Debate over Thomson school’s fate continues Board has options for Intermediate School to consider By MICHAEL MILLER For Prairie Advocate THOMSON — With ”unity” and “community” being the words of the day, a meeting on the future of West Carroll Intermediate School ended with village trustees asking that the recommendation of the West Carroll facilities committee to classify the building as surplus property be tabled. The June 30 meeting of the committee and the Thomson Village Board Capitol Development Committee was called in reaction to the June 17 West Carroll School Board meeting, where the subject of placing the building in Thomson as “surplus property” was broached but tabled until the full board could be present. The group was given a tour of the grounds, including the gym and its leaky roof, ball diamonds and adjacent parking lots, noting lot lines and the condition of the buildings. Savanna Mayor Tony McCombie said she came with a willingness to work with all three communities involved – Thomson, Savanna and Mount Carroll – and West Carroll schools. She suggested a subcommittee of village and school members be created to address the issue. “As communities, we want to work together as a region and as a district to promote people moving

here, going to our schools here, working here.” Thomson Village Board President Vicki Trager volunteered to serve on such a committee. McCombie favors keeping the Thomson building open 1 more year to see how the full opening of the prison will affect district enrollment. If more space is needed for students, the “I’m not supporting Thomson, I’m not supporting Mount Carroll, I’m supporting our district, and I’m afraid for our district and our kids if they want to live here, ... and then we don’t have anywhere to put them.” The mayor also stressed the need for transparency in any decision the committees or district made. West Carroll board member Beverly Kilpatrick said space already is available for more students – three of seven rooms at the Primary School in Savanna and one room at the Middle School in Mount Carroll are empty – and the larger issue is the cost of replacing the antiquated boiler. While she admires the passion Thomson residents have had for their school and community, her passion is for the district as a whole, Kilpatrick said. “I have to make the best good steward of all the taxpayers money, ... so I have to divorce myself from the emotion of this, and that’s what we all need to do.” Thomson resident Luanne Bruckner said closing the building now would be “premature,” and if the building

does have to be declared surplus property, one year would give the village time to prepare for the transition. Trager said responses to the recent survey conducted by the village, asking whether the village should take possession of the Intermediate School building if offered, “raised more questions than it answered.” She and Village Board member Linda Foltz asked if architectural studies done on the Thomson building were done on all the district buildings, to determine potential costs of repairs. The architect was asked to determine the cost of making the building safe and functional, with priorities given to the boiler and the leaking roof, and came up with a million, based on keeping the building open and including some items that were more of a “wish list” than absolute necessities, West Carroll board member Jessica Edwards said . A 10-year Health/Life/ Safety plan will be created in 2017 for all buildings, she said. Should enrollment increase, options include building on to an existing facility, which would cost classrooms. Another option is to build bringing in mobile trailers Just repairing the roof and boilers for the Thomson Edwards said. With no real information about what

Not knowing the exact state of the building’s boiler prompted a suggestion that West Carroll Maintenance Director Kurt Beck and former Director Hal Hoyt join forces to give a true and consistent evaluation. Village Board member Art Donart suggested exploring the possibility of grants, such as a geothermal energy grant, which could help defray operating costs for the building, and favored taking time to evaluate the prison situation before making any decisions.

We’re trying to do the best we can with very limited resources.” Trager said it seemed as if the concentration had been on the Thomson building in regard to costs, and that “you’ve reached a conclusion by backing into it and justifying all these other things. ... Although I was unable to attend the facilities committee meeting held in Thomson, the reporting of the meeting seems to record a familiar theme: the weal and welfare of the West Carroll School District versus the weal and welfare of the village of Thomson. Thomson is West Carroll, as are the communities of Savanna and Mount Carroll. Consolidation entailed an agreement among three equal partners to further the education of its common school population. Bike rodeo July 18 to promote safe riding By LYNNETTE FORTH For Prairie Advocate SHANNON — A bicycle rodeo and bike show will be held from 11 a.m. to 1 p.m. July 18 in Village Park. The safety event is geared toward ages 4 to 15. Prizes, including helmets, and information will be provided. “We will have a bicycle inspection to make sure that cycling equipment is in good working order, demonstrating helmet usage, and that the bicycles are age appropriate for the rider,” Police Chief Rick Cass said. There will be an obstacle course, and weather permitting, a bike show. It’s going to be a fun day held rain or shine, complete with refreshments,” Cass said. “We have never done one of these in Shannon,” Robinson said. “We thought it would be a fun way to get some of the Shannon organizations to work together. We are hoping for a good turn out.” The Village Board will serve hot dogs and drinks, TeeLee Popcorn will provide a big bag of popcorn, Casey’s is offering coupons for a free slice of pizza, and Walmart gave the village a discount to buy cycling equipment for door prizes. Participants are reminded to bring their bicycles and helmets. Shannon American Legion Post 379 will help with the obstacle course and judge the bike show, along with police department personnel, and Boy and Girl Scouts are asked to help out. the physical plants owned by the district. Only one partner has just one building. To declare its only school building surplus is tantamount to declaring the village of Thomson unnecessary, except for its revenue. An entity is more than the sum of its parts. The school board members, the village of Thomson, and the citizens of the school district have information to declare this divestiture necessary. Neither the board nor the public has heard the costs of repairing other buildings in relation to the Thomson school, nor do they hear

creditable data regarding building temporary or permanent classrooms. It’s a done deal, we’ve made the decision, no further information required. Questions that should be directed to the maintenance supervisor go unanswered, except by board members and a superintendent who obviously have their own agendas. West Carroll should be more than the sum of its parts, not less. No one is served by cutting Thomson out of the herd. At the very least, make a decision that equally respects all partners. State budget stalemate affects county, region By TONY CARTON For Prairie Advocate MOUNT CARROLL — Carroll County Board member Ron Preston cautioned the board about pending budget cuts to Tri-County Opportunities Council and the impact the cuts will have on county residents at Thursday’s board meeting. Ten workers with the Low Income Home Energy Assistance Program program have been laid off and more cutbacks are coming, Preston said. LIHEAP helps low-income households pay for energy service, and is one of the social services targeted by the Rauner administration in an balance Illinois’ budget. The initial effects of the budget stalemate were widely felt this week after proposed legislation to pass a temporary 1-month budget was killed in the state House July 1, he said. Rock Falls-based Tri-

County Opportunities Council celebrated its 50th anniversary on June 19, and in the 36 years that Terri Lawrence has worked for the agency, the situation has never been more dire, she said. Tri-County serves a ninecounty region, including Bureau, Carroll, Lee, Ogle, and Whiteside counties, providing services such as community outreach, energy/utilities assistance, and the Head Start preschool program. There are “a lot” of elderly people in the LIHEAP program, said Lawrence, who has had budget plans suspended and payment schedules reverted. During the busy season, the LIHEAP program has 13 staffers and the weatherone in each program were let go, Lawrence said. Permit granted for Galena Street Bridge work MOUNT CARROLL —The Army Corps of Engineers has eliminated a wetland requirement and issued a permit for work on the Galena Street Bridge, County Engineer Kevin Vandendooren told the board. The design calls for realignment of the north tributary channel to alleviate potential erosion near the proposed north abutment. The corps had wanted the channel be left open, rather than be filled in, to create a wetland. The county argued that a wetland, which would be in the center of town, would create a mosquito and bat problem. The corps agreed. Also at the meeting, Vandendooren was approved for another 6-year term, retroactive to June 10; Kurt Brunner was reappointed to the Upper Mississippi International Port District board; and Milledgeville nurse Marlene Blackburn was appointed the Board of Health. The board approved a Class A liquor license for My Go To Place, 5403 Riverview Road in Thomson, owned by Kenneth French. Lincoln’s message will remind us how we, in the United States, are richly blessed,” said Luann Bruckner, sesquicentennial committee co-chairwoman. Great River Threshers features old time family fun MILES, Iowa – The Great River Threshers will celebrate their 39th year on the Threshers grounds in Miles, Iowa, July 10 to 12. The events will start with a parade at 6:30 p.m. Friday. It’s Kids Night, with games, jumping balloon, pony rides, dunk tank, Farmers Olympics and an outdoor movie, “Paddington Bear,” at 9 p.m. Saturday, activities begin at 8 a.m. with a 5K walk/

MOUNT CARROLL – Nominations forms for local FSA county committees must be postmarked or received in the Carroll Aug. 3. “County committees are unique to FSA and allow producers to have a voice on federal farm program implementation at the local level,” county USDA Farm Service Agency Executive Director Julie Skiles said. “Nominating potential county committee members, voting for candidates and serving on the committees are truly services to your community and the agriculture industry, as they make important decisions on how federal farm programs are administered locally to best serve local needs and interests.” To be eligible to serve on a committee, a person must participate or cooperate in an agency administered program, be eligible to vote in a county committee election and live in the Local Administrative Area where they are nominated.

“This year, nominations and elections will be held in LAA 3, which includes Washington, Woodland, Savanna, Mount Carroll and Freedom townships,” Skiles said. Producers may nominate themselves or others. Organizations representing minority and women farmers and ranchers also may nominate candidates. County committee members serve a 3-year term and are responsible for making decisions on FSA disaster, conservation, commodity and price support programs, as well as other important federal farm program issues. County committees consist of three to 11 members. “FSA will mail election ballots to eligible voters beginning Nov. 9. Semitrailer rolls over near Polo Road closed for nearly 3 hours BROOKVILLE — Ogle County Sheriff’s Deputies and the Polo Fire Department responded to an overturned semitrailer on U.S. Route 52 at Galena Trail Road north of Polo at 1:30 p.m. Thursday. The semitrailer driven by Vernon S. Boyd, 61, of Charles City, Iowa, had been eastbound on Route 52 and drove off the roadway on the right side and overturned in the south ditch. Boyd received minor injuries and refused treatment at the scene. The trailer was hauling a heated liquid asphalt emulsion, some of which spilled into the roadside ditch, and was contained there. Route 52 was closed for nearly 3 hours during clean-up. Also responding to the scene were the Mount Morris Fire Department, Polo Police Department, Illinois Department of Transportation, Ogle County Highway Department, Ogle County Emergency Management, and a representative of Etnyre Manufacturing who provided information on the construction of the tank trailer and how to unload the remaining emulsion.

The Ogle County Sheriff’s Department and Polo Fire Department responded to an overturned semitrailer on U.S. Route 52 west of Polo on Thursday afternoon. Wildcatz to be tested on road right off the bat Defending champs know NUIC Northwest no cakewalk By TY REYNOLDS For Prairie Advocate Coming off a dream season, Eastland-Pearl City football coach Randy Asche isn’t all that comfortable with how this season’s schedule stacks up for the Wildcatz. “I don’t know, I just have a weird feeling about it, real mixed emotions,” Asche said. “With our youth and lack of experience, as well as some down numbers, you never know what to expect when you step out on that cern early on.” The Wildcatz haven’t lost a regular-season game since Week 9 of 2011, when they fell to NUIC Northwest rival Forreston. Their ninth consecutive playoff culminated in a Class 2A state championship, as EPC rolled to a 14-0 record by an average margin of victory of more than 33 points per game (640-175). But that state title team was a senior-laden squad, and Asche, who is entering his ninth season at the EPC helm, will be looking for new leaders to step up throughout the offseason and when preseason practice starts in August. “We’re very short in our

senior class, and we’re going to need some younger kids to step up and be leaders for us,” Asche said. “It’s a hard thing not having many seniors and juniors, and we’ll be throwing some sophomores to the proverbial lions right away.” That’s how Asche refers to EPC’s Week 1 road game against tradition-rich LenaWinslow. The Panthers are one of three opponents who advanced to at least season; three NUIC Northwest teams made it to the and Forreston (1A) won state titles. After opening at Le-Win, the Wildcatz return to Lanark to face rival West Carroll (1-8 in 2014), then travel to Pecatonica (1-8) before coming back to Lanark to face crossover foe Polo (8-3). “It’s kind of scary playing such good teams right off the bat,” Asche said, “because that’s not a lot of time to jell before we see some real heavy hitters. “But I guess that’s what teams maybe felt like a little bit seeing us on the schedule the last few years. We’re just on the other end of the spectrum this season.”

A road trip to Forreston (13-1) in Week 8 is followed by a game against East Dubuque (5-4) in Pearl City to close the regular season. “I think it’s crucial to have home games down the stretch,” Asche said. “If we can get through that early stretch, squeak out a couple of wins, then we have a nice balance of home games at the end. “If we can get ourselves in position for the playoffs, it’s nice to know we’re at home if we need to pick up that late-season win to

make it into the postseason.” West Carroll is in the opposite boat as EPC, games coming in Savanna. With new head coach Matt Leitzen taking over, the Thunder could make some hay early on. Besides the trip to Lanark in Week 2, West Carroll will face Dakota, South Beloit, and Pecatonica at home; those three teams combined for a 9-20 record in 2014. The Thunder hit the road for Forreston in Week 5, then host Durand (4-5) before back-to-back away games at East Dubuque

Obituaries Kenneth L. Wood MOUNT CARROLL — Kenneth L. Wood, 97, of Mount Carroll, died Sunday, July 5, 2015, at Carroll County Good Samaritan Nursing and Rehabilitation Center in Mount Carroll. Kenneth was born Feb. 2, 1918, the son of Eugene and Mary (Keller) Wood in Woodland Township, rural Mount Carroll. He attended Mount Carroll High School and graduated with the Class of 1936. Kenneth married Irene Knoess on May 17, 1941, in Fairhaven

Township. Irene died on April 29, 2006. Kenneth was born and raised on the family farm. Farming was in his blood. Kenneth farmed the family farm his entire life. He also worked as a carpenter. Kenneth was a past director for Mount Carroll Mutual Insurance Company, past trustee for Woodland Township, and served as a trustee for Mount Carroll Fire Protection District. Kenneth was a lifetime member of the First Baptist Church, Mount Carroll. After retirement, Kenneth enjoyed woodworking, reading and watching sports. As a youth, Kenneth enjoyed raising and show-

All this bill would do is march the taxpayers of Illinois toward an unbalanced budget 1 month at a time. No matter how they slice it and dice it, the math just doesn’t add up. It still does I would guess if Democrats were serious about budget they passed in May, that they would already have used their veto-proof power to override the governor’s veto of their $4 billion out of whack budget. However, that means they would have to use their super majority to pass a tax increase as well. It’s pretty clear where both sides stand at this point. One side wants to spend $4 billion more than actual revenues, with a tax increase attached, while the other side wants structural reform to government and a balanced budget that is taxpayers in Illinois. My colleagues and I stand united in our support for a truly balanced budget that protects the interests of tax-

Civil War theme highlights Thomson Sesquicentennial THOMSON — The Village of Thomson’s Sesquicentennial parade will kick off at 11:30 a.m. on Saturday, July 25. Among the parade participants is Lt. General Ulysses S. Grant, and his horse, Jack. A West Point graduate, Grant was noted for his horsemanship, and was considered to be the best equestrian in the Army. The noble Jack will appear with full dress parade accouterments. Jack was distinguished at the Battle of Ft. Donelson. Grant is portrayed by Scott L. Whitney, a retired high school math and physics teacher from Seward. He has performed as General and President Grant since 2000.
