Yearlong celebration provides ‘big spirit surge’

THOMSON – Sesquicentennial Committee members Jan Bristol and Luanne and Lawrence Bruckner took some time out of their full schedule to give a behindthe-scenes perspective of what it takes to plan and pull off 12 monthly events celebrating the Village of Thomson’s 150th birthday. The community’s MegaFestival is set for this weekend. Luanne is a lifelong resident of Thomson, and Lawrence since his family moved from Wisconsin in 1951. Bristol, born and raised in Thomson, returned in 2013 after a 40-year absence. She got married, got a college degree and ended up in Colorado working for an aerospace company. “My family was still here, and I’m a river girl at heart. It’s beautiful in Colorado, but it wasn’t quite home.” Luanne said the committee started planning in February 2014. that showed up,” she said. “From there, the momentum picked up, and Jan came on board that spring. We now have 14 in the core committee, with a lot more pitching in behind the scenes. “There is a big community spirit surge in Thomson, to save this little town. We’re proud of our town, and there is a lot of history to celebrate.” The group patterned its sesquicentennial festival after Lanark’s successful activities to celebrate its 150th in 2011. “After speaking with Lanark Public Library Director Janie Dollinger, we thought, why just have one festival? Walt Whitman speaks at Thomson’s 150th Mega-Festival THOMSON – Walt Whitman, renowned poet of the Civil War era, will be portrayed at 1:30 p.m. Saturday on the entertainment stage in Curley Park during the 3-day Mega Festival for the Thomson Sesquicentennial. Whitman was an American poet, essayist and journalist, most remembered for being the Father of Free Verse. Although his work “Leaves of Grass” was considered controversial in its time and called obscene for overt sexuality, it is regarded as a classic today. His classic “Oh Captain, My Captain!” has been recited by many school children and dramatists. It is linked to the death of Abraham Lincoln. In early life, Whitman was an apprentice and printer’s devil for the weekly have funded every event from sales of merchandise, donations, or grants. That’s why all events are free. “In February, Frank Tipton was the auctioneer at the

Board votes to wait and see on Thomson school Lets motion to close die, will form committee By MICHAEL MILLER For Prairie Advocate THOMSON – The fate of West Carroll Intermediate School in Thomson remains in limbo after the West Carroll school board on July 15 let a motion to close the school and assign it as surplus property die. Instead, the board will create a committee of district and village board members to determine how best to use the building. The board also moved ahead with a Health, Life and Safety amendment in preparation for potential roof repair and boiler replacement. Many Thomson residents attended the meeting at the school to support keeping the school open instead of giving it to the village through an intergovernmental agreement. Casey Gehant of Thomson said that there were 40 homes for sale in Thomson and that with only a third of the federal prison employees already in place, there are opportunities for others to move to the village. School board member Jessica Edwards said she felt the timing of the issue was terrible, as the full impact of the prison opening has yet to be determined. She also expressed concern about not having a “backup plan” in of students resulting from the prison opening. “One more year is going to buy us enough time to know what’s going to happen with the prison,” she said. “Do I think we’re going to get all of them to move here? No. Do I think

By MICHAEL MILLER For Prairie Advocate THOMSON – Before the West Carroll Board of Education made a decision regarding the fate of the Thomson school building, Superintendent Craig Mathers gave a special presentation at the July 15 meeting, detailing factors to consider as well as furnishing the board with information about all district buildings, including said that while the Mount Carroll district had a balanced budget in 2005, the year before consolidation, Savanna was over budget by $328,905, and Thomson by $886,763. West Carroll began with 1,449 students, and the last enrollment count from 2013-2014 showed 1,157 students at the district.

FREEPORT – Good news for local community colleges came July 15. More than $2 million in grants were awarded to eight schools in the 17th Congressional District. The U.S. Department of Education granted $289,429 annually to Highland Community College in Freeport and $259,958 annually to Sauk Valley Community College in Dixon to fund the TRiO Student Support Services Program for the next 5 years. The TRiO programs target and provide services for students from low-income lege students, and students with disabilities. HCC has received the grant for what it calls Project Succeed each of the past 26 years, and reapplied last fall. It is primarily used

generation students, said Pete Willgining, director of community relations. “It is particularly helpful for to Highland, and in need of extra services to help them acclimate to college life, like extra tutoring and advisory services,” Willging said. HCC President Tim Hood said the funds enhance students’ ability to succeed in college. “The program provides all sorts of mentoring and support systems, and a network of professionals to assist and encourage them,” Hood said. “So often, those are the things that make all the difference between success or not.” Hood said 68.7 percent of Project Succeed students successfully transition from their including graduating or transferring to a 4-year college. Peer mentoring that pairs TRiO students with other students plays a big role in

that success, Hood said. “Their peers help with instruction, advice and exchange of college survival skills,” he said. At Sauk, Support Services is just one of several TRiO programs, but about 91 percent of students qualify for assistance, Program Director Lori Cortez said. In addition to $600 in students receive specialized advisory services. “We call it success coaching,” Cortez said. “We do planning, but we also help with scholarships, internships, and activities that set up a successful transition to other schools.” There is a matching component for the schools, because the grant also funds program Services at Sauk employs a director, two advisers, and an administrative assistant. SAVANNA – The city is seeking to delay construction of a new sewer plant until next year after the lone bid for the work came in “substantially more” than estimated, Public Works Superintendent John Lindeman told the City Council during its meeting July 14. Work on an in-system sanitary sewer component will have to proceed, even though the lowest of three bids for that work also was “well above what we had estimated and have current

with in-system work as planned while postponing facility construction until potential changes to the site design can be explored with the engineers, MSA Professional Services, to see if costs can be cut. He also said the city plans to reopen bidding for facility construction in the winter, with a possible groundbreaking on that work in late winter or early spring in 2016. Sharon Pepin of Community Funding and Planning Services of Stockton said for the city to keep the grant money for the project, it must move foward with the in-system portion of the work, since the city already has received one extension from the EDA. Technically, the city had to break ground by August 14 as part of the $2 million grant agreement. Fischer Excavating had the lowest of three bids for the in-system work at $2.478 million, about $478,000 more than the city had budgeted. In other business: • Pepin said one bid, from Environmental Management Services of Dubuque, Iowa, was received for abatement of asbestos from

Finance Chairman Bill Robinson said the city hopes to receive at least a portion, if not all, of a $50,000 Illinois Department of Economic Opportunity grant for the project that remains “up in the air” because of the state budget stalemate. He said the city can pay the entire cost of the project, with more than $143,000 in Motor Fuel Tax funds available.

Other council action The Savanna City Council on July 14: • Swore in Pat Sanchez as the new Ward 3 alderman. • Approved on first reading an ordinance detailing requirements to legally operate a golf cart within city limits. • Approved on first reading an ordinance that would restrict fence construction to being composed of only one material. • Scheduled an Aug. 26 joint meeting of the Personnel/Ordinance and Finance committees to determine the desirability of having a city administrator. ª Approved cutting a curb near St. Paul’s Episcopal Church on North Fourth Street to accommodate disabled residents. • Approved the purchase of 10 LED street lights for $219 each, to be installed between Third and Main streets. • Approved spending up to $1,000 for new laptop equipment for the Police Department; up to $20,000 for repair and construction of a culvert pipe in East Savanna, to improve drainage, which would encompass about 2 blocks of pipe; and up to $500 to allow Mayor Tony McCombie to attend an Illinois Municipal League conference in Chicago, with McCombie defraying costs by staying with a friend at no cost to the city.

have heard some controversy over the agricultural use area that we have taken the lead on. What is it? The ag use area is actually the Illinois Agricultural Areas Conservation and Preservation Act. The easiest way for me to explain it is that it is a declaration that farm ground is best used for farming in is to have farmers who are interested in being a part of this to sign a petition, which is then turned over to the county board, which forms a committee to review it and have a hearing. Once reviewed, it is approved by the county board.

The Carroll County Farm Bureau began organizing ag use areas for a variety of reasons. For a landowner, putting ground in an ag use area is only one tool in farmland protection that can offer some assistance in maintaining farmland for farming purposes. Ag areas may also help protect farmers from some aspects of the encroachment of nearby development and possibly assist them in responding to any complaints from residents new to the area. Carroll County’s economy is primarily supported by agriculture. While we do not want to stop economic growth, we feel the best

place for it is near the towns and cities of Carroll County. As people move to the county, we want them closer to, if not in, the municipalities. You never know when someone who moves to the county in the country decides they no longer like their neighbor the hog farmer or grain farmer and things get tense due to the noise, smell, etc. We know it is all part of ag. If there is not rural housing popping up sporadically, it is easier for a farmer to expand a livestock operation. None of the land we have in our ag use areas is less than 1.5 miles from the towns in our county. This allows the towns to expand

as needed without having to go through the process of removing land from the area. Land can be removed at any time, but it does need to go through a few steps. As you can see, our sole purpose was to keep land in the prime farm ground areas for farming. Carroll County’s economy relies heavily on agriculture. We do want our county to grow, for people to move here and for a wider tax base. We know that it can be done, we just prefer it not to be where ag production is taking place. State to take over some snow removal along state Route 84

SAVANNA – Since state funding doesn’t cover the total cost of cleanup of the right of way of state Route 84 after snowstorms, the city has decided to give the responsiblity back to the state. Public Works Superinten-

dent John Lindeman told the Savanna City Council during its July 14 meeting that state funding for snow maintenance as part of a 10-year agreement had been a “losing proposition for the city.” The state money “in no way covers the expense of paying our men, and the materials,” Lindeman said.

The right of way includes Viaduct Road and portions of Chicago Avenue and Main Street. A new 10-year agreement is pending. Lindeman said he was told that the state could not be expected to increase the amount of funding for this work. A solution, he said, was to give back to the state

responsibility for a large portion of this work, or as Lindeman put it, “pretty much everything but Main Street.” The maintenance agreement also includes sweeping the streets, picking up trash, mowing the parkways, patching potholes, crack sealing and all other routine operational services.

He said the city would continue to maintain Third Street up to Division Street to keep the business district well maintained. Some state money, $3,861.32, will continue to pay for that work, year will be a transition as everyone gets used to the new arrangement.

“The money we will probably save alone in salt [and overtime] is really going to help us in moving forward with future street projects,” Lindeman said, adding that about half of what the city has spent on salt annually in the past 5 years – between $23,000 and $37,000 – is spent on the right of way.

MORRISON — Local actress Jalayne Riewerts will be appearing as a guest artist in “Steel Magnolias” on the Clinton Showboat, opening Thursday. She will be performing the part of Clairee, the widow of the former mayor with a wicked sense of humor. “We’ve been rehearsing since July 10, less than 2 weeks. We get right at it,” Riewerts said. “I learned Showboat that I better know at least 85 percent of my lines before I walk in the door!” Riewerts lives south of Morrison with Kent, her husband of 43 years. They bought Kent’s family farm, where they run a landscape design business they started in 1976. “We lived in Henderson, Nevada, for about 10 winters – snowbirds, or because we are younger, we preferred to be called ‘splitters,’ one who lives west of the Mississippi in the winter and east of the Mississippi the rest of the year,” Kent said. “But we’re here permanently now.” Jalayne’s interest in theater began at Davenport (Iowa) Central High School and a singing role with the Quad Cities Music Guild in 1968. For more than 47 years she has performed in and directed various professional and community area theaters.

She made appearance locally for the Morrison Music Theatre Jalayne Riewerts Association in 1977 as Eliza Doolittle in “My Fair Lady.” “Don Miller appeared opposite me as Henry Higgins, and that began an entertaining bond that lasted many years,” Jalayne said. The MMTA is still in existence, but Riewerts said the group is struggling to decide if it will attempt to stay together. “There is a core group, but people are so busy these days with their schedules, and other forms of media have changed things. People don’t have time anymore.” Riewerts’ claim to fame was appearing in “HATS” at Harrah’s Casino in Las Vegas for a 6-month stint in 2008. “At the time, we had a winter home in Henderson,

right next door to Vegas,” she said. “I saw an ad for a musical that was a cast of all ladies over 50 years old. That was me, so I sent a resume and video, and got a call to audition a few days later.” After giving “my best audition ever,” and getting great comments from the director and choreographer, it wasn’t until a month later that she heard about the part. “I was convinced that they weren’t going to call,” she said. “I was sitting at the kitchen table with my husband, who said, ‘Well, you never know what will happen.’ And honest to God, the phone rang, and it was the director, saying that and I got the part!” Riewerts said it was a grueling but fun experience. “I was ready to crash after only 2 days of rehearsal with mostly dance choreography, but everything worked out.” Riewerts also has acted

This summer marks Riewerts’ 15th season aboard the Showboat, which she said has four musicals and one traditional play every year. Riewerts is excited about “Steel Magnolias,” directed by Kristy Cates, who performed as Elphaba in the original Broadway cast of “Wicked.” “If you saw ‘Wicked’ in Chicago, you saw Kristy,” Riewerts said. “It’s been a wonderful experience working with Kristy. And the ladies of the cast of ‘Steel Magnolias’ are great.” The play opens Thursday and runs through Aug. 2. Evening performances begin at 7:30. Obituaries Larry W. Dorty SHANNON – Larry W. Dorty, 78, of Shannon, died Saturday, July 11, 2015, at University Hospital in Madison, Wisconsin. Larry was born Sept. 22, 1936, in Freeport, the son of Walter and Fern (Mattes) Dorty. Larry was a 1955 graduate of Pearl City High School. He married Clarene Poppen on July 22, 1967, in German Valley. Larry farmed the family farm for all of his life. He served in the Illinois National Guard. Larry was a member of Park Hills Evangelical Free Church. He enjoyed airplanes, trains, bike rides, and going to Union Dairy and Lock and Dam 13. Most of all, Larry appreciated spending time with

his family, especially his grandchildren. Surviving are his wife, Clarene Dorty of Shannon; two sons, Keith Dorty of Forreston and Kirk (Melony) Dorty of Shannon; two daughters, Renee (Steve) Kurtz of Farmington, Missouri, and Renita Dorty of Freeport; sister, Marlene Dorty of Freeport; seven grandchildren, Kolten Dorty, McKenna Dorty, Moira Kurtz, Matthew Kurtz, Madalyn Lukowski, Kassidy Dorty, and Khloe Dorty. MOUNT CARROLL — The Mount Carroll Ministerial Association wants the whole community assisting neighbors with home projects they can’t complete themselves. So it will have a Community Service Day volunteer event for the fourth year on Sept. 12. The association is a group of churches with an aim to help people make a difference in their neighbors’ lives, said the Rev. Donna Hoffman, pastor of Mount Carroll United Methodist Church. “Together, they work to coordinate over 500 people in an effort to be the hands, feet, and heart of Jesus through worship, caring, and support as they reach out beyond the church walls,” Hoffman said. “They do this all through the year through different service projects. “Much of what they do helps people with the basic necessities of life, such as

and has homeowners insurance. • Materials and supplies are provided by the homeowner or donated. If you have a project you need done, contact a local church or call Hoffman at 815-244-4342 by Aug. 10. Projects and sites will be evaulated. Volunteers should bring tools to do basic yard work and cleaning supplies, and let the MCMA know of special skills that can be put to use. However, there was one number that stood out for the 2008 alum before his team’s game against the Polo alumni on Saturday night. “We called 80 in the locker room,” Popejoy said. “We all said that we were going to score 80-0. That was the score we all called in the locker room, and we all agreed upon.” The Missiles picked apart Polo in quick fashion, and never let up in a no-doubtabout-it 80-0 thrashing. Popejoy, who donned a jersey with the letter “X” on it, marked the spot on several stops on defense, netting six tackles and two for loss. The Missiles allowed just 16 in the second half. No Marcos play went for more than 9 yards. “Surprisingly, we made that goal,” Popejoy said. “It was strange. “It was a blast. It was nostalgic coming back here and playing again. Horse showman to be named ‘Friend of the Fair’ MORRISON – Everybody loves a surprise. So, while the Whiteside County Fair Board has announced Fran Gross of Jefferson, Wisconsin, is the 2015 Friend of the Fair honoree, it wants it to be a surprise. “Fran’s family knows about the award, but Fran doesn’t, and will probably not know about it until he comes to the fair,” Todd Mickley, fair director, said. “He is from Wisconsin, so they are thinking he will not see anything!” The 145th annual Whiteside County Fair is Aug. 18-22. Mickley said since 1989, the board has sought to honor those who have made an extra effort to support and make the annual fair as much fun as possible for all those who participate and attend the many shows and events. “The board offers Mr. Gross its sincere gratitude and appreciation for the many years of showing heavy horses and wants to say ‘Thank You’ for coming to the Whiteside County Fair.” Heavy horse hitch judging starts at 9 a.m. Aug. 20, and the 6- and 4-horse and unicorn hitches at 1 p.m. Heavy horse halter judging starts at 9 a.m. Aug. 21.

At 6:30 p.m., tractors and trucks will take over the grandstand after the Antique Tractor Parade at 5:45. For those with a sweet tooth, chances will be sold at a nominal cost to test entrants’ luck at winning a tasty treat in the cake walks and pie parades held at 4 p.m. Tuesday through Friday at the culinary department in the large exhibition hall north of the Children’s pedal pulls are scheduled on Tuesday at 2 p.m. and Saturday at 11 a.m., with six divisions for youngsters ages 4 through 12. Grandpa Cratchet will again be at the fair to entertain the kids, and there will be a bicycle given away each day of the fair. Bingo is back this year,

thanks to Pearl City Lions Club, open every week night of the fair from 6 to 9 p.m. and Saturday from 3 to 9 p.m. Wilson Family Shows will entertain the kids and adults with their outstanding carnival and midway attractions, providing a festive and fun time for everyone. Mickley said over $119,000 in premiums will be offered in prize money to the winners in over 1,500 different classes. THOMSON – A souvenir broadside proclaiming the Thomson Sesquicentennial was created by Englewood, Colorado, resident Leigh Bristol Holden, the son of Sesquicentennial Committee member Jan Bristol. Holden specializes in letterpress printing, paper-making and bookbinding. Holden works with the Inter-Ocean Curiosity Studio in Englewood, and is an adjunct instructor at the University of Denver. He printed the broadside from wood and metal type on an old-fashioned Vandercook SP-15 printing press. “The shop also has a Reliance, a Chandler & Price, and a Gordon,” Holden said, “but only the Vandercook and the Reliance have large enough beds for the size of the broadside.” The broadside was handset using both metal and wooden type of the mid- to late-19th century style. “The shop has quite a bit of type and most of it is older type. Notice of Public Hearing CARROLL COUNTY ZONING

Notice is hereby given that a public hearing before the Zoning Board of Appeals will be held Monday, August 3rd, 2015 at 6:30 p.m. The meeting will take place in the conference room on the first floor of the Carroll County Courthouse. The courthouse is located at 301 N. Main St. in the downtown district of Mt. Carroll, IL. The following items are on the agenda: 1.) Continuing discussion on Zoning Chapter 700 text modifications/additions. The ZBA will be making a recommendation to the county board to approve or exclude specific language modifications. A draft copy of changes can be viewed at the Carroll County Courthouse in the Zoning Department or online at www.carroll-county.net located under COUNTY DEPARTMENTS→ZONING→2015 DRAFT CH. 700. Items included: a. Reducing the dwelling lot size requirement for “NEW CONSTRUCTION” in the Agricultural (Ag1) District from 5 acres to 2 for qualifying lots scored by the County’s Land Evaluation Site Assessment (LESA) system. b.
