Morrison council considers water, sewer rate increases

Carroll County Board OKs rezoning of land

The board approved requesting Illinois Department of Transportation consent of the reappointment of Kevin Vandendooren as county engineer.

The Highway Department reported its crews have been cleaning debris under guard rails, repainting railroad crossing symbols on pavement, repairing washouts, patching bridge approaches, and cutting brush.

Zoning reported seven recent investigations of zoning violations ranging from noxious weeds to buildings without permits to possible dumping. Zoning department head Jeremy Hughes said one of the complaints is resolved and the others are in various stages of investigation or compliance.

MOUNT CARROLL – Properties that might be the site of a medical cannabis cultivation center was rezoned for industrial use by the Carroll County Board during its meeting Oct. 16.

Land between Crim Drive and Riefsteck Road of the Jo-Carroll LRA Depot had been zoned as commercial property. The county’s Zoning Board of Appeals had reccomended the rezoning.

Only one license for a medical marijuana cultivation center will be awarded in State Police District 1, which includes Carroll, Lee, Ogle and Whiteside counties.

The 2014-2015 Weatherization Program, which had been scheduled to end Sept. 30, has been extended until Dec. 31. The program provides weatherization services for eligible low-income households in the tri-county area.

It focuses on making homes safe by inspecting, cleaning and repairing the heating system and reducing the amount of fuel it takes to heat a home comfortably.

Weatherization is a direct grant to qualified households.

Measures include, but are not limited to, insulation of attics, walls, and basements; repair or replacement of doors and windows; health and safety measures; and furnace work. Health and safety measures include installing smoke detectors, fire extinguishers and CO detectors. Furnace work ranges from cleaning to

repairs or replacement. Tri-County Opportunities Council weatherization crews and licensed furnace contractors do all authorized work.

Preston added that the council continues to recruit foster grandparents, who work on academics, social skills or other special needs with children individually or in small groups in classroom settings. They display an abundance of personal warmth, emotional maturity and social responsiveness. Foster grandparents help children learn to succeed, and enhance a child’s life.

The foster grandparent program was initiated under the War on Poverty in 1965 and is designed to help keep low-income senior citizens living self-sufficiently in their own homes. The volunteer foster grandparents receive a taxfree $2.65 stipend for every hour worked. The stipend does count against housing or a medical card or Social Security. Old business County Administrator Michael Doty said the county’s new phone system is installed and working. He said fax numbers would be installed soon and the county will connect the new system to the iFiber project as soon as possible. iFiber was developed to address the issue of limited broadband capacity, speed and service in nine Northwest Illinois counties. iFiber provides extremely high-speed (up to 1Gb) network transport services to both the public and private sectors.

The Extension, Highways, Animal Control, Soil and Water, and Health departments presented 2014-15 budget information, with minimal requests for change.

Savanna approves new billing software company

By MICHAEL MILLER For The Prairie Advocate SAVANNA – The City Council unanimously approved contracting a new software company to deliver its water meter reading software needs, dropping the previous company in the process.

At its Oct. 14 meeting, the council also heard a Water/Sewer/ Refuse/Streets and Alleys report from Alderman Bill Sweeney.

He said that water rate changes were being reviewed by Mayor Tony McCombie, adding that any changes would be put off until the city could ascertain what it would cost to actually run the new sewer plant.

Hotel/Motel Committee Chairwoman Peg Haffey announced the resignation of marketing consultant Amy Trimble, who was hired 2 years ago.

Trimble’s replacement, Chris Lain of the Savanna Marketplace, will be paid $28 per hour ($20 for meetings) for the first 6 months, with a potential increase if things go well.

McCombie offered the Finance Committee report, saying that while the city is currently contracted with USTI out of Texas for its utility billing software, staff is finding that “it is not the system we thought that it was going to be.”

The committee recommended using Hometown Solutions, a company recently bought by Sharon Pepin, also of Community Funding and Planning Services, a grant writing and administration firm.

McCombie said the city learned Hometown was being bought just 2 days before it signed with USTI (previously thinking Hometown would be going out of business after the original owner retired), which she said the city had gone with at the time because its fees were the lowest. Hometown’s fees would be $8,000, which would cover “all of their conversions” and was in line with

other companies looked at.

Alderman Jeff Griswold asked what the city would get back from USTI, and the mayor said “it could be $800” of $3,000 total.

He also wondered about the size of Hometown. The mayor said the company was “not big at all” but did note that Mount Carroll, Stockton, Elizabeth, Orangeville and other small area communities use it.

Griswold suggested a clause in the contract whereby if it could not deliver what the city wanted, a full refund would be given. The mayor said that a “performance clause” had been mentioned and that Hometown was “100 percent fine with that.” She said $1,300 a

year would be the cost for renewal of services, including updates and tech support, with finance and payroll included being $2,500 per year.

Alderwoman Christine Lee asked if there were any legal routes the city could take to potentially recoup the $800 it had paid to USTI, and City Attorney Phil Jensen said he would look into it.

The city will be getting a new squad car to replace the one damaged in a recent accident. Moon requests a 2015 Dodge at about $27,717 plus title and license, with the council’s full approval.

Morrison administrator explains proposed sales tax

By Stephanie A. Vavra For The Prairie Advocate MORRISON – City Administrator Barry Dykhuizen answered questions about the proposed 1 percent sales city sales tax referendum on the Nov. 4 ballot.

Why is this question on the November ballot?

The city’s aging infrastructure needs attention, and revenue distribution from the state, has been declining in recent years. The 1 percent sales tax is an appealing option, because it generates revenue for Morrison’s critical needs from those passing through the community. Therefore, others who use the city’s infrastructure share in the cost. The burden does not lie solely on residents.

What will Morrison do with this tax revenue?

By state law, the funds must be used for infrastructure improvements, such as Morrison’s roads. The mayor and each alderman have made the Street Improvement Plan their top priority. Street renovations would get underway as soon as 2015, with a total estimated cost of $3.5 million.

Is the 1 percent sales tax good for the local economy?

Reliable infrastructure is critical to retail business, industry, real estate, health care, and education.

What does the proposed tax mean to the consumer?

For every dollar you spend on certain purchases, an additional penny would be paid in sales tax.

How much revenue will be generated?

Calculations indicate about $200,000 per year would aid the city.

Do other communities have this tax?

The sales tax is extremely common in Illinois. Hundreds of communities use it as a funding mechanism, rather than increasing property taxes. Regionally, Fulton, Rock Falls, Sterling, and Dixon all have a local sales tax to help their communities.

Are certain products exempt from the 1 percent sales tax?

Yes. The tax increase will not be including grocery items, prescription drugs, over-the-counter medications, medical appliances, agricultural equipment/supplies, and titled and registered vehicles and/or equipment.

What are the alternatives?

There are three options. Two alternatives are to fund these necessary infrastructure improvements through increased property taxes or continue to increase utility rates. Doing nothing is also an alternative, but it is not the correct option for proper management of the community’s assets. entire burden on the residents of the community. Judith “Judy” Teske

SHANNON – Corrine J. Pannkuk, 71, of Shannon, died Sunday, Oct. 12, 2014 at Serenity Home in Oregon.

She was born Dec. 16, 1942 in Freeport, the daughter of George and Joyce (Kuehl) Ryan.

Corrine was a homemaker.

She married Ronald Pannkuk on Oct. 15, 1966 in Forreston. He died on Jan. 15, 2013.

Corrine was a member of North Grove Evangelical Church.

She enjoyed spending time with her grandchildren, crafts, visiting with friends, cross stitch, sewing and gardening.

Survivors include one son, Kevin (Trisha) Pannkuk of Shannon; three daughters, Karen (Garry) Richards of Freeport, Suellen Pannkuk of Shannon and Linda (Ron) Getz of Savanna; one brother, Jim (Judy) Ryan of Freeport; and four grandchildren, Jameson Pannkuk, Sarah Richards, and Riley and Lakin Getz.

She also was preceded in death by her parents and one grandson, Justin Richards.

Funeral services were held Friday at North Grove Evangelical Church. The Rev. Tim

Her funeral was held Saturday at Law-Jones Funeral Home in Savanna. Cremation rites were accorded. A memorial fund has been established.

Ronald J. Ulesich Ronald “Ron” J. Ulesich, 75, of Lake Carroll, previously of Rolling Meadows, passed away Friday,

Ron was born June 22, 1939 in Chicago, the son of Joseph and Anne (Lunka) Ulesich.

He grew up on the family farm near Greenwood, Wisconsin. Ron was a 1957 graduate of Greenwood High School. He attended the University of Wisconsin at Eau Claire where he met his sweetheart, Jan. He also attended DeVry University and the Illinois Institute of Technology, Chicago.

Ron worked 35 years as an engineer and manager of quality control at Rauland, the picture tube division of Zenith Electronics in Melrose Park, retiring in 1995.

He enjoyed watching his daughters’ and grandchildrens’ activities, especially volleyball. Ron liked to golf, was an avid Packers fan, and loved spending time with his dog, Ernie.

The contract would end if Kunes would decide to sell their building.

Alderman Bob Sisler asked, â&#x20AC;&#x153;If the state eliminates the sales tax sharing, the city is obligated to pay the money. Where are we gonna come up with that?â&#x20AC;?

Alderman Doug Bergren responded, â&#x20AC;&#x153;It would be grandfathered in.â&#x20AC;? Bergen also noted that if any ordinances fail, the agreement is no good.

Bates stated, â&#x20AC;&#x153;We are trying to help Kunes stay here. There is a lot of demolition that would not qualify for TIF funds. This is another creative way to help them stay here. EPC Homecoming week

The EPC Homecoming Parade starts at 5:30 p.m. today in downtown Lanark.

After the parade, the Lanark Chamber of Commerce will hold a tailgate cookout from 4:30 to 7 p.m. at the Heritage Center, 106 S. Broad St., across the street from the Municipal Building and Public Library. The menu includes a pork chop sandwich, brats, and hot dogs, individually or as a meal. Proceeds fund for Eastland graduates.

The pep rally and skits begin at 7 p.m. at Pearl City High.

The Eastland volleyball team takes on the Le-Win Lady Panthers at 5 p.m. Thursday in the Eastland High gym in Lanark. The Lady Cougars are undefeated in Northwest Upstate Illini Conference action.

The Homecoming football game features a classic battle of the unbeatens at 7 p.m. Friday at Eastland. The EPC Wildkats, 7-0 and ranked No. 2 in IHSA Class 2A by the AP, will host the Forreston Cardinals, ranked No. 1 in Class 1A in the same poll.

The game also will determine the eventual winner of the Northwest Upstate Illini Conference. Both

In addition to all the candidates attempting to woo you to elect them as your representatives in various government bodies, the November ballot will contain three “advisory referendum” items – these are nonbinding, which is just a politician’s way of saying, “I know this is bad policy, but I want to hide behind your vote, so I don’t have to claim responsibility for mine.”

All three of the “advisory” items on the ballot are too toxic for politicians to introduce as bills, so they want us to provide cover for them. All should be soundly rejected!

But learning the issues and livelihoods of others is an eye opener!

Most aren’t 9 to 5. How the nurses and aides have such patience and adaptability is beyond the pen.

Ours sure has had its ups and downs the past couple months, with illness, moving unexpectedly, and extended family issues. Like so many of you. I don’t know what the future will bring.

The upcoming votes in Colorado and Oregon open up an interesting array of questions: Are products that currently proclaim they are GMO free not to be trusted without legislation? Alternatively, if a product does contain GMO ingredients, might that be a good business decision to give those consumers who say “So what?” a choice?

At least the organic purple and gold popcorn grown on Western Illinois University’s Allison Organic Farm will not be affected if there is mandatory labeling in Illinois, because it is an organic product the legislation exempts from labeling requirements.

Everyone knows that raw milk straight from the cow is undoubtedly “unadulterated.” Can the same thing be said about the processed milk one picks up at the grocery

store? I looked that up, too.

In an article by Kristin Wartman (https://kristinwartman. wordpress.com/tag/food-additives/), she writes: the Midwest Dairy Foods Research Center and Alfred Chair of the Dairy Department at South Dakota State, outlined the process: Milk is received at the processing facilities antibiotics. Several tanker trunks worth (from multiple different farms) get combined and placed in holding silos. Then the milk goes through a cream separator to create two products: cream and skim milk.

“At this point, various percentages of cream are added back into the skim milk in order to create whole and low fat milk. Milk is process of passing it at high speeds through very small holes to create a uniform texture and prevent the cream from separating and rising or heated to at least 145 degrees.

In some states, nonfat milk solids are added to the milk in order to thicken it and give it a better mouth feel. Then synthetic vitamins A and D are added.”

When all is said and done, the product is a far cry from the milk that actually comes out of a cow.

And, depending on whom you ask, each step along the way might carry its own risks.

Savanna hosts Veterans Day Tribute Annual dance honors those who defend our Freedom SAVANNA – Lyle Beaver & the Brass Notes from Iowa City, Iowa, will perform a medley of military songs at the second annual Veterans Dance and Tribute from 2 to 6 p.m.

“Along with our Savanna American Legion Post 148 and VFW Shaw-Leavens Post 2223, we hope that veterans from posts all over northwest Illinois will attend,” he said.

“Following last year’s tribute, we heard from area veterans that if they’d known about this event, they would have attended. So spread the word to our area veterans of every era that this is for them!” Law said.

“Perhaps they would participate in a walk around the ballroom when their service branch’s theme song is played. We hope that, like last year, sons and daughters will bring and assist, if necessary, their fathers and mothers who served.”

ello to one and all!

This week I would like to introduce you to someone who means a lot to me, someone who has played one of the most important roles in my life (that is, besides my husband!). I have many friends who are very near and dear to me, but this particular person has probably done more for me than anyone else ever has.

You guessed it! It’s my dear mother, Dorcas Raber. Little did I know or was even able to fathom what my parents have done for me until I had a child of my own.

Caring for the many needs and demands of a newborn as well as facing the challenges of training and teaching a young child are all weighty responsibilities. Then, of course, teenagers, and with them a whole new set of challenges.

As a little girl I wanted to be like my mom. I recall times when we sat down together for a little snack of saltine crackers and bell peppers slices that Mom had canned at that time. I really wasn’t fond of the taste of those peppers. I munched them down all the same, though, simply because I wanted to do what she did and I know she was proud of me.

As a family we had many good times together in spite of the trials we met along the way. The month of September brought back memories of my two stillborn sisters. They were born 4 years apart and both had September birthdays. As a young girl I had been all excited when my parents told me that there was a tiny baby on the way. Our hopes and dreams were dashed twice when we faced the devastation of their deaths prior to their birthdays.

It was an intense time of struggling for me. We had had so much fun dreaming and planning about the arrival of a newborn baby. It felt like my whole world came crashing down on top of me, but through it all God proved His love and faithfulness to us. He hurts with us when we grieve, yet wisely doesn’t give us all we want. It was also a tough time for my mother, yet through it all she didn’t lose

Mix pudding with milk and add to the first 3 ingredients.Add butter, eggs, and salt to yeast mixture.

Add flour.

Let rise.

Roll out dough with a rolling pin.

Spread with melted butter, brown sugar, and cinnamon.

Roll up and cut into 1-inch her faith in God. This experience had a drawing effect on our family, it drew us closer to one another and the Lord. I was also blessed with two more sweet little sisters whom we dearly love and treasure.

My life keeps changing. I now have a wonderful husband who cares for me, yet my mother plays an important part in my life. She is still always there for me, whether it’s with a listening ear or a helping hand. Our house is less than a quarter mile from theirs so, yes, I’m spoiled. She’s always concerned that I’m OK and not working too hard. This week she promised to help me with some painting, so I look forward to having her assistance with that!

Fall is a great time for auto maintenance LANARK – John Daehler, owner of JD’s Automotive, reminds everyone that basic maintenance helps avoid costly repairs down the road. Fall is the time of year to give your car some extra attention with winter weather on the way.

“Basic maintenance can go a long way toward improving the safety and dependability of your vehicle, plus it helps avoid costly repairs down the line,” Daehler said.

The Car Care Council recommends 10 basic maintenance

procedures to keep your car operating at its best:

Check tire pressure, including the spare, at least once a month. Check the tread for uneven or irregular wear and cuts and bruises along the sidewalls.

Have your car’s alignment checked at least once a year to reduce tire wear and improve fuel economy and handling.

Test exterior and interior lights and have bulbs that are not working replaced immediately.

Replace windshield wiper blades every 6 months or when cracked, cut, torn, streaking or chattering for optimum wiping performance and safety.

Get ready for winter Morrison Eagle Scout candidate Drew Screnock chose a community service project that is visible to everyone. Drive around the corner of Brethren in Christ Church, 209 E. Knox Street in Morrison, and park along the west side of N. Madison Street.

The east side of the church was Screnock’s target for a fulllength landscaping effort. He designed the scrolling bed that covers the entire façade, with input from his parents and staff at K & R Greenhouse in Morrison.

Roger and Sue Meier, owners of K & R Greenhouse, gave Screnock plants valued at $350.

Screnock is the oldest member of Boy Scout Troop 96; freshmen, sophomores, and Junior High members make up the rest. He stated he will probably receive his Eagle Scout Award medal and

badge this fall or winter.

Extensive preparation brought him to this point. Eagle Scout (ES) candidates must earn at least 21 Boy Scout merit badges that demonstrate leadership and service. Then, they apply to build an ES project that further demonstrates these qualities.

Since the origin of the ES Award in August 1912, more than 2,000,000 young men have earned the highest rank in the Boy Scouts of America program.

Radon presentations coming to Elizabeth, Freeport With the cool fall weather upon us, our thoughts turn to closing up the house tight for the winter. Most of us do a fall cleaning to collect up the last of that summer pollen and dust, check the batteries in the smoke alarms and carbon monoxide detectors, and make sure windows and doors are sealed tight.

With all these tasks complete, can we?

Radon, a deadly gas, could be trapped in your home, said Jay Solomon, energy and environmental educator with University of Illinois Extension.

Radon is the leading cause of lung cancer among nonsmokers and the second-leading cause of lung

cancer in the United States.

“Radon is a colorless, odorless gas, found in many homes throughout Illinois. The only way to know the radon level in your home is to conduct a test,” Solomon said.

The magnitude of the radon issue in northern Illinois becomes more apparent as more homes are evaluated. Professional radon testers found that 57 percent (174 of 305) Stephenson County homes tested at or above the recommended action level of 4 pCL. The county average of 7 pCL is well above the action level. To date, county residents have installed more than 187 registered mitigation systems.

Solomon will provide in-depth information about radon and the

danger it poses at a presentation for homeowners, from 1 to 3 p.m. Nov. 5 at the Elizabeth Community Center, and then again that evening from 6 to 8 at Freeport Public Library.

Information on how to test a home, how to reduce radon levels professionals in the area also will be provided.

Each household will receive a free radon test kit.

Visibility is also reduced in conditions of snowfall, blowing snow and night driving. Never assume what another snowmobiler will do. Do all that you can to ensure your safety and that of other riders. Expect the unexpected!”

Watch out for: Thin ice and open water; grooming equipment; oncoming snowmobiles; unforeseen obstacles beneath snow; unexpected corners, intersections and stops; road and railway crossings; logging/forestry operations; snowbanks and drifting snow; trees and branches on the trail; bridges and approaches; wildlife and domestic animals; and other trail users, such as skiers and hikers.

Representative: Let’s help Illinois businesses, not hinder them By state Rep. Brian Stewart In the past, I’ve written about small business in Illinois, and today I want to continue that topic with a look at the relationship of small business to government.

Small businesses, as I’m sure you’ve heard many a politician claim, are the backbone of the economy. And they’re absolutely right. Our state alone “is home to approximately 397,000 small businesses and . . . three out of four Illinois employers are small businesses,” according to a Crain’s article.

Three out of four seems like a high number, but when you think about our corner of Northwest Illinois, the majority of businesses are small businesses, from Union Dairy just down the street from where I write this to Blaum Bros.

So, if small business makes up so much of our economy, what exactly are we as a state and country doing to help it? As it turns out, not much, actually.

Currently, 800 to 900 federal rules affect small businesses – and that

doesn’t include state rules. Every new rule is sort of a hidden tax: It represents a new cost that businesses have to pay, either with their money or with their time. Larger businesses are more able to absorb costs that come with new rules, but, according to an article in The Wichita (Kansas) Eagle, “the Depart-

Community Banks: The center of our community

By Sarah Anderson Community Bankers Association of Illinois Essay Contest Every small community has a point that it revolves around. For my community, that point is the locally owned bank. The bank is a business that our community could not live without. my family received when we moved into the community. Local farmers could not survive without the help of the bank every spring, and the bank is always willing to sponsor school and community events. They are kind, professional, and your neighbor, so it is easy to work with a community bank.

When my parents received large city and it was a very complicated procedure to get it approved.

However, when we moved into the smaller community the bank was

very helpful by approving the loan quickly for my family. We bought a Victorian home that had not been lived in for several years. The entire house had to be redone, and the bank was willing to open a line of credit so we could improve upon our house. Community banks are always very helpful to their citizens whether old or new.

My community’s jobs are mostly agriculture related. The bank is important in this type of economy because they loan out money to the farmers, who can then buy the supplies they need for the year, and then pay back the loan when their crops are harvested. Farmers also use the money to support another local business. They invest in large equipment purchases and repairs on their own machinery at the local John Deere dealership.

The bank provides home loans to people who want to move into our community. There are several Real-

tors in our town, and these loans help them make sales. The bank also provides business services to the small business owners.

Investment services are among the many facets of service the bank provides. The investment manager is forting to invest with their home town bank and its resources.

Community banking really is for the whole community. When you walk into a community bank, you can always count on one thing, a friendly face. The workers at the bank are your friends, and everyone knows your name. This doesn’t only apply know you and greet you by name.

The community would suffer without the support of the bank, and so would many individual families.
