SPRINGFIELD – In a state known for its lagging job growth and burdensome tax and regulatory environment, three companies’ plans to develop or expand in Illinois are a welcome development. Illinois received positive economic news recently as Amazon Inc., Cronus Chemicals and Coyote Logistics announced plans to either establish future facilities in Illinois or, in the case of Coyote Logistics, expand its existing location. begin operations in the state by 2017, bringing with it 1,000 full-time positions. A company representative did not specify what those jobs would be, but said Amazon plans to pursue a variety of different activities in Illinois. Facility locations have not been decided, but the company is scouting possibilities around the state and noted that the Chicago area is one of the potential locations. Cronus Chemicals LLC has chosen Illinois to be the site of its new $1.4 billion fertilizer plant, which will produce nitrogen-based fertilizers urea and ammonia. It will be built near Tuscola in east central Illinois, beginning in

the spring. About 2,000 temporary construction jobs are expected to be created, with 175 full-time positions once the facility is completed. At this time, 25 Cronus employees work out of the company’s Chicago headquarters. The company chose Illinois over Iowa, although a Cronus spokesman said the company looked at 76 sites in nine states before ultimately deciding on Illinois. Technology company Coyote Logistics also announced plans to add 500 jobs at its Chicago headquarters. Illinois’ extensive transportation network is said to have drawn both Amazon and Cronus to the Land of Lincoln.

Illinois ranked 31st in business tax climate, 45th in job growth Cronus, Amazon and Coyote Logistics’ plans to expand in Illinois are a boon for the state, particularly when taking into account the results of two separate studies that placed Illinois in the bottom half of states when it comes to business tax climate and job growth. According to the most recent edition of the State Business Tax Climate Index released by the nonpartisan Tax Foundation, Illinois’ business tax climate dropped two places since last October and is considered by the organization to be the 31st best tax climate in the nation. To determine an overall ranking, the index considers more than 100 tax variables in five areas of taxation, including corporate, individual income, sales, property and unemployment insurance tax. A state receives a less-favorable

ranking for overly burdensome, complex tax codes and high rates. The index also noted a state’s ranking could change dramatically from year-to-year, not only because of its own policies, but also in recogreforms that are made in other states. The Tax Foundation noted that “evidence shows that states with the best tax systems will be the most competitive at attracting new businesses and most effective at generating economic and employment growth.” While also conceding that “taxes are but one factor in business decision-making,” the report noted that compared to reforms in other policy areas that employers pay close attention to, such as health care, transportation infrastructure and education, which can take many years to execute, changes to a state’s tax code can be made quickly, and rapidly and dramatically improve that state’s business climate. Improving the state’s business climate is critical if Illinois hopes to improve its job growth ranking. A report published by Arizona State University placed the state 45th in the nation in job growth, using U.S. Bureau of Labor Statistics. This is drop from the state’s 2013 ranking of 39th in the nation.

Good and bad news on local pensions A report from the Legislature’s bipartisan Commission on Government Forecasting and Accountability is a mix of good and bad news on municipal pensions in Illinois. The report examined the employee retirement systems in Chicago and Cook County, along

The eight Chicago municipal pension funds examined had a combined average funding ratio of just under 42 percent – meaning that they only had of their obligations. The study also found that two Cook County pension funds are careening toward bankruptcy. Both the Cook County Employees’ Pension Fund and the Cook County Forest Preserve Pension Fund are expected to have negative funding ratios by 2038, meaning they are projected to run out of assets needed But, there was also good news in the report. The Illinois Municipal Retirement Fund, which covers most municipal and county employees outside of Cook County, remains the strongest public pension fund in the state, with a funding ratio of 87.6 percent. That is down from a pre-recession ratio of 96 percent, but represents a gradual climb after hitting a low of 83 percent in 2011. The Illinois Municipal Retirement Fund traditionally has been the best-funded public pension system in the state, largely because local governments are required to meet annual contributions to the fund. More good news – while many of the pension systems examined currently have poor funding ratios, these funds are projected to recover and achieve a targeted 90 percent funding sometime around mid-century. That’s generally due to recent changes for newly hired employees – including higher retirement ages, more modest cost-of-living increases and caps on the salary

used when calculating a pension. As employees hired under a more generous system gradually retire or leave public employment, the long-term obligations of the systems will drop for newly hired employees, saving the systems money in the coming years. For example, the Fireman’s Annuity and Benefit Fund of Chicago has a dismal 24 percent funding ratio, meaning it only has enough assets on hand to cover 24 percent of its obligations. But, thanks to reforms adopted in 2011, the funding ratio is expected to climb each year over the next 25 years, until it reaches 90 percent funding in 2040. Because the reforms, most of which were adopted in 2011, impact only new hires, they have not been subject to the same court challenge as changes that were adopted in 2013. The 2013 pension changes are being challenged as an unconstitutional reduction in promised that because the 2013 changes were aimed at current employees, those changes violate the constitution’s protection against reducing penbeen hired. Giving Back to Veterans

embers of the military serve their country proudly, often sacrificing the luxuries of home and time spent with their families to do so. When veterans return home from training or deployment, many people want to show how much they appreciate the sacrificesmade by the men and women of the military, but don’t know the best way to share that appreciation. Donations to a veterans’ charity is one measure of support the public can offer. Many charities work to serve the needs of veterans. The Wounded Warrior Project provides rehabilitation, counseling and activities for veterans who were wounded during service, while Homes for Our Troops remodels homes or builds them for troops who were injured and need their homes remodeled as a result of their injuries. The USO provides a variety of services for veterans and can always use donations or volunteers. Another way to help veterans is to assist with their pets. Some dogs and cats get left behind when troops are deployed or forced to move. Volunteering to foster a pet until a soldier returns is another way to give back. Some military service dogs can be injured or traumatized during battle. Working dogs can be rehabilitated or adopted upon returning home. According to the organization Veterans, Inc., veterans are more at risk of becoming homeless than those who do not serve in the military. Some causes of homelessness include lack of education and transferable skills after returning from military life. Physical and mental health issues can make finding work challenging. Some veterans may cope with trauma resulting from their deployment by leaning on drugs and alcohol, and that can interfere with their ability to get and/or keep jobs. Individuals can help veterans by opening their homes to friends and family members who may need a temporary place to stay. Encourage veterans to embrace job training programs or seek therapy if necessary. Providing support to military personnel both past and present can mean a world of difference. Correspond with veterans through mail, email or text messages. Operation American Soldier establishes connections between civilians and troops so that all soldiers receive daily mail, whether it’s a care package or letter of thanks. Other simple ways people can give back to troops is to personally thank them for serving their country. Share time with veterans and ask to spend time listening to their stories and experiences.

Glen Emery Albrecht, 97, of Elizabeth, died Thursday, Oct. 30, 2014 in Elizabeth. Her funeral was held Monday at Faith Lutheran Church in Elizabeth. Burial was in Woodbine Cemetery in Woodbine. Great Route 64/84 Shop Hop returns to kick off holiday shopping season It’s time to plan your stops on the Great Route 64/84 Shop Hop. In Lanark, Mount Carroll, Savanna, and Fulton, shops will offer their festive best this Friday and Saturday, and again Nov. 14 and 15. The 24 shops on the holiday Shop Hop work together to offer varied and unique selections in a small-town shopping experience. They include gift shops, antique glass shops, bookstores, quilt shops, Christmas tree farms, and more, including a craft show. Five restaurants will be serving meals to replenish your shopping spirit and give you a chance to rest your feet. In Lanark, Twice-Sold Tales bookstore will be open extended hours, from 9 a.m. to 5 p.m. all Christmas centerpieces designed for book lovers for sale, as well

as Thanksgiving and Christmasthemed books, read-a-louds, videos, cookbooks, and gift books, all at garage-sale prices. In addition, culinary mysteries, recent titles, gift will all be available. Twice-Sold Tales, in The Special Touch’s Unique Mall, 504 state

By Marc Gravert The corn harvest of today is a piece of cake compared to that of the past, when the days started before sunrise with the feeding of the horses that did the work of the day. Then the milking was done by as many members of the family as were needed. Most all farms milked by hand, because electricity had not come to the rural areas yet. After the milking, the rest of the were feeding and slopping the hogs and feeding the chickens and picking up their eggs. Then it was back to the horse barn to do a quick curry and brushing before harnessing, so they After the chores were done and the family was ready for a hearty breakfast. Most of the time Mom was in charge of the meals, but as the daughters got older, they would also be given tasks to perform. One of the sayings of the day was, â€œYou should eat like a king for breakfast, a prince for lunch and a

pauper for supper.â€? Breakfast was a big meal, usually consisting of eggs of some sort, bacon or ham, hash brown or fried potatoes, plenty of homemade bread or cornbread, fresh milk and coffee â€“ lots of coffee. After breakfast we headed to the horse barn again to get a team or two ready for the dayâ€™s corn picking. The team was hitched to the wood-wheeled farm wagon. The farm wagon had to be equipped with bang boards and shoveling boards for picking corn by hand. Bang boards were just a number of 12 inch boards added to one side or the other, depending on whether you were right or left handed. They were used to keep the ear corn from being thrown over the side when it was picked and thrown into the wagon. There were several devices used to help pick corn by hand, called husking hooks and pegs. There are so many different kinds it would make your head spin for sure! There were palm hooks and thumb hooks, and these came in single hooks or up to three hooks for each. Then there were shucking or husking

went somewhat easier.And easier was a relative term, as hand-picking corn was far from easy. Back in the day, most corn was open pollinated, and most would not stand well with wind and, heaven forbid, snow. With corn being open pollinated, it had its advantages. You could keep some of the better ears as you were picking to use for your seed for the next yearâ€™s planting. Most farm wagons had a special place for these saved seed ears. We will talk about seed later. wagon before noon and another after lunch. A standard wagon box would hold 50 bushel of ear corn, and some would try and get as much as they could on a wagon. My father would stick an ear of corn in between each row of boards on a triple box wagon, allowing for a few more bushel per load. Some farms had elevators, but most were unloaded by hand, with a steel scoop shovel. Now if you had to unload by hand, you probably used a shoveling board, which was an end gate at the back of the wagon. It was almost 3 feet long and was lowered in the

picking. They could pick a lot more corn per day than they had ever been able to do before. The only problem was, it did not pick clean. There were far too many husks left on the ears and a few stalks, also. And, try as they

Most made it by that date, but a few still had more to do afterward. And hopefully you didnâ€™t have snow to deal with! Try this family recipe after your chores are done!

1 cup corn meal 1/4 cup sugar 4 teaspoons baking powder 3/4 teaspoon salt 1 cup milk 2 eggs 1/4 cup shortening meal, sugar, baking powder and salt. Add the milk, eggs and shortening. Beat 1 minute. Pour into greased 9-inch pan. Bake at 425 degrees for 20-25 minutes until golden brown. Nothing better, unless you make this with your own homegrown corn meal, milk and eggs. That makes it extra special!

The person then stood on the shovel board and scooped the corn from the wagon into the corn crib. Most of the time the door in the crib was head high, standing in the back of a farm wagon. All done before the noon lunch. Lunch on the farm was always good, consisting of fried chicken, and beef or pork of some kind. Potatoes were a staple on most any farm, and there was always a vegetable or two and the standard homemade bread and butter, perhaps even homemade pickles or sauerkraut or maybe yummy apple sauce from the backyard tree. Then dessert â€“ oh, dessert! No one went hungry, but dessert topped it all off. Sometimes it was cake, or cookies, but most of the time it was pie. Now think about all that work before lunch, then that huge meal, then

I love observing the red, yellow, and orange of the trees and bushes as they turn into their beautiful autumn colors before dropping their leaves. Several weeks ago ,when my 3-year-old daughter Julia she informed me that the tree is dead and we’re going to have to cut it down. I explained to her how new growth will start again as the seasons change and it warms up outside after it has snowed. Truly, we serve an amazing God who so wonderfully designs and creates all things. You may remember from last week’s letter that we were expecting to get a new pony. Now this week we’re delighted to let you know that it has arrived, thanks to Jim and Linda from northern Illinois. They traveled 5 1 /2 hours to deliver her to our little farm. Her name, Sassy “Look at her tail! See she’s sassy,” Linda said, pointing to a baby picture of Sassy Sundae twitching manner “She was born on a Sunday morning,” they explained “and we like ice cream sundaes, so we decided `sundae’ will have to be part of her name.” She has a reddish brown coat with a beautiful white blaze and a white foot as well as a sprinkle of white over her back and rump. You can only imagine how excited Julia already has been to have a pony of our own. Last night she was harnessed up too sure about it, but I think she’ll a bit more. With her being a notch smaller than Sapphire, our Standard Bred mare that we use in the buggy, she’ll be a lot easier for me to harness, hitch up and drive, especially when going away with little ones. Sundae in a stall but look forward to seeing how she and Sapphire will respond to one another once we put them together in the pasture. I’m sure Sapphire will be glad to have a companion. Now, for this week’s recipe: I decided to share one for our “Favorite Coffeecakes.” It has been tried and proven many times. I’ve made it countless times as a always put it into a 9-by-13-inch cake pan and put the crumbs on top, and for a treat, we sometimes sprinkled a handful of chocolate chips on top as well. Hanover hit hard by Robertshaw plant closing More than 100 jobs lost; operations moving to Mexico By TOM KOCAL Prairie Advocate TKocal@prairieadvocate.com HANOVER – Robertshaw Industrial Products, formerly Invensys Controls, is closing two manufacturing plants, one in Hanover and the other in West Plains, Missouri, and moving them to Mexico. About 500 jobs will be lost. More than 100 workers will lose their jobs when the Hanover plant, which makes water valves for a variety of systems, including clothes washing, refrigeration and dishwashing, closes in September and moves to Matamoros, Mexico. Hanover has a population of about 840. More than 400 jobs will be lost when the Missouri plant closes in March 2016, Robertshaw said in a statement. That factory makes gas valves and related gas products for the cooking and heating markets; it will be moved to Nuevo Laredo, Mexico. Both plants make products for companies such as GE, Samsung, Electrolux, and Whirlpool.

Lisa McCarthy, director of Tri-County Economic Development Alliance, said she was contacted by the company Oct. 1 and told to cancel tours set for National Manufacturing Day. She was not told the reason for the cancellation, but received a call notifying TCEDA of the plant closing the next day. The company cited the reason for the plant closures as part of its initiatives to optimize its manufacturing footprint, leverage its investments and enhance its competitiveness. “TCEDA, upon learning that Hanover Mayor Don Schaible had been contacted and the press release from Robertshaw was sent out, asked if the plant could be bought by the employees,” McCarthy said. “I was told that that wasn’t an option, and that the plant would be closed by September 2015. I contacted the mayor to offer support and offer to coordinate on resources.” TCEDA is an economic development alliance covering the tri-county region of North-

west Illinois that includes Jo Daviess, Carroll, and a portion of Whiteside County. McCarthy immediately contacted the offices of U.S. Sen. Dick Durbin, U.S. Rep. Cheri Bustos, state Sen. Tim Bivins and state Rep. Brian Stewart, then contacted state Department of Commerce and Economic Opportunity to arrange support. “I quickly met with our local workforce development representative, who outlined the process of support with BEST Inc. and their workforce partners. A special TCEDA board meeting was called on Oct. 8, 6 days after the announcement,” McCarthy said. “I contacted investors to see if there would be interest in buying the plant and could find none. I met with the TCEDA board to discuss how we could assist with the outline described by BEST Inc. and provided informative, printed materials at the meeting. I emailed other manufacturers to gauge interest in hiring some of the former employees.”

McCarthy provided Schaible a resource for in-plant education on healthcare resources for employees at no cost, and a resource for building development if needed. She then contacted an economic development professional in another state who had a plant closing to learn about available resources and the process they went through. She also found additional resources for employees who jobs are off-shored and discussed the potential with the DCEO. “TCEDA offered to organize a job fair with the village of Hanover for employees with other business in our region, and we have found sponsors,” McCarthy said. “And I have kept in constant contact and continue to assist Mayor Schaible. “Rep. Bustos called to offer support to the employees and the village of Hanover via the ‘Rapid Response’ team of workforce development professionals from the federal and state governments. The purpose is to assist employees through informative sessions on unemployment, training, education and career development,” she said.

Morrison City Council meeting Rate increase, water main issues, new wastewater treatment plant on agenda by LYNNETTE FORTH for Prairie Advocate MORRISON — City Administrator Barry Dykhuizen reported on the water and sewer rate increase at the Oct. 27 City Council meeting. “The waste water portion [of the ordinance authorizing the rate hike] is as introduced at the last meeting. A $10 charge will be added as a service portion that will show on the actual utility bill customers receive as a line item.” Dykhuizen also noted that water rates over the past 4 years increased by 3 percent. “The increase is slightly under 2 percent. I would like to reevaluate both again in February or March. Maybe that will narrow down the cost estimate. We might know more about borrowing terms and what we could get from the IEPA. The increase would coincide with the start of “We are trying to be sensitive to residents of the cost,” Dykhuizen said. “We need to look at how it’s broken down by usage. High users will have their cost go down about $1. Lower users will go up about 50 cents.” The ordinance was approved.

Wastewater treatment plant City Engineer Noah Carmichael of Fehr Graham included his report, containing information on the waste water treatment plant. The anticipated schedule for this project is to bid, award, and finalize the loan in the summer and begin project construction in the fall. The Genesee Avenue pump substantially complete. Bidding and construction of this phase of the project is expected to begin in spring 2016.

Work continues to identify the root cause of the many water main breaks. Dykhuizen reported that the tear down of 703-705 West Morris is to be completed, and also noted that the appraisal is finished, so the council should expect an action item on the next agenda. Public Works Director Gary Tresenriter said he sent an email last week regarding Jackson Street resurfacing and some signs already are in place. He urged drivers to be careful when driving through the area. “The concrete contractor still completed 18 locations,” Tresenriter said. “We can only do so much this year. We are trying to get the street sweeper out more often, and will continue working to change water meters.” Tech Drive project. Dykhuizen asked that the balance of series 2010 IEPA bonds be transferred into the water operating fund. He said the city created the fund for the water tower and water has been paid. He explained the ordinance regulating projecting signs, which the council approved. “The Chamber of Commerce directors were reviewing the downtown improvement suggestions, and one was signage. The city code prohibits perpendicular signs. The planning and zoning commission voted to amend the code prohibiting such signage. If the sign is in the historic district, it will need to be approved by the Historic Preservation commission “This provides a little more leeway than the old code?” Mayor Everett Pannier asked. “This essentially removes a restriction, we are not adding more restrictions to the code,” Dykhuizen said. Dykhuizen said preliminary tax levy information to pass a draft ordinance will be discussed at the Nov. 10 meeting. He said the city is fairly far along in the process, and information will be sent to council, with final approval to take place at the first December meeting.
