TUMPAGE is a word you may not have heard for sometime — or never.

Its meaning is the “saleable timber standing in a forest before it is felled. The stumpage price is based on the purchaser of the felling of the trees and the hauling. If all goes well a mature forest will average one hundred trees per acre. Good management and Nature does the thinning” is stated in “One Thousand Questions about Trees.”

In felling a timber, stumps were not always taken care of immediately — or perhaps ever.

Down in the Elkhorn Grove (half) Township, the southeast corner of Carroll County, was especially noted for

First claims in Elkhorn Grove Township were mainly commercial in nature. Naaman Spencer at Eagle Point had settled on the border between Carroll and Ogle where he developed a factory to manufacture barrels.

These weren’t just barrels for the local trade but BARRELS by the thousands to be sent by the wagonloads to Galena to pack and transport out there in the frontier wilderness.

A state historical sign marks the site on the original thoroughfare through the county—the Peoria-Galena Road, Sucker Trail, Telegraph Road, etc. until it was more generally called the “State Road.”

Just to the left of the state historical sign was a “small” shed, the domain of Henry Elsey, a participant and observer of early life at the Grove.

He chronicled much of it for today’s appreciation from the Underground.

Buffalo Grove, Chambers’ Grove, the Elkhorn Grove when “trees stood in all their primeval glory just as they’d come from the hand of Nature’s god.”

July 8, 2014 — The Board of Education of the Chadwick-Milledgeville C.U.S.D. #399 met Monday at 7:00 P.M. in the Milledgeville High School Library during a Special Meeting.

Under Old Business, the Board approved the Purchase of security at both buildings. Superintendent Tim will provide impact resistance and make all of the exterior glass doors safer and impede intruders.

Have you ever patched something up with little or no money, using just the things you have laying around the house?

I am the king of taking several broken things and making one good thing out of them. Ever since I was young, I have been fascinated by how things work.

It all started with our old push mower when I was 10 years old.

That old mower was tired, so I WRRN LW DSDUW WU\LQJ WR ¿[ LW %DFN then, though, I was not very good at putting things back together. I also wasn’t very good at putting Dad’s tools away after I was done tearing things apart. I remember vividly the look on Dad’s face as his crescent wrench went through our basement window after he put the old mower back together for me.

At 12, my friend Fatty and I made a go-cart out of two lawn mowers, and boy, would that WKLQJ À\ :LWK D ODZQ PRZHU blade for a steering wheel, DQG KROHV LQ WKH ÀRRUERDUG IRU brakes, this thing got us in much trouble with everyone from the QHLJKERUV WR WKH SROLFH %XW ER\ ZRXOG WKDW WKLQJ À\ At 15, Dad bought me my ¿UVW YHKLFOH D &KHY\ WUXFN that needed a lot of work. I took a tire off the old truck, and rolled it down to Suzie Que’s gas station, DQG WKH QH[W GD\ , UROOHG LW EDFN home, all patched up and ready

to go. The problem was, I had somehow lost the lug bolts to the tire, so I went into action. Mom’s Thunderbird had plenty of lugs on it, so I took each hubcap off, stole one lug off each wheel of the Thunderbird, and put each hubcap back on, thinking no one would ever be the wiser. The threads didn’t quite match up to the truck, so I grabbed a hammer and forced them on. Needless to say, Dad was not happy when I confessed to what I had done.

At 17, I took an old piece of plywood and my old snow skis, and made a really cool platform to tow behind our ÀDWERDW FRPSOHWH ZLWK DQ unbreakable harness that hooked to the transom of the boat. Upon UHÀHFWLRQ , VKRXOG KDYH MXVW held onto the rope instead of strapping it to my new wake board. My friend Dan drove the ERDW ZKLOH , WRRN WKH ¿UVW WXUQ RQ our invention. Everything was ¿QH XQWLO , JRW WRR IDU IRUZDUG on the board and it dove straight down to the bottom of the river, almost ripping the transom right RII WKH ÀDWERDW $JDLQ 'DG ZDV not happy.

Into my 20s, I knew just enough to be dangerous. I blew WKH PRWRU LQ P\ &DPDUR DQG decided to change it out with a &DGLOODF ELJ EORFN , FKDLQHG WKH motor down to the frame because the mounts didn’t quite match up. Also, the motor was so big WKDW WKH KRRG ZRXOGQœW ¿W EDFN on, so I cut a hole in the hood - problem solved. One thing I didn’t anticipate was the power WKLV QHZ PRWRU KDG 7KH ¿UVW

and last - ride I ever had in that car with the new motor consisted of a half mile drive including the tires coming off the ground over the hill, ending in several donuts LQ WKH QHLJKERUÂśV ÂżHOG ZLWK WKH motor ripping out of the chains and falling to the ground under P\ &DPDUR Last year, at 53 years old, I got a great deal on a boat, and another good deal on a boat motor, and I put that motor on the new boat.

0\ VRQ ZDV WKH ¿UVW WR QRWLFH that the motor looked way too big for that boat, but I launched it anyway. The stern was only a few inches from sinking, and the bow stuck straight up when I got in. My theory was, once I got it running it would level out. I was right about that, as my new 14 foot long aluminum boat topped out at 50mph before it leveled RII :H SXW WKDW ERDW EDFN RQ WKH trailer, headed home, and my son refuses to get in it again until I put a smaller motor on it. You would think I’d learn after over 40 years of mistakes, but I don’t.

I have always been a dreamer.

Morrison Area Community Foundation awards Grant The Morrison Area Community Foundation is pleased to announce it has awarded a grant to Friends of the Parks Foundation.

The grant will be used to provide funding for two benches that will be placed along the new Rockwood bike trail.

Friends of the Parks member Stan Mitick said, “The benches would be located around the halfway point in the trail. There is a serene wooded landscape in this area which could be a perfect area to rest and reflect.”

The design of the benches will be compatible with the trail’s wooden bridge which traverses

Boyer Springs as well as the benches that the Illinois Department of Resources provides at Morrison Rockwood State Park.

This year we are doing the drive on Friday, July 18th. We will be leaving the Carroll County Fairgrounds around 9 a.m. We will be traveling northeast on Elkhorn Road. We will take that east to Grandview Road where we will head south to Barclay Road and head back west. We will turn left onto Sunshine Road and head south into Whiteside County.

We will jump onto Covell Road and head west.

We will make a quick turn north and then left onto Genesee Road.

We will take Tampico Road down to Pilgrim and head into Coleta. We will stop at the township garage in Coleta for our morning break. We plan to be there around 10:15/10:30.

It is all hit and miss as to what our schedule ends up being. We will leave Coleta around 10:45/11 a.m. depending on arrival time. We will head north out of Coleta on Coleta

Henry’s Double K features the culinary talents of Chef Troy Tucker

LYNNETTE FORTH For The Prairie Advocate News MOUNT CARROLL — The residents of Mount Carroll and the surrounding area now have another restaurant to get a great, affordable meal.

Henry’s Double K, located at 834 South Jackson Street, recently opened its kitchen, and began serving a menu of delicious choices prepared

by Chef Troy Tucker, the former chef of Bella’s Food and Spirits, a restaurant in downtown Mount Carroll that recently closed.

Owner Henry Meador began the

extensive remodeling project of the kitchen in March, utilizing the talents of local contractors. “We did a total make over. The kitchen and dining areas were pretty much empty when we started,�

Meador stated. “We are excited to have Troy Tucker bring his talents to us.�

The menu features fresh salmon with mango salsa, shrimp rav with vodka sauce, sirloin steak, cheese tortellini, pork ribeye, duck leg and thigh, a kids menu featuring chicken strips, cheese ravioli, or shrimp and fries.

For dessert, Chef Tucker has

wonderful raspberry crepes. Meador emphasized that the dining room is “kid friendly,� and that more items will be added in the future. “We are concentrating on getting the word out that we also host banquets, parties, and weddings,�

Meador added.

Drink and dinner specials are available, with dining hours being from 5-9 p.m. Tuesday through Saturday, and 2-8 p.m. on Sunday. In the future, Henry’s Double K would like to expand its dining room hours.

Henry’s also offers an outdoor seating area, and live music most weekends featuring many local talents. Since its opening, the Double K has gotten great reviews.

The Playhouse was previously a part of the former Shimer College, purchased originally by Kupcinet’s

father, Irv, in her memory. Kupcinet was an actress, and loved performing.

The Carroll County 4-H Program and the Carroll County Farm Bureau Young Leaders will be hosting an “Ag Olympics ‘14� at the Carroll Co. Fair on Thursday night August 7 from 4:30 – 6:30 p.m. in front of the grandstand. Check-in will be on the stage at 4:00 p.m.

Teams will play a maximum of 6 zany games each. Games may be wet and messy, so participants are encouraged to dress for a mess! Each game will be a timed event. The top three teams in each age division will be awarded a prize.

Age divisions are 8-11 yr olds; 12-14 yr olds; 15-19 yr olds and 20 yr olds & up. Each team is made up of four individuals. The age of the oldest team member determines the team’s age division.

That act and thousands more like it are the reasons we can enjoy the great outdoors today. In Illinois, our state parks are great parks – and thanks to your support, the Illinois Department of Natural Resources has begun a new initiative to make our great state parks even better.

Illinois has so much to offer and I encourage everyone to celebrate the wild freedoms we have in the Outdoors. From the Cache River wetlands of southern Illinois, to the rugged trails of Starved Rock in the Illinois River valley, to the Lake Michigan shore at Illinois Beach, every Illinoisan and visitor can enjoy the natural beauty and the accompanying outdoor recreation opportunities at our state parks.

The “State Parks, Great Parks” initiative is made possible thanks to new funding for state parks approved by the Illinois General Assembly and Governor Pat Quinn in 2012 as part of the IDNR Sustainable Funding legislation. Will pension ruling our debt?

Public employees who serve us deserve reasonable retirement security. We all do. And while public employees surely are reveling in last week’s ruling, they might not be so happy when the bill comes due and crushes them. Public employees pay taxes, too. So what happens when the debts become so great we literally crumble under the weight?

We Illinoisans might just be well Here, courtesy of the nonpartisan Truth in Accounting’s State Data Lab, is the math reality of our debt crisis in Illinois. We have $175.7 billion in pension and other state debts we currently cannot pay. Divided up amongst all of the state’s current tax-liability-paying residents, if the bill came due today, every Illinois taxpayer would have to cough up $43,400.

Remember, that’s per person, not per household. And that amount doesn’t include any added debt from the many municipal pension funds also in trouble like Chicago’s $20 billion.

Do you have that much socked away in savings or a mutual fund investment? Me either. Sure, that amount can be spread out over 30 years, but other costs are going to rise during that time, too.

This crisis was the creation of lawmakers from both political parties who, over decades, spent money that should have gone into pension funds. They did so sometimes with the agreement of union management.

The sponsors of Senate Bill 1, the pension law that will eventually end up before the state Supreme Court, hold out hope their arguments that Illinois is in an emergency state will prevail, as well as their argument that they gave retirees and employees something back –lower personal contributions– in return for taking

Reeder Report Mike Madigan’s political patronage problem SPRINGFIELD – The fella Mike Madigan appointed to be a legislative watchdog nipped the longtime Speaker of the House in the backside last month.

Well, maybe he just gummed him a bit. Because Madigan has made sure the inspector general position doesn’t have any real teeth.

Tom Homer, who served as the state’s IG until June 30, said Madigan did nothing illegal. But that’s about the only nice thing he had to say about the state’s most powerful politician.

According to a Chicago Tribune article, Madigan leaned on some lobbyists with Metra to promote some political cronies of his within their organization.

There is no surprise there.

Madigan grew up in a culture where political patronage was the norm. If you wanted a job with the city or the state back in the bad old days, you went to a party boss like Madigan, Bill Cellini, George Ryan or some other politico.

That’s just the way it was. It still happens, only now it goes on behind closed doors. It was once public.

Back in 1983, the day before I graduated from high school, I was injured in a farm accident. Summer jobs for teenagers were rather elusive back then, particularly for ones with an arm in a cast.

Before I knew what happening, a Knox County political bigwig had arranged for me to work at driver’s license facility taking photos. Quite honestly, I’ve spent more pleasant summers shoveling hog manure.

Like me, each of the folks working at the facility knew someone in order to get hired. At least one worker at the facility made a run for sheriff

There is still time for other municipalities to join the process. This is a “living plan” which will be updated annually allowing participants to add projects to the plan; however, municipalities who do not participate during the development of the plan must wait opportunity to participate again.

IDOT US 52/IL 64 Road Closure The Illinois Department of Transportation announces that US 52/IL 64 will be closed east of Mount Carroll for two weeks beginning on Tuesday, July 22, 2014. The closure is part of the $4.1 million construction project that began in March to replace two bridges and a culvert two miles east of IL 78.

US 52/IL 64 will be detoured on IL 78, IL 40 and Benson Road.

Carroll County 4-H News Carroll County 4-H to hold Set-Up Night The Carroll County 4-H will meet on Wednesday, July 30, at 6:00 p.m., to sweep out the 4-H exhibit building, set-up the risers, and get the rest of the building and the ice cream stand ready for fair week.

This will be a clean-up and set-up night for all 4-H’ers and 4-H families to get ready for the 4-H Fair.

Please bring push brooms, hammers, rags, buckets, cleaning supplies, a ladder to hang the banners, cordless drill, etc. Everyone’s help is appreciated. Pizza and drink will be furnished by the 4-H Federation for all workers.

President Obama’s Environmental Purity Agency The rollout of the Environmental Protection Agency’s new draft regulation to limit greenhouse gases was accompanied by a brilliant political cartoon that showed a pair of hapless fellows with automobile mufflers protruding from their mouths, apparently to prevent any renegade CO2 exhalations from polluting the atmosphere with their climate-changing carbon halitosis.

Call this part of the agency’s 97 percent solution, based on the frequently made claim that the number represents the percentage of scientists who blame climate change on human activity. tion, as pointed out in an excellent Bast and Roy Spencer in a recent Wall Street Journal article, deters the climate-catastrophe conjurers not one bit; the number is repeated as part of the climate-control catechism. And anyway, who’s going to quibble over a few percentage points when the fate of the earth is in the balance?

Or is it? Have the climatechange crusaders gone clinically mad, as Steven F. Hayward suggests? The answer is, it depends on how you regard their true motivations, or how you extend the likely consequences of their behavior.

Consider Anthony Downs’ portrayal of bureaucratic types that he outlined in his public administration classic, “Inside Bureaucracy,” published a half century ago. The purely self-interested officials included climbers, who “seek to maximize their own power, income, and prestige,” and conservers, who “seek to maximize their own security and convenience.” Neither type gives a whit about the betterment of their bureaus or society as a whole. More interesting are zealots who are religiously committed to a narrow policy or program; advocates, who work on behalf of their organizations; and statesmen, whose motivations extend to the broader concerns of society or the nation.

These types are found in all organizations, but the point in this like statesmen but act like zealots.

Which means that absolutely nothing should stand in the way of their policy goals; only the mission matters, nothing else.

Consider the costs of phasing out coal over the course of the next 25 years or so, which is the consequence of these new regulations. The Heritage Foundation estimates that by the end of 2023, “nearly 600,000 jobs would be lost; a family of four’s income would drop by $1,200 per year, and aggregate gross domestic product would decrease by $2.23

trillion over the entire period of the analysis.”

Especially hard hit would be low-income families, manufacturers, and the Midwest, which are heavily reliant on coal. And for what? Reducing global temperature by a few tenths of a degree Celsius by the end of the century, a change that might come about anyway, and in a larger amount, by natural It gets worse. In “the most breathtaking power grab I’ve seen in a long time,” according to Pennsylvania Senator Pat Toomey, the EPA proposed rules that would extend its jurisdiction over the nation’s “intermittent and ephemeral streams and wetlands,” generated by occasional wet seasons, or simply when it rains.

Careful! That pond in your backyard could be toxic! Same with ditches and streams that are miles away from navigable waterways.

This extension of control over private property and citizens’ everyday lives is breathtaking. And in spite of a recent Supreme Court decision curtailing the agency’s powers, the EPA’s proclivities remain clear.

But, this expansion of governmental power is more than just breathtaking; it is all-encompassing, especially considering that everything a person does in life somehow entails carbon and water. In this way the zealots at the EPA have discovered, or stumbled upon, a means to use environmental concerns to limit fundamental freedoms in a manner reminiscent of George Orwell.

Further, EPA zealots and their allies have developed a rich Newspeak vocabulary to vilify their enemies, including comparing anthropogenic climate-change skeptics to Holocaust deniers. By this interpretation, today’s climate troglodytes have no place in a new world order where the country’s earth worshippers bow before a Big Brother symbol represented by the EPA. Orwell’s “1984” contains a classic scene where O’Brien is torturing poor Winston Smith, telling him he is insane and that the point of his tribulations is to make him perfect.

Something like this follows on American citizens by this notorious agency: green is good, carbon is bad, pollution is evil. Thus, America must be strapped to that gurney and depredations to wring out its environmental malevolence, to cleanse it from the sin of pollution, until the nation, too, becomes perfect.

And, as in “1984,” it is not enough to accept the EPA; one must love it as well. Only then can we all become pure, only then can we

all become perfect. This is the job Dr. Marvin Folkertsma is a of America’s version of “1984”’s professor of political science and inner party: the Environmental fellow for American studies with Purity Agency.

Mary Elizabeth Brock age 82, of Thomson, Illinois passed away July 2, 2014 at home. On December 12, 1951, Mary married the love of her life Carl Brock in Las Vegas, Nevada. They celebrated sixtytwo years of marriage. Mary was the librarian at the York Township Library in Thomson for twenty-six years. She took pride being a homemaker and taking care of her family.

Mary enjoyed reading, and spending time with friends and family.

Mary loved cooking delicious meals and having family at her house for the holidays.

Mary is survived by her husband of sixty-two years, Carl; two sons, Stephen Brock of Norcross, Georgia and Douglas (Connie) Brock of Geneseo, Illinois; two grandsons, Andrew (Maranda) Brock of Bettendorf, Iowa and Ryan (Gloria) Brock of Geneseo; a great-granddaughter, Elise Brock of Bettendorf, Iowa; a sister Ann Lisetta Lincicum of Hanover, Illinois and many nieces and nephews. Mary was preceded in death by her parents; a grandson, John Brock and a greatgrandson, Elijah Brock.

Leslie Walter Leslie Allen Walter, 79 yrs. old, of Lanark passed away on Sat., July 12, 2014 at his home. He was born on March 8, 1935 in Lanark, the son of Jesse Ernest & Thelma Louise (Brooke) Walter and was a 1953 graduate of Lanark High School. He married Mary Ellen Straub on May 20, 1966 in Lanark. Leslie was a Tool & Die Machinist at Elkay Mfg Co. for 32 yrs. until retiring. When he was younger, he helped his parents operate their greenhouse in Lanark, where he also operated his printing press. He was a Korean War Veteran and a member of the Lanark United Methodist Church. He enjoyed camping.

McCombie Promises Savanna’s Demolition Project Will Continue MICHAEL MILLER For The Prairie Advocate News SAVANNA — Savanna Mayor Tony McCombie vowed to keep the project to demolish dilapidated buildings going, despite a legal challenge to the practice, at the July 8th, 2014 meeting of the Savanna City Council at 333 Chicago Avenue.

The mayor was joined by City Council members Ray Skiles, Jeff Griswold, Peg Haffey, Bill Robinson, Lisa Robinson, Christine Lee, Gary Scott Law, and Bill Sweeney.

Also attending were City Clerk Paul Hartman, and department heads Sheryl Sipe, Michael Moon, Shawn Picolotti, and John Lindeman.

Money Matters The very brief meeting led off with Mr. Robinson, Finance Committee Chairman, reporting on the highlights of the latest committee meeting. He reported several requests for the Police Department. The committee recommended approving this request for up to $6,000.00, and it is a budgeted item.

Chief Moon also requested per-

mission to get rid of the 2002 Chevy Impala as surplus property, and the committee directed Mr. Lindeman and Chief Moon to compare a list of surplus items; this will be reviewed at the next committee meeting.

The Finance committee is looking at changing the times for their regular meetings, to 8:30 AM on the Tuesday of the City Council meetings. from The National Bank for the services of MSA Engineering, for the wastewater treatment plant project, in the amount of $57,020.00, was recommended by committee.

Likewise, the committee asked for approval to pay for the design engineering portion of the sanitary sewer project, in the amount of $21,142.00 (again from MSA), as well as the fee for the grant administration services from Community Funding and Planning Services, totaling $1,000.00.

The Illinois EPA requires a $10,000.00 permit in order for the City to continue sewer services and functioning. This is a yearly, and required, permit.

Council approved the resolution to accept prevailing wages within the City, another yearly requirement if the City wants to be able to conduct business.

Final Comments Sweeney said that he’d heard some questions about the lack of availability of the landscape waste disposal area, and the mayor said that this area is supposed to be open in the morning and closed in the afternoon.

She noted that some individuals are dumping materials that are not allowed, including equipment, and it’s impossible to have staff there to monitor this at all times. “A few ruin it for everybody,�

Mr. Robinson said. The mayor said she’d welcome suggestions for a different scenario that might work better for everyone.

Mrs. Robinson thanked the mayor and everyone involved for a

She said that Law wondered if things were delayed too long, might not the City simply have to “start all over again� with the process, which indicated that time is of the essence. “We’re not stopping by any means,� the mayor said. “If we have to do an inspection, basically what will happen is that the City will end

up having to pay for an inspection . . .�

The mayor further commented, in an email to this reporter, that “the City will have to perform inspections, if owner approval is given and it is safe to enter the structure, and abate the asbestos where necessary.� She added she felt at the present time the project is, indeed, being considered an “urban renewal project.� for their quick and professional again has been plaguing the area.

The mayor also announced some will be held on August 1st and 2nd, and she urged everyone to support them in this endeavor, and the reon the 22nd of August.

The mayor particularly praised local business owners for their essential contributions.

Trevor Hauck was Reserve Champion Overall Market Lamb, Reserve Champion Middle Weight Market Lamb and received an A rating for all of his poultry entries.
