Bar owner: My customers being singled out Council fines Dave’s Place for ordinance violations

By LYNNETTE FORTH For Prairie Advocate LANARK – Jess Kuhlemier of Dave’s Place in Lanark expressed her feelings of discrimination against her business to the Lanark City Council on Oct. 6.

Kuhlemier said that she city for serving an underage minor in her establishment, which also resulted in an altercation involving the police department on the same night.

Kuhlemier was offered a plea bargain by the city, which she signed and agreed to, that included a closure of the bar, along with being required to take the Illinois Liquor Control Commission’s Beverage Alcohol Sellers and Servers Education and Training.

In a later interview, Lanark Mayor John Huggins said the August, when a group from the Freeport/Rockford area started utilizing Dave’s Place for parties, paying the tavern for security and charging a cover charge to the public.

Huggins said initially, there were no concerns whatsoever. But after a few parties, there were some situations that attracted the attention of the Lanark police.

In the meantime, the city also “cleaned up” its ordinance regarding the closing times of city taverns.

that have received failure of stings and have never had to go through any of this. Why? I did not and will not willingly serve a minor. I signed the plea because I didn’t want to pay an attorney. I don’t feel the offering was fair.”

Kuhlemier also claimed that tinually harass the business and it’s patrons, alleging that those parked near the bar.

Huggins said it was “completely legal” for the police to take such action.

Huggins reminded Kuhlemier that there may be other circumstances surrounding the reasons for the vehicles being watched, noting that they could have been cited windows, expired tags, or a host of other issues.

“My customers feel harassed. There is no reason for the police to come into the bar unless we ask them, especially if I have my own security,” Kuhlemier said.

Huggins reminded Kuhlemier that the Lanark police have been conducting regular bar checks every night for 25 years.

Kuhlemier also accused Alderman Anne Lindsay of being prejudiced against some of the customers coming into the bar from the Freeport-Rockford area, to which Lindsay replied, “I don’t care if they are red, blue, or yellow. If they don’t obey the law, they have to pay the consequences.”

you have to try to partner with the police. You have together, especially at closing time,” said Alderman Ken Viglietta.

Huggins assured Kuhlemier that he would investigate the purchase of a machine to detect fake used by local bar owners.

“It’s something the council will talk about. I am into black lights,” he said.

“But we are sending a message that we are not going to play around.”

Alderman Lance Leverton said, “I am not discriminative of who you have in the bar, but we need to make sure our cops and the public are safe.”

Huggins said the city has no intention of causing any Lanark business trouble, but the business community needs to be compliant to its ordinances.

“We will work with you.

We’re not trying to put anybody out of business.

The city just gave Dave’s Finance grant for building upgrades. We’re here to help, not hinder. But it’s a two-way street,” Huggins said.

LANARK — At the Lanark City Council meeting Oct. 6, Dan Pepin of Community Funding and Planning in Stockton said that the city Tax Increment Finance report was completed, showing that the city TIF district has generated $26,000 this year, with a total of $162,000 in revenue generated since it began in 2006.

Tax increment financing, or TIF, is a public financing method that is used as a subsidy for redevelopment, infrastructure, and other community-improvement projects in Illinois. Through the use of TIF, municipalities can dedicate future property tax revenues within a particular business district toward other economic development projects in the community.

Nick Wagner of MSA Professional Services reported that bids for the demolition of the Hart Building, and the construction of phase one of the east lift station, had been received and opened. But council tabled the issues until Wagner can contact the bidders and question them about reworking the bids to save money.

Mayor John Huggins suggested that perhaps the city workers could help with some of the work, reducing costs.

Clerk Jackie Hawbecker asked council members for suggestions when offering free water service for a year to new businesses coming into the area. Council discussed their desire to install water meters, but no action was taken.

Pepin spoke about the need for a new computer software system to give Hawbecker more options for compiling water bill information, making the process easier. He said that switching from quarterly billing to monthly would be a better way to go. Using postcards would save some money for the city, by alleviating the cost of envelopes, as well as requiring a lower postal rate.

Halloween Trick or Treating hours were set from 4 to 7 p.m. on Saturday, Oct. 31.

The next Lanark city council meeting is scheduled for Oct. 20, at 7:30 pm. in city hall.

A home away from home in rural Carroll County Families come to roost at country guest house

SAVANNA – It’s not everyone who can make a business out of inviting house guests over to stay.

But Connie (Roberts) Zink can.

She’s doing it at Roberts’ Roost Country Guest House, on a slice of land – or “a slice of Heaven,” as the her website calls it – that’s home to a lot of family history.

Obituaries Lucille R. DeWall

SHANNON – Lucille R. DeWall, 96, of Shannon, passed away Oct. 4, 2015, at Freeport Memorial Hospital.

Lucille was born July 2, 1919, the daughter of Henry and Nettie (Moring) Wubbena in Ogle County. She was married to Leonard DeWall on Feb. 7, 1939, in Forreston.

The couple farmed on the family farm in Ogle County until moving to Shannon in 1963. Lucille and Leonard were members of Prairie Dell Church, where she taught Sunday school for 24 years. Later, she joined Park Hills Church in Freeport and served several years as deaconess.

Leonard preceded her in death on Feb. 12, 2004, after the couple celebrated 67 years of marriage.

Also preceding her in death were her parents, two sisters, and one brother.

She is survived by one son, Larry (Debbie) DeWall of Lanark; six grandchildren, Celina DeWall (Rob) Scronce of Montgomery, Rhett (Emily) DeWall of Superior, Colorado, Brooke DeWall (Ryan) Ekvall of South Carolina, Angie (Bryan) Remrey, Scott Heeren (Chastity), and Kevin (Keri) Heeren, all of Lanark; several great-grandchildren; two great-great-grandchildren; one sister in law, Vera Wubbena of Lanark; and several nieces and nephews. She was blessed with her special nephew and niece Eldon and Elsie DeWall and family of Freeport; also, loving, special friends, Irving Ridott.

On Nov. 7, Granny Rose Animal Shelter will be hosting the 14th Annual Fur Ball at Brandywine Banquets, 441 state Route 2, in Dixon. This is an evening of silent auctions, music, food, fun and more to benanimals at Granny Rose Animal Shelter in Dixon, as well as the new K-9 Enrichment Center.

Just like all other aspects of agriculture have grown and changed, so has hog production. The days of a farmer taking out dinner scraps and throwing it over the fence no longer exists. This is for the betterment of the product.

Many question pork production and why gestation crates are used. Mother pigs, sows, are kept in gestation stalls to protect them: On their own, sows are aggressive toward each other. Pigs compete for food and dominance.

She has performed the national anthem on her guitar and sang at the Special Olympics spring games earlier this year.

Faith was honored by Lanark and received an award at Old Settlers Days this summer, where she performed onstage.

Faith also took front stage with a Chicago band, Cadillac Groove, during a summer concert in Amboy, where she received a standing ovation from the crowd.

Having won the regional meet 2 years ago at Wolf Hollow in Lena, the Eastland senior wasn’t entirely sure if her score of 83 after was going to put her back on top at the Class 1A Oregon Regional on Oct. 7 at Silver Ridge Golf Course.

Carol Geary, Drug Free Communities grant project director with CCSEC, said the training will be held at 10 a.m. Oct. 19 at Market St. in downtown Mount Carroll.

Don’t drink and ride

Snowmobiling requires alertness, caution, and attention, according to Lessman.

“Your reaction time and ability to control your sled can be drastically affected after consuming even small amounts of alcohol.

Alcohol can affect perception, reaction time, and response to unexpected situations.”

Snow blindness occurs when

too bright for the eyes. Riding without good quality, UV-protected sunglasses, goggles, or visor can cause permanent damage.

“If you dress properly with high tech winter wear and proper layering, winter comfort is easy,” stated Lessman. “Start with polypropylene and thermal under layers that release moisture while retaining heat. Add other heat retentive layers depending on the temperature. Also consider the fact that your forward motion will add to the wind chill factor.”

Lessman suggests that you avoid cottons and sweatshirts that retain are water and wind proof. Carry extra clothing, socks, and mitts for layering. A helmet and face shield combat cold and hazards, while waterproof insulated boots and leather snowmobile mitts provide

Oh, how sweet it is

By Lara Tallman With jack-o-lanterns popping up and witches detailing their brooms, we know that Halloween is on its way — and so are the sweets — buckets, bags, and bowls of bite-size candies.

It will come into our homes via little demons and monsters (and perhaps a princess or two). Worse, it will multiply and before we know it, those little candy treats will morph into the pies of Thanksgiving and the cookies of Christmas.

Indeed, it is the Season of Sweets.

And while this is a difstruggle with unstoppable sugar cravings every single day. This article could go on about the preponderance of sugar in the American diet – how you should stop drinking sugary, carbonated beverages, eating processed foods, etc.

However, I have found that line of reasoning does not work well, in the long haul, for any of my clients.

A better approach involves understanding the craving and giving the body what it needs. Listening to our body AND giving it the food –

the REAL food that nourishes us inside and out – is a much better way to free us from Lara Tallman unhealthy eating habits and other harmful behaviors. So, where can we start?

Eat Sweet. Yes, you read that correctly. More often than not, we crave what we need. Now, that need doesn’t always translate into the craving is real. Perception is reality and unless we work within that parameter, we are only kidding ourselves.

One way to start is to try natural sweeteners like agave or rice syrup. And for the “all sweeteners are bad for you” crowd: I can throw a stone and hit a sugar addict. the chemistry of our brains.

People who crave sugar, crave it like heroin and this is no joke. This is why it is so important to tame this beast for ourselves and, especially, the children in our lives. However, I haven’t met an agave or rice

syrup addict yet, so consider these options like methadone for the sugar addict in you.

“In my experience, most people are able to go down the ladder one rung at a time,” explains Joshua Rosenthal, MScEd, founder of the Institute for Integrative Nutrition. “(Clients) commit to not eating any natural sweeteners and then they reduce down further by eating more sweet vegetables. By increasing sweet vegetable in their diet, their craving for stronger sweeteners goes down.” ness in healthy food options and in our life as a whole.

For instance, there is a bevy of sweet vegetables that actually satisfy the sweet portion of our tongue and our belly. Corn, carrots, onions, winter squashes, beets, sweet potatoes and yams are some wonderful examples of sweet vegetables.

Because of this, it is a good idea to get a “bit of sweet” early on in the day.

Doing the right thing is in the community bank DNA

By Camden R. Fine I am humbled and grateful to represent the nation’s community banks, an industry that has made its mark through honest dealing, community involvement and personalized customer service.

A few months ago, I read an article that reminded me just how great it is to be in a community-minded indus-

try like community banking.

According to this report, the Dutch Banking Association is requiring its 90,000 members to recite an oath pledging to act honorably and lawfully. Those who fail to live up to the oath ing or suspensions.

While I appreciate the Dutch Banking Association’s commitment to principle, requiring mem-

Honor yourself, too, by recognizing those foods which may just be too hot to handle and keep those out of your home. For instance, hard candy may be easy to pass up. But for you, there is no such thing as one slice of homemade pie. If a pie pan is a single-serving for you, stay away from pie or only indulge when the

portion is GR, or guaranteed-restricted.

You will live – I promise – and be healthier and feel happier for it.

Fall is the time of year to give your car some extra attention with winter weather on the way.

“Basic maintenance can go a long way toward improving the safety and dependability of your vehicle, plus it helps avoid costly repairs down the line,” Daehler said.

The Car Care Council recommends 10 basic maintenance procedures to keep your car operating at its best: regularly. Oil should be changed per the owner’s manual recommended need regular inspection and replacement.

Inspect hoses at each oil change and have them

replaced when leaking, brittle, cracked, rusted, swollen or restricted.

Check the brake system every year and have the brake linings, rotors and drums inspected at each oil change.

Check that the battery connection is clean, tight and corrosion-free. If it is three years old or more, the battery should be tested and replaced if necessary.

Inspect the exhaust system for leaks, damage and broken supports or hangers if there is an unusual noise. Exhaust leaks can be dangerous and must be corrected without delay.

Check the pressure of all tires, including the spare, at least once a month.

Check the tread for uneven or irregular wear and cuts and bruises along the sidewalls.

Test exterior and interior lights and have bulbs that are not working checked immediately.

Replace windshield wiper blades every six months or when cracked, cut, torn, streaking or chattering for optimum wiping performance and safety.

Barn and raised in the heartland Project will document Carroll County’s colorful side

By LONNIE C. MILLER Special to Prairie Advocate There’s an old saying: “If you want a job done, ask the busiest person you know and they’ll get it done.”

Carroll County Motel and Hotel Tax Board and Farm Bureau members did just that for to get their Barn Quilt Trail project done.

They asked a world-famous doll maker, Connie Zink, who’s also the owner of Robert’s Roost Country Guest House in Carroll County, just one of three businesses she runs. Now, in her spare time – what there is of it – she’s helping docu-

ment the county’s quilts. The project’s goal is to locate, document, and map the barn quilts, and in the process, give the county another tool to promote itself.

Despite their name, barn quilts aren’t really quilts at all, at least not the the kind you cover up with. In fact you’d have a hard time wrapping yourself up in a barn quilt. They’re made of wood or metal, and are most often one large square, thought sometimes – like their cloth cousins – they can be made up of colorful pieces that are assembled into a larger quilt.

An avid photographer and amateur historian, Connie took the project on after another organizer had to back out due to time constraints. Carroll County is very fortunate to have many “Barn Quilts” already in existence throughout its countryside, and the people behind the patchwork project of the county’s artistic side are hoping to highlight all of them. So far, it looks like they’re already off to a good start, assembling, piece by piece, a colorful and creative side of Carroll County.

When submitting information about the quilt, there are several pieces of information organizers are looking for – the list of which can be found at the trail’s web page. Connie also wants folks to submit pictures of barn quilts.

They’re encouraged to take photos and submit them, but she can come and take pic-

tures, too, if they’re unable to get a good, clear photo.

Barn quilts of any size are welcomed. “Some groups require that a barn quilt be a minimum size of 4-feet by 8-feet to make their lists, but our group wants all quilts of all sizes and on any building.” As if to illustrate her point, she points out the small 2-foot by 2-foot quilt painted on her garden shed.

According to the trail project’s web page, what’s come to be known as The American Quilt Trail Movement is credited to Donna Sue Groves, an Ohio woman who wanted to honor her mother, who was a noted quilter, with a painted quilt square on the family’s barn in Manchester, Ohio. Groves would eventually go on to contribute to a book, “Barn Quilts and the American

MORRISON — Two Morrison Veterinary Clinic doctors and support staff were presented with the Morrison Chamber of Commerce “Because Nice Matters” Service Award for September.

Since 1942, this mixed animal practice has served the health needs of livestock

and pets, both in and beyond Morrison.

One out-of-town customer who nominated the MVC knew “where Morrison was because of the quality Vet Clinic.”

Four veterinarians are on staff: Sarah Blair and Serena Lawfer have been at MVC for two years; Ryan Zinke for 11 years; and Calvin R. Vandermyde for 28 years.

The idea of a quilt is special in that each member can choose a photo for a square and the end project is a beautiful example of the loved one’s life.

With all of the products the shop offers, Marty is never standing around, twiddling her thumbs. She works every day and “will continue to work until I cannot work anymore,” she said, with a chuckle. It helps that the job is more fun than actual work, according to Marty.

Creating new designs are always an adventure, Marty says “I am very excited to work on new shirts for the coming year. It is always fun to see how something new turns out. Sometimes it is a success, at other times, they need more work.”

The shop has also become a family affair through the years, Marty said. Her children and grandchildren have been present for some of her most memorable experiences at the shop.

The family gathered together and worked tirelessly creating the team’s T-shirts to be delivered before the team left for the tournament. At 180 shirts in 24 hours, that was no easy task. The order, explains Marty, was larger than expected and she was grateful her family was there, otherwise she is not sure they would have made it in time.

Setting up shop in Milledgeville was never in question. Marty has lived in town her entire life and her husband, Bill, grew up in Fulton. Milledgeville is where they raised their children and continue to enjoy life with their grandchildren after 39 years of marriage.

Marty explains: “We live in a great community and would never want to live anywhere else. We always try to help people out, especially for community actively work to keep costs low so our customers and friends are able to continue to buy local.”

Local business owner Barb Hartman has been working at the Carroll County Locker Plant for over 40 years. Hartman and her husband Bob acquired the established business in October of 2005, and celebrated their 10th anniversary on Saturday.

“We used our new mobile

cooker for our customer appreciation cook-out,” Hartman said. “We’re all and we can grill on the new unit, using wood, charcoal or LP gas. We can even lay half a hog in it!”

Hartman has worked at the locker since she was 15 years old, and she’s been there ever since.

“The time sure has gone fast! We still do basically the same processing techniques, but have added an area in the retail section for fruits, vegetables, poultry, “People like to know where the meat they buy comes from. We purchase our meat locally, with beef from the Lamoreux’s and pork from the Lower’s. We stay with the same Lanark farmers all the

time. People really like that,” Hartman said.

The Carroll County Locker also offers hog roasting, and processing of beef, pork, and lamb.

“We get a lot of local customers, but we draw from all over. We serve a very wide area,” Hartman said.
