SPRINGFIELD – House Resolution 889 was introduced Thursday by a bipartisan coalition of 70 Illinois House members who publicly oppose putting a sales tax on advertising as a way to help the state deal

The text of House Resolution 889 says, “A tax on advertising goes against the pro-business, pro-jobs, progrowth policies that should be under careful consideration as Illinois seeks

An advertising tax would do little to undercut that narrative that
Illinois is increasingly too expensive a place to do business.” Dave Taylor, chairman of the Illinois Automobile Dealers Association, said the average Illinois dealer spent $494,776 on advertising in 2014. “You can see the impact a 10 percent ad tax would have on our ad spending; this is an additional fee that would be hard to absorb and would have to be passed on to our customers,” Taylor said. “I’m afraid we would see the same results other states have experienced and dealers would have to reduce their advertising expenditures if this became effective.” A group of independent business owners, the No Ad Tax Coalition, worked with legislators to support the resolution. LANARK — Judith K. “Judy” Dayboll, 70, of Lanark, went to be with the Lord Savior on Wednesday, Dec. 2, 2015, at Good Samaritan Society in Mount Carroll. Judy was born to Eugene and Nellie (Campbell) Dayboll on Feb. 8, 1945. Judy was a member of Lanark First Brethren Church, where she served with the Ladies Guild. She enjoyed crocheting, sewing, reading, jigsaw puzzles, and writing letters to her many pen pals. She especially enjoyed her family; her nieces, nephews, great-nieces and nephews, as well as her church family. She dedicated her life to taking care of her mom, and was always there for her family. Judy is survived by two sisters, Patti (Marv) Eacker of Argo Fay, and Carol (Micheal) Miller of Dyersville, Iowa; a sister-in-law, Bev Dayboll of Mount Carroll; and many nieces, nephews, and great-nieces and nephews. She was preceded in death by her parents, Eugene and Nellie Dayboll; a brother, Eugene “Butch” Dayboll; and her

Lanark tragedy unfolds Bond set for husband facing first-degree murder charge By JERMAINE PIGEE Sauk Valley Media jpigee@saukvalley.com LANARK – A Freeport man is charged with shooting death of his wife, whose body was found around 2:15 Saturday morning in a home in the 200 block of West Locust Street. Hake’s bond was set at $5 million Monday. He remains in Carroll County Jail, with a preliminary hearing scheduled for 11 a.m. Dec. 15.. Morgan D. Hake, 49, was arrested in Freeport by Freeport Police at 3 a.m., less than an hour after
the body of Suzanne M. Hake, 46, was found, Carroll County Sheriff Jeff Suzanne M. Hake Doran said in a news release Saturday afternoon. Carroll County deputies responded to a 911 call about a shooting and found the body, the release said. According to their Facebook pages, Suzanne ‘Suzy” Hake was a social worker at Gaffey Home Nursing and Hospice, which is based in Sterling, since March. She was the former director of the social services department
at Stephenson Nursing Center in Freeport, staff there Morgan Hake is the owner of Hake’s Hardwood Floor Co., 1884 W. Becker School Road in Freeport. In December 2003, Hake was charged in Stephenson County Court with being a felon in possession of a weapon, but pleaded guilty to an amended charge of obstructing justice by destroying evidence. It is evident that the state of Illinois is suffering from These problems extend way beyond a temporary lack of a budget. We have a literal slow meltdown in process for being able to raise enough revenue to cover all the costs of the government and its bureaucracies we have built. This has become a real constraint on growth in Illinois, where we are losing employers and population. The government continues to devise ways to extract more money from the remaining population through fees, taxes and licensing and have enjoyed record revenues even with an ever dwindling tax base, but it is still not enough to cover the cost of the state. So, even when the Illinois Legislature and governor agree to a budget, there will still be the inherent problem. And the only
solution will be to also cut budget expenditures. We are seeing where municipalities and county governments will receive less. Also, not talked about that have relied heavily on state funding for part or all of their budgets. There are many who believe their budgets will be cut by as much as one-third, even when the budget is passed. However, each community needs to look at these various organizations and decide if and whom to help in funding. Even though these people are at the lowest rung (economically) in our society, they are very important for several reasons. First and foremost, they generally have families who also live in this area and need them nearby for family care and love. These people provide, small as it may be, added local business support by shopping locally. These folks are some of the least mobile in our society and must do their shopping locally. These same folks, through their shopping and property taxes or support via rent-
ing, are very important to government funding. Additionally, these people are important to our local churches not only for attendance, but as children of God who are in need. Businesses, especially the Chamber of Commerce, need to realize that these vulnerable segments of our society help to support our local businesses, perhaps more than they have previously realized. People who do not have access to transportation to go to Rockford or other municipalities to shop do most, if not all, of their shopping with local merchants. So, while their dollars in aggregate may be smaller, a much larger percentage of those dollars nesses because of the lack of mobility. LETTERS CONTINUED ON A20

Funding relief on the way for Riverview Center? Bill passed by lawmakers, awaits Rauner signature By TOM KOCAL Prairie Advocate TKocal@prairieadvocate.com
MOUNT CARROLL — Carrie Melton, executive director of Riverview Center, is frustrated with Illinois legislators, and wants to hold them accountable. On Dec. 1, the center – the provider of domestic violence and sexual assault services in Jo Daviess and Carroll counties – started the month by reducing or eliminating services and staff due to the state budget crisis. But the next day, Dec. 2, the Illinois House approved a bipartisan amendment to Senate Bill 2039 that would appropriate $3.1 billion for domestic violence shelters and programs, and to counties and municipalities from the motor fuel tax fund, money from video gaming, money for veterans homes across the state, energy assistance grants, and $1 billion for winners of the Illinois Lottery.
More good news came Monday, when the bill passed the Senate. Hope remains that by the end of the week, Gov. Bruce Rauner will have signed the measure. Is it too little, too late? “It came a bit out of nowhere,” Melton said. “But we won’t be able to get back to normal right away. We know we won’t get any money this month, so we are at a status quo regarding our low amount of staff to assist people. We are hopeful for January funding, and will assess how it will impact us in a positive way, and how quickly we can do it.” Melton said without a budget, the state has not been paying grant commitments for human services, resulting in severely underfunding the domestic violence and sexual assault services in Illinois. “Unfortunately, we go through this every year, domestic violence and sexual assault services,” she said. “We want to be deliberate now that we’ve received some funding, and at the same time, be optimistic
about reinstating some staff. It’s not only about keeping this issue in the forefront to show how this affects us locally, but also to plan forward. We’re looking at other ways to fund our program, appealing to our donors, in order for this not to happen again. We could possibly be better prepared. This is not like any other year – we’ve never had to worry this much.” Melton said like most human services centers in Illinois, Riverview has laid off 85 percent of its domestic violence staff and 33 percent of sexual assault program staff, deeply affecting the families that might now be unable to receive adequate assistance. “The loss of these services also increases the burden on local law enforcement, prosecutors, schools, and others who work with families on a regular basis. Our communities are already underserved, and this is another example of limited services to our rural area.” If signed, the bill has allocated $172,000, the same funding that Riverview Melton hopes this amount

She stays in constant communication with local legislators and appreciates their efforts, but encourages residents to contact them. Even if the appropriation is approved this week, there are no funds being placed directly into sexual assault services, which are half of the services provided by the center in both Carroll and Jo Daviess counties. “Unfortunately, politics has come before people for the last 6 months,” Melton said. “But we are to the point that it really doesn’t matter whose fault it is. We just want the budget to be resolved. We aren’t pointing are doing the best that they can. House, Senate approve $3.1B spending measure Move forward with compromise on the road to a balanced budget By TOM KOCAL Prairie Advocate TKocal@prairieadvocate.com
LANARK — On Dec. 2, the Illinois House voted 107-1-1 to approve Senate Bill 2039, which appropriates $3.1 billion to local governments, the state portion of the Low Income Home Energy Assistance Program, domestic violence shelters and programs,and more. On Monday, the measure passed the Senate, and moves to Gov. Bruce Rauner’s desk for his signature later this week. State Rep. Mike Smiddy, a Democrat from Hillsdale, represents a portion of Carroll County in the 71st District. “We’re hoping this leads to a budget resolution,” Smiddy said. “Over the last 6 months, I feel we have let down the folks by not having a budget. A lot of this has to do with nonbudgetary issues that have been put in the forefront of budget talks. “We need to put this aside and deal with the issues that the folks here in Illinois are concerned about. Hopefully,
we can move forward with compromise and get things back on track.” State Rep. Brian Stewart, a Republican from Freeport who represents the 89th District, said the bill was approved in a bipartisan way with compromise in mind. “It’s at least a small piece of the budget puzzle, and it remains to be seen how it will affect solving the total budget challenge,” he said. “The meetings with the governor and the four legislative leaders is a positive sign; they’re talking. But it’s 6 months since we should have passed a balanced budget.” With his business background, Rauner has stressed that before politicians decide on how to spend state tax money, they should adopt changes to help business, which the House did Dec. 2, passing another bipartisan measure to reform the state’s unemployment system, a measure that might help Illinois’ jobs market. Smiddy said that Rauner’s agreeing to many “dissent
decrees” through the courts has stymied the budget talks. “We have looked at state revenues
from either federal sources or special state funds that are designed to fund

year, which are anticipated to be about $33 billion. With all of the decrees the governor has agreed to, along with the continuing appropriations, it looks as though his agreements have exceeded $33 billion. We’re going to have to somehow come up with more revenue.” But those decrees are only basic state operations — services ordered by state and federal court decrees. State workers have stayed on the job because a judge ensured their paychecks. State Sen. Tim Bivins, R-Dixon, who supported the measure on Monday’s vote, said that the majority of the bill appropriates funding that is not part of the General Revenue Fund, including motor fuel tax distributions that go to local governments for purposes including snow plowing and road repair. “Most of the funding included in the bill comes

Council gets update on Plum River Trail cleanup SAVANNA — Shay Bradbury of the Carroll County Soil and Water Conversation District updated the Savanna City Council on the efforts to clean up the Plum River trail at the council’s Nov. 25 meeting. Bradbury and volunteers from Americorps and Elkay project in late July. Two “very large” logjams were the group’s targets, he said, one by Doty Road and one north of Wacker Road, with smaller jams by the railroad bridge. He said that excavating crews had cut trees and removed the logs, presenting before-and-after photos to display the results and impact of the work. The crews used chainsaws from
canoes to cut their way through the blocked areas. Bradbury said the next step will be to form a planning committee to take over the project as it moves forward. “This committee will plan trash and logjam removals,” Bradbury said. “Eight hundred dollars remain from donations received last summer, and our long-term plans include the creation of a water trail along the river, complete with signage that would point out rest stops and local venues such as restaurants.” He said that plans were to apply for an Illinois Department of Natural Resources grant that would help boat launch. Neil Anderson, 36th District from Moline, said he supported the measure that will get human services agencies like Riverview Center up and running. “The best thing we can do for these agencies that provide vital services is to come together, in good faith, to negotiate a compromise that gives Illinois a balanced, constitutional budget that dedicates funding to our top priorities. That way, these agencies don’t have to worry about how they are going to serve the populations most in need in our state,” said Anderson. Neumiller Farms to use loan for business upgrade SAVANNA – Thanks in part to a USDA Rural Development Loan awarded to Jo-Carroll Energy, Neumiller Farms in Savanna is moving forward with an upgrade to its facilities. Jo-Carroll Energy was among this year’s recipients of zero-interest loans for rural economic development. The cooperative was awarded $447,155 through the USDA’s Rural Economic Development Loan And Grant program that provides zero-interest loans and grants ties, including cooperatives, which then lend the money to local businesses for projects that help retain and create jobs in rural areas. The loan helped fund construction of a potato
handling facility and the purchase of equipment at Neumiller Farms, a thirdgeneration potato and vegetable farm operation in rural Savanna. It grows chipping and processing potatoes, among other crops. Matt Floming, Neumiller Farms manager, said the new potato handling facility replaces one built in 1985 through expansion of the business. “It streamlines how we do business,” Floming said. The new facility increases the number of holding bins from one to four, which allows loading of multiple trucks and is safer. The project also included improvements to heating, lighting and energy “With the project, we are able to position ourselves
to be more attractive to our current and prospective customers,” Floming said. Lisa McCarthy, executive director of TCEDA, presented the Jo-Carroll Energy Board of Directors with the request to sponsor the application at its February 2015 meeting. According to the loan application, the project supports 47 jobs. “We are always looking for opportunities to help our businesses,” said Michael Hastings, president and CEO of Jo-Carroll Energy. “This was an opportunity to help a local business expand and one that provided employment opportunities for our members as well.” This was the third successful USDA grant or loan application for the cooperative in 2015. MORRISON – At the grizzled age of 17, Johnick Petry has realized less just might be more. The Morrison teen’s homegrown company, Sky Lantern Productions, is holding auditions for the short film “Snowflakes and Diamonds” on Dec. 11 at Morrison Brethren in Christ Church. Petry, the director and producer, said shooting is planned for late December and January. You might remember him as the 14-year-old filmmaker who also acted in the 60-minute sci-fi feature film “Moments of Victory.” But he’d prefer you didn’t. “We’ve definitely moved on since then, to say the least,” Petry said, laughing. “It was a bunch of friends with a $30 camera and a lot of time. Too much action, and not enough dialogue. But I look back on it with fondness. It was the first time we took the leap and actually grabbed the camera to go make something.” He’s since attended the the Christian Worldview Film Festival in San Antonio three times. In addition to providing an opportunity to rub elbows with players in

Petry, his parents, John and Maria, and two of his close friends, Nathan Tauch – with whom Johnick produced “Moments of Victory” – and Lauren Lawson, drove to San Antonio for the latest festival in March, and that’s when the “Diamonds” in the rough began to take shape. “On the way back, we were all just like, ‘We’ve got to make a film. Petry, who’s also honed his craft by editing radio stories as a freelancer for Heirloom Audio Productions in Thomson, plans to take the first crack at editing the short film, but says he’s prepared to enlist help. When it’s finished, he plans to showcase the film at festivals. One of seven siblings, he’s homeschooled and grew up in Morrison, where the bulk of the shooting will take place – much of it at Donnybrook Café and,
hopefully, where the film will be premiered. “We’re trying to showcase iconic features of
Morrison,” Petry said. “And I really want to have a premiere in Morrison, where I grew up.”

Counselors needed for Carroll County Tax-Aide MOUNT CARROLL – Carroll County AARP Foundation Tax-Aide is seeking volunteers to help taxpayers who need assistheir 2015 tax returns. The nation’s largest free, volunteer-run tax preparation and assistance service, Carroll County Tax-Aide is jointly sponsored by the Carroll County Senior Center, the AARP Foundation and the IRS. “Last year, the Carroll County site assisted over 600 taxpayers,” said Mary Ann Hutchison, district coordinator. “Of those, 99 percent of the returns were electroniwere Quality Reviewed.” She said that according to the recent census, this represents 20 percent of Carroll County citizens aged 65 and older. In addition to providing free tax counseling to low and medium income taxpayers with emphasis on those over 60, Carroll County Tax-Aide also ser-

I would propose that each community rethink how it prioritizes local support for its citizens. For too long we enjoyed the safe and secure support from our state and federal governments. But now we are seeing that, at least in our state government, we may not be able to rely upon them in the same way as years ago. Our local governments need to discuss at length and determine which services, including these absolutely necessary for the health and well being of its most vulnerable citizens, and realize that they need to cial support of those. All Christian churches have ministries which do great good worldwide. Our local churches each contribute money, time and prayer to help others. Often, these good works are for people far away from our local community. Perhaps it is time to rethink those ministries as well, putting more emphasis on supportthrough money, volunteer work and prayerful support. I would suggest that each beyond its walls and property lines to include
the community in which it resides. Consider the possibilities for bringing more local people to God and your church by focusing more effort on local ministries. With the local support of these most important community institutions – government, business, and church – each community can come together in helping those who are nearest and dearest to our communities. I urge you to contact your mayor, aldermen, business ownesr/employers, Chambers of Commerce, and pastors to impress upon the importance of helping your community survive this Each community that does greatly from this compassionate task, with the added bit more self-sustainable and tied a little bit more to each other with neighborly compassion. Grave situation
To all within the Rockford Diocese who have a loved one buried in a Catholic cemetery, this may be of interest to you. At 2 p.m. Oct. 24 I went to St. John’s Catholic Cemetery in Savanna to remove the
wife’s grave. We had been to be removed by the 24th. It was late in the afternoon when I went to remove them, due to a family member being placed in hospice care. I’m sure many of you who are married and have lived through many of life’s unknowns, the ups and downs of everyday life, will understand. But those that have never been married, bore a child, gotten up at 2 a.m. for a crying baby, a sick spouse or child, worried about their teenager not yet home from a date, or watched their suppose deal with cancer and then pass away after years of closeness, will understand. Yes, those who have not shared a life with another, then to lose that spouse or child, have no physical or emotional idea what the real life on this side of the grass is, and then to try to talk about it in such elegant ways. When one places their loved one after death wherever they wish - but especially a cemetery - it does not sever their emotional connections. A cemetery is not, and never forgotten souls. It is Holy ground, and a shepherds hook, veterans marker,

December 2015 also marks the 30th anniversary of CRP, a federally funded program that assists agricultural producers with the cost of restoring, enhancing and protecting certain grasses, shrubs and trees to improve water quality, prevent soil erosion and reduce loss of wildlife habitat. MOUNT CARROLL — Because of their generosity toward the Pitter Patter Pantry, Carol and Ozzie Frey of Mount Carroll, owners of Land of Oz/ Subway, have been selected as Flower-Fan-A-See’s November Volunteers of the Month. Gretchen Wallander, president of the Pitter Patter Pantry board, nominated the couple. “Since 2007 when the Pitter Patter Pantry was Anne Piper, they offered the space at no charge in their building next to the Craft Mall. For nine years, the Frey’s have provided the space so that donations can be used to supply basic nursery necessities for families with children enrolled in the Womens, Infants and Children (WIC) program. Clients work to ‘earn’ baby bucks, exchanged at the Pantry for items they need,” said Wallander. “Carroll County is very blessed to have the caring, generous hearts of Ozzie and Carol providing a home
for the Pantry to care for our neediest children.” The Pitter Patter Pantry is an all-volunteer organization. It is located at Land of Oz, state Route 64 and South Mill Street, in Mount Carroll. It accepts donations of new nursery accessories such as diapers, wipes, shampoo, powder, lotion, mattresses, cribs; and new or gently used clothing for newborn to size 5.
