liver Talbot in 1905 reminisced of his growing up days at a meeting of the Polo Historical Society.

The incidents he pointed out emphasized the differences between the present (then) and yesterday, the past.

He said all was raw wilderness and boys growing to manhood had no overshoes nor overcoats until in their teens or adulthood.

He surprised the assembled by saying he’d not seen a dressed pine board until he was grown — “boards” for cabins, etc. were rough cut logs with bark on them, sawn at the unforgiving local water-powered saw mill.

As a new household help in the 1840’s matches were an uncommon item. There it was the nineteenth century with none of the matches hung in a match safe on the kitchen wall—nor had there been such for thousands of years, even centuries, B.C. Several ordinances approved by Morrison City Council LYNNETTE FORTH For The Prairie Advocate News MORRISON — Changes in fees, penalties and bond requirements within the City of Morrison were approved at the regular council meeting on July 14th, 2014.

Mayor Everett Pannier stated that it was important to note that the City of Morrison has completed its recommendation to be placed on the Historic Register. Upon the federal governments acceptance of the recommendation, the Historic Preservation Commission will begin collaborating with the Chamber of Commerce, Blackhawk Trails, the Lincoln Highway Association, Whiteside County, and local realtors to market and promote the District.

Chief of Police Brian Melton advised that he would be absent for the next council meeting, but that Lonnie Smith was sworn in to begin his duties by City Clerk Melanie Schroeder (photo).

Gary Tresenriter reported on the progress of the Railroad project, noting that they are hoping to Street before the 16th, with work being done on Cherry Street as well.

Aldermen learned that a road closure will take place on July 28-30 at Garden Plain Road. City Works employees are busy blacktopping in various sections of town, with Morrison Blacktopping hoping to begin soon.

Tresenriter also added that bids

will be going out for concrete work, being due on the 28th for curb and sidewalk repair. “The county is planning to begin seal coating at the end of August,� Tresenriter advised.

Aldermen heard a request from Tresenrtiter to hire an additional employee in the water and sewer department. “I have budgeted for an additional employee each year, as needs will be increasing over the next several years.�

Mayor Pannier reminded everyone that the 4-H Fair will be starting, along with the County Fair in August.

Consent Agenda items for action included June 23, 2014 regular session minutes (approved); June 30, 2014 regular session minutes (approved following minor correction); Bills Payable ($213,586.45- approved); Request for street closure-Morrison Rotary-Harvest Hammer (September 20 7am-noon, approved) Items for consideration and possible action: Parking regulation changes at Genesee Court and North Cherry Street was requested by Chief Melton, due to poor visibility of motorists pulling out Eastbound when vehicles are parked there. “It can be hazardous. We have had too many close calls.� Melton presented two options for Aldermen to consider; Prohibit parking along the north side of Genesee Court, resulting in the loss of 9 diagonal parking spaces, but maximizing visibility. Parallel parking is still allowed along the south side of Genesee Court; Or Change the park-

ing alignment along the north side of Genesee Court from diagonal parking to parallel parking. Parking would be reduced to approximately half of the spaces, but would allow for wider lanes of travel with increased visibility.

Alderman Curt Bender replied, “I am more in favor to go to parallel parking. I am not in favor of eliminating parking all together.�

Alderman Harvey Zuidema said, “Do away with it.�

Bender replied, “That leaves a long lane there then. I hate to see us lose a bunch of parking spaces.

I would be in favor of option #2.�

Alderman Marti Wood suggested changing to parallel parking on a trial basis. “Something needs to change.

Melton responded.

Aldermen approved trying option #2, altering parking at Northside to parallel parking.

Chief Melton also discussed the parking situation on North Cherry Street, noting, “This is a little more difficult situation, mostly being before and after school. It’s very congested. I have been watching the area for 5 years now. I have requested that on the West side, we put two hour parking in the last two blocks.

Parents need that area to drop their kids off and pick up. “On the East side, I request signs to prohibit parking, standing, or stopping. We have been very lucky not to have had a tragedy, but it’s going to happen.�

Smith was sworn in at the July 14, 2014 council meeting by Aldermen Helms stated, “ I agree it’s a dangerous situation,� and Council approved Melton’s request.

Ordinance #14-15, to amend fees, penalties and bond requirements, was approved. The ordinance will decrease parking fees, community room rates, and building permit fees, and will increase utility deposits.

Ordinance #14-16, Building demolition fee of $50 was approved.

Ordinance #14-17, Cost of Inspection, was approved. The City will hire an inspector, and the resident requesting the inspection pays the fee.

Ordinance #14-18 was approved.

Penalties for parking, standing or stopping violations will have 30 days to pay a ticket.

Regarding the local sales tax referendum, aldermen discussed whether or not to place on the November ballot. Passing of the referendum would provide an increase

in revenue for the city.

Aldermen Bender and Eizenga both agreed that it should be put on the upcoming ballot. Mayor Pannier recommended that the topic be placed on the agenda of the next meeting for a decision.

Updating ordinance #92-12: Elected official compensation.

Mayor Pannier noted that there has been no change since 1992, and he is asking for comments or questions. “I think in the current state, we leave it where it is,� Bender said. “It’s a poor time to ask for money for ourselves,� Dave Helms stated. “I’m happy where it’s at,� Dale Eizenga added. “I think if someone wants to be here for the money, I wouldn’t want them to be here,� Harvey Zuidema replied.

The next regular council meeting is scheduled for July 28th, in the Whiteside County Board Room.

Japanese Beetles make their debut Japanese beetles have made their annual emergence and the damage can be seen in many gardens. So far, we haven’t heard reports of any large numbers of Japanese beetles in Northern Illinois. It’s been believed that the numbers would be lower this year because of the harsh winter we had this season, and so far that is looking true.

“In my own yard I have only seen minor damage to my sweet potato vine and knock out roses, both preferred treats for the Japanese beetle,” said Candice Miller, University of Illinois Extension.

Japanese beetles are chewing fruits of more than 276 plants. These beetles can completely skeletonize leaves, feed on corn silk and corn ear tips and are especially destructive to grapes, peaches and other members of the rose family. The grubs feed and cause damage on grass roots in lawns, parks, golf courses, and cemeteries.

The Japanese beetle has a one year life cycle, spending about 10 months as a grub in the soil and in most present in July and August.

Throughout the summer, adult beetles feed on a wide range of plants and deposit eggs in the soil. Eggs hatch about two weeks later and grubs feed on decaying matter and roots until temperatures cool in the fall. They move downward and overwinter as a partially grown grub and resume some feeding activity in spring. Pupation occurs in late spring and adults begin emerging in late June.

Carroll County Farm Bureau’s Tractor Drive enjoys Great Weather TOM KOCAL TKocal@prairieadvocate.com MILLEDGEVILLE — On a beautiful, sunny Friday, July 18th, 79 tractors gathered in Northwest Illinois at the Carroll County Fairgrounds at 9 a.m. for the annual Carroll County Farm Bureau Tractoar Drive.

“They came from here in Carroll County to as far away as Goose Lake, IA and Glen Ellyn, IL,” reported

Chastity Welch, CCFB manager. “We have a great group of riders who make sure to come to our ride each year.”

On a sad note, there was a special person not in attendance this year.

“We were missing the person whose idea it was to start the Tractor Drive,” said Welch. “Larry Gipe from Chadwick had talked to one of our board members, and is the reason we started hosting tractor drives. He passed earlier this year.”

The lineup travelled east on the Milledgeville-Polo Blacktop to Elkhorn Road, east to Grandview Road, then looping around several other country roads into Whiteside County, eventually making there way to Tampico Road down to Pilgrim Road to head into Coleta. The township garage in Coleta hosted the group’s morning break.

Illegal Immigration: How many will the boat hold?

Commentary by Glenn Mollette Two thousand two hundred and twenty-three people desperately tried to escape from the sinking Titanic.

One thousand five hundred and seventeen perished, as they could not escape. Most of them could not escape because there were not enough lifeboats. There were boats for only eleven hundred and seventy-eight people. Sadly, the ship was not properly equipped with enough lifeboats.

Who in their right mind would have preferred the sinking ship to a lifeboat? No one wanted a sinking ship. People who drowned desperately wanted a lifeboat. Escape was impossible because there was no place to escape.

If I lived in Iraq, Syria, Afghanistan, Central America or numerous other countries, including Mexico, I would be scratching and clawing live in such places of violence and poverty? Millions are stuck and will never escape.

Millions of people have found a place of safety and freedom in America. People keep coming and coming. Actually there will never be an end to the rush of people storming

our borders for safety and freedom, as long there is a magnet to draw them here.

Also, the best of any lifeboats will sink. Even the Titanic sank. Do we sometimes think we are unsinkable? America is not unsinkable.

I think too much of America as it sits around glued to social media eating ourselves into the grave, while more and more people are coming into our boat. Some of them are hard workers and will do their jobs rowing are climbing on board staring at us wondering what we are going to do to save them from drowning.

There is room for more people in America, but, how much room do we have?

We donâ&#x20AC;&#x2122;t have room for more freeloaders. We donâ&#x20AC;&#x2122;t need more liars disability and then working cash only jobs to keep their government check coming. We donâ&#x20AC;&#x2122;t need more people on food stamps and Medicaid getting free food and medical rides at the expense of the working citizens.

Unfortunately, the boat is already crowded with Americans who have learned entitlements as a way of life. How many of these

Eastland Board of Education hears progress report from the Committee on School Security July 16, 2014 â&#x20AC;&#x201D; President Woessner called to order the Regular Meeting of the Eastland Board of Education for July, 2014. The Board approved the Treasurerâ&#x20AC;&#x2122;s Report and the payments of all bills and claims for the month.

They also approved the minutes of the Regular Meeting of June 23, 2014.

Board Input Superintendent Hansen shared information on the Board Convention in November. He informed members about changes in procedures for Registration that will be held at Eastland Jr/Sr High School on Tuesday, July 29 from 12:00 (noon) to 7:00 p.m.; parents/guardians will be able to complete most of the registration paperwork electronically prior to the 29th.

They also received a preliminary report from the Smart Energy Design Assistance Center (SEDAC) on an analysis of the Districtâ&#x20AC;&#x2122;s energy usage and potential cost saving measures, and the year-end Average Daily Attendance (ADA) report submitted as part of each yearâ&#x20AC;&#x2122;s General State Aid Claim. The ADA report for 2013-14 showed an average of 33 less students attending Eastland schools than in 2012-13 due to declining enrollment.

Old Business The Board was presented with the Administratorsâ&#x20AC;&#x2122; Compensation Report for 2014-15. In 2009, Public Act 96-0434 created two new School Code provisions that require public school districts to annually prepare an itemized salary compensation report for every employee holding an in that capacity. Obituaries Kurt J. Hartje After an extended illness, Kurt J. Hartje, age 42, was received into Godâ&#x20AC;&#x2122;s loving kingdom on July 16, 2014.

Kurt was born April 25, 1972, the son of Gary and Judy (Daw) Hartje.

He is a member of the Milledgeville United Methodist Church.

He graduated from Milledgeville High School in 1990 and completed his Bachelorâ&#x20AC;&#x2122;s Degree in English at Northern Illinois University. While at N.I.U., he received the Orville Baker Top Junior English Writer award, was in the honors program, and participated in many Habitat for Humanity trips. He completed a year of internship at Kansai Gaidai University in Japan with degrees in English, History, and Japanese.

Kurt began his teaching career with the AEON Corporation in Japan. He was later hired by Osaka Shoin Womenâ&#x20AC;&#x2122;s University and was a part time lecturer for the city of Ibarakiâ&#x20AC;&#x2122;s Chamber of Commerce/

Fairâ&#x20AC;&#x2122; Since 1989, the Whiteside County Fair Board has sought to honor those who have made an extra effort to support and make the annual Fair as much fun as possible for all those who participate and attend the many shows and events.

This year, the board offers its sincere gratitude and appreciation for the many years of service on the board and the friendship with Paul Vock and Dan Heusinkveld as â&#x20AC;&#x153;2014 Friends of the Fairâ&#x20AC;? honorees.

Paul started in 1971 as the Heavy Horse Superintendent until 1991, becoming the President of the board in 1992. Dan started in 1979 as Running Race Superintendent until 1981, becoming the Harness Racing Superintendent in 1982.

ENF Announces IBED Banquet Speaker July 22, 2014 – The Eagle Nature Foundation has just announced that the banquet speaker for the 2014 International Bald Eagle Days in Kansas City, MO on Oct. 10, 11 & 12, will be George Fenwick, President of the American Bird Conservancy in Plains, VA. Mr. Fenwick has served as President and CEO since ABC’s founding in 1994. Prior to that, he worked in a variety of capacities during 15 years with the Nature Conservancy, including Director of Science, and Chair of the Last Great Places Campaign Steering Committee. Fenwick received a Ph. D. in Pathobiology from Johns Hopkins University.

Lanark began slowing for a farm implement which was traveling on the roadway. Another eastbound vehicle driven by 62 year old Darla Burkholder of Lanark struck the Borota vehicle from behind causing it to then strike a westbound vehicle driven by 31 year old Anthony Schmidt of Mt. Carroll.

Borota and Burkholder both refused transport at the scene.

Schmidt was transported by Lifeline Helicopter from the scene to St. Anthony Medical Center in Rockford. On Saturday, Schmidt was listed as in stable condition. Burkholder was issued a citation for Failure to Reduce Speed to Avoid an Accident.

Mt. Carroll Fire and Ambulance responded. Also assisting at the scene were the Mt. Carroll, Savanna and Thomson Police Departments, North-
