By Marc Gravert With the mad dash and elbowto-elbow rush to get the latest gadget and gizmo in today’s hurry-up-andbe-rude, fast-paced world, I think about Christmases of old, about the real reason for the season. The ones of your childhood, whether you grew up on a farm or in a small town, were special.

Most of the time you didn’t get the biggest and the best toys that the toy companies came out with, you got what your parents could afford.

Credit cards were unheard of, so buying Christmas presents on time later was absurd.

Being one of the youngest of could afford Christmas easier when I came along. Not that we were rich, just that for young couples raising years, more so than the last child.

I remember looking for that

special Christmas tree; some years tromping through the snow, looking at what seemed to be thousands of trees, until you found that special one. Mom was pretty fussy when it came to trees. It had to be just right; not too tall, not too short, and it

Carroll County clerk says bill ‘creates considerable work’

By TONY CARTON for The Prairie Advocate MOUNT CARROLL — Carroll County Clerk Brian Woessner expressed his concerns about Senate Bill 175, an unfunded mandate passed by the Legislature that will the county coffers, at Thursday’s county board meeting.

SB175 was introduced in January 2013 by Senate Majority Leader John J. Cullerton as a simple and

very short bill to amend candidate nominations. In the past 2 years, the proposal gathered amendments as it rolled through the Legislature, and now amends the Election Code by extending voter registration to same-day registration.

Illinois will now contract with the Electronic Registration Information Center, a multistate voter registration data-sharing cooperative, to keep more accurate records of voter registration data, and by using the National Change of Address service to remind voters to change their voter registration if their address changes.

Woessner said in theory, SB175 is a good bill.

“Same-day registration will encourage and allow voters who forgot to register to still turn out to vote. ERIC will streamline data records, and perhaps help weed out dead registrants and people who have moved out of state, and NCOA will help determine if a voter has moved and needs to update his/her voter registration.

“But, the bill creates considerable work and expense for county clerks by requiring them to be open for voter registration, even on Sunday, meaning additional taxpayer dollars will be tapped to pay clerk and staff weekend pay, and to fund overweekends, including the manpower

costs for courthouse security.”

Clerks statewide also will have to keep track of voters who register the day of the election at each precinct and make sure voter fraud isn’t occurring, he said.

“The mandates in the bill are unfunded, so county clerks will again have to come up with money to pay for the extra burdens.”

Woessner cautioned the board to expect rising costs and said keep those costs under control, wages, overhead and security all require funding – and the state is not going to help.

Woessner also presented his department’s receipts and disburse-

ments for June through November.

The Sheriff ’s Department reported a continuing increase of accidents involving deer from 6 accidents in September, to 18 accidents in October, to 20 in November.

The sheriff also reported a fatal accident, the second in as many months, and an increase in the total number of total accidents from 29 to 39.

County Engineer Kevin Vandendooren said his department striped the newly resurfaced Shannon Road the weekend of Nov. 21-23, but conditions hindered the work, so the road would be re-striped when conditions improve.

Nativity holds special place in my heart YESTERDAYS

My Mom always had a nativity on top of our TV when I was growing up at Christmas time. Nothing fancy, nothing elaborate, just a pressed cardboard was Mary, Joseph and baby Jesus in a manger, a shepherd with a crook and several sheep. There was also a donkey and several cows, three wise men and camels, and a beautiful angel in blue that watched over everyone.

I couldn’t wait for Mom to unwrap each and every piece and place it in their designated spot. When we were

little, baby Jesus wasn’t put in the manger until Christmas eve, when he was born.

I still have that nativity now that my parents have passed. It holds a special place in my heart.

Of all the Christmas things Mom had, I wanted that the most. It holds special meaning to me, about my family growing up, the special times we had together, and the reason we celebrate Christmas: the birth of Jesus, the God who was born and who died for our sins.

Letters and Commentary 2B2Fail bank losses transferred to American citizens Newly re-elected U.S. Congresswoman Cheri Bustos, D-Ill., joined with the Republican leadership in the House to vote for the Cromnibus $1.1 trillion spending bill known as “Crony-bus,” so named because of the multi-trillion-dollar CitiBank derivatives legislation attached to the bill that transfers all derivatives bank losses to every American taxpayer. Out of the $1.1 trillion, 55.2 percent of all discretionary spending ($640 billion) is earmarked for the Pentagon.

I think the people of the 17th Congressional District deserve to know how Bustos is representing the district with her votes in Congress. Forget for a moment that our federal government will burn through $3.9 trillion in 2015. Let’s just look at the “mad money” they call discretionary spending, and not the additional $2.8 trillion they’re going to spend.

Voting for 55.2 percent of the $1.1 trillion ($640 billion) to pay for more military madness in the new

Crony-bus spending debacle is bad enough. But it gets worse, because the too-big- to-fail banks tacked on a derivatives bailout for themselves that will amount to tens of trillions of dollars in losses to the American people if the price of oil stays low for too long. It’s absolutely insane, but Cheri voted for it.

Remember, real estate derivatives triggered the crash of 2008. In 2015, it will be the derivative losses from junk oil bonds instead of real estate, and we Americans are going to be on the hook for trillions as the banks go free, and Cheri Bustos voted for it. I believe it is nothing short of treason.

The spending breakdown in the $1.1 trillion Crony-bus bill is as follows: Pentagon, $640 billion; education, $71.5 billion: veterans and nbsp, $60B; housing and community, $60.9 billion; Medicare and health, $56.7 billion; Social Security/unemployment/labor, $56.1 billion; energy and environment, $38.4 billion; science, $29.2 billion; transportation, $26.1 billion; and food and agriculture, $12.8 billion.

Congress and this administration haven’t passed a spending bill

since 2007. I’m not sure what the rush to pass this spending bill was all about, or why?

But whereas derivatives obligations prior to the Crash of 2008 amounted to $70 trillion dollars, today’s derivatives are estimated at $300 to more than $500 trillion dollars, and with the passage of this Crony-bus Bill, all losses just got banks to the American people.

I just don’t get it. Who is Congresswoman Cheri Bustos representing anyway? The citizens of the 17th, or the 2B2Fail banks?

It has taken me some time to respond to Jacob Smith’s brave and thoughtful letter (I Don’t Want Your Thanks, Nov. 26). I, too, have watched more and more of my rights and freedom dissolving in a sea of political debates. I feel the government is growing more oppressive each day. Whatever happened to “by the people, of the people and for the people”?

Division is the government’s game: rich vs poor, black vs white, have vs have-nots. The list goes on, and keeps the focus off of the government.

The answer is not more government, more laws, more money, more restrictions, or more programs.

What is needed is “Trust in the Lord.” Remember what this country

was founded on: religious freedom.

But I don’t think the government is worried on that front.

Education in this country is a farce, because if each of us really took the time to think on our own, we may realize how wrong our government has been and continues to be. Fear is another tool used to keep us in line with what the government wants us to see and do.

How about suppression, anyone?

Forgive me for possibly being question in seeing video of 911 was, how could this possibly happen?

Where was our military? We have the Army, Navy, Air Force, Marines, and Coast Guard. Where were they? How like that? Guess I’m just being silly.

West Carroll to put 1% sales tax on April ballot

By MICHAEL MILLER for The Prairie Advocate MOUNT CARROLL — For the fourth time, the West Carroll School Board voted unanimously at its meeting Thursday to put a 1 percent countywide sales tax on the April 7 ballot. The measure was narrowly defeated in November, where it garnered a majority vote in the West Carroll district, but failed countywide.

Superintendent Craig Mathers said he was “proud of West Carroll taxpayers” and their support for the measure. “They understand the being able to lower their tax rate . . . I thought we got the message out last time very well, we’re just not carrying the east side of the county on this referendum.”

Board President Mike Highland discussed some of the research he’s done on other districts that had passed such a tax, noting that in all of those districts, “not a single business enterprise went out of business, not a single one lost business.” He also mentioned one school district that had just passed a facilities sales for nearly $30,000, which it would now receive each month.

“We desperately need this type of income,” Highland said. “It’s the only avenue that we have left that the state has given to us. It’s unfortunate that the other school districts in the area do not understand that they

Mathers said he’d been approached about putting a referendum on the ballot but he did not the district on the back of the property owners, and that that was what the one percent sales tax proposal was trying to avoid.

The board acknowledged that the main stumbling block so far has been the east side of the county, where the measure failed. Board member Jessica Edwards said it was possible to win the day, regardless of that block, and said that the tax still could pass if it gained an even larger majority in the West Carroll

district. “I think we have to do it,” she said.

The board held a truth in taxation hearing, because it will be requesting an extension of more than 105 percent of last year’s levy, speto access EAV growth/ farmland around Jo Daviess and Stephenson counties,” Mathers said.

According to the county assessor, Carroll County EAV will increase about 1 percent, with Savanna Township seeing a decrease increase in EAV would generate about $40,000 in new money for West Carroll, while costs continue to go up for the district. With no questions from the board or audience, the hearing was closed fairly quickly, and the board approved the levy, with member Dawn Rath providing the sole “nay” vote.

preschool funding. He said he’d been informed that, depending on what the state does with income tax, the district might not see it’s third and fourth quarter categorical payhit for an awful lot of revenue for our school district.”

Technology Director Brad Field told the board that he and High School Principal Adam Brumbaugh had begun work on a high school student help desk, with three students slated for this program initially.

He added that so far, the “level of breakage” of school computers is “concerning to say the least,” and that he’d spoken with the principals regarding this, although there were issues that were not related to teacher or student responsibility.

Brumbaugh congratulated Scott Mattison of the Music and Drama Department, and six students (the second highest number in West Carroll history) recognized by the ILMEA All-State for their work in the music department. Band was

represented by Anna Curtis and Christy Ralston, with choir being represented by Haley Appel, Cody Sturtevant, Quinn Rumler and Justin Johnson.

Also, the Scholastic Bowl team the Clinton community college competition, and November students of the month were Ashton Wand (9th), Hazel Matson (10th), Haley Ehlers (11th) and Haley Appel (12th). a Summer Driver’s Education program, noting that if the district were session, it would need to accommodate 53 students.

She listed the Students of the Month as Ellanore Foltz, (5th); (7th); and Madison Meek, (8th).

Congratulations to the Carroll County 4-H Foundation! After working hard for the past year, they are now a 501(c) (3) nonprofit, charitable organization. Thanks to surveys and local support this group has defined their mission and established several objectives to be accomplished throughout the next few years.

Established Need:

Limited state funding continues to strain our local 4-H programs financially. The burden to pay for this great program has shifted to families and local 4-H clubs. Assistance with camp scholarships and local community service projects relies heavily on volunteers and additional funds from 4-H families.

Solution:

The Carroll County 4-H Foundation’s mission is to provide financial assistance to promote and further enhance the Carroll County 4-H Program so that 4-H programs throughout our area can continue to grow and flourish What does this mean? The Carroll County 4-H Foundation will be organizing fundraising activities. Dollars raised from these activities will provide local 4-H clubs with grants for community service projects, 4-Hers with college scholarships, and develop additional programs to further build and strengthen the presence of 4-H within our local communities.

While both of these organizations benefit Carroll County Youth, the 4-H Federation is focused on youth leadership, short-term community service activities and projects, recognition and positive family activities. The 4-H Foundation is focused on financing 4-H in Carroll County over the long term. 4-H Foundation is a 501c3 group and can issue tax receipts for most donations.

he Carroll County Farm Bureau, along with neighboring counties, will sponsor an American Country Christmas trip to Nashville, Tennessee, through Tri-State Travel, Nov. 29 to Dec. 3.

The trip will start with a drive to Louisville, Kentucky where performance at the Derby Dinner Theatre. Day 2, the group will visit the Louisville Slugger Museum and Bat Factory. After lunch, the tour will head to Nashville, where the next 2 nights accommodations will be at the Gaylord Opryland Resort.

A full evening of activities will be planned.

Day 3 brings a visit to the ICE display, an interactive world of 2 million pounds of colorful ice sculptures. Lunch will be on the General Jackson Riverboat; that evening features the Radio City Rockettes’ Christmas Show.

Day 4 will be spent discovering downtown Nashville; that night will be spent in Paducah, Kentucky, with more Christmas displays to enjoy. Day 5 will be time to return home.

The Carroll County Veteran’s Assistance commission submitted its annual report showing 298 visits with $11,156.29 provided in assistance. VAC staff reported 1,218.25 total hours worked.

Terri Lawrence of the TriCounty Opportunities Council presented its annual report. She said the council is recovering from tion, and funding is beginning to return to its homeless programs, small business programs and educational support projects.

The board approved appointment of board member Mike Yuswak as liaison to the county health department. Yuswak, elected to the board in November, replaces Sean Picolotti.

CountyAdministrator Michael Doty told the board if the contribution is made by the end of the year, the additional contributions will be used in calculations for employer payments made in calendar year 2016. Otherwise, additional contributions will not impact the county’s payments until 2017. Currently the pensions are more than 90 percent funded. The goal is to draw as close as possible to 100 percent.

Carroll County is participating in aggregation under contract with First Energy Solutions through April 2014. There are 1203 accounts enrolled; 1136 residential and 67 commercial. SPRINGFIELD — In last week’s report, three area school superintendents expressed their dismay regarding not only Senate Bill 16 and its shortcomings, but more importantly, the General State Aid formula that has been pro-rated at 89 percent.

Increased revenue from the 67 percent income tax hike established 2 years ago has not made a difference. The House did not address continuing the income tax increase that sunsets Dec. 31. And, members did not take a vote on SB 16 on the means the bill is dead, and so is any type of school funding reform for now.

The measure was introduced in the House by Democratic Rep. Cheri Bustos, and in the Senate by Sens. Dick Durbin and Mark Kirk, a Democrat and a Republican, respectively, and was supported by the entire Illinois Congressional delegation. Both bodies unanimously passed the measure earlier this month.

Evans, a Democrat, represented the 17th Congressional District for more than 20 years. The former Marine was known throughout his tenure as a champion of veterans’ issues; he was the ranking member of the House Veterans Affairs Committee for a decade.

Evans died Nov. 5 after battling Parkinson’s disease; he was 63.

“With this action by the president, Lane Evans’ legacy of service is literally set in stone and his memory lives on in service to the veterans of western and central Illinois,” Bustos said. “I applaud the president for signing our bipartisan legislation into law and once again thank my

colleagues on both sides of the aisle for their support in this important effort to honor Lane’s advocacy on behalf of those who have Lane Evans worn the uniform of our country.”

the Legislature, to Congressman Evans.

“He followed good, basic rules: Make sure that you do great constituent service; ensure that the people inside and out of your district are taken care of; and be honest with the people when they ask you a question. They might not agree with your opinion, but at least they know where you are coming from. Hopefully, that will earn their respect, that you are not someone there to tell them what they want to hear, then do something else.

“I don’t believe Lane was a ‘typical’ politician.’ He was a true statesman, and someone who I was very fortunate to know and work for. I believe Illinois and this country are a better place because of the service he provided for this nation.”

A Rock Island native, Evans was 17 when he joined the Marines Corps, 2 weeks after he graduated from high school.

When he returned home following his service, Evans utilized the

GI Bill to earn a college degree, graduating magna cum laude from Augustana College in Rock Island before receiving a law degree from Georgetown.

First elected to represent the 17 District in 1982, he served 12 terms before retiring in 2007 because of his Parkinson’s. Evans was the Veterans’ Congressional Caucus to serve as ranking member on the House Veterans Affairs Committee, a post he held for 10 years. the effort to create a pilot program establishing community-based veterans centers to help veterans with job and marriage counseling and post-traumatic stress syndrome.

The program has since grown to include hundreds of veterans’ centers around the country. His record on behalf of veterans earned him the praise and respect from veterans’ service organizations and his colleagues on both sides of the political aisle.

Brian and the former Bonita Groezinger of Elizabeth were married at Derinda Trinity Lutheran Church, Elizabeth December 20, 1964 by the Rev. Henry Grishskowski. Attending the bride were Martha Heer and Kathy Groezinger.

Five Eastland High seniors chosen state scholars LANARK – Five Eastland High School seniors recently were recognized as Illinois State Scholars.

They are Jameson Fagan, son of Raymond and Heather Fagan; Deven Heeren, son of Therica Heeren and Scott Heeren; Farrah Stubbe, daughter of Julie Alpizar and Terry Stubbe; Hannah Wilczynski, daughter of Vincent and DeeAnn Wilczynski; and Samuel Woessner, son of William and Nola Woessner.

Illinois State Scholars are chosen by the Illinois Student Assistance Commission in conjunction with high school counselors; they represent roughly the top 10 percent of seniors in 671 high schools across the state. Selection is based on SAT, ACT or Prairie State Achievement Exam scores, and/or class rank at the end of their junior year.

By Stephanie A. Vavra for Prairie Advocate MORRISON — Kaywyn Beswick and Carmen Church are recipients Morrison Chamber of Commerce customer service awards.

Beswick was dispensing holiday meal boxes and hot spiced cider Thursday at Morrison Friends Food Pantry in Morrison United Methodist Church, 200 W. Lincolnway, when she was given her award.

Her nomination was for going above and beyond to help others in the community; having so much energy all the time; and inspiring others to lend a helping hand.

About 180 to 200 people use the pantry each month, compared to 70 a month in 2001, she said.

“We give more items [compared to other pantries] and toiletries, which can’t be bought with food stamps.

We give 4 to 5 days worth of food.

We have good donors!”

Chadwick-Milledgeville board approves tax levy, board retreat

West Carroll classes get Toys for Tots SAVANNA — West Carroll FFA and PE classes at West Carroll High School partnered to buy Christmas gifts for Toys for Tots. The FFA donated toys worth more than $500, all bought at the Savanna Shopko.

West Carroll FFA reporter Rachel Dykstra said Ag-3 students went to Shopko during their class period, each with $120 to spend on toys.

“The store was very helpful

in promoting discounts and savings for the drive,” Dykstra said.

“We would like to thank Shopko for all of the discounts that they offered us.”

The PE classes donated toys worth more than $370. “Students in gym classes got to opt out of or donation for the drive. Many people were willing to donate, which helped make this a successful drive.”

MILLEDGEVILLE – The Chadwick-Milledgeville school board adopted the 2014 tax levy at its Dec. 15 meeting.

The proposed levy is below 5 percent and does not require a truth in taxation hearing. Superintendent Tim Schurman said he expected to see an actual 1 percent increase in EAV, “which we desperately need in light of diminishing revenues from the state.”

Schurman also announced a board retreat, from 5 to 8 p.m. Jan. 28 in the Milledgeville High School library, and requested input from the board regarding topics to be covered.

During the second reading of board policy update issue no. 87, Schurman reported that the update included changes, revisions, or entirely new policies in the following subject areas: board communication, public records requirements, business management, debt recovery procedures, transportation, food services, EEOC requirements updated, facility management, substitutes, leaves of absence, graduation requirements, bus conduct, administrative procedures, student testing,

school medication authorization, and community use of facilities.

Obituaries Theodore “Ted�

C. Stubbe

Theodore “Ted� C. Stubbe, 85, passed in to heaven surrounded by his family at his daughter’s home on Thursday, Dec. 18, 2014.

He was born on Jan. 2, 1929 in Winslow, to Carl and Evelyn (Jonas) Stubbe. Ted married his high school sweetheart. Bonnie Jordan. on March 14, 1948. Ted and Bonnie established their home and farm near Winslow where they worked together and raised their family.

Later on they moved to Winslow, but continued farming the farm where he was raised until retiring.

He was a Winslow volunteer firefighter, Le-Win school board member for two terms, served on the Rock Lily Cemetery Board for several years, and was a member of Masonic Lodge for many years. He was a member of the McConnell United Methodist Church. He enjoyed pitching horse shoes, bowling, playing cards, fishing and hunting, but most of all his grandchildren and greatgrandchildren.

Ted is survived by his wife, Bonnie; his son, Carlo (Linda) Stubbe of Savanna and daughter, Suzanne (Don) Rudisill of Red Oak; grandchildren Christopher Stubbe of Rock Grove, Heidi

Janice L. Adams, 73, of Chadwick, died Thursday, Dec. 18, 2014 at CGH Medical Center in Sterling. Law-Jones Funeral Homes handled arrangements.

“With all the budget restraints we’ve had to deal with, the 89 percent general state aid proration was something we had to settle with last year,� Smiddy said. “This year, with the income tax increase expiring Jan. 1 and reverting to 3.75 percent, we’re going to be losing revenue of about $1.6 billion for [Jan. 1 to June 30], and right around year [July 1, 2015 to June 30, 2016].

That is a tremendous hit to the budget, as to where we are going funding the schools. Unfortunately, not at 100 percent, but keeping it at an acceptable level. To me, it’s not acceptable to do anything but fund them appropriately to ensure that our kids are able to learn in the best possible atmosphere.�

As he did before the November election Smiddy still thinks the income tax increase should end. “The people of Illinois are their promises. But we do need to look at a different way of funding not only education, but everything around the state. That’s why I have been vocal about looking at a ‘fair’ tax system, which every other state around us has implemented. And as

you can see, their funding levels and methods of funding programs have done much better than Illinois.�

Smiddy said the fair tax system is based on a progressive that is Constitutionally mandated in Illinois. “We would have to place a referendum on the ballot to change the process. “If the fair tax was implemented, we could look at the current property tax method of funding schools and quite possible lower property taxes around the state.

Property taxes are an antiquated way of funding our locals schools, especially in the rural areas. We don’t have the population base, and we have all these other concerns, such as funding townships, districts. You can only do so much with the limited funds you have.

Trying to do something else to help fund some of these programs would Smiddy is convinced the state would see increased funding in his district with the fair tax. “We could get the funding levels back up to, or nearer, the 100 percent levels that our schools need. Plus, it would provide a bit of property tax relief for businesses and individuals as well. The fair tax would put more money back into the economy, because those who earn a lower wage would see their taxes cut,

and more take-home pay, so that they could go out and buy more products for their day-to-day needs. It would be a boost to Illinois’ economy.� “There has been talk about restructuring the school funding mechanism for many years,� added Bivins. “That’s where SB16 came from. Now, we will be starting the 99th Legislative Session in January.

We’ll be starting from scratch, so to speak, with a new governor, new legislation, and some new members in the House and Senate. I am anxious to see where he (Governorelect Bruce Rauner) will take us, and his thoughts on education.�

Considering that there would be a billion dollar hole in the budget if the legislature decides to revert to a 3.75 percent income tax, Bivins said that Rauner’s transition team found that the state is another billion dollars in the hole, based on Quinn’s “new way� to budget. “The problem was that the Quinn administration pushed things forward every year. So a lot of their debt, due to their budget gimmickry, You can’t keep doing that forever. “Now we’re another $1.4 billion in the hole because of the way they were budgeting. It’s ridiculous. They did everything for appearance, and made too many decisions based on politics, as opposed to industry bookkeeping standards. This has to stop.�

Mathers noted that the district continues to see more students enrolling. At this time, West Carroll is at 20-plus students over where they were at the 6-day enrollment.

He also took a look at the free and reduced lunch program for the district, reporting that fully 79 percent of the pre-K students were 62 percent of the district overall.

Mathers said that by state law, if the qualifying families wished for registration fees to be reduced, he had to do so. This might greatly mitigate any effect of potentially raising registration fees, he noted.

Mathers also talked about correspondence he’d been receiving from Savanna City Council member Gary Scott Law regarding potentially installing a limestone track at the high school. He wanted the board to be aware of it, but said he wasn’t sure other schools would want to run on such a track because it would reduce their speed and might increase the risk of injury.

Mathers told the board that

the Federal Bureau of Prisons had been added to the list of organizations for which the district had to give credence to, just as it does the military, when accommodating student schedules and needs for those students moving into the area.

The superintendent also noted that board members’email addresses would now be linked to the district website. He said that in the cases of individual members responding to questions or comments, he’d advocate copying himself on the email, which he could then distribute to the other board members to keep them in the loop and not violate the Open Meetings Act. He also addressed the ongoing issue of what to do with the Thomson facility, saying he’d been asked if it would be wiser to rebuild, renovate or remodel the structure. Admitting he didn’t know, Mathers advised getting a committee together to meet with an architect to formulate a plan regarding these ideas, due to new regulations, and that the price of building had gone from about $145 to $165 per square foot to build into the range of $275 to $325 per square foot.

Deciding that one representative from each of the three communities would be a good idea, Kilpatrick, Anderson, and Edwards volunteered to be on the committee.

Brumbaugh gave a fairly lengthy presentation explaining and detailing proposed changes in the high school curriculum handbook for the 2015-2016 school year. He said that some of the changes were needed because many students, upon entering community colleges, were not yet ready to take collegelevel courses, particularly math, and had to take courses that did not contribute to their associate degree just to proceed.

He also spoke to the idea of putting Color Guard in the Curriculum Handbook as a credited

course as well as some kind of computer help desk. Anderson broached the topic of possibly having an actual class for sports of getting enough kids to sign up for the various teams. No action was taken on these items.

Mathers noted “good news and bad news� in the district’s new copy machine contract. He said the good news was that they were looking at next 5 years, potentially more than $300,000.

The district’s present contract allows for 1.116 million copies per quarter. He’d like to negotiate 4.4 million per year instead, then if the district goes over on copies, it could

be billed. Summer session produces very few copies so it didn’t pay to be paying for all those copies during those months. The contract is now being bid between three different copy companies. With the color copying being done at the district, that also should save thousands of dollars on ink.

The board unanimously approved an intergovernmental agreement between the district and the Carroll County Transit to house four of its vehicles under the awning Thomson bus barn. This will help the transit group secure a $150,000 grant to either lease or build a facility. Mathers said it was a “great opportunity to do something nice for the community.�

Third, I’m thankful for our I don’t know about you, but the Christmas season sometimes gets so busy that I don’t have time to enjoy it the way I would like. The parties, to overtake Christmas.

I want to take a break from all of that right now, from all the hustle and bustle of the holiday season and from the politics we’ve all had to endure in recent months. I want all that we have to be thankful for in northwest Illinois.

First, I’m thankful for the people I get to serve. You are the spring and fall, the reason I put up with the nonsense that often goes on in the General Assembly. And I count every second a privilege.

If you ask me, there’s not another more hardworking group of people in the country than those of you in northwest Illinois, and I want to make sure your voice gets heard in our state government. Barnes participated in the Graduate Realtor Institute of Illinois, held Dec. 1-4 at the Peoria Marriott Pere Marquette in Peoria.

She completed Course II of the Institute, which examines specialized areas of real estate practice.

Eastland proceeds with improvement projects LANARK — The Eastland School Board approved a motion authorizing Superintendent Mark Hansen to solicit bids for Facility Improvement Projects for 2015-16 at its Dec. 17 meeting. The list of recommended projects includes eight projects at the Jr/Sr high school in Lanark, and nine at the elementary school in Shannon.

Members heard an update from Hansen on approved security enhancements. Installation of shatterproof BluePoint pull stations is scheduled.

The board authorized the superintendent to solicit bids for 2015-16. Bids will be sought for the trade-in of two mini-buses and the purchase or lease of one wheelchair accessible mini-bus and one white, multi-function activity bus. The board will evaluate and approve bids at the January meeting.

Members discussed the results of a Sports Interest Survey of students, and heard a recommendation from Principal Monica Burkholder to start a new Junior High cross country team beginning in 2015-16.

The board will act on this recommendation at its January meeting.

Members heard a recommendation to expand the summer school graders. A committee of elementary teachers lead by Principal Darcie Feltmeyer is recommending the program to support students at-risk of retention or failure in the core areas of reading and math. Students attend school from 8 to 11 a.m. 5 days a week for 4 weeks.

Flex Literacy and Accelerated Math would be used as competencybased curriculum for the program.

Busing would be provided, and some additional costs would be incurred for transportation and pay for a staff member to facilitate the program. The board will take action on the recommendation in January.

Curriculum Guide for Eastland Jr/Sr High School was presented. Board action to approve the Curriculum Guide will be scheduled for January.

Minor changes include: • One semester of computers no longer will be a requirement for high school.

• The course name “Computers” will be changed to “Web 2.0.”

• Advanced Web Design will be removed as a course option because it has not been offered for several years and can be taken at the Whiteside Area Career Center.

• American literature II will be removed as a course option because students now are required to take a full year of American literature.

The board approved extending the Eastland-Pearl City High School and Jr. High football co-operative agreements by 1 year, through the conclusion of the 2016 seasons.

They also authorized the joint co-op committees to evaluate and present any proposed changes to the agreement for the future. requests for the FFA and music programs, and Booster Club sponand third-fourth grade youth basketball programs.

The board also approved a resolution endorsing Illinois Vision 20/20 for public education. The Vision represents 2 years of work by teachers, administrators, board members and parents throughout the state to fashion a researchbased plan for supporting public education. Representatives from the Illinois Association of School Administrators, Illinois Association

Association of School Boards, the Illinois Principals Association, and the Illinois Association of Regional Superintendents have signed onto the initiative.

Hansen recognized and thanked the Music Boosters for accelerating payments for 50 percent of the costs of the band uniforms bought in 2012-13. To date, boosters have contributed $9,278 to their half of the capital outlay, and have only $3,087 to pay off. He also shared information on the correlation between the Common Core Standards and the History Fair in which Eastland junior high students are required to participate.

The board also approved the hire of Dave Giedd as a sub cook and/or kitchen assistant, and Mike Campbell as a sub custodian, and approved renewal of these differential positions for 2015-16: head tant football coaches Tony Dunlap, Kevin Koning, Sean Downey, Jr. High football coaches Fred Lagos Jr., Mike York, and Anthony Preston.

Can it really be true that Christmas is just around the corner? Is 2014 actually coming to a close in a few days?

In thinking about Christmas, my mind travels back to girlhood days. As a little girl I loved going to Ohio or to my grandparents on Mom’s side. We would be so excited when we arrived to the beautiful hills of Holmes County, Ohio, after an

holiday scent throughout her house.

I loved spending time at her house, she always made me feel special.

Years have passed since I was a little girl at Grandma’s, yet I still love going to their house. Sitting at Grandma’s table and eating her tasty food off her pretty dishes is always a treat. Unfortunately, I don’t get to spend Christmas at their house very often.

Each year Grandma prepares a huge box with gifts for each of us and sends it out here to Illinois for us to enjoy.

We always eagerly anticipate its arrival simply because it’s from Grandma and Grandpa’s with love! Last year I was delighted to receive a pillow top Grandma pieced and quilted. It even matched with the quilt she made for Daniel and I as a wedding gift!

Grandma’s Christmas candy and cut-out cookies are a special treat for all of us. At home Mom always had to ration the amounts we

were allowed to eat or they would be gone in no time! Grandma makes all kinds of chocolate candy, such as peanut-raisin clusters, coconut drops and turtles. Her cut-out cookies come in all shapes and sprinkles. I’d like to give you her recipe in case you also choose to make some over the holidays.

Another Christmas memory that stands out to me is of the times my mom took my siblings and me along with our neighbor children Christmas caroling. We walked from house to house throughout the neighborhood, singing for our parents and grandparents. We were always eager to see what kind of candy or snack would be served to us after caroling at each house.

Now since I’m married, we enjoy having the young carolers come to our house singing for us.

I wish you could join me watching them and listening to their songs.

Grandma’s Christmas Cut-Out Cookies 2 cups white sugar 1 cup butter (softened) 3 eggs

1 cup cream 1 teaspoon salt 1 teaspoon soda 5 teaspoons baking powder 1 teaspoon vanilla 4 cups flour Combine in order given. Chill dough at least 8 hours. Roll out to ¼ inch thick. Bake at 325 until cookie is set (8 – 10 minutes). Don’t over-bake. Cool and frost and enjoy! Yield: 5 dozen Frosting 1/2 cup butter, melted 1/4 cup milk 2 teaspoons vanilla 4 cups powdered sugar Whip everything together, spread on cookies. For extra flavor try browning the butter till almond burnt or replacing the milk with prepared coffee.
