuneralhome. com Marian was born February 14, 1934, in Milledgeville, the daughter of JC “Clifton” and Barbara (Heide) Cartwright. She attended Jefferson Country School in rural Chadwick. On October 10, 1952 Marian married Harold “Bud” Van Kampen in Chadwick. Marian was a loving wife and hard worker, dedicating more than 30 years to Lawrence Brothers Manufacturing in Sterling. In her free time, she enjoyed sifting through rummage sales and tending to her flowers. But perhaps her favorite activity of all, was camping with Harold. Each year they would pack up their trailer and head north to Wisconsin to enjoy the great outdoors. They’d spend their days fishing, boating, and soaking in nature. They often were fortunate enough to make these trips with their good friends Wayne and Fay Dingman, and even after Harold’s passing, Marian made her way to the Wisconsin wilderness on many occasions. Though Marian and Harold weren’t fortunate enough to be given an opportunity to raise their own children, they didn’t let that limit the love they could offer. Marian treated her nieces and nephews like they were her own, showering them with a sort of motherly affection. Her dogs, always beagles, also held a special place in her heart. Marian will be dearly missed by her sisters-in-law, Carol Cartwright, of Chadwick, and Carrie Cartwright, of Dixon; niece, Angeline (Kevin) Kroll, of Hampton; nephews, Elwood (Donna) Cartwright, of Midland, Michigan and Joseph (Karen) Cartwright, of Gilroy, California; grandniece, Haley; grandnephews, Brandon and Chase; and great-grandnephew, Axel. Marian is preceded in death by her parents, James and Barbara; husband, Harold; a son and daughter who both

passed as infants; and two brothers, James Cartwright and Lyle Cartwright.

HARLAN HOLLEWELL MILLEDGEVILLE – Harlan Hollewell was ushered into eternity on Saturday morning, April 11, 2020, by his Lord and Savior. Included in that Heavenly welcoming party were his sweet wife of 70 years, Wilma (Deets) Hollewell, his parents, Howard and Ruth (Miller) Hollewell, and a sister, Lucile (Hollewell) Peugh. Harlan was born, lived his entire life of almost 97 years, and died in the farmhouse north of Milledgeville on Otter Creek Drive. Harlan’s first 8 years of education occurred at Libertyville County School, followed by his high school graduation in the Milledgeville Class of 1941. Harlan served as Class President and was named Valedictorian of his graduating class. Although he was awarded a scholarship in agriculture, Harlan declined that offer in order to work for a neighbor who recognized Harlan’s ability to manage his farming operation, thus allowing Harlan and Wilma to accrue enough savings to be married on Sept. 26, 1945. He later studied agronomy which proved invaluable to the family farming operation in which he became a partner with his father, Howard. Theirs was a typical farm of the era and included livestock production as well as crops of hay, corn, and soybeans. In 1956 Harlan was introduced to the miracle of anhydrous ammonia for depleted farm soil. The astounding increase in production on his own farm led him to share this new discovery with other farmers nearby and eventually became Hollewell Enterprises, Inc. a farm chemical and fertilizer supply business with locations in Chadwick and Lanark. During his career as a farmer and businessman, Harlan was active in the National Livestock Board, served on the Carroll County Board, and was a board member of the Farmer State Bank of Chadwick. Upon retirement from Hollewell Enterprises, he and Wilma served weekly as volunteers at Community General Hospi-

tal in Sterling, she at the reception desk, and Harlan as a chaplain’s assistant. Harlan’s commitment to his faith in God was evidenced throughout his entire life. He was a lifelong member of the Milledgeville Brethren Church, serving many years as a Sunday School teacher, Deacon, choir member, and Bible Study Leader. He and Wilma established a Chair in Evangelism at the Ashland Theological Seminary in Ashland, Ohio. While at his winter residence in Palmetto, Florida, Harlan was active in the Palmetto Presbyterian Church. His gentle spirit and generosity to others spoke beyond mere words. Harlan is survived by his two children, Steven (Anita) of Lanark and Joan (Franklin) Forman of Wheaton; three grandchildren, Sarah (Glenn) Black of Ashland, Ohio, Franz (Emily) Forman of Peoria, Arizona, and Aaron Hollewell of Fairburn, Georgia; and 5 great-grandchildren, Maddie, Katie, and Jackson Forman of Peoria, Arizona, and Gabriel and Caison Black of Ashland, Ohio. There will be a private family burial service at South Elkhorn Cemetery in Milledgeville, followed by a celebration

How Does Alcohol Affect the Teen Brain?

When teens drink, alcohol affects their brains in the shortterm – but repeated drinking can also impact it down the road, especially as their brains grow and develop. Short-Term Consequences of Intoxication (being “drunk”): • An intoxicated youth has a harder time making good decisions. • A youth is less aware that his/her behavior may be inappropriate or risky. • A youth may be more likely to engage in risky behavior, including drinking and driving, sexual activity (like unprotected sex) and aggressive or violent behavior. • A youth is less likely to recognize potential danger. • The likelihood a “blackout” occurs. • Alcohol Poisoning induced by binge drinking may occur. Long-term Consequences of Alcohol Use on the Developing Teen Brain Research shows that drinking during the teen years can interfere with normal brain development and change the brain in ways that: • Have negative effects on information processing and learning. • Increase the risk of developing an alcohol use disorder later in life. (NIDA) According to the Carroll County Illinois Youth Survey taken in 2016, 45.3% of Carroll County teens in grades 8th-12th have drank alcohol in the past year. Our youth also Report that Alcohol is “EASY” for them to get from Social Sources such as Parents with their permission (43%); Any Social Source including Friends, parties, other adults, older siblings or asking a stranger to buy it (55%); and taking it without permission (27.3%); Purchasing it without an I.D.(2%). Ogle County jumps by a dozen new coronavirus cases BY CODY CUTTER ccutter@shawmedia.com The number of local COVID-19 cases exceeded 100 as of Saturday afternoon – 24 of them linked to Hormel’s Rochelle Foods plant, which the health department shut down Friday for 2 weeks. Ogle and Whiteside County health departments reported the highest number of confirmed cases announced in a single day: eight in Ogle and five in Whiteside. The new Whiteside cases are two people in their 40s and 50s, and one person in his or her 60s, the department said in a news release. Whiteside now has 38 cases: 10 since have recovered and three have died. Ogle is only reporting the total number of countywide cases on the day it confirms one.

Similar to other counties in the northern Illinois regional system, Ogle had been reporting the age ranges of each case when announced, but all ranges from younger than 1 to older than 100 years have been reported, the department said in

a news release Friday. As of Sunday, Ogle has 59 cases, with all but five coming after April 4. One person has died. Nearly one-quarter of local cases are linked to Hormel’s Rochelle Foods plant, which was forced to close for 2 weeks by order of the county health department Friday. As of Friday, 24 cases were linked to the facility: 19 in Ogle, three in Whiteside and two in Winnebago County. Read more about the Hormel plant on page 14. Carroll County reported a case Saturday for the first time since April 6, a person in his or her 50s; it now has six cases and one death. Ogle and Carroll have not reported any recoveries. Lee County has 17 cases, three of whom have recovered. Its health department did not report any additional cases as of Saturday afternoon.

Foundation selects scholarship award winners B

ack in March, the Carroll County Farm Bureau Foundation selected its 2020 Scholarship award winners. This year they gave out eight $1,000 scholarships. The general scholarships were available to members and their spouses and/or children who will be attending an accredited college this fall to study an agriculture related topic. Over the next couple weeks, I will be including the winners in my column. Typically, we present their scholarship to them on their awards night at the schools, but I am going to venture a guess that may not happen this year. Two of the winners are below. Shelby Beyers, daughter of Jason and Elizabeth Beyers of Lanark. Shelby will be graduating from Eastland High School in May. During high school she was active in 3.0 Club, National Honor Society member and received the FFA Leadership Award in 2018. She is also active in FFA, Academic Bowl, Golf and was awarded the Cheer Varsity Captain and Leadership award. Shelby will be attending University of Illinois studying

Last week I mentioned was Grain Safety Awareness Week. While most of the youth these days are not on being raised on farms, with school being out, we hope that those who are living on farms are not getting too bored and doing things they should not be. As a youth, I know I was one who

LIBRARY SERVES CLIENTS

CHADWICK – As long as Jo Nell Castellani is its librarian, nothing – not even the coronavirus – is closing the book on her beloved library. Books on the shelves at other libraries might be collecting dust, but not in Chadwick. This Carroll County village has the only local library still making its books available for checkout – actual hold-inyour-hand, flip-the-pages hard copies. “I’m the age where, if I see something online, I’ll print it off and hold it,” Castellani said. “It just doesn’t seem real.” The building itself is closed, but one of the benefits of a small library is that librarians can do things that can’t be done at larger libraries, she said Castellani takes requests for books and DVDs over the phone, by email, or through notes delivered in its dropoff box. She’ll grab the material, do the paperwork on it, put it in plastic sacks with patrons’ names on them, and put them inside a large

He had taken off and I couldn’t get him back in the pen. So, kids, don’t do what I did. Parents, what are you doing during this shelter in place to make sure your kids are safe on the farm? Last year’s grain has quality issues. Children should never enter a grain bin. A lot of equipment is coming out of the sheds including ATV and UTVs. Are the keys taken out of them? What about the lawn mower or lawn tractor? Are there measures in place to keep those who are too young to operate them on their own from getting adventures and doing something they should not? In this crazy time, we are living, we want to make sure that no other incidents are happening to cause tragedy. Life is hard enough on everyone currently. Those that do come are dedicated: The library’s adult book club has read more than 109,000 pages of material so far this year. “It’s really cool for a little town like this to have this support,” Castellani said. “I can only have thank my patrons for being the way they are.” The material still comes with due dates, but Castellani is “extremely flexible” about them. Material that does come back in the drop box gets sanitized with Clorox wipes. “I know where the books are,” she said. “If I’m worried about them, most times I can knock on their door and get them. “People are good, and they’ll bring them back and renew them.” One lady recently brought back
