Travel in the Winter

By Marc Gravert As Christmas time passes and we begin a new year, I think back to the winters of yesteryear. Oh, the stories my father would tell of growing up on their farm in Iowa.

No electricity. No phones. Wood heat and horses.

My father was born in 1922, right in the midst of the transition of horses to automobiles and tractors.

It had to be hard to some degree and very easy for others. The idea of travel is nothing for people today.

You can jump in the car and travel for hours to get where you want to go. Or you can hop on an airplane and do the same. You can be half way around the world before you know it.

My father told the story of when he was young, visiting his grandparents over the holidays by horse and buggy. For those of you who have never done any traveling this way, it isn’t always a piece of cake!

Can you imagine taking a trip in an open buggy for nearly an hour and a half in the winter on a pretty nice day? Nice or not, it had to be exhausting, if not for the traveler, but for the poor horse itself.

My father’s parents farmed near Low Moor, Iowa, and Grandma’s parents lived north of Albany, Illinois. Nearest my recollections, that would be close to 15 miles. A buggy horse that is in good shape can travel 8 to 10 miles in an hour on a steady trot. So that should take an hour and today, with a car, it would be 20 to 25 minutes.

Dad said they didn’t make the trip in the winter very often, but if the weather was good, they may try

it. I’m not sure if the people from that time were tougher or just had to do what they had to do.

Dad also talked about how cold and snowy some winters were growing up. It makes me cold to the bone just to think about what they lived through. I think it was the winter of 1936 he said was a doozy: very cold and lots of snow!

Now think about snow removal back in those days. Tractors were just being invented, so nothing was perfected yet. He told of several snows with wind, the motor grader plowing the roads, and the following week, more snows.

Dad said that after a while, the grader couldn’t make it through the roads anymore. They just didn’t have the power to push all the snow back. He even said some of the Works Progress Administration workers of the day would walk out and shovel a few of the worst spots out by hand, only to have them blow back in a few days.

Dad said it was so cold and snowy, the best way to travel was

would get so hard that the team of horses could walk right on top and did not break through the snow.

And the snow would be so deep that most of the fences were covered or nearly covered.

Sometimes they just took off cross country with the team and bobsled and headed to town or the neighbors. He said you had to carry a fence pincher, just in case there was a wire sticking out you had to cut to cross a fence.

And ice was always an unexpected problem when they were growing up. Horses and ice were not a good combination as horses hate ice. Dad said they always had a team sharp shod for the winter. For you novices, that means the horse shoes

had cleats on them so they would grip the ice. Many of the horse shoes of the day had corks on them, and when the weather started getting nice out, they could be screwed back out of the shoe with a wrench, kind of like golf cleats.

I’ll never forget the story Dad told of Grandpa having the team sharp shod one late fall day in anticipation of the winter to come, only to have bad luck befall them the next day.

One horse kicked the other during the night, breaking its leg. Dad said Grandpa put the horse down, to put him out of his misery, and promptly removed the shoes on the dead horse, so they could be used again.

Dad also liked to tell of going to school in the winters. All kids went to the old country schools, and unless you lived close, you probably had to walk. Dad said they lived one of the farthest from the school house, a mile and a half away. And he made it sound like 10.

How many of you remember your dad or mom saying they had to walk to school in deep snow, up hill both ways? Hee hee . . . I do!

Dad said most days they walked, and when I say they, he had three siblings and several neighbors.

On days it started snowing, Grandpa would hook up the team and pick the kids up on occasion.

up and settled into a nice strawin the snow.

One day the snow started to come heavy in the afternoon, so Grandpa harnessed up the team like he had done so many times before to pick up the kids at school. But that day was different. Grandpa also had lots of chores to do to get ready for a heavy snow. So he hitched the team to the bobsled, tied the lines to the sled and sent them down the road toward the school house on a walk.

My dad was surprised to see the team standing outside the school when they were released that afternoon, without Grandpa! So he, his siblings and any neighboring kids sled for a cozy ride home, this time with a driver, not that they needed it.

So the next time you head to town to get a gallon of milk or a dozen eggs, think about the old days when they had to go harness the horse and hitch up the sleigh or buggy to do it. And the only heat you had was the soap stone you warmed up in the wood stove to help keep your toes warm on your journey to town.

Never take for granted what you have today, for not so long ago, they had it so much worse!

MAPPING joins forces with People for Progress

A presentation about the program was given at the Dec. 9 council meeting. MAPPING (Management and Planning Programs Involving Nonmetropolitan Groups) the Future of Your Community is a strategic visioning, planning, and doing process where local residents create the action plan for creating the community they envision.

Sharon Pepin, with Community Funding and Planning Service, said the city was awarded a grant of nearly $149,000 from the Community Development Assistance Program, with the estimated improvements costs at $199,000.

The grant covered 73 percent of the cost for the design engineering and all of the cost for the grant administration services for the in-system sewage improvements. Savanna’s portion of the design engineering cost is being paid for by a loan the city obtained from a local bank.

Pepin’s written and oral report indicated that, based on data received from a communitywide

roughly 66.9 percent of low- to moderate-income residents.

The council hired Brittany Hatteberg for an administrative position at the starting rate of $14.50 an hour.

The city has received a retirement letter from Linda Yenney for late spring/early summer, and expects to receive two more within 6 months.

Pepin also updated the council on the infrastructure projects as a whole, noting that an additional $600,000 grant for construction of the new sewer plant could be available.

The Illinois Depatrment of Transportation Safe Routes to School project should see design engineering complete in 2015, with new sidewalk construction on Wacker Road estimated to be done in summer 2016.

She reported all seven property owners involved in the FEMA

hazard mitigation grant application and residential acquisition project have accepted the appraised value of their properties and signed the required forms, with the tentative closing date set for Feb. 2, at which point the city will acquire the properties.

The sidewalk project on Chicago Avenue is estimated to be completed in the spring, with the grant for that project expiring in March.

Letters and Commentary Grown and sewn in the U.S. William C Bailey School of Agriculture Western Illinois University There is growing consumer preference in the U.S. for local elusive, but the key concept seems to be a desire to bring farmers and consumers closer together. In the process, the importance of food manufacturers, shippers, and retailers is reduced. This concept was addressed here 5 years ago when I mentioned the lack of interest of major food processors, such as Bear Naked Cereal, to interact with consumers. In contrast, Kewanee based Country Morning Coffee

says on its website, “We love to hear from you.”

There are a variety of reasons for increased consumer interest in local foods. With the growth of imported foods and increased processing of a broad range of foods, consumers are looking for something they can trust, see as healthy and believe is safe. And, as a result, there has been growth in the number of consumers buying items produced, if not locally, at least in the U.S. The idea is spreading from food to other agricultural products.

Recently, the Wall Street Journal published an article about a U.S. company that makes and sells wool sweaters. Its point of difference from other sweater manufacturers

is its entire production process is conducted in the U.S. Such an approach is not exactly local food, but the concept is simiWilliam C lar – construct Bailey the process so that everything is done in the USA, emphasizing that the product is the result of the efforts of a single company, working closely with sheep producers. The key business proposition of another wool clothing company is: creation of a premium clothing line in which everything sold is grown and sewn in

the U.S., using ethical and sustainable practices.

The increased interest in local foods has formed what appears to be that are designed to feature their American heritage. For businesses looking to make wool clothing that is “grown and sewn” in the U.S., the for wool. The size of the U.S. sheep herd has shrunk to half the size it was only 20 years ago and is 10 percent of what it was in World War II. In Illinois, there were 75 percent fewer sheep in 2012 than 1982.

It is not clear if this is a fundamental change in U.S. consumer preferences, where imported agricultural products are spurned for U.S. production. But something seems to be changing in the psyche of the American consumer, including the demand for local food – and sweaters.

Illinois Attorney General Lisa Madigan and the Illinois Commerce Commission issued an alert about a scam in which someone claiming to be a utility employee asks for immediate payment of a bill either at a customer’s door, over the telephone or by email.

The scam artists claim to be utility representatives, and tell customers their service will be disconnected unless payment is made directly to them. They may direct consumers to buy a prepaid credit card, a “Cash Card,” and to call them back with

At the meeting, Bustos said local workers displaced by the closure will be eligible for trade adjustment assistance, which provides a variety of reemployment services, including training and job-searching assistance and “Our region’s workers are the best in the world, and if given the chance to compete on a level outperform workers anywhere,”

“School districts with administrative expenditures per pupil in the 25th percentile and below (the fourth

quartile) for all districts of the same type (elementary, secondary [high school], or unit) may waive the limitation imposed under Section 17-1.5 for any year following a public hearing.

Waiver of this limitation requires the of the members of the school board for each applicable year. Any district waiving the limitation shall notify the State Board within 45 days of such action. Farmers uneasy regarding 2015 farm economy Article submitted by Rachel Torbert, Illinois Farm Bureau CHICAGO – Considering current commodity prices and farm input costs, nearly 60 percent of delegates and attendees surveyed at the 2014 Illinois Farm Bureau annual meeting feel less optimistic about the farm economy in the coming year.

The answer was in response to a survey of 502 delegates, alternates and other Farm Bureau members attending the meeting Dec. 6-9 in Chicago.

“This year, on the tails of a record-breaking crop, commodity prices also have dipped, which means farmers are more uneasy going into the year,” IFB President Richard Guebert Jr. said. “It’s going to be much more important to have a marketing plan in place to sell crops, buy inputs and plan purchases for the coming year.”

In fact, nearly 70 percent of farmers responding to the survey indicated they plan to reduce inputs and/or expenses in 2015. When asked how, 70 percent said they plan to delay equipment purchases; 42 percent said they plan to delay or cut back on chemical and fertilizer purchases; 27 percent said they plan to negotiate lower cash rent rates; 22 percent plan to buy less expensive seed; and 14 percent

said they would choose a lower level of crop insurance coverage.

The response totals are greater than 100 percent as respondents were able to choose multiple answers.

Yet, when asked if they were in the market to purchase farm ground in 2015, 33 percent said yes.

Not surprisingly, with a new farm bill on the books, nearly 60 percent of farmers said they have yet to decide which commodity program or crop insurance program to purchase for the coming crop year. Nearly 30 percent of farmers said they plan to purchase Agriculture Risk Coverage based on local county numbers, while 7 percent planned to purchase ARC individual coverage. Only 4 percent plan to purchase Price Loss Coverage.

“The 2014 farm bill includes a variety of significant changes, including the removal of direct payments and new crop insurance programs including Agriculture Risk Coverage and Price Loss Coverage,” Guebert said. “We’re working with our county Farm Bureaus to ensure our members have all the information they need to make the most informed decision as deadlines approach.”

here was about a week, maybe two, when there was no sunshine, and lots of fog and dreary days. One thing I think many people forgot was to turn on their vehicle lights. I spent many trips here and there and found a number of vehicles without their headlights on. Please remember to turn your lights on. We want everyone to stay safe.

The Young Leaders will be sponsoring its annual Harvest for All on Jan. 10. Members will be making up donators and their routes. The Harvest for All is a day in which the Young Leaders collect grain donations, sell them to a local elevator then donate the proceeds to the four food pantries that serve our county.

If you do not have grain to donate but are willing to donate cash, you may do that as well. In the 9 years we have been doing this, we have been able to donate more than

$189,370 to the food pantries.

Our annual holiday fruit and nuts sales have come and gone.

Thank you to all of those who purchased from us. I would say it was another successful year, however it came with a hiccup. I found out how old I have gotten. For the past 9 years, carrying boxes and unloading the truck was just something I jumped in and did. One year I even had to crawl to the front of the truck and pass back all of our orders.

This year, it didn’t go so well for me. I should have known when I got the call on my cell an hour early while I was still at home and would be off. I got in the back of the semi to unload, which I have done most years. As I was throwing boxes with our volunteers, I felt something in my back but kept going till we unloaded all three and a half pallets, as that is what I do.

I didn’t stop when it was

time to help load the fruit for JoDaviess County, either. Once all my volunteers but one had left, ready for the day and when I bent down to plug the Christmas tree in, I couldn’t get back up! I knew I had to try before I was caught not being able to move. After what felt like hours but was only minutes, I was able to wiggle around enough to get up but was still barely moving.

Lesson learned: When you feel that pull, it may be time to stop lifting fruit! I wasn’t able to help with carrying out the fruit so I owe a big thank you to Scott and Jessica for taking care of all of it for me. I am not used to not being able to do it!

If you have not paid your Farm Bureau dues, the $10 late fee takes effect this month. All dues not paid by Thursday are subject to the late fee. for normal business on Jan. 5.

HCC offers new, 23rd annual MCH Tree of Lights free online job search network FREEPORT – Highland Community College has launched a new web-based job search board called College Central Network.

The free service will assist job locally and nationwide.

The college is offering the service to the entire district, including students, alumni, and community members, free of charge.

Users will be able to search job postings, build or upload resumes and career portfolios, read the latest job search tips and trends, access announcements, career advice, podcasts, videos and articles related to career options.

“Our Career Services staff has done an excellent job bringing this service to regional employers and Highland students,” said Liz Gerber, vice president of student development and support services. “While we see this service as vital to our current students, CCN allows us to share this resource with our alumni and the residents of northwest Illinois as well. Our hope is that the tool helps strengthen the workforce in our region by supporting local companies and local job seekers.”

Area employers also can post job openings and review the resumes and career portfolios of area job seekers. More than 60 area employers currently utilize College Central Network.

MORRISON – The annual Tree of Lights ceremony was held Dec. 16 in the Morrison Community Hospital lobby. The Rev. Bob Burton, pastor of Bethesda Lutheran Church in Morrison, gave a sermon comparing the lights on the tree with the description of Jesus as the Light of the World.

“When we honor our loved ones, we, too, spread the light of Jesus,” Burton said.

Mick Welding is marketing director at MCH. “We offer residents of the community the opportunity to purchase an ornament in honor of a loved one who is not with us on this holiday season. Over 80 ornaments have been displayed in the name of a loved one,” he said.

SENATE WEEK IN REVIEW Dec. 22-26, 2014

SPRINGFIELD – More than 200 new state laws will take effect Thursday, addressing issues ranging from technology and public safety, to transportation and wildlife.

They include several that will affect Illinois motorists.

Senate Bill 2015, sponsored

by Sen. Jim Oberweis of Sugar Grove, brings the state’s Toll Highway system in Chicago up to the same 70 mph speed limit as the rest of the state, unless the Toll Highway Authority can prove that speed is unsafe on those roadways. SB2015 had been vetoed by Gov. Pat Quinn, but the General Assembly voted to override that veto during the fall veto session. The legislation is a follow-up measure to legislation that took effect in 2014 raising Illinois’ speed limit on interstate highways to 70 mph.

Legislation reinstating “sign and drive” also will take effect Thursday. House Bill 2583 prohibits law enforcement from taking a driver’s license as bail following a traffic law or ordinance violation. Illinois now is one of only six states that con-

fiscates a driver’s license for a minor traffic offense.

New technologies, like surveillance drones and online communication platforms, continue to develop, inspiring a number of new laws.

Sponsored by Sen. Dale Righter of Mattoon, HB4594 allows for electronic search warrants to utilize services such as Skype, which provide simultaneous audio and video transmission, as a way to request search warrants.

A number of laws have been introduced in recent years to regulate the use of drones and mitigate any potential violations of privacy that may result. One such law taking effect is SB2937, which prohibits a law enforcement agency from using a drone owned by a third party to acquire information.

Sponsored by Sen. Michael Connelly of Naperville, HB5623 requires that a unit of local government or a school district that maintains a website (other than a social media or networking website), to post an email address that members of the public can use to communicate with elected officials of that unit of local government or school district.

In recent years, social media platforms such as Facebook and Twitter have become increasingly popular. Unfortunately, so has the practice of “cyber bullying.”

In what some argued was an overreach of a school’s authority, HB4207 requires schools to address electronic bullying under certain circumstances, even if the bullying occurred off-campus and was conducted by using private computers, cellphones, etc.

HB5868, which requires e-cigarettes to be sold from behind the counter in an age-restricted area, or in a sealed display case, also takes effect Thursday.

HB5701 gives job applicants the opportunity to address questions about a past criminal record in person, during an interview.

The new law prohibits private employers with 15 or more employees from asking a job applicant about his or her criminal history until the applicant has been selected for an interview or, if there is not an interview, until after a conditional offer of employment is made.

Last winter, Illinois experienced propane shortages that drove up the cost of propane to historic highs. Understanding that many in Illinois rely on this fuel to heat their homes, Sen. Sam McCann of Carlinville sponsored SB3139, which allows propane trucks to weigh up to 90,000 pounds during a declaration of an emergency propane supply disaster by the governor under the Illinois Emergency Agency Act. This legislation is intended to

increase the supply of propane and therefore decrease the price.

Another new law taking effect Thursday seeks to reduce wrongful convictions by changing the state’s existing police photo lineup procedure. HB802 requires police departments, unless not practical, to use an independent administrator, an automated computer program, a random folder photo lineup method, or any other procedure that does not allow the lineup administrator to know the identity of the suspect.

The legislation also allows police departments to present each individual in the line-up separately.

Research suggests that viewing the line-ups simultaneously may contribute to wrongful convictions.

Sponsored by Sen. Pam Althoff of McHenry, HB4745 expands current law that makes it illegal for parents or guardians

to allow underage drinking at a residence or other private property. State law will now include vehicles; conveyances, like trailers, mobile homes, and campers; or a watercraft under the parent or guardian’s control.

The gray wolf, American black bear and cougar are added to the list of protected species in Illinois under SB3049. The new law also spells out conditions that allow landowners to kill the animals if they are causing an immediate threat of physical harm or death to a person, livestock, domestic animals, or harm to structures or other property. In recent years, all three animals have started to return to Illinois in very limited numbers, and this is an effort to manage that reintroduction.

Obituaries Joyce C. Olson

Joyce C. Olson, 80, of Lanark, passed away Friday, Dec. 26, 2014 at Manor Court Liberty Village in Freeport.

She was born on April 25, 1934, in Freeport, daughter of Sam and Lucille (Irwin) Poffenberger. Joyce attended Shannon Schools. On June 27, 1953, she married Richard Olson. Joyce was a waitress at Elsie’s Hi-Way Café and also was employed at Champion’s Dry Goods Store.

She was a member of the Lanark United Methodist Church and United Methodist Women. She was active in the Lanark Mother’s Club and The American Heart Association.

Survivors include two daughters, Ramona (Dave) Giedd of Lanark and Laurie (Allen) Woessner of Shannon; four grandchildren, Erin Giedd, Kara (Geoff) Guist, Kristen Woessner, and Mark Woessner; and one sister, Mary (Ken) Rogers of Napa, California.

Preceding her in death were her parents, her husband in 2005, and her sister, Dolores Meador in 2014.

She enjoyed playing the organ and playing cards. She also enjoyed going to dances with her husband.

Survivors include two sons, Gary (Peg) Bicker of Clinton and Dennis (Sharon) Bicker of Albany, Ill.; three granddaughters, Cheri (Alan) Gardner, Wendy Bicker and Angie (Mike) Gabriel; one great-grandson; and one great-great-granddaughter.

She was preceded in death by her parents, husband, two sisters, Irene St. Ores and Ruth Ditsworth, and one brother, Ralph Ditsworth.

Statewide deer harvest up slightly over 2013 in Illinois 51,830 compared with 55,708 deer SPRINGFIELD – Illinois deer hunters harvested a preliminary total of 76,547 deer during hunting season that closed Dec. 7.

Commodity tables for USDA’s ag projections get early release WASHINGTON, D.C. – The U.S. Department of Agriculture has released selected tables from its upcoming USDA Agricultural Projections to 2024 report.

USDA posted online tables containing long-term supply, use, and price projections to 2024 for major crops and livestock products, and will include supporting U.S. and international macroeconomic assumptions.

The USDAwill release the complete USDAAgricultural Projections to 2024 report, as scheduled, on Feb. 11. The complete report includes a full discussion of the commodity supply and use projections, as well as projections for global commodity trade,

U.S. trade value, and farm income.

The early-release tables will Economist’s website at www.usda. gov/oce. The tables will be in MS Excel format.

USDA’s long-term agricultural projections are a departmental consensus on a long-term representative scenario for the agricultural sector for the next decade. The projections are macroeconomic conditions, policy, weather, and international developments, with no domestic or external shocks to global agricultural markets.

The Agricultural Act of 2014 is assumed to remain in effect

through the projection period. The model results and judgment-based analyses and were prepared during October through December 2014.

The projections use as a starting point the short-term projections from the November 2014 World Agricultural Supply and Demand Estimates report.

The IDPH received more than 700 public comments about the regulations it is considering during the initial 45-day comment period with IDPH, which ended Oct. 20, resulting in the public hearing.

“While it sounds like this is an issue that the state of Illinois needs to work out with local producers, Rep. Bustos is hopeful that a compromise can emerge that both sides can agree on,” Miller said. “She’ll continue to monitor the situation and again, constituents should always feel

D-Maryland, and a bipartisan coalition of 18 other lawmakers introduced legislation in March to improve consumer food choices and to protect local farmers from federal interference.

“As a producer of grass-fed beef, I am familiar with some face when marketing fresh food directly to consumers. Our bills would make it easier for families to buy wholesome milk directly from farmers by reversing the criminalization of dairy farmers who offer raw milk,” Massie said.

“The federal government should not punish farmers for providing customers the foods they want, and states should be free to set their own laws regulating food safety.”

The Milk Freedom Act of 2014 (House Resolution 4307) would provide relief to local farmers, small producers, and others who some cases even prosecuted for the “crime” of distributing unpasteurized milk. This bill would prohibit the federal government from interraw milk products.

Likewise, the Interstate Milk Freedom Act of 2014 (HR 4308) would prevent the federal government from interfering with trade of unpasteurized, natural milk or milk products between states where distribution or sale of such products is already legal.

But to date, the bills are stuck

in committees. Although Congress has never passed legislation banning raw milk, the federal Food and Drug Administration has used its regulatory authority to prosecute farmers for selling raw milk. No provision of either bill would preempt or otherwise interfere with any state law.

U.S. Rep. Cheri Bustos, D-Moline, was asked whether she would consider co-sponsoring the bipartisan bills. Melissa Miller, her press secretary, said in an email: “On background, Rep. Bustos is happy to look more closely into these bills and to continue to hear from her constituents on this issue and all issues important to them.”

Bustos was asked about the raw milk issue in Illinois, where several Illinois Department of Health officials have stated, “If there is not a law re: raw milk sales, that makes it illegal.” That

reasoning is why the IDPH has proposed new raw milk regulations, presented and created by IDPH. These rules were to be presented to the state Joint Committee on Administrative Rules this month. JCAR is a legislative committee responsible for reviewing and implementing state regulations.

But the IDPH has delayed the presentation to JCAR until at least January, this coming on the heels of the IDPH public hearing held Nov. 6. More than 150 citizens attended the hearing on proposed raw milk rules and regulations, held at the

And while the constitution gives Congress the authority to regulate interstate commerce, the current ban in place was not put there by an act of Congress, but by the FDA, preventing states where the sale of raw milk is legal from being able to transport and sell that milk in other states (where it is also legal).

“This action by the FDA is usually cloaked in the deception that it is for the sake of public health, however statistics clearly show

that raw milk is no more dangerous than any other raw food, and in most cases is probably far safer when sold by organic, grass-fed, small-scale dairy operations.”

Shilhavy said the sale of raw milk in the United States is issue, “and deals with the rights of dairy farmers to be able to sell their products directly to consumers, bypassing the milk pools of Big Dairy, who enjoy tremendous political favor via farm subsidies.

The ban on interstate commerce of raw milk and raw milk products is simply an attempt by Big Dairy to prevent consumers from having a choice between their highly processed commodity dairy products, and fresh wholesome products produced by small-scale pasturedbased dairy farmers.”

Raw milk is fresh milk that has not been pasteurized, and may have not been eliminated by the pasteurization process.
