ELGIN — The Carroll County Circuit Court’s 2014 decision in a trial resulting from the grain bin deaths of two young men and serious ago was upheld by the 2nd District Appellate Court.

Dreams of Little Sprouts are now reality

LANARK — After months of extra hours by its owners and their families, and 64 gallons of paint, Little Sprouts Daycare and Pre-school in Lanark is ready to open its doors.

“The Lanark area community has been so supportive,” said Jodi York, who co-owns the center with Stacy Lamoreux and Cari Simons. “And the building is just perfect for our project.”

Little Sprouts shares the former Eastland Elementary School with Platinum Performance, a sports training facility owned and operated by Weston Burkholder.

Little Sprouts utilizes the north end of the building, while Platinum Performance is in the south end.

The seeds for this dream project were sown several years ago.

“Jodi and I met at Highland when we were taking classes together,” said Lamoreux. “We’ve been talking about opening a daycare center for three years. Our dream is coming true.”

Simons worked for York at her home daycare seven years ago, “and we always talked about it, too. This idea has been around a long time!” said Simons.

Their childcare experience is evident, educationally and on the home front.

Simons has an early childhood education degree been operating a daycare center in her Lanark home for seven years. Simons’ role is lead teacher for the 2-year old classroom. She and her husband Kyle have two children, Brody, 6 and

Parker, 4.

“I’ve heard great comments, not only about the daycare offerings, but because the former school building is being used, it’s not just going to sit here.

The three of us have so much fun together, we’re a great team,” said Simons.

Lamoreux earned an early childhood education degree from HCC, and has been a teacher’s aid in the Eastland school district for three years. Her focus will be as pre-school teacher at Little Sprouts. She and her husband Dan have one child, Ty, 20 months, and are expecting their second any day now.

“Thirty-eight months and counting!” she said.

“Knowing that my dream of owning a daycare center and having my own kids to work with every day is wonderful. I am originally from Winnebago, a small town, too, and I’m just blown away by the great people here. Having this kind of support for someone that they don’t really know is amazing,” Lamoreux said York, the director of Little Sprouts, has operated a home daycare center in Lanark for 10 years, with a bachelor of science degree with an emphasis on early childhood education. She and her husband Mike have two sons, Alex, 13 and Gabe, 11.

“Cari and I have been turning people away at our full daycare homes for a long time, so I think this will be a real asset for our community. We’ll have longer hours available and so much more space,” said York. “But we’re still going to have that ‘home daycare’ feel. We’re still going to give hugs and teach them.”

Palisades Art League encourages membership of local talent SAVANNA — The Palisades Art League invites local artists to join its ranks.

The league was established in 1961 by Savanna Army Depot employees who joined with other local artists to create a monthly gathering for artists, to offer events to enhance their creative abilities and to encourage them by presenting an annual art show.

Over the past 54 years, PAL has progressed to include photography, PAL member Judy Gentile said.

“The annual show, held every autumn, now offers awards for excellence in both the artistic and photoindividual is an amateur or classed at the advanced level,” Gentile said.

Elkay workers participate in river cleanup

By LYNNETTE FORTH For Prairie Advocate SAVANNA — Nearly 50 Elkay Manufacturing Co. employees participated in Friday’s fourth annual Mississippi River Cleanup.

The cleanup coincided with Elkay’s recent announcement that Living Lands and Waters founder Chad Pregracke has agreed to serve as a brand ambassador for its EZH2O The cleanup is part of the company’s “Elkay Cares” campaign, which gives employees 2 paid days off to volunteer in the community.

“Elkay has a long-standing tradition of giving back to the communities where we work, live and play,” said Kraig Kniss, Elkay’s director of manufacturing and plumbing.

Employees also can choose from a group of charitable organizations that align with Elkay’s business, and can donate funds throughout the year to support those groups. Elkay will match employee contributions up to $100,000 a year.

The donation made to Living Lands and Waters this year was $15,000, Kniss said.

“Thank you to all of you, this is not all pleasant work,” Kniss said. “Within Elkay, we remind ourselves about our values. We try to hold ourselves accountable for the decisions we make, how we act and treat each other, and how we interact

with the environment.”

Elkay employees from Savanna and Lanark have participated in a river cleanup for 4 years, but it wasn’t until Pregracke saw one of the company’s airport that the light bulb went off in his head regarding the partnership.

Elkay introduced the bottle-filling station in 2010 in response to consumer demand for drinking water and the growing concern regarding the environmental impact of bottled water.

Ted Hamilton, an Elkay vice president and general manager, thanked the employees for their help.

ver the Fourth of July holiday weekend, the Young Leaders hosted Family Fun Night at the Lake Carroll pool. Urban children and their parents were able to learn about agriculture. The Young Leaders brought in a tractor, show heifers, and a calf to draw in visitors.

Discussions were held on where food comes from, why farmers do what they do, and some of the myths surrounding agriculture. Those who came also were able to enjoy some locally raised meat.

A big thank you to those Young Leaders who were able to help and bring their animals, corn, and tractors.

Savanna historical whodunit getting encore performance

SAVANNA — “The Killing of Pulford and Berry,” written and directed by Savanna’s Al Cairo and performed in June at the Savanna Museum and Cultural Center, was so well received that an encore will be presented at 2 p.m.

July 26.

“The three weekend performances in June played to full houses, and the cast and crew received standing ovations,” Jean Ferris of the Savanna Historical Society said, adding that several descendants of the Pulford families attended, some of Cairo became aware of the story in the late 1990s, he said.

“I completed the script in time for the 100th anniversary, but we didn’t have a full cast, and we really didn’t have a venue.

I always kept it on the back burner,” he said.

“Although it’s a play which deals with some very sobering topics, we’ve made every effort to make it an entertaining the-

atrical experience. In other words, lots of laughs. I wouldn’t call it a ‘comedy/ drama,’ but it’s close.”

The play is based on Daniel S. Berry, a Savanna lawyer and politician murdered in front of Building in downtown Savanna on May 22, 1905. clues about the mysterious assassin, who made his escape unseen.

Bothwell Pulford was a progressive, self-made man who assisted in the development of Savanna. Three days after the Berry murder, Pulford, dressed in his best suit, was found dead.

Who killed Daniel Berry? Was it a former convict whom Berry prosecuted, or was it Bothwell Pulford, once a dear friend, but who had a falling-out with Berry?

Why did Pulford die?

Cairo said that when his play, “Soldier Come Home,” was performed at the museum in October, he found there were some good production values there with staging and lighting.

HANOVER — Hanover Days started with a parade July 3 and ended with 100 years of Hanover High School Alumni Reunion festivities, held July 4 at the Old Hanover High School, where tours of the school were given.

“The Fourth of July Alumni reunion was one of the best nights in Hanover’s history,” Hanover Chamber of Commerce President Kathy Gable said. “From the over 600 attending the reunion, to our stores and with patrons, it was truly a banner weekend for Hanover. Thanks to Terry Miller and the Hanover Alumni Committee for making this happen for Hanover.”

About 550 attended the alumni dinner, and 150 to 200 more stopped by the gym to chat, Miller said.

The oldest attendee was Nona Stewart of Hanover, Class of 1941. Greg Bonar came the farthest, from Thailand. Alumni from 20 different states attended, Miller said.

A moment of silence was held for alumni who have died, and the Hanover High School song and “Beer/ Beer” spirit song were sung.

Measure faces likely veto

By MARK FITTON Illinois News Network SPRINGFIELD — House Democrats last week passed a stopgap budget to pay for limited July operations, including a month of state payroll.

But Republicans say the House action still needs approval in the Senate, and even if it gets the nod there this week, it will die by veto or simply expire on the governor’s desk before it could be of any use.

Much of the debate and rhetoric continued to focus on allocating blame for the no-budget shutdown.

House Speaker Michael Madigan, D-Chicago, continued to call the situation “the Rauner shutdown,” while Republican Gov. continue to blame “Madigan and the legislators he controls.”

House debate was little different.

House Majority Leader Barbara Flynn Currie, D-Chicago, who carried the measure for her party, said the amended Senate bill would ensure services continue for some of the state’s most vulnerable citizens and make sure state workers get paid.

There was no reason for anything other than a “yes” vote from anyone, she said.

In the courts: State employee pay still unsettled SPRINGFIELD — The question of state employee pay while the state is without a working budget appears far from settled.

A St. Clair County Circuit Court judge on Thursday ruled in favor of more than a dozen unions that took the state to court, saying failure to pay employees would be a breach of collective bargaining agreements.

But that ruling appears in direct conflict with one earlier in the week issued in Cook County, where a judge said the state could not make its full payroll without a budget in place.

Complicating the picture are the state’s attorney general and the state’s comptroller appealing each ruling.

The office of Attorney General Lisa Madigan, D-Chicago, says it will appeal the St. Clair County ruling that the state must pay its employees.

Comptroller Leslie Munger is appealing the Cook County order that says the state must not make the bulk of its payroll.

Munger said in light of the Thursday order, she would begin processing the payroll.

“While there will most certainly be additional legal action, I am confident that the court will ultimately determine that paying state employees for their work is the right, and legal, thing to do,” she said.

Rauner-led Republicans and legislative Democrats, who have a supermajority in each chamber, were unable to reach a deal by July 1 and they entered fiscal year 2016 budget-less.

State employees who do work during the nobudget shutdown will be paid whatever they are still owed once an agreement is reached, both sides say.

I said, ‘Let’s do it again,’ and the cast said, ‘Yes, let’s go!’ The play is nonperishable, so it can be repeated as often as audiences like.”

The GOP, in turn, contended Democrats had ignored their duties under the Illinois Constitution by failing to send Rauner a budget with spending and revenue estimates in balance.

Further, Republicans said, Democrats have chosen not to address revenues at all.

Rep. Ron Sandack, R-Downer’s Grove, said House Democrats had chosen to do only half their legislative job.

“The folks who passed a

billion more than what we can afford” were up to the same tricks, Sandack argued.

“It’s a 12-month spending plan, it’s not a budget,” he said.

State Rep. Frank Mautino, D-Spring Valley, said everyone — legislators and the governor alike — had made decisions that put the state where it is today, but the bill could make sure some essential services get delivered and state employees get paid.

Village Board hires Cass as new top cop

SHANNON — The Village Board voted unanimously July 7 to hire interim Police Chief Rick Cass as part-time chief.

Hiring Cass is seen as a new beginning for the village following the February changing of the guard, when former chief Troy Randall left the force to pursue employment with the City of Polo.

“Rick started a career in law enforcement in 1986,” Police and Public Safety Committee Chairman Trent Robinson said in an earlier interview. “He started with

the Army and was hired under Tom Stoner by the village of Shannon in 1992.

The village is looking forward to his leadership.”

Cass said he intends to implement change incrementally.

“I’m going to try to bring a better organizational system to the department and modernize it as much as possible within its budget,” Cass said.

“I expect that will allow us a more diverse scheduling and better protection.”

There are as many as the roster; he plans to use as many of them as possible and replace those who want to retire.

“The most important thing right now is to make sure we can get our guys on the streets and protect our residents,” he said. the Bicycle Rodeo.

“The idea for a bike rodeo initially came from our village president, because there’s been a demonstrated need for bicycle safety education training in the area,” Cass said.

He said they would be setting up an area with a bicycle safety course.

“We’re going to teach our riders how to do hand signals and recognize the proper street signs if they are riding on the street,”

Cass said. “We will also be working with various pieces of safety equipment and we will be doing bike inspections. The inspections are going to be an important part of the day’s activities. We will be looking horns or bells, things of that nature.”

It’s shaping up to be a positive thing for the village, he said.

“We’ve had a lot of community support. The Legion is going to be involved and members of the village board will be helping, too.”

“About 6 years ago, I began to realize that kids rules are, so I said something to Rick when he came on board about how much I would really love for our kids to have some training on bicycle safety. So he and [Lanark Police Sgt.] Randy Craft are making it happen.”

She said she loves seeing the kids out and about on their bikes, but safety has to become a priority.

“Sometimes I’ll see them riding three abreast in the street and not moving for cars and it makes me ner-

vous,” she said. “I’m glad we’re able to do this and I will be there to help.”

Rodeo will be held from 11 a.m. to 1 p.m. Saturday in Village Park. There will be snacks and prizes.

Also at the meeting, Superintendent of Public Works Jason DeMichele said repairs to the city’s ailing pump system are nearing completion.

“We’ve ordered parts, the meters should be arriving this week and then we will be able to begin taking samples,” he said. “Hopefully we’ll be back online next week. We’ve got everything sitting up there waiting.”

Two injured when Mustang crashes into St. Mary School STERLING – An Elgin man is facing DUI charges after police say he drove his 2004 Ford Mustang into St. Mary School on Sunday morning.

Dane M. McElroy, 33, and his passenger, Sarah E. Koley, 25, also of Elgin, were taken to CGH Medical Center, where they were

treated and released.

McElroy was westbound in the 10 block of east Seventh Street around 12:30 a.m. when he drove onto the lawn of the school at 6 W. Sixth St., collided with the east side brick wall and came to a stop inside, police said in a news release.

McElroy also is charged with disobeying a stop sign,

Although the governor said Thursday he would consider a tax increase many Democrats seek to generate revenue, Smiddy said it still would come with strings.

“To get a tax increase, we have to pass the governor’s turnaround agenda,” Smiddy said, “so we’re dealing with too many things that are not budgetrelated items.”

The turnaround plan outlines what Rauner believes Illinois needs to do to become more business friendly. It includes workers’ compensation, unemployment insurance and tort reform; minimum wage increases; and actions that Democrats believe to be attacks on unions.

Wilson said she had grown weary of party politics, and just wanted the budget impasse to be resolved.

“This is hurting a lot of people, and the state as a whole,” Wilson said. “The politicians are supposed to be working for the people, not themselves.”

Wilson understands the need for economic growth and jobs in Illinois – she lost a job she had held for 44 years when Reliant Fastener closed.

“The economy is bad enough in this state already,” Wilson said, “and all of this uncertainty isn’t helping anyone.”

Sterling, agreed that there were no winners in the budget stalemate.

“More people are leaving Illinois, and companies thing more amenable elsewhere,” she said. “The politicians need to think about what’s in the best interests of their constituents instead of their careers.”

Kosier believes that people are becoming more detached from party to tolerate the constant gridlock.

“I just don’t understand what’s going on in government at the state or federal levels,” Kosier said. “Politics make them so short-sighted, and they’re not looking at what’s best for people over the long term.”

The amended stopgap budget passed by the House was to be back in the Senate’s hands Tuesday.
