VA outpatient clinic headed to old Kmart building Building in Sterling has been vacant for past seven years BY KATHLEEN A. SCHULTZ kschultz@shawmedia.com STERLING – The Kmart property, vacant for seven years, is about to rise from the dead. Highlands Development LLC of Kansas City, Missouri, which bought the building at 2901 E. Lincolnway for $1 million, will redevelop it and the other empty buildings on site into a mix of business and retail space, with one major tenant already lined up: The Veterans Administration is moving its outpatient clinic at 406 Avenue B into the larger space. The move will nearly double the clinic’s space, from 10,000 to about 17,600 square feet, said Bryan Clark, with the VA’s Office of Public Affairs in Iowa City, Iowa. While most of the services offered will remain the same, there will be enough room to add a dedicated physical therapy space with a gym, and to update the radiology department with a lab. A home-based primary care unit also will be added, which means some veterans will be getting house calls, Clark said. All told, it will be about a $2.5 million project, and plans are to be up and running in the fall, “around September,” he said. A design for the building, and how much will be remodeled and how much torn down and/or rebuilt, still is being worked out, Highlands developer Chris Williams said, adding that he is working with city officials and expects to have those details in place in the next 2 or 3 months. “We’re very excited to be a part of the community and to clean up something that’s been an eyesore for many years,” Williams said. All VA clinic buildings are leased, and Williams, who was awarded the contract in September, has remodeled buildings in other communities for the federal agency before. The building is nearly 5 decades old: Kmart opened in July 1973 and closed just over 7 years ago, on Jan. 11, 2014. The clinic building, which opened next door to County Market 10 years ago, in November 2011, will not lie fallow: It will become the Illinois Department of Employment Secu-

The old Kmart building in Sterling, which has stood empty for seven years, was sold to a developer who plans to turn it into business and office space, and into a new, bigger home for the town’s 10-year-old VA outpatient clinic rity’s new Sterling office, IDES spokeswoman Rebecca Cisco confirmed. Sterling IDES employees were in an office in Lee Wayne Plaza, 2323 E. Lincolnway, but the building needed repairs and when their lease was up, staff began working remotely. The IDES plans to lease temporary space in Rock Falls before moving into the Avenue B office permanently, when it becomes available, probably in early 2022, Cisco said. Mayor Skip Lee is “thrilled” with the turn of events. “I am ecstatic. The Kmart in Sterling has been an eyesore for far, far too long,” Lee said. “That property as a real diamond in the rough,” a great spot for a developer with a little imagination to do great things, like bring in restaurants, shops, maybe a boutique hotel, he said. “We’re going to do everything we can to help this new developer.” In fact, the building on Sterling’s traffic- and retail-heavy east end is in an area in which the city plans to create a tax increment financing district. TIF districts provide financial incentives to developers who take on blighted areas. Highlands would

be able to take advantage of some of those incentives, such as property and sales tax abatements, should the state OK the TIF. In addition to the Kmart, the area includes the mostly vacant Northland Mall, built in 1977 in the 29800
block of Lincolnway, and a former Beef-A-Roo restaurant. “Maybe that will light a fire under the owners of the mall to do something with that property,” Lee said. “It’s been neglected by its ownership way too long.”

Fire at Cimco takes 10 hours to quell

STERLING – It took firefighters 10 hours on Jan. 19 to extinguish a smoky, smelly fire at Cimco Recycling, 13509 Galt Road west of town. Eighteen fire departments were involved in battling the fire that began around 10:30 a.m., the Sterling Fire Department said in a news release. Roads around the facility were closed for a while because of reduced visibility from the smoke. No one was injured, and the cause of the fire, which burned mainly in a pile of shredded plastic, is not yet determined. Cimco, which also has a recycling warehouse on West Fourth Street in Sterling, often sees several fires a year, as do other recyclers that deal with metal-cutting equipment and fluff and old tires that result from tearing down vehicles. The fire rekindled on Jan. 20 and some fire departments responded to again, extinguish the fire.

One scholarship is available for each Carroll County School District. Applicants who are interested in vocational fields that include but are not limited to: agricultural business, automotive training, Carpentry or construction, CNA, Cosmetology, Culinary arts, Electrical Technician, Emergency Medical Technician, HVAC technology, Radiology Technologist, Welding or plumbing are encouraged to apply. To be considered, a student must submit an application and write a short essay, written in their own words, telling why he/she needs the scholarship, where he/she wishes to attend school and how he/she plans to use the training. Carroll Farm Bureau Foundation offers scholarships COMMENTARY T
he Carroll County Farm Bureau Foundation has recently announced their 2021 Scholarship Opportunities. This year they will be offering six $1,000 general scholarships along with the Harold Schmidt Memorial Forestry Scholarship in the amount of $1,000. To be eligible for all of the scholarships, applicants must meet the following criteria: be a high school graduate; be a Carroll County Farm Bureau member, spouse of a member or member’s child; be accepted for enrollment or be enrolled at an accredited college, university, community college or technical school; exhibit potential for successful completion of course of study; and be a resident of Illinois. The general scholarships require a student to be majoring in agriculture, agribusiness, or an ag-related field. The Harold Schmidt Memorial Forestry Scholarship requires a student to be enrolled in Forestry, Wood Science, Wildlife Biology, Botany, General Biology, or other related disciplines as listed on the application.

Hello Everyone, Well we still do not have any activities going on at the Senior Center due to Covid-19 restrictions. I sure hope this ends soon, however time will tell. Sandra Aude, Local Coordinator for the AARP Taxes, still has not received official word from AARP regarding if they are going to allow their volunteers to do taxes this year. Since they are unsure of what will happen Sandra Aude has ask us to keep a list of names of people who are interested in having AARP Volunteers do their taxes. Sandra stated when they find out what the decision from AARP is they will call you to let you know if they are able to or not able to do your taxes. So, please, call the Senior Center, if you would like to have your name on the list, at 815-244-1800. Please remember our exercise and book room will be closed until further notice. We ask, since that room is closed, that you DO NOT donate any books to the Senior Center at this time. Unfortunately in our new building we do not have the room for them as we did in our old building. When dropping off papers at the Senior Center, please, drive around back as we now have a separate entrance to drop them off. We ask that you do not leave papers or cans at the front door. We greatly appreciate your cooperation
in this matter. If the back door is locked please put your items in the trailer. Please only put papers and cans in the trailer, nothing else. COVID-19 vaccines from pharmaceutical manufacturers are now being distributed to federal and state-approved locations. For most people living in the U.S., states and territories will make the final decisions on who will get the vaccines and when. States are also working on their own specific vaccination plans. While we wait for a timeline and more information, there’s no doubt scammers will be scheming. Here’s what you need to know to avoid a vaccine-related scam:
Watch out for new COVID-19 vaccine scams • You likely will not need to pay anything out of pocket to get the vaccine during this public health emergency. • You can’t pay to put your name on a list to get the vaccine. • You can’t pay to get early access to the vaccine. • No one from a vaccine distribution site or health care payer, like a private insurance company, will call you asking for your Social Security number or your credit card or bank account information to sign you up to get the vaccine.
• Beware of providers offering other products, treatments, or medicines to prevent the virus. Check with your health care provider before paying for or receiving any COVID-19-related treatment. If you get a call, text, email — or even someone knocking on your door — claiming they can get you early access to the vaccine, STOP. That’s a scam. Don’t pay for a promise of vaccine access or share personal information. Instead, report it to the FTC at ReportFraud.ftc.gov or file a com-
plaint with your state or territory attorney general through consumerresources.org, the consumer website of the National Association of Attorneys General. Stay connected to stay informed. If you qualify, you can apply for the Benefits Access Program, (Formerly Circuit Breaker) and receive a discount on your license plate sticker. The new income guidelines per year are: one-person household $33,562; two-person household $44,533; and three-person household

Activities Recycling Senior Service earns a great deal of money each year through the efforts of those who gather newspapers and aluminum cans in their respective communities, and those who bundle the paper and haul it to the local distribution centers. We need more help with this project. The “gathering” people work just a couple of hours a month in their respective communities. The “bundlers” work at the Senior Center just about any day when they have an hour or two to spare. And the “loaders/haulers” help load and/or haul the papers to the distribution center. Please do not leave papers or cans at the front door, please take them to the back of the building. If it is after hours or no one is in the recycling room just leave papers and cans in the trailer. Madison trips for Veterans Carroll County Transit and the Veterans Administration have opened up the days we can provide transportation to Madison VA Medical Center. Senior Services Are You Turning 65? Do you need help understanding Medicare A, B, C and D? Then come and see us at the Senior Center. We will help make this time easier for you. Turning 65 can be very confusing with all the information you receive in the mail about which Medicare D Plan to take or which supplemental to get. If you are about to turn 65 and have questions, stop by and see our SHIP Counselors, Deb Connor and Karen Holm, and we can help you sort through the confusion. Also remember to stop at the Carroll County Courthouse to complete your Senior Citizens Assessment Freeze Homestead Exemption application and affidavit. When you turn 65 and become eligible for Medicare, the best time to enroll is during your Initial Enrollment Period. Your IEP includes the 3 months before, the month of, and the 3 months following your 65th birthday. If you enroll in Medicare during this time, you will avoid late enrollment penalties. The date when your Medicare coverage begins depends on when you enroll during your IEP. For your coverage to begin as soon as possible, it is best to enroll in the first 3 months of your IEP. Your Medicare coverage will then go into effect starting the month you turn 65. To enroll in Medicare, please stop by the Senior Center and we can do this for you. It is important to be proactive and take the steps to enroll during your IEP. If you miss your IEP, you may be limited to specific times when you can enroll in Medicare in the future, and you may face a penalty for late enrollment, resulting in higher premiums. Hospice Services We now have Hospice brochures at the Senior Center for anyone that may be needing this service. If you are not familiar with these services they are a wonderful service to help prepare family and friends for the loss of a loved one, and also provides additional support often needed after the loss occurs. Their emphasis is to assist families who desire to care for their loved one during the final phases of life. They care for the physical, emotional, social and spiritual needs of their patients and their families as they deal with this period of illness and bereavement. Transportation CCT now has 4 Buses and 10 Vans, all wheel chair accessible, are available to take people to meals, medical appointments, and to do shopping and other errands in towns and around the county or to Freeport, Sterling, or Clinton. We have now added medical appointment to Monroe and Rockford with a 3 day notice. If you need a ride, call 815-244-0011 at least at least 48 hours in advance to schedule your trip. For shopping trips there is a 5 bag limit due to space issues. We provide this service to assist those who no longer drive or would rather have someone else do the driving. We can accommodate a few more riders. BY ERIC INGLES eingles@shawmedia.com MORRISON – With the pandemic altering the way libraries operate and patrons access books, Odell Public Library staff came up with a way to get information about new books and things happening at the library to the people they serve. Emily Lenore, Krysta Mapes and Gillian Larson are getting the word out through their new “Between the Stacks” podcast. The first episode, which dropped Jan. 4, includes the three hosts offering up book recommendations, a talk with library director Meridith Layne, information about how to access the library’s services amid the COVID-19 protocols, and a brief talk about the hosts’ pets. The podcast is available on Spotify and on podcast apps. “We hear podcasts all the time, and we just thought it would be really nice for the library to have this podcast so that we could just get information to our community in an easier fashion,” Mapes said. Much of the podcast covers things that, if there were no pandemic, patrons would be able to see for themselves simply by dropping by the library.

I thought it’d be a really good idea.” Layne said the biggest message she hopes the community is taking away from the podcast is that, even with a pandemic, the library is still serving people. “We have limited access right now, but even when everything shut down in March, we still had our digital library, we are still providing services,” Layne said. “We wanted to
make sure that we’re always accessible in some form.” It was an idea that was tossed around before the pandemic, but once things changed in terms of COVID-19 protocols, there came an added need to get information to people who could not as easily visit the library. Currently, the library is offering curbside pickups as well as browsing or computer use by appointment, and bookbags by theme for children. To help her out, Lenore enlisted a pair of podcasting novices. “I’ve never been on one,” Larson said. “I’ve listened to a few driving or cleaning my house, but I never really envisioned myself being on one, so this is pretty fun.” The demographic the podcast targets is younger, so the conversational tone of “Between the Stacks” gives audiences a feel of sitting down and talking with the hosts, Layne said. “Most of the podcasts I listen to are very conversational, talking about conspiracy theories and everything,” Larson said. “I just really like to talk, so it’s nice to banter back and forth and have actual conversations that are recorded and people can listen to.” They record every other Friday or Saturday, and plan to release new episodes biweekly.

Prescription drug misuse is when someone takes a medication that was prescribed for someone else or takes their own prescription in a way not intended by a doctor or for a different reason – like to get high. It has become a big health issue because of the dangers, particularly the danger of misusing prescription pain medications. For teens, it is a growing problem: • After marijuana and alcohol, prescription drugs are the most commonly misused substances by Americans age 14 and older. • Teens misuse prescription drugs for a number of reasons, such as to get high, to stop pain, or because they think it will help them with school work. • Most teens get prescription drugs they misuse from friends and relatives, sometimes without the person knowing. • Boys and girls tend to misuse some types of prescription drugs for different reasons. For example, boys are more likely to abuse prescription stimulants to get high, while girls tend to abuse them to stay alert or to lose weight. When prescription drugs are taken as directed, they are usually safe. It requires a trained health care clinician, such as a doctor or nurse, to determine if the benefits of taking the medication outweigh any risks for side effects. But when misused and taken in different amounts or for different purposes than as prescribed, they affect the brain and body in ways very similar to illicit drugs. When prescription drugs are misused, they can be addictive and put the person at risk for other harmful health effects, such as overdose (especially when taken along with other drugs or alcohol). And, misusing prescription drugs is illegal – and that includes sharing prescriptions with family members or friends. On Jan. 22, the Illinois High School Association on announced that high-risk sports, which includes basketball, can start playing games within the region once the region reaches Phase 4 of governor J.B. Pritzker’s Restore Illinois plan. Region 1, which includes Whiteside, Lee, Carroll and Ogle counties, is not quite there yet, but getting close, and is in Tier 1 mitigations, which allows basketball teams to practice. “That’s pretty exciting stuff,” Dixon boys basketball coach Chris Harmann said. “I think it’s a good opportunity. I’m glad the health department has deemed it safe enough to play. Our guys have been champing at the bit to get back to doing anything, so I think this is really exciting, not just for basketball, but for all sports across the state.” In August, the IHSA revamped the schedule for sports for the 2020-21 school year, moving football, volleyball and boys soccer to the spring. Basketball was slated to open practice in November, but when November came around, the COVID-19 numbers started to rise and everything had to be
put on hold. Games in the area can’t quite tip off just yet. The region needs to be below 6.5% positivity rate for three days. Region 1 was below that rate Wednesday and Thursday before ducking just above the rate with 6.6% positivity on Friday. But still, with the region close to the mark, games could be happening soon and practices are already underway. “I’m excited that we’re one step closer to getting boys on the floor,” Rock Falls boys basketball coach Zach Sandrock said. “The guys are dying to get out there. The first initial reaction is excitement and hope for the boys. I know those seniors are really hoping to have some sports season, whatever that may be.” There would have to be some delay even if the region were in Phase 4 right now, with IHSA requiring 12 days of practice before games can begin. Some teams have been practicing already. Rock Falls got back in the gym when the region moved into Tier 1. Sterling has been in the gym all week on a split schedule, holding practice for the Warrior freshmen and sophomores Friday. “They’re excited,” Sterling boys basketball

Bobcats topic of Audubon Society meeting in Freeport
FREEPORT – The Northwest Illinois Audubon Society will meet on Tuesday, Feb. 2 at 7 p.m. via Zoom. “Bobcat: Illinois’ Native Cat” will be presented by Jennifer Kuroda, of Rockford, founder of the Illinois Bobcat Foundation. Once hunted almost to extinction in the Midwest, bobcats have been making a comeback over the past 40 years. The program will cover many facets of the elusive cats, including history, biology, predator perception, management, and information about the ongoing bobcat population studies in Illinois.
