In Honor of Our Independence • The Fourth of July has been a federal holiday since 1941. Though that may seem like a long time for the country to wait to celebrate the independence it declared in 1776, the tradition of the Fourth of July, often referred to as Independence Day, dates back to the dawn of the American Revolution and the adoption of the Declaration of Independence on July 4, 1776. Since then, July 4th has been recognized as the dawn of American independence, and celebrations that included fireworks and parades can be traced back to the 18th century. • On July 4, 1777, the city of Philadelphia, which would become the first capital of the United States of America, held the first annual commemoration of American independence, and exactly one year later George Washington ordered that all of his soldiers be offered double rations of rum to commemorate the anniversary. • In 1781, Massachusetts was the first state to make July 4th an official state holiday, and the day was actually declared a federal holiday by the U.S. Congress in 1870. However, that declaration did not grant a paid holiday to federal employees. Zoning variance request turns into nuisance violation Woman had asked to have six dogs in home By LYNNETTE FORTH For Prairie Advocate MOUNT CARROLL — Following a heated discussion at the June 23 City Council meeting, aldermen voted to not allow a special use permit request from resident Dondi Polzin. Even though Police Chief Fred Cass said Polzin had not been cited for any violation, but had been sent a letter notifying her of the problem, the council cited Polzin for a nuisance violation of the current dog ordinance. A court date has not been set. Polzin breeds basset hounds, and recently asked the city planning and zoning commission to grant her a variance allowing her to have six dogs in her home,

in order to train two of them for special use. But some council members and neighbors of Polzin said she should not be allowed to own six dogs, which is not a part of current city ordinances. They also want the issue to be considered a nuisance, which is addressed by ordinance. City Attorney Ron Coplan, not present at the meeting due to health issues, submitted a letter stating that the request is not appropriate for the planning and zoning commission, and is not an issue to be considered for a special-use permit. Aldermen Kevin Powers and Joe Grim agreed, and solely based on the issue not being considered a planning and zoning matter, and by the advice given by Coplan, voted against the citation. Powers said he can see two sides to limiting the

number of pets an owner can have within the city. “Why restrict (the number of dogs), and who decides to take them away? What about smells and noise? Do we want to regulate everything residents do? That is one of the great things about living in a small community. The exactly what is permitted,” Powers said. Grim, who has been working on the ordinance update, said the draft was based on state guidelines and countywide ordinances. Alderman Mike Risko said the ordinance should the intent of the stated regulations. “There have been a lot of cases where people have been taken to court regarding the number of animals they have. When the city makes an ordinance stating health and safety concerns, it’s likely turned over in court. Coplan needs

to be here, we can’t keep kicking this down the road.” Powers said, “Unless you have an ordinance spelling tell someone how many animals they can have.” “This isn’t about my dogs,” Polzin said. “One neighbor is angry because I bought the property out from under him, and the other is mad because I did not hire her daughter to help me with my dogs. I am being harassed, and no one will help me. I don’t think it’s fair.” Pollen has set up surveillance cameras on her property to record what her dogs do. She has lived in Mount Carroll for 3 years, issues have been brought to the council. “The only reason they are calling it a nuisance is because that’s the only way they can get me,” Polzin said. “A dog has to bark 20 minutes continuously to be

a nuisance. If you have to go by the laws, you should go by the law, not hearsay. I am being picked on, and I am sick of it.” One of Polzin’s neighbors, Kathy Torres, said she is one of the neighbors to whom Polzin is referring. “I made a comment that I can hear dogs barking with my windows closed and the air conditioning on. I can hear whining. If I call the police every time the dogs bark, it’s a waste of tax dollars. Never in the 20 years that I have lived here have we had an issue. To me, this isn’t good,” Torres said. Mayor Carl Bates said, “The action that has to take place now is the interpretation of the city attorney. The reality is that now it

MILLEDGEVILLE — At this time, no foul play is suspected in the death of a 37-year-old Milledgeville woman found Sunday in a home at 421 Holcomb Avenue, Carroll County Deputy Coroner Chris Martin said. SAVANNA – A $28,000 payment to MSA Professional Services for construction related services was one of several funding requests approved at the June 23 City Council meeting. MSA was paid for the design and bidding process regarding the city’s upcoming street improvement project, which includes North Fifth, Spring, Cook, Quincy, as well as the North ramp on North Fourth Street. The engineering estimate for the project is $284,728.89. Payment of $20,000 to MSA for bidding and construction services for the Bowen Water Main project also was approved. This work would go from the old “Betty Mom’s” tavern area on east Bowen, west to the stoplights at the junction of state Routes 64 and 84, and will remove 1,280 feet of 8-inch water main, replacing that with 652 feet of 10 inch water main and about 548 feet of 12-inch water main, as

id you know July is horseradish month? Collinsville is the Horseradish Capital of the World. More horseradish is grown in Illinois than any other place in North America. Most of it is grown in southwestern Illinois near St. Louis in a region historically known as the American Bottoms near the Mississippi River. J.R. Kelly Co. produces 10 to 12 million pounds of horseradish roots a year. That is a lot of roots! We are taking orders for Southern Illinois Cresthaven peaches until Tuesday, July 28. Cost for members is $25 for a 25-pound box, $30 for nonmembers. The peaches will be in sometime the week of Aug. 10. Excessive rain in region affecting plant health LANARK — It may be dry as a bone west of the Rocky Mountains, but the northern Illinois region has experienced frequent rainfall in recent weeks. In fact, a bit too frequent. Since May, many areas have received at least 18 inches of rain, overburdening municipal water treatment vegetable plants. Several areas have seen destruction in the bottom lands during periods of heavy rainfall. Hay crops that have not been cut are past maturity, and those that have been mowed haven’t dried out yet. Although the abundance of rain does address crucial crop and plant needs, this excessive amount of water also creates problems for those same plants and crops. “In the soil, water is the only place that plants can take up vital soil nutrients. Plants depend on water for this, but plants can reach a threshold where too much water can cause harm,” said Grant McCarty, University of Illinois Extension Local Foods and Small Farms educator. “This threshold can result in wilting symptoms even after the soil has dried. Roots can be damaged and dislodged by water. At the same time, nutrients can be removed from the soil and result in erosion problems over time.” McCarty said rainfall also leads to wet foliage. Certain plant pathogens that cause disease move easily with water and can be passed among plants, possibly spreading disease. Too much rainfall also can affect fruit quality, McCarty said. “If the soil remains waterlogged for a period of time, this can lead to faster root and fruit rot on strawberry tions of water continue in the season, tomatoes may also show blossom end rot damage.” When areas of your home garden or farm experience excessive rainfall, McCarty said there are a number of things you can do to repair the situation soon afterward. “Immediately following a large rain storm, you should note areas of poor soil drainage, appearing as where these are, you might be able to add compost or organic matter after they have drained that can help with drainage later on,” said McCarty. “You also may want to

IDPH provides flood, food, water, and cleaning safety guidance SPRINGFIELD – Illinois Department of Public Health Director Dr. Nirav D. Shah urges residents in and around flooded areas to take precautions to help prevent disease and stay safe. “Flood waters can contaminate food, water, house appliances, and just about anything it touches,” Shah said in a news release. “To avoid illness, it is important for people whose homes have been affected by flooding to make sure their water is safe to drink, to know if food needs to be thrown out, and

to clean all items touched by flood waters properly.” Disease Flood water and sewer overflows can contain bacteria, fecal material, viruses and other organisms that may cause disease. Avoid skin contact with flood and sewer water, especially cuts and sores. Do not allow children to play in areas contaminated by flood water and sewage backup. Do not eat or drink anything exposed to flood and sewer water, and keep contaminated objects,

water and hands away from your mouth, eyes and nose. Wash hands frequently, especially after bathroom use, before eating and immediately following contact with flood and sewer water or contaminated objects or surfaces. Council hears update on infrastructure projects By MICHAEL MILLER For Prairie Advocate SAVANNA — The City Council heard brief updates June 23 on its various ongoing infrastructure projects from Sharon Pepin of Community Funding and Planning Services, who detailed a bit of the history of each and its current status. Pepin said that since 2009, her group has helped the city obtain around $5.5 million in grants from various entities. She said a representative from the Economic Development Administration, from which the city has obtained a $2 million grant for the waste water

treatment plant, had just done a site visit for the project, and that there were 10 to 12 bidders for the project. The bid opening will be July 13 at City Hall, with a ground breaking ceremony week of August. She also said the Federal Emergency Management Administration demolition qualifying homes being type of hazardous materials within. Last year, the city was awarded a $238,219 grant by FEMA for acquisition and demolition of seven homes

recent years, because of their Pepin said that abatement services to remove the hazardous material are being sought and she had been in discussions with Habitat for Humanity, who will review the homes for possible action. The next step will be demolition as soon as the abatement is completed. Pepin said the city has also been awarded $25,000 from the Illinois Housing Development Authority to demolish certain blighted homes, with about $21,700 of that already received, and another round of grant monies coming up. Pepin noted an EDA

grant application has been submitted for the Wacker Road project as well. This is a $2.2 million project, with $1.2 million already secured from the Illinois Department of Transportation, and hopefully around $900,000 from EDA, leaving the city’s portion between $250,000 and $270,000 if the grant goes through. The work would entail removing pavement west of Wacker Road, and excavations that would improve drainage in the area, diverting storm water away from homes and businesses in the area. If the power goes out, the refrigerator will keep food cold for about 4 hours if it is unopened. A fully stocked freezer will keep food frozen 2 days if the door remains closed. A half-full freezer can keep foods frozen about a day. However, if at any point the food was above 40 F for 2 hours or more, discard it. Intact cans without dents can be cleaned with a bleach solution before use. Safety Removal and cleanup essential. It is important to take the following precautions to prevent injury. Turn off main power switches, if necessary. Air out and wipe dry all appliances and electrical outlets exposed to water, before use. If you have fuel oil or gas systems, be sure tanks are secure and all lines are free from breaks. Wear rubber boots, gloves and a mask during removal

Successful blood drive

A big thank you to all those responsible for the Lanark Blood Drive being a success this year. We collected 27 pints, three of which were “double reds” donors and We know that there are many opportunities in the area for the local blood donor to donate, and we are especially happy that you chose to come to Lanark and donate your precious life-saving blood to the American Red Cross.

Thank you to all those donors giving of their precious blood so that others in need will have it available when they need it. Of those people who came in, tried to give and were deferred, we say a special thank you, and to try again next year. We had several volunteers who gave of their time and talents. Two doses of varicella are required for sixth-, seventh-, ninth- and 10th-graders, and those entering sixth through 12th grade must show proof of having received three doses of hepatitis B vaccine. IEPA loan payment received for waste water facility PROJECT

Community Funding and Planning Services received a payment of $30,000 for the administration of an IEPA Clean Water loan for the city’s new waste waster treatment facility and in-system sanitary sewer improvement project. CFPS also received $27,000 for the administration and processing of two grant applications to

the Illinois Department of Commerce and Economic Opportunity — a public infrastructure grant and a disaster grant, for $200,000 and $450,000, respectively. Sharon Pepin of CFPS said because the application related disaster funding, the group searched and found other opportunities for funding to help the city treatment plant. The Carroll County Soil and Water Conservation

District received $1,000 and permission to access city property for their project to clean up the Plum River, as well as the ability to dispose of trees and the cleanup is to promote kayaking and tourism on the river. The cleanup will be taking place on July 29, 30 and 31, with a community cleanup to take place from the Old Mill Park to the state Route 84 bridge on August 7. DeSpain Construction

of Savanna will receive $6,115 for the upgrade bathroom repairs at city hall.Lindeman reminded citizens that permits are required for swimming pools with depths of over 31 inches and that pools of all depths should be equipped with ladders for safety reasons. Crafter’s Spotlight: Margaret Glenn This month we are featuring one of our long time crafters, Margaret Glenn, 91 years-old, who grew up in Lanark, left for five years and has recently returned to Lanark. Cathy Gies, craft store coordinator, said Margaret has spent 25 years making scrubbies, those wonderful mesh pads that can clean anything from dishes, pots and pans to boats and cars. “Fifteen years ago she started making them for the Senior Center,” Gies said. “Since then she has made 500 to 600 a year, and they sell like hot cakes! And the Center hasn’t changed the price in 15 years at her request.” Gies said Margaret makes them in the comfort of her home, and enjoys paying it forward. The Senior Center buys her supplies, but her talent is free and and she takes it from there. “We visited with Margaret in her home which is decorated in beautiful quilts and toss pillows which she has made over the years,” said Gies. “She is a gem.” Margaret would like to encourage others to call and offer their talents. Activities at the Senior Center Recycling Senior Service earns a great deal of money each year through the efforts of those who gather newspapers and aluminum cans in their communities, and those who bundle the paper and haul it to the local distribution centers. We need more help with this project. The “gathering” people work just a couple of hours a month in their communities. The “bundlers” work at the Senior Center just about any day when they have an hour or two to spare. And the “loaders/haulers” help load and/or haul the papers to the distribution center. Senior Center Gift Shop The Gift Shop at the Senior Center has unique gifts handmade by volunteers working throughout Carroll County. It is open from 8 a.m. to 2:30 p.m. Monday through Friday. Participants decide which games to play. With enough participants, groups may form to focus on specific games, such as bridge or cribbage, while others may decide to play multiple games or something different. Seniors Around the County Great River Outreach The Great River Outreach offers a delicious meal, friendship, and good conversation at two locations. In Savanna, food is served from 11:30 a.m. to 12:30 p.m. Monday through Friday, at the former Chestnut Park School near Poopy’s, south of town on state Route 84. In Mount Carroll, food is served from 11:30 a.m. to 12:30 p.m. Wednesday at Mount Carroll United Methodist Church. Any age is welcome. Donations are accepted but not required. Penny food is brought to Mount Carroll. Volunteers are involved in this endeavor. Why eat alone? Consider joining the group often! Are you turning 65? Health Beat: What is osteoarthritis?

By MARK KLEIN Last month, we talked about osteoporosis, a loss of bone mass. The topic this month sounds similar but is very different from osteoporosis. Osteoarthritis involves your joints. It often is referred to as simply “arthritis.”

Age, heredity, obesity, and poor muscle strength contribute to the development of arthritis, and although it can develop in almost any joint in the body, the most problematic locations are the hips, knees, and spine. You may know someone who has undergone a hip or knee replacement. This is the result of arthritis that has become so severe that the pain and stiffness have resulted in lack of mobility. Standing, walking, and especially climbing stairs can cause increased pain in the weight-bearing joints of

the hips, knees, and spine. Within our joints is a layer cartilage that protects the bony joint surfaces and provides a cushion when we bear weight through the joints, such as each time we take a step. Years of compression, joint instability, and wear and tear damages the protective layer of cartilage, leaving a joint that surgeons call “bone-on-bone.” Pain and discomfort and continued damage to the joint. The bad news is, once the carti-

lage surface of the joint has worn away, it will not grow back. The good news is that arthritis can be treated conservatively with antiweight loss, exercise, and If the condition becomes severe and limits your activity, your doctor might recommend a joint replacement that will resurface the joint. Carroll County Transit has a new addition to its fleet: Drivers Joe Unser and Robert Nolte traveled to Kankakee on May 19 to pick up the new 2015 Ford Starcraft 12-passenger bus. The Starcraft brings the count to three-12 passenger buses and five seven-passenger vans. It was bought with money from the Illinois Consolidated Vehicle Procurement Program, funded by the Federal Transit Administration and the Illinois Department of Transportation. The nonprofit CCT provides transportation for citizens of Carroll County and will make trips to Freeport, Sterling, and Clinton, Iowa. Federal CDL rule changes take effect today SPRINGFIELD — Changes to the federal Commercial Driver’s License rules that take effect today establish new federal standards for knowledge and skills testing and eligibility criteria relating to the issuance of CLP’s and CDL’s. Policies include: • A one-time mandate to provide Proof of Legal Presence. Applicants wishing to renew, transfer, upgrade or obtain a CLP or CDL will be required to show this proof. Any facility can accept the PLP documents provided that no written exams are required. The Secretary of State’s CDL web page provides the list of acceptable documents. If written exams are required, applicants must visit one of the CDL facilities. • The CLP will be a hard card document, instead of paper, containing the driver’s photograph. Applicants

must be at least 18 to obtain a CLP and must hold a valid Illinois CDL or non-CDL. • A CLP will be valid for 180 days – instead of 1 year – and may be renewed for another 180-day period. An individual may renew a CLP up to 30 days prior to the expiration date with no additional written tests, providing the CLP does not expire for more than 5 days. Carroll, or West Carroll and played under either varsity coach Jerry Biederman or Mathey, to attend or play an alumni softball game at 4 p.m. July 25. Warm up begins at 3:30 p.m. “The plan is for Jerry to coach on team, and I’ll coach the other, but let us know ASAP so we can see how many teams and/or games we can play,” said Mathey, who

has been the West Carroll varsity softball coach since 2007. Their association goes back 15 years. Mathey coached the Thomson High School co-op varsity softball team from 1991 to 1999. Biederman took over the Thomson co-op team from 2000 to 2004, and continued coaching varsity when the West Carroll School District

A Public Meeting was held on January 7, 2010 to discuss the final Proposed Plan for Groundwater Remediation of Trichloroethene (TCE) at Site 76AD. The community was invited to attend the meeting and provide comment on the Proposed Plan during the comment period from December 21, 2009 through January 20, 2010.
