MOUNT CARROLL — Mount Carroll Township is proposing alternatives to Burlington Northern Santa Fe’s request that it abandon a portion of Scenic Bluff Road so the railroad can build a double track section on its main line. The railway increased its offer to pay the township to close the section
from $200,000 to $800,000 one week after an April 29 public hearing at which all of the 40 people in attendance favored keeping the road open. The section of road is about a half mile south of the bridge to Airport Road. BNSF has said that if the township doesn’t accept its offer it will take the matter to the Interstate Commerce Commission. “My take is that I don’t want it closed, because
it would affect my business, and I made that quite clear,” said Rich Russell, one of the people who attended the public hearing. After talking with engineers at Willett Hofmann & Associates, the township is requesting that the railroad widen the opening to the bridge, which, among other things, would require it be lengthened 14 feet, and add a ditch or storm sewer to solve an ongoing drainage problem. Andy Williams, BNSF
public affairs director for Illinois, said Monday that the BNSF is reviewing the township’s response. He had no further comment. The township letter also gives several reasons why keeping the crossing open is important to the community. That portion of Scenic Bluff Road is used by local residents and businesses, not only as a detour when state Route 84 is closed because of an accident or
for other reasons, but also to access Airport Road to get to Route 84, or to travel east, Vandendooren said. Other paths that could be used would not be as convenient and would require several miles of backtracking. Township Attorney Kipp Meyers said closing the road would affect businesses and people in Savanna and the rest of the county, not just in Mount Carroll Township.

MOUNT CARROLL Crime Stoppers ask for help with Mill Road accident MOUNT CARROLL – Carroll County Crime Stoppers is looking for information on a hit-and-run over the weekend in which a vehicle drove through and destroyed four barricades closing off a bridge on Mill Road, south of Mount Carroll. According to the Carroll County Sheriff’s
Department, a newer black Chevrolet truck was southbound on Mill when it hit the barricades. The center chrome portion of the grill and pieces of the black plastic bumper likely are missing. Anyone with information is asked to call 815-244-7867. Tips can remain anonymous, and information leading to an arrest could earn the caller up to $1,000.

But the County Board doesn’t want to spend additional money on overpass reconstruction. So it voted unanimously to have county engineer Kevin Vandendooren negotiate with BNSF to take ownership and maintenance of the overpass. Vanderdooren said the county would have some liability regardless, as it and BNSF have a responsiblity to ensure the crossing and roadways are safe for travel.
It also has had federal funds allocated for Carroll County to pay for bridge replacement. For those reasons, Vanderdooren said, he has proposed the county petition the Illinois Commerce Commission to have the crossing at road level. Vandendooren told the board May 7 that there is an agreement with IDOT for only preliminary engineering. The contract calls for the project to be completed within 3 years, and gives
IDOT an ability to withdraw the project if the Legislature doesn’t allocate appropriate funding.

MOUNT CARROLL — The railway overpass on Ideal Road just south of a curve along state Route 40 west of Milledgeville is slated for renovation. What that renovation will be still must be determined. The Carroll County Board wants Burlington Northern Santa Fe to take ownership of and maintain the track overpass. It would prefer BNSF make the crossing at road level instead of an overpass, but it isn’t sure the railroad will agree. It might ultimately ask the Illinois Commerce Commission to require the crossing be at road level. Any reconstruction will require a reworking of the intersection of Ideal Road and Route 40. A new bridge would require the intersection to be moved 80 feet to the west. An at-grade crossing might allow IDOT to cut that distance in half. An at-grade crossing, however, might require additional roadway to provide enough room for vehicles that are stopped for passing trains. Current plans are for the state and county to fund a

MOUNT CARROLL — CGH Medical Center is opening a medical clinic in downtown Mount Carroll by the end of July, CGH Vice President Shane Brown and family medicine specialist Dr. Aja Montgomery-Murphy told the council at its May 12 meeting. The clinic will be at 106 E. Market St. in the portion of the Bess Professional building that used to house

Point Rock Park got a facelift over the weekend, thanks to community volunteers who worked painted shelter houses, repaired the water fountain, cleared brush, and cleaned the restrooms. Tru Green quoted a cost of $1,700 to get rid of the
park’s moles, but “we will try the old-fashioned way using traps,” Alderman Joe Grim said with a chuckle. He also noted that cleanup work is being done at the swimming pool in preparation for opening this Memorial Day weekend. Lifeguards have been hired, swim lessons begin July 13, weather permitting, and a golf fundraiser for the pool will be held July 24 at Oakville Country Club. Painting and general cleaning will begin soon. City streets will be getting a wash down, and the Galena Street bridge will get 10 new deck planks.

City begins MAPPING out its future ventures Implementation of programs underway By TONY CARTON For Prairie Advocate MOUNT CARROLL — Projects as varied as creation of a Facebook page heralding the village sesquicentennial, development and then expansion of an artisan market and the organization of leadership training for young people are underway in Mount Carroll. The four committees spawned by the MAPPING the Future of Your Community project has begun implementing a series of programs designed to move the village forward. The MAPPING the Future of Your Community program is a participant-driven strategic planning initiative of the Illinois Institute for Rural Affairs where local leaders and citizen volunteers create a long-range
vision for the future of their village. MAPPING program manager Gisele Hamm said the folks in Mount Carroll have been a great group to work with and she is excited for the town’s future. “The city of Mount Carroll is poised to embrace a promising future, thanks to the commitment and dedication of its MAPPING the Future Action Teams,” Hamm said. “Mount Carroll’s long-term plan includes four goals that the community will work to achieve in the next 10 to 30 years, as well as the strategies they will utilize to reach their goals.” She said participating community members met for four sessions every Thursday, April 9 to 30, then formed action teams for each goal to develop as well as their longer term plans to work toward achieving those goals.

Carroll as a place to do business, creating a shop local program, and improving city signage. Goal two is focused on youth engagement, and a youth forum is being scheduled this summer to obtain input from Mount Carroll youth on their needs and desires to help guide the committee’s future initiatives. The third goal includes offering a variety of unique and engaging festivals, events, and activities. Plans are in the works to plan, enhance, and promote several upcoming community events including its artisan market, farmers market, and car cruise. Utilization and enhancement of the Mount Carroll parks and recreation facilities comprises the fourth goal. This committee’s initial projects include extensive cleanup, painting,

Race-day registration will be held from 7 to 7:45 a.m. at the north entrance to Campbell Center, where the event begins. CEDARVILLE — Robert Roy Rasmussen, 64, of Cedarville passed away on May 15, 2015, in his home. He was born in Savanna on April 23, 1951, the son of Roy and Elvera Rasmussen. He was a 1969 graduate of Mount Carroll High School. On Nov. 28, 1970, Robert married Jane McColley at First Evangelical Lutheran Church in Mount Carroll. Robert was employed at Kelly Springuntil he retired in November 2014. He was a member of Eastgate Christian Church, and was an avid gardener. He is survived by his wife Jane; son Rodney (Kimberly) Rasmussen
of Minnesota City, Minnesota; daughter Johanna (Curt) Yoder of Freeport; six grandchildren, Roland, Roy, and Roxy Rasmussen, Jaxon, Jozy, and Jenna Yoder; brother Ronald (Kathy) Rasmussen of Mount Carroll; sisters Diane Finch of Missouri, Janice Nitz of Kansas, and Mary Dent of Colorado; and many nieces and nephews. City donates $10,000 to Chestnut school demolition By MICHAEL MILLER For Prairie Advocate SAVANNA – The City Council has agreed to give $10,000 to The Great River Outreach to help the school and build a new community center. The grant is contingent the ownership of the former Chestnut Park Elementary School, which New Unity Church has said it will donate. It will cost about $58,000 to demolish the old classroom and gym sections. Although Great River still is fundraising for the project, it has gutted the build-
ing and had the asbestos removed, council members noted. The new community center will allow GRO to expand The Table, a program that serves hot meals weekdays to the needy. It also could be such as the food pantry and Golden Meals, which could use the kitchen and dining room, said the Rev. Bob North, who asked the council to make an exception to its usual $2,500 grant for demolition reimbursement. The center also could house a used clothing shop, and space for several public and private agencies on a
1- or 2-day-a-week basis, North added. The city has $35,000 in its demolition reimbursement fund, about $25,000 of which already is committed, Mayor Tony McCombie said. “I just think it would be a tremendous asset to the community, not only to have that building gone but to have a new building to replace it,” Alderwoman Christine Lee said. “We have so many people in this community that could use those services.” Alderwoman Lisa Robinson wondered if this might not set a troublesome precedent in which Main Street

McCombie said she was not aware of any owners who had such plans. “I would love to think that owners of buildings on Main Street that were demo-ing and were going to rebuild to better the community and provide economic opportunity. I hope they do come forth,” she said. The council also approved a request from Gerry Gendreau to use the south half of Madison Street between Main and the east alley of Main between Main and Third for the Iron Horse Music Festival Friday

Vandendooren said all work on Route 40 would be paid for by IDOT, and the right-of-way work and engineering would be split – 60 percent paid by the ICC, and 20 percent each by BNSF and the county. Carroll County received funds from IDOT to cover its 20 percent share, about $160,000. Any additional expenses would come from county coffers. Vandendooren said the county has no written agreements with BNSF other than a Nov. 21, 2002, letter in which the railroad supported the project. It also has an unsigned document making the county responsible for the bridge deck of the current structure. He said the ICC and IDOT both have told him the project remains on their lists. Vandendooren told the board he thinks it has three options: • Negotiate to have BNSF take ownership and maintenance of the overpass;

LANARK — Thirty-four Eastland High School seniors were honored at Thursday’s 15th annual Award and Scholarship Night. Local businesses, organizations, memorial funds, colleges, and individuals donated more than $53,000 in scholarships, said Anne Pilgrim, Eastland Jr/Sr High School counselor. Departmental excellence and numerous other awards also were presented. “A successful event such as this would not be possible without the tremendous support of area businesses and individuals,” Pilgrim said.
