Credentials for new superintendent discussed Mathers set to retire at end of next school year

By MICHAEL MILLER For Prairie Advocate MOUNT CARROLL – The West Carroll Board of Education began discussions on the desired credentials for its prospective new superintendent, who will replace Craig Mathers at the end of the 2015-16 school year.

Illinois Association of School Boards representative Donna Johnson reported April 22 on the results of an online survey the district conducted to determine which qualities were most desired in a superintendent by residents and staff, and took questions regarding an action plan to begin the selection process.

Johnson’s review of the data indicated several areas of agreement among the three groups that answered the survey — board members, staff and parents, and community members. The survey indicated several categories most favored in a desired candidate.

Respondents are seeking a superintendent who acts with integrity, fairness and in an ethical manner; advocates, nurtures and sustains a school culture and instructional program conducive to student learning and staff professional growth; collaborates with faculty and community members, responds to diverse community interests and needs, and mobilizes community resources; and has proven abilities in human relations and communications.

The board also debated what the base salary should be. Board member Dawn Rath favored $100,000, but member Jamie McCombie wondered if someone new to the position of superintendent should receive that high an amount. Johnson stressed that the posted base amount would be just that, a base, and that a higher amount could be negotiable if need be.

Highland said that the average superintendent’s salary for northwest Illinois is $109,000 a year. Anderson expressed concern that if that was the base amount, the district might not get the experience it desired in candidates. The board elected to opt for “regionally competitive and commensurate with experience,” in regard to salary, with nothing being put in print before the requisite documents were drawn up and approved by the board.

The board set Sept. 23 as the date for the slate of prospective candidates to be presented by Johnson, at a closed meeting. There will be more than likely six candidates reviewed and interviewed. The board elected to not schedule any interviews until they review the candidates. Ten applications have been received so far.

Scenic Bluff Ranch is located on 60 acres of rolling countryside between Savanna and Mount Carroll, with more than 24 miles of beautiful trails. The ranch offers horse boarding, large pastures, private paddocks, outdoor training arenas, a lighted indoor riding arena, climate controlled viewing areas, trailer parking, and hot and cold water wash stalls. The ranch offers riding lessons, as well as horse exercise and training routines.

Abbey Schmidt boards her horse, Rusty, at Scenic Ridge, and she is pleased with the lessons and care shown for her horse. “It is beautiful out here, especially the trails,” Schmidt said.

Gene is an internationally recognized cutting horse trainer and rodeo champion.

He has written many articles on horse training and care, and has given many lectures on the subject. Having been a public trainer, a winner of several rodeo titles, and a past president of four major horse associations, he brings a wealth of knowledge to the facility.

Last week, the Illinois House passed a bill banning red light cameras in nonhome rule communities. The bill, which awaits a vote in the Senate, would take effect Jan. 1, 2017.

He expects this margin to get worse, since the state cut 2 percent to 2 1/2 percent in General State Aid, and special education funding for personnel, private facilities, children requiring special ed services, transportation and regular education vocational transportation, he told board members April 22.

This will impact rural districts particularly hard, he said, adding that Early Childhood funding also will be cut by $12,000.

The district already has lost $500,000, due to the proration of GSA to 89 percent.

The impact of these cuts is more grave in low Earned Assessment Valuation districts that depend on state funding more, he said.

“To put this in perspective, that would be 11 teachers’ salary and ance our budget based on what the state is doing, we would have to reduce our current teaching staff.”

High School Principal Adam Brumbaugh gave a presentation on registering for classes and paying bills online. LANARK – Although tips have come in, Lanark Police still don’t have a main suspect after less than $10,000 was stolen from three businesses in town, Lanark Police Chief Matt Magill said.

The Crooked Roof, Dave’s Place, and Bella Pizza were broken into the evening of April 20 or the morning of the 21st, Magill said. A man, seen on security footage holding broke into an ATM at The Crooked Roof and into a video gambing at Dave’s Place, Magill said. Another misconception in agriculture is how farmers treat their animals. It was brought up to me by one of my board members who was talking to a consumer who was concerned about hogs and how they are treated when taken to packaging plants.

Animals in general are not beaten. Inspectors are at the facility to make sure the hogs are handled properly.

Farmers care for their animals — it is their job. They don’t want to harm them, nor do they need to harm them. As with everything in life, there is always one bad

apple. That doesn’t mean they are all bad. Some parents beat their children, does that mean all parents do? someone sets someone up, they broadcast it all over.

Why can’t they go follow what farmers truly do and show the care they give? We need to start showing that, but will people pay attention, or does society thrive on the bad?

Cutting horses have great ‘cow sense’ HORSE

What is a cutting horse, and how does one said the sport of “cutting” originated from cattle ranches in the American West, where it was a cutting horse’s job to separate cattle from the herd for vaccinating, castrating, and sorting.

Eventually competitions arose between the best cutting horses and riders in the area. In 1898, according to Wikepedia, competition was held in Haskell, Texas. As the growth of such cutting horse contests took hold, a group of owners decided establish a universal set of rules and regulations.

As a result, in 1946 the Association was founded.

Local teen installed as CAR state president

Sarah Callahan, a member of the Charles Carroll Society, Children of the American Revolution, Mount Carroll, is now state president of the society. She will serve a 1-year term.

ALEXANDRIA, Virginia – Sarah A. Callahan, a member of the Charles Carroll Society, Children of the American Revolution, Mount Carroll, was installed as state president of the society in ceremonies April 19 on the grounds of Mount Vernon, in Alexandria, Virginia.

The ceremony included a wreath-laying at the tomb of

George and Martha Washington. Callahan placed the wreath at George Washington’s tomb.

Callahan, a senior at Quad Cities Christian School, will serve a year, during which time she will visit the societies in Illinois, attend the Great Lakes Regional in Madison, Wisconsin, and report to the National Convention in Washington, D.C., in April 2016.

Entries sought for Dutch Days tractor and implement show FULTON — As area farmers take advantage of the favorable spring weather, thoughts are turning to the annual Dutch Days Tractor and Implement Show, which will be held Friday and Saturday at the First Christian Reformed Church parking lot at 14th Avenue and Eighth Street.

preferred for those who would like to show off their vintage antique farm tractors and implements. There is no entry fee and exhibitors will receive a specially made dash plate to commemorate their participation. May 9 at the Ingersoll Wetlands Learning Center, 7071 Riverview Road.

Pam Steinhaus, the visitor services manager, invites participants to begin the day with a guided bird walk.

“Birders of all ages and skill levels are welcome.

Meet with experienced birders as they help you identify birds by sight and sound,” said Steinhaus.

The 2-hour walk leaves

the visitor center at 8 a.m.

Participants also can take a golf cart tour along the Great River Trail through the refuge, and learn about the history, management techniques and various species of birds. That 2-hour tour leaves the Learning Center at 8 a.m.

Each student created a clay pot that was heated in a kiln, then placed in a metal bucket filled with shredded paper. More paper was added until the paper caught fire, then a lid was placed on the bucket. As the fire was extinguished, the smoke caused a reaction with the glaze that created a multitude of colors and patterns, called raku.

New volunteer welcomed to CCSC Since early March, Sandra Aude of Mount Carroll has been volunteering as the Senior Center receptionist.

Sandra and her husband, LaMoine, have been married 42 years and have spent all their married life in the Mount Carroll area. They have three children and three grandchildren who live in Wisconsin.

Sandra recently retired after 31 years with the Mount Carroll and West Carroll school districts. She was a lunchroom accountant, secretary, bookkeeper, and finally the superintendent’s secretary.

Rules of the Road The Carroll County Senior Center will host a free Rules of the Road class from 9:30 to 11:30 a.m. May 22 for those who will be taking a driver’s test to renew their licenses.

The instructor will go through all the information that will be on the test and more.

Reservations are not necessary; call the Senior Center at 815-244-1800 for more information or to sign up.

Exercise equipment at Senior Center The Carroll County Senior Center has four pieces of professional-grade equipment available: a treadmill, rowing machine, E-Force cross trainer and recumbent bicycle. You are welcome to use any of these any time the Senior Center is open, from 8 a.m. to 2:30 p.m.

seniors get some needed movement and cardio work that can improve their physical and mental states. As anyone can tell you, a few minutes walking or riding a bike can go a long way.

Open house Carroll County Senior Services Organization will host an open house for former bookkeeper Jean Smith, Thomson from 1 to 3 p.m. Friday at the Carroll County Senior Center. Jean, who has been volunteer bookkeeper for 2 years, desires more time for personal matters. The public is invited to drop by, enjoy some refreshments, and reminisce with Jean and the Senior Center staff and board members.

Activities at the Senior Center Recycling Senior Service earns a great deal of money each year through the efforts of those who gather newspapers and aluminum cans in their communities, and those who bundle the paper and haul it to the local distribution centers. We need more help with this project. The “gathering” people work just a couple of hours a month in their communities. The “bundlers” work at the Senior Center just about any day when they have an hour or two to spare.

And the “loaders/haulers” help load and/or haul the papers to the distribution center.

Senior Center Gift Shop The Gift Shop at the Senior Center has unique gifts handmade by volunteers working throughout Carroll County. It is open from 8 a.m. to 2:30 p.m. Monday through Friday. Volunteers who can sew, crochet or knit always are needed. If you would like to help or know of someone who would, call 815-244-1800.

Bingo Tuesday of each month. Players play with nickels and dimes, so make sure to bring your extra change, because sometimes there JoEllen McCaskey from Pinnacle Place does the calling, and on the third Tuesday, it’s Anna Gray from Good Samaritan.

Card players The Senior Center hosts card players of each month. Invite your friends and come join the fun. Bev Atherton facilitates the group. Participants decide which games to play. With enough participants, games, such as bridge or cribbage, while others may decide to play multiple games or something different. If you need instruction on playing a chosen game, other participants will gladly teach you.

Pool players Pool players gather Thursday at 10 a.m. every week. Do you enjoy playing pool, but have no one to play with? Do you need to sharpen your skills? If so, the Senior Center has a pool table on the lower level.

There are also balls and cue sticks. All we need are players. No reservation is needed.

Quilters The quilters are here every Thursday from 9:30 to 11:30 a.m. They welcome anyone who wants to join them.

Grandparents and Other Relatives Raising Children The GORRC support group will meet March 24. Free lunch, an activity funded by the Illinois Department on Aging, will be provided at 12:30 p.m., and reservations are required. Call 815-244-1800 or 866-214-1959 for reservations.

Seniors Around the County Great River Outreach The Great River Outreach offers a delicious meal, friendship, and good conversation at two locations. In Savanna, food is served from 11:30 a.m. to 12:30 p.m. Monday through Friday, at the former Chestnut Park School near Poopy’s, south of town on state Route 84. In Mount Carroll, food is served from 11:30 a.m. to 12:30 p.m. Wednesday at Mount Carroll United Methodist Church. Any age is welcome. Donations are accepted but not required. Penny Von Essen cooks for both locations and food is brought to Mount Carroll. Volunteers are involved in this endeavor. Why eat alone? Consider joining the group often!

First Lutheran hosts Arcot delegation from India CHADWICK — A delegation from the Arcot Lutheran Church in India paid a visit to Chadwick and northern Illinois in March.

Leading the delegation was the Right Rev. George William Raja Socrates Sathyachandar, bishop-president of First Lutheran Church of Chadwick’s companion church, Arcot Lutheran. The Rev. Jane Anitha Elavarasi from the Arcot Women’s

Desk and B. Jesuadian, secretary, also were part of the delegation.

Susan Smith is the secretary of the First Lutheran Church.

“During their time in northern Illinois, they visited many congregations, educational facilities such as Augustana College and Wartburg Seminary, and toured area farms in Chadwick,” Smith said. “Since the delegates come from a rural area of India, they

found it very interesting to see how farming was done in this country.”

The day began with a meet-and-greet with Northern Illinois Synod Bishop Gary Wollersheim and his wife, Polly, at First Lutheran. Then on to the Elmer Rahn Jr. farms to see their cattle production and various facilities.

A potluck lunch was shared at the church with 30 congregational members. A video presentation by Justin

Rahn demonstrated corn to the railways; drone technology was used to make the video.

Following lunch, the delegation went to the Michael Johnson farm to hear about grain production, view various types of machinery and see how machinery has evolved from a 1957 International tractor, owned by Jerry Jacobs, to current-day tractors and combines that are used at the Johnson farm.

Haley Appel is the daughter of Randy and Jenny Appel of Thomson. She is a senior at West Carroll High School and plans to attend Iowa State University with a major in early childhood education with a minor in special education. She then will decide

Senate authorizes governor to restore program funding

On April 22, the Senate voted to authorize Gov. Bruce Rauner to transfer $26 million from special state funds to restore grant funding for public health and social service programs.

Grants that pay for programs such as funerals and burials of public-assistance recipients, smoking cessation, teen programs, autism and HIV and AIDS programs were suspended in early April. Providers strenuously opposed the cuts, which they said would have a devastating impact on their ability to provide important services.

The Illinois Department of Transportation and the Illinois Capital Development Board are hosting a series of listening sessions across the state in the coming weeks to discuss Illinois’ infrastructure needs to help prioritize future capital projects.

The goal of the Tour is to create a comprehensive package of capital project recommendations for the Rauner Administration to consider this spring. Meetings will be open to the public to seek input from residents, businesses and local leaders on key infrastructure priorities in each region.
