Abraham Lincoln to the Abraham Lincoln Presidential Library and The sculpture was created to remind the nation of the 1832 Black Hawk War, in which Lincoln fought. State Rep. Brian Stewart, R-Freeport, introduced the artist and promoted the project during an unveiling at the Lincoln library on May 27. “I began this project in November 2011,” Castro said. “I did some research and found that when Lincoln was a young 23-year-old, he was not making much money as a law clerk, so when the Black Hawk War popped up he enlisted three different times in 90 days and became a citizen soldier.” Castro, a former Navy Seal, said his own military service and his son’s service with the Reserves inspired the citizen soldier connection. “We know about the Black Hawk War here in this area, and I kind of thought today’s citizen soldier mindset ties a young Lincoln to modern northwestern Illinois by showing a part of his life that a lot of people don’t know about,” Castro said. “I think now is a good time for us to revisit the Lincoln project, which involves raising $80,000 to sculpt and erect a 7-foot bronze statue of citizen

TIPS teaches participants, including servers, business owners prevent intoxication, underage drinking, and drunken driving through the responsible serving and sale of alcohol. Retired Lt. Scott Friedlein will lead the training. Friedlein developed training programs for Champaign’s Alcohol Enforcement Unit; has developed an Illinois’ Alcohol Enforcement

Among the topics will be how to identify and prevent transactions in which others buy alcohol for in “shoulder tap” operations, in which an undercover operative asks an adult outside a store to buy alcohol, and cites those who do so. Old Settlers Days means ‘Homegrown’ fun Car Show set for Saturday By TOM KOCAL Prairie Advocate TKocal@prairieadvocate.com
LANARK – Lanark City Park is the place to be for this weekend’s annual Old Settlers Days celebration. Old Settlers Days committee members had hoped to hold the event downtown, where it was held in the 1950s and ‘60s. “It was a good idea, but logistically, we didn’t have enough time to plan properly,” committee Chairman Ariel Martz said. “There are some events set for downtown, but for most, the park is such a beautiful place for the event, with two pavilions and the new gazebo, plus plenty of room for the big tent.” Huenefeld Pony Rides will be offered Friday and Saturday near the water tower, “with good long rides for rides, Martz said.

Year-end reports heard by Eastland school board Second Step helps reduce incidents of behavioral problems LANARK – Superintendent Mark Hansen shared year-end reports completed by Cory Walters, district social worker, and Keri Heeren, elementary intervention teacher, at the June 17 school board meeting. Hansen said the Social Emotional Learning report showed that the percentage of students social behaviors was low – fewer than 4 percent of all students – and decreased at every grade level from K to 6 in measures taken in the fall and the spring. The report said the percentage of students displaying problems with motivation to learn was similarly low, fewer than 7 percent of all students, the seven grade levels in measures taken in the fall and spring. “Mr. Walters and the elementary teachers used a curriculum called Second Step to provide ongoing character education throughout the year,” Hansen said. Heeren’s intervention report showed that 73 percent of K-6 students who received supplemental reading instruction in addition to their regular classroom instruction met their growth estimates for the year. “This was higher than the total percentage of all students meeting their reading targets,” Hansen said. “It also showed that 74 percent of the students with diagnosed learning disabilities who received interventions met their growth targets for reading. Mrs. Heeren uses scripted reading programs including Reading Mastery, Read Naturally and Lexia Learning to provide targeted instruction to students in small group or one-on-one settings.” Hansen noted that 41

Talk of Thomson building’s future turns heated By MICHAEL MILLER For Prairie Advocate MOUNT CARROLL — Tensions ran high during discussion of the proposed closing and eventual sale of the Thomson Intermediate School building, as well as the contents, surrounding baseball diamond, parking lot and bus garage, at the West Carroll school board’s June 17 meeting. Thomson Village Board President Vicki Trager spoke to the board, telling them she was communicating the village board’s request that West Carroll vote “no” on declaring the Thomson Intermediate School surplus property. She said the board felt that “West Carroll had more to lose than it had to gain” in closing this facility. In November, the school board narrowly approved keeping the building open until July, with a cap of $50,000 for facility maintenance. The building has been used for drama department plays, practice area for school sports activities, and has been available to the Thomson Sesquicentennial committee for related events. Since 2013, students now attend the primary or high school in Savanna, and the middle school in Mount Carroll. Pre-school classes were moved to the primary school in 2014 when the

Other West Carroll board action Superintendent Craig Mathers’ report indicated that the date for the board’s scheduled meeting with the Illinois Association of School Boards has been changed from Sept. 23 to Sept. 14, due to a scheduling conflict. He also noted that Keta Foltz has been recognized as Teacher of the Year. School board President Mike Highland reviewed the highlights of the board’s recent meeting with IASB regarding board governance, and shared the board’s ideas on what its goals were for the community. He said bringing the community together was a major goal, but that this was difficult when faced with so much individual community pride, and also because of fear of change and the unknown. He said that emotion can be an impediment to unity, and that he had to Mount Carroll. Trager noted that the arrival of federal inmates had begun and felt that this development would help increase the enrollment at the Intermediate School, keeping it viable as an education center.

Highland said that West Carroll has lost 25 percent of its students and that neighboring districts had lost students as well. He lauded West Carroll’s FFA, music, and sports programs, and said that the goal was to send out West Carroll students in a way that would allow them to accomplish good things.
Board President Mike Highland asked Trager what the results of the survey conducted by the village board were regarding Thomson’s feelings about the future of the building, and she answered that she wasn’t authorized to discuss those results, because
it was not relevant to the vote this evening. The surveys, mailed with village water bills, have just begun to be returned, so a full tally is not yet available, Trager said. Highland asked if she meant to say that if the
board declared the playground and baseball diamonds as surplus property, the village would not be interested in taking them over. “Because that’s what you’re telling me right now,” he said. Highland asked if the village would be interested in pursuing an intergovernmental agreement to potentially take over either of the two pieces of property, but Trager remained him that the item wasn’t on the agenda. Highland said if the district were to decide to declare the property surplus, they’d have to decide on how to dispose of it. “And you want to do all of that tonight?” Trager asked. “Yes, Ma’am!” Highland said strongly, adding, “I’m hearing that you’re going

SAVANNA — Bring Your Kid to Work Day at Elkay Manufacturing Co. wrapped up a weeklong recognition of plant safety in the wake of the Savanna and Lanark plants winning a 2015 President’s Safe Workplace Award. About 40 children were given a tour on June 12, to see where Mom or Dad works and what they do each day, along with ice cream, water bottles, safety glasses, and an ID badge. Each week day, a different safety topic was discussed, including heat trol, summer safety, and ergonomics. Employees were given different gifts each day as a thank you for practicing safety at work. Carroll County Sheriff’s Department Deputy Mike Holland came with his new sidekick, Meni. cer have been training for 6 months, following a 6-week training program in Pennsylvania. In about 20 seconds, the 2-year-old German shepard found drugs hidden on the bumper of a Jeep in the Elkay parking lot. Meni also can detect human scent on objects, to help locate missing people or criminals. He is trained to latch onto a subject until given a command to release. Trager touts Thomson’s ability to pass proposed tax four times HEATED

Addressing the frustration felt by the school board regarding the four failed attempts at passing a county-wide 1 percent school facilities tax, Trager said that Thomson had passed the proposed tax every year it had been up for vote. She said that if the district had asked her to present 10 different options to the village board, she’d have been able to do that. District board member Jerry Anderson also expressed frustration that he was being asked to vote on a matter with relevant survey information being withheld. During discussion of the matter, Superintendent Craig Mathers gave the board some additional information
strategic options, including selling the property through a realtor, selling through an auction or bid, or entering
into an intergovernmental agreement. The board, prompted by a motion by member Beverly
Kilpatrick, decided to table the matter until a full board was in attendance. Member Dawn Rath was absent.
Pursuant to a motion from Kilpatrick, the board also voted to tour the building before their regular July

By MICHEL MILLER For Prairie Advocate MOUNT CARROLL — New Sports Boosters before the West Carroll school board Wednesday, outlining the group’s status and his plans for its future. Jones called the program “a little business” that brings in just more than $40,000 every year and has more than $15,000 in the bank. During the 2014-2015 school year, the group had concessions at 59 district events, Jones said. The next school year has just 20 such events, though, and the group has initiatives to boost revenue from each by 20 percent. Average revenue for events was $632, with football’s average being $1,254, volleyball’s $693, and basketball more than $500. Jones said volleyball concessions have gone well because of the “theme” idea students had assigned to each game.
The group’s goals, Jones said, are to promote attendance and provide equipment and facility expenses. It wants to promote two apprenticeship programs – one for a business-minded student and one involving social media – that would help promote the boosters, and also measure attendance. The board also approved: • The 2015-2016 insurance package from Blue Cross/ Blue Shield as well as Delta Life Insurance. • A lease with Head Start, for one classroom mary School, for 1year. • Going out for bids for both fuel services and snow removal services for the 2015-2016 school year. • A request from the Thomson Sesquicentennial Committee to use the Thomson building’s gym for its activities at 7 p.m. on June 25 and 30; and July 7, 11, 15 and 23.

Matt Leitzen has been named the head coach of the Thunder football program, one that has gone 19-45 since its last playoff appearance in 2007. Stephen Rudnicki has been tapped to serve as head coach of the boys basketball program, one that has not won a regional championship since 2008. Leitzen was approved by the West Carroll school board last month, and Rudnicki was approved in April. Both coaches have been a part of the high school state
in 2012. Rudnicki, a 2008 graduate of Evanston Township in suburban Chicago, was co-captain of a Wildkit team that went 30-4 in his senior year en route to the 4A third-place trophy. Leitzen and Rudnicki look to utilize their big-game experiences in helping their respective teams become competitive once more in the Northwest Upstate Illini Conference. “We’re trying to make everything a competition,” Leitzen said. “We try to end camp every day with a 7-on-7 segment, or even an 11-on-11 segment, forcing the kids to compete and put ourselves in positions to succeed.

Personnel decisions made after closed session MILLEDGEVILLE — The Chadwick-Milledgeville school board adjourned to closed session duringt its June 15 meeting to discuss the appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the district. After an hour, the following personnel actions were approved for the 2015-16 school year: • A salary increase of 1 percent for noncertified employees; • Amber Smith’s refusal of recall rights for the third-grade opening; • The resignation of Katie Wilkinson as junior high School English language arts teacher; • Hiring Kirk Engelkens as district transportation coordinator, and as fresh-soph football coach; Doug Wiersema as bus maintenance manager; Brad Grenoble as varsity volleyball coach; and Corinne Nye and Stephanie Steinmetz as Spirit Squad co-sponsors. • Hiring Keith Mayne to do mowing of district grounds at $10.71 per hour; • Retirement incentive for Jody Engelkens, which qualifies her for a 6 percent increase in salary each of the next 3 yearsl • Brooks Wilkinson of Sterling as a summer technology intern at $8.25 per hour; • Approved weight room supervisor pay at $12 per hour. technology purchase plan. The bid for the sale of the 2005 Chrysler mini van to W.J. Wesley Kee of Mount Carroll was approved. Kee had the highest bid at $1,700. Schurman said the purchase of a new mini van was also approved. Clinton Auto Group, Clinton, Iowa, had the lowest bid at $21,046 plus fees on a 2015 Chrysler Grand Caravan SE. Schurman said that the 2015-16 regular board meeting schedule is relatively the same as this year, meeting the third Monday of the month, with a few exceptions. The July meeting will take place Thursday, July Schurman’s vacation. The board will meet on the third Tuesday during the months of January and February in order to avoid holidays. Schurman said that due to recent registrations, the Early Step Pre-K program is full and now has four students on the waiting list to attend. Employees with perfect attendance for the school year were recognized: Digmann, Jody Engelkens, Ashley Hartwig, Brian Rahn, Martin Stauffer, and Dave VanLangen; and nonAlexander. The next board meeting will be held at 7 p.m. Thursday, July 16, at the Milledgeville High School Library.

Be skeptical of ‘moderation’ and ‘control’ in state budget feud By MATT DIETRICH Reboot Illinois Two things have had my eyes rolling as Gov. Bruce Rauner and House Speaker Michael Madigan conduct their extended stare-down over the state budget. One is Madigan’s oft-repeated claim that Rauner is “operating in the extreme” on the budget and instead should operate “in moderation.” The other is Rauner’s railing against
Madigan and “the politicians he controls.” First let’s address Madigan’s comments on Rauner being “extreme.” Rauner’s offense, according to Madigan, is refusing to help Democrats find new money for their imbalanced budget (they say it’s $3 billion short; Rauner says it’s $4 billion) until the Democrats pass reforms including term limits, workers’ compensation
reform and a freeze on local property taxes. Those, Madigan says, are Matt Dietrich “non-budget issues.” Using them as bargaining chips to earn the governor’s

That won’t be the case now. “We want to be able to establish a run game, and we think the best way to do that is under center,” Leitzen said. “We’re going to add that aspect to our offense. At the same time, we’re going to take that same group of 11 and go to shotgun and still be able to run the ball. That’s something we’re hoping to install, and our kids have picked up on it rather quickly.” Leitzen inherits a defense that averaged just more than 49 points allowed per game last year, as the Thunder’s nents put up more than 50.
“We’ve got to be able to switch our defenses and put more guys in the box to still be able to cover more people,” Leitzen said. “We’re looking at some ways to switch that up a bit. If you want to be successful in this conference – I don’t want to say you got to force teams to pass – but if you don’t stop the run, it’s going to be a long Friday night. “The days of us losing by 50 have got to come to an end.” Rudnicki will also revise the playbooks for his team. After graduating from, and playing basketball at Illinois Wesleyan, Rudnicki spent 2 years at DePue as an assistant coach. He was a middle school teacher at DePue, but when a high school social studies position opened up at
West Carroll, Rudnicki took the challenge. So far, his kids have responded well. “We want to be in transition more, and be an up-tempo team,” said Rudnicki, who added that his defense will be a pressuring man-to-man. “After that, when we’re in the halfcourt, we’re a four-out, one-in motion. It’s what we’re looking at, and every level
