Lanark’s time to shine

By Tom Kocal Prairie Advocate TKocal@prairieadvocate.com LANARK – What began 4 months ago as a “town meeting” has evolved into a fall festival featuring a Taste of Lanark, a photo booth to record the fun, live music, authors, artists, door prizes, and a business showcase.

“And you are invited: current and former residents, Thomson Prison jobs fair applicants visiting Carroll County, and anyone reading this article!” said Lee Reese, a member of the Celebrate Lanark! committee.

Civic organizations, businesses, home-based entrepreneurs and crafters invite everyone to Celebrate Lanark!, which will be held from 4 to 7 p.m. Saturday in Eastland Jr/Sr High School’s new gym.

“As we began planning Celebrate Lanark!, we quickly realized this would be a great way to highlight the wide variety of businesses and service organizations we have here in Lanark by offering each of them a table or space at the event,” Reese said.

Denise Krysiak is on the organizing committee.

“It is so much more than a town meeting. The festival features our very active organizations, and businesses showcasing their services and products in the gym, as well as outdoor displays,” Krysiak said.

“We turned the festival into a re-introduction to Lanark, for longtime residents, Lake Carroll folks, and newcomers alike.”

How it all began Celebrate Lanark! is a festival showcasing what the Lanark MAPPING (Management and Planning Programs Involving Nonmetropolitan Groups) teams have accomplished, what is on their drawing boards and how residents and friends of Lanark can be involved.

There is a core group who will continuously develop and work on projects to keep the Lanark action plan moving forward, but others are needed as well, Krysiak said.

For example, the Cornucopia committee has greatly enhanced the Lanark Farmers Market, which is held from 4 to 7 p.m. Tuesday, June to October, in the city park. This winter, members plan to explore ways to develop a community garden.

“New volunteers are welcome to bring their talents and new ideas to Lanark’s action plan. But you don’t have to be the person who does all of the work! Maybe you like to draw posters, or are good at decorating, or are a hands-on type, or an idea person. We need people who are willing to do anything, but it doesn’t mean a ‘lifelong’ commitment.

“Last week’s Paint the Town was a great example. Most of the 25 people that volunteered to help were not involved in any prior MAPPING activities. You can be involved at any level you wish, it’s entirely up to you. We’ll be glad to have you,” she said.

4-H NEWS SPIN Club to host several projects The University of Illinois Extension Whiteside County 4-H Program is holding a 4-H cupcakes, cookies, cakes and more decorating SPIN Club for ages 10 to 18. SPIN stands for SPecial INterest; the SPIN club focuses on one particular project area.

This spin club will be held from 9 to 11 a.m. Oct. 4, Nov. 8, and Dec. 6 from 9 to 11 a.m., and from 2 to 4 p.m.

Oct. 19, Nov. 16, and Dec. 14 at County Market, 210 W. Third St. in Sterling.

Participants will learn decorating techniques, such as how to create decorate jumbo cupcakes to look like animals, make Thanksgiving cakes, 12-inch cookies and more.

By TONY CARTON For the Prairie Advocate THOMSON – More than a thousand applicants met last week with human resources personnel at the soon-to-be-opened federal prison.

At the Federal Bureau of Prisons 3-day job fair, prospective employees learned the requirements for the more than 1,000 jobs available. Applicants lined up early, and the fair was busy every day.

Preliminary requirements are fairly straightforward: Applicants, with the exception of some health care workers and some military veterans, must be younger than 37, U.S. citizens, pass a drug test and physical ability test, and be up-todate on their debts .

The next step is to go online, “It’s going very well,� Margaret Reherman, public information director for Federal Correctional Institute, Pekin, said midway through the second day. “We’ve had about 630 job applicants over the last 2 days.�

She said they were seeing a wide variety of people. “On Tuesday we saw people mainly from the immediate area and today [Sept. 17] we are seeing people from a wider area,� she said. phases. We are anticipating getting 300 hired by the end of the year.�

The state built the $140 million maximum-security prison just north of Thomson in 2001, following a prolonged battle over a proposed site at the former Savanna Army Depot, where environmental groups sought to protect several endangered species from the negative environmental impact the facility might have imposed.

The state lacked the money to open and operate the 1,600-cell prison, however. It sat completely empty until 2006, when a handful of minimum security prisoners were brought in to perform routine tasks such as landscaping.

In 2012, U.S. Sen. Dick Durbin’s

Once it is up and running, Thomson prison is expected to generate more than $122 million in operating expenditures a year, including salaries and $61 million in local business sales.

The prison’s plan to bring in its employees in phases would be a plus for the business, he said. “As a cafĂŠ, we will have one

chance to make an impression, and sometimes having a softer launch is better than a hard launch because you get it right, and in the food business that is really important,� Wyatt said.

The Bureau of Prisons is awaiting release of funds for the prison and the facility is expected to fully open in 3 years.

The state auditor general already has analyzed $54.5 million in spending for the NRI program. There is also 2 more years of NRI spending, about $45 million, that has not yet been audited. We have asked the auditor general to check into that spending, as well. So we could be looking at close to $100 million for this program.

Horseshoe Mound Preserve opening to the public GALENA – It’s time to enjoy it.

After a lot of hard work, community spirit, and donations, the Jo Daviess Conservation Foundation will open the new Horseshoe Mound Preserve, 1679 N. Blackjack Road, on Sept. 29.

“The success of Horseshoe Mound being opened to the public is a wonderful example of the community coming together around a shared vision – a place to enjoy the stunning views and learn about the Driftless Area,” said Steve Barg, executive director. “We thank all the individuals, businesses, and organizations that made this happen. This place is yours.”

Site development and restoration will continue throughout the upcoming year.

“It will be exciting for people to see the restoration in process and watch the transformation through the seasons,” said Christie Trifone-Simon, director of development.

What can you do at Horseshoe Mound Preserve?

“Explore, hike, picnic, bird watch, take in scenic views, and learn about local geology and natural inhabitants: people, plants, and animals,” Trifone-Simon said.

“And mainly, relax and enjoy the peace and tranquility that only nature can provide.”

Thanks to donations, visitors can trek to the top along the newly enhanced drive leading up to parking and a handicap-accessible entrance/walkway. They will be greeted by a kiosk with information about the preserve and donor stones thanking all who have contributed.

backwaters. Handcrafted benches produced by area artists, as well as memorial benches, will be installed along the hiking trails.

Along the north end, near the trails, a sky-viewing sanctuary will be built, a mounded stone circle where guests can relax and lie against it for comfortable sky watching.

The visioning and fundraising campaign committee – Mike McCoy, Emily Painter, Ginny Yarbrough, Sue Cording, and Janelle Keeffer – worked with TrifoneSimon, Barg, and the JDCF staff to raise more than the $250,000 needed for site development.

School Funding Reform Act might cost Eastland $500,000

By Prairie Advocate staff LANARK – A summary of the district budget for 2014-15 and the potential impacts on the budget in the future were presented by Superintendent Mark Hansen at the annual public budget hearing on Sept. 17.

Hansen said projected revenues will meet projected expenditures for the year, meaning that the budget is balanced in the four operating funds: education, operations/maintenance, transportation, and working cash. revenues that will occur if Senate Bill 16 is to pass. Known as the School Funding Reform Act of 2014, the bill was co-sponsored by Sen. Mike Jacobs, D-East Moline. Sen. Tim Bivins, R- Dixon, voted against the measure. It passed the Senate in May, 32-19.

To do the bill right, Chapa LaVia said legislators would have to identify a new revenue stream to help add dollars to education funding and alleviate property taxes, which make up the bulk of school district funding now.

Members asked Hansen to bring more information on the topic to the October board meeting.

The Facilities Committee will be considering plans for installation of in the two school buildings. The committee will bring a recommendation and funding proposal to the October meeting.

The board approved the proposal from Assurant through the Consortium for renewal of dental, vision and life insurance effective Oct. 1. Hansen explained that rates for dental insurance will decrease by 5 percent to 9 percent, and rates for vision will decrease by 35 percent. He also discussed differences between innetwork and out-of-network costs for dental insurance, and the differences in those terms as they typically apply to health insurance.

Jennifer Rahn, 48 years old, of Haslett, MI, died peacefully Thursday, Sept. 11, at the home of her parents at their Lake Carroll, IL residence.

She was born to Allan & Letha Rahn, on April 5, 1966, in Carbondale, IL. Jennifer graduated from Okemos High School; Okemos, Michigan in 1984 and received a B.A. degree in Organization Management from Spring Arbor University, Spring Arbor, Michigan.

Jennifer was an Executive Assistant with Sparrow Health System in Lansing, MI and enjoyed helping and doing things for others.

Her primary interests were photography, scrap-booking, music, and travel. Many of her trips were spent traveling to music concerts and meeting with her friends that she had made by attending the events.

Jennifer is survived by her parents, Allan P. Rahn & Letha A. (Gothard) Rahn & brother, Michael P. Rahn.

West Carroll debates repairing Thomson building

By MICHAEL MILLER for The Prairie Advocate MOUNT CARROLL – A request to use the Thomson school building for Thomson’s upcoming Sesquicentennial celebrations kicked off a round robin discussion of how much money to put into building repairs at Wednesday’s West Carroll School Board meeting.

Sesquicentennial request A lengthy address was given

by Jan Bristol, Thomson Sesquicentennial Committee public relations director. She said the celebration is intended to be a year-long undertaking, and asked to use the building in March for agriculturally themed activities, and in April and late July for musical activities.

Opinion was divided on how much investment to put into keeping the school open for the celebration, with objections coming because of cost.

“I don’t want to get locked into anything yet until we know a little better on the cost of running that building, because I think it could be very expensive,” board member John Brigham said.

“And I’m right there with you,” said member Beverly Kilpatrick.

Both said they want to support the celebration, but are concerned about cost.

“I think if you are going to keep the heat on in the building, then

it for the celebration or not, since the “mothballing” option didn’t seem like a good one.

Kilpatrick and Brigham said they didn’t want to potentially put $200,000 into a building that, if sold, may not see that much of a return for the district.

Maintenance Director Kurt Beck has estimated it would take $50,000 to $55,000 to allow the building to operate with full water and heating functions.

“I don’t want to leave it openended, where we just do whatever it takes to keep the building going,” Brigham said.

Everyone agreed numbers were essential, including how much it would cost to keep the building viable and also how much the building might potentially be leased or sold for. Kilpatrick suggested having it appraised.

Edwards said that if they were looking at selling it, the district

Meanwhile, this past week we had another birthday party. This time we celebrated my mother-in-law’s 60th birthday mark. With all her children and grandchildren being home, including those of us who live out of state, we decided she deserved a party especially for her. When someone suggested making a fondue meal I was all for it. Fondue always has impressed me. I’ve found it to be tasty as well as fun to prepare and eat.

For those who are not, a dipping sauce is made along with all kinds of bite-sized dipping material such as fruits, vegetables, etc. We chose to make pizza and cheese sauces along with mocha and fruit dip fondues for dessert. They can be made and served a variety of ways.

“We’ll tell Mom to go to mother’s house while we prepare supper,” my sister-in-law Mary suggested.

As soon as she stepped out the door the race was on. Fruits and vegetables were cut up and arranged on pretty trays, while Mary and I made the fondue dips. Next came the fun part: the decorations. Leaves were added to extend the table, then tablecloths were spread on top and the table was set. Someone blew

up balloons and then each of the grandchildren wrote on a balloon for Grandma. Julia was thrilled with the honor of personalizing her balloon.

With her little scribbles she wrote “Happy Birthday Grandma, I love you.” Next the balloons were all hung from the ceiling.

We set the fruit and vegetable trays on the table and after that everyone was seated. Last but not least, the birthday candles were lit and Grandma was summoned to the house. As she walked in the kitchen we sang “Happy Birthday” for her.

After the main course we enjoyed Mary’s mouth-watering mocha fondue and fruit dip. There was a large selection of fruits, pretzels, crackers and donut bites to choose from.

Mocha Fondue 2 cups chocolate chips ¼ cup butter 1 cup heavy whipping cream 3 tablespoons strong brewed coffee 1/8 teaspoon salt 2 egg yolks, beaten In heavy saucepan melt all ingredients except egg yolks.

Stir 1/3 cup mixture into egg yolks. Return all to pan. Cook and stir until it reaches 160 degrees. Serve warm. Very yummy!

EPC shuts out Pirates The EPC Wildcatz traveled to Galena on Friday evening and came home with a 20-0 victory.

The win improves EPC to 4-0 for the season and puts them in a tie with the Le-Win Panthers at 4-0 atop the NUIC Northwest standings.

On Oct. 3, the Tri-County Economic Development Alliance will host nearly 175 students from Tri-State Christian, River Ridge, Stockton, Eastland and West Carroll high schools, and the Jo Daviess County Vocational Center.

“These students will learn about our regional manufacturers, tour the facilities and have an opportunity to ask questions about careers in manufacturing,” said Lisa McCarthy, TCEDA director.

Each student will tour two manufacturers, including Rentech Nitrogen LLC of East Dubuque; Signcraft Screenprint of Galena; Robertshaw Controls Co. of Hanover; Dura Automotive Systems of Stockton; and MacLean-Fogg Metform and Elkay Manufacturing Co., both of Savanna.

MFG Day addresses common misconceptions by giving local manufacturers an opportunity to open their doors and show, in a coordinated effort, what manufacturing is – and what it isn’t. By working together during and after MFG Day, manufacturers will begin to address the skilled labor shortage they face, and connect with future generations.

“MFG Day was created to shed light on the job opportunities that exist in the manufacturing industry, and for the students to learn more about local manufacturing companies and the technology they employ,” McCarthy said. “By attending the event, students role manufacturing companies play in today’s economy.”

Manufacturing jobs pay better than jobs in many other sectors, said Brian Harger, research assistant from the Center for Governmental Studies at Northern Illinois University.

“Despite a decline in employment in northwest Illinois, earnings per job in manufacturing are still more than 1.5 times the regional average for all sectors, according to a 2013 study,” Harger said. “Although the service sector employs more people, earnings per job are 29

West Carroll FFA team places 13th at state KEWANEE – The West Carroll Equine Team of Natalie Shaw, Elizabeth Rath, Christy Ralston and Katie Hoffman placed 13th at the Illinois FFA State Horse Judging Contest, held Sept. 13 at Blackhawk East College near Kewanee.

The team scored 1,058 points for a blue-ribbon rating. Individually,

383; Ralston scored 340; Hoffman 335 and Rath 314.

There were 52 teams and 214 students participating.
